Building Peace in Yemen From the Ground Up: How to End the Conflict

From the beginning, the peace process in Yemen has suffered from faulty assumptions and out-of-date-analysis. The current UN plan overplays the importance of the Hadi government and excludes the groups who are actually fighting the Houthis and providing the basic services normally associated with a state. Furthermore, many of the parties involved have little incentive to see the current peace process succeed—even as millions of Yemenis arrive at the brink of starvation, all of the key players in the conflict are profiting from a lucrative war economy. In many cases, the spoils of war have turned former paupers into extremely wealthy individuals. Yet the focus on elite politics—not – by Peter Salisbury

Comment: This man Peter Salisbury should be president of the UN and also the UN peace envoy in Yemen! He really has a grip on what is happening and what is needed in Yemen. Martin Griffiths please note. I really appreciate Salisbury's articles. This is well worth a read. Parties in Yemen Must Prioritize National Interest in Efforts to End Fighting, Special Envoy Tells Security Council amid Calls for Unity of Purpose

“We do have a road map for Yemen,” said Ismail Ould Cheikh Ahmed, adding that parties had already agreed on the practical suggestions to launch it and build confidence among themselves. “The only part missing is the commitment of parties to make concessions and give priority to the national interest. This is what makes us doubtful of their real intention to end this war.”

The new agreement had been developed in consultation with the parties, he said. However, parties had refused to sign it and it was clear that the Houthis were not prepared to make concessions on security arrangements. T

UN Yemen envoy: Houthis scrapped peace deal at last minute

In a swansong address on Tuesday, the United Nations envoy on Yemen described being tantalisingly close to a peace deal to end Yemen’s war – only for the northern Houthi rebels to pull out at the eleventh hour.

“In the end of the consultations, it became clear that the Houthis were not prepared to make concessions on the proposed security arrangements. This has been a major stumbling block towards reaching a negotiated solution.”

http://www.middleeasteye.net/news/un-yemen-envoy-houthis-scrapped-peace-deal-last-minute-saudi-1416118733

My comment: This seems to be a strange contortion of reality. Ahmeds peace proposals always were biased by UNSC resolution 2216 and required a de facto capitulation of the Houthis, thus preventing every peaceful solution.

War-wracked Yemen facing 'catastrophic' conditions: UN

Living conditions in Yemen are "catastrophic" after three years of war, with a growing risk of famine and cholera still raging in the world's worst humanitarian crisis, a senior UN aid official said Tuesday.

The UN Security Council was meeting to discuss Yemen a day after Russia vetoed a British-drafted resolution that would have pressured Iran over the supply of missiles to Yemen's Huthi rebels.

"After three years of conflict, conditions in Yemen are catastrophic," John Ging, UN director of aid operations, told the council.

Saudi Arabia, UN Human Rights Council Member, Continues Rights Crackdown

Saudia Arabia, a member of the United Nations Human Rights Council (UNHRC), continues its crackdown on human rights.

The General Assembly is supposed to consider candidate Member States’ contributions to the protection of human rights, as well as voluntary pledges and commitments when applying for council membership. But Saudi Arabia was elected twice in succession despite its well-documented and ongoing human rights violations.

In addition to its violations in Yemen, Saudi Arabia continues to target human rights defenders inside the country.

Can talks in Oman end the war in Yemen?

A recent call by the Sultanate of Oman to hold a round of peace talks is the latest political development in a brutal civil war which has already claimed 10,000 Yemeni lives.

Oman is holding talks with the Houthi armed group and the General People’s Congress Party (GPC) first.

Who is Martin Griffiths, UN's new envoy to Yemen?

Griffiths brings civilians to same negotiating table as generals and warlords to demonstrate effects of war

By hiring the veteran mediator, the UN is switching tactics. Griffiths asserts that talks between political bigwigs do not get bogged down by rows about aid trucks moving food, fuel and medicine across battlefronts.

He has also carved out a style of bringing women and other civilians to the same negotiating table as generals and warlords to explain exactly what bombs and bullets do to the children they are trying to raise in crater-pocked towns and villages.

It's a neat trick, yet in spite of his diplomatic arsenal, Griffiths has an oversize handicap: links to a British foreign service apparatus that arms Riyadh with weapons and intelligence to use against the Houthis, which diminishes his credibility.

“Houthis” Submit Peace Plan to UN and Begin International Diplomatic Tour

Ansarullah — which western media reduces to simply “the Houthis” — has submitted a comprehensive peace plan to the United Nations. Chairman of Sana’a’s Supreme Revolutionary Committee, Mohammed Ali al-Houthi, announced the plan on Thursday via his Twitter and social media accounts.

The reconciliation plan reaffirms Ansarullah’s commitment to maintaining the unity and territorial integrity of Yemen.

Yemen's Houthis unveil proposal for ending 3-year war

Initiative calls for presidential, parliamentary polls and guarantees against further foreign aggression

Yemen’s Shia Houthi rebel group has submitted a proposal to the UN for ending its three-and-a-half-year war with the government, a senior Houthi official said Thursday.

The initiative reportedly calls for holding presidential and parliamentary polls and forming a “reconciliation committee” tasked with overcoming outstanding differences between the two sides.

It also calls for "international guarantees” against further foreign intervention in Yemen; a general amnesty; prisoner exchanges; and popular referendums to settle main points of contention.

The War on Yemen and the Failure of the U.N.

Yemen’s humanitarian crisis absolutely deserves more attention from the rest of the world. The U.N. Security Council has a special obligation to do right by Yemen because it has utterly failed that country for at least the last three years, and it was their resolution in the spring of 2015 that allowed the coalition to cause so much harm to Yemen’s civilian population with their blockade. To make matters worse, several of the council’s permanent members are directly implicated in helping to create the disaster now engulfing more than twenty million people – by Daniel Larison

Deep political complexity awaits Yemen's new UN envoy

As the war in Yemen continues, the UN's new envoy for the country faces many challenges, but is being welcomed by the leadership of main parties to the brutal conflict.

Over the past seven years, the two former UN envoys strived to establish a reconciliation between the internationally recognised government and the Houthi group that ousted the government in early 2015. This has been their fundamental mission.

The new envoy will be facing formidable challenges as the crisis is no longer confined to the Houthi-government fighting. Another challenge has surfaced, namely the rise of strong southern separatist voices.

Ending war in Yemen could bring Iran, Saudi Arabia closer

Cooperation between Iran and Saudi Arabia to bring to an end the war in Yemen could well serve as potential breakthrough for improving bilateral relations, says Hossein Mousavian a Middle East security and nuclear policy specialist at Princeton University.

'The potential exists for a diplomatic breakthrough in the Yemen war,' said Mousavian in a recent interview with German paper Frankfurter Allgemenine.
'International consensus on resolving Yemen crisis through diplomacy can bring the warring parties there to reconciliation, bridge the Saudi Arabia-Iran divide, and decrease the confrontational tone between the Trump White House and Iran,' he said.

Reorienting Saudi Foreign Policy: From Islam To The Arab Identity – Analysis

Since the rise of Saudi Arabia’s new de-facto ruler, Mohammed bin Salman (MbS), there have been subtle yet important changes in the Kingdom’s foreign policy. The traditional Salafist discourse has partly made space for increased references to ‘Arabness’. Although support for Syrian opposition groups during the Syrian war was legitimised based on religion, MbS has framed the current Saudi intervention in Yemen as an Arab matter.

This use of the Arab identity discourse is a noticeable break with Saudi Arabia’s recent past.

To sum up, Saudi Arabia is increasingly framing its regional policy with a discourse hinged on ‘Arabness’ as opposed to one hinged on Islam. This shift, combined with Riyadh’s recent engagement with Shia actors in the region, could redefine the fault lines of conflict in West Asia. However, the success of this envisioned paradigm shift will depend on the capacity of Iranian resistance and local political conditions.

Saudi Arabia's military has opened its applications to women for the first time, marking another major step towards enhancing women's rights in a deeply patriarchal society.

Stop 14 men being executed in Saudi Arabia

The men about to be executed told the court they were tortured, which makes their "confessions" invalid - most of us could be forced to say anything under torture. They were then charged with offences related to their alleged participation in anti-government demonstrations in Saudi Arabia.

Following a grossly unfair trial, where the men were put in a group with others being sentenced, the judge handed them the ultimate cruel and inhumane punishment: the death sentence.

This is completely unacceptable.

Valentine's Day pinpoints limits of Saudi prince's Islamic reform effort

Valentine’s Day in Riyadh and Islamabad as well as parts of Indonesia and Malaysia puts into sharp relief Saudi Arabia’s ability to curtail the global rise of Sunni Muslim ultra-conservatism the kingdomhelped fuel at the very moment that Crown Prince Mohammed bin Salman is curbing some of itssharpest edges in his own country.

The Muslim controversy takes on greater global significance because of its political, security andgeopolitical implications. Its importance lies also in the fact that it demonstrates that Saudi Arabia, after funding the global promotion of Sunni Muslim ultra-conservatism for four decades to the tuneof $100 billion, has helped unleash a genie it no longer can put back into the bottle.

There’s No Moral, Legal, or Strategic Justification for What the US Is Doing in Yemen

The United States has spent almost three years helping Saudi Arabia bombard Yemen, killing thousands of civilians along the way. Now members of Congress say America needs to stop supporting the unnecessary bloodshed.

The House of Representatives has even passed a resolution that tacitly says America shouldn’t assist Saudi Arabia in its fight against Yemen. That’s because the House believes the US is only authorized to fight terrorist groups like ISIL or Al-Qaeda whether they are in the Middle East, North Africa, or even Asia. The key distinction here is that the lawmakers say the US isn't authorized to fight the resistance movement of Ansarullah, a party mainly formed of the Houthis.

Whatever this is, it’s time for Washington to end its criminal involvement in Yemen war

Throughout, the US has quietly but dutifully lent the Saudis weapons, logistics assistance, and diplomatic cover at the UN Security Council. It is time to stop this unjust war of choice

Get the U.S. Out of the War in Yemen

Bernie Sanders and his colleagues are right to call out America's role in Yemen's nightmare.

IN EVERY LEVEL, THE Saudi Arabia-led war in Yemen is a catastrophe. It's left thousands dead and tens of thousands injured. There's widespread famine. Disease. Landmines. You name it, Yemeni civilians are suffering from it. Currently, UNICEF considers Yemen one of the worst places on Earth to be a child.

And the U.S. is right in the thick of the conflict, for no reason.

There's no case to be made for the U.S. having any part of this conflict. To that end, three senators on Wednesday are trying to advance a resolution calling for U.S. armed forces to get the heck out of it.

Even with Congress' recent abdications, though, there's a good case to be made that U.S. involvement in Yemen is illegal. Both Presidents Barack Obama and Trump have used the Authorization for the Use of Military Force passed by Congress after 9/11 to justify engaging there on anti-terrorism grounds, but if that isn't a stretch then nothing is. Congress stepping in to say so is the right move.

Congress Should Get the U.S. Out of the Atrocious War on Yemen

U.S. involvement in the war on Yemen is unauthorized and illegal, but it cannot be stressed enough that it is also senseless and wrong. The chief beneficiaries of the war to date have been Al Qaeda in the Arabian Peninsula and the local ISIS affiliate.

The Yemen Model

But those looking to see where U.S. Middle East policy is heading should look to Yemen, not Syria. In Yemen, the U.S. government has treated the conflict at arm’s length. It refuels allies’ warplanes, sells them armaments, and doesn’t do much else. The U.S. military carries out strikes on al Qaeda and ISG affiliates with Arab allies’ cooperation. The intensity of diplomacy one sees around Syria is absent, and it has been so since a flurry of U.S. engagement in the final months of the Obama administration. The governing assumptions seem to be that the United States shouldn’t second-guess its allies, the overall problem is intractable anyway, and the combatants need to work it out on their own. There is a new model for the United States in the Middle East, and that is it.

That the news of Pakistan rushing to aid the Saudi kingdom came from the military establishment and not its political government was no surprise to pundits; they have known it for a fact that civilians have long abdicated their privilege to the brass on sensitive foreign relations.

It is unclear why Oman is trying to reconcile factions at war with the Saudi-led coalition.

As the war in Yemen continues, the possibility of both Saudi Arabia and the United States exerting further pressure on Oman is highly likely, analysts said.

You know, Saudi Arabia says the biggest terrorist in the region–

Of course Saudi Arabia wants Daesh to win. Unfortunately, the king of Saudi Arabia is on the record telling another king that we prefer Daesh over Assad, and then we will deal with Daesh. That’s wishful thinking.

What is the importance strategically of Yemen? What’s your–

It’s none. We know that Yemen is important for Saudi Arabia, and we never want to stab Saudi Arabia in the back. We sent messages to them before Yemen erupted into this that Yemen is in turmoil; let’s work out something. What Does America Get for Its Military Aid?

Too often the United States has sold or transferred weapons to Arab friends and allies with little regard to their military utility and the recipients’ capacity to use them.

Massive U.S. foreign military sales (FMS) to Arab partners throughout these years have also done wonders for the U.S. economy. They have generated trillions of dollars’ worth of revenue, created hundreds of thousands of jobs in the American defense industry and boosted efficiency in U.S. military budgets by reducing unit costs.

These enormous political and economic benefits notwithstanding, U.S. security assistance has failed significantly to bolster military relations with Arab partners. It is true that such assistance has sustained U.S.-Arab military ties and provided the United States with deep and relatively easy access to Arab leaders. But it hasn’t enabled security integration or achieved higher levels of defense interoperability between the two sides—or among the Arabs themselves

Analysis | What's next for jihadists in Yemen?

Counterterrorism has strengthened southern Yemeni militants.

Over the past year, the United States and the United Arab Emirates have claimed several key counterterrorism victories against the Islamic State and AQAP. But those victories are more ambiguous than they appear at first look. My research illuminates that the specifics of the counterterrorism campaign and the broader impact of the war have empowered AQAP and other militant groups. Southern separatism, the ability of the Saudi-led coalition to control its proxies and power shifts within the internationally recognized government could all influence whether Yemen’s jihad groups continue to splinter or find common cause with disillusioned sectors of the population.

Nevertheless, the UAE-led campaign carries serious risks. AQAP is stoking popular concerns about the UAE’s long-term agenda for Yemen. Tribes in Yemen’s east believe that UAE recruitment favors those who support southern separatism. Many of these Yemenis suspect that UAE involvement is also motivated by commercial interests – by Elisabeth Kendall

The crown prince of Saudi Arabia is giving his country shock therapy

For more than two hours, MBS discussed his campaigns against corruption and Muslim extremism, as well as his strategy for the region.

The crown prince said he has public support, not just from restless younger Saudis but also from a chastened royal family. He rejected criticism of his domestic and regional policies, which some have described as risky, and argued that the changes are essential to finance the kingdom’s development and combat its enemies, such as Iran. Asked whether he might release human rights activists before his visit to the United States in late March, he said Saudi standards were different than American ones and “if it works, don’t fix it,” but he added later through an aide that he would consider reforms in this area, as in others – by David Ignatius

“HOW do you see the end of the Yemen War?,” ask many Saudis and Yemenis alike. War is always bad news. War with neighbors is the worst of all. I tell them it is going to end soon. Too good to be true? I beg to disagree, and I have my reasons.

The interfering foreign power, this time, is Iran. The Arab Coalition is backing the legitimate Yemeni government against a foreign-led rebellion. That was what Saudi Arabia did when it backed the Yemeni King in the 1960s.
Unlike Egypt, the Arab Coalition is not sending their armies into Yemen. Instead, they choose to train, arm and back the Yemeni military and security forces. They lend them air cover, sea power, and elite troopers, in addition to help with planning, logistics and intelligence.
Still, that was the case for the last three years. So what is different now? Why are the Yemeni forces progressing at a faster pace than before? How come the rebels are losing grounds and ceding strategic areas so rapidly?
I suggest the following reasons:

My comment: “The interfering foreign power, this time, is Iran.“: LOL.

UAE leads the way in fight against Al Qaida

UAE’s approach to security in Yemen, and in the region in general, is marked by a clear identification of the threats

The UAE’s approach to security in Yemen, and the region in general, is marked by a clear identification of the threats. On the one hand, there is the danger posed by extremist terrorism of the kind propagated by groups such as AQAP and Daesh; on the other, the expansionist policies of regional powers such as Iran through armed proxies, like Al Houthis, to spread instability and sow sectarian discord.

Jubeir: Punish Iran for missile attacks

Saudi Arabia on Sunday welcomed a draft United Nations resolution presented by Britain, the United States and France that would condemn Iran for failing to stop its ballistic missiles from falling into the hands of Yemen’s Houthi group.
Saudi Foreign Minister Adel Al-Jubeir told Reuters the measure, if passed, would help hold Iran accountable for what he described as its “exports of ballistic missiles” to the Iran-backed Houthi rebels, and “radical and aggressive” behavior in the region, including support for terrorist groups.
“In order to ensure that Iran comports itself with international law, we must have firmer positions with regards to ballistic missiles and with regards to Iran’s support for terrorism,” Jubeir said in an interview during the annual Munich Security Conference. “Iran must be held accountable.”

Time for action to rein in Iran

International community should hold Iran to account at the UN for fomenting strife through proxies in the region

Arab states have long complained of the malicious tentacles of Iran which have been reaching far and wide throughout the region, fomenting strife and propping up proxies to serve its interests. Iran’s main goal is to weaken Arab states so that it can maintain itself as a regional hegemon.
