The role of the US and Europe in civilians death, destruction and trauma in Yemen
Although happening thousands of miles from United States shores and hundreds of miles from Europe, the war in Yemen is closer to home than it might seem. Indeed, the US and UK actively enable the unlawful bombings of Yemeni civilians by Saudi/UAE-led Coalition forces. For decades, the US has provided Saudi Arabia and the UAE with arms and military training. Despite years of credible reporting on Coalition abuses in Yemen—and in blatant contravention of US arms trade law and international law, as this report details—the US continues to sell Saudi Arabia and the UAE weapons for use in Yemen. The US military has also provided the Coalition with intelligence, logistical support, targeting assistance, and training. This assistance has continued for years without the Congressional authorization required by US law. The UK, too, continues to sell Coalition countries arms for use in Yemen in direct violation of its obligations under the Arms Trade Treaty and EU Common Position on military exports.
Of the twenty-seven Saudi/UAE-led Coalition attacks documented in this report, weapons remnants indicating that a US-made weapon was likely involved were found in twenty-five cases and weapons remnants indicating that a UK-made weapon was likely involved were found in five cases.[8] The suspension lug for a US-made bomb used in one of the attacks was produced in Italy.
These twenty-seven Coalition airstrikes include sixteen attacks on civilian gatherings, civilian homes, and a civilian boat; five attacks on educational and health facilities; five attacks on civilian businesses; and an attack on a government cultural center. The twenty-seven attacks killed at least 203 people and injured at least 749. At least 122 children and at least 56 women were among the dead and wounded. Many of the attacks appeared to take place far from any potential military target. Others caused harm to civilians that vastly outweighed any likely military benefit. In no case did it appear that Coalition forces took adequate precautions to minimize harm to civilians, as required by international humanitarian law.
Victims and survivors of these Coalition attacks often likened the devastation of the airstrikes to the “Day of Judgment.”
Our findings reinforce prior evidence demonstrating that the Saudi/UAE-led Coalition is failing to fulfill its obligations under the laws of war and repeatedly using US weapons in apparently disproportionate and indiscriminate attacks that have resulted in widespread civilian casualties and other civilian harm in Yemen.

I am here today to urge that Congress also stand up in the face of abuses, and take concrete action to help end civilian suffering in Yemen. Congress has the power to change the fates of millions of Yemeni civilians who bear the brunt of this war. But you must choose to do so.
In 2018, 22 million Yemenis were in need of assistance. In 2019, that number increased to 24 million—80 percent of the population, more people than live in Florida. 10 million of them – twice the population of South Carolina – are now on the brink of famine.
It is a man-made humanitarian crisis, and one which cannot be addressed without stopping human rights violations; neither of these challenges can be resolved unless this inhuman war is brought to an end, and the parties held accountable. Peace is possible in Yemen; there just needs to be the will to pursue it.
Yemenis are not starving, they are being starved. Parties to the conflict are using starvation as a weapon of war.

Yemen Data Project Air Raids Summary for February 2019
The overall number of Saudi/UAE-led coalition air raids* in February continued the downward trend seen since November 2018 with a 11% countrywide fall to 138 air raids from 155 in January. Bombings focused on Sa'ada and Hajja with 70% of air raids in February targeting the two governorates.
Bombings in Hajja increase for second consecutive month
Despite the downward trend, bombings in Hajja rose again from the January high of 38 to 51 in February - the highest number of air raids in the governorate since April 2018. Air raids in Amran also rose in February to the highest number in the governorate since March 2018.
The rise in air raids in the Hajja district of Kushar and western Amran - the border area of the two governorates - coincided with continued heavy clashes between local tribes and pro-Houthi forces.Coalition air raids in western Amran and eastern Hajja have supported the tribal fighters against pro-Houthi forces. The district of Kushar, on the border with Amran governorate, was the most heavily targeted district in Yemen in February with 23 air raids.

In 2018, 2,361 incidents of armed violence with a direct civilian impact were recorded country-wide, and average of 45 per week. These incidents generated 4,836 civilian casualties, including 952 children and 581 women, 32% of the total.

Comment by Judith Brown: And I'm certain this time is a wild underestimate. There are no official statistics collected in Yemen. Particularly when people die from aerial bombardment and their home is miles away from a hospital bodies aren't taken to a medical facility to register the death. Also soldiers deaths might not be registered. The UN collates only those deaths registered in medical facilities and half of Yemen has no access to medical care. It has been noted in academic research that death statistics bear no resemblance to the ferocity of war and they are guesswork designed to meet a political agenda.

Yemeni Women Are the Real Peacemakers
The representation of women in the peace negotiations was very limited. Only three out of twenty eight members of the delegation were women and those mainly represented the negotiating parties.
We engaged with many stakeholders including national actors and diplomats who champion women’s rights to better understand why women are not included. The reasons stated ranged from “women are not qualified or ready,” to “women have no constituency or legitimacy to be represented,” to “we cannot risk upsetting the negotiation parties” and “ the table is limited to the gun holders.”
This presented me with a challenge and I decided act. The first crucial step was to unite the women’s movement. As such, I worked on reviving a women’s coalition that was called “Our constitution” formed in 2013 to advocate for integrating the national dialogue outcomes supporting women’s rights in the draft constitution. Rights Radar: Women's abuse in Yemen has reached an unprecedented levels
Rights Radar (RR) for human rights in the Arab world, based in the Netherlands, called for an urgent investigation into the cases of kidnapping; rape and grave abuses that many women and girls subjected to them, during the 4-year of war in Yemen.

USAID tried — and failed — to convince Saudi Arabia not to strike civilian targets in Yemen

The Apology of Aid
Of the 40 nations and international organizations that offered up funds at last month’s High Level Pledging Event for the Humanitarian Crisis in Yemen, Saudi Arabia and the United Arab Emirates were by far the largest donors. Between them they committed more than half of the US$2.62 billion raised. These two nations, given how they have pursued their military intervention in Yemen since 2015, also bear primary responsibility for creating and perpetuating the country’s humanitarian crisis. The next largest donor was the United Kingdom which, along with the United States, has provided crucial political and military support to the Saudi-led military coalition and leveraged its permanent seat at the UN Security Council to undermine attempts to hold the parties of the conflict accountable for war crimes.
With a handful of exceptions, most donor countries at the pledging event – whether through their diplomatic support, their arms sales, or through their silence – have been accomplices to the war in Yemen and the horrors it has wrought.
Should enough political will arise in Western capitals, and enough international diplomatic pressure be brought to bear on the warring parties, this conflict would end and the immediate threat of mass starvation in Yemen could be quickly addressed. Short of this, no amount of aid will be sufficient to halt the growing humanitarian disaster.

EU countries approve arms sales to Saudi, UAE worth 55 times aid to Yemen
European governments and the European Union publicly wring their hands about the "human tragedy" and need for "life-saving assistance" in war-torn Yemen.
Yet while the Saudi-led coalition has bombed the region’s poorest country over the past three years, the EU and European countries approved the sale of more than $86.7bn in arms to Saudi Arabia and the United Arab Emirates, according to figures compiled by Middle East Eye.
The value of the licences which the countries issued in 2015 and 2016 - the only years for which data is available - amount to more than 55 times what the EU and European countries have donated to the UN’s chronically underfunded Yemen Humanitarian Response Plan.

Dozens of children smuggling qat from Yemen into Saudi Arabia have been raped by Saudi border guards, victims and families tell MEE
On the northern Yemeni border in the al-Thabet area in the Saada governorate, some 50 children are estimated to arrive every week to smuggle qat and other contraband into Saudi Arabia. Hundreds of these children are captured by the Saudi border guards, according to testimonies by smugglers, and dozens are physically and sexually assaulted.
For the purposes of this report, Middle East Eye spoke with 11 children, five of whom said they were raped by Saudi border guards.

Yemen’s Rabid Dogs Eat the Dead and Bite the Living, with Treatment Often Out of Reach
What’s driving the feral dogs to attack is an acquired taste for human flesh. One of the most gruesome scenes you see after every massacre is hungry dogs roaming around a place to eat corpses or what remains of them.
The number of people bitten by rabid dogs has increased noticeably since 2015 when the war on Yemen began. Most of the attacks are due to an increase in the population of feral dogs throughout Yemen’s cities and villages.
According to the Rabies Center in Sana’a, the only such center in Yemen, hundreds of people have been killed by the virus, and there were at least 14,000 confirmed rabies cases in 2018 alone. Yemen’s Ministry of Health said that in 2017 more than 10,000 people were infected with rabies, including over 3,000 people in Sana’a, resulting in at least 56 deaths.
Ahmed al-Ward, the director of the National Program for Rabies Control for the Ministry of Health, told MintPress News that over a thousand people have already contracted the deadly virus since the beginning of the year in Yemen’s capital city, Sana’a.
Rabies was endemic in Yemen even before the Saudi-led war began.
However, the number of people bitten by rabid dogs has increased significantly since 2015, when the war began.
An official at the Fund for Hygiene said that the presence of large numbers of feral dogs and the lack of adequate food is driving the attacks on humans, especially children. Yemen’s strategic Hajour district: A forgotten battlefront
In the Hajour district, almost 105 civilians had been killed due to the constant Houthi shelling, but international media had ignored this strategic area, which was also one of the main battlefronts in the country.
In December last year, the Houthis had their eyes on the Hajour district, located in the northern Yemen province of Hajjah. After benefiting from the ceasefire in Hodeidah, the Houthis began to deploy their forces toward Hajour.
The Hajour tribes had fought the Houthis in 2012 and 2013, when they clashed with infamous Houthi leader Yousif Al-Madani, but since then, they had abided by an agreement that ensured a cessation of hostilities, in exchange for the Houthis not to send any armed groups to the area. Even after the intervention of the Arab-led coalition in March 2015, they had managed to remain out of the conflict. However, by the end of December 2018, this was about to change.
