FM, ambassadors of Group 5 discuss peace process developments

Minister of Foreign Affairs Mohammad al-Hadhrami discussed Tuesday with ambassadors of the permanent members of the UN Security Council separately developments of peace process and necessity of finding a solution to Safir Oil Tanker and dangers it poses on environment in Yemen and the region if it leaks.

Continuous armed rebellion of the Southern Transitional Council was also discussed.

Yemen separatists open New York office to lobby UN

A separatist movement in war-torn Yemen is opening a New York office to help press its case for self-rule at the United Nations.

The Southern Transitional Council (STC) disclosed in a new lobbying filing that it had hired a branch manager for the new office on March 1. The council has been lobbying the Donald Trump administration and Congress via a representative office in Washington since 2018.

“We are in the process of opening a branch office of the Transitional Southern Council (STC) in New York City with a sole mandate to follow up with our work as related to United Nations,” the group said in its filing for the six months through May 2020. The office manager, Alkhader Nasr Sulaiman, has to date not registered as a foreign agent.

Yemeni official: Saudi commander vowed to bomb Shahin crossing

Saudi Arabia takes measures hindering the work at Shahin crossing in Mahara bordering Oman, the Yemeni official government-appointed deputy governor of the eastern governorate said Monday.
The Saudi troops' representative in Mahara has vowed to launch an air strike on the crossing facility along with its staff, Badr Kalashat added in remarks to Al-Jazeera TV.
The Saudi commander "has repeatedly threatened the facility's management to detain the staff if not fulfilling his wishes.
"We reject and won't tolerate these intimidations, but will report these threats and measures to the legitimate leadership and coalition" command led by Saud Arabia, the Yemeni official added.
Tensions in Mahara sporadically raise between Saudi troops along with local authority and tribal groups, opposing the Saudi military presence in the governorate, led by Mahara sacked deputy governor, Sheikh Ali Salim al-Harizi.

UAE presence in Yemen undermines legitimate Hadi government

The relentless protagonist in supporting the STC in Yemen has been the UAE, which has been financially, militarily and politically assisting the council after assuming the lion’s share in its foundation in 2017 under the leadership of former Aden Governor Aidarus Al Zubaidi. The penetration of the STC in the southern governorates has helped the UAE in its overall Yemen strategy, particularly proving useful in the face of the UAE’s military drawdown in June 2019 and the complete military withdrawal in February 2020.

Yet despite the reduction in the number of troops and the complete military withdrawal, the UAE activities in Yemen have continued to overshadow the political resolution efforts, worsening the military situation on the ground. Emboldened by the UAE’s support as well as the impasse in which the Hadi government finds itself in the presence of mounting Houthi threats toward the Ma’rib governorate, the STC has over the last months made serious efforts to consolidate its power in the southern governorates. Along with the natural disasters hitting Yemen, a cholera outbreak and COVID-19 with its terrifying implications helped the STC in portraying itself as a public service provider.

Recent developments in the southern governorates have added clarity as to what the UAE is trying to achieve through the STC. It is now more evident that the UAE – by supporting a bunch of separatists – undermines the credibility of the Hadi government and tries to shatter Yemen’s already diminished territorial integrity.

What is interesting is that the Hadi government officials have recently found out that the UAE-supported STC is in cooperation with former President Ali Abdullah Saleh’s followers. Particularly in the Abyan governorate, where clashes have intensified recently owing to the cutting out of the Aden-Abyan-Hadramawt route, the cooperation between Brig. Gen. Tareq Saleh, a nephew of Saleh, and the STC figures becomes evident. This would mean that the UAE is trying to bring together nearly all the actors that it has been backing. What is bizarre is the intensity of the shifting of alliances given that Saleh was killed by Houthi militias in 2017 on the charges of making secret plans to shoot Houthi militia from behind.

The clashes between the Hadi government and the STC have been taking place in and around the Abyan governorate particularly after the STC’s self-rule decision. This fact tells us that the STC has not steered away from its anti-government position in August 2019, when it seized the presidential palace and some other governmental institutions in Aden. Just as it happened after the “Aden coup” in 2019, the Abyan governorate, Shabwa, and Zinjibar province have been the victims of the UAE-supported STC all over again.

Qatar finances Turkish scheme to form militia in Yemeni province

Ex-transport minister Saleh al-Jabwani recruited more than 600 people so far with the complicity of the Muslim Brotherhood.

Private sources revealed to The Arab Weekly that the resigned Yemeni transport minister, Saleh al-Jabwani, has opened a militia recruitment camp in the city of Ataq, the capital of Shabwa province in Yemen, in accordance with a Turkish plan and with Qatari financing.

The sources said that Jabwani, with the complicity of the governor of Shabwa, Muslim Brotherhood member Mohamed bin Adiyu, and after his return from a secret visit to Doha where he secured huge funds, has transformed the “Al-Awa’il” school, located near the headquarters of the National Army and of the Special Forces in Ataq, into a recruitment camp for new soldiers.

The sources confirmed that Jabwani has recruited more than 600 people so far by paying them monthly and daily allowances and buying weapons for them from the black market in Shabwa and Marib.

According to the sources, the ex-minister bought dozens of four-wheel drive vehicles from Al-Mahrah and Hadramaut and paid more than the actual value for this type of vehicle. The Arab coalition recently banned the export of this type of vehicle to Yemen, fearing it could be used by Houthi militias.

Sources told The Arab Weekly that the ex-minister was involved in a Turkish scheme with Qatari financing to create anti-Arab coalition militias, along with a similar activity carried out by the Muslim Brotherhood leader Hamoud Saeed al-Mikhlafi, who established similar camps in Taiz province to recruit fighters and encourage Yemenis involved in fighting the Houthis in Saada to defect to his camps.

The sources also indicated that there is coordination and between Jabwani and Mikhlafi on the one hand, and Interior Minister Ahmad al-Maysari on the other. Maysari’s role consists of recruiting “graduates” of Jabwani’s and Mikhlafi’s camps and enrolling them in the security forces belonging to the ministry of interior, or creating new units and brigades just for them.

The Arab Weekly had already revealed in a series of reports the involvement of Qatar and the pro-Muslim Brotherhood current in the internationally-recognised government in working to dismantle the Saada fronts and the establishment of armed militias hostile to the Arab coalition.

Saudi Arabia bans Turkish aid from Aden

Turkish aid plane refused landing in occupied city under pretext of preventing support for terrorism

Sources at Aden airport have on Sunday revealed that the Saudi-led coalition has prevented a Turkish cargo plane carrying aid from landing in the city, which is suffering from the spread of Covid-19 and several other deadly diseases.

The banning of the plane landing was reportedly done under the pretext of preventing the “transport of terrorists.”

According to the sources, the plane was expected to arrive last week, but the coalition refused to grant it landing permits, although it only carried aid.

Coalition forces justified the move by saying that Turkey was trying to move fighters from Syria to support the Islah party (Yemeni Branch of the Muslim Brotherhood) in southern Yemen.

Saudi media had pre-empted the plane’s arrival by talking about Turkey’s start-up of a recruitment operation in Syria for its followers in Yemen.

Turkey later announced that it would send aid to Ma’rib, Islah’s stronghold, in a sign of its transfer of aid from Aden, although the Turkish Red Crescent is still active in several arears under control of the UAE-backed Southern Transitional Council.

Whistle-Blower Discloses Saudi Army's Secret Jail in Eastern Yemen

Saudi whistle-blower Mujtahid, who is believed to be a member of or have a well-connected source in the royal family, disclosed that the Saudi Army is controlling a secret prison in Eastern Yemen in which the inmates are tortured to death.

Mujtahid revealed on his twitter page that the secret jail is in Hadhramaut in Eastern Yemen, adding that a report by the former detainees indicates that "hundreds and maybe thousands of people are kept in this prison and a number of them have died under torture and a number of others have become disabled".

He added that the jail's conditions are not even a good place for keeping animals, noting that it is not under the supervision of the Saudi or Yemeni judiciary or international bodies.

"Those who have revealed the secret jail, ask the legal bodies, the world parliaments and international courts to force the Saudi army to go under the international supervision," Mujtahid said.

Security belt [separatist militia] cuts int'l road linking southern provinces of Yemen

The UAE-backed security belt forces cut on Saturday the international road linking the temporary Yemeni capital, Aden, with the rest of the southern provinces.

Sheikh Faisal Belaid Al-Marqashi, who is the head of the mediation committee that includes veteran tribal figures, said in a statement that the security belt forces in Abyan, south of the country, stopped the traffic flow between Aden and southern provinces on Saturday afternoon.

He added: "When we contacted the leaders of the STC Forces, about the reason for the closure, we were told that they had discovered that some soldiers of the legitimate government had infiltrated their positions."

The UAE-backed Southern Transitional Council (STC) forces seized Today, Saturday, billions of Yemeni riyals from the southern port of Aden.

Government sources said that forces of the STC stormed the container port in the city of Aden and looted seven containers full of banknotes in the local currency.

Local and banking sources in Aden said that the money is from the currency printed abroad and arrived in the port of Aden several days ago and it belongs to the Central Bank of Yemen (YCB).

Billions of Yemeni rials have been seized out of national duty to protect public interests and prevent further depreciation of local currency, the Southern Transitional Council (STC) said following the burglary of Central Bank-owned seven containers full of Yemeni cash.
"The self-administration gave directives to preserve a number of containers that contain banking notes printed without cover, and to prevent their entry to the Central Bank" of Yemen (CBY), STC-run economic committee said in a statement.
The seizure aims at correcting the CBY's course, ensuring that effective measures would be taken to curb increase in exchange rates, and restoring balance to reasonable levels, the statement argued.
Earlier on Saturday, forces of the Emirati-backed STC appropriated billions of Yemeni rials from the southern seaport of Aden.

"Since its relocation to Aden in September 2016, the CBY has illegally printed nearly two trillion rials without foreign money cover, leading to inflation and depreciation of local currency," the STC added.
While all these funds in its possession, the government has failed to provide basic services in Aden and other southern provinces or pay salaries of 10 months (six in 2017 and four in 2020) to southern military and security forces, it claimed.

"It's unjustified that the CBY continues transferring funds to [its branches in] Marib, Seyoun and Hodeida while they reject to transfer their revenues to Aden branch."

Guterres Freundschaftsdienst für Saudi-Arabien

UN-Generalsekretär Antonio Guterres hat am Montag im Zeichen eines Freundschaftsdienstes für Saudi-Arabien die saudische Angreifer-Koalition im Jemen von der schwarzen Liste der Verletzer von Kinderrechten genommen.

In seinem Jahresbericht an den UN-Sicherheitsrat behauptete er, die Angreifer-Koalition unter saudischer Führung werde von der schwarzen Liste gestrichen, weil sich die Zahl der Todesfälle und Amputationen bei jemenitischen Kindern durch Luftangriffe der arabischen Koalition verringert hätte.

Weiter behauptete er, diese Koalition unter saudischer Führung habe Maßnahmen ergriffen um Kinder zu schützen.

Im Oktober 2017 hatte die UNO die arabische Angreiferkoalition im Jemen aufgrund der Tötung von mindestens 683 jemenitischen Kindern und dutzenden Angriffen auf Schulen im Jemen auf die schwarze Liste der Verletzung von Kinderrechen gesetzt.

Es ist nicht das erste Mal, dass der Name von Saudi-Arabien auf diese Liste gesetzt bzw. von ihr gestrichen wurde.

Juni vorgelegten diesjährigen Bericht von UN-Generalsekretär António Guterres über Kinder und bewaffnete Konflikte. Saudi-led coalition cut from U.N. blacklist of warring parties killing children

U.N. Secretary-General Antonio Guterres on Monday removed a Saudi Arabia-led military coalition from a United Nations blacklist, several years after it was first named and shamed for killing and injuring children in Yemen.

The coalition killed or injured 222 children in Yemen last year, Guterres wrote in his annual report to the U.N. Security Council. He said the Houthis were responsible for 313 such casualties and the Yemen government forces 96 casualties and both remain on the annual children and armed conflict blacklist.

Guterres said the coalition would “be delisted for the violation of killing and maiming, following a sustained significant decrease in killing and maiming due to air strikes” and the implementation of measures aimed at protecting children.

But he added that the coalition would be subjected to one year of monitoring and “any failure” to further decrease child casualties would result in it being listed again next year.

“The Secretary-General is adding a new level of shame to his ‘list of shame’ by removing the Saudi-led coalition and ignoring the U.N.’s own evidence of continued grave violations against children,” said Jo Becker, children’s rights advocacy director for Human Rights Watch, said in a statement.

The Saudi-led military coalition has officially been on the blacklist for the past three years.

It had been briefly added to the blacklist in 2016 and then removed by former Secretary-General Ban Ki-moon pending review. At the time, Ban accused Saudi Arabia of exerting “unacceptable” undue pressure after sources told Reuters that Riyadh threatened to cut some U.N. funding. Saudi Arabia denied threatening Ban.

When asked if the U.N. had come under any pressure to remove the Saudi-led coalition from the list this year, the U.N. envoy for children and armed conflict, Virginia Gamba, told reporters: “I can answer that very, very clearly - absolutely not.”

The United Nations has been waging a psychological war against the assaulted and besieged Yemeni people for more than five years, the Head of the Comprehensive National Reconciliation and Political Solution Team has confirmed.

Saudis see high hopes for 2020 upended by pandemic

“It’s unfortunate, but I think that some of the sectors that Saudi Arabia was most interested in going into are going to be hit hard,” said Bessma Momani, a professor of Middle East studies at the University of Waterloo in Canada. “If you look at the investment that was being announced and part of the construction effort, a lot of it included theater venues, concert halls... Is there a future for the GCC?

Nearly four decades later, however, there is every reason to challenge the assumption that the GCC in its current form is a necessary or even relevant organization. The “GCC seems to have lost the very foundations of its existence,” Dr. Marwan Kabalan, Director of Policy Analysis, Arab Center for Research and Policy Studies, recently argued. “With no shared values or common interests and without agreement on threat perceptions, there seems to be very little impetus left for the block to remain.”

The blockade of Qatar, which began three years ago, has exposed the GCC as an entirely dormant institution. Considering that three member-states linked up with Egypt (a non-GCC country) to impose a siege on Qatar, which was a founding GCC member, it is entirely evident that the institution lacks any teeth. Moreover, this was the second time in three years that the GCC has been unable to prevent three of its member states from turning on a fourth, after Saudi Arabia, Bahrain, and the UAE withdrew their ambassadors from Doha for nine months in 2014.

Doha’s perception of the Saudi/Emirati axis posing a threat, as well Riyadh and Abu Dhabi’s view of Qatar as a menace, will not change regardless of how the GCC evolves — or perhaps disintegrates — as an organization in the upcoming future. Nonetheless, Qatar, or any member-state, leaving the sub-regional institution would be extremely symbolic and illustrative of the fact that Arab Gulf unity is merely a concept on paper that no longer exists in practice.

Arms sales to countries in the Yemen conflict continue, despite violations of human rights and conditions of transfer.

Long before the launch of Operation Decisive Storm, and even before the uprising that led to Saleh’s resignation in 2011, Yemen was already an arms-trafficking hub. What is new today, is the types and quantities of weapons available in the country. Arms markets exist from Houthi-controlled San‘a to the provisional capital of Aden, in an area now controlled by the Emirati-backed Southern Transitional Council.

International arms transfers normally come with binding end-user certificates. These certify that the buyer is the sole user of the weapons and materials purchased. The transfer of any item to third parties is categorically prohibited. Saudi Arabia and the United Arab Emirates (UAE) have been repeatedly accused of violating their end-user certificates by providing material—including U.S. and European military hardware—to members of their military coalition, President ‘Abd Rabbo Mansour Hadi’s forces, and more notably the National Resistance Forces (NRF). The NRF consists of armed proxy groups such as the Giants Brigade and the Abu ‘Abbas Brigade, a Salafi militia with ties to Al-Qa‘eda.

A CNN report in 2019 provoked shock when videos surfaced showing competing factions in Yemen armed with American weaponry that had originally been sent to Saudi Arabia and the UAE.

Sources from within the NRF have said that they would often sell their weapons when they were short on cash, as it was common for them to not receive their salaries. Still, the Arab coalition denies accusations that it has supplied such groups with U.S. and European weapons.

The European Union’s official website claims that “EU foreign and security policy seeks to preserve peace” and “develop and consolidate … respect for human rights and fundamental freedoms.”

Still, weapons sales to the Gulf states have not been interrupted.

Ironically, the weapons that the United States sends to allies in the Gulf may well end up being used against Americans, considering that a significant quantity now lies in the hands of its enemies. The United Arab Emirates (UAE) has drained an important part of its financial liquidity in armaments over the past ten years, yet it has not participated in any official military operations, except in Yemen.

However, the UAE’s interventions in countries such as Libya has made it a major sponsor of war there and the escalation of political and security tensions against international efforts to extinguish the war that has been raging for years.

UAE imports reached $4.98 billion in the last five years, coinciding with its war in Yemen, as part of an international coalition.

The data does not include any additional expenditures on its military forces, or the financing of any tensions, whether in Libya or Yemen.

Data from the Stockholm International Peace Research Institute (SIPRI) show that the numbers come despite the decline in the UAE’s arms imports by 46 per cent in 2019 ($644 million), after increasing by 24 per cent in 2018 ($1.2 billion).

UAE imports reached $4.98 billion in the last five years, coinciding with its war in Yemen, as part of an international coalition.

According to a report by Anadolu Agency, the US has acquired nearly two thirds of the value of the weapons the UAE has imported during this period, as its share amounted to $3.37 billion, representing 67.7 per cent of the imports during the five years.

Yemeni rial suffers further decline

The Yemeni rial in government-held areas decreased on Sunday to lowest level in one year and a half.
One US dollar is purchased with 755 and a Saudi real with 198 YRs in provinces controlled by the official government, said banking sources.
"The rial value also dropped, but more slightly, in Houthi-held areas, where one dollar is bought with 619 and one Saudi real with 164 YRs," the sources added.
For one week, the Yemeni currency has gradually depreciated by nearly 50 YRs per one dollar, particularly in government-held areas.
Prices of goods have resultantly increased, with people complaining a significant upsurge in food prices.
The YR reached this 755 lowest level late in 2018, before seeing improvement.

Yemen aims to raise oil output 25% within months, minister says

Yemen aims to raise its crude oil production by 25% to 75,000 barrels per day in the coming months, the energy minister of the country’s internationally-recognised government said.

Saudi-backed Abd-Rabbu Mansour Hadi’s government controls the eastern and southern areas where Yemen’s oil-and-gas fields are located, while the Iranian-aligned Houthi group controls the capital Sanaa and the oil terminal of Ras Issa on the Red Sea.

Strange web of foes and allies of ISIS, al-Qaeda in Yemen

The disappearance of many of the experienced leaders in al-Qaeda strengthens the influence and rise of ISIS, which is much more radical and brutal than al-Qaeda.

Contrary to the common belief that terrorist organisations tend to take advantage of any security vacuum to expand their presence, ISIS and al-Qaeda affiliates in Yemen seem to have caught the ‘splintering’ bug affecting all parties and political fronts in Yemen.

According to Mushir al-Mashraei, a Yemini researcher specialising in jihadist groups, the two extremist organisations are not only involved in longstanding and chronic conflicts, they suffer from their own internal wars as well.

Al-Mashraei told The Arab Weekly that al-Qaeda in Yemen, or what is known as al-Qaeda in the Arabian Peninsula, has shrunk dramatically in recent years and lost control of many provinces due to the military operations launched against it by the Arab coalition.

Meshraei also noted the emergence of a new generation of leaders in al-Qaeda in particular following the death of the traditional leaders in drone attacks by the United States, which has considerably reduced the organisation’s ability to carry out significant operations, the new leaders being less experienced and less dangerous than the previous ones.

Meshraei added that Yemeni al-Qaeda’s relationship with al-Qaeda central, led by Ayman al-Zawahiri, Osama bin Laden’s successor, and the ties of ISIS affiliates in Yemen with the main organisation in Iraq and the Levant are strong.

Meshraei noted that, as an emerging organisation in Yemen with less financial resources than al-Qaeda, ISIS in Yemen is still more dependent on its leaders in Iraq and Syria, whether in terms of armament, the appointment of leaders or even concluding agreements with the local tribes.

The local branches, however, are not immune to internal divisions and conflicts.

Many Yemeni researchers focusing on terror organisations believe the disappearance of many experienced al-Qaeda leaders strengthens the influence and rise of ISIS, which is much more radical and brutal than al-Qaeda. So far, the Yemeni branch of ISIS has not announced the death of any of its leaders or disclosed that its known bases in Yemen have been hit by US drone attacks. Such attacks played an important role in dismantling al-Qaeda in Yemen.

Mashraei said he had no explanation for why the Americans had so far spared ISIS leaders and bases in Yemen even as ISIS elements moved freely and openly in their areas of deployment and their camps at Qifat Redaa are known to all, in addition to their frequent appearance in gatherings, weddings and religious ceremonies, and even near Houthi areas.

In the same context, the Yemeni researcher does not question rumours of a suspicious relationship between the Houthis and ISIS in Yemen. He is convinced the two parties are coordinating, as revealed by detailed information from various media sources and Qifah residents.

WHY YEMEN MATTERS

The stability of Yemen is not, in and of itself, one of our core national interests. Yet we continue to aid the Saudis in their war against the Houthis. Supported by international navies, we continue to patrol international waters in the southern Red Sea and Gulf of Aden. We are still pursuing Al Qaeda and ISIS throughout poorly governed regions in Yemen. Why? The answer is pragmatism.

While it is not practical, nor advisable, for the United States to commit blood and treasure to unilaterally resolve Yemen’s civil war, the instability that spills over Yemen’s borders threatens American interests. Now, with the STC potentially pitting its Emirati backers against the Saudis, who recognize the Republic of Yemen Government led by exiled President Abdrabbuh Mansour Hadi, the risk of Yemen’s festering instability igniting a larger regional conflict is greater than ever.

A Proxy Conflict Turns Central

Although a proxy war between Arab states, both of whom the United States relies on for critical military and economic access, would implicitly run counter to American interests, a hypothetical regional conflict still doesn’t explain why Yemen matters today.

These attacks by the Houthis are generally aimed at the Saudi-led coalition (which does not include the United States), but the use of these weapons near international shipping lanes in the southern Red Sea threaten core national interests in maintaining the free flow of global commerce. The Houthis have credibly threatened to contest the Strait of Bab al Mandeb by attacking international shipping in recent years

Houthi ballistic missile and drone attacks in Saudi Arabia and the UAE threaten critical energy infrastructure, not to mention American citizens and military forces throughout the region.

Conclusion

Yemen and Saudi Arabia may be toxic topics in Washington, but ignoring them could be disastrous. If COVID-19 is the domino that turns a humanitarian crisis into widespread fatalities, the United States may be compelled to intervene at great cost and risk. In the event of armed conflict with Iran, western Yemen would be a second front and a second contested maritime chokepoint. Not only would ignoring Yemen allow threats to American interests to grow, it would jeopardize U.S. influence over a key partner in the global energy market.

The debate is seemingly endless as is the war in Yemen. Isn’t there a case to be made for the proposition that we and our Saudi allies should just walk away from Yemen? Is it really worth continuing this struggle just to keep a group of ragtag mountain bandits from seizing control of a desolate corner of the Arabian Peninsula half a world away?

What would a Houthi takeover in Yemen mean?

To begin with it would mean that a nation of almost 30 million people with an extensive land border with Saudi Arabia would fall under the control of a group that is a proxy force for Iran, armed, trained and in many cases directed by the Iranian Revolutionary Guard Corps.

Saudi Arabia cannot accept such an eventuality. We may fantasize momentarily that we can walk away from Yemen and not face the consequences. The Saudis cannot. If we do not sell them arms and stand with them, they will be forced of necessity to go elsewhere in search of arms. That likely means Moscow and another opportunity for Vladimir Putin to gain ground and influence at our expense.

A Houthi takeover of Yemen would not simply be a problem for Saudi Arabia, as profound as such a threat might be. Iran, increasingly allied with China, is already in a position to threaten to close the Straits of Hormuz to all international shipping. Houthi control of the eastern shores of the Bab el Mandab would mean Iranian control of the Suez Canal and the Red Sea

This is not an idle threat. The Houthis, with Iranian assistance, have demonstrated their ability to target ships at sea, including U.S. naval vessels with cruise missiles.

When will Congress get us out of Yemen? Let’s hope it’s not until the job is done and the Houthis are defeated – by Sam Faddis, a former CIA operations officer with experience in the conduct of intelligence operations in the Middle East, South Asia and Europe, a senior analyst at Ravenna Associates, a strategic communications company.

Houthi-laid landmines continue killing civilians in Yemen's Hodeidah

Two children were killed on Tuesday in a blast by a Houthi-laid landmine in Yemen's Red Sea port city of Hodeidah, a government official told Xinhua.

The two children who were heading back to their residential house died in Hodeidah's district of Tuhyata as a result of the explosion of a landmine laid previously by the Houthi rebels, the local official said on condition of anonymity.

The United Nations and its Security Council have not borne the responsibility for the ongoing war in the Yemeni western governorate of Hodeida, Houthi member in the Hodeida Redeployment Coordination Committee (RCC) said Sunday.
