Aden remains in the hands of southern separatists. Their media are spreading a bulk of biased reports, showing their narrative of their foes from Islah Party (labeled “Muslim Brotherhood”), the fighting at Abyan and Shabwa, their self-rule at Aden and the areas under their control.

UAE brought foreigners, telecom equipment to Socotra: Yemeni minister

The United Arab Emirates has unofficially brought advanced telecom equipment and foreign elements to the Yemeni southern island of Socotra without coordination with the Yemeni government, official minister for fisheries tweeted on Sunday.

"It's verified that foreigners with different nationalities arrived in Socotra archipelago last August," Fahd Kafaien added. "They entered without obtaining official visas or undergoing normal procedures under law.

"Advanced telecom and other equipment were among the cargo recently brought by the Emirati vessel to Socotra.

"It's concerning and unacceptable to suspend the application of visas [issuance] and other procedures applicable at airports for arrivals in Socotra.

"The government looks forward to enhanced work and coordination with Saudi Arabia to control Socotra's crossings by help of the 808 Duty Force and enable the State's officials to perform their work in the airport and seaport in accordance with regulations and law, for the sake of Socotra security," the Yemeni minister said.

It was agreed with Saudis to end the abnormal situation in Socotra.

STC agreed to UAE-Israeli base on Socotra under UAE pressure, report

The southern transitional council has come under pressure by Abu Dhabi to agree to the establishment of a UAE-Israeli spy base on Yemen's Socotra archipelago, a US news website has reported.

The arrival of a UAE-Israeli military delegation in Socotra in August angered leaders of the council, including senior leader Salim Abdullah Al-Socotri who officially condemned the visit of the Israeli officers, the Intelligence website said.

Late last month, the South Front Website quoted Arab and French sources as saying that the UAE and Israel were planning to build intelligence facilities in Socotra, the largest island in the archipelago.

Opinion – Civil War’s Splinters Indicate a Fractured Future for Yemen

This is the third time since the signing of the Riyadh Agreement in November 2019, the STC has reneged from cooperating to implement the provisions of the Agreement framed to mend the crack in the Saudi-led coalition forces.

Over time, as a result of unaligned interests and unkept promises, the STC and President Hadi’s government forces found themselves locking horns, fighting a “civil war within a civil war”. Through the months, the STC took control of Aden, rising the tensions between the government forces and the predominantly-UAE-backed STC.

Anti-Emirati sentiment running in the Yemen government ranks might probably lead UAE to be intransigent about including those officials in the new government that is to be formed under the Agreement’s guidelines. Moreover, the Agreement calls for Saudi Arabia’s overwhelming presence in UAE-strongholds in southern Yemen.

The implementation of the Riyadh Agreement has been Saudi Arabia’s top agenda in Yemen as it lies in its best interests to unify the two major anti-Houthi camps to solidify the Saudi-led coalition.

Qatar has seemingly been funding the Al Islah Party, a close affiliate of the Muslim Brotherhood, that has its considerably destructive presence in the Shabwa governorate. The militiamen supported by the Al Islah Party were instrumental in sowing seeds of confrontation between the STC and government forces in the southern provinces of Yemen. Qatar’s largesse has made the Al Islah party wield influence enough to cause instability.

The success of the proceedings of the Riyadh Agreement will mostly depend on the conviction of the local parties to resolve the civil war in Yemen by eliminating destructive agents. At the same time, it also depends on whether Saudi Arabia and UAE will be able to work on their difference and meet each other half the way, the probability of which seems to be currently dicey. The fog that presents a vague picture of the Saudi-led coalition forces is likely to further complicate Yemen’s geopolitical disposition. Adding to the civil war and its splinters, the revival of the Islamic State and AQAP, compounded by natural disasters such as floods will push Yemen deep into the mare’s nest.

STC forces give Saudis 3-day time limit for salary payment

The Southern Transitional Council's (STC's) forces on Thursday gave Saudi Arabia a 3-day time limit to pay their 6-month due salaries, threatening of escalation steps including closure of Yemeni north-south borders.

The Emirati-backed STC's support and Security Belt forces will take escalation steps in the next 72 hours if salaries of their personnel are kept unpaid, the forces added in a statement.

At a meeting, STC's forces senior commanders discussed the "crisis of unpaid salaries, parties behind nonpayment, and persistent failed attempts to make personnel kneel by sopping their living source," the statement read.

The separatist forces threatened to close borders between southern and northern governorates and to deny arrivals access to Aden.

New reports state Israeli naval forces sighted on Yemeni island

Report also claims UAE occupation forces attempt to rename island in Socotra archipelago

The Saudi-led aggression coalition against Yemen has recently moved to change the name of a Yemeni island in aerial maps.

Aerial images of Google Maps showed that the UAE occupation changed the name of the Island of Abd al Kuri, located within the Socotra archipelago, to “Kilmia”.

According to information published by the Yemeni Press Agency in mid-August, the UAE has established a joint operations room with the Israeli navy underground in the camp, which was recently created in the area of Ras Qatinan, southwest of Socotra, towards the islands of Samaha and Abd al Kuri, and the Horn of Africa.

It noted Israeli Navy has been able to install multi-tasking systems for modern surveillance systems and radars,on small-scale spy submarines, similar to drones, which will be used for the first time outside the waters of the Zionist entity.

Two Provisions Left Before Implementing ‘Riyadh Agreement’

Anees al-Shurfi, member of the Yemeni Southern Transitional Council’s (STC) Negotiations Affairs Unit, confirmed that the STC is holding numerous talks with Saudi representatives, with the latest meeting joining the Unit’s head with Saudi Ambassador to Yemen Mohammed Al-Jaber.
Al-Shurfi said that the meeting discussed a host of topics that relate to Yemen’s national interests in addition to the mechanism to accelerate the implementation of the Riyadh Agreement.
In a phone interview with Asharq Al-Awsat, al-Shurfi clarified that there are six terms stipulated by the accelerating mechanism, four of which have been fulfilled.
The two unfulfilled terms are the formation of a government and moving military units and equipment from Abyan to other battlefronts.
Al-Shurfi reaffirmed that as soon as the two remaining items are fulfilled, the two sides, the Yemeni government and the STC, will move to establish the remaining terms of the Riyadh Agreement.
He added that the accelerating mechanism focus on applying the terms in Aden and Abyan and that the rest of the Riyadh Agreement covers other governorates such as Shabwah, Hadhramaut and Al Mahrah.
Al-Shurfi deemed government formation as the greatest challenge facing the mechanism.

Yemeni govt expected to meet Houthis in Switzerland

Delegations from the Yemeni internationally-recognized government and Houthi group will meet soon in Switzerland to discuss arrangements for political inclusive solution in the war-torn country, diplomatic sources said Sunday.

The UN special envoy for Yemen, Martin Griffiths, has headed to Riyadh to meet with the official government's representatives and discuss the latest draft of ceasefire joint declaration and the start of political talks, Asharq al-Awsat quoted sources with close knowledge of Yemen's issue as saying.

Asking anonymity, the sources talked about progress in Griffiths' efforts in bridging the gap between the Yemeni rivals, as the UN envoy "wants to solve all the disputes before the latest draft is declared."

"A meeting between the two parties at experts level will be held soon in Switzerland to discuss many arrangements," the sources added, without further details on the meeting.

"The two parties say they want a ceasefire and to start inclusive political talks, and have some ideas for the economic and humanitarian measures," according to the sources.

The draft joint declaration focuses on how to reach a nationwide ceasefire in Yemen, to agree on economic and humanitarian measures, and resume the peace process.

Separation new leverage as Saudis seek to subjugate Yemen government

The latest appearance of president of the southern transitional council, Aidarous Al-Zubaidi, in the Saudi capital Riyadh has raised questions about the message Saudis wanted to send to Yemen's internationally recognised president Abdrabbuh Mansur Hadi.

At a meeting with members of the southern communities in a number of Gulf states, Al-Zubaidi appeared surrounded by Saudi bodyguards and the flags of the former south Yemen republic and Saudi Arabia behind him.

The UAE-backed STC is calling for separating south Yemen from the north, taking advantage of a six-year civil war between the internationally recognised government and the Houthi Group and the Houthi takeover of the north.

The meeting was his first official activity since he arrived in Riyadh two months ago.

And it was the first time Saudi Arabia allowed raising the south flag by an official of the council, in a self-contradictory position towards the national unity of Yemen.

Observers argued the move was a serious escalation reflecting the size of the Saudi-UAE pressure on president Hadi and his government to make more concessions and accept the formation of a new government before implementing the military and security part in the Riyadh Agreement.

'Living hell': Ethiopians detained in Saudi call for help

Using a smuggled-in mobile phone, a detained Ethiopian migrant pleaded for help as he described harrowing conditions in a Saudi detention centre -- overcrowded and disease-ridden cells, food scarcity and rising suicides.

Campaigners have called on Saudi Arabia to investigate allegations of the abusive and unsanitary conditions confronting migrants after some began talking to activists and international media using contraband cell phones.

"It's a living hell," a 23-year-old Ethiopian migrant told AFP from a detention centre in southern Jizan province along the Yemen border.

Images published recently by Human Rights Watch showed shirtless and scrawny men huddled together in windowless cells.

Although the exact numbers of detainees is unknown, the pictures triggered global shock, shining a rare spotlight on tightly guarded Saudi detention centres that have long remained out of public view.

Last week, Saudi officials launched a crackdown to seize the cellphones in a bid to prevent further leaks. And visiting Ethiopian diplomats warned detainees to stop speaking out, three migrants locked up in two facilities in the kingdom told AFP.

Held for more than five months, the impoverished migrants who originally escaped Ethiopia for a better life in Saudi Arabia are scraping by with barely enough food and water, the three said.

Clogged toilets are overflowing, and many migrants have developed skin infections and other diseases.

"There's no medical care in prison and they don't go out," Ethiopian activist Lema Zelalem Birhane told AFP, speaking from Addis Ababa.

"People have been staying in that prison for more than five months, they didn't see any sunlight for five months."

Saudi Arabia: How Yemen War Weighs on South’s Economy

In the Kingdom’s Southern regions, signs and statues bearing the mark of “Vision 2030” are everywhere, but local developments still bear the imprimatur of earlier state spending during the 2003-2014 commodities boom under the late King Abdullah. On the face of it, recent policy changes hold economic and even civic promise for the country’s Southern regions. However, these changes have yet to translate into concrete economic gains that can offset the retrenchment in state spending that sustained the Kingdom’s peripheral economies in the past.

Accounting for around 17% of the Saudi population, the three Southern regions of ‘Asir, Najran and Jazan cover a wide range of terrain: from Saudi Arabia’s highest mountains (Jebel Al Soudah, 3,133m) to its largest islands (Farasan Islands) to around half of the Kingdom’s rain-fed agriculture (50,000 hectares).[2] While the majority of Saudi citizens are Sunni Muslims, anywhere from a sizeable minority to an outright majority of residents in Najran are Isma‘ili Shia Muslims, many of whom have faced periodic discrimination in access to government jobs and services.[3]

Generally, though, these areas have not faced active discrimination so mush as neglect from state authorities and development schemes. While the Saudi state expanded basic services across the Kingdom over the course of the first oil boom (1973-1986), peripheral development often depended on local officials’ connections to the royal family and personal interest in governing effectively.

At first glance, the Vision 2030 reforms would seem to offer new opportunities for the Southern regions through tourism, as government officials have sought to encourage both visits from foreign tourists and domestic vacations by Saudi citizens. Where the Southern regions were once marginalized in national narratives that emphasized the tribal culture of the central Najd region or a uniform Islamic identity, images from the green Al Soudah mountains of ‘Asir as well to the crystal-blue waters of the Farasan Islands (off the coast of Jazan) easily lent themselves to colorful imaginary for a “new” Saudi Arabia on display in promotional images for Saudi tourism advertisements.[7] These areas also received considerable attention as a potential sites for state and foreign investment into tourism mega-projects.

A redoubled emphasis on incorporating new forms of “authentic” Saudi heritage into a national narrative has also brought considerable official attention to local offerings, such as the long-running yet small-scale coffee industry in Jazan’s mountainous areas, along the border with Yemen.[8] While patronizing or demeaning depictions of Southerners in Saudi television dramas continue to draw occasional complaints, these have been criticized more forcefully in the public sphere. The present Governor of the ‘Asir region, Prince Turki bin Talal, issued an official rebuke this past April to broadcaster MBC over a television show that depicted the region as mired in factional fighting and drug trafficking.

'I saved his a--': Trump boasted that he protected Saudi Crown Prince Mohammed bin Salman after Jamal Khashoggi's brutal murder, Woodward's new book says

President Donald Trump bragged that he protected Saudi Crown Prince Mohammed bin Salman after the assassination and dismembering of the Washington Post columnist Jamal Khashoggi in October 2018.

"I saved his ass," Trump had said amid the US outcry over Khashoggi's killing, according to Bob Woodward's new book. "I was able to get Congress to leave him alone. I was able to get them to stop."

The president told Woodward he didn't believe that MBS ordered Khashoggi's murder, though the US and other foreign intelligence services concluded that he did order the attack.

After Khashoggi's murder, Trump bypassed Congress to sell roughly $8 billion in arms to the Saudis and the United Arab Emirates. He vetoed a trio of resolutions blocking the sale, as well as a resolution to end US support for the Saudi-led coalition in Yemen.

The United States in a World Without Friends

If the aspirational ideology of US foreign policy in the 20th century was “speak softly and carry a big stick,” the reality of the Trump administration has been “mock endlessly and tweet in all caps.” That approach may win a domestic election (though hopefully not two), but only serves to undermine the very international order the US helped to create in the wake of World War II, and which has benefited the US ever since.

Perhaps nowhere is this more obvious than at the UN Security Council, where the US is casting about for participants in its “maximum pressure” campaign against Iran. On August 14, the United States put forward a resolution that sought to indefinitely extend a conventional arms embargo on Iran that is set to expire on October 18.

What this means is that the US is about to attempt something that will have serious and potentially long-term implications for the authority of the UN Security Council as well as for the ability of the United States to shape and lead the world.

As with so much of foreign policy under the Trump administration, the US is attempting to have it both ways. It wants to be both out of the JCPOA – which Trump frequently calls that “terrible Obama plan” – and it wants to use aspects of JCPOA as part of its “maximum pressure” campaign on Iran.

In order to accomplish the two, the US is making a shaky legal argument that it is both not a participant of the JCPOA for the purposes of the agreement itself but, simultaneously, a participant of the JCPOA for the purposes of UN Security Resolution 2231

And this is where the Trump administration’s behavior will come back to haunt both it and future US administrations.

The head of the United Nations’ atomic watchdog agency told board members on Monday he is hopeful Iran’s decision to let inspectors in to two disputed sites could lead to greater trust with Tehran.

Rafael Grossi, director general of the International Atomic Energy Agency, in late August secured an agreement with Iran to inspect the two sites where the country is suspected of having stored or used undeclared nuclear material and possibly having conducted nuclear-related activities.

Officials: Iran weighs plot to kill U.S. ambassador to South Africa

The Islamic Republic is still looking to avenge the death of Qassem Soleimani, officials said.

The Iranian government is weighing an assassination attempt against the American ambassador to South Africa, U.S. intelligence reports say, according to a U.S. government official familiar with the issue and another official who has seen the intelligence.

News of the plot comes as Iran continues to seek ways to retaliate for President Donald Trump’s decision to kill a powerful Iranian general earlier this year, the officials said. If carried out, it could dramatically ratchet up already serious tensions between the U.S. and Iran and create enormous pressure on Trump to strike back — possibly in the middle of a tense election season.

Iran military drone chases away intruding US spy plane, combat drones during naval drills

Iran’s military says it has intercepted three US aircraft that had intruded into the country’s Air Defense Identification Zone (ADIZ) in violation of rules that regulate large-scale naval exercises.

In a statement on Friday, the military said the aircraft, including P-8 Poseidon and MQ-9 and RQ-4 drones, were intercepted by a domestically-manufactured Karrar turbojet-powered drone.

US, Israel building a ring of fire around Iran: Former American diplomat

The real issue is to ring Iran with a group of hostile Arab States under the flag of Israel, with United States and Saudi Arabia support. Certainly the (Persian) Gulf Cooperation Council, set up by the Saudis back, I think, in the 1980s, comprises some of the most repressive, repulsive and medieval governments in the world. And they oppress their own people. They object to any kind of democracy. They object to giving any kind of aid and comfort to their Shia populations. And they all detest and despise Iran and will do anything to harm Iran. And Trump and Israel are working hard to present a United Front against Iran throughout the Arabian Peninsula. You've got American bases, of course, in Kuwait, and in Bahrain - the home of the Fifth Fleet, which has no business being in the Persian Gulf. So, I think you're going to see American bases or Arab bases all along the southern shore of the Persian Gulf, and they're all going to be aimed at Iran. Certainly, at Al Udeid Air Base, there's some 10,000 American servicemen and it has runways long enough for the largest American bombers like the antiquated B52. So the whole purpose, then , is to ring Iran with fire, either American fire or Israeli and Arab fire. I can't see how any Arab states can do this but then these are not Arab states. They're statelets. They are leftover from the British occupation of the region in the 19th century, and they are basically lines drawn on the map rather than real countries. Prior to discovering oil, the primary basis for their economies was pearl diving.

So, I think that you're forging alliances with countries that are divorced from their own people – by J. Michael Springman.

[from 2017] Saudi Arabia – Iran's Foreign Policy Crisis: A Case Study of Execution of Saudi Shia Cleric Shaikh Nimr al-Nimr

Saudi Arabia and Iran have been in conflict since the Iran revolution in 1979. Three factors shape their relationship: 1) Sunni-Shia disagreement, 2) the rivalry to be the regional power in the Middle East, and 3) the politics in the OPEC. The execution of Saudi's Shia cleric, Shaikh Nimr al-Nimr, is a continuing phenomenon of the protracted conflict between the two countries. The study found that the root cause of their foreign policy crisis is their rivalries for hegemonic ambition in the Middle East and a quest for leadership in the Muslim world. The sectarian divide between Sunni and Shia plays the most important role to ignite the hatred throughout the region. The impact of the execution was tense, whereby Saudi Arabia and the Gulf States cut diplomatic ties with Iran as a response to the burning of Saudi's diplomatic places by a group of Iranians. However, the tendency toward a war between Saudi Arabia and Iran is unlikely because the highest-level of policymakers of the two countries are rational. They fully realize that if they waged war against each other, the result would be a catastrophe, not only in the region but to the entire world.

“The British ambassador, as usual, issues directives and draws up policies on an independent country called the Republic of Yemen, unaware that the mercenaries and traitors that he meets do not even represent themselves, as they follow the money and sell the country, its capabilities and bounties,” Abdulsalam said in a statement on Thursday.

He stressed that the Yemeni people do not accept tutelage and blatant interference in their affairs from any party, considering the US-British squawking an explicit expression of the failure of aggression and siege.

Trump’s Mideast deals tout ‘peace’ where there was never war

For the first time in more than a quarter-century, a U.S. president will host a signing ceremony between Israelis and Arabs at the White House, billing it as an “historic breakthrough” in a region long known for its stubborn conflicts.

But while the optics of Tuesday’s event will evoke the groundbreaking agreements that ended decades of war between Israel and neighboring Egypt and Jordan, and that launched the peace process with the Palestinians, the reality is quite different.

The United Arab Emirates will establish diplomatic relations with Israel, a fellow U.S. ally it has never gone to war with, formalizing ties that go back several years. The agreement cements an informal alliance against Iran and could pave the way for the UAE to acquire advanced U.S. weapons, while leaving the far more contentious Israeli-Palestinian conflict as intractable as ever.

Will UAE-Israel deal draw Tel Aviv into Yemen's war?

In Yemen, key political factions in the country's conflict remain deeply divided over the sensitive issue. The internationally recognised government led by President Abdrabbuh Mansour Hadi and backed by Saudi Arabia opposed the deal, repeating that they will continue to support the Palestinian cause.

However, members of the Southern Transitional Council (STC) - Hadi's nominal allies but fierce political rivals from the south - praised the deal, while their common arch enemies from the north, the Houthis, denounced the agreement.

Despite mixed reactions, Susanne Dahlgren, a scholar at the Middle East Institute and lecturer at Finland-based Tampere University, told The New Arab that "Yemenis, in general, stand alongside the Palestinians and take the news with a critical attitude."

Houthi anger

This is especially true for the Ansar Allah, commonly known as the Houthi movement, who many believe will try to garner additional support at home as well as abroad for opposing the deal.

Yossi Melman, an Israeli writer and intelligence and strategic affairs correspondent for the Haaretz newspaper, told The New Arab that the long-range missiles which might be installed by Iran in Yemen are of concern to Israel, but it doesn't seem an imminent threat.

While a direct military conflict between Israel and the Houthis is not a plausible scenario, both parties have made it clear that they would not hesitate to respond to hostile moves taken by the other side.

According to Melman, Israel is not involved in the civil war in Yemen nor has any intentions to be part of it. Israel only monitors the events there because the area has geostrategic importance for Israeli national and security interests, especially maritime interests and the Horn of Africa.

However, Israel certainly has motives to play a proactive role in the region, including in Yemen, and to secure safe passage of its ships to and from its only Red Sea port of Eilat through the Bab Al-Mandab Strait and minimise the foothold of pro-Iranian elements in the region.

Aden welcomes the deal

Much friendlier tones came from the southern capital of Aden. Unlike Yemen's government and the Houthi movement, the UAE-backed Southern Transitional Council has made several positive comments regarding the normalisation agreement.

But the extent to which Israel may support the STC remains unclear. While it is likely that Israel will from now on support its new UAE allies over some regional issues, it would be premature to conclude that Tel Aviv would back every single move by Abu Dhabi, including their policy in Yemen.

Yemen turns to solar in adversity

As its oil sector remains effectively paralysed by conflict, Yemenis are exploiting renewables out of necessity

But with just 40pc pre-war electricity connectivity, and oil and gas production decimated in the fighting, Yemenis have had little choice but to turn to solar PV.

The conflict saw oil production drop from around 150,000bl/d in 2014 to 42,000bl/d in 2015 and to just 18-20,000bl/d 12 months later, according to Yemeni data. Flows were largely restricted to the Marib-Jawf concession and fields operated by state-owned PetroMasila.

The drop in domestic hydrocarbon availability has had one surprisingly positive result—a notable shift towards solar PV that has the potential to generate the reliable connectivity that the country has previously sorely missed.

“The shift towards renewable energy in Yemen since the beginning of the conflict in 2015 has been remarkable,” says Alia Eshaq, managing partner at MEA-focused consultancy Mashora Group.

The war turned already dire electricity coverage into an even more severe shortage. “The main source of power was gas from [the] Marib [field]. After 2015, major governorates with millions of inhabitants, including the capital, were completely cut off from the grid,” says Eshaq.

“Residents therefore naturally shifted towards solar energy,” she continues. While it is difficult to obtain accurate data on the ground given the situation, “estimates have suggested that the growth in the use of solar energy is around 2,500pc”. “It only takes a walk around the streets of Sanaa to realise that almost every household has installed solar panels,” Eshaq notes.

The country also has significant potential for wind and geothermal energy, and building these out could provide decentralised generation, numerous job opportunities and stimulus for economic development. But Eshaq warns that any shift could be reversed if and when oil and gas production resumes post-conflict.

Islah Party responsible for currency depreciation, Houthis say

The Houthi supreme economic committee has warned of further depreciation of the Yemeni currency in regions run by the internationally recognised government.

The Islah Party is fully responsible for the fall of the rial through pumping large amounts of newly printed banknotes to finance wars against its foes, the committee said.

"The party has pumped 200 billion Yemeni rials of new banknotes in the market. The money arrived in Mukallah and was held by the UAE forces. Days ago, it was given to the party through the Saudi ambassador and agreement with the UAE forces," a source at the committee said in a statement carried by the Houthi-run Saba news agency.

One US dollar is now buying 1.000 Yemeni rials because of what the party has done, the source said, accusing Islah of using inflation as a tool in wars against its foes and planning to print more illegal banknotes.

What is happening in southern and southeastern regions confirms that the decision of the Sanaa-based salvation government to prevent the circulation of the new banknotes was completely right, the source continue

Yemen Economic Bulletin: Widening Exchange Rate Disparity Between New and Old Banknotes

Exchange rate divergence between Sana’a and Aden reached a record high by the end of August, with a Yemeni rial worth 33 percent less in Aden than in Sana’a. The rial was trading at YR805 per US$1 in the Aden parallel exchange market, compared to YR605 per US$1 in Sana’a.

The difference in value of the rial between government- and Houthi-controlled areas is a consequence of the split in the Central Bank of Yemen (CBY) into rival institutions in Sana’a and Aden affiliated with the warring parties, leading to fractured monetary policy. The divergence started to widen following the Houthi authorities’ decision in December 2019 to ban the use in areas they control of newer rial banknotes issued by CBY-Aden. In July and August, the rial depreciated around 7 percent in Aden relative to the Sana’a exchange rate, which has remained stable at around YR600 per US dollar since the beginning of the year.

The limited supply of old banknotes in Houthi-controlled territories compared to the large size of economic activity, along with the Houthi authorities adopting strict measures to enforce a fixed exchange-rate system through the suspension of foreign-exchange trade in areas they control, have contributed to the stabilization of the rial’s value in northern Yemen.

In areas outside of Houthi control, the government’s general lack of revenues has led it to regularly print new banknotes in order to meet expenses, with this expansionary monetary policy being one of the key drivers of the Yemeni rial’s devaluation. By the end of 2019, the total rial liquidity in circulation in the country was estimated at YR3.4 trillion, meaning that CBY-Aden had printed YR1.7 trillion worth of new banknotes since its relocation decree in September 2016.

Yemen’s fractured monetary policy and dual rial banknote systems has negatively affected market sentiment and confidence in using the domestic currency in financial transfers across the country’s frontlines. In order to avoid the value fluctuations between new and old rials, exchange outlets and money transfer networks have taken to pricing their transfers in an intermediated foreign currency, generally the Saudi riyal or US dollar.

Financial service providers, including commercial banks, have reacted by charging 30 percent or more as a processing fee for cash transfers from areas held by the anti-Houthi coalition to Houthi-held areas.

US judge: Saudi royals must answer questions in 9/11 lawsuit

US State Dep., Sec. Pompeo: International Day of Democracy

In recognition of the International Day of Democracy on September 15, we reaffirm the right of every citizen to take part in the processes of democratic self-governance. Democracies are accountable to their citizens. They respect the Rule of Law, protect lives and property, and respect the freedoms, dignity, and equality of every person.

Democracy remains the aspiration of people all over the world because each of us yearns to be free. From the time we are children, we instinctively assert our ability to self-govern, to make decisions that shape our lives. As citizens, we understand that we must be free to engage others in debates over the wisdom of the decisions of leaders to whom we entrust the power to protect our lives, our property, and our freedoms. And, as human beings, we know we cannot go it alone. Democracies are inclusive communities of individuals who are free to work together to accomplish goals they have freely chosen, and they flourish because freedom unlocks the talents and creativity of all.

Because of freedom of expression and the equality of all persons before the law, citizens of democratic societies are able to confront public health problems together. Individuals in democratic nations demand access to information so that they can protect themselves and others. And societies that embrace equality before the law live out that belief by taking active steps to promote the full participation and protection of all people.

Democratic governance is far from perfect, but it certainly beats the alternatives. Democratic societies respect human rights and are more peaceful, prosperous, and secure. We stand with people everywhere who seek to live freely, safely, and with dignity under democratic governments.

Houthi militia deprives locals of healthcare in Sana’a

Healthcare sources based in Yemen’s capital Sana’a, which is overrun by coup militia, revealed that Houthis have deprived locals from primary and secondary healthcare.

Sources added that the Iran-backed Houthi militia loots state assets and employ them to their war effort.

The Houthi rebels have marginalized and banished cadres and employees who do not believe in their adopted Khomeinist ideals. Those expelled were replaced by Houthi followers from Sa’ada.

The replacements were found to be devoted to looting properties of citizens and merchants, unrightfully imposing royalties and taxes and shuttering projects and companies that refuse to donate to the militia’s war effort.

Houthi rebels, according to sources, worked to collapse the health system, staging armed attacks against hospitals, where they seized medical equipment and drugs.

Tehran tested US mettle over the Aramco attacks

The Houthi-claimed attack demonstrated how far Iran can go in responding to pressure from the Trump administration

The missile and drone attack on Saudi oil production on September 14 last year left Iran sensing it had received a return on the investment it had made in Yemen’s Houthis.

Jordanian professor Hasan Al Momani told The National that the Abqaiq-Khurais attack demonstrated Iran’s lack of interest in a solution to the conflict in Yemen because it “would neutralise an important Iranian card that makes Iran a difficult player to respond to”.

“Iran’s influence stems from its sub-agents, whether in Syria, Lebanon, Iraq or Yemen. They give Iran ambiguity,” said Mr Momani, who teaches International Studies at the University of Jordan.

“Any settlement in any of these countries would rob Iran of its cards. It is only interested in a settlement advantageous to its proxies,” he said.

A report by UN officials monitoring sanctions on Yemen said in January that the Houthis did not carry out the attack on the Saudi oil plants. UN Secretary General Antonio Guterres also told the Security Council that some of the weapons used in the attack were of Iranian origin.

But the United Nations did not, as Washington and Riyadh did, blame the attack on Tehran.

[Hadi] Yemeni government requests international support to face Iranian, Houthi terror

Yemen's internationally recognised government has requested international support its fateful battle against Iranian terrorism and threats to the international maritime navigation in the Red Sea.
Information minister, Muammar Al-Eryani, said late on Friday: "The anniversary of the 9/11 attack comes this year as a reminder to the world about the dangers of inaction over the Iranian threat which is represented by extremist ideologies and terrorist groups and the importance of unifying counterterrorism efforts and protecting international peace and security".

Houthi Aggression Drives Thousands of Yemenis Out of their Homes

Houthi militia violence in Yemen’s Marib, Jawf, and Hodeidah governorates has driven thousands of civilians out of their homes, local and international reports revealed.

Yemenis, over the course of years, have been forced to flee to areas where they can find shelter and security.

Other than creating an internal displacement catastrophe in the war-torn country, Houthis also did not spare refugees from their attacks.

A human rights source based in Sanaa, speaking under the conditions of anonymity, said that crimes committed by the militias and their military escalation on several battlefronts have aggravated Yemen’s displacement crisis.

Iran fuels humanitarian crisis in Yemen, says [Hadi gov.] foreign minister

The internationally recognized government of Yemen has once again accused Iran of undermining security in Yemen and other countries by supplying arms and funds to its allied militias.

Speaking at a virtual Arab League session on Wednesday, Yemeni Foreign Minister Mohammed Al-Hadrami said the Iranian regime poses a grave threat to stability and security in the Arab world and that the Iran-backed Houthi militia fuels his country’s worsening humanitarian crisis.

“Iran has caused great harm to Yemen and the region, as it uses the wealth of its people to arm and finance a militia outside its territory to blatantly interfere in the internal affairs of Arab countries,” the Yemeni minister said

The Yemeni government on Tuesday hinted at withdrawing from the Stockholm agreement which it signed with the Houthi group in Sweden in late 2018.

Foreign minister, Mohammed Al-Hadhrami, said the government will not continue to be committed to the agreement if the Houthis continue to prevent the UN mission in Hodeidah province from doing its job and exploit the agreement for military escalation.

The UN mission supporting the Hodeidah agreement is unable to do its job because of Houthi restrictions, he said, adding that the mission can't move freely and has not achieved anything since its mandate was extended.

On the other hand, Al-Hadhrami called on the international community to put an end to continued violations of the group which is taking advantage of a UN-backed ceasefire to mobilise fighters including children and send them to death in Marib and Jawf provinces.

My comment: it seems whether the hadi government threatens to open a new frontline at Hodeidah.

MPs call on [Hadi] Gov't to withdraw from Stockholm Agreement with Houthis

A group of members of Parliament has called on the internationally recognised president and government to withdraw from the Stockholm Agreement with the Houthi Group and to come back to Yemen to continue the battle against the group.

The agreement was signed at the end of UN-sponsored talks in Sweden in December 2018.

The government is facing mounting pressure to withdraw from it as officials say it has become useless and turned into a cover for Houthi escalation.
