Saudi Arabia wants businesses and families to pick Riyadh

The landlocked, once ultraconservative capital of Riyadh is pitching itself as a city of concerts, movie theaters, world class sporting events and deal-making; a city where revamped cultural heritage sites wait to be discovered, distinguishing Saudi Arabia from other Gulf Arab capitals defined by sprawling malls and high-rise hotels.

The pitch is part of Saudi Arabia’s plan to grab the limelight and title as the region’s top place to do business. Currently, the more glamorous emirate of Dubai is seen as the region’s hub for finance and tourism. No longer does the kingdom want consultants and executives flying in for a few days, only to fly right back out and spend those earnings elsewhere.

There are incentives — or, some say, penalties — for businesses to consider: Saudi Arabia has told companies they have until the beginning of 2024 to relocate their regional headquarters to the country or lose out on lucrative government contracts that keep the region’s biggest economy humming.

It’s the latest move by Crown Prince Mohammed bin Salman, the kingdom’s day-to-day leader, who’s been empowered by his father, King Salman, to overhaul the economy and reduce its dependence on oil for revenue. The 36-year-old prince wants companies, their employees and their families to move to the capital, Riyadh.

Some investors and their shareholders, however, remain wary of the prince.

Saudi Arabia tries to lure foreign companies away from UAE

Top oil exporter licenses 44 global firms in bid to become regional business hub

Saudi Arabia has given licenses to 44 international entities to set up regional headquarters in the capital Riyadh, as the kingdom seeks to project an image of change to lure foreign capital and talent from places such as the United Arab Emirates.

Multinationals in sectors including technology, food and beverages, consulting and construction are among the entities eligible to set up headquarters. They include South Korea's Samsung, Deloitte, Unilever, Baker Hughes and Siemens.

Crown Prince Mohammed bin Salman is spearheading a campaign to make Saudi Arabia a regional business hub. State news agency SPA cited Fahd al-Rasheed, president of the Royal Commission for Riyadh City, as saying the moves would add 67 billion riyals ($18 billion) to the Saudi economy and create around 30,000 jobs by 2030.

The country has set out a "Vision 2030" program -- a neoliberal reform agenda aimed at reducing the kingdom's economic dependence on oil.

But Saudi Arabia also needs to reassure foreign investors nervous about putting money into the kingdom due to reputational risks stemming from purported human rights violations at home and in Yemen, and the sour taste left by the murder in 2018 of Saudi journalist Jamal Khashoggi in Istanbul.

The world's top oil exporter and largest Arab economy is also setting a deadline, saying in February it would give foreign entities until the end of 2023 to set up shop in Riyadh or risk losing out on government contracts.

Saudi Minister of Investment Khalid al-Falih told Nikkei Asia that it was not a case of merely competing with the UAE for foreign direct investment.

Al-Falih said his country was working to improve lifestyles for foreigners based in Riyadh.

"We are only starting the climb. This is an escalator we are riding to improve liveability in Riyadh," he said. "We are on a continuous, never-ending journey to improve our liveability [and] ... investment environment. Boosting skills for our talent and improving our competitiveness for the Saudi economy."

Saudi authorities sentence Yemeni journalist to 15 years in prison

The Saudi authorities have sentenced a Yemeni journalist to 15 years in prison, after he worked as the executive director of one of its media channels.

According to human rights sources, the Saudi Criminal Court sentenced the Yemeni journalist, Ali Abu Lahoum, residing in the Kingdom, to 15 years in prison on charges of apostasy, promoting atheistic ideology, according to the Saudi allegations.

Activists on social media denounced the Saudi allegations on Yemeni journalist Abu Lahoum, calling for his immediate release after he served as executive director of the Saudi Al-Wadi TV.

Saudi Aramco sees third-quarter income rise to $30.4 billion

The world’s largest oil company, Saudi Aramco, reported $30.4 billion in third-quarter net income on Sunday, bolstered by a surge in oil prices and recovery in demand as the coronavirus pandemic eases.

Saudi Arabia’s majority state-owned oil giant Aramco, formally known as the Saudi Arabian Oil Co., said its net income more than doubled from $11.8 billion during the same three-month period a year earlier. Last year’s figure came after profits plunged dramatically as global lockdowns slammed oil prices. Net income refers to the amount left after taxes and preferred dividends have been paid.

State secrets privilege will quash suit with Saudi spymaster

A federal judge signed off Wednesday on letting the U.S. government protect what it claims are state secrets in a case where the former spymaster of Saudi Arabia said, as part of his defense, he needs to describe how the two nations collaborated on counterterrorism operations.

After considering the documents that the U.S. Office of the Director of National Security filed into the case — including documents submitted in camera, or privately to the judge — U.S. District Judge Nathaniel Gorton found the invocation of the state secrets privilege a valid one.

“Because of the breadth of the claim and the highly sensitive nature of the privileged material, the Court will not further elaborate upon its reasoning which would necessarily result in disclosure of privileged information,” Gorton wrote in his 19-page memorandum and order.

The state secrets privilege, Gorton noted, is absolute and prevents the Saudi spymaster from mounting a defense against the lawsuit, though it may cause the judge to toss out the case altogether.

Before the case arrived on Gorton’s docket, a court in Ontario, Canada, had handed the Sakab Saudi Holding Company a prejudgment order called a Mareva injunction that is designed to save assets. Sakab claims the ex-Saudi spymaster Saad Al Jabri defrauded it of about $3.5 billion and used some of the funds to buy eight condominiums in Boston.

Yemeni Journalist: US Support for Terrorists Prolonging War on Yemen

Ahmed Abdulrahman, journalist and political commentator, says Washington smuggles arms to al-Qaeda in Yemen using humanitarian aids as a cover, to extend the war by weakening Sana’a.

Speaking in an interview with FNA, Ahmed Abdulrahman said, “The US has always been the godfather and the biggest supporter to al-Qaeda, ISIS, and other terrorist groups... When tracking the countless occasions where these terrorist groups were defeated and bushed out of territory they control, we always find the US and its allies standing against the powers and parties that posed a threat to these [terrorist] groups’ presence.”

He further said the extension of the US-armed Saudi-led coalition war on the impoverished Arab country is profitable for Washington, and added, “The US is benefiting with billions of dollars’ worth of weapons sales and it would not even try to stop this war - except for the nonsense useless media statements we have been hearing every now and then for the past 6 years.”

Failure to Renew Yemen Investigative Mechanism Shows Costs of US Absence from Human Rights Council

On Oct. 14, the United States regained its seat at the United Nations Human Rights Council (UNHRC) after three years of absence. The United States withdrew from the 47-member council under the Trump administration but has now indicated its intent to be an effective member under the Biden administration.

Conditions in Yemen continued to deteriorate over the three years of U.S. absence from the council, punctuated most recently by the UNHRC’s rejection of a resolution to keep investigating war crimes in Yemen.

The Biden administration understands that the 2018 withdrawal by the United States from the UNHRC created a vacuum of power to be filled by other nations like China, commenting that it would be better for the United States to be a part of the UNHRC and create change from the inside rather than participate from the outside as an observer.

However, U.S. leadership is very much needed now in Geneva to do right by all victims of atrocities around the world, including the Yemeni people. They are in dire need of help, and for now, the United States appears to be unwilling or unable to be that voice for them.

Israel’s constant talk of attacking Iran is a danger to US interests

Speeches by the heads of government of Iran and Israel at the United Nations General Assembly this year illustrate two very different ways a regime’s international rival might fit into its strategy.

In the Middle East as elsewhere, dialogue and de-escalation of tensions are almost always better for U.S. interests than confrontation and threats of war. De-escalation makes possible prosperity-enhancing commerce, reduces the opportunity for extremists to exploit conflicts, and reduces the chance of the United States becoming ensnared in regional wars.

US would only quit Iran nuclear deal if Tehran were to renege, Biden pledges

President makes commitment alongside Germany, France and UK not to repeat Donald Trump’s walkout on agreement

Joe Biden has given a pledge that if the US returns to the Iran nuclear agreement, it will only subsequently leave if Tehran clearly breaks the terms of the deal.

The US president made the commitment, which addresses one of Iran’s key negotiating demands, in a joint statement issued with Germany, France and the UK. The statement followed a meeting on the margins of the G20 in Rome attended by Biden, Germany’s Angela Merkel, France’s Emmanuel Macron and Britain’s Boris Johnson.

The key paragraph of a lengthy statement read: “We welcome President Biden’s clearly demonstrated commitment to return the US to full compliance with the JCPOA [joint comprehensive plan of action] and to stay in full compliance, so long as Iran does the same.”

Biden is hamstrung in the value of the guarantees he can give to Iran because the nuclear deal is not a signed treaty endorsed by the US Senate, and he cannot bind the hands of future US administrations.

However, the Biden pledge, underwritten by the main three European powers, may be a sign that the US wants to create a more positive atmosphere before the resumption of the Vienna talks that Iran has – after much pressure and delay – promised will happen at some point in November. There have already been six rounds of talks, but they broke off in June to allow the new Iranian government, led by the president, Ebrahim Raisi, to review its negotiating strategy.

Saudischer Außenminister: Gespräche mit Iran waren freundschaftlich

Saudi Arabia reveals progress of talks with Iran

Saudi Foreign Minister Prince Faisal bin Farhan said the talks between the kingdom and Iran were “friendly”, while stressing that no significant progress has been made so far.

“We have had four rounds of talks so far. The talks are friendly but still in an exploratory context. We still hope that it will make tangible progress… But so far, we have not made enough progress to be optimistic.”

Asked if another round of talks had been decided, he said that nothing had been identified, stating “But we are open to continuing.”

American B-1B bomber flies over Mideast amid Iran tensions

The U.S. Air Force said Sunday it flew a B-1B strategic bomber over key maritime chokepoints in the Mideast with allies including Israel amid ongoing tensions with Iran as its nuclear deal with world powers remains in tatters.

The B-1B Lancer bomber flew Saturday over the Strait of Hormuz, the narrow mouth of the Persian Gulf through which 20% of all oil traded passes. It also flew over the Red Sea, its narrow Bab el-Mandeb Strait and Egypt’s Suez Canal.

Fighter jets from Bahrain, Egypt, Israel and Saudi Arabia flew alongside the bomber.

Iranian state media did not immediately acknowledge the flyover. Iran’s mission to the United Nations in New York did not immediately respond to a request for comment.

Two killed, 110 wounded in Sudan’s protests

The Central Committee of Sudanese Doctors said Saturday that two protesters were killed and more than 110 were wounded in the so-called march of millions in several cities on Saturday.

Thousands of Sudanese took to the street to protest the decisions of army commander Abdel Fattah al-Burhan, which they described as a “military coup”, the committee said in a statement posted on its Facebook account.

According to the committee, the talk is focusing on the initial monitoring of cases of casualties resulting from the brutal violence of the militias of the coup d’état in their defeated attempts to suppress the million-man demonstration,” he Sudan Doctors Committee said.

Kordahis Kommentar war im Grunde nur ein Vorwand für die Saudis, um eine neue Kampagne gegen Libanon zu starten, insbesondere auch, nachdem westliche Sanktionen gegen Libanesen nicht dazu geführt hatten, dass die Hisbollah an Einfluss im Land verliert. Ganz im Gegenteil baute die Hisbollah unlängst durch den Import von Erdöl aus Iran ihren Einfluss aus. Infolge des Treibstoffmangels kommt es im Land seit Monaten häufig zu Stromausfällen. Bevor die neue Regierung Libanons gebildet wurde, hatte das politische Patt monatelange auch dafür gesorgt, dass das Land von den USA und der EU mit immer mehr Sanktionen überhäuft wurde.

Insofern versuchen die Golfstaaten mutmaßlich mit den neuen Strafmaßnahmen gegen Libanon, Iran zu Zugeständnissen im Jemen zu bewegen, nämlich zum Einwirken Irans auf die Huthis im Sinne einer Einstellung der Offensive in Ma'rib. Mit anderen Worten scheuen sich Golfstaaten nicht davor, die mühsam errungene libanesische Regierungskoalition scheitern zu lassen, um ihre Ziele zu erreichen.

Yemen joins other Arab countries in recalling ambassador to Beirut

Yemen became the fifth Arab country to recall its Lebanese ambassador because of diplomatic tension between Beirut and Riyadh concerning remarks by the Lebanese Information Minister.

The Yemeni Foreign Ministry said it summoned Abdullah Al-Deais for consultation because of remarks made by George Kordahi, according to a statement cited by the Yemeni official news agency, SABA.

The statement said Al-Deais handed a letter Wednesday from his government to the Lebanese Foreign Ministry about Kordahi's comments on the conflict in Yemen.

"The government and people of Yemen will continue to confront the Iranian project and its militias, and will be the safety valve for the Arab peninsula and the region in general," it added.

Saudi Arabia and its Gulf Arab neighbors once spent billions of dollars in Lebanon aid, and still provide jobs and a haven for dozens of Lebanon's huge diaspora. But the friendship has been straining for years due to the burgeoning influence of Lebanon's powerful Iran-backed Hezbollah movement.

Kordahi's remarks were only a symptom of Hezbollah' s continued influence on the political scene, though they were recorded before he took office. For Riyadh, whose influence in Lebanon has waned as Tehran'' has grown, Kordashis remarks are only an indication of Iran' continued dominance on political issues.

The aftermath of his remarks, which came as the Houthis advance in Yemen, highlights the depth of Iranian-Saudi rivalries. A lack of progress in U.S.-led efforts to reshape a nuclear deal with Iran has fueled Gulf worries about Tehran.

Riyadh's move, seen from Tehran, shows the Saudis are losing to Iran on the diplomatic front and need some leverage, according to a senior Iranian hardline official close to Supreme Leader Ayetollah Ali Khamenei' s office.

But, while Riyadh may be able to isolate Lebanon, it wouldn't be in a position to eliminate Hezbollah, the official added.

For Lebanon's shaky economy, the biggest concern would be any measures that would negatively impact hundreds of thousands of Lebanese who work in Saudi Arabia and the United Arab Emirates, as well as the dollars they send home to a nation drowning in poverty.

Despite assurances from Lebanon that they won't be sent home, the fear is roiling Lebanese expats in the Gulf.

Saudi Arabia is being extra careful not to punish the Lebanese, as were other Gulf states, according to UAE political analyst Abdulkhaleq Abdulla. But, according to him, other steps "to convey the deep Gulf discontent with Hezbollah" might take place, such as suspending flights.

Saudi FM: Dealing with Lebanon is no longer 'fruitful or useful'

Saudi Foreign Minister Prince Faisal Bin Farhan Al Saud said his country has concluded that dealing with Lebanon is "no longer fruitful or useful".

In an interview with CNBC aired yesterday, Bin Farhan was asked if Saudi Arabia and Lebanon were in the midst of a diplomatic crisis over statements made by Lebanese Minister of Information George Kordahi, to which he responded: "I don't think I will call it a crisis. We have come to the conclusion that dealing with Lebanon and its current government is no longer fruitful or useful."

Lebanon: Gulf diplomatic crisis mounts over minister's Yemen war comments

Saudi Arabia, Bahrain and Kuwait recalled their ambassadors to Beirut after critical comments made by the Lebanese information minister on Yemen war

Pressure was mounting on Saturday for Lebanon’s minister of information to resign, after his comments on the Saudi-led military offensive in Yemen sparked a diplomatic crisis with Riyadh and other Gulf states.

The Lebanese cabinet held an emergency meeting on Saturday, attended by deputy head of the US mission in Lebanon Richard Michaels, in a bid to handle the diplomatic fallout of critical comments made by George Kordahi.

Saudi Arabia ordered the Lebanese ambassador to the kingdom to leave within 48 hours on Friday and recalled its ambassador to Lebanon for consultations in response to Kordahi’s comments, which were broadcast earlier this week by Al Jazeera.

Riyadh condemned the deterioration of relations with Lebanon and said "further measures" would be taken against Beirut, without elaborating.

Bahrain, Kuwait and the United Arab Emirates have followed in Saudi Arabia's footsteps and also asked their Lebanese ambassadors to leave, as well as recalling their ambassadors to Beirut for consultations on Friday and Saturday respectively.

Lebanese President Michel Aoun said on Saturday that he wants the best relations with Saudi Arabia.

But none of the conciliatory statements coming from the Lebanese government seem to have appeased Riyadh and its allies, as the Gulf kingdom has called on the fragile coalition cabinet in Beirut to dismiss Kordahi.

Kordahi was summoned to Bkerki, the seat of the Maronite Catholic Church in Lebanon on Saturday afternoon to meet with Patriarch Bechara Boutros al-Rai and discuss the situation. Upon entering, Kordahi responded to journalists enquiring about whether he would resign by saying: “We’ll see with the patriarch.”

The embattled minister, however, left the meeting through a back door without making a statement.

The dispute is the latest challenge to Lebanese Prime Minister Najib Mikati's cabinet, which was sworn in last month after more than a year of political paralysis only to find itself almost immediately embroiled in a political row over the judicial investigation into the August 2020 Beirut port explosion.

In a phone call with Kordahi on Friday evening, Mikati asked his minister to put the national interest first and "take the right decision to fix Arab relations with Lebanon", a statement by his office said - as Riyadh pressured the minister of information to resign.

Kordahi refused to apologise for his statements earlier this week, adding that he had "done no wrong", as the show had been taped on 5 August, more than a month before he became a minister.

"I have never attacked nor insulted Saudi Arabia or the Emirates," Kordahi said on Wednesday, adding that his words "did not implicate at all the government, of which I was not yet a member".

Lebanese Foreign Minister Abdullah Bou Habib said on Friday he was forming a group to address the diplomatic rift. He maintained that the situation was not a crisis and could be solved through dialogue.

The Arab League expressed its concern on Saturday about the rapid deterioration of Lebanese-Gulf relations.

Most commentators have said they believe Kordahi’s comments were a pretext for the Saudis to vent their frustration at Iran’s influence in Lebanon.

WHAT DO THE SAUDIS WANT?

The Saudis know what they don’t want — growing Iranian influence in Lebanon — but they don’t know what to do about it, said Joseph Bahout, research director at the American University of Beirut.

Saudi Arabia has long been a close ally of politicians in Lebanon’s Sunni Muslim community, which chooses the prime minister under the country’s sectarian system. But the kingdom never forged the divided community into a strong political proxy the way the Shiite Hezbollah — with its powerful armed force — became Iran’s stalwart ally in Lebanon.

Under Crown Prince Mohammed bin Salman — known for his assertive, some say brash, foreign policy — Saudi Arabia took sporadic action trying to impose its will but failed to develop a cohesive strategy or find new well-rooted allies. It could only watch as Hezbollah and its allies came to dominate most recent Lebanese governments.

Hezbollah has stood firmly behind the minister, saying his resignation won’t resolve what they called “extortion” to force Lebanon to change its foreign policy.

It all portends more internal divisions in a government already paralyzed over the investigation into last year’s massive Beirut port explosion that killed more than 200 people. Hezbollah has demanded the chief investigating judge’s removal. A recent burst of street violence, the worst in years, raised the specter of social tensions ahead of crucial parliamentary elections in March that are expected to be a test for Hezbollah and its allies.

In a WhatsApp message to his Cabinet read on local TV stations, Mikati said the country is “at the edge of a precipice.”

He flew to Glasgow to seek French and U.S. mediation but his options are limited.

“We know they are upset. We know that they don’t want a government with Hezbollah as strong,” Bahout said of the Saudis. “We know that they know that we can’t have a government without Hezbollah.”

“It is kind of a completely blocked and stalemated situation,” he added.

Crisis-stricken Lebanon faces GCC fury over Yemen war criticism

Qatar denounced the Lebanese minister’s comments.

Qatari authorities on Saturday denounced comments made by Lebanon’s new information minister, urging Beirut to take urgent measures to resolve the growing diplomatic rift.

Qatar dismissed Kordahi’s comments as “irresponsible” and accused him of plunging Lebanon into an “external crisis.”

Kordahi, a well-known television presenter, confirmed to the media on Wednesday that the televised interview took place on 5 August before he became a minister and said it reflects his “personal opinion.”

In Beirut, the newly-formed government led by Prime Minister Najib Mikati is scrambling to find a solution to the added weight of the growing rift as Lebanon struggles to face a number of crises.

According to Al Jazeera, Lebanon’s foreign minister said the government has not officially asked Kordahi to submit his resignation. However, in a tweet posted on Twitter, Sleiman Tony Frangieh, the current leader of the Marada Movement, said Kordahi had offered his resignation.

“But I refused as he did nothing wrong,” Frangieh said.

The unravelling diplomatic crisis between Lebanon and GCC states has divided opinions online.

“This furore is either totally irrational or intentionally whipped up to bring down a gov’t KSA doesn’t like: A mild critique of Arab coalition war in #Yemen is considered interference but whipping up a frenzy against #Lebanese gov’t isn’t?”, Lebanese political analyst Nabeel Koury said in a tweet.

Bahrain und Kuwait folgten diesem Beispiel und forderten die libanesischen Botschafter ebenfalls auf, innerhalb von 48 Stunden abzureisen.

The United Arab Emirates said Saturday it was withdrawing its diplomats from Lebanon, following a similar Saudi Arabia move over a Lebanese minister’s criticism of the Riyadh-led military intervention in Yemen.

The diplomatic row, which has also seen Saudi Arabia suspend imports from Lebanon and both Kuwait and Bahrain expel Beirut’s envoys to their capitals, is another blow to a country already in the grip of crippling political and economic crises.

Lebanon had been counting on financial assistance from the Gulf to rescue its economy.

“The UAE announced the withdrawal of its diplomats from Lebanon in solidarity with the sisterly Kingdom of Saudi Arabia in light of the unacceptable approach of some Lebanese officials towards Saudi Arabia,” the foreign ministry said in a statement.

It “also decided to prevent its citizens from travelling to Lebanon,” it added.

Lebanese gov’t has been desperate to rekindle strained relations with Gulf countries, as it reels from a crippling economic crisis.

Lebanese Information Minister George Kordahi’s criticism of the Saudi-led military campaign in Yemen against the Houthi rebels has further strained relations between Lebanon and Gulf countries.

Saudi Arabia and the GCC were once key political allies and economic backers of Lebanon. But lately, they have positioned themselves more on the sidelines, alarmed by the growing influence of Iran-backed Hezbollah and its allies in the Lebanese government, observers say.

Lebanon, now reeling from an economic crisis that has plunged almost three-quarters of its population into poverty, is hoping to restore relations of old.

Some analysts have suggested the fallout from Kordahi’s remarks may further push the GCC away from Lebanon, especially while Iran and Saudi Arabia continue de-escalatory talks. However, Elham Fakhro, a visiting scholar at the Centre for Gulf Studies at Exeter University, said that was not the case.

“The decision by Saudi Arabia and the UAE to summon their ambassadors from Lebanon is a reminder that despite the broader atmosphere of de-escalation in the region, red lines have not changed,” Fakhro told Al Jazeera.

However, the cash-strapped country continues to face several hurdles and setbacks in doing so. Kordahi’s remarks were the latest in a series of controversies over the past year alone.

Saudi Arabia designated Hezbollah’s financial institution Al-Qard Al-Hassan as a “terrorist entity” on Wednesday, just as they summoned their ambassador.

Last April, Saudi Arabia announced an indefinite ban on Lebanese produce and agricultural products, after foiling an attempt to smuggle over five million illegal amphetamine Captagon pills hidden in a shipment of pomegranates inside Jeddah Port.

What are the Houthi ballistic missiles and how do militias obtain them?

Iran is supplying the fighters with a growing arsenal of increasingly accurate projectiles

Numerous reports, including a comprehensive UN Panel of Experts investigation in 2020, show strong links between the Houthi missile programme and weapons designed and supplied by Iran. Tehran has long displayed expertise in building ballistic missiles but in recent years it has improved their accuracy dramatically.

So, too, have the Houthi rebels, who have gone from firing relatively unreliable projectiles blindly towards government-held areas. to be able to strike with a worrying level of accuracy, as seen in the homing in on specific targets around the government’s last northern stronghold of Marib.

UN weapons inspectors, ballistics experts and the Saudi Arabia-led coalition have analysed evidence, including debris left after strikes and the Yemeni rebels regular displays of projectiles in propaganda videos, to gain a fair picture of the situation.

The bulk of the Houthis' arsenal today appears to be made up of the Burkan-3 for longer-range strikes up to 1,200 kilometres, the shorter range Badr P-1 rockets, with a 150km range and the Soviet-era Frog-7, which Houthis call the Zelzal, with a 65km range.

The Burkan-3 missile — a modified Iranian Qiam missile, according to the Washington Institute for Near East Policy think tank, can hit targets 1,200km away, based on analysis by Ralph Savelsberg, ballistic missile expert at the Netherlands Defence Academy.

It is the rebels' longest-range missile but is also inaccurate. It is more often used in rocket attacks across the border at targets in Saudi Arabia.

The Burkan is based on a Soviet-era Scud C missile, once feared by US-led coalition forces during the First Gulf War but increasingly vulnerable to modern missile defences.

It is designed to be hard to intercept as it flies towards its target at a steep angle at extremely high speed. However, US-made Patriot Air Defence systems in Saudi Arabia are more than capable of intercepting such rockets.

The rockets fired at Marib, however, are likely to be much shorter range given that the area is on the front lines between government and rebel forces.

The Frog-7, or Zelzal, is a fast, short-range missile with a top speed of Mach 3, or three times the speed of sound and a range of only 65km. It is, however, extremely inaccurate. Some sources indicate that on average it will hit within 400 metres of the intended target.

That makes it more dangerous in populated areas where it could easily hit civilians but also less likely to be used in targeted strikes against tribal meetings, for example, that require a more accurate projectile.

The Houthis also have the shorter range Badr P-1 missile with a range of 150km. In 2018, the rebels claimed it was far more accurate than any previous missile in its inventory, able to hit a target as small as 3m in diameter.

Trotz enormer Rüstungsausgaben seien die golfarabischen Streitkräfte schwach: «Sie sind ausserstande, die Ölmonarchien über mehr als ein paar Tage vor Feinden zu schützen. Dafür verlässt man sich bis heute auf die USA und in geringerem Mass auf Grossbritannien.»

Die gewaltigen Rüstungskäufe seien im Grunde nichts anderes als eine Versicherungsprämie dafür, dass Washington und London im Notfall die reichen Ölländer heraushauten. Nach dem Prinzip: Wir kaufen eure Waffen, dafür verteidigt ihr uns. So betrachtet ist das Geld sinnvoll investiert.

Tatsächlich können die Golfstaaten ihre Hochtechnologiewaffen gar nicht selber unterhalten und einsetzen. Es fehlen ihnen auch motivierte eigene Soldaten. Welcher wohlhabende Golfaraber will schon Militärdienst leisten?

Stattdessen – und dies seit langem – setzen die Feudalherrscher auf Söldner: aus Pakistan, Indien, Bangladesch, aus sunnitischen arabischen Ländern wie Marokko oder Jordanien, im Fall des Jemen-Feldzugs auch zunehmend aus Kolumbien, aus dem Sudan, Somalia oder Uganda.

«Wie stark sie abhängig sind von Söldnern, ist ein gut gehütetes Geheimnis. Sie machen aber, je nach Golfstaat, um die 80 Prozent der Truppenbestände aus», sagt Barany. Selbst in den Offiziersrängen, offiziell Staatsbürgern vorbehalten, finden sich viele Ausländer. Man verleiht ihnen dafür einfach das Bürgerrecht.

How can we stop rogue states misusing drones?

It seems clear that drones are quickly becoming the most important weapon systems in states that want to dominate future battles. Notably the US, China, Russia, Israel, Iran and Turkey have all contributed to the technology’s rapid evolution over the last few decades.

The issue is that drones empower both, and it’s countries like Iran – because they are far weaker militarily – who gain the most from the technology.

What can we do? First, we must be realistic. Now that the technology has been developed any attempts to stop drones being used are behind the curve. The bell cannot be unrung. We must now ensure that, as the technology improves, we find ways to stop rogue states using this technology to act with the impunity we saw recently in Syria.

Saudi Arabia continues to spearhead international community talks pushing for a peaceful solution to Yemen’s crisis with the Kingdom’s ambassador to the war-torn nation affirming that efforts and the initiative to achieve a comprehensive political solution are still in place.

Iran’s drones are a buzzing menace for Saudi Arabia

Going largely unnoticed, the small but sophisticated Iranian-made armed drones have undercut the security balance in the Gulf region and the Arabian Peninsula over the past few years, ushering in a novel asymmetrical menace.

Two years since the attack on the Aramco facilities, it is evident more than ever that the menace Iran’s drones pose to Saudi Arabia is not a temporary implication of the Yemen War, as believed at first, but one that is here to stay as a linchpin in the regional attack and deterrence capabilities of the Islamic Republic. This is a far-reaching development, as it has granted Tehran a new and efficient way to coerce both its neighbors and the West by impairing, whenever it wishes, maritime pathways and the global energy market. The low budget, home-grown, and easy-to-operate drones somewhat offset Iran’s inferior air capabilities, which heavily relies on about four dozen pre-revolution F-14s, against US troops in the Gulf.

While the manufacturing cost and the precise specification of the drones in Iran’s arsenal are unclear, Tehran fields more armed drones than countries like the United Kingdom or Russia, with a way lower military budget of $15-20 billion annually. From Saudi Arabia’s standpoint, the exposure of its petroleum plants to arbitrary airstrikes could inhibit the partial privatization of the national oil giant Aramco, which is an essential pillar of Saudi Vision 2030—the pretentious strategic framework, led by Crown Prince Mohammed bin Salman, to diversify the kingdom’s economy and reduce its dependence on oil by the end of the decade.

By now, it is also apparent that the US is not keen to throw its weight behind backing its Saudi ally from Iran’s direct and proxy drones (at the same time that US bases in Iraq and Syria are subjected to consistent drones strikes by Iran-backed Shia militias).

Underlining its indifference to Saudi Arabia’s aerial vulnerability, in June, the US announced a sharp reduction of its missile systems and radars in the kingdom and across the Gulf (aiming to redeploy them to other fronts to face China).

As implied earlier, Israel could be an ideal partner for Saudi Arabia in the face of looming Iranian drones that endanger both countries, as Israel has already experienced an infiltration of Iranian-made loitering drones by Hezbollah and other Shia militias from Lebanon and Syria.

YEMAC: 1,700 shells, cluster bombs have been discovered in 4 provinces

The Yemen Executive Mine Action Centre (YEMAC) managed to clear 35,486 square meters, during the period from October 23-28, in four Yemeni provinces, including Jawf, Sanaa, Bayda, and Marib.

Yemen's Marib city battens down as Houthis advance through energy-rich province

Expecting a possible siege, pro-government forces in central Yemen are preparing to defend Marib city, their last northern stronghold, against advancing Houthi fighters bent on taking full control of one of Yemen's key energy-producing regions.

Should Marib governorate fall to the Houthis it would deal a blow to the military coalition led by Saudi Arabia that has been battling the Iran-aligned group for over six years and to United Nations-led peace efforts.

The looming battle for Marib City would also put at risk its population of three million people, including nearly 1 million who fled other parts of Yemen since it became ensnared in a regional power struggle between Saudi Arabia and Iran.

Government forces say they will not cede. Trenches, sand bags and land mines are in place around the city, two military sources and a local official said.

New attack hits Saudi Arabia

Saudi Arabia has on Monday announced that it had been subjected to a new aerial attack, and accused the Yemeni Armed Forces of carrying out an attack on its territory.

According to the Saudi-led coalition’s spokesman, the attack was carried out by a drone plane targeted the King Khalid military base in Khamis Mushit.

The base is the main center for Saudi Arabia to carry its operations against Yemen.

The Saudi coalition claimed that it had intercepted and shot down a drone fired by Yemeni forces into southern Saudi Arabia.

According to the official news agency of Saudi Arabia, the Saudi-led coalition claimed Monday Morning that it had intercepted and shot down a drone belonging to the Yemeni army and popular committees.

Turki al-Maliki, the official spokesman for the Saudi coalition claimed that the explosives-laden drone fired into Khamis Mushait in southern Saudi Arabia was intercepted and shot down by the coalition.

KSrelief Masam Project Dismantles more than 1,700 Mines in Yemen During One Week

King Salman Humanitarian Aid and Relief Center's (KSrelief) project for clearing mines in Yemen (Masam) demined 1,759 mines during the fourth week of October 2021, including 11 antipersonnel mines, 569 anti-tank mines, 1,174 unexploded ordnance and 5 explosive devices.
Since the beginning of the project, as many as 284,637 mines, planted by the Houthi militias, have been dismantled.

Yemen’s Deputy Foreign Minister Hussein al-Ezzi has said on Sunday that there are consultations between the leaders of the Islah Party, the Muslim Brotherhood faction that currently occupies Marib city, to hand over the city to the forces of the National Salvation Government of Yemen and spare it from further fighting.

“We have both brothers and adversaries in the Islah Party, and there are active consultations within the party to prevent bloodshed and hand over the Ma’rib district and city to the state, especially since these two directorates are the only ones left not liberated yet in Ma’rib,” al-Ezzi said in a tweet.

“I hope that the good leaders’ choice will overcome the evil ones. Those obstinate must realise that the battle is already over,” he added.

Rebel shells kill 3 children, wound 3 more in Yemen: media

Three children were killed and three more critically wounded by rebel mortar fire in a neighbourhood of Yemen's third city Taez, the official Saba news agency said Saturday.

"The Iranian-backed Huthi militia targeted the Al-Kamp neighbourhood with... shells, which led to the death of three children," Saba said.

Among the three wounded children, one has had his legs amputated and "all of them are in a critical condition", it added.

A doctor at Taez hospital confirmed the report to AFP, and said the toll could rise.

[Sanaa gov.] Yemeni Forces Close to Liberating Ma’rib as Major Tribe Switches Sides to Back Ansarullah

Yemeni forces and allied fighters from Popular Committees, backed by tribesmen, are close to liberating the city of Ma’rib as they have made new advances on the last stronghold of Saudi militants in Northern Yemen.

The Middle East Eye (MEE) news portal reported on Friday that the Yemeni forces’ recent recapture of Al-Juba and Jabal Murad districts brought them closer to Ma’rib’s provincial capital.

The spokesman of the Yemeni Armed Forces, Brigadier General Yahya Saree, said the Murad tribe, one of the most powerful tribes in Yemen, had played a major role in the latest advances in Ma’rib.

He also noted that the Yemeni soldiers are seeking to liberate Ma’rib city, pledging to secure its residents and their properties.

Using a pseudonym, Ahmed, a militant loyal to former Riyadh-backed Yemeni president Abd Rabbuh Mansur Hadi in Ma’rib, stated the Yemeni troops had advanced in Jabal Murad district peacefully after tribesmen switched sides and joined them in the battles.

“Tribal fighters from the Murad tribe were leading the battles against the Houthis in Jabal Murad district, but they have disappointed us and joined the Houthis,” he explained, adding, “In one night they changed from allies to fighters with the Houthis.”

Meanwhile, local reports said that Yemeni tribal leaders had arrived in the capital Sana’a to hold talks with the popular Ansarullah movement about a peaceful takeover of Ma’rib city.

“Residents of Ma’rib weren’t aware about the agreement between the Houthis and the tribal leaders of the Murad tribe and we only found out after the Yemeni forced advance on Jabal Murad district,” noted Jaber, a Ma’rib city resident.

“I think there are talks between the Houthis and tribal leaders, especially after the recent advances and the support the Houthis received from the tribal leaders, but we don’t know details,” he added.

He further said that the Yemeni forces are now near the road that leads to Safer oil field, where the wealth of Ma’rib is located.

Yemeni JF unveil most dangerous Houthi mine net

Engineering teams have removed the most dangerous field of landmines in the Yemeni western governorate of Hodeida, the Yemeni Joint Forces (JF) said Monday.
A laser-operated net of mines was laid by the Iranian-backed Houthi group in the southern suburbs of Hais town, JF military source said.
"The net was viciously planted over an area of nearly 100 square meters, with the mines camouflaged" so as to seem natural figures that cannot easily noticed, the source added.

Yemenis opt for morning park workouts to help cope with stress of war

"These exercises, this running and weight loss brought back my life and health," said the retired engineer, who has shed 40kg in weight and stopped chewing the addictive green stimulant qat.

It is mostly men in their sixties and seventies who use the walkways and low walls of Sanaa's public park daily to do the light fitness drills selected by retiree Naji Abu Hatim, who started the movement he now calls the "Best Team". Women in Yemen do not generally exercise in public.

Abu Hatim said the sessions were comforting.

"(Life) outside this park is full of anguish. We look forward to this morning hour because it is far from all worries, far from all sad news," he said.
