MORE THAN 21 MILLION YEMENIS LACK ACCESS TO CLEAN WATER
More than 21 million Yemeni citizens lack access to clean drinking water and need urgent assistance, 17.8 million of whom are unable to meet their food needs, Minister of Agriculture Othman Majali said on Thursday.
This comes during a speech at the fortieth session of the International Fund for Agricultural Development in Rome, noting that about 19.4 million people lack access to clean water and sanitation services, 9.8 million people can not access the water because of the war.
According to Saba news agency, about 8.4 million Yemenis are threatened by famine, an increase of 24% compared to the data of 2017.
He pointed out that about 14.1 million citizens live without adequate health care, in addition to the fact that at least 2.7 million people have fled their homes to other areas within Yemen or to other countries.

Letter dated 26 January 2018 from the Panel of Experts on Yemen mandated by Security Council resolution 2342 (2017) addressed to the President of the Security Council (S/2018/68)

The members of the Panel of Experts on Yemen have the honour to transmit herewith the final report of the Panel, prepared in accordance with paragraph 6 of resolution 2342 (2017).

The report was provided to the Security Council Committee established pursuant to resolution 2140 (2014) on 9 January 2018 and considered by the Committee on 23 January 2018.

Summary

After nearly three years of conflict, Yemen, as a State, has all but ceased to exist.
Instead of a single State there are warring statelets, and no one side has either the political support or the military strength to reunite the country or to achieve vict ory on the battlefield.

In the north, the Houthis are working to consolidate their hold on Sana ’a and much of the highlands after a five-day street battle in the city that ended with the execution of their one-time ally, former President Ali Abdullah Saleh (YEi.003), on 4 December 2017. In the days and weeks that followed, the Houthis crushed or co-opted much of what remained of the former President’s network in Yemen.

In the south, the Government of President Abd Rabbuh Mansur Hadi was weakened by the defection of several governors to the newly formed Southern Transition Council, which advocates for an independent south Yemen. Another challenge for the Government is the existence of proxy forces, armed and funded by member States of the Saudi Arabia-led coalition, who pursue their own objectives on the ground. The battlefield dynamics are further complicated by the terrorist groups Al-Qaida in the Arabian Peninsula (AQAP) and Islamic State in Iraq and the Levant (ISIL) (Da’esh), both of which routinely carry out strikes against the Houthis, the Government and Saudi Arabia-led coalition targets.

The end of the Houthi-Saleh alliance opened a window of opportunity for the Saudi Arabia-led coalition and forces loyal to the Government of Yemen to regain territory. This window is unlikely to last for long, however, or to be sufficient in and of itself to end the war.

The launch of short-range ballistic missiles, first by forces of the Houthi-Saleh alliance and subsequently, following the end of the alliance, by Houthi forces against Saudi Arabia, changed the tenor of the conflict and has the potential to turn a local conflict into a broader regional one.

The Panel has identified missile remnants, related military equipment and military unmanned aerial vehicles that are of Iranian origin and were brought into Yemen after the imposition of the targeted arms embargo. As a result, the Panel finds that the Islamic Republic of Iran is in non-compliance with paragraph 14 of resolution 2216 (2015) in that it failed to take the necessary measures to prevent the direct or indirect supply, sale or transfer of Borkan-2H short-range ballistic missiles, field storage tanks for liquid bipropellant oxidizer for missiles and Ababil-T (Qasef-1) unmanned aerial vehicles to the then Houthi-Saleh alliance.

The Houthis have also deployed improvised sea mines in the Red Sea, which represent a hazard for commercial shipping and sea lines of communication that could remain for as long as 6 to 10 years, threatening imports to Yemen and access for humanitarian assistance through the Red Sea ports.

Yemen’s financial system is broken. There are competing central banks, one in the north under the control of the Houthis, and one in the south under the control of the Government. Neither is operating at full capacity. The Government is unable to effectively collect revenue, while the Houthis collect taxes, extort businesses and seize assets in the name of the war effort.

UN report: All parties in Yemen committed torture

a panel of Yemen experts concluded: “The Government of Yemen, the United Arab Emirates and Houthi-Saleh forces have all engaged in arbitrary arrests and detentions, carried out enforced disappearances and committed torture.”

Investigations in to 12 cases of detention by the United Arab Emirates in Burayqah, at the Al Rayyan airport led the experts to conclude that the UAE were responsible for torture, including imprisonment in metal cages, ill treatment, enforced disappearance of detainees and denial of due process.

The experts requested the UAE to provide the “legal authority” under which its forces operated as a “foreign force”, but “did not receive” a response. Instead, Emirati officials “denied” that they operated detention facilities in Yemen. Both the governments of Yemen and the UAE refused to conduct investigations into the abuse.

“After nearly three years of conflict, Yemen, as a State, has all but ceased to exist. A New Front Opens in Yemen’s War, as Southern Secessionists Up the Stakes

Hadi, who is currently in exile in Riyadh, gives the Saudis’ role in the Yemen war its political and legal cover. The Saudis launched their campaign in Yemen after a formal request from Hadi for military assistance. After launching their intervention, the Saudis also pushed for, and got, a U.N. Security Council Resolution, 2216, that demands the Houthis hand Sanaa back to Hadi, along with any arms they may have picked up along the way. The preamble of 2216 specifically names Hadi as Yemen’s legitimate president, something the Saudis and the Hadi government are keen to highlight. In their view this makes Hadi and his appointees the sole legitimate representatives of the Yemeni state until further notice. Any deal that is to be made to end the war will, their argument goes, have be made with the president, and by extension his patrons in Riyadh.
But if the emperor has no clothes—if Hadi is found to be not so legitimate—then where does that leave the Saudis?

The Presidential Guard units that the STC fought are largely trained and equipped by Saudi Arabia, leading some Yemenis to see a split between Riyadh and Abu Dhabi, allies in the broader war against the Houthis. But it is better understood as an unintended consequence of diverging priorities, poorly aligned strategy and the Hadi government’s refusal to conform to the status of puppet regime.

The Emiratis have become increasingly frustrated with Hadi, who they say has failed to restore basic governance in liberated areas despite ample external support. More importantly, they believe the president has made Islah, a Sunni Islamist party with links to the Muslim Brotherhood, his ally of choice on the ground. The Emiratis revile the Brotherhood, yet in April of 2016, Hadi named Ali Mohsen al-Ahmar, a military commander and reputed Islah ally, as his new deputy and de facto commander of the Yemeni armed forces.

Constant reshuffles of local government and military structures, with Hadi replacing UAE- and STC-affiliated governors and officials with people he sees as his loyalists, have only added to the strain.

STC insiders present the events of January as a natural consequence of these tensions. Rather than rash and aggressive, they see the January standoff as a calculated move aimed at forcing Hadi’s hand into including them, and the Emiratis, in government. But it would appear to have backfired.

Hadi’s grip on power may be feeble, but he cannot be removed or further sidelined without undermining the legitimacy of the Saudi and Emirati campaign. Can the UAE and its Security Forces Avoid a Wrong Turn in Yemen?

Abstract: The complex war in Yemen and the ensuing collapse of a unified Yemeni government has provided al-Qa`ida in the Arabian Peninsula (AQAP) with opportunities to develop and test new strategies and tactics. While AQAP has been weakened by Emirati-led efforts in southern Yemen and recent U.S. strikes, it remains a formidable foe whose more subtle approach to insurgent warfare will pay dividends if there is a failure to restore predictable levels of security, sound governance, and lawful policing in the country.

AQAP is not the organization it was three or even two years ago. Just like most of Yemen’s political, social, and insurgent groups, it has been changed by the country’s multifaceted conflict. AQAP’s focus has shifted from the “far enemy”—though, this is not to say it does not continue to pose a threat to the West—to an array of “near enemies.”9Its concerns, both political and martial, are local and national rather than international. Its de-prioritization of ideology reflects this shift. In many respects, AQAP has adopted and is guided by a more subtle and indigenized strategy with two primary aims: organizational survival and long-term growth. To achieve these aims, it remains intent on building alliances where it can by leveraging its fighting capabilities and by exploiting local and national grievances.10

Emirati-led efforts to combat AQAP in southern Yemen—largely limited to the governorates of the Hadramawt and Shabwa—could succeed where others have failed, or they could result in an abundance of new opportunities for AQAP to exploit. The Emirati-led effort to combat AQAP is another test for counterinsurgency warfare. While the Emiratis and the security forces that they are backing are making gains against AQAP in some parts of southern Yemen, these could be compromised by missteps that allow AQAP to apply the lessons that it has learned over the last three years.

The short-term success of Emirati-led efforts in Yemen are predicated on their ability to compete with AQAP in regard to the levels of security and efficacy of governance that they can provide. This success is also predicated on the Emiratis’ ability to avoid being seen as occupiers acting through militias motivated by their own factional interests. Yemen’s Cratered Economy: Glimmers of Hope?

The crisis cannot be resolved through humanitarian aid alone. Any improvement in the humanitarian environment will require an intervention in Yemen’s macroeconomy, particularly its banking system. Presently, the human capacity required to run Yemen’s central bank and Ministry of Finance is divided between rival institutions controlled by the de facto authorities in Sanaa and the government of President Abd Rabbu Mansour Hadi, based between Riyadh and Aden. International legitimacy lies with the Hadi government, but experience and technocratic capacity lies in large part in Sanaa-based institutions. If the two cannot be married, there is a real risk of systemic collapse.

These institutions face similar problems: a lack of foreign exchange reserves, poor access to the international banking system, a lack of revenue with which to pay an estimated 1.25 million public sector salaries, the falling value of the Yemeni riyal, and an internal debt crisis.

All too often, however, events on the ground impede progress made toward an improvement in the macroeconomic environment. A thaw in relations between the Hadi government, Sanaa-based technocrats, and commercial banks made in late 2017 has largely been undone by the death of Ali Abdullah Saleh, Yemen’s former president, in December 2017. A mooted $2 billion injection of hard currency into the Central Bank of Yemen by Saudi Arabia, announced in January, has similarly been delayed due to infighting between rival factions in Aden.

Recommendations

The United States, United Nations, and other international stakeholders in Yemen must move quickly to stage a meaningful intervention in the macroeconomy.

An intervention would require addressing the lack of foreign currency reserves, a nearly nonexistent revenue base for salary payments, and the deep divisions between rival parallel institutions, along with a mounting internal and external debt crisis and rapidly depreciating Yemeni riyal.

A new coordinating body should be formed with Yemeni officials and technocrats from across the political divide, with assistance and oversight from neutral international staff, based in a third country, most likely Jordan.

The coordinating body should develop a detailed plan to address the concurrent crises in foreign exchange, revenue, debt service, and inflation, in coordination with international donors. Such a plan would include a detailed budget for 2018, and realistic mechanisms for oversight of currency management and salary distribution.

In the longer term, the macroeconomy cannot and will not recover absent a meaningful, sustainable political solution to the conflict in Yemen.

Failure to intervene, either due to ennui or overconfidence in other actors’ willingness to act, can only lead to a deepening crisis. – by Peter Salisbury

Zu diesem Ergebnis kommt eine Studie, die die Organisation Save the Children kurz vor der Münchner Sicherheitskonferenz , die an diesem Freitag beginnt, veröffentlicht hat. Basis des Berichts sind Zahlen der Uno und des Friedensforschungsinstituts Oslo. Save the Children weist darauf hin, dass manche Angaben nicht überprüfbar sind und von einer noch höheren Dunkelziffer ausgegangen werden muss.

Eins von sechs Kindern auf der Welt lebt mittlerweile in einem Konfliktgebiet. Das sind 357 Millionen Jungen und Mädchen. Dies bedeutet einen Anstieg um mehr als 75 Prozent seit Anfang der Neunzigerjahre.

Auch die Anzahl der getöteten und versehrten Kinder ist extrem gestiegen.

Save the Children: War on Children

Now, more than at any time in the last two decades, we need to find that same strength to stop the suffering of children affected by war. Our report reveals that one in six children live in conflict zones – and those 357 million live at risk of grave violations. The number of children verified by the UN as killed or maimed has risen drastically in the last 10 years. Reports of life-saving aid such as food, water and medicine being blocked are up more than 1,500 percent since 2010. Attacks on what should, by any law or civilized standard, be safe places for children – such as schools and hospitals – are also becoming a new normal in conflicts, with reported incidents having roughly doubled in the last decade.

This report identifies concerning trends for the safety and wellbeing of children living in areas impacted by conflict, through analysis of the United Nations Annual Reports of the Secretary General on Children and Armed Conflict (CAAC) and new research by the Peace Research Institute Oslo (PRIO).2 The research utilizes figures that are published, independently verified and credible, but one of the key findings of the data mapping process is that there is a significant and worrying gap in child-specific data in conflicts.

Although all warring parties are obliged to protect children, in conflicts around the world heinous attacks are committed against children on a daily basis, for which the perpetrators are not being held to account. What is more, many of these violations are increasing, driven by brutal conflicts like the war in Syria. There is an urgent need for action to end what is too often a war on children.

The key findings of the report are:

The number of children living in a conflict zone has increased by more than 75 percent from the early 1990s when it was around 200 million, to more than 357 million children in 2016 – around 1 in 6 of the world’s children. 165 million of these children are affected by high intensity conflicts. Children living in such conflict-impacted areas often lack access to school and health facilities, and are more exposed to violence.

Deciding priorities in Yemen

Habib Abd Rabbo, a professor at Rouen Unversity in France, said that “the Yemen crisis is not any single party’s fault. Everyone is to blame for where we are today.”

He told Al-Ahram Weekly that “all sides have relied on outside forces. The rumour is that the Houthis are funded by Iran, the Muslim Brotherhood and Reform Party are supported by Qatar, the southern movement is assisted by the UAE, and Hadi relies on Saudi Arabia. This reliance on foreign support complicates the crisis, and therefore we cannot talk about stablility in a conventional way.”

“There is no difference between the rebellious Houthis and Brotherhood terrorists,” said Sinan Al-Ahmadi, an activist in the STC. “They are both dangerous.”

There have been media reports that Qatar supports the Muslim Brotherhood in several Arab countries, including Yemen. This was confirmed when Tarek Saleh, the former Yemeni president’s nephew, arrived in Aden and was welcomed by the STC, according to Abd Rabbo.

“There is a major plot that believes that ending Iranian influence will not succeed without the network of interests created by Saleh, which could be inherited by his son Ahmed, or nephew Tarek, whichever is more capable of leadership, ” Rabbo said. “The Salehs cannot succeed by themselves: they need southern support, namely Al-Zoubaidi’s leadership. ”

Al-Ahmadi confirmed that the STC accepts an alliance with Saleh’s network. “Everyone in politics is deciding on their priorities,” he said. “Our problem is with the Houthis and the Muslim Brotherhood because they are religious groups prone to violence. The Brotherhood is loyal to its global organisation and the Houthis to Iran.”

Yemen: The World’s Worst Humanitarian Crisis Enters Another Year

Four years after the Houthi takeover of the capital Sana’a and the beginning of the Saudi-led military intervention, there is little to suggest that Yemen will find peace in the near future.

The ongoing civil war in Yemen is the result of several local and national power struggles, aggravated by a regional proxy conflict between Saudi Arabia, Iran and the United Arab Emirates (UAE). Yemen is currently the theatre of at least four intertwined political crises, involving a constellation of political actors and armed groups seeking political power, recognition and influence (The Project on Middle East Political Science, January 2018).

The first crisis pits the northern-based Houthi Movement and forces loyal to former president Ali Abdullah Saleh against the government of President Abdrabbuh Mansour Hadi.

Southern Yemen is also the site of two other major political crises that share little with the largely northern Houthi conflict. These include the confrontation between the secessionist Southern Transitional Council (STC) and President Hadi and an Islamist insurgency involving Al-Qaeda in the Arabian Peninsula (AQAP) and the Yemeni branch of the Islamic State (IS).

The last political crisis sees Yemen at the centre of a regional competition between Saudi Arabia, Iran and the UAE.

"Saudi-Arabiens Hilfslieferungen in den Jemen sind eine große Lüge, und der Westen macht mit"

Der Militärsprecher des saudischen Kriegs in Jemen hat sich damit gebrüstet, dass Riad über eine halbe Millionen Menschen im Kriegsgebiet mit humanitärer Hilfe unterstützt. RT Deutsch sprach mit jemenitischen Journalisten und humanitären Hilfsarbeitern, die hinter dem humanitären Leid im Jemen eine gezielte saudische Kriegsstrategie wittern.

Der Gründer der jemenitischen Hilfsorganisation "Yemen Hope and Relief", Ahmad Algohbary, belächelt diese Aussagen im Gespräch mit RT Deutsch. Entgegen der saudischen Erklärung sagte Algohbary:

Tawakkol Karman: Every step taken in Yemen by the UAE is against Yemen's interest. Abu Dhabi has established armed groups and forces that neither affiliate to the Yemeni national army nor follow the orders of the legitimate government. Abu Dhabi controls ports and airports and refuses to hand them over to the Yemeni legitimate government. Abu Dhabi has set up secret prisons in which all forms of torture are practiced against Yemeni citizens who oppose its ambitions in Yemen. Abu Dhabi prevents the legitimate president from returning to the interim capital Aden, and treats him in an inappropriate manner.

It is unfortunate to say that the UAE has exploited the country's vulnerability caused by the Houthi coup and the ongoing war to achieve its own goals. That requires keeping Yemen in a whirlpool of chaos so that the UAE continues to seize control of Yemeni ports and islands, especially Socotra, one of the most beautiful islands in the world.

The decision to freeze my membership in the Islah Party is illegal for many reasons, but this is not important at least for now. Yemeni politicians, including those from Islah, are under intense pressure from Saudi Arabia. This, in my opinion, is the price of not taking firm stance on the Saudi-led coalition's misbehavior in many crucial issues. It should be clear that any area liberated from the Houthi coup but not handed over to the legitimate authority is occupied.

Exchange Marriages’ in Yemen: A Ticking Time Bomb

Twenty two years ago Fatima was forced to marry a man at the age of 19 in return for her brother to wed the groom’s sister in what is called al-Shighar or exchange marriage.
Fatima did not have a say in the decision made by her father and brother to marry her off in the Rayma Governorate.

Her life turned upside down five years ago when her husband abandoned her and took her children – three boys and two girls – with him as an act of vengeance following the divorce of her brother from her sister-in-law.
Fatima belongs to a large group of Yemeni women who are pushed into exchange marriages, depriving them of education, dowry and their children.
A survey carried out in five of Yemen’s 22 governorates, showed that 94 percent of al-Shighar marriages end in failure. The survey included 38 men and 12 women.
According to the survey, which was done between May and November 2017, such marriages last an average of four and a half years.

There are thousands of similar cases in Yemen and some people have managed to carry out two or more exchange marriages despite the difficulties.
But its mainly the economic hardships that push many to resort to such tribal traditions.

Sociologist Dr. Abdul Karim Ghanim also said that al-Shighar is like bartering of goods, except that goods are replaced by women.
“What’s worse is that the success of one marriage hinges on the other,” he said. “Divorce leads to the disintegration of the family and creates instability for children.”

Youth volunteers in Yemen provide hope during conflict

Yemen’s Social Fund for Development (SFD) devised a program in 2004 to attract youth interested in volunteering to promote development. In its first phase, this program — known as “Rural Advocates Working for Development (RAWFD)” — targeted a number of male and female students from these remote areas and provided them with a development-related program while they were attending universities in major cities. After graduation, these young graduates made a big difference in facilitating SFD operations and activities of other national and international organizations in their home areas.

The first wave of young people in the RAWFD program played an important role as development ambassadors by informing their communities of the benefits of the various development programs being launched in their areas.

During the period 2004-2017, the number of participants in the RAWFD program reached more than 6000, including 2700 female members.

Youth-led initiatives create an added value to developmental and humanitarian efforts which aim to relieve the plight of the poor and the internally displaced persons (IDPs).

"Today, I smoke shisha in the house daily from afternoon until the sunset. I like it because it lends a sense of happiness as the multi-faceted crises encircle us,"

It was not traditionally common to see women in Yemen browsing and buying tobacco types, says Hanan Ali, a Yemeni sociologist in Sanaa.
"The social norms could shame the women if they smoke shisha in the past. Today, this norm has been broken, and female shisha smokers are in abundance," said Ali.
Yemen is a conservative society. Breaking traditional barriers does not happen overnight.

Raising awareness about shisha-related health risks at this time may not work effectively. Some would say there are other grave issues that have to be uncovered to the public in Yemen and the world."

Shisha shop owners say the number of female customers is rising in Sanaa, and the demand for shisha has only increased in light of the war and the deteriorating economic situation.

Shisha smokers in Yemen appear not fully aware of the damage their habit is doing to their health.
A World Health Organisation (WHO) report indicates that the volume of smoke inhaled in an hour-long shisha session is estimated to be equal to smoking between 100 and 200 cigarettes.

Book review: Tribes and politics in Yemen: A history of the Houthi conflict

Book Author(s) : Marieke Brandt

Of all the parties to the conflict, the Houthi armed group’s political and local dynamics have not been properly aired nor debated to the world. With “Tribes and Politics in Yemen: A History of the Houthi Conflict”, Marieke Brandt disbars the simplistic view of the Yemen conflict equated as Saudi Arabia versus Iranian proxies and puts forward a deeper understanding of the aggravation of the Houthi group. The Yemen civil war is indeed riddled with a cob-web of actors, regional powers, dynamics and armed groups on the ground from northern Saada to southern Aden.

Not many would be in a position to write a detailed account of the Houthi history. Yet, Brandt’s book provides a fascinating and compelling first-hand experience based on a five-year sojourn worthy of digesting.

It was Brandt’s aim to explore the conflict in Yemen through the local political complexities. The locals, indeed, did not shape the national debates but did make up the tribal, political and sectarian practice and implemented it on the ground.

Brandt captures the history of the Houthi conflict beginning with the Saada wars between 2004 and 2010. The book presents a picture of struggles and tribal dynamics which assists understanding the Houthi group’s cause in a detailed fashion.

There is little exploration of the Houthi group’s aims, objectives, history and the means through which it arrived in the Yemen civil war today. “Tribes and Politics in Yemen” fills this gap; it gives an understanding of how a religious movement focused on spirituality evolved into one of the major opposition armed groups in Yemen with plans for statehood.

Yemen’s Parliament Cancels All Agreements about SOCOTRA Island

The Yemeni parliament canceled all previous agreements and signed by the fugitive Hadi government with the United Arab Emirates on the Yemeni island of Socotra, which the Council considered under occupation.

The council, chaired by Yahya al-Ra’i, held a session of the council at its headquarters in Sana’a on Wednesday, described as aggression on Socotra Island.

A woman and two men were forcibly disappeared, ill-treated and given a patently unfair trial before being sentenced to death by a court in the Huthi-controlled Yemeni capital Sana’a for allegedly aiding an enemy country, Amnesty International’s research has found.
The organization said the case was the latest example of the Huthis using the judiciary to settle political scores amid the ongoing armed conflict with the Saudi Arabia-led coalition supporting the UN-recognized government of Yemen.

Houthi court issues order to seize ex-president Saleh's property

Houthi-affiliated officials on Wednesday began seizing property owned by Yemen's slain ex-president Ali Abdullah Saleh and his relatives.

On Tuesday a Houthi-run court issued an order to confiscate Saleh's properties in Sanaa, Haja and Hodeidah.

"In the morning a team sent by the higher Houthi authorities visited all the property owned by Saleh and his relatives in Sanaa, they wrote on the walls of his houses and his sons' houses as well as the houses [that] belong to his nephews and cousins," Taher Al-Hatef, a lawyer and the chairman of anti-corruption agency Awtad, told The National.

The order calls for the seizure of all institutions affiliated with Saleh, including banks, government buildings, private companies and charitable organisations, as well as the headquarters of media outlets.

Houthis Order Sanaa MPs to Pass 16 New Laws

Houthi militias have demonstrated on Tuesday their long-standing intentions to abolish existing Yemeni laws and transform them in accordance with their interests, as well as trying to pass new laws that would allow them to crack down on activists, collect more money from taxes and customs, and abolish “free education” in areas they control.
Houthi sources uncovered that president of the insurgency's Supreme Political Council Saleh al-Sammad asked Parliament lawmakers currently present in Sanaa under the militia’s tutelage, to approve the issuance of more than 16 new laws prepared by the group, and introduce some amendments on existing laws.

Shawqi Kamadi this week became the latest pro-Hadi preacher killed on the streets of Aden. Many are pointing the finger at the UAE.

The Tuesday assassination of Shawqi Kamadi, an Islah party leader and preacher at al-Thwar mosque, was the latest in dozens of "hits" on Hadi supporters, and many fear it will not be the last.

The killing comes after three pro-Hadi military leaders and a preacher were assassinated in the week previous, adding to the 22 pro-government preachers and dozens of pro-Hadi military leaders killed since the middle of 2016. No individual or group has claimed any of the killings.

Such is the situation in Aden.

The city is de facto controlled by the UAE-backed "Security Belt", a militia hostile to Hadi's government and aligned to a secessionist movement lead by a former Aden governor he sacked.

Such a murky political backdrop, as alliances are weaved as quickly as others unravel, has led many to question who controls the hitmen behind the spate of targeted killings.

Another pro-Hadi preacher in Aden, who spoke anonymously, said: "Preachers fear to speak about support for the president and other political issues, because there are many opponents in Aden."

He said every preacher assassinated in Aden had been pro-Hadi.

Suspicion, inevitably, has fallen on the "Security Belt" and, by extension, the UAE. The UAE opposes the Islah party, the Yemen branch of the Muslim Brotherhood, and forces from the Belt have burned and looted its Aden headquarters twice.

Tawakkol Karman, a Noble Peace Prize winner in 2011, said on Facebook: "The UAE supports the assassinations, to make the south its territory.

Baraa Moneer, a fighter in the "Security Belt" force, denied UAE involvement, saying such attacks had been common even before the Yemen war began in 2015.

Government forces injured fighters with no salaries for eight months

The wounded and disabled soldiers of the government forces in the fifth military zone complained on Tuesday that their salaries had been cut off eight months back, according to a letter addressed to the command of the region and staff.

Will the Israeli-Iranian Showdown Be in Syria — or New York?

Earlier last month, a little-noticed leaked UN Panel report accused Iran of violating a UN-imposed arms embargo on Yemen. The report doesn’t claim that Iran has provided weapons to the Houthi rebels in Yemen, but rather that Tehran has failed to keep the rebels from obtaining Iranian weapons. As a result, the panel concludes that Iran is in non-compliance with UN Security Council Resolution 2216.

The somewhat far-fetched Saudi plan has been to use the report to impose on Iran a new resolution under Chapter VII of the United Nations Charter, which allows the UN Security Council to “determine the existence of any threat to the peace, breach of the peace, or act of aggression” and to take action to “restore international peace and security.”

Such a resolution would once again put Iran in the penalty box

The value of such a resolution to Israel and Saudi Arabia — and its threat to Iran — go far beyond the rather limited economic impact of the sanctions it may impose. A Chapter VII Security Council resolution “securitizes” a country, in the words of Iran’s Foreign Minister Javad Zarif. Anything pertaining to Iran — whether regular trade or even participation in political bodies — will be seen through a security lens, Zarif told me.

But just as Putin blocked Israel’s bombing campaign in Syria, he holds a similar trump card in New York: a Security Council veto.

US wants UN action over report on Iranian missiles to Yemen

US Ambassador Nikki Haley said Thursday that it was "time for the Security Council to act" following the release of a report by UN experts concluding that Iran had violated the arms embargo on Yemen.

The report found that Tehran had failed to block supplies to Yemen's Huthi rebels of ballistic missiles that were fired at Saudi Arabia.

"This report highlights what we've been saying for months: Iran has been illegally transferring weapons in violation of multiple Security Council resolutions," Haley said in a statement.

The ambassador added that "the world cannot continue to allow these blatant violations to go unanswered" and that Tehran must face "consequences."

My comment: Serious doubts at an active role of the Iranian government in smuggling arms to the Houthis had been expressed earlier and seem not to have been respected here. Iran seems to have been charged here not for an active role but for a passive one, as is expressed here also as it “had failed to block supplies”. – The claim that by this Iran had violated an UN resolution would be a novelty at the UN. – But, as the UN expert panel also had concluded that ALL parties of the war had violated UN resolutions, there only would stay two possibilities: sanction ALL, or sanction NO ONE.

Comment by Judith Brown: Let's get this straight. Saudi Arabia spends $200,000 a day killing and destroying Yemen. They propose to give less in aid than one week's war costs. Für Saudi-Arabien und die VAE geht es dabei vor allem um die Eindämmung des regionalen Einflusses des schiitischen Iran.

Saudi-Arabien und die VAE üben daher großen Druck auf Akteure aus, die dem Iran nahe stehen oder mit ihm enge Beziehungen unterhalten. So ist das Embargo gegen Qatar auch durch dessen Beziehungen zu Iran zu erklären, mit dem das Emirat sich ein gemeinsames Gasfeld teilt.

It's become commonplace for many Americans to remark on the frequency and flagrancy of President Trump's lies. But that's nothing compared to the lies Americans tell ourselves on a daily basis about our nation's actions around the world.

Dishonesty and prevarication have become hallmarks of the forever war we've been waging since 9/11.

This expansion of America's global military footprint began under George W. Bush, but it continued under Barack Obama.

The honest and alarming truth that we seem all-too-eager to evade is that America is already at war around the world. Someone desperately needs to pay attention, demand accountability, and keep tabs on the steep monetary, human, and geopolitical costs.

Pakistan Under Scrutiny for Planned Troop Deployment in Saudi Arabia

Pakistan's decision to deploy troops to Saudi Arabia has sparked domestic criticism the country is taking sides in the Yemeni conflict in violation of a parliamentary resolution, and it's a move some say likely will upset neighboring Iran.

Caution has been the watchword of Egyptian policy on Yemen, though if further deterioration occurs, Cairo may be forced to intervene

As it stands, Yemen risks the destruction of its republic at the hands of Houthi militias that have taken over Sanaa since 21 September 2014. Furthermore, these militias have been stretching out their attacks to other parts in the region.

On the surface it seems that Egypt’s participation in the Yemen crisis is one of “cautious engagement,” rather than direct involvement, despite the fact that Egypt is part of the coalition seeking to restore the legitimate Yemeni government. It is important to note that this coalition has both political and security dimensions.

Nevertheless, a more critical reading of Egypt’s “cautious engagement” will reveal a much more multidimensional and complex foreign policy. The most important priority for Egypt at this point is for stability to return to Yemen through political settlements. To accomplish such a feat, Egypt should not simply get involved militarily, as it would have contrary effects within Yemen’s political landscape.

In this global chaos, the meeting of Prince Mohammed bin Salman and Trump in March of last year was an important event in international relations, not only because it restored Saudi-American relations, but because it enforced the alliance between the two countries and thus restored power to the international system which is the safety valve for this bad neighborhood of the world.

The Riyadh anti-terrorism summit attended by Trump was the first American step to confront Iran, effectively ending the legacy of the previous administration. Historically, when large powers withdraw, they open the gate of hell to ethnic and sectarian conflicts, and encourage the rise of terrorist organizations and murderous leaders (ISIS and Assad). This gate of hell almost opened wide if it weren’t for this meeting that reduced the damage and restored stability to the region.

Leftist propaganda has promoted that the Saudi-American relationship is based on security in exchange for oil, but it is a fallacy and a deliberate disregard for the importance of these international alliances to maintain the global order that has been the main cause of growth and evolution in recent decades.

Yemeni President Abdrabbou Mansour Hadi said that Al-Hodeida coastal province of Yemen is on the way to be liberated from the grip of Iran-backed Houthi militias.
In a telephone call with the commander of the Tihami resistance Abdulrahman Hajar today, President Hadi said that bringing about a federal Yemen and restoring the legitimate State is a one package option that could not be reversed despite difficulties and challenges.
According to the Yemeni News Agency, Hadi drew attention to the sacrifice of Yemeni people and the generous support of the Arab coalition forces.

ERC’s aid convoy rescues 1,500 displaced families in Abyan

The relief aid included food and basic supplies for the basic needs of families in difficult living conditions. The convoy assisted 1,500 families who were displaced as a result of Iran-backed Houthi militia actions in the Governorates of Taiz and Hodeidah.

The Emirates Red Crescent, ERC, with support from the UAE Armed Forces, distributed thousands of food baskets to the residents of Hays District in Hodeidah Governorate on Yemen’s Red Sea Coast, after its liberation from the Iranian-backed Houthi militias.

Yemen: Houthis Back Off from Peace Pledges

Houthis backed off from a pledge they had made to UN Secretary-General Antonio Guterres to break the deadlock in Yemen’s political process.
The insurgents had sent a message to Guterres, claiming they were committed to "breaking the deadlock of the political process", accepting a proposal on “trust-building” and discussing the issues with the office of the Special Envoy to Yemen in the Omani capital.

Arab Coalition kill Houthis in a weapons depot bombardment in Sirwah

Houthi gunmen were killed and wounded on Wednesday by a raid of the Saudi-led Arab coalition aircrafts in Sirwah district western Marib city northeastern Sana'a, a military source said.
The source told Almasdaronline that the air strike targeted a military site and a weapons and munitions depote for the group's gunmen western the district, most of whom are under their control.
