These people are fighting off a famine in Yemen

Fatik al-Rodaini has people to feed this holy month of Ramadan. He and his team of volunteers are delivering food baskets to people who would otherwise have nothing for iftar, the nightly meal when families break their Ramadan fast.

"After 15 hours of fasting you need something to break your fast, as a gift you give yourself,” says Rodaini, a Yemeni man who left a career in journalism to work full time helping to relieve Yemen’s hunger problem. His organization, Mona Relief, is named after a woman who was an early donor. The Mona Relief team identifies families in need and delivers food packages or baskets, each one consisting of basic cooking ingredients.

The situation

Yemen grows little of its own food, and must import 90 percent of it, but the war has severely limited imports. A naval blockade by Saudi Arabia, with US support, slows maritime traffic and imposes time-consuming inspections. Damage to the country’s largest deep-water port, Hodeidah, has further slowed World Food Program deliveries.

"Ships can be at sea for three weeks waiting for their turn to get to the platform and be able to off-load the cargo and the food,” says Etefa. “In this situation when you have ships carrying food in 50-degree heat [that’s over 120 degrees Fahrenheit], there is ... the risk of some quantities of the food going bad." Most of the hundreds of thousands of tons of food that WFP sends into Yemen arrives wholesome and fresh, albeit slowly.

Recently, a WFP truck convoy was stopped by Houthi forces who control the route from Hodeidah to Taiz, Yemen’s second-largest city. Officials say the 200 trucks were allowed to continue after an inspection.

The International Committee of the Red Cross experiences the same kind of scrutiny, wherever they travel in Yemen. Even as a cholera outbreak and near-famine conditions require a speedy response, ICRC officials must be prepared to negotiate their cargo's passage.

“When we send convoys from one location to the other ... we have to inform the tribes that a convoy will be passing through their villages. We also have to negotiate the way at every checkpoint to make sure that the convoy will reach where it is supposed to deliver," says the ICRC’s Robert Mardini. "And I think this has proven to be effective.”

“All this is a direct consequence of a conflict which is entangled, with no solution in sight ... and where the basic rules of war are not respected by parties to the conflict," says Mardini, ICRC’s regional director for the Near and Middle East.

Shipments blocked

Small local groups, such as Rodaini’s Mona Relief, don’t import food themselves. Instead, they buy food already delivered to local vendors by Yemeni merchants who have long-established distribution networks.

"I can't receive any shipment from abroad. So, I'm trying to buy food baskets from the local markets, and then I distribute it to the IDPs and the vulnerable families in Sanaa and in other provinces,” says Rodaini. “Mona Relief is working now in nine provinces. Most of them in northern Yemen.”

“I think that the international aid that comes through the official authorities do not reach the targets, due to widespread corruption, unfortunately,” says Qasim al-Mahbasi, a university professor in Aden who is also the honorary president of Future Foundation for Development and Human Rights.

“The support of traders and NGOs is better than that of international organizations,” he says, “but remains limited in value [compared] to the growing needs of a large number of [Yemen’s] poor.”

Like Mona Relief in the north, the foundation supports southern families in need. It, too, is delivering food to feed families this Ramadan.

Ahmad Algohbary, a student whose education was interrupted by the war, has found a way to combine humanitarian work with his longtime passion for photography. He regularly travels around Yemen, documenting the lives of Yemenis as they confront the hardship of war.

“I had posted a photo of a child named Jamal on Twitter,” says Algohbary. Jamal, like many undernourished children now in Yemen, had become seriously underweight and in need of medical attention. A woman who saw the post contacted Algohbary to ask what she could do for the child. She wound up paying Algohbary to take Jamal to the doctor.

“I went to Saada,” says Algohbary. “I took him from his village to the nutrition center. After one month after he got treatment, I published his photo, and it was really great.”

Algohbary, buoyed by Jamal's recover, found another opportunity to help. “I took a photo of a girl, her name is Batol. People donated for her through Western Union and [a] minigrant. They sent money to me. I went back again to Batol's village,” he says, “and took her to the nutrition center, and now Batol looks better than before – by Stephen Snyder

Trump’s Destabilization of the Persian Gulf

That “Arab NATO” didn’t last very long, did it? The break with Qatar by some of its Arab brethren, including its nearest neighbors, is impressively comprehensive

The break is a resounding refutation of the notion, which was a leitmotif of President Trump’s recent trip to the region, that significant lines of conflict in the region can all be reduced to some simplistic grand division, such as of evil versus good, Shia versus Sunni, or Iran versus everyone else.

The ostensible complaint about Qatar’s financing of extremists is grounded in truth about that financing but is an unpersuasive instance of the pot calling the kettle black, given the Saudis’ own record in furnishing such support to radicals. The actual grievances that the Saudis and others have with the Qataris involve the sorts of parochial, ignoble concerns that the United States does not share and should not act as if it does.

Policies toward the Muslim Brotherhood are an additional issue. Certainly it is misleading to throw the Brotherhood rhetorically into the same hopper as the much different violent extremists that are the object of counterterrorist efforts.

For Qatar’s rulers—even though they, like the Saudis, lead a very undemocratic and Wahhabi-based monarchy—dealing with the Brotherhood is a matter of recognizing social and political reality. Persian Gulf specialist Gerd Nonneman, of the Doha campus of Georgetown University, observesthat Qatar’s relationship with the Brotherhood and other Islamist organizations “was never driven by religious ideology but by a pragmatic calculation that these movements had considerable social traction and would likely become an important part of the post-Arab Spring era.”

Qatar and Iran

Then there is Qatar’s mostly normal relationship with Iran. This is the aspect of the intra-GCC dust-up that raises the most serious questions about the Trump administration’s crudely simplistic way of defining lines of conflict in the region and in particular its automatic, nothing-but-confrontation-and-hostility posture toward Iran. Qatar has very practical reasons to conduct normal business with Iran.

To those who habitually recite the mantra about Iran’s “nefarious” behavior in the region, isn’t its behavior vis-à-vis Qatar and the gas field exactly the kind of peaceful, normal behavior we want to encourage? And if it is to be encouraged, shouldn’t we all conduct ourselves the way the Qataris have in this respect? Such conduct need not erase or overlook other differences or conflicts of interests. As Nonneman notes, Qatar’s posture toward Iran is as pragmatic as its posture toward the Muslim Brotherhood.

The Qatar experience raises another important point regarding conflict, stability, and Iran. As has been mentioned by many observers, while Trump has been sword-dancing with the Saudis and castigating the Qataris, Doha hosts the largest U.S. military base in the Persian Gulf region. If having normal relations with Iran does not preclude a country from hosting even a large U.S. military installation—and one in the PersianGulf, in Iran’s backyard rather than, say, in the Gulf of Mexico—then why are we so afraid of anyone having normal relations with Iran and so vehement about the need to isolate Iran? Nothing demonstrates more clearly the bankruptcy of a U.S. posture that assumes any dealings with, or activity of, Iran to be bad by definition.

Trump’s Polarizing Response

And nothing demonstrates the extremes to which the Trump administration goes in pushing its all-hostility-all-the-time policy toward Iran than the White House’s appalling statement about the IS terrorist attacks in Tehran

The “evil they promote” language turns upside down, of course, the whole story of IS and how Iran has been a major foe, not a supporter, of that group and similar brands of terrorism. But the heartlessness and ignorance of the White House statement have implications beyond policy toward Iran.

Everyone except hardline troublemakers has an interest in de-escalation, rather than escalation, of tension and conflict in the Persian Gulf.

There has been an opportunityjust within the past few months, based on a GCC proposal for dialogue that the Kuwaiti foreign minister carried to Tehran

Then along comes Donald Trump, preaching a message not of rapprochement and reconciliation, not of the need for countries that live in the same neighborhood to share that neighborhood, but instead a message of militancy, hostility, and isolation. He has been appealing to, and bolstering, all the worst, most parochial inclinations of the Saudis and others. - by Paul R. Pillar

Saudi Royals Bring Trump into Line

Donald Trump once condemned Saudi sponsorship of terrorism but – after his lavish reception in Riyadh and Saudi promises of rich arms deals – he has fallen under the kingdom’s spell

Donald Trump’s statements in response to the Qatar, Saudi and Iranian diplomatic crisis have been bizarre even by Trumpian standards. The fun started with a presidential tweet shortly after 9 a.m. on Tuesday in response to the decision by Saudi Arabia and the United Arab Emirates to impose a state of siege on Qatar as payback for its funding of the Muslim Brotherhood and extremist groups.

On the campaign trail, Trump once declared that the Saudis “blew up the World Trade Center,” and said that American firepower was the only thing saving them from disaster. “If it weren’t for us, they wouldn’t be here,” he told NBC’s “Meet the Press.” “They wouldn’t exist.”

All of which was true. But that was before the Saudis agreed to purchase $110 billion in U.S. military hardware and projected a five-story image of his face on the side of the local Ritz-Carlton during his visit last month to Riyadh. So, in Trump’s mind, the Saudis were transformed. Instead of bad guys, they were now good.

And since they were good, they could no longer be terrorists or sponsors of terrorism. Indeed, they were now so good that they were in a position to say who the real sponsors of terrorism were. When they pointed at Qatar, Trump instantly agreed.

Our relationship is extremely good,” Trump told the press as he sat down with Qatari Emir Hamad al-Thani in Riyadh on May 21. “We have some very serious discussions right now going on, and one of the things that we will discuss is the purchase of lots of beautiful military equipment because nobody makes it like the United States. And for us that means jobs, and it also means, frankly, great security back there [i.e. in Qatar], which we want.”

In other words, Qatar was a friend just a couple of weeks ago. But since the emirate (population 313,000 not counting foreign workers) is in no position to buy as many “beautiful” weapons as the Saudis (population 33 million), it can’t be as good a friend and thus wound up on the defensive when the Saudis accused it of aiding and abetting the enemy.

As for Iran, this is where U.S. officials make the “terrorism” word mean whatever they want.

But if Saudi Arabia is now “good” and therefore “anti-terrorist,” then its enemy, Iran, must be a terrorist state par excellence and very, very evil. And, thus, Shi’ite-ruled Iran must be responsible for ISIS even though ISIS views Shi‘ites with the same genocidal fury as state-salaried Wahhabist mullahs do in Riyadh – by Daniel Lazare

Your Western Think Tank Funding Cheatsheet for the Qatar-GCC conflict

To help outsiders make sense of what is going on, a small army of Gulf experts working for Western think tanks are commonly drawn on by the mainstream media for comment. What isn’t usually made clear however is that many of those Western think tanks — even the most prestigious — receive a not insignificant amount of patronage from the very Gulf states that are a party to the conflict being commented on.

In this regard, we have compiled a short cheat sheet of the most prominent think tanks known to receive significant funding from Gulf states, or who have an international office in one of them. The list is by no means exhaustive and is it is largely based on self-disclosure by the think tanks. That a think tank receives financial patronage from a Gulf state does not automatically mean that all of its researchers are necessarily biased in favor of the patron, as there certainly are cases of researchers with a track record of independence and integrity. However, when the analysis of a think tank aligns with the views or interests of its financial patron, it should raise questions about whether the line between independent research and political lobbying or PR is being blurred.

This list is a work-in-progress and we welcome any further information or feedback to improve or correct it.

Cholera death toll in Yemen rises to 923: WHO

WHO says over 124,000 cholera cases have been registered in Yemen

A cholera epidemic has killed at least 923 in war-torn Yemen since late April, according to the World Health Organization (WHO).

In a Twitter post on Monday, WHO's Yemen office said over 124,000 suspected cases of cholera have been registered across the country since April 27.

The number of suspected cholera cases has increased by 7,000 since Sunday.

Cholera can kill quickly. In Yemen, it’s taking one life an hour

According to the latest (and always growing) numbers, 923 people have died of cholera in Yemen since the end of April, 532 in May alone. For comparison, the UN recorded violent deaths of 98 civilians in May.

When IRIN first reported on Yemen’s cholera outbreak in the middle of last month, it was bad: hospitals in the capital of Sana’a were overflowing, and humanitarians were racing to contain the disease.

Aid agencies seemed to be ticking all the boxes: providing back-up for those medical facilities still operating in the midst of war, setting up centres to fight deadly dehydration, and chlorinating water that could spread the disease.

But all the while, patients were likely passing cholera between each other in the very places they sought treatment. And in rural areas, with barely any health infrastructure or aid agency presence to serve the population or collect information on the scope of the problem, civilians were suffering at a scale much greater than anyone thought.

The UN counts more than 124,000 suspected cholera cases in the country. UNICEF and the World Health Organization estimate this figure will more than double by the end of the year, while Oxfam Country Director Sajjad Mohammed Sajid told IRIN he fears the additional number of cases could be closer to 300,000 by then.

The root cause of the latest outbreak is unclear, but Yemen is always at risk. A lower-level outbreak, between October 2016 and March of this year, saw more than 24,000 suspected cases and 143 deaths.

The constant threat comes from Yemen’s location near the Indian Ocean and relatively close to the Bay of Bengal, described to IRIN by Doctor Mohammad Ali, cholera expert at Johns Hopkins Bloomberg School of Public Health, as the “home of cholera”.

The Bay of Bengal is believed to be the source of several past outbreaks – via international travel – including the 2010 outbreak in Haiti that killed 10,000 people and has been blamed on UN peacekeepers from Nepal.

People who suffer from hunger and are not receiving adequate nutrition are often less able to fight off diseases such as cholera, and the consequences of infections can be much more serious and deteriorate at a much quicker rate,” explained Erin Hutchinson, Yemen country director for Action Contre La Faim (Action Against Hunger). “Of particular concern are children with acute malnutrition, whose health status is already severely compromised, and for whom treatment can be more complicated.”

Hospital spread

In a disturbing development, it appears that those who made it to places providing treatment may very well have caught or spread the disease in hospital.

At least at the onset of the outbreak, cases of acute watery diarrhoea and cholera – not the same thing but presenting with almost the same symptoms – were “being treated in the same place,” Oxfam’s Sajid told IRIN.

There was no system of triage where you can keep a person who is only suffering from acute watery diarrhoea from cholera,” he added. “So the contamination was spreading from people to people, even in the hospitals.”

UNICEF Yemen spokesman Rajat Madhok agreed that this lack of separation had contributed to the rapid spread of the disease, telling IRIN by email: “As the population is aware of the outbreak, all [people with] diarrhoea are coming to the health facilities irrespective of the severity or type of diarrhoea.”

Testing for cholera proper requires laboratory testing – facilities for which are severely limited.

While the initial focus was on urban centres like Sana’a – where the epidemic is indeed severe – cholera was also catching on under the radar in areas where health centres are few and far between and where aid agencies have less of a traditional presence. Official tallies have been shooting up as statistics emerge from rural areas.

Health services which have already been dysfunctional were not there as a first place of contact,” said Oxfam’s Sajid. “So information came in first from health centres located in urban areas.”

This lack of reliable information combined with the lack of facilities has proved disastrous in remote areas.

Once the epidemic happened, they didn’t have the infrastructure to manage and mitigate it, so it exploded,” Sajid explained.

Yemen cholera epidemic reaches 'devastating proportions' as deaths mount

Yemen is in the grip of an unprecedented cholera epidemic that is killing one person nearly every hour.

The Saudi-led coalition has closed the country's main airport and prevented many reporters and human rights workers from entering Yemen.

But the evidence from local journalists and aid agencies on the ground is clear — more help is urgently needed.

The UN says the death toll from the outbreak that began in April has now surpassed 800. A quarter of the dead are children.

"The number of casualties is increasing day-by-day," said Dr Ismail Mansoury, a paediatrician at Sanaa's Al Sabheen hospital.

"The cholera spreads fast because we are in a society where it's hard to live healthy."

The UN says Yemen is now the world's worst humanitarian disaster.

"The health system is about to collapse," UNICEF Yemen's Meritxell Relano said.

Naval coalition warns of risks for ships off Yemen

An international naval coalition said Monday it will step up its presence near a strategic shipping lane off Yemen as it warned of risks for boats transiting through the area.

The Bab el-Mandab Strait, which connects the Red Sea to the Gulf of Aden, is a key passage for world trade.

"Recent attacks against merchant shipping in the Gulf of Aden and Bab el-Mandab have highlighted that there are still risks associated with transits through these waters," the Combined Maritime Forces said in a statement.

A small boat exploded late last month "for an unknown reason" in a thwarted attack on a tanker in the area, the statement said.

"In response to these threats, the Combined Maritime Forces will be increasing the naval presence" in the western part of the Gulf of Aden, said the coalition.

The Combined Maritime Forces is a 31-state naval partnership, based in Bahrain and led by the US, that oversees security in some international waters including the Gulf of Aden.

The humanitarian catastrophe Australians know nothing about

New polling conducted for aid agency Caritas has found just 32 per cent of Australians are aware there is a major crisis unfolding in the region.

A third of respondents to last week's Essential Research poll said they knew nothing about the crisis and a further 29 per cent indicated they had heard there was a problem but did not know any details.

When people were told there were up to 23 million people at risk, fewer than a quarter of the 1000 people polled said they would be prepared to donate.

Sixty-five per cent said they would not donate for a range of reasons, including a lack of money or preferring to support causes closer to Australia.

Nutrition and Mortality Survey Report - Ibb Governorate, Yemen - 25 March to 6 April 2017

The national nutrition information system has shown that number of SAM admitted children increased from 11,930 cases (reported by 120 sites) in 2014 to 12,092 cases (reported by 140 sites) in 2015 that in 2016 increased to 18,508 cases (reported by 220 sites). This indicates that average admitted cases per reporting sites decreased from 99.4 in 2014 to 86.4 in 2015 then slightly decrease to 84.1 in 2016. The first SMART survey conducted in Ibb was in November/ December 2012 in two zones. Global acute malnutrition (GAM) was found as 7.6% (with 1.2% SAM) in Eastern Highlands and 8.6% (with 0.9% SAM) in Western Highlands (the weighted average was 8.0% GAM and 1.1% SAM). The DHS 2013 survey indicated a prevalence of wasting as 10.9% (with 2.7% SAM) while the CFSS 2014 indicated higher GAM levels (14.7%) but with almost same levels (2.6%). The most recent EFSNA that was conducted in November 2016 indicated GAM levels similar to that of SMART 2012 (8.0%) but with SAM levels of 1.7%. Almost 68% of Ibb households are food insecure as revealed by the EFSNA November 2016. This level is significantly higher that the pre-crises one (43%) as shown by CFSS 2014. However the IPC classification of Ibb since 2012 is IPC 3 (Crisis).

Al Qaeda claims Yemen army camp attack that killed 12

Al Qaeda militants claimed responsibility for a car bomb and gun attack on an army camp in southeastern Yemen early on Monday that killed at least 10 militants and two soldiers, according to a statement posted on Twitter.

The attack, near the town of Baddah in oil-producing Hadramout province, came after a lull in attacks by the Islamist militant group's Yemeni affiliate, Al Qaeda in the Arabian Peninsula.

Attackers set off two car bombs outside the camp, a military official said. Residents said they also heard gunfire after two loud explosions.

"Our soldiers foiled the attack and managed to secure the camp and we are still pursuing those who have escaped in nearby farms," the official told Reuters by phone.

U.N. Secretary-General Holds His Tongue on Human Rights Violations

António Guterres bets resolving conflict through quiet diplomacy will do more to end atrocities than naming and shaming abusers.

Laast February, U.N. Secretary-General António Guterres traveled to Cairo to outline his vision for peace in the Arab world in a major speech. His advisors privately urged him to signal U.N. concerns about rampant human rights violations by the Egyptian government and included a brief passage in his speech highlighting the importance of civil liberties.

It never got uttered.

The omission provided early insight into a U.N. leader who has chosen to tread lightly on human rights issues as he seeks to carve out a role for himself as a potential peacemaker around the world. In meetings with influential foreign autocrats, from Egyptian President Abdel Fattah al-Sisi to Saudi King Salman, Guterres has shown an aversion to delivering stern lectures about crackdowns on journalists and human rights advocates.

He doesn’t talk about these things. He doesn’t like bringing them up,” said one European ambassador based at the United Nations. “It’s part of his overall approach of trying to position himself as the big mediator. You have to be on equally good footing with all parties, and you don’t want to piss people off by talking about human rights.”

In an early test, Guterres had to resolve a diplomatic standoff with Saudi Arabia over plans to place the Gulf kingdom on a blacklist of states, armed factions, and terrorist groups that kill or maim children in conflict zones. Since the listing process began in 2001, it has generated intense pushback from states that feel it unfairly tarnishes their reputations by associating them with a rogues’ gallery of bad actors – by Colum Lynch

Saudi Arabia to start collecting expat levy next month

Expat levy is seen to boost kingdom's revenues amid low oil prices

Starting next month, Saudi Arabia will be collecting a new tax from expatriates and their dependents, a move that is seen to boost the country’s revenues amid weak oil prices.

The new fee, to be implemented from July 1, will be 100 Saudi riyals (Dh97.93) per dependent per month. The amount is expected to increase gradually every year until 2020. By next year, the figure will double to 200 Saudi riyals and increase to SAR300 in 2019 and SAR400 in 2020.

According to a briefing paper prepared earlier by PWC, reforms such as the levy on foreign workers may help augment government revenues, but they can increase the cost of doing business in the kingdom.

Saudi Arabia is Destabilizing the World

Just a few months ago, the governor of Indonesia’s largest city, Jakarta, seemed headed for easy re-election despite the fact that he is a Christian in a mostly Muslim country. Suddenly everything went violently wrong. Using the pretext of an offhand remark the governor made about the Koran, masses of enraged Muslims took to the streets to denounce him. In short order he lost the election, was arrested, charged with blasphemy, and sentenced to two years in prison.
This episode is especially alarming because Indonesia, the world’s largest Muslim country, has long been one of its most tolerant. Indonesian Islam, like most belief systems on that vast archipelago, is syncretic, gentle, and open-minded. The stunning fall of Jakarta’s governor reflects the opposite: intolerance, sectarian hatred, and contempt for democracy. Fundamentalism is surging in Indonesia. This did not happen naturally.
Saudi Arabia has been working for decades to pull Indonesia away from moderate Islam and toward the austere Wahhabi form that is state religion in Saudi Arabia. The Saudis’ campaign has been patient, multi-faceted, and lavishly financed. It mirrors others they have waged in Muslim countries across Asia and Africa.
The surging fundamentalism that is transforming Indonesia teaches several lessons. First is one that we should already have learned, about the nature of the Saudi government.

Saudi Arabia’s success in reshaping Indonesia shows the importance of the global battle over ideas. Many in Washington consider spending for cultural and other “soft power” projects to be wasteful. The Saudis feel differently. They pour money and resources into promoting their world view. We should do the same.

The Saudi campaign to radicalize global Islam also shows that earth-shaking events often happen slowly and quietly. - by Stephen Kinzer

Gender Equality Over a Barrel: How the Gulf’s Oil Dependence Holds Back Women

Not only does oil have noted adverse effects on interstate relations, it can negatively impact the internal dynamics of nations, including through its ability to confer legitimacy on authoritarian regimes and disadvantage other economic sectors. Gender tends to be ignored from these discussions, however, despite the fact that oil wealth can have significant negative implications for equality between men and women. Nowhere is this more noticeable than in the Gulf.
Promisingly, there are already signs of change in the Gulf at the same time as it considers moves away from oil - by Dalya Al Alawi

https://theglobalobservatory.org/2017/06/middle-east-gender-saudi-arabia-vision-2030/

My comment: I disagree. These economic factors only play a minor role. The main factor blocking any gender equalitiy in these countries is ideology (not to speak of religion): And this will not change at all – especially in countries like saudi Arabia where the whole legitimacy of the ruling clan is based on this ideology.

How Saudi Arabia betrays the Muslim world

Saudi Arabia, till now, has been a guilt-free beneficiary of the capitalist world order that has been the bane of much of the non-Arab Muslim world. What has Saudi Arabia done for the Muslim world, besides inheriting the most sacred sites known to Muslims around the world? What has the House of Saud done to deserve its centrality in the Islamic bloc, other than this accidental dominion? What has Saudi Arabia done to deserve its great politico economic stature, other than their serendipitous existence over a vast field of liquefied dinosaur remains, which funds the Saudi royals’ profligate lifestyles?

In the last 20 years, Saudi Arabia has been unable to offer the Muslim world anything more than occasional charity, which pale in comparison to what it receives from the Muslim world in the form of hajj income; and the political influence it enjoys due to its status as ‘Khadim-e-Harmain Sharifain’.

The Saudi establishment has been the recipient of enormous respect from the Muslim world, precisely because most of us are unable to differentiate the sanctity of our holy sites, from the fallible human monarchs who just happen to rule the territory within which they’re located. But anyone who pays even the slightest attention to Saudi Arabia’s political history, knows that whenever prompted to choose between Western imperialists and Muslim allies, the Saudis have always chosen the former. One must time travel back to 1973 to witness Saudi Arabia’s last significant act of defiance against the West.

Why does Saudi Arabia mean so much to us, when we mean so little to them? What would it take for Saudi Arabia to reciprocate the support and respect we’ve been granting it unconditionally, for many generations?

How long would it take for the Muslim world to address the elephant in the room, and acknowledge this great betrayal? - by Faraz Talat

Senate opposition to Saudi arms deal growing

Senate Minority Leader Charles E. Schumer (D-N.Y.) announced Monday that he would vote against a sale of precision-guided munitions to Saudi Arabia, clearing the way for many other Democrats to follow suit. That means they, and resolution sponsor Sen. Rand Paul (R-Ky.), may need only a few more Republican votes to throw an obstacle in the path of Trump’s plans to see through a contract worth more than $500 million. The measure is expected to come up as soon as Tuesday.

If critics of the sale are successful, it would mark the first time in decades that a body of Congress summarily rejected an administration’s attempt to conclude a defense deal with Riyadh. Even if opponents only come close, the repudiation by almost half the Senate of Saudi Arabia’s privileged status in such dealmaking would be a political setback with potential implications for Saudi influence in U.S. policy. - By Karoun Demirjian and Anne Gearan

Why the Saudi weapons deal may not live up to hype

But while the deal was announced with much enthusiasm on both sides, the reality is that the package – stated to be $110 billion in arms sales, with a $350 billion potential over the next ten years – faces significant regulatory and Congressional hurdles before anything can get done.
While the weapons sales were announced as a package, each potential sale will have to go through the foreign military sales procedure individually. That means any weapon, training package or bullet that the Trump administration wants the Saudis to have will have to go through legal vetting at the State Department before heading to Congress, where members have the power to veto a deal.
And beyond that, each agreement will then have to be negotiated with the U.S. industrial partner, a negotiation during which dollar amounts and quantities often change and deals have been known to fall apart entirely. In other words, Memorandums of Intent are nice, but don’t represent real deals. - by Aaron Metha and Joe Gould

Untangling the Qatar kerfuffle: Sure, the tiny Gulf state is a lousy ally — but so is everyone else in the region

Why does everyone in the Arab world suddenly hate Qatar? Is it a uniquely repressive and terrible nation? Um, no

Such is the nature of the Middle East that while it is entirely true that the Qataris are difficult partners and pursue unsavory policies, that does not make them all that different from any of Washington’s other Middle Eastern allies. All of these countries have questionable records on human rights, and some have distinguished themselves as incubators of extremism. People who live in glass houses should not throw stones, except that’s exactly what happens in the Middle East.

Consider Washington’s most stalwart allies in the region.

Given this record, it is hard to make the case that the Qataris are uniquely problematic. In ways, they have been more helpful to the United States than others. - Steven A. Cook

Why has the Arab world cut ties with Qatar?

First, closer relations and unusual interactions between Qatar and Iran have threatened Saudi Arabia's leading role in the Gulf.

At the same time, the diplomatic tie-cutting storm is largely aimed at making an example of Qatar to warn other Arab nations to be very careful who they choose to be friends with.

Second, American adjustment of its Middle East policy and Donald Trump's high-profile visit to Saudi Arabia are also factors that cannot be ignored.

Therefore, the latest crisis can be seen as a reflection of new subtle changes in the Middle East geopolitical pattern after the United States clarified its Gulf policy.

From a historical point of view, the diplomatic storm this time should not lead to a complete and irreversible breakdown of Gulf relationship. However, it does reflect a series of issues – the deep divisions of Arabian countries, changes in the Middle East geopolitical pattern, and the trend of the United States' Middle East policy – all of which deserve close attention.

This is the real story behind the economic crisis unfolding in Qatar

The Qatar crisis proves two things: the continued infantilisation of the Arab states, and the total collapse of the Sunni Muslim unity supposedly created by Donald Trump’s preposterous attendance at the Saudi summit two weeks ago.

After promising to fight to the death against Shia Iranian “terror,” Saudi Arabia and its closest chums have now ganged up on one of the wealthiest of their neighbours, Qatar, for being a fountainhead of “terror”. Only Shakespeare’s plays could come close to describing such treachery. Shakespeare’s comedies, of course.

Revealed: Trump's $110 billion weapons list for the Saudis

The administration's much touted $110 billion arms proposal to Saudi Arabia, previously slim on specifics, includes seven THAAD missile defense batteries, over 100,000 air-to-ground munitions and billions of dollars’ worth of new aircraft, according to a White House document obtained by Defense News and authenticated by a second source.

The document does, however, reveal the different buckets that make up the $110 billion figure, including “LOAs to be offered at visit,” or letters of agreement that the Kingdom has already requested and the Trump administration supports, totaling $12.5 billion as well as the ten-year sustainment estimates on those programs, totaling $1.18 billion.
Of course, these totals are best-guess estimations and likely represent the ceiling for what could be spent. The figures may well come down, and the timeframes listed may well change, based on final negotiations around the equipment.

Sana’a: Three Stops Showing Houthi Enmity towards UN Envoy Ould Cheikh

Bridging the gap between speculation and action come three political stops displaying animosity harbored by Houthi insurgents in Yemen against the United Nations Special Envoy Ismail Ould Cheikh.

Consultant and political analyst focusing on the Middle East Dr. Manuel Almeida says the justification for Houthis demanding Ould Cheikh be removed is his bias, “but they have time and time again undermined efforts devoted to establishing a settlement for peace in keep with the UN Security Council Resolution 2216.”

Marginalizing the UN envoy is another jab at peace efforts, said Almeida.

For his part, Ould Chiekh tweeted on the night of the rumor spread that his visit to the Saudi capital of Riyadh was successful as part of efforts to reach a peaceful solution in Yemen.

He said he will “continue to help warring parties reach a peaceful solution in the hope that the holy month of Ramadan will inspire them to put the nation ahead of personal interests.”

Political analyst Abdullah Ismail believes that Ould Cheikh’s increased push for peace was a key reason in Houthis banning the UN envoy – by Badr Al-Qahtani

https://english.aawsat.com/badr-al-qahtani/news-middle-east/sanaa-three-stops-showing-houthi-enmity-towards-un-envoy-ould-cheikh

My comment: The bias of the envoy was evident in the last time. But the main problem never was the envoy but UN security Council resolution 2216, which is absolutely one-sided and which limits the UN envoy to make a biased policy. This resolution was mainly dictated by Sudi Arabia, it's 100 % partisan and thus it is the greatest obstacle to peace. Take another envoy, the game will repeat. A new and really neutral resolution is urgently needed.

11.6.2017 – Arab Weekly (A P)

In defence of Saudi Arabia’s role in Yemen The legal and political context of the conflict in Yemen is rarely provided.

There are ample references in the British media to Saudi Arabia’s bombing of Yemen and the killing of women and children. Of course, there have been civilian casualties but the legal and political context of this conflict in Yemen is rarely — if at all — provided in the mainstream British media.

In 2015, a rebel group called the Houthis grew stronger in northern Yemen. Soon, they captured the capital of Yemen, Sana’a. In March 2015, Yemeni President Abd Rabbo Mansour Hadi and members of his government fled the country and established a government-in-exile in Saudi Arabia. Hadi’s government is internationally recognised and was forced out by the Houthis.

On fleeing, Hadi invoked Article 51 of the UN Charter, which provides for the right of countries to engage in self-defence, including collective self-defence, against an armed attack. The government of Yemen requested Saudi intervention to use force to remove the Houthis and that was communicated to the United Nations.

Saudi Arabia, therefore, is not invading or bombing Yemen unilaterally. It is using military force on the explicit legal authority and invitation of the president of Yemen who has been ousted by rebels. It is bombing Yemen at the invitation of Yemen.

The UN Security Council passed Resolution 2216 in April 2015 in which it “reaffirmed its support for the legitimacy of the president of Yemen.” A coalition of Arab countries was formed, led by Saudi Arabia.

Of course, when military force is used, the force must be proportional. One must follow international humanitarian law by keeping civilian casualties to a minimum and avoid targets such as schools, hospitals, etc. There are questions as to whether the Saudi-led coalition is being too rough or aggressive.

However, a distinction must be made — which is not being made in most if not all centre-left British media — between lawful military force where there are questions on the intensity of the military force and military force, which, irrespective of intensity, is unlawful in the first place. Saudi Arabia falls into the former category in that its intervention is legal – by Fadi Farhat

Saudi warplanes strike civilian targets in Yemen, kill several

Saudi warplanes have continued bombing civilian targets across Yemen, killing several civilians, including six children and a woman, in four provinces.

On Saturday morning, Saudi fighter jets repeatedly pounded the 9th district of Sana’a Province, taking the lives of three Yemeni kids, the local al-Masirah TV network reported.

Saudi airstrikes in Ta’izz Province also destroyed a civilian vehicle in the Sha’abo area of Waze’iya district, killing and wounding an unspecified number of people, according to the report.

It added that a highway in the Maran region of the northern province of Sa’ada came under attack by Riyadh’s jets, without elaborating on potential casualties.

It added that Saudi warplanes further bombarded a road between Khob and Sha’af districts of the western province of Jawf, injuring three more civilians.
