Al-Qaeda leaders fleeing Seiyun prison arrive at coalition camps in Marib

A number of al-Qaeda prisoners, including leaders, arrived in Marib city after they escaped from Seiyun prison in Hadhramaut province.

Local sources in Marib province told the “ Yemen Press Agency” that 10 princes of the terrorist organization, accompanied by a number of their companions, arrived at the headquarters of the “Third Military Region” in Marib city, on board three buses .

Buses carried al-Qaeda leaders and gunmen who came from the city of Seiyun to Marib under heavy military protection by members of the group, who were recruited in the “third military region,” the sources said.

Al-Qaeda operatives escaped from Seiyun Central Prison last Thursday, mysteriously, where Islah militants were accused of facilitating their escape from prison.

Casualties reported as clashes break out between coalition’s factions in Lahj

Clashes broke out again on Saturday between Saudi-led coalition factions in Lahj province, southern Yemen.

This was reported by Yemen News Portal, based on the testimonies of well-informed sources.

According to the sources, the clashes broke out for the second day in a row between elements of the security belt of forces loyal to the UAE-backed Southern Transitional Council (STC)’s militia, and others belonging to the Al-Amaliqa 2nd infantry Brigade in the Al-Musaymir District.

The sources explained that the clashes broke out after disagreements between the gunmen of the two sides on collecting the royalties of shops in the directorate.

Moreover, the same sources noted that the clashes resulted in the death of one of the 2nd infantry Brigade’s gunmen and the injury of two others belonging to security belt forces.

Oil Companies Bury Chemical Waste in Saudi-Emirati Occupied Shabwa

Citizens in Shabwa governorate complained that oil companies bury chemicals near their homes, causing pollution of water sources and causing great damage to agricultural lands, as well as the spread of various diseases.

Local residents said that oil companies in the Ayyad area bury oil waste in one of the places near the landfill that oil transport locomotives pass between Al-Aqla and Ayyad.

They pointed out that the governorate suffers from an outbreak of cancer and kidney diseases due to this dangerous waste. These companies were not satisfied with plundering the governorate's wealth, but also wanted to harm what remained of water sources, they added.

An environmental study revealed that a number of districts of Shabwa Governorate are still exposed to serious oil pollution. Its effects extended over vast distances, affecting the surrounding farms and wells, in light of a deliberate silence from the Riyadh-backed government, which is content with acquiring revenues for its own account without caring for this province and its people, despite their repeated appeals to contain the disaster.

Yemen MPs in Aden Ahead of Voting in Presidential Council, Govt

Several Yemeni lawmakers, ministers and members of the Shura Council arrived in the interim capital Aden on Sunday ahead of the arrival of the new Presidential Leadership Council to the city.

The council and new government are set to be sworn in in the city, capping the transition of power from former Presindent Abdrabbuh Mansur Hadi.

Informed government sources told Asharq Al-Awsat that parliament Speaker Sultan al-Burkani, members of the Presidential and Shura Councils and lawmakers arrived in Aden flying in from Riyadh.

Head of the Presidential Council Rashad al-Alimi and the seven members of the body will arrive at a later time as a security precaution, they added.

US forces arrive at Aden al-Ma’ashiq Palace

The United States of America has sent military forces for the past hours to the Al-Ma’ashiq Palace in Aden city, south of Yemen, according to navigational sources.

The sources affirmed the US military forces entered Aden under the pretext of securing and protecting the residence of the President of the Riyadh-formed Presidential Council, who will arrive at the city’s airport in the coming days.

The American forces arrived from Al Ghaydah Airport which the coalition countries have made a joint military base with the American and British forces, in addition to the Israeli Navy’s soldiers and officers, since the beginning of 2017.

The sources also confirmed that a Saudi military plane arrived at the airport carrying dozens of armored vehicles, which expected to be given to officials returning from Riyadh.

The US and Saudi military plane came after the members of the House of Representatives dismissed by Sanaa, headed by Sultan Al-Barakani, arrived in Aden amid expectations that the officials returning to Aden might be subjected to terrorist attacks.

The sources indicated that the coalition countries seeking to return the Riyadh-formed Presidential Council to Aden came after the overthrow of the so-called legitimacy of the resigned “President Hadi”.

STC factions besiege Yemen’s Aden

Factions loyal to the UAE-backed Southern Transitional Council (STC) on Sunday have surrounded the city of Aden ahead of a planned return of officials of the Saudi-formed presidential council.

According to security sources, various formations of the STC have increased their deployment at the level of the province’s directorates, set up checkpoints and deployed anti-aircraft missiles and snipers on rooftops and mountain heights.

The deployment came amid reports of a Saudi decision to return officials from a Moeen government and parliament in the coming hours.

According to the sources, the factions refuse to hand over Aden, and their movements are a blow to the security efforts concluded in the Saudi capital, which included handing over the city’s security file to Tariq Saleh’s faction and the security belt forces, which is an indication that the city is preparing for chaos in the coming days.

Land Transport Affair Authority (LTAA) denounced on Sunday the extortion of travelers at the Wadiah Land Border Port with Saudi Arabia.

In a statement received by the Yemeni News Agency (SABA), the Authority noted that mercenaries' extortion of travelers and closure of the port violated the rights of citizens suffering from aggression contrary to international and humanitarian norms, covenants, and conventions.

Saudi Arabia forced Yemen's president to resign, says report

Abd Rabbu Mansour Hadi is being kept under house arrest in Riyadh, Wall Street Journal reports, citing Saudi officials

Saudi Arabia forced Yemen's President Abd Rabbu Mansour Hadi out of office and is keeping him under house arrest in Riyadh, the Wall Street Journal reported, citing both Saudi and Yemeni officials.

Amid talks taking place between Yemeni politicians in Riyadh in the second week of April, when Hadi handed over power to a council of various Yemeni groups, Saudi Crown Prince Mohammed bin Salman (MBS) gave the Yemeni president a written decree that delegated his powers to the council, according to the officials who spoke to the Journal.

"Hadi is effectively under house arrest at his residence in Riyadh without access to phones," a Saudi official told the newspaper. A second Saudi official said few Yemeni politicians had been allowed to meet him, and only with prior approval from Riyadh.

MBS said to Hadi that the other Yemeni leaders believed it was time for him to step down, and Saudi officials threatened to expose evidence of alleged corruption committed by Hadi.

Another Saudi official told the Journal that Riyadh did not pressure Hadi to resign and that the kingdom was not keeping him under house arrest but rather the different pro-government factions in Yemen had lost faith in him and asked Saudi Arabia to persuade him to leave office.

"Saudi Arabia has not orchestrated the removal of Hadi nor threatened to expose alleged corruption," the Saudi official said. "Its role was limited to conveying the desire of the Yemeni factions who participated together in the Yemeni-Yemeni talks to President Hadi."

Saudi Arabia pushed Yemen’s president to step down, report says

According to the officials, some Saudi officials threatened to publicize what they said was evidence of Hadi’s corruption in their efforts to convince him to step down, the Journal wrote.

Since leaving office, Hadi has been confined to his house in Riyadh and denied access to phones, one Saudi official told the Journal.

Presidential Council holds its first meeting

The Presidential Leadership Council (PLC) convened a session in Riyadh on Friday, chaired by the head of the PLC Dr. Rashad al-Alimi, the state news agency reported.
The Presidential Leadership Council reviewed its outline plan for the coming period, setting out its priorities to be in focus of its actions.
Earlier the same day, the PLC held joint meeting brought together the head and members of the technocrats government and the governors of the governorates to discuss the top priorities of the current stage.

Economic stability, alleviating citizens’ suffering key priorities: Yemen’s presidential council

Yemen’s Presidential Council said alleviating the suffering of the people and shoring up the economy were among the priorities for the newly formed body.

A meeting between the council and government discussed the priorities of the current term as well as charting a new path for the war-torn country, a statement from the council said.

The complementarity of national efforts and unity will characterize a new phase of work, the council said.

Rashad Al-Alimi, the president of the council, characterized the upcoming period as exceptional and said “each of us should assume his responsibility,” adding that he welcomes a just and comprehensive peace.

Yemeni Gov’t Prioritizes Peace Despite Houthi Truce Violations

Yemen’s official government has renewed its prioritizing of peace and support for international efforts to end the war with Houthi militias despite the latter’s continued escalation and violations against the UN-sponsored truce that went into force on April 2.

“The government has chosen the path of peace in order to end the longstanding conflict,” confirmed Yemeni Permanent Representative to the UN Abdullah Ali Fadhel Al-Saadi.

Al-Saadi’s remarks came during his speech at a UN Security Council meeting addressing the situation in the Middle East.

While affirming that the official state was prepared to go to great lengths to realize the aspirations of the people for peace, security and prosperity, Al-Saadi noted that “the path to peace remains troubled by the Houthis failing to offer real concessions for the future of Yemen.”

He pointed out that his country's government had made many concessions to alleviate human suffering and end the war imposed by Houthi militias.

Shatara: Southern Cause well protected, no bait swallowed

"Some are afraid of the STC's participation in the Presidential Leadership Council and some are poking fun at the STC, considering the South has swallowed the bait to be handed over to Sana'a and to be ruled from there." Shatara said.

Ten al-Qaida inmates escape from prison in eastern Yemen

Ten jailed al-Qaida militants have escaped from prison in Yemen’s eastern province of Hadramawt, security officials said on Friday.

The inmates staged a quarrel among themselves late Thursday at the prison in the city of Seiyun, forcing guards to intervene. But when they did, the prisoners overpowered them, seizing their Kalashnikov rifles and binding their hands before running away, prison officials said. They asked to remain anonymous because they were not authorized to brief the media.

Preliminary investigations indicated that the inmates must have coordinated their move with prison guards who collaborated, as well as other militants from outside, they added.

Pro-Saudi Military Leaders Involved in Smuggling 10 Al-Qaeda Militants in Hadramawt

Informed sources revealed the involvement of military leaders affiliated with the US-Saudi aggression in releasing a number of leaders of al-Qaeda in Hadhramaut Governorate.

According to Yemen Press Agency, the sources confirmed that the so-called Military Prosecution in Hadhramaut continues to detain the leader of the Al-Qia’an camp, Mohammad Al-Khaliqi, who is impersonating the rank of first lieutenant, and Salim Al-Menhali in the case of smuggling 10 members accused of murders for the benefit of an unknown party.

The sources indicated that Al-Khaliqi and Al-Menhali work within an unknown gang and contributed to the release of the criminal members, who are likely to be from Al-Qaeda.

Tariq Afash sets condition for “doing his job from Aden”

Media reported that Tariq Saleh asked Saudi Arabia to allow a large force of his own to enter Aden with the justification for protecting him while he was there.

According to the media, Deputy Chairman of the Command Council Eidros Zubeidi responded by saying that the STC forces are able to protect all members, in an implicit rejection of any presence of Tariq’s forces in Aden.

Islah militants carry out arrest campaign in Marib

Islah party’s militias carried out on Thursday arrest operations against coalition’s recruits in Marib province, local sources told Yemen Press Agency.

The sources said that special security forces arrested dozens of coalition’s recruits who loyal to the tribal sheikh, Thiab Muhsen Muaaily, one of conference party leaders.

Yemen: New Houthi commitment ‘encouraging step’ to protecting children

The United Nations commended on Monday a new signed Action Plan to safeguard children affected by armed conflict in Yemen.

At the start of a two-month nationwide truce, the Houthis signed an Action Plan with the UN to end and prevent the recruitment and use of children in armed conflict; the killing and maiming of children; and attacks on schools and hospitals.

“The United Nations welcomes efforts by all parties to the conflict to end and prevent grave violations against children and this new commitment by the Houthis is a positive and encouraging step in that direction,” said UN Special Representative for Children and Armed Conflict (CAAC) Virginia Gamba.

Having signed the Action Plan in New York as a witness, Ms. Gamba welcomed this additional measure to reinforce the protection of Yemeni children who have suffered tremendously after seven years of destructive conflict.

In signing the Action Plan, all main parties to the conflict in Yemen have committed to ending and preventing grave violations against children.

The Houthis have committed to cease recruiting and using children – including in support roles – releasing them from their ranks within six months, and providing reintegration support.

Provisions on preventing their killing and maiming and protecting health and education facilities are also included in the Action Plan.

“The most difficult part of the journey starts now,” the Special Representative said.

The Special Representative called on the Houthis to facilitate access for humanitarian actors to communities affected by the conflict and to reprioritize the rights and needs of children.

“The Action Plan must be fully implemented and lead to tangible actions for the improvement of the protection of children in Yemen,” she asserted.

The Action Plan has opened the door to addressing Yemen’s urgent humanitarian and economic needs while also creating a genuine opportunity to restart Yemen’s political process.

Ms. Gamba called on all parties to the conflict to use the opportunity of the current truce to include child protection provisions in ongoing peace negotiations.

She reiterated the availability of the UN to support the Houthis and other Yemeni parties in measures reinforcing the protection of children from the ravages of hostilities.

“Ultimately, obtaining lasting peace is the best way to protect children in Yemen and should be the first objective of all parties to the conflict in the country,” the senior UN official emphasized.

UN envoy to Yemen arrives in Aden for talks with gov’t officials

UN envoy to Yemen Hans Grundberg arrived in the country’s interim capital Aden on Monday for talks with government officials.

The UN envoy was accompanied by Yemeni Defense Minister Mohammad Ali Al-Maqdashi and Faraj Al-Bahsani, a member of the newly formed Presidential Council, a source at Aden Airport said.

On Sunday, Grundberg held talks in the Saudi capital, Riyadh, with chairman of the Presidential Council Rashad Al-Alimi and Foreign Minister Ahmed bin Mubarak on the implementation of a two-month truce with Houthi rebels.

Monday’s visit by the UN envoy came one day after government officials and a host of lawmakers had arrived in Aden on Sunday for talks on solving the 8-year conflict in Yemen.

Houthis call coalition willingness to show peace intentions

The Saudi-led coalition is urged to willingly show peace intentions and translate these intentions into practical steps, Houthi foreign minister said on Tuesday.
Saudi Arabia and the United Arab Emirates need to prove credible in pressing for peace through tangible moves on the ground, away from slogans aimed to gain international sympathy, Hisham Sharaf told the UN special envoy for Yemen, Hans Grundberg.

Non-commitment of US-Saudi Aggression to Open Sana’a Airport Amid UN Silence

Until yesterday, the first airline flight of Sana’a International Airport did not start, despite passing a week after the launch of the first scheduled trips, according to the UN-sponsored truce.

After postponing the first trip from Monday until Friday, the date was made without entering the airport.

While the UN envoy to Yemen, Hans Grundberg, postponed the launch of the first flights claiming that it is for "logistical actions", no other justification was found during his meeting with the head of the National Delegation, Mohammed Abdulsalam, in the Omani capital Muscat, Saturday.

Thus, Grundberg silently stands in front of Saudi Arabia and its lack of obligations to lift the air embargo on Yemen, as former United Nations envoys have done.

Sana’a Airport Director, Khaled Al-Shaif, earlier confirmed that the facility is ready to receive all commercial flights as it receives daily United Nations flights.

He noted that the services provided by the airport for the organization are the same as other airlines, however, UAE-Saudi aggression delays implementing the deal regarding return of civilian flights.

Yemenia Airways still awaiting permits from Saudi-led invaders to start flying on Sana'a International Airport

Yemenia Airways revealed on Thursday the reasons for the delay in opening Sana’a International Airport to commercial flights.

Yemenia Airways media official Salam Jabari said in a press statement that the company is awaiting permits from the Saudi-led coalition to launch commercial flights.
He added that so far no permits have been obtained.

“The delay in operation was not a technical issue, but a political one caused by the coalition. The United Nations should press the coalition to grant permits for flights,” he said.

Jabari predicted that commercial flights to Sana’a airport would not be operational in the near future unless the United Nations exerted pressure on the coalition as it is the sponsor of the truce.

He stressed the readiness of Yemenia to operate two flights a day to Sana’a from Amman and Cairo, during the period of the two-month UN truce.

Yemen: ‘Light at the end of the tunnel’ as first nationwide truce in six years continues

A UN brokered two-month renewable truce between the warring parties in Yemen is holding, Special Envoy Hans Grundberg told the Security Council on Thursday, providing “light at the end of the tunnel”, and the possibility of a lasting peace.

The UN envoy saw the move as “a moment” of respite and possibility, for pursuing peace.

He noted that “continued commitment” is required from the Saudi-led coalition which backs the internationally recognized Government, Houthi opposition forces, the region as a whole, and the international community, to ensure that it holds and becomes “a turning point toward peace.”

Since the start of the truce on 4 April, he pointed to “encouraging signs”, such as a significant reduction in violence and civilian casualties; no confirmed airstrikes; more fuel flowing through the Hudaydah region’s ports; and preparations for commercial flights from Sana’a airport – controlled by the Houthis - for the first time since 2016.

However, reports of military operations around Marib must be addressed through the truce mechanisms – or risk setting the stage for a new escalation.

“I want to remind the parties that the foundational principle of the truce is that the respite it offers should be used to make progress toward ending the war, not to escalate it,” said Mr. Grundberg.

“The parties have publicly committed to de-escalation, and this is what the Yemeni people and the international community expect of them”.

Easing restrictions on the movement of goods and civilians is a priority for the truce.

“Flights to and from Sana’a airport need to resume and we are working with partners to make this happen as quickly as possible,” said the UN envoy.

Another priority is for an agreement to open roads in heavily-contested Taiz.

“It is imperative that serious work is done in Taiz to open roads, allowing civilians on either side of the frontlines, both in the city and the surrounding areas, to go to work and school, and facilitate trade”.

He flagged that the truce – a result of the parties’ commitments and “longstanding and tireless efforts” of Yemeni civic actors, youth groups, and women peace activists to stop the war – “it is still fragile and temporary,”

The fragile agreement offers a “rare opportunity to pivot toward a peaceful future,” Mr. Grundberg said, describing the coming weeks as “a test of the parties’ commitments to uphold their obligations,” and build trust and confidence

Yemen will need the international community’s support as much as ever to find an inclusive, peaceful and sustainable end to the conflict.

“I will need your redoubled efforts and support during this critical period,” he stated.

Hope for tomorrow

UN Emergency Relief Coordinator Martin Griffiths said that recent progress is helping to “pave the way” for a brighter future.

Fewer civilian casualties, more fuel ships arriving in Hudaydah and the truce are all positive steps, he said.

Moreover, he cited a recently-announced $3 billion economic support package that includes fuel and development assistance as well as a new $2 billion deposit in Yemen’s Central Bank – jointly provided by Saudi Arabia and the United Arab Emirates – to help stabilize the currency.

“Already, the rial has recovered 25 per cent of its value since this announcement,” explained the senior UN official.

This means that food and other essential goods – nearly all of which must be imported – should soon become more affordable.

Efforts are also progressing to resolve the threat posed by the FSO Safer, which has been moored off Yemen’s coast in the Red Sea since 2015.

Mr. Griffiths, who is also humanitarian affairs chief, elaborated that if some $80 million can be raised, a new UN proposal can be put into effect in May to offload oil from the precarious tanker onto a temporary vessel before replacing the Safer.

Meanwhile, humanitarian assistance is needed today to keep millions alive.

The UN humanitarian chief said that aid agencies are seeking $4.3 billion to assist 17.3 million people across the country this year.

He noted that while a 16 March event had raised $1.3 billion in pledges – well below what was asked for - more is urgently needed.

Despite aid constraints, including access challenges and attempted interference, there have also been some improvements, said the Relief Coordinator.

He drew attention to a new agreement with local security forces on the west coast facilitating humanitarian movements through the Dhubab checkpoint, describing it as “a long-standing objective” and a 2022 humanitarian needs analysis based on new data collected from all 333 districts across the country.

Yemen’s popular Ansarullah resistance movement sharply criticized the UN Security Council for welcoming the transfer of power last week from fugitive former President, Abd Rabbuh Mansour Hadi, to a new presidential council, stating that Yemeni people view the world body’s move as a cheap stunt.

“It is not surprising that the UN Security Council welcomes the Saudi-crafted transfer of power from Hadi to [the Chairman of the new presidential council] Rashad Al-Alimi, as it is ready to welcome any ruler installed by the Riyadh regime for Yemen, even if he is declared insane or incompetent,” Abdul Malik Al-Ajri, a senior Ansarullah official, wrote in a series of posts published on his Twitter page on Thursday, presstv reported.

Peace efforts should make human rights a priority

Mwatana for Human Rights welcomes the endeavors of UN Special Envoy to Yemen, Hans Grundberg, on the basis of which a two-month human truce was approved, as well as a series of announced steps to improve the humanitarian situation and all acts to end the war and bring the conflicting parties to the negotiating table.

Mwatana in this statement brings to notice the most pressing concerns of Yemeni civilians, emphasizing the importance of taking action to ensure the full enjoyment of their rights and to relieve them of the dire humanitarian situation that has resulted from seven years of war that has ripped up their social fabric and normal life.

Since 2014 Mwatans along with other local and international organizations, the Group of Eminent Experts, and UN panel of experts have documented a wide range of violations that all parties to the conflict were involved. For the first time since it was established in 2006, UN Human Rights Council dismissed a draft resolution on October 10th to extend consultants’ delegation to investigate human rights violations in Yemen. NGOs accused Saudi Arabia to spare no effort to achieve this rejection.

All current peace efforts are responsible for making human rights a priority, and on that basis, all arbitrary detainees should be released, all forcibly disappeared people should be revealed, torture and other methods of degrading human dignity should be prohibited, and unofficial detention centers that are not subject to the authority of the law should be closed.

Deporting Uyghur refugees is inhumane and illegal.

While the world’s attention is focused on the devastating war in Ukraine, Saudi Arabia is about to quietly deport a 13-year-old Uyghur child and her mother—along with two other Uyghurs—to China, where they will almost certainly be imprisoned and tortured. This attempted refoulement is not just evil — it’s illegal.

Given the incontrovertible evidence of crimes against humanity in China’s Xinjiang region, Saudi Arabia must not deport these individuals. U.N. special rapporteurs have also warned the Saudi government against the extraditions, but it appears ready to ignore the world’s foremost human rights authority. Not only would the deportation aid and abet crimes against humanity, but it would also violate the Islamic principle of migration, or hijrah, which obliges Muslims to offer protection to those seeking refuge and asylum.

This crime is even more flagrant considering that the Uyghurs were imprisoned just outside Mecca at the beginning of Ramadan. The stewards of Mecca have violated the sanctity of Islam’s holiest place during its holiest month with this violence, but it is not too late to make things right for these four innocent people.

The Guardian has reported that a recently-declassified CIA Inspector General’s report from 2008 found that CIA officers at a covert detention site in Afghanistan used a prisoner, Ammar al-Baluch, as a “training prop,” taking turns smashing his head against a plywood wall and leaving him with permanent brain damage.

Baluch is currently one of five defendants before a military tribunal at the U.S. military prison at Guantanamo charged with participating in the planning for the September 11 attacks. The case has been stuck in the pre-trial phase for 10 years, in part because much of the information that the government wants to use against the defendants was collected using torture.

Dad Says Botched U.S. Drone Strike Could Now Cost Him His Legs

The U.S. has so far refused to acknowledge a mistake that killed relatives of Adel al-Manthari, a Yemeni drone victim who may now lose his legs as a result of his injuries.

The U.S. military took four of Adel al-Manthari’s family members when an Air Force drone struck his car. Four years later, his doctors say that same strike is about to take his legs.

Adel al-Manthari is the sole survivor of a March 2018 American drone strike in Yemen that killed his four cousins and sentenced him to a lifetime of severe health problems. For just a fraction of the cost of one of the $150,000 missiles that an American drone fired at his family, the Defense Department could pay for the complicated surgery Manthari’s doctors say he needs to keep his legs.

But that would require the Pentagon to do something that so far it has so far refused to do in Yemen: admit it made a mistake and killed civilians who had nothing to do with al-Qaeda in the Arabian Peninsula (AQAP).

Manthari, like a number of other victims of U.S. drone strikes in Yemen, has spent the past four years trying to clear his family’s name, get the U.S. to apologize, and compensate his family for his injuries and the death of his four cousins—all to no avail.

But as his medical condition has deteriorated and threatened to deprive him of the limited mobility he still enjoys, Manthari’s efforts to get compensated and clear his family’s name have taken on new urgency.

At the end of a three-week trip to Saudi Arabia, Jordan, the United Arab Emirates, Kuwait, and Qatar by U.S. Special Envoy for Yemen Tim Lenderking, we have seen U.S. diplomatic efforts yield tangible results that improve the lives of Yemenis and advance peace. The United States supported the UN’s efforts to secure a two-month truce, which began on April 2 and provides immediate relief to Yemenis by easing the movement of people and goods, including fuel. In Special Envoy Lenderking’s subsequent engagements, he has urged the parties to adhere to the UN truce terms to pave the way for a viable, durable resolution to the conflict.

Over the past year, the Special Envoy has pressed for transparent, inclusive Yemeni-led efforts to reform the government of Yemen to ensure it meets the needs of all citizens and address their calls for justice, accountability, and redress for human rights violations and abuses. Ukraine war offers some clarity on transactional nature of US-Arab relations

It’s time for rightsizing and realignment. Washington can continue to cooperate, but only if it’s in our national interests.

What Saudi Arabia, the UAE, and many in Washington view as a U.S. “abandonment” of its Gulf partners should actually be judged as a prudent U.S. decision to not join a devastating war of choice. Washington should not appease regional actors and should not undervalue the benefits the U.S. security umbrella has conferred not just on the Gulf, but for global trade and free-riders such as China who have benefitted greatly at no cost.

Despite decades of investment of American blood and treasure in the region, Arab leaders continue to view their relationships with the United States on a transactional basis, as these relationships from their inception were not founded on shared values. Rightsizing and rebalancing America’s regional relationships does not mean that it must cut ties and disengage. The United States should continue to cooperate with countries in the Middle East to the extent that interests align in certain areas. However, this should not be done at the expense of U.S. strategic interests.

According to the American newspaper, the private equity company "Aventy Partners", which Kushner founded recently, obtained this huge investment 6 months after Kushner left the White House.

Iran confirms centrifuge workshop moved to underground site

Iran has confirmed it relocated a centrifuge facility to its underground Natanz nuclear site, state media reported, days after the U.N. atomic watchdog said it installed surveillance cameras to monitor the new workshop at Tehran’s request.

The late Saturday report by the official IRNA news agency comes as diplomatic efforts to restore Iran’s tattered nuclear deal appear stalled.

The news agency quoted the spokesman for Iran’s atomic energy organization, Behrouz Kamalvandi, as saying authorities had moved the operation to a safer place.

Iran’s centrifuge facility in Karaj found itself targeted in what Iran described as a sabotage attack in June. Natanz itself has twice been targeted in sabotage attacks amid uncertainty over the nuclear deal, assaults that Iran has blamed on Israel.

Iran atomic agency’s great stride in securing nuclear facilities

On April 14, it was announced that, based on new planning at the Atomic Energy Organization of Iran (AEOI), the special machinery used for manufacturing rotors and bellows had been transferred from the industrial TESA Karaj Complex to the Shahid Mostafa Ahmadi Roshan nuclear facility in the city of Natanz. The machinery began manufacturing centrifuge parts at the new workshops after having the International Atomic Energy Agency (IAEA)’s seals removed from it.

New Iran underground nuclear workshop

Iran has started making components for centrifuges to enrich uranium at a new workshop in its underground nuclear site at Natanz, the UN atomic watchdog said Thursday.
The new workshop replaces a facility in Karaj, near Tehran, after a sabotage attack there last year that was widely attributed to Israel.

Ukraine and Yemen Wars Highlight US’s Role as Biggest Arms Dealer in the World

Analysts say the defense industry has spent billions of dollars lobbying Congress while quietly making much more in profit by manufacturing weapons that fuel deadly conflicts in Ukraine, Yemen and across the world under federal arms sales agreements that have little effective congressional oversight.

There is a dangerous “feedback loop” between major weapons manufacturers in the United States that make billions in profits from arms sales, the countries that arm themselves with these weapons, and the U.S. government, which uses arms sales as “tools” to gain economic and diplomatic leverage, according to Dan Auble, a researcher at money-in-politics tracker OpenSecrets.

“Unfortunately, it’s ultimately the human beings on the ground who suffer as a result of the prolonged wars that are fed from these arms sales abroad,” Auble told reporters on Thursday.

The U.S. is the top arms dealer in the world, followed by Russia, France and the United Kingdom, with the U.S. responsible for 39 percent of arms exports globally, according to the Stockholm International Peace Institute.

Meanwhile, OpenSecrets reports that major U.S. weapons manufacturers such as Raytheon, Lockheed Martin and General Dynamics, which capitalize on conflict, collectively spent $2.5 billion lobbying Congress over the past 20 years, with $177 million spent on lobbying last year alone. Raytheon Technologies was the defense industry’s top spender in 2021 with a $15.3 million investment in lobbying Congress, where ever-expanding military budgets provide endless opportunity for profit.

About 43 percent of U.S. arms exports got to the Middle East, where Saudi Arabia and the United Arab Emirates are top customers.

Introduction

When civil war broke out in Yemen between the royalist tribes of Muhammad al-Badr and the republican forces under Colonel Abdullah al-Sallal, the International Committee of the Red Cross (ICRC) undertook a wide-ranging effort to help the civilian victims of the conflict, which ran from 26 September 1962 to 1 December 1970. At that point, the ICRC knew little of the Arabian Peninsula, and from the outset the work was delicate. The country’s rugged topography posed many obstacles, quickly complicating efforts to reach mountainous areas with no roads. [1] The heat and lack of water added to the immense difficulties ICRC staff encountered while working to help communities already struggling with poverty and endemic illnesses. [2] To facilitate their work, delegates and medical personnel immersed themselves in the culture, traditions and customs of a country that had been isolated from the rest of the world for centuries, confined by “an intransigent hostility towards foreign cultures.” [3] Over many weeks if not months, ICRC field staff lived alongside the wounded, prisoners and fighters of Yemen “in conditions from another age, sharing the privations and often the suffering of those they had come to help.” [4]

The ICRC carried out a range of activities on behalf of wounded and detained Yemenis during the 1960s. Negotiations to free fighters and remove leg irons from prisoners, surgery carried out deep in the desert – each moment illustrates the full scope of humanitarianism, which “counters the threatening fist with an outstretched hand and manages, in the thick of the violence and disaster, to establish a bond of trust and brotherhood.” [5] But there was also other work, less noticeable but just as indispensable to the success of any work in a foreign country. Humanitarians explored a new culture, at times acting as spectators of their own activities. Film clips from the ICRC archives occasionally focus not on delegates or medical staff at work but on the land and its people, lingering on a wounded man’s face, weathered by the desert winds, as he awaits medical care, or on a royalist fighter with a rifle on his shoulder and a jambiya dagger at his belt. The volume of crude oil production remained significantly below the pre-conflict levels. Non-oil economic activity continues to suffer from hostilities, interruption of basic services (electricity, telecommunications), and acute shortages of inputs, which were compounded by double taxation and distortions created by uncoordinated policy decisions by the two authorities. The war in Ukraine triggered further increases in commodity prices, heightening threats to Yemeni’s already dire food access and socio-economic conditions.

Outlook

Economic and social prospects in 2022 and beyond are highly uncertain and hinge critically on a resolution of the conflict and the overall security conditions. In this context, the flare-up of conflict, coupled with surging international oil prices, would be detrimental to the private sector’s operational environment. On the upside, robust growth in GCC countries driven by rising global energy prices may boost remittance flows to Yemen. Revenue generation in Yemen as a whole will continue to be deeply challenged by an extremely low tax base.

Yemen: Last chance saloon

Thanks to the truce offered by the Saudi-led coalition, the Yemeni people may see their food and fuel crises eased. The two-month truce – the most significant breakthrough in seven years of war – is also a golden opportunity to begin a political process to end the war in Yemen.

Such hopes are reinforced as Yemen’s president handed over his powers to a new leadership council tasked with peace talks with the rebels.

However, the Houthi rebels are reluctant to engage in any peace talks. They accuse Saudi Arabia of attempting to restructure the ranks of the Houthis’ opponents, pushing them towards further escalation. This is a red flag for the Houthis, who still have to accommodate the wishes of their mentors in Iran.

Several commentators see the Houthis’ acceptance of the truce as an attempt to relieve some of the crises they are facing now. They will be ready at any time soon to relaunch their attacks and reinforce their position on land when the chance is available.

Several parties were invited to join the consultations and the new presidential council, with its balanced structure designed to overcome the obstacles that have derailed the country throughout the past seven years. However, the only obstacle is the Houthi militia, whose decisions are dependent on Iran’s political say. Iran-aligned Houthi rebels resumed their attacks on the energy-rich government stronghold, the last in Yemen’s north, soon after the truce announcement.

While the fighting has not been at the intensity of past Houthi offensives in Marib, it raises questions as to the group’s intentions, even with the UN and the international community more optimistic that a peace deal to end Yemen’s war can be reached.

Salim Ali, a government soldier, said Yemeni army positions had come under Houthi attack on Marib’s southern front since the beginning of the Muslim holy month of Ramadan at the start of April.

“We’ve managed to repel them,” Ali told Al Jazeera. “They [the Houthis] are intensively using explosive-laden drones against our positions and vehicles, and I have lost a comrade.”

Two Yemeni women injured by landmine in Nihm

Two women were injured on Monday when a Houthi-planted landmine exploded in Nihm district, in the Yemeni northern governorate of Sana'a.
The mine blasted in Marhaba, a village in Nihm, local sources said, leaving two women – one of them seriously – wounded.

Yemeni JF unilaterally announce Hodeida-Taiz road reopened

The [anti-Houthi] Yemeni Joint Forces (JF) on Sunday announced unilateral measures to reopen Hodeida-Taiz road, pending similar measures from the Houthi group.
The JF-affiliated military works department has begun the process of reopening Hais-al-Jarahi road (linking Hodeida to Taiz) and repairing damaged bridges, spokesman for the National Resistance Brigades tweeted.
"This step comes as part of the JF's commitment to humanitarian course stated in the UN truce, and in order to ease people's suffering and smoothen their movements," Brigadier General Sadiq Doaid added.

Aggression's mine kills civilian in Hodeida

A civilian was killed on Sunday in Hodeida province in an the explosion of a landmine left behind by the US-Saudi-Emirati aggression.

The Yemen Executive Mine Action Centre (YEMAC) said in a statement that a citizen was killed in the village of al-Nasiri in Tuhaita district hours after another civilian was killed in al-Faza area in the same district.

Civilian killed due to landmine blast in Hodeida

A civilian was killed on Sunday due to a landmine blast left by coalition’s troops in Hodeida province, a security source told Yemen Press Agency.

The Executive Center for Mine Action indicated that the landmine of US-backed Saudi-led aggression coalition’s weapons remnants exploded in Faza area of Tuhaita district, leaving one killed.

Removing Over 200 Mines of US-Saudi Aggression's Remnants

The Executive Center for Mine Action, continues to clean Hodeidah governorate of the mines and the remnants of the cluster bombs, that were dropped by the US-Saudi aggression.

In a statement, the Center pointed that the center was able, through detection dog teams, to extract 208 mines in Hodeidah from the remnants of the aggression, during the second half of March.

Two civilians killed in mine explosion in west Yemen

Two civilians were killed in an accidental explosion of a landmine that had been laid by the Houthi group in Yemen's western province of Hudaydah, local sources said on Monday.

The explosion occurred while the victims were driving a motorbike in the area of Al-Fazah in the district of Al-Tuhayta, they added.
