Anfang 2015 griff Saudi-Arabien an der Spitze einer Militärkoalition in den Konflikt ein, um die international anerkannte Regierung und Präsident Abd Rabbuh Mansur Hadi gegen die Huthis zu unterstützen, die ihrerseits Waffenlieferungen aus Iran erhielten. Seitdem herrscht im Jemen ein Krieg, dessen Folgen die Vereinten Nationen als die derzeit größte humanitäre Katastrophe weltweit einstufen: Nach UN-Schätzungen sind fast eine Viertelmillion Menschen durch Waffengewalt oder infolge von Mangelernährung, Krankheit und fehlender medizinischer Versorgung ums Leben gekommen. Fast die Hälfte der Bevölkerung, rund 14 Millionen Menschen, ist von Hunger bedroht.
In der westlichen Öffentlichkeit ist der Krieg im bereits zuvor von Instabilität geprägten "Armenhaus der arabischen Welt" weniger präsent als etwa jener in Syrien. Dabei reichen die Verbindungen insbesondere US-amerikanischer, britischer, französischer und deutscher Unternehmen über Waffenhandelsverträge mit Saudi-Arabien und den Vereinigten Arabischen Emiraten auch bis in den Jemen. Jemen – Hin und zurück - Essay

Der Jemen ist die Wiege eine der ältesten Zivilisationen der Welt. Seine reiche und vielfältige Geschichte ist in unser Essen, unsere Musik, unsere Kleidung und Traditionen eingeschrieben, die sich von Region zu Region und von Stadt zu Stadt unterscheiden können – von meinen geliebten Meeresfrüchten in roter Sauce in Aden bis zu den warmen, luftig gebackenen und mit Honig beträufelten Süßigkeiten von Sanaa; von den hellen Blau-, Grün- und Goldtönen der traditionellen Kleider von al-Hudaidah bis zu den kräftigen, erdigen Farben der Trachten von al-Mahra. Jemen ist ein Wandteppich mit einem nicht enden wollenden kulturellen Panorama, gewoben von der Zeit, der Migration und der Geschichte, mit Bildelementen aus Indien, der Türkei und Äthiopien, die in unserem Alltag immer und überall wiederzufinden sind.

Wenn ich den Menschen erzähle, dass ich Jemenitin bin, brauchen sie häufig erst einmal eine Minute, um mein Herkunftsland auf ihrer inneren Landkarte zu verorten oder sich zu erinnern, mit welcher herzzerreißenden Schlagzeile sie den Namen dieses Staates aufgeschnappt haben.

Wir lernten zu schätzen, wie gemeinschaftsorientiert der Jemen war, denn starke staatliche Institutionen oder funktionierende öffentliche Dienstleistungen gab es nicht. Daher taten die Leute sich automatisch im Kleinen zusammen, um ihre Probleme zu lösen. Im Jemen leben gut 30 Millionen Menschen. 70 Prozent von ihnen wohnen auf dem Land, in Gegenden ohne verlässliche Wasser- und Stromversorgung und mit schlechten Straßen. Die Ineffizienz der Regierung gleichen sie indessen mit eigenen, lokalen Lösungen aus – manchmal mit finanzieller Hilfe von Verwandten aus dem Ausland, manchmal aber auch auf eigene Faust. Wir fuhren einmal zu einem Ort nicht weit vom Dorf meines Vaters, wo wir tagelang ohne Stromanschluss lebten. Aber vor dem Sonnenuntergang starteten die Bewohner eines der wohlhabenderen Haushalte ihren Generator. Die Nachbarn durften dann gegen eine geringe Gebühr den Strom mitnutzen.

Solche Systeme gibt es auch in größerem Maßstab.

Heute lebe ich in Europa, in Sicherheit, aber auch gequält von den Schuldgefühlen einer Überlebenden, die ihren im Krieg verstorbenen Vater und ihre Familie zurückgelassen hat. Seit ich den Jemen 2015 mit meinem Mann und unserem kleinen Kind verlassen habe, denke ich ausnahmslos jeden Tag an die Sicherheit meiner Familie. Ich bin in Gedanken bei einer ganzen Generation von Kindern, die um ihre Bildung gebracht wurden, bei den Müttern und Vätern, die ihre Kinder beerdigen mussten und bei einem Land, dem schwere ökologische Krisen bevorstehen, auf die wir in keiner Weise vorbereitet sind. Ich denke an ein Volk, das durch Kriegsherren und Ideologien polarisiert ist. Doch ich habe auch Hoffnung für den Jemen angesichts der jungen Menschen, die nicht aufgeben – von Maali Jamil

Kleine Geschichte des Jemen

3000 Jahre Geschichte des Jemen auf wenigen Seiten darzustellen – eine Geschichte, die ebenso glanzvoll wie wechselhaft ist –, ist nahezu ein Ding der Unmöglichkeit. Es gibt keine gemeinsame Geschichte aller Landesteile des Jemen, ebenso wie es, bis auf wenige Dekaden, nie eine politische und staatliche Einheit gegeben hat. Die heutige Hauptstadt Sanaa und der Norden blicken auf eine andere Geschichte zurück als die Regionen al-Mahra und Hadhramaut im Osten; und die Geschichte der Stadt Aden und des Südens unterscheidet sich von beiden. In den vergangenen drei Jahrtausenden war das Gebiet, das wir Jemen nennen, keine politische Entität, sondern oft wenig mehr als eine amorphe und ständig wechselnde Ansammlung kleiner Reiche.

Die Idee vom Jemen als einer natürlichen Einheit hingegen ist sehr alt und geht bis auf die Zeit des frühen Islam zurück. Die Grenzen der meisten Staaten des Nahen Ostens wurden von Kolonialmächten erschaffen, viele von ihnen – etwa Jordanien und der Irak – sind Erfindungen mit wenig geschichtlicher Substanz. Im Jemen ist dies anders. Auf der Arabischen Halbinsel stellt der Raum des Jemen, obgleich aus einer Vielzahl unterschiedlicher Naturräume bestehend, eine Einheit für sich dar, die durch natürliche Land- und Wassergrenzen definiert und von ihrem Umland unterschieden wird; schon früh sprechen Historiker und Geografen, etwa al-Hasan al-Hamdani im 10. Jahrhundert, von diesem Raum als "al-Yaman".[1] Im Süden und Westen ist der Jemen vom Meer umschlossen; im Osten, zwischen Jemen und Oman, befindet sich das dünn besiedelte Gebiet von al-Mahra. Nördlich des Hadhramaut wird der Jemen von der gewaltigen Sandwüste des Rub al-Khali, des Leeren Viertels begrenzt, die es von den Machtzentren Saudi-Arabiens trennt wie ein Meer. Nur im bergigen Nordwesten ist der Übergang zwischen Jemen und Saudi-Arabien fließend und umstritten; auf große Gebiete – die heute saudischen Provinzen Asir, Dschaizan und Nadschran – erheben beide Staaten Anspruch.

Es gibt die Idee vom Jemen als einer natürlichen Einheit, und es gibt die Vision eines politisch geeinten Jemen. Die Geschichte des Landes hat jedoch nur kurz und ausnahmsweise größere politische Strukturen gesehen, die weit mehr durch ihre Referenzen an Religion, Dynastien oder Ideologien definiert wurden als durch territoriale Integrität. Macht war auf eine Vielzahl kleiner Zentren verteilt, die auf ihre eigenen kleinen Lokalgeschichten zurückblickten. Nahezu immer regierten mehrere Herrscher gleichzeitig über Reiche, die einander oft bekämpften und sich überlagerten, wuchsen und zerfielen. Der Wunsch nach staatlicher Einheit bildete sich erst in einem Kontext heraus, der von ausländischen Mächten vorbereitet und geformt worden war, und der 1990 schließlich zur Vereinigung des damaligen Nord- und Südjemen führte, die sich schon vier Jahre später in einen Bürgerkrieg verstrickten, dessen Wunden niemals heilten und dessen Folgen Nord und Süd anschließend wieder auseinandertrieben. Heute, im Zeitalter erneuter Bürgerkriege und ausländischer Interventionen, ist der Traum von der politischen Einheit des Jemen abermals in weite Ferne gerückt.

Revolution, Transition und Krieg. Eine Einführung in den Jemen-Konflikt

Nach fast fünf Jahren Dauer hat der Konflikt im Jemen das Land um etwa 20 Jahre zurückgeworfen.[1] Mindestens 100.000 Menschen sind gewaltsam ums Leben gekommen,[2] viele sind körperlich versehrt und psychisch traumatisiert, und eine fast komplette Generation an Kindern ist in ihrer Entwicklung verzögert. Selbst wenn der Jemen-Konflikt 2020 ein Ende finden sollte – und hierfür gibt es heute erstmals seit Langem zarte Knospen der Hoffnung –, werden lokal ausgetragene Kämpfe, politische Rangeleien auf Regierungsebene und viele Akteure, die nur auf den eigenen schnellen Profit bedacht sind, das Land auf lange Zeit am Abgrund eines erneuten Krieges halten. Die jüngere Geschichte dieses Konflikts birgt jedoch einige wichtige Lektionen für dessen nachhaltige Lösung.

Frühling: Die Proteste von 2011

Es begann alles so hoffnungsvoll, um wie auch in anderen Ländern des "Arabischen Frühlings" so gewaltsam und tragisch zu enden: Bereits im Januar 2011 begannen die ersten Proteste im Jemen, die stark inspiriert waren von den Ereignissen in Tunesien und Ägypten.

Winter: 2015 bis heute

Das Engagement der saudisch geführten Koalition im Jemen wäre nicht möglich ohne die militärische und materielle Unterstützung aus dem (westlichen) Ausland. An vorderster Front stehen hier die USA und Großbritannien, aber auch Frankreich, Deutschland und weitere Länder haben durch die lukrativen Waffenhandelsverträge mit Saudi-Arabien und den Vereinigten Arabischen Emiraten am Sterben im Jemen mitverdient.

Ausblick

Welche Chancen auf Frieden gibt es angesichts dieser Vielfalt und Komplexität der Akteure?

Neben dem Riad-Abkommen stimmen aber auch die direkten Gespräche zwischen Saudi-Arabien und den Huthis vor allem über die Sicherheit der saudisch-jemenitischen Grenze die internationale Gemeinschaft hoffnungsvoll, dass es im Laufe von 2020 zu umfassenden Friedensgesprächen kommen könnte. Die aktive Rolle, die Saudi-Arabien hier in den verschiedenen Gesprächssträngen einnimmt, verweist zumindest auf das große Interesse des Königreiches, diesen Krieg zu einem Ende zu bringen. Viele Hürden und Fragezeichen bleiben jedoch bestehen: Nicht nur ist das Riad-Abkommen – wie auch das Stockholm-Abkommen – in Teilen vage formuliert und kann daher auch durchaus noch an der Umsetzung scheitern. Auch ist das Misstrauen zwischen den Huthis und der vielgesichtigen Gegenseite groß – bis zu einem umfassenden Friedensabkommen ist es daher noch ein langer, steiniger Weg.

Sollte es doch zu einem Friedensabkommen kommen, so wird die nachfolgende (erneute) Transitionsphase geprägt sein von Akteuren, die sich nicht an das Abkommen gebunden fühlen und in diesem keinen Vorteil sehen, vom (gewaltsamen) Geschacher der Konfliktparteien um eine möglichst vorteilhafte Position für mögliche Neuwahlen und von einer hungernden Bevölkerung, die wieder verzweifelt darauf wartet, dass das Leiden und die Hoffnungslosigkeit endlich ein Ende haben – von Marie-Christine Heinze

Wirtschaftliche Auswirkungen des Konflikts im Jemen

Bereits vor Ausbruch des aktuellen Krieges im Jemen 2015 litt das Land unter wiederholten Konflikten und damit unter Instabilität, schlechter Regierungsführung, Unterentwicklung, wirtschaftlichem Niedergang und einer weit verbreiteten Armut. Der Anteil der Bevölkerung, der in extremer Armut lebt,[1] stieg von 7,4 Prozent 1998 auf 18,8 Prozent 2014. Die Weltbank schätzte die extreme Armut für 2018 auf 51,9 Prozent und die Armutsrate insgesamt auf 80,6 Prozent.[2]
In den ersten beiden Jahrzehnten nach der Vereinigung des Nordjemen und der Demokratischen Volksrepublik Jemen 1990 hatte der Jemen bescheidene Verbesserungen beim Index der menschlichen Entwicklung (Human Development Index, HDI) der Vereinten Nationen erzielt, mit dem langfristige Entwicklungen in drei wesentlichen Dimensionen gemessen werden: Lebenserwartung bei Geburt, Bildung und Lebensstandard.

Dieser Beitrag bietet einen Überblick über die wirtschaftliche Situation im Jemen vor dem Konflikt, gefolgt von einer Analyse der Auswirkungen des Krieges auf den Arbeitsmarkt, einzelne Wirtschaftssektoren, die Infrastruktur und volkswirtschaftliche Kennzahlen.

Wirtschaftlicher Zusammenbruch

Nach über vier Jahren bewaffneten Konflikts im Land ist die ohnehin schwache jemenitische Wirtschaft fast komplett zusammengebrochen. Bereits von 2000 bis 2010 war die reale Wachstumsrate des BIP pro Kopf mit weniger als 1,5 Prozent im Jahr verhalten ausgefallen.[7] Dennoch ging das BIP pro Kopf zwischen 2011 und 2018 um durchschnittlich 8 Prozent pro Jahr weiter zurück (Abbildung 3).[8] Das bedeutet, dass der Jemen die Hälfte seines BIP pro Kopf einbüßte, das von 1334 US-Dollar 2010 auf einen geschätzten Wert von 667 US-Dollar 2018 absackte.[9]

Auch wenn sich der Bürgerkrieg praktisch auf jeden Aspekt des Alltags im Jemen auswirkt – von demografischen Faktoren wie Mortalität, Fruchtbarkeit und Migration bis zu den Faktoren menschlicher Entwicklung wie Gesundheit, Bildung und Armut –, konzentriere ich mich im Folgenden auf Indikatoren wirtschaftlicher Entwicklung wie Beschäftigung, Kaufkraft, staatliche Einnahmen, Infrastruktur und Produktion.

Für den durchschnittlichen jemenitischen Bürger sind die wirtschaftlichen Auswirkungen des Bürgerkrieges besonders bei der Kaufkraft zu spüren, und das in zweierlei Hinsicht: Erstens macht sich die eingeschränkte wirtschaftliche Aktivität selbst bei einfachsten Erwerbsmöglichkeiten wie etwa in der Landwirtschaft bemerkbar. Zweitens haben sich die Güter des täglichen Bedarfs und der Grundversorgung durch die Inflation enorm verteuert. Aufgrund dieser beiden Faktoren müssen Hunderttausende jemenitische Bürger hungern.

Hohe Einkommensverluste

Um einen Eindruck der Auswirkungen des Konflikts auf die Beschäftigungs- und Verdienstmöglichkeiten zu bekommen, lohnt eine Betrachtung der Beschäftigten im Staatsdienst, in der Privatwirtschaft und in der Landwirtschaft.

Mindestens die Hälfte der jemenitischen Staatsbediensteten wartet also seit zwei Jahren auf ihr Gehalt.

Die am Boden liegende jemenitische Wirtschaft hat auch für die Erwerbstätigen im Privatsektor verheerende Auswirkungen. Im August/September 2015 hatten 26 Prozent aller Unternehmen seit Begin des Konflikts wenige Monate zuvor den Betrieb eingestellt.

Auch die Landwirtschaft im Jemen ist durch den Konflikt inklusive Forstwirtschaft und Fischerei erheblich beeinträchtigt. Laut Welternährungsorganisation war der Agrarsektor vor dem Konflikt für zwei Drittel der jemenitischen Bevölkerung die Haupteinnahmequelle. Genau auf diesen Sektor hat der Bürgerkrieg die massivsten Auswirkungen: 50 Prozent der in der Landwirtschaft Beschäftigten haben ihre Arbeit verloren.

Sinkende Staatseinnahmen, steigende Inflation

Die Staatseinnahmen sind bei Kriegsbeginn abrupt eingebrochen (Abbildung 4). Dieser massive Rückgang ist vor allem auf den Zusammenbruch der Erdöl- und Erdgasexporte zurückzuführen.

Die sinkenden Staatseinnahmen führten zu einem gravierenden Haushaltsdefizit, da die Regierung weiterhin Ausgaben hatte, die sich im Bereich Militär und Sicherheit erhöhten.

Der Rückgang der Öl- und Gasexporte führte außerdem zu einem akuten Mangel an ausländischen Devisen, die für die Einfuhr wichtiger Güter wie Lebensmittel, Treibstoff und Medikamente benötigt werden.

Zerstörte Infrastruktur

Die anhaltenden Kämpfe haben überall im Jemen schwere Schäden an der Infrastruktur hinterlassen. Der finanzielle Umfang der Zerstörung lässt sich nur schwer einschätzen,

Front im Regionalkonflikt. Der Jemen zwischen Iran und Saudi-Arabien

Saudi-Arabien hatte gemeinsam mit den Vereinigten Arabischen Emiraten im März 2015 einen Krieg begonnen, um das Entstehen einer "jemenitischen Hisbollah" an seiner Südgrenze zu verhindern, wie es Politiker und Diplomaten beider Länder seitdem gebetsmühlenartig wiederholen. Doch gelang es ihnen nie auch nur annähernd, die Rebellengruppe zu zerschlagen: Vielmehr schossen die Huthis im Laufe der Jahre Hunderte ballistische Raketen auf saudi-arabisches Territorium ab. Als diese 2018 immer häufiger abgefangen wurden, setzten die Aufständischen auf iranische Drohnen und Marschflugkörper, die schwerer aufzuhalten sind. Die Rebellen, deren Beziehungen zu Iran bis 2014 eher oberflächlich geblieben waren, waren im Laufe des Krieges zu der Bedrohung geworden, die anfänglich das wichtigste Argument für den Krieg gewesen war.

Iran expandiert

Als die Huthi-Salih-Allianz Sanaa einnahm, war die Lage im Nahen und Mittleren Osten von starken Spannungen zwischen den regionalen Großmächten Iran und Saudi-Arabien geprägt. Ihr Konflikt bestimmt die Politik im Nahen und Mittleren Osten seit der Islamischen Revolution von 1979 in Iran und hat sich seit 2011 nicht nur massiv verschärft, sondern wirkt auch immer stärker auf die gesamte Region ein. Die Auseinandersetzung ist erstens machtpolitischer Natur, denn Iran tritt seit vier Jahrzehnten als revisionistische Macht auf, die auf eine Hegemonie am Persischen Golf und im Nahen Osten hinarbeitet, während Saudi-Arabien versucht, den Status quo zu wahren. Zweitens liegt auch eine weltanschauliche Frontstellung vor, denn Iran vertritt eine schiitisch-islamistische, republikanische und revolutionäre Staatsideologie, während die saudi-arabische Gesellschaftsidee sunnitisch-islamisch, monarchisch und sehr konservativ geprägt ist.

Saudi-Arabien interveniert

Ab 2015 wurde die saudi-arabische Politik noch entschlossener, aber auch impulsiver und aggressiver. Der wichtigste Grund war die schrittweise Machtübernahme durch Mohammed bin Salman al-Saud.

Krieg im Jemen

Das Fehlen von Bodentruppen, strategische Divergenzen und die Stärke der Huthis verhinderten militärische Fortschritte. Schon Ende 2015 entwickelte sich deshalb ein militärisches Patt, das bis 2018 Bestand hatte. Die Luftangriffe verbunden mit der Seeblockade hatten vielmehr eine humanitäre Katastrophe zur Folge. Ein Grund dafür war, dass die saudi-arabische Luftwaffe ihre Ziele rasch von rein militärischen auf die gesamte Infrastruktur ausweitete, sodass Häfen, Elektrizitätswerke, Straßen und Brücken zerstört wurden. Hinzu kamen zahlreiche Angriffe auf Krankenhäuser und weitere zivile Ziele aller Art, wie etwa Lebensmittelfabriken. Als diese Maßnahmen die Huthis nicht zum Aufgeben brachten, begannen Saudi-Arabien und die Vereinigten Arabischen Emirate im Juni 2018 einen Angriff auf al‑Hudaidah.

Es dürfte vor allem der Widerstand des US-Kongresses in Washington gewesen sein, der Riad und Abu Dhabi im Dezember 2018 bewog, einem Waffenstillstandsabkommen für die Provinz al‑Hudaidah zuzustimmen.

Kein Ende des Krieges

Vieles spricht dafür, dass 2019 einen Einschnitt im Jemen-Krieg bedeutete. Der Rückzug der emiratischen Truppen aus dem Krieg gegen die Huthis, die Schwäche der Saudis angesichts der Angriffe von Iranern und Huthis und das Fehlen eines ernsthaften innerjemenitischen Gegners für die Huthis zeigen, dass es auch in absehbarer Zeit keiner Seite möglich sein wird, den Krieg für sich zu entscheiden. Dies würde vor allem angesichts der katastrophalen Lage im Land für eine Verhandlungslösung sprechen. Die Konstellation im Konflikt zwischen Saudi-Arabien und Iran erschwert jedoch eine solche Vereinbarung: Würde Riad den Jemen-Krieg heute beenden, käme dies einer schweren Niederlage in der großen regionalen Auseinandersetzung gleich. Es ist unklar, ob die saudi-arabische Führung bereit wäre, einen solch hohen Preis für eine Beruhigung der Lage zu bezahlen. Ansatzpunkte für einen nachhaltigen Frieden im Jemen

Vielen Menschen im Jemen erscheint ein dauerhafter Frieden in ihrem Land unerreichbar. Seit Jahren warten sie darauf, dass UN-Verhandlungen zu einer politischen Lösung des Konflikts führen. Weite Teile der jemenitischen Bevölkerung haben den Glauben daran verloren. Doch auch ohne diese politische Lösung gibt es viele Punkte, an denen bereits jetzt angesetzt werden kann, um das Leben der Bevölkerung auf der lokalen Ebene zu verbessern und so dazu beitragen, Voraussetzungen für einen dauerhaften Frieden zu schaffen.
Ausgangspunkt für solche Überlegungen ist die Einsicht, dass binäre Erklärungen für den Konflikt im Jemen seiner Komplexität nicht gerecht werden. Weder ist es ausreichend, ihn als Stellvertreterkrieg zwischen dem sunnitischen Königreich Saudi-Arabien und seinem schiitischen Gegenspieler Iran zu sehen, noch beschränkt er sich auf die von diesen regionalen Akteuren unterstützten Konfliktparteien, der international anerkannten Regierung unter Präsident Abd Rabbuh Mansur Hadi und den Huthi-Rebellen im Norden des Landes.
Maßnahmen für einen nachhaltigen Frieden im Jemen müssen weit über ein Friedensabkommen zwischen den Hauptkonfliktparteien hinausgehen.[1] Nicht nur sind die Konfliktlinien sehr viel komplexer, als diese vereinfachte Gegenüberstellung suggeriert, sondern es wirken sich auch eine Vielzahl politischer, wirtschaftlicher und gesellschaftlicher Faktoren auf nationaler und lokaler Ebene auf die Stabilität des Jemen aus. Diese werden im Folgenden ausgeleuchtet, bevor die Voraussetzungen für einen nachhaltigen Frieden nach Bereichen dargestellt und das Potenzial verschiedener gesellschaftlicher Akteursgruppen in diesem Zusammenhang diskutiert werden.
Komplexe Konfliktlinien

Die jemenitische Gesellschaft ist durch komplexe und sich überschneidende regionale, konfessionelle, wirtschaftliche und demografische Unterschiede und Konfliktlinien geprägt, die sich im Laufe des Konflikts verschärft haben. Sehr viel ausgeprägter als das herkömmliche konfessionelle Erklärungsmuster sind beispielsweise regionale Identitäten.

Friedensvoraussetzungen

Staatsinstitutionen
Vor diesem Hintergrund ist die zentrale Voraussetzung für einen nachhaltigen Frieden die Bildung einer nationalen Regierung, die die verschiedenen Regionen beziehungsweise regionalen Identitäten in gleicher und fairer Weise vertritt, sodass sie von allen anerkannt wird.

Wirtschaft
Eine weitere Grundvoraussetzung für den Frieden im Jemen ist die Stabilisierung der Wirtschaft. Die Wirtschaftskrise und die Kriegswirtschaft heizen den Konflikt weiter an, während immer mehr Familien kaum imstande sind, sich zu ernähren.

Gesellschaft
Der Konflikt hat die jemenitische Gesellschaft in beispiellosem Ausmaß gespalten. Durch ein verstärktes Auftreten radikal-religiöser Gruppen, die in Moscheen versuchen, Kämpfer zu rekrutieren, sind neue konfessionelle Spaltungen entstanden und alte vertieft worden. Die bereits existierenden Differenzen aufgrund unterschiedlicher regionaler Identitäten sind im Zuge der bewaffneten Auseinandersetzungen wieder stärker hervorgetreten.
Auf lokaler Ebene sind es hauptsächlich politische Differenzen, die mangelnde Verfügbarkeit von Nahrungsmitteln, Treibstoff und Medikamenten sowie finanzielle Schwierigkeiten, die Konflikte in der Nachbarschaft oder in den Familien auslösen.

Der Vertrauensverlust zwischen den verschiedenen gesellschaftlichen Gruppen erschwert einen nationalen Konsens, eine Verständigung über eine gemeinsame jemenitische Identität, auf die sich die verschiedenen Regionen des Landes beziehen können, während zugleich ihre Individualität und ihr Wert in der Vielfalt anerkannt werden.

Hungerverbrechen im Jemen

Einige Akte des Entzugs von Lebensgrundlagen für Zivilisten im Jemen sind unmittelbarer und taktischer Natur und bringen Angreifer und ihre Opfer in eine direkte Konfrontation. So verhinderten die Huthi-Milizen bei der Belagerung der Stadt Taizz, dass Lebensmittellieferungen in Viertel gelangten, in denen regierungstreue Milizen ausharrten. Nicht nur in diesem Fall blockierten beide Seiten Hilfskonvois oder stahlen Vorräte für den eigenen Bedarf. Blockaden und Diebstahl nahmen derartige Ausmaße an, dass Vertreter des Welternährungsprogramms der Vereinten Nationen Anfang 2019 drohten, die Hilfe einzustellen, wenn der Zugang nicht besser gewährleistet werde.[4]
In anderen Fällen sind Angreifer weiter von ihren Opfern entfernt: Bei Luftschlägen durch Flugzeuge der Militärkoalition wurden Krankenhäuser, Trinkwasserbrunnen, Bewässerungsanlagen und Fischerboote zerstört.[5] Von Monitoringgruppen zusammengetragene Informationen belegen, dass es sich dabei um systematische und anhaltende Angriffe handelt und nicht um Zielfehler.[6]
Diese offenkundigen Einsätze von Hunger als Kriegswaffe sind jedoch nicht der Hauptgrund für das Elend im Jemen. Die tragische Ironie ist, dass nach wie vor Lebensmittel verfügbar sind. Vor dem Krieg importierte der Jemen über 80 Prozent seiner Grundnahrungsmittel, und die kommerziellen Lebensmittellieferanten handelten gekonnt ihre Routen entlang der unruhigen Straßen des Landes aus. Mit einer einzigen Unterbrechung – die kurzzeitige vollständige Einfuhrblockade durch Kriegsschiffe der Koalition im November 2017 – sind die Lebensmitteleinfuhren auch während des Konflikts weitergegangen. Das Hauptproblem besteht darin, dass die Menschen es sich nicht mehr leisten können, Lebensmittel zu kaufen.
Im heutigen Jemen werden Millionen Menschen – Lehrer, Beamte der lokalen Behörden, Fabrikarbeiter oder Angestellte – häufig nicht bezahlt oder sind nicht mehr in der Lage, von ihrem Gehalt Lebensmittel zu erwerben. Verantwortlich dafür sind drei politische Entscheidungen.

Es ist weitgehend akzeptiert, dass wirtschaftliche Strategien und Politiken, so böswillig ihre Zielsetzungen oder so verheerend ihre Ergebnisse auch sein mögen, nicht als internationale Verbrechen gelten. Wirtschaftspolitische Entscheidungen können Verletzungen des Rechts auf angemessene Ernährung oder des Rechts auf Gesundheit nach sich ziehen, aber nicht vor einem internationalen Gerichtshof strafrechtlich verfolgt werden.
Dieselben Männer, die im Jemen die beschriebenen Entscheidungen trafen, ordneten militärische Angriffe auf Lebensmittellieferungen und medizinische Einrichtungen an und verhinderten so die Auslieferung lebenswichtiger Hilfsgüter. Für sich genommen ist die Entscheidung, einer Million Zivilisten ihr Gehalt nicht auszuzahlen, kein Kriegsverbrechen. Wenn dies aber mit unmenschlicher Konsequenz über mehr als drei Jahre andauert und parallel Angriffe stattfinden, die zweifellos als Kriegsverbrechen zu kategorisieren sind, dann fügt sich das Bild zu einem Komplott auf höchster Ebene zusammen, ein Volk durch Aushungern zur Unterwerfung zu zwingen.
In den Monaten und Jahren nach der Verlegung der Zentralbank nach Aden müssen sich die Machthaber in Riad und Abu Dhabi ebenso wie im Jemen der verheerenden Auswirkungen ihres Wirtschaftskrieges und der Militärangriffe bewusst gewesen sein, und sie hatten alle Möglichkeiten, beides zu beenden.[8] Mehr als zwei Jahre lang weigerten sie sich jedoch, einzulenken. Erst im Dezember 2018, nachdem sie von UN-Vermittlern unter Druck gesetzt worden waren, einen massiven Angriff auf den Hafen al-Hudaida zu unterlassen, der die wichtigste Verkehrsader für Hilfslieferungen unterbrochen hätte, zeigten sie Gnade und ließen die Zügel ein wenig locker.

Am Fall des Jemen wird deutlich, dass Massenaushungerung kein Verbrechen ist, dass im Affekt begangen oder von unberechenbaren Elementen verübt werden kann, die sich über Befehle hinwegsetzen. Um Massenhunger herbeizuführen, bedarf es vielmehr nachhaltiger Anstrengungen über Monate oder Jahre hinweg.

Wer den Einsatz von Hunger als Kriegswaffe unterbinden oder zumindest die Folgen für seine Verursacher verschärfen will, muss sich der Herausforderung stellen, einzelne Handlungen in ihrem größeren Kontext zu analysieren. Hunger kann eine starke Waffe für Kriegsparteien sein, die oft genau wissen oder schnell lernen, dass ihre Entscheidungen schweres Leid und Sterben in der Zivilbevölkerung verursachen. Zustände wie im Jemen stellen eines der aktuellsten und furchtbarsten Beispiele dar. The Saudi-Yemeni Militarized Borderland

In the last decade, Saudi Arabia’s approach to the porous frontier with Yemen has gradually shifted from patronage for and cooperation with local tribes to incremental militarization.

In 2019, the Saudi kingdom deployed the al-Afwaj Regiment, a new security force under the Ministry of Interior supporting the Saudi Border Guards. This regiment is tasked with preventing smuggling, trafficking, and infiltrators. Two years prior, a Green Berets team of the US Special Forces arrived in Saudi Arabia to train Saudi ground troops responsible for securing the border. Meanwhile, U.S. intelligence analysts are cooperating with the Saudis in Najran to locate Houthis’ missile sites in Yemen.

Saudi Arabia and Yemen share a critical borderland. Although officially demarcated in 1934 by agreed international border, this shared territory represents a single ecosystem for tribal kinships and connections, informal economy, architecture, and cultural heritage.

The south of Saudi Arabia and the far North of Yemen have always been peripheral to the two political centres, Riyadh and Sanaa, thus maximizing governments’ threat perception. Moreover, the area is predominantly Shia inhabited.

The history of the Saudi-Yemeni frontier is one of a contested border.

In 2003, Saudi Arabia also started to build a border fence, although local discontent blocked its construction by the beginning of 2013.

But a shift towards a more securitized approach occurred during the sixth Saada war (from August 2009 to February 2010) between the Houthis and former president Ali Abdullah Saleh’s security forces.

During the popular uprising against Saleh in 2011, the Houthis exploited the surge of military forces in Sanaa to clean the governorate from remnants of the central government and, most of all, to expel tribal chiefs loyal to Saleh and to the Saudis. With the reality of Houthis’ self-governance in Saada, Saudi Arabia not only deployed police and border guards at the frontier, but it also restarted the construction of the border fence.

In such a framework, two parallel—and sometimes entrenched—disputes have emerged along the contested Saudi-Yemeni border. First is the ongoing the struggle between Riyadh and the borderland tribes who still oppose the building of a physical and militarized fence. Second is the fight between the Saudis and the Houthis of Yemen

To add more uncertainty, social relations within the borderland are tense. Ismailis remain marginalized in the Saudi kingdom in terms of religious practices, decision-making, and services provisions.

Social restrictions heightened after clashes broke out in Najran in 2000 as the Saudi authorities attempted to shut down Ismaili mosques and detain worshippers. Furthermore, Yemen and Saudi Arabia have promoted “Sunnization” and/or “Wahhabization” policies vis-à-vis the local Shia community. This was especially the case after 1979 and the politicization of the Shia trend following the Islamic Revolution in Iran.

Finally, the conflict’s implications in Yemen and the Saudi military intervention in 2015 have widely affected the Southwestern regions of Saudi Arabia. Since 2015, more than half of the fallen Saudi soldiers in Yemen came from the west, namely Jizan.

Yemen’s protracted conflict shows no signs of a decisive victory.

Yemen’s warring parties conflicted over Soleimani’s killing

The US killing of a senior Iranian commander in a drone strike in Baghdad has sparked fear and ire in the region.

Yemenis had a host of reactions to the killing of Soleimani. Houthis were shocked and furious, but the Saudi-backed UN-recognized government was euphoric and felt victorious. Both sides' reactions have ideological roots that point to the sectarian schism that has taken over the country the last five years.

Houthis share a close ideology with Iran, while the Yemeni government follows Saudi Arabia’s approach. Parties to the conflict in Yemen hinge on outside players, and their reactions to regional developments are analogous to those of their foreign backers.

Exclusive: U.N. investigators find Yemen's Houthis did not carry out Saudi oil attack

Yemen’s Houthi group did not launch an attack on Saudi Arabia’s oil facilities in September, according to a confidential report by U.N. sanctions monitors seen by Reuters on Wednesday, bolstering a U.S. accusation that Iran was responsible.

The report by the independent U.N. experts to the Security Council Yemen sanctions committee said, “That despite their claims to the contrary, the Houthi forces did not launch the attacks on Abqaiq and Khurais on 14 September 2019.”

The findings of the U.N. report come amid escalating tensions in the region after the United States killed Iranian General Qassem Soleimani in Baghdad and Tehran retaliated by firing missiles at military facilities housing U.S. troops in Iraq.

The U.N. investigators said they doubted that the drones and land attack cruise missiles used in the Sept. 14 attack “have a sufficient range to have been launched from Yemeni territory under the control of the Houthis.”

“The panel notes that Abqaiq and Khurais were approached respectively from a north/northwestern and north/northeastern direction, rather than from the south, as one would expect in the case of a launch from Yemeni territory,” the report said.

The investigators, who monitor sanctions on Yemen, also said they do not believe that “those comparatively sophisticated weapons were developed and manufactured in Yemen.” They were not tasked with identifying who was responsible for the Saudi attack.

The report seen by Reuters on Wednesday is from the independent panel of experts that reports twice a year to the Security Council on the implementation of sanctions related to the conflict in Yemen that were imposed in 2014 and 2015.

It was submitted to the U.N. Security Council Yemen sanctions committee on Dec. 27, but will not be made public until later this month or next month.

War games: How Iran could use Yemen to challenge America

The region is hoping for de-escalation but fearful of an Iranian or American miscalculation that will deepen the conflict.

Yemen is ripe to be one of the key battlegrounds. The five-year-old Yemen war has long threatened to engulf the broader Middle East by deepening the fault line between Iran and its proxies, on the one hand, and the U.S. and its allies, on the other. The regionalization of this conflict could plunge millions of Yemen’s most vulnerable into humanitarian despair, disrupt global oil production, threaten commercial trade through both the Persian Gulf and the Red Sea, provide more running room for ISIS and Al-Qaeda, and undermine Saudi Arabian stability.

While the Houthis are not Iranian agents, they have been explicitly open with their support of both Tehran and Hezbollah.

The Houthis will not shy away from targeting this waterway in the event of a severe escalation.

Third, the Houthis can increase insurgent raids into Saudi Arabia by exploiting the open terrain of Saudi Arabia’s border with Yemen.

No end state

Foreign powers have exploited Yemen for centuries. In an Iranian-American confrontation, Yemen again will be a proxy battleground. By leveraging the Houthis, Iran can embroil its archrival Saudi Arabia in a Vietnam-like quagmire, as the Saudi kingdom spends disproportionate blood and treasure to pacify its southern border. But Iran can also directly attack American interests from Yemen, by threatening oil production facilities, commercial shipping routes and even military targets.

The Houthis militants prepare to shut down 70 private schools in Sana’a citing coeducation reasons.

Director of the Education Office in Al-Sabeen area of Sana’a, Mohammed Hussein Al-Shami, sent official letters to the Education Office demanding shut down of 70 private schools using the pretext of coeducation, according to documents obtained by Alsahwa Net.

Sources in Sana’a said that the Houthis’ action is intended to extort private schools who declined to teach the Houthis-sectarian curricula to pay huge amounts of illegal money and introduce the Houthis-textbooks to the children.

After Soleimani: Houthis face crossroads in Saudi and Iranian relations

The Houthis must balance a strengthening alliance with Iran and fragile political negotiations with Saudi Arabia

After the U.S. killing of Iranian commander Qassem Soleimani in early January, the Houthis have become even more important to the regional agendas of Saudi Arabia and Iran.

Almasdar Online spoke with three analysts about where the Houthi-Iranian relationship stands and where it’s going in 2020.

Hannah Porter, a Washington D.C.-based journalist and analyst on Yemen:

While the past year has seen a lot of important developments in the relations between the Houthis and Iran, the two parties are at a turning point, according to Porter. “It seems that Yemen's international war may soon end, and negotiations between the Houthis and the Saudis are continuing," she said.

Porter argues that Yemen is not as important to Iran as Iraq, Syria or Lebanon. “If Iran loses Yemen, that's not going to be a disaster for them,” she said, noting that not everyone in the Houthi establishment is wedded to Iran either. “

The development of the relationship can be seen in the high-level coordination between the two parties on the air strikes that targeted Saudi Arabia, and at the diplomatic and political level with Iran formally recognizing the Houthis for the first time and accepting the appointment of their ambassador in Tehran, he said.

But what does Iran want from the Houthis and what do the Houthis want from Iran?

"Iran sees the Houthis as a less expensive and more influential way to fight its traditional Saudi enemy,"

Dr. Mahjoub Al-Zawairi, director of the Center for Gulf Studies at Qatar University with expertise on contemporary Middle East history and Iran:

Tehran is "trying to impose the rules of the game in Yemen to respond to Saudi Arabia’s (military operations),” he said. “These rules depend on strengthening the recognition of the Houthis, and getting them to open up to dialogue with all the powers, including America."

Sayyed Abdulmalik said that the American military presence serves conspiracies, proves colonialism, and oppresses the peoples of the region.

"What has befallen the Palestinian people throughout the past stages was because of the American role present with open support for Israel. The US is present in every country in the Islamic nation in a hostile and arrogant manner", Sayyed Abdulmalik said.

“US support for the Zionist regime and its disregard to the Muslim Ummah and its sanctities is out of question. The (Saudi-led) coalition that invaded our country is under the US influence. Such an onslaught would not have taken place without US involvement,” he highlighted.

[Hadi] Yemeni Govt. Accuses Houthis of Looting 440 Relief Trucks in One Year

[Hadi gov.] Minister of Local Administration and Higher Committee for Relief (HRC) Chairman Abdul Raqib Fatah said that the militias looted around 440 trucks of food, medicines, and fuel in the period extending from Stockholm Agreement's signing on Dec. 23, 2018, till the end of Dec. in 2019.
In his statements, Fatah noted that the militias plundered medical aid for infantile paralysis and swine influenza in several provinces – then, they sold it to private hospitals for costly prices. They also looted YER600 million (USD1 equals to YER600) belonging to WFP, given that this amount was allocated for infantile paralysis.
The minister added that the insurgents’ violations extended to the relief organizations staff, in which they banned 120 employees from accessing one of the WFP stores in Hodeidah.

Houthis Continue to Target Yemen’s Higher Education Sector

Houthi militias continue to disrupt the higher education sector across Yemen by introducing and enforcing sectarian academic material and dismissing opposing faculty members at universities.
Several public universities have been disturbed in Houthi-held provinces such as Sanaa, Ibb, Dhamar, Umran and Hajjah.
University students, speaking under the conditions of anonymity, revealed that Houthis have imposed a new curricula a few days ago.
The new syllabuses, according to the students, are sectarian and will impact universities negatively.
At the University of Sanaa, Houthis introduced the following courses: Military Media, Contemporary History of Yemen, The Arab-Israeli Conflict and National Education.
The new material, according to sources, has been largely imported from Iran and linked to the legacy of Hussein al-Houthi, a key Houthi military leader.
It is worth noting that campus life has also been disrupted by Houthi-placed university professors who insist that students chant some of the group’s most violent slogans in exchange for academic leniency.

Yemen PM to Asharq Al-Awsat: Implementing Riyadh Agreement Needs Wisdom, Patience

Yemeni Prime Minister Maeen Abdulmalik ruled out the possibility of holding new talks with the Iran-backed Houthi militias as long as they continue to obstruct the implementation of the Stockholm agreement.
He also spoke of progress in implementing the Riyadh Agreement that was signed between the legitimate government and Southern Transitional Council (STC).

Assessing the situation in Aden, he said the city has not completely recovered yet from the coup and destructive war that was launched by the Houthis. Recovery has also been undermined by political tensions in recent years that have hampered government efforts to carry out wide reforms and consolidate state institutions.
Committees formed by Saudi Arabia, government and STC are operating daily on the implementation of the Riyadh Agreement, continued Abdulmalik. He acknowledged difficulties in sticking to set timetables and deadlines due to sensitive political and military factors.
“Tackling them demands a lot of wisdom, patience and skill whether from the committees or by resorting to higher leaderships to overcome several obstacles,” he stressed.
“The committees have made great progress … and their work is backed by the president and Saudi leadership to ensure the success of the Riyadh Agreement,” he added.
“Since the government returned to Aden, we launched a comprehensive plan to normalize affairs. We met local authorities from Aden, Dhale, Taiz, Lahj and Hodeidah,”

Asked if the STC is serious in implementing the Riyadh Agreement, Abdulmalik replied: “We hope everyone will realize that the implementation of the deal serves the national interest, preserves the state and achieves the hopes of the people.”

Yemen's government on Thursday signed a new agreement with the Southern Transitional Council (STC) to implement the Saudi-brokered deal, including withdrawing all military forces from Aden.

An official of the Yemeni government told Xinhua on condition of anonymity that representatives of the STC and the country's government reached an agreement to withdraw forces from Aden within three weeks.

Saudi Arabia supervised the signing of the agreement between the two rivals in order to implement the Riyadh deal signed last November, the source added.

The new agreement specified a deadline of 20 days, starting from Jan. 11, to withdraw all the STC's military units and government forces stationed in the country's southern regions, including Abayn and Shabwa, according to the Yemeni source.

In a tweet posted early on Friday, Mohammed bin Saeed Al-Jaber, Saudi Arabia’s ambassador to Yemen, said: “Phase 2 of (the) Riyadh Agreement includes collecting all medium and heavy weapons from all military and security forces in Aden within 15 days of signing the agreement and transporting them to camps inside Aden, selected and supervised by the Coalition to Support Legitimacy in Yemen.”

Recent comments by the transport minister suggested Ankara would be handed management of transport infrastructure

Yemen’s government is not planning to sign deals for Turkey to run ports and transport infrastructure in the country, sources told The National after Transport Minister Saleh Al Jabwani sparked controversy with remarks during a visit to Istanbul.

During the visit on December 29, Mr Al Jabwani said he had reached an agreement with his Turkish counterpart to form joint committee to develop transport infrastructure in Yemen.

But a source in the government confirmed that no such plan is in place after the government of President Abdrabu Mansur Hadi issued a statement saying that comments about management of transport infrastructure represented the personal view of the people involved and not the official Yemeni position. The statement did not name Mr Al Jabwani.

The UAE-backed Southern Transitional Council (STC) has on Monday vowed to pursecute the cadres and leaders of the Socialist Party whom opposed the Council’s policies in the occupied southern provinces.

Jamal Bin Ataf, a member of the so-called General Assembly of the Southern Transitional Council, said that the people of the southern provinces need time to remove what he called “the bad image that the Socialist Party reflected during its days in office, in front of the countries of the world,” referring to the rule of the Yemeni Socialist Party (YSP) over the Democratic People’s Republic of Yemen between 1967 and 1990.

This statement has been interpreted by observers as a clear threat from the STC militias, vowing to go through with the process of pursuing and chasing the leaders and cadres of the Yemeni Socialist Party.

Yemen government, Southern Council reiterate commitment to Riyadh Agreement

Yemen’s government and the Southern Transitional Council (STC) have renewed their commitment to a power-sharing agreement signed in Riyadh, known as Riyadh Agreement, appeasing fears of a resumption of fighting, amid reports of movements of troops in the southern province of Abyan.
In Aden, Saddam Abdullah, a media adviser to the leader of the STC, told Arab News on Tuesday that the council was fully complying with a joint military committee tasked to put into place the agreement, saying it had facilitated the return of the prime minister and his government.
“The council is willing to implement the agreement, and we urge Saudi Arabia to push further in applying the terms,” Abdullah said.

Maeen Abdulmalik Saeed, Yemen’s prime minister, agreed in an interview with Al Arabiya TV, saying the Riyadh Agreement was a rare opportunity for peace in Yemen.

What Does the U.S. Killing of Soleimani Mean for Saudi Arabia?

Saudi Arabia’s reaction to the operation that obliterated Iran’s Major General Qassem Solaimani has been reserved. Riyadh is right: it is not all good news for the kingdom.

Good news

Official media in Saudi Arabia celebrated the U.S. strike that killed Qassem Soleimani as good news.

Trump’s sudden belligerence, pushing back against Iranian escalation is welcome in Saudi Arabia.

For Riyadh, its protector has finally shown its teeth after months of hesitation. This escalation will also help boost the U.S.-Saudi military cooperation and arms sales, which are under constant pressure from Congress.

Without an independent Iran strategy of its own, the kingdom counts on the United States to determine the outcome of the maximum pressure campaign. Trump’s lukewarm reactions to previous Iranian escalation, including the attack on the Saudi oil facility, his public invitations for a meeting with Iran’s president, and his quixotic hope for an Iran that has good relations with the United States have exposed Riyadh’s inability to rely on Washington to defend the kingdom from its mortal enemy.

Bad news

AMERICA FIRST

Trump’s bold attack may have made U.S. deterrence credible in the region, but it doesn’t solve Saudi Arabia’s power imbalance with Iran, as Riyadh wishes.

The nature, geographic scope, and scale of Iran’s response to the killing of its general will also determine whether Iran’s proxies will continue to be a top priority on the U.S. agenda with Iran. If Iran continues to use its proxies to target U.S. personnel and assets, then the United States will likely continue to strike those proxies. By weakening Iranian proxies, Washington would be aiding Saudi Arabia’s fight against the very same.

But if Iran chooses to attack the United States through other means, such as in cyberspace, or chooses to limit its retaliation to U.S. allies, then the conflict between Washington and Tehran may do nothing to change the balance of power between Iran and the kingdom.

TERRORISM

Iraq’s volatility after the U.S. operation is a threat to Saudi national security as well.

BILATERAL RELATIONS WITH IRAQ

Trump’s threat of sanctions against Iraq also topples the kingdom’s policy of political, economic, and social re-engagement with the war-torn nation.

YEMEN

As Iran considers how to make good on its threats to respond to the U.S. attack on its general, it may consider several options that directly strike at Saudi Arabia, an important U.S. ally. Sabotaging current negotiations between Yemen’s Houthi rebels and Saudi Arabia is one good Iranian option.

SAUDI ARABIA’S SHIA COMMUNITY

Iran also has a long and violent history of meddling in Saudi Arabia’s national security and harmony, capitalizing on the grievances of its Shia minority in the kingdom’s eastern province.

THE WINDOW OF OPPORTUNITY

Though Soleimani’s death was met with jubilation in the Saudi press, the official public reaction was more cautious. The Ministry of Foreign Affairs’ statement didn’t mention Iran, unlike its previous statements. Instead, the ministry condemned “terrorist” activities but “in light of the rapid developments, call[ed] for the importance of self-restraint.” The Saudi minister of state for foreign affairs, Adel al-Jubeir, reiterated this in a tweet “to save the countries of the region and their people.”

That Saudi officials want de-escalation in the Gulf is new evidence of an evolving strategy for a more pragmatic management of regional challenges. In the aftermath of the September 14, 2019, attacks on Aramco, the crown prince expressed a similar de-escalatory tone in a TV interview. Major sporting events in Saudi Arabia ‘sportwash’ the dire human rights situation

With The Dakar 2020, there is a degree of “sportwashing” taking place, with the country in direct violation of human rights holding sports events to divert attention from its actions.

Since the murder of Saudi journalist Jamal Khashoggi in October 2018, Saudi Arabia has embarked on a frenzy of buying and financing cultural and sporting events: NBA basketball matches, baseball, Formula E racing (and possibly Formula 1), boxing, golf and the Italian and Spanish football Super Cup tournaments. It is buying up popular and elitist sports alike.

However, fifteen NGOs, including the International Federation for Human Rights (IFHR), ALQST in Saudia Arabia and Human Rights Watch (HRW) have appealed to the organisers of The Dakar to understand how bad the human rights situation is in Saudi Arabia. These NGOs also called on “the organisers, participants, sponsors and official broadcasters of the Dakar Rally to urge the Saudi authorities to drop all charges against Saudi women’s rights activists and to immediately and unconditionally release all those detained for their peaceful and legitimate human rights work.” Participants in the Dakar Rally are asked to help raise awareness and show solidarity by wearing a pink #StandWithSaudiHeroes armband throughout the event.

Pence And The War On Yemen

The vice president dismissed the complaints from Sens. Lee and Paul about the administration’s awful briefing yesterday by bringing up the other illegal administration war they have voted against.

It is strange that Pence would remind everyone that last week’s illegal assassination isn’t the first time that this administration has ignored the Constitution in matters of war, since that makes the criticism from Sens. Lee and Paul that much stronger.

Pence’s description of U.S. involvement in the war on Yemen as “self-defense” is nonsense. The Saudi coalition’s war is not a defensive war. They are the ones that escalated the conflict almost five years ago, and they are the ones that have been causing most of the civilian casualties in the war. Our support for them has nothing to do with their self-defense or ours. Our involvement there was never authorized by Congress, it is unjustified, and it is a disgrace.

In der Resolution heißt es unter anderem, der Präsident dürfe US-Truppen nicht ohne ausdrückliche Bewilligung durch den Kongress im oder gegen den Iran einsetzen. Ausgenommen seien Einsätze, die der Abwehr eines «unmittelbar bevorstehenden bewaffneten Angriffs» auf US-Ziele dienten. Acht Demokraten stimmten gegen die Resolution. Drei Republikaner votierten mit der Mehrheit der Demokraten.

Die Vorsitzende des Repräsentantenhauses, die Demokratin Nancy Pelosi, hatte die Resolution am Sonntag angekündigt - wenige Tage nach der gezielten Tötung des iranischen Top-Generals Ghassem Soleimani in Bagdad durch die USA. Grundlage ist die «War Powers Resolution» von 1973, die dem Präsidenten vorschreibt, «in jedem möglichen Fall» den Kongress zu konsultieren, bevor er US-Streitkräfte in Kampfhandlungen schickt.

Die Demokraten hatten scharfe Kritik daran geübt, dass die Trump-Regierung den Kongress vor dem Militärschlag nicht informiert hatte. Zudem meldeten sie Zweifel an der Begründung für den Drohnenangriff auf Soleimani an, wonach dieser bevorstehende Angriffe auf US-Bürger geplant habe. House approves measure to restrain Trump’s actions on Iran

Reigniting a debate over who has the power to declare war, the Democratic-controlled House on Thursday approved a resolution asserting that President Donald Trump must seek approval from Congress before engaging in further military action against Iran.

The war powers resolution is not binding on the president and would not require his signature. But House Speaker Nancy Pelosi nonetheless insisted it “has real teeth” because “it is a statement of the Congress of the United States.”

The measure will “protect American lives and values” by limiting Trump’s military actions, Pelosi said. “The administration must de-escalate and must prevent further violence.″

The White House called the resolution “ridiculous” and “completely misguided.”

And Trump, at a campaign rally in Toledo, Ohio, claimed he had no obligation to give lawmakers advance warning, saying Democrats like Pelosi “want us to tell them so they can leak it to their friends in the corrupt media.”

The House passed the measure, 224-194, with just three Republicans voting in support. Eight Democrats opposed the measure.

A similar proposal by Sen. Tim Kaine, D-Va., faces an uphill fight in the GOP-run Senate.

International Rescue Committee: Yemen TPS decision arbitrarily leaves some Yemeni in harm’s way but not others

The International Rescue Committee responds to the U.S. Administration’s announcement that it will extend Temporary Protected Status (TPS) for Yemen without redesignation. This decision protects approximately 1,500 Yemeni TPS holders for another 18 months. At the same time, this decision arbitrarily excludes from protection as many as 3,000 Yemeni citizens arriving in the United States after January 2017 despite the fact that Yemen remains unsafe for return. Yemen is currently an active war zone and the location of the largest humanitarian crisis in the world.

The IRC urges the Administration to ensure that all Yemenis have access to protection and to reconsider its decision and re-designate TPS for Yemen. We continue to call on Congress to enact a permanent solution for those who are left behind by this and previous TPS decisions.

The US-Saudi alliance is deeply unpopular with the American people

A key driver in the conflict with Iran isn’t politically viable.

Everything that happens in the US-Iran relationship is profoundly structured by America’s longtime alliance with Saudi Arabia, a major regional rival of Iran.

That US-Saudi alliance has long been an unquestioned priority of the Washington foreign policy community, though in recent years elite support for Saudi Arabia has come under strain because of the humanitarian disaster in Yemen and the Saudis’ murder of Washington Post columnist Jamal Khashoggi, whose children are American citizens. But even by the standards of American presidents, Donald Trump has clung unusually tightly to the Saudis while sharing nothing with the public about his financial relationship with the Saudi government.

It’s also worth noting that while a strong alliance with Saudi Arabia has long been a mainstream position for American foreign policy elites, it’s very unpopular with the American public.

And that, in turn, helps explain why hawkish discourse on Iran tends to be so dishonest. The case that US hostility to Iran is good for our key regional ally is strong, as is the case that efforts to create a US-Iran rapprochement are bad for Saudi Arabia. But for most Americans, the Saudi alliance is not a good reason for the United States to incur costs fighting Iran because the Saudi alliance itself is not good.

Polls show Americans don’t like Saudi Arabia

Gallup’s most recent poll, from February 2019, showed that just 4 percent of Americans have a “very favorable” view of Saudi Arabia and 25 percent with a “somewhat favorable” view. Those numbers are worse than Venezuela or Cuba.

A false portrait of Iran mobilizes the public

While the public is skeptical of Saudi Arabia, that doesn’t mean they’re blasé about Iran.

Back in June 2019, polls showed strong majority support for military action if that was necessary to prevent Iran from obtaining nuclear weapons.

War with Iran shouldn’t be necessary to prevent Iran from obtaining nuclear weapons, because the Obama administration struck a diplomatic deal which prevented that from happening.

T hat’s something the Obama administration cared a lot about, and it’s something the American public also cared about.

But the deal was not so good at helping the Saudis gain the upper hand vis-a-vis Iran in regional power competition. Since the deal helped the Iranian economy, it was arguably bad for helping the Saudis. And the Saudis certainly saw it that way. This is the main reason the deal was so controversial in American national security circles. And it’s why Trump scuttled the deal, initiating the current downward spiral of relations.

The problem for hawks is you can’t say you’re scuttling a deal that accomplished something voters care about in order to bolster an alliance they don’t care about.

So Trump likes to claim the Iranians were breaking the deal, which if it were true, would be a good reason for the US to pull out of the deal. But it isn’t true.

While the things hawks say about this situation aren’t true, they don’t tell these tall tales because they’re crazy or stupid. They say them because they are aware that the real reason for favoring confrontation with Iran — commitment to the idea that the US-Saudi alliance is valuable and we should be helping the Saudis prevail in their regional power struggle — isn’t politically viable – by Matthew Iglesias

Der Iran hat seine Drohung wahr gemacht und als Rache für den Mord an seinem höchsten General US-Stützpunkte im Irak angegriffen. Jedoch war das nur symbolischer Akt.

Man kann lange spekulieren, warum die USA General Soleimani auf dem Bagdader Flughafen mit einer Rakete ermordet haben. Angeblich hat Pompeo das schon lange gefordert und Trump hat sich dann breit schlagen lassen. Brisant daran ist, dass der General in diplomatischer Mission unterwegs war, der Irak vermittelt offenbar gerade hinter den Kulissen eine Annäherung zwischen Saudi-Arabien und dem Iran. Außerdem hat der irakische Premierminister auch mitgeteilt, Trump selbst habe um die Gespräche mit dem General gebeten.

Wenn das so ist, dann würde es bedeuten, dass die USA den General in eine Falle gelockt und dabei den irakischen Premierminister betrogen haben. Die USA können kein Interesse an einer saudisch-iranischen Annäherung haben, denn dann würden die Spannungen in der Region sich in Luft auflösen und der „Schutz“ durch US-Truppen würde nicht mehr gebraucht. Die USA würden also im Ergebnis aus dem Nahen Osten verdrängt werden.

Wenn es das Ziel der USA gewesen sein sollte, den Annäherungsprozess zwischen den beiden Rivalen am Golf zu stoppen, haben sie ihr Ziel definitiv nicht erreicht.

Die USA wollten im Irak bleiben, sagte der Minister.

Es ist den USA also herzlich egal, was die irakische Regierung oder das Parlament wollen, sie führen sich als Besatzungsmacht auf, die sich darum nicht schert.

Der Iran hat am Mittwoch seine Drohung wahr gemacht und 15 ballistische Raketen auf zwei US-Stützpunkte im Irak abgefeuert. Elf davon trafen ihre Ziele. Aber ganz offensichtlich will der Iran keine Eskalation des Konfliktes, denn er warnte den Irak rechtzeitig vor dem Angriff und der gab die Warnung an die USA weiter, sodass keine US-Soldaten zu Schaden gekommen sind. Der Iran hat also nicht riskiert, US-Soldaten zu töten und die USA haben im Gegenzug anscheinend auf Abwehrmaßnahmen verzichtet und den Sachschaden in Kauf genommen, damit der Iran die „Pflichtübung“ des Vergeltungsschlages verkünden kann.

Dieser Logik folgend lobt der Iran seine Vergeltung, während Trump, der auch keinen Krieg möchte, nun von Gegenmaßnahmen der USA absieht. Das ist ein einmaliger Vorgang, denn es ist in der Geschichte der USA meines Wissens noch nie vorgekommen, dass sie auf einem Angriff auf ihr Militär nicht reagiert hätten. Whether Tehran’s military response is truly complete, of course, remains uncertain — though foreign minister Javad Zarif was unusually clear in tweeting shortly afterwards that the strikes “concluded a proportionate response”.

Even if it is, the question is whether US President Donald Trump will go through with his own Twitter threats to unleash overwhelming US strikes — including against cultural sites — in retaliation. The lack of US casualties, together with the president’s own tweet after the strikes that “all is well”, suggest that will not happen.

If further direct military action can be avoided that would be a relief to many in Washington and across the region — and, in some quarters, seen as something of a vindication of the decision to strike.

Under other circumstances, Arab states would have been happy to see last Friday’s drone missile strike on Iranian Maj. Gen. Qassem Soleimani.

But in ordering the attack, President Donald Trump also upended the Gulf’s nascent diplomacy with Iran. At the time of the assassination, General Soleimani was carrying Tehran’s official response to Saudi Arabia’s invitation to talks, according to the Iraqi government and diplomatic sources.

Now, blindsided Gulf leaders are flying around the world to try to prevent a conflict they once sought, but now fear. And they face an even larger challenge: What to do about an ally like America?

Amid what they see as D.C.’s erratic policies, internal chaos, and broken promises, many conclude that America is becoming a “liability.” The Gulf’s dramatic turnabout with Iran was partially fueled by the Trump administration’s perceived unwillingness to protect Arab states from Iranian attacks.

“What the Gulf countries are really afraid of now is that the U.S. will start a war with Iran and walk away,” says Kenneth Pollack, a Middle East expert at the American Enterprise Institute. “They are absolutely terrified that Trump has stirred up the hornets’ nest, the Iranians will retaliate, and he will leave them holding the bag.” – by Noelle Swan

Manipulation durch Verschweigen – die deutschen Medien und das Attentat auf Soleimani

Die NachDenkSeiten hatten bereits Montag darauf hingewiesen, dass ein wichtiges Detail des US-Attentats auf den iranischen General Soleimani von den allermeisten Medien nicht erwähnt wird – und zwar, dass der General nach Aussagen des irakischen Ministerpräsidenten als Emissär der iranischen Regierung in den Irak gekommen ist, um ihm die Antwort Irans auf eine Friedensinitiative zu übermitteln, die Irak zwischen den verfeindeten Golfstaaten Saudi-Arabien und Iran vermittelt. Eine Überprüfung der Archive der großen deutschen Medien ergab, dass diese Meldung zwar sehr wohl von einigen wenigen Medien veröffentlicht wurde, aber allen voran die großen meinungsbildenden Nachrichtenformate der Öffentlich-Rechtlichen diese Meldung bis heute komplett ignoriert haben. Dieses Fallbeispiel zeigt, wie prekär es um diese großen Nachrichtenformate bestellt ist. Wer sich nur über die Tagesschau und Heute informiert, bleibt im besten Falle uninformiert und wird im schlimmsten Falle desinformiert.

Es ist schon erstaunlich. Am 5. Januar verschickte die Nachrichtenagentur Reuters ihren von allen größeren Medien abonnierten „World-News“-Feed einen recht umfassenden Bericht zur Debatte im irakischen Parlament, in der Ministerpräsident Mahdi den Hintergrund der Bagdad-Reise des iranischen Generals erklärte. Deutsche Medien, wie der SPIEGEL, berichteten zwar unter ausdrücklicher Bezugnahme auf Reuters von dieser Debatte, erwähnten aber Mahdis Äußerungen zur diplomatischen Mission Soleimanis nicht. Quer durch die Bank fehlt dieses nicht eben unwichtige Detail in allen in den großen Medien gesichteten Nachrichtemeldungen zur Debatte.

Wie es besser gehen kann, zeigte beispielsweise CNN, wo der Iran-Experte Trita Parsi ausführlich zur besten Sendezeit zu Wort kam und dort seine Einschätzung zum Grund des Besuchs Soleimanis abgeben durfte, ohne dass ihm ein Moderator penetrant ins Wort fällt. Im deutschen Fernsehen durfte am Mittwochabend Michael Lüders zu Wort kommen; doch nicht im Heute-Journal, sondern im Talkformat Markus Lanz. Auch Lüders unterstrich dabei die Wichtigkeit der Meldung zum Grund für Soleimans Bagdad-Reise, wurde im weiteren Verlauf der Sendung aber von Markus Lanz, der sich offenbar eher als Sprecher der US-Regierung denn als Journalist versteht, penetrant unterbrochen.

Vorsätzliche Manipulation oder Scheuklappen-Journalismus?

Da stellt sich natürlich die Frage, ob Tagesschau, Heute, SPIEGEL und Co. diese Meldung vorsätzlich unterdrückten oder schlicht nicht wichtig genug fanden, um sie zu erwähnen. Für mich ist Letzteres wahrscheinlicher und das ist keinesfalls ein gutes Zeichen. Der Job eines Nachrichten-Redakteurs besteht vor allem darin, wichtige Nachrichten von unwichtigen zu trennen und die wichtigen Nachrichten dann kompakt zusammenzufassen, um dem Zuschauer oder Leser einen möglichst umfassenden Überblick über das Tagesgeschehen zu vermitteln. Wenn durch die Reihe weg – mit den wenigen genannten Ausnahmen – die zuständigen Redakteure es für unwichtig halten, dass die USA einen General, der als diplomatischer Emissär in einer Friedensinitiative unterwegs war, vorsätzlich ermordet haben, wirft dies ein erschreckendes Bild auf die Urteilsfähigkeit dieser Journalisten.

Ganz weit lehnte sich Regierungssprecher Steffen Seibert aus dem Fenster, als er erklärte, der Iran sei nachweislich für die Angriffe auf Tanker in der Straße von Hormus, die saudischen Ölanlagen sowie die US-Botschaft in Bagdad verantwortlich.

In Deutschland, Österreich und der Schweiz kämpft eine äußerst aggressive und mit ultrarechten US-Denkfabriken vernetzte Lobby für eine Eskalationspolitik gegen Iran – mit Geldern von der Bundesregierung und Schützenhilfe aus der Linken.
Die Lobby verfolgt einen maximalen Konfrontationskurs gegenüber Iran. Seitdem die Islamische Republik ihren Abwehrkampf gegen den Petrodollar begonnen hat…formiert sich in der westlichen Welt eine immer breiter werdende Front aus transatlantischen NGOs und Medien, unterstützt von der Politik.

Die Wahl von Donald Trump zum US-Präsidenten (der derzeit noch zwischen Isolationismus und Interventionismus changiert), seine Aufkündigung des Atomabkommens im Jahr 2018 und die stetige Verschärfung der Sanktionen, etwa die völkerrechtswidrige Unterbindung des Handels von Drittstaaten mit Iran, geben den Kriegsbefürwortern berechtigten Anlass zur Hoffnung.

As Yemen’s civil war nears its sixth year in March, Oman continues to provide humanitarian assistance to Yemenis to alleviate their suffering, maintain stability along its border and enhance historical cross-border ties.

Oman keeps its border open to thousands of Yemenis, provides those in need with medical treatment, food, financial support, power generators and gas cylinders. It also builds houses, water wells, infrastructure and medical centers in the war-torn country.

In 2018, Martin Griffiths, special envoy of the UN secretary-general to Yemen, declared that Oman is playing a “pivotal role” in helping Yemenis, the Times of Oman reported.

In parallel, the Omani government allows international organizations to operate from its territory. “In 2019, we sent 136 trucks of aid to Yemen,” said Jamila Hammami, mission head in Oman for the International Committee of the Red Cross (ICRC).

“We operate under the aegis of the Ministry of Foreign Affairs, so we don’t export anything unless it is approved and validated by local authorities, as per ICRC requirements,” she said.

Since the beginning of the war in Yemen, Oman has kept a prudently low profile over this brotherly assistance.

“I would like to know how many Yemeni refugees live in Oman, but our interlocutors do not share the figure,” Hammami said. She believes such discretion aims to preserve neutrality.

Omani academic Abdullah Baabood notes the sultanate is cautious not to be portrayed as interventionist.

Beyond its humanitarian commitment, Oman also plays a strategic and predominant role in Yemen, notably via diplomatic efforts. “We always facilitate any attempt for parties to talk to each other,” Omani Foreign Affairs Minister Yusuf bin Alawi bin Abdullah told Al-Monitor.

An Omani source familiar with the matter told Al-Monitor by phone that the country always makes sure this aid “doesn’t influence any ongoing political process.”

“For instance, if we try to facilitate talks between Houthis and the internationally recognized government, we won’t provide any announced aid to one side and not to the other,” he said.

For Giorgio Cafiero, CEO of Washington-based geopolitical risk consultancy Gulf State Analytics, “This aid needs to be understood within the context of bilateral affairs.” The analyst believes Oman prioritizes its own national interests when interacting with its neighbor, since the war in Yemen stands as “Oman’s No. 1 security threat,” he told Al-Monitor in a December phone interview.

Ahmed Mansoor, he was the first person I could hear and he was very friendy… it was his first voice mail to me.” Artur Ligeska remembers the first words he heard from Ahmed Mansoor, fellow prisoner and a man he would come to call his “brother.” A Polish businessman, Artur was awaiting trial on drug charges in the summer of 2018 when Mansoor – two cells down in Abu Dhabi’s notorious Al Sadr prison – called out to him.

On this September morning, Artur sits in a small apartment on the east side of the Vistula River in Warsaw and shares his story of a falling-out with a member of Abu Dhabi’s ruling family and his subsequent arrest, life sentence, and months in prison before Polish authorities secured his release. Now free, what he wants most of all is for the world to know about his friend, Ahmed Mansoor, the United Arab Emirates’ (UAE’s) highest-profile dissident, who hasn’t been heard from since his enforced disappearance in March 2017. Artur’s account of his time with Ahmed is the first detailed report of the circumstances of the rights defender since he was detained.

Prior to his arrest, Ahmed was the last activist standing in the UAE, and the last glimmer of light in a country that has become a black hole for human rights activism. The UAE authorities have no tolerance for critics, and a raft of repressive laws designed to quash dissent ensures that little criticism gets out.

Before the interview ends, Artur relays one more remarkable snippet of information about Ahmed’s case: prison authorities told Ahmed that they had no control over his conditions and that all instructions came direct from the Presidential Palace. Ahmed has picked one hell of a fight.

Sudan’s PM embarks on peace mission to rebel stronghold

Sudan’s prime minister, accompanied by United Nations officials, embarked on a peace mission Thursday to a rebel stronghold, in a major step toward government efforts to end the country’s long-running civil conflicts.

A crowd of tens of thousands, including thousands of armed rebels, welcomed Abdalla Hamdok to the Nuba Mountain’s town of Kauda, about 1,000 kilometers (620 miles) south of the capital Khartoum, for a meeting with Abdel-Aziz al-Hilu, who leads the powerful faction of the Sudan Liberation Movement-North. Al-Hilu’s movement is Sudan’s single largest rebel group and is active in the Blue Nile and South Kordofan provinces, where it controls significant chunks of territory.

Amnesty International denounced a few months ago that between March 2015 - when the Saudi-led coalition attack against Yemen began - and June 2018, " Spain exported weapons to Saudi Arabia worth more than 1,100 million euros." After the arrival of Pedro Sánchez in La Moncloa, the PSOE Government said that no new licenses would be granted for the sale of weapons to the Saudi regime.

However, NGOs working in this area are still waiting for the Executive to present an official report to the Congress Defense Commission.

Yemen's rial plummets as government and Houthis battle over banknotes

New Aden-issued notes deemed illegal by Houthi administration causing widespread chaos

The five-year conflict between Yemen's government and the Houthi movement has found a new battleground: banknotes.

With the two combatants setting up rival administrations in the capital Sanaa and the southern city of Aden, Yemen has found itself caught between two central banks, bringing further instability to its war-ravaged economy.

In September 2016, the internationally recognised government of Abd Rabbuh Mansour Hadi relocated the central bank from Sanaa to Aden to free it from the control of the Houthis, who seized the Yemeni capital two years before.

Over the past three years, Hadi's Aden-based government has printed large quantities of the Yemeni rial with an amended size and design.

Citizens across the country have switched to the new banknotes, until 19 December, when the Houthi authorities in Sanaa banned their circulation over concerns that the Yemeni currency had fallen due to the large amounts of the new notes.

Over the last two weeks, the Yemeni rial's exchange rate against the US dollar remained steady at 580 in the Houthi-controlled areas, but depreciated to 630 rials in the pro-Hadi ones. Pre-war rates were about 215 rials to the dollar.

Sanaa’s central bank gave residents a one-month time limit to exchange the new banknotes for old money. Otherwise, the bank said it could provide them with a proposed virtual currency called the "electronic rial" - though that system is not yet in use.

Mohammed Abdulqader, a civil servant at the finance ministry in Sanaa, predicted the rial's price in the city would stay the same for the foreseeable future after the ban.

According to Abdulqader, Hadi's administration was printing new banknotes without ensuring that there was an adequate amount of foreign currency in the country to help buoy the rial.

“It is normal that any new quantities of Yemeni currency will lead to withdrawing foreign currency from the market,” he told Middle East Eye.

Abdulqader added that the Hadi government “does not care” about the rial's collapse, and has not properly studied the potential consequences of its decision to print money.

“The collapse of the currency in the south is solid evidence that printing the new quantities of money stands behind the collapse of the Yemeni rial and the economic crisis,” the civil servant said, adding that he considers the new banknotes “illegal money”.

Houthis ‘stealing money from Yemenis’

Economic expert Alawi Abdulhadi, who teaches economics in a number of southern universities, said that the collapse of the Yemeni currency in the south could be attributed to the fact that the Aden government continues to pay the salaries of some civil servants in the north.

“The Yemeni government was forced to print more quantities of banknotes to continue paying the salaries, which the Houthis do not pay,” he told MEE.

Most civil servants in the Houthi-controlled areas have not received salaries since August 2016, but received occasional incentives from Sanaa authorities. Only those working in the judiciary continue to receive salaries from Aden.

“The decision by the Houthis to ban the circulation of the newly printed banknotes has had an impact on residents but not on the government. Residents in the north cannot buy with the new versions they have.”

Solar powered water pumps in Yemen

Yemen is predominantly a rural country, with close to 70 percent of its population living outside urban areas. Irrigated agriculture is the primary source of food, employment and economic activity. Water scarcity poses one of the most significant constraints to increasing food production in a country where more than half the population requires food assistance. Further, the sustained fuel crisis across the country has affected thousands of farmers who use fuel-operated pumps for irrigation. FAO, in partnership with the European Union, is supporting farmers by providing them with solar-powered pumps, water-saving drip irrigation kits and training on improved farming practices.

Despite all those difficulties and risks, many Yemeni beekeepers are still wandering between the forests of jujube trees amid harsh winter in order to produce the Sidr honey.

They bet the Yemeni famous Sidr honey is the most delicious to the last drop.

Iran May be the Threat but Iraq is the Prize

In practice, however, the U.S. already faces other threats in the region and from Iran, and at least one is potentially far more serious in grand strategic terms.

These “other threats” include Yemen, Syria, and the failures of the Arab Gulf states to unite in creating an effective defense against Iran. Most importantly, they include the U.S. and Arab struggle with Iran for influence in the Gulf.

In very practical terms, the U.S. must also recognize that a strong and independent Iraq is the most immediate key to creating a stable balance of power in the Gulf. The U.S. needs to act now to give Iraq’s stability and development at least the same priority that it does to securing maritime traffic in the Gulf and dealing with the near-term military threat from Iran.

Don't defend the malicious incompetence of Iran's regime

In the area of foreign policy, even the best intentions can result in tragedy.

So, it is no surprise that the evil intentions of Tehran’s ayatollahs should lead, through pure malignant incompetence, to the senseless massacre of 176 airline passengers.

The U.S. government confirmed Thursday that the crash of Ukrainian Airlines Flight 752 out of Tehran amid United States-Iranian tensions had not been a mere coincidence. Rather, Iran launched surface-to-air missiles and downed the commercial passenger flight taking off from its own main airport, killing more than 80 Iranians, Ukrainians, and more than five dozen Canadians.

The Iranian regime at first tried to cover up this senseless slaughter by quickly clearing up and hiding the debris, then refused to hand over the plane’s black box. But they weren’t clever enough. U.S. and Canadian intelligence operatives caught them in the act of locking the target with radar and launching two missiles that brought it down.

Middle Eastern Voices Deserve to Be Heard in Western Media

Coverage of Suleimani’s killing shows locals are still silenced.

As the news of the killing of Qassem Suleimani sunk in, the differences between how it was covered in the West and the reaction in the wider Arab world became clear. As one Syrian writer based in the United States noted, the voices of Syrians, Iraqis, and Lebanese—the “main victims” of Suleimani—have been largely absent from U.S. television. That has led to an often misleading impression of Suleimani’s role and the impact his death is having.

I’ve been keenly listening to both the Western and Arab discourse, as a British think tanker in U.S. and British policy institutions, of English and Arab origins, who has spent the better part of the past decade working in the Arab world. In the aftermath of Suleimani’s death, it’s high time to center on voices from within the region, rather than exclude them. They, after all, are the ones who will pay the cost in blood of this action and Iran’s retaliation. Indeed, they’ve been paying that cost all along, while being kept on the margins of Western discussion.

Yemen’s Houthis seek revenge on behalf of Iran

The Houthi rhetoric around avenging Soleimani’s death is worrying, not only because it risks entangling the group in the Iranian regime’s quest for a vendetta against the US, but also because it risks causing further instability by crushing the prospects of a negotiated peace settlement for Yemen as well as between Yemen and its neighbors.

The relationship between the regime in Tehran and the Houthi militia has often been underestimated and misunderstood. Much of this was because Iran preferred to support the Houthis covertly, hiding behind plausible deniability for its malign actions in Yemen.

Member of IRGC’s Quds Force killed in Yemen: Report

A member of Iran’s Quds Force, the overseas arm of the Islamic Revolutionary Guard Corps (IRGC), was killed in Yemen on Friday, according to a report.
Mostafa Mohammad Mirzaei, 38, was killed on Friday, the semi-official Fars news agency reported, without providing any information on where or by whom he was killed.

Mirzaei was killed in one of the countries of the “Resistance Front,” a term used by Iran to refer to its regional allies and proxies, according to the official IRIB news agency, but did not give any further details.
According to exile-run website IranWire, Mirzaei was killed in Yemen, which is why Iranian state media is refraining from providing any information about him.

Saudi-led attacks on civilians threaten fragile Yemen truce

Dozens of civilians have been killed or injured in recent attacks on al-Raqw market in Yemen’s Saada province, with most victims being African migrants who had fled poverty in their own countries.

In a Dec. 26 statement, coalition spokesman Col. Turki al-Malki downplayed the Dec. 24 market attack, saying that an initial review pointed to possible “incidental losses and collateral damage."

But Houthi military spokesman Yahya Saree vowed Dec. 25 that retaliation would be “painful for the Saudi enemy.” Two days later, Houthis fired a land-to-land ballistic missile at a brigade of the Saudi National Borders Guard in Najran.

In a 16-minute video, Al-Masirah TV broadcast cell phone footage taken by citizens and testimonies of eyewitnesses, including African migrants.

“Africans walk in and out of Saudi Arabia through the market used for trade and for smuggling the Yemeni stimulant khat,” Awfan told Al-Monitor by phone.

Morsi has been living in a small house near the market with other Africans for three years, he said. Some Africans live in tents, he noted. “I live with my wife and three children,” he said, adding that he has two other sons he left behind in the Ethiopian capital, Addis Ababa, where he was born.

Morsi said he and other Africans fear for their lives in Yemen but can't stop working at the market, where he is employed at a restaurant. He said those killed in the market attack were buried in a nearby cemetery. None of his friends or relatives was killed.

The prevailing uncertainty of the region's current military and political scene since the US airstrike Jan. 3 that killed top Iranian commander Qasem Soleimani in Baghdad makes it hard to predict the situation in Yemen. This is especially true if it comes to a full-blown confrontation between the US-backed, Saudi-led coalition and the Iran-aligned Houthis, if Yemen becomes a territory of Iran's “harsh retaliation” for Soleimani’s killing.

In the Midst of War, Yemen’s First Contemporary Art Gallery Hopes for New History

Such conditions might not seem conducive to a new gallery for contemporary art, but against the odds, Arsheef recently launched as the country’s first such enterprise in the Yemeni capital of Sana. “Our aim is to promote the work of contemporary Yemeni artists in times of conflict and unrest,” Ibi Ibrahim, a Sana native who opened the operation with London-based critic and curator Lizzy Vartanian in November, told ARTnews. “We want to show the world a different view of Yemen, one that doesn’t revolve around just war.”

Arsheef, which translates as “archive” in Arabic, opened in November with a group show, “Turning The Light On,” that presented works by emerging Yemeni photographers Asim Abdulaziz, Somaya Abdulla, Ammar Abbas, Bashayer Mosen, and Shaima Al-Tamimi. “Photography needs light; you’re turning the light onto an art scene most people don’t know exists and onto the lives of people most people don’t know about,” Ibrahim wrote in a description of the show, which ran through mid-December. “You’re making the invisible visible and offering them the respect they deserve.”
