[Sanaa gov.] National Delegation: US-Saudi Aggression Obstructs Truce Implementation

The head of National Delegation, Mohammad Abdulsalam, affirmed that the terms of the truce are clear and unambiguous, stressing that it is assumed that it is humane to deal with it without any politicization.

In a tweet, Abdulsalam said, Tuesday, that "the terms of the truce are clear and unambiguous, stipulating the cessation of military operations, the opening of the port of Hodeidah to a certain number of ships, and the opening of Sana'a Airport for two flights per week and to two destinations, Jordan and Egypt."

The head of the National Delegation considered that whoever creates any other conditions is the one who obstructs the implementation of the truce, stressing that "it is assumed to be humane to deal with, without any politicization."

It should be noted that the declared humanitarian and military truce, two-thirds of its two-month period has expired, in light of the continued closure of Sana'a International Airport, and obstruction of flights to it.

Truce in Yemen Turned into Humanitarian Setback Amid US-Saudi Threats of Military Escalation

The UN-sponsored humanitarian truce in Yemen, after its half-term passed, faced more than 2,853 violations by the US-Saudi aggression and its mercenaries, which did not commit to implementing any of its provisions during more than a month of the UN declaration, causing a new humanitarian setback for the Yemeni people.

The sustainability of the fragile truce in Yemen, which the world cheered for, depends on the commitment of the US-Saudi aggression to implement it and stop continuing its military violations, which amounted to 2,853 violations within 31 days, according to what was announced by the Sana’a forces.

On Wednesday, the humanitarian truce in Yemen under the auspices of the United Nations witnessed the most serious violations of the US-Saudi aggression as it launched an airstrike targeting the positions of the Yemeni Army and Popular Committees on Haradh border front.

The downing of a US-Saudi spy drone exposed the ugliness of the US-Saudi aggression with its crimes and its continuous violations of the truce that it did not adhere to from the beginning.

Well-informed sources in Sana'a say that there are complications by the aggression side, in light of its insistence on taking over the issuance of passports and visas.

The matter also applies to the port of Hodeidah. While the countries of aggression were supposed to facilitate the smooth flow of ships to the port, under the truce, the inspecting ships are still subject to inspection, and are detained off the coast of Jizan despite obtaining UN permits and licenses.

On the ground, the fires of the aggression side did not subside along the fronts, on the borders and inside. Shelling, reconnaissance, development and crawl, including a failed advance carried out by mercenaries towards Army and Popular Committee sites south of Marib.

All indicators do not serve the steadfastness of the humanitarian and military truce, and provide evidence that Sana’a continues to exercise restraint, in the face of heterogeneous parties that do not abide or respect their commitments to a truce sponsored by the UN.

Fragile truce in Yemen

Hopes are dwindling that the UN-brokered truce in Yemen will be renewed

As the two-month truce in Yemen that entered into force at the beginning of Ramadan nears the midpoint of its second month, hopes are dwindling regarding the prospects of its being renewed.

The political forces in Yemen claim that the UN-brokered truce has not been productive, and the belligerents accuse each other of violating it. The reported level of violations has led some to maintain that it was not effectively implemented inside Yemen. Skirmishes have been reported on all fronts in the northern part of the country.

While the truce at the external level has remained largely intact, the Houthi rebels have come under criticism for their response to a unilateral Saudi Arabian initiative to release 163 prisoners, the majority of whom were Yemenis.

The Houthis said that most of the released were not affiliated with them. They have also given indications that they do not intend to renew the truce with the Arab Coalition in Yemen and that they might re-escalate the conflict against Saudi Arabia.

Houthi Defence Minister Mohamed Al-Atefi warned members of the Saudi-led Arab Coalition of a “surprise response” after the Houthis downed a Saudi drone, hinting at the possibility of renewed escalation. He charged that the coalition was “not interested” in making peace.

Whether or not the truce has reduced military confrontation domestically, it has certainly not created an atmosphere conducive to peace overtures between the Houthis and the new Presidential Council formed during the Yemeni National Dialogue in Riyadh.

However, this was not unexpected, as the main belligerents in Yemen never signed onto the UN-brokered truce face-to-face, even though the government of former Yemeni president Abd Rabbuh Mansur Hadi and the Presidential Council that succeeded him have said they support it.

It is believed that Riyadh sees the truce as a step towards withdrawing from the conflict, regardless of whether a settlement is reached with the Houthis. According to a recent military communique issued by the Saudi-led Coalition, Riyadh is bolstering its military capacities along the Saudi border with Yemen on the basis that a military solution to the crisis in Yemen is unlikely in the foreseeable future.

However, if the truce is not renewed, it is difficult to imagine that the Houthis will sustain calm on the Saudi front, especially in the light of the remarks by the Houthi defence minister after Houthi forces intercepted the drone from the direction of Saudi Arabia.

The drone was a “reconnaissance” drone, according to some sources, which makes sense since Riyadh is keen to monitor the situation at the border after reports in the Houthi media that Houthi militias have placed missile-launching platforms along the border with Saudi Arabia.

The Netherlands is seeking to avert an impending environmental disaster in Yemen

The Dutch ambassador to Yemen, Peter Derrek Hof, is working with the UN to help prevent an environmental disaster involving an old oil tanker. On May 10th, the UN is to stage a rare donor conference in a bid to raise the $80 million necessary to dismantle the FSO Safer in the port of Ras Isa. The success of these efforts, over the coming months, will depend on the willingness of Houthi rebels to cooperate. ‘As a neutral country in this matter the Netherlands has good relations with all the parties in Yemen.’

[Sanaa gov.] Safer Agreement Committee expresses disappointment at UN failure to implement MoU

The Supervisory Committee for the Implementation of the Urgent Maintenance Agreement and the Comprehensive Evaluation of Safer Floating Tank has expressed its disappointment due to the United Nations' failure to implement the memorandum of understanding that was signed on March 5.

In a statement, the committee stated that the memorandum of understanding stipulated that the United Nations “will prepare an operational plan in accordance with the contents of the memorandum,” but the United Nations did not commit to this, and did not submit the plan despite the passage of more than two months since the signing of the memorandum.

It considered that any funds raised for the Maintenance Agreement, while the United Nations fails to implement the terms of the memorandum, would go into United Nations operational expenses as it has happened for the funds previously allocated to the maintenance and evaluation process.

IKRK: Rückführung von 117 Häftlingen aus Saudi-Arabien in den Jemen

Das Internationale Komitee vom Roten Kreuz (IKRK) ermöglichte am Freitag die Rückführung von 117 Häftlingen aus Saudi-Arabien in den Jemen nach einem entsprechenden Antrag des Gemeinsamen Streitkräftekommandos (Joint Forces Command, JFC) der Koalitionsstreitkräfte.

Das IKRK hatte sich bereit erklärt, bei dieser einseitigen Freilassung von Gefangenen durch die Koalitionsstreitkräfte auf Antrag des JFC und gestützt auf seinen humanitären Auftrag in bewaffneten Konflikten behilflich zu sein.

„Wir freuen uns zu sehen, dass humanitäre Anliegen Priorität erhalten, zugunsten der Familien, die darauf warten, dass ihre Angehörigen nach Hause zurückkehren", erklärte Katharina Ritz, Leiterin der IKRK-Delegation im Jemen. „Es ist wichtig, die Not der vielen Menschen im Jemen, die seit mehr als sieben Jahren unter diesem Konflikt leiden, zu lindern. Dazu gehören auch Inhaftierte und ihre Familien."

Vor der Rückführung führte das IKRK private Gespräche mit den Gefangenen in einem Gefängnis der Koalitionsstreitkräfte in Saudi-Arabien. Dabei konnten die Teams des IKRK die Identität der Inhaftierten überprüfen und sicherstellen, dass alle Personen, die für eine Freilassung in Frage kamen, auch tatsächlich in den Jemen überführt werden wollten. Zudem beurteilte ein medizinisches Team des IKRK den Gesundheitszustand der Gefangenen und untersuchte, ob sie reisefähig waren. Anschliessend wurden sie von einem weiteren IKRK-Team begleitet, das die Rückführung in den Jemen überwachte und für medizinische Bedürfnisse oder Notfälle bereitstand.

Saudi-led coalition sends dozens of freed prisoners to Yemen

Coalition says 108 detainees were flown on Friday from Saudi Arabia to the southern Yemeni city of Aden.

The Saudi-led coalition engaged in Yemen said has said it transported more than 100 freed prisoners to Yemen in coordination with the International Committee of the Red Cross in a humanitarian initiative to support a United Nations-brokered truce.

The coalition said last month it would release 163 prisoners from Yemen’s Houthi group who fought against Saudi Arabia, but a Houthi official later said the list included individuals who did not belong to the movement.

The coalition said 108 detainees were flown on Friday from Saudi Arabia to the southern city of Aden, where Yemen’s Saudi-backed government is based, and nine to the Houthi-held capital Sanaa. The ICRC in a statement confirmed that 117 had been repatriated.

The Houthis said they were in contact with the ICRC and that 126 detainees have been freed, “not 163 as the Saudi regime announced,” the group said in a statement.

The coalition said 37 prisoners were taken by land across the Saudi-Yemen border. It said nine “foreign fighters” were being handed over to their embassies, Saudi state media reported, without specifying their nationalities.

A Yemeni government official told Reuters that the Houthis refused to take those that were flown to Aden. Earlier this month, the head of the Houthis’ prisoner affairs committee said the list of detainees included people “unknown to us and who are not among our prisoners”.

The Houthis said only five of the detainees were “prisoners of war” and four were fishermen “who had been kidnapped in the Red Sea” and that the remaining detainees were unknown to the group. They also said nine of the detainees were foreigners from Africa.

The Houthi movement said it welcomed the freeing of any Yemenis but called for coordination with its authorities, adding that the group has freed 400 prisoners of war this year.

Saudi coalition transfers Yemeni prisoners as part of truce

Three planes carrying 117 Yemeni prisoners held by the Saudi-led coalition landed Friday in the southern port city of Aden as a truce between the country’s warring parties entered its second month, the Red Cross said.

The Saudi-led coalition fighting in Yemen announced last week that it would release 163 prisoners to its rivals — the Iran-backed Houthi rebels — in support of a cease-fire agreement between the warring sides. The agreement, brokered by the United Nations, aims to pave the way to an end of Yemen’s 8-year civil war.

The Houthis however, denied that most were war detainees. In a statement the rebels’ prisoner affairs body said that only five of the group were prisoners of war. Among the returned were Yemeni fishermen and nine foreigners of African nationalities who had no affiliation with the Houthis, it added.

Abdel Malak al-Ajery, a member of the Houthi body known as the National Delegation, tweeted that the men who were returned were Yemeni laborers who were arrested while working in Saudi. He did not offer any evidence to back up his claim.

The International Committee of the Red Cross, which facilitated the repatriation, said in a statement that it had interviewed the detainees before they traveled to verify their identities and confirm that their wish was to return to Yemen.

It was unclear how the prisoners would make their way from Aden back home, to rebel-held north Yemen. Aden, in the country’s south, is controlled by Yemen’s internationally recognized government.

“We are pleased to see that humanitarian considerations are being prioritized for the sake of the families,” said Katharina Ritz, head of the ICRC delegation in Yemen, said in a statement.

Videos aired on the Saudi-owned Al-Arabiya news channel showed men dressed in white robes getting off a Red Cross airplane and holding flowers inside the Aden airport.

ICRC: 117 detainees repatriated to Yemen from Saudi Arabia

The International Committee of the Red Cross (ICRC) facilitated the repatriation of 117 detainees on Friday from Saudi Arabia to Yemen, following a request from the Joint Forces Command (JFC) of the Coalition Forces.

"We are pleased to see that humanitarian considerations are being prioritized for the sake of the families, who are waiting for their loved ones to return home," said Katharina Ritz, head of the ICRC delegation in Yemen. "It is important to alleviate the suffering of the many Yemenis who continue to suffer from more than 7 years of conflict. This includes detainees and their families."

Before the repatriation, the ICRC conducted pre-departure interviews in private with the detainees in a Coalition Detention Center in Saudi Arabia. During the interviews, ICRC teams confirmed the detainees' identities and verified that all those eligible for release wished to be repatriated to Yemen. An ICRC medical team also assessed the health condition of detainees and confirmed that they were fit to travel. An ICRC team then accompanied the detainees back to Yemen to oversee the transfer and address any medical needs or emergencies.

Prisoners released by Saudi regime not prisoners of war: Prisoners' Affairs Committee

The National Committee for Prisoners' Affairs said on Friday that following the announcement by the Saudi regime of releasing 163 prisoners from the army and popular committees, we have contacted with the International Committee of the Red Cross (ICRC) to make the necessary arrangements.

"Three days after the alleged announcement, we met with ICRC's representatives who had visited the prisoners, and found out that the number of the prisoners to be freed are only 126, not 163 as declared by the Saudi regime," the committee said in a statement to Yemen News Agency (SABA).

After receiving the lists and compared them with our database of prisoners, we discovered that all the names on the lists were not for prisoners of war, except for only five of them and four were for fishermen abducted from the Red Sea and the rest of the names were unknown to us, the National Committee for Prisoners".

"We welcome the release of any Yemeni," the Committee said. "However, they must coordinate with the relevant authorities of the Ministries of Foreign Affairs and Expatriates and Human Rights."

The Committee's statement made clear that nine of the detainees were foreigners of African nationalities.

The National Committee for Prisoners' Affairs said that it is responsible for monitoring and freeing all army and popular committees' prisoners. “On this basis, we have received the nine prisoners and abductees,” the Committee said.

It has also confirmed that the prisoner file is a human file, which must not be exploited. "We cannot allow the Saudi regime to politicize it and target the Yemeni workers or detainees of various nationalities and present them as prisoners of war."

Prisoners’ Committee Exposes Alleged Saudi Initiative

The head of the [Sanaa] National Committee for Prisoners Affairs Abdul Qadir Al-Murtada said on Wednesday that after Saudi Arabia presented its alleged initiative regarding the release of some Yemeni prisoners, the International Red Cross informed us that it had visited these detainees and stated that they were of multiple nationalities.

Sanaa calls on ICRC to clarify what happened in release of detainees

Ali Al-Dailami, The Acting Minister [Sanaa gov.] of Human Rights, confirmed that the Saudi regime tampered with the truce and the humanitarian prisoners exchange deal.

Hadi gov’t official exposes Saudi propaganda about alleged war prisoners

The Yemeni journalist and former media advisor to “Hadi ” in Yemeni embassy in Riyadh, Anis Mansour Al-Subaihi, posted on Twitter,” a picture of the Yemeni deportees from Saudi Arabia to Aden Airport.

In a sarcastic tweet, Mansour wondered: “Are these prisoners and where were they captured?”

“The first time I have seen prisoners who are not among them wounded, injured or disabled,” he added.

Mansour confirmed that Saudi Arabia had arrested Yemeni expatriates whose residency had expired and presented them as prisoners of war.

The Yemeni government has called on the United Nations and its Special Envoy, Hans Grundberg, to take serious and real action to deter the ongoing and escalating Houthi militia's violations of the truce since the first moments of its entry into force.
The official Yemeni news agency (Saba) quoted an official government source as saying, "The escalation of the blatant Houthi militia's attacks, which culminated in targeting the Taiz Security Department with drones, yesterday, which led to the injury of 10 people, including civilians, material damage and panic among children and families celebrating Eid Al-Fitr in the nearby park".
The source stressed that the Houthi militia's repeated violations of the UN truce put the United Nations and the international community to a real test of its seriousness in putting pressure on the Houthi militia to respond to peace efforts.

To all parties to the armed conflict in Yemen which are mentioned in the report of the Secretary-General, and in particular non-State armed groups, such as the Houthis (who call themselves Ansar Allah), as well as Al-Qaida in the Arabian Peninsula and the Islamic State:

Strongly condemning all violations and abuses that continue to be committed against children in Yemen, and noting with concern the increase in violations; as well as at the disproportionate negative impact of the COVID‑19 pandemic on children, which further exacerbated existing challenges; demanding that all parties to the conflict to immediately end and prevent all abuses and violations against children, including those involving killing and maiming of children, the recruitment and use of children, rape and other forms of sexual violence, attacks on schools and hospitals, abduction, and the denial of humanitarian access and to comply with their obligations under international law;

Saudi Officials Resume Demolitions in Jeddah Despite Strong Anger, Objections

As part of the latest ambitious project of Saudi Crown Prince Mohammed bin Salman in the strategic Red Sea port city of Jeddah, Saudi authorizes have resumed demolition of structures and buildings in at least twelve neighborhoods, leaving hundreds of families homeless and without a shelter to live in.

The Committee for the Undeveloped Neighborhoods in Jeddah gave notices to the residents of Bani Malik, al-Wurud, al-Mosharafa, University, al-Rehab, al-Aziziyah, al-Rawabi, al-Rabwa, al-Mountazah, Quwaizah, al-Adl, al-Fazl, Umm al-Salam and Northern Kilo 14 districts of the country’s second largest city on Saturday, and ordered them to vacate in preparation for razing of the homes.

The committee had previously announced it would stop demolitions in the neighborhoods during Ramadan, and would resume its work after the end of the holy Muslim fasting month.

The demolitions come despite intense anger and strenuous objections of local residents. Human rights organizations have also described the recent developments in Jeddah as forced displacement.

Residents argue that Saudi authorities are destroying vibrant, diverse working-class districts that once burnished Jeddah as the most open destination in the deeply conservative country.

“We have become strangers in our own city. We feel suffering and bitterness,” a Saudi doctor, who did not want to be identified for fear of retaliation from the authorities, said.

The doctor, who still had 15 years left on the loan he used to build his family's "dream" home in Jeddah when bulldozers razed it to the ground, added that the prospects of renegotiating the loan or claiming compensation remain unclear.

The operation is strongly believed to risk fueling anti-regime sentiment in the 30-plus affected neighborhoods, many of which housed a mix of Saudi nationals and foreigners from other Arab countries and East Asian states.

According to the London-based rights group ALQST, an independent non-governmental organization advocating human rights in Saudi Arabia, evicted residents had been living in their homes for up to 60 years.

Some were driven out when their power and water were cut off, or threatened with jail for disobeying an eviction order, it added.

A resident of Jeddah’s southern neighborhood of Galil, which saw the first demolitions last October, said security forces had confiscated mobile phones to prevent footage from getting out.

Reported plan will serve as the first public instance of Saudi Arabia directly investing in Israel; two companies said to have already been selected

Saudi Arabia is planning to allocate millions of dollars for investments in Israeli tech companies via Jared Kushner’s new private equity firm, according to a report in The Wall Street Journal which cited people familiar with the investment plan.

Kushner, the son-in-law of former US president Donald Trump and an ex-senior adviser, set up Affinity Partners late last year, raising some $3 billion in committed funding from international investors, including the Saudis.

The WSJ report said Riyadh has eyed two Israeli companies for investment, though the names of the firms were not disclosed, nor the sectors in which they operate.

The report said the investment is “the first known instance that the Saudi Public Investment Fund’s cash will be directed to Israel, a sign of the kingdom’s increasing willingness to do business with the country, even though they have no diplomatic relations.”

Saudi Arabia making use of digital blockade to suppress members of press: Rights group

A Europe-based human rights group says Saudi authorities are making use of digital blockade in order to suppress members of the press in the ultra-conservative kingdom, amid intensified crackdown led by Crown Prince Mohammed bin Salman against rights activists and political opponents.

The European Saudi Organization for Human Rights (ESOHR) stated that the officials exercise various types of threats against journalists, bloggers and online activists, taking advantage of the cybercrime law to legitimize their repression.

The organization highlighted that Saudi Arabia is digitally besieging journalists and activists, and has used over the past years the information it obtained digitally in order to pursue and harass them either at home or abroad.

It warned that freedom of the press is denied in Saudi Arabia as the government controls traditional media outlets, monitors social media platforms extensively, and prosecutes journalists and individuals who publish critical posts online by means of arrests, restrictions, hefty fines and even murder.

Additionally, Saudi officials criminalize communication with foreign media, and use it as a charge to prosecute individuals.

CIA director William Burns met with Saudi Crown Prince Mohammed bin Salman last month during an unannounced trip to Saudi Arabia, the Wall Street Journal reported.

The meeting comes as the Biden administration looks to repair ties with its Gulf ally, which have become strained over human rights issues, the wars in Yemen and Ukraine, and talks to revive the 2015 Iran nuclear deal.

Burns met with the crown prince, also known as MBS, in the coastal city of Jeddah where the two men had “a good conversation, better tone than prior US government engagements”, according to an unnamed US official quoted by the WSJ.

The Middle East and the Manipulation of Great Power Competition

Washington must fundamentally rethink its approach to the Middle East as the United States enters into a new era of great power competition with Russia and China.

Here is where the fundamental disconnect lies: it is never enough for these actors due to the inherent instability that comes with authoritarian rule. American foreign policy in the Middle East has been rooted in two foundational pillars: staunch support for select regional autocrats rooted in the “myth of authoritarian stability,” and unwavering support for the state of Israel. The “myth of authoritarian stability” refers to the flawed belief that Middle East autocrats “can protect American interests by imposing political and social order on disempowered citizens.” These authoritarians present a false reality to Washington and the West more generally, presenting themselves as the only viable upholders of “stability” and “order” in the Middle East despite their own policies producing and reinforcing many of the region’s underlying problems, tensions, and grievances.

The fallout between the United States and its “partners” in the Middle East following the Russian invasion of Ukraine has highlighted decades of failed American policies in the region. It is imperative for the United States to fundamentally rethink these relationships, recognizing how these actors seek to manipulate the return of great power competition to advance their own strategic imperatives which are not in harmony with America’s own.

Moving forward, there are two ongoing developments to watch closely. First, many of these Arab autocracies in the region have been strengthening their ties with Israel, building off of the so-called “Abraham Accords“ that were ratified under the Trump administration. Strong relations with Israel, which is engaging in its own balancing act following the Ukraine crisis, are viewed by these governments as a lucrative mechanism through which to maintain strong ties with Washington. Even as the United States looks elsewhere strategically, Israel will always command attention in US politics due to America’s “special relationship“ with the state. Since the fallout between America and several of these Arab states after the crisis in Ukraine, it has been reported that Israel has been lobbying Washington to improve its ties with Saudi Arabia, redesignate Yemen’s Houthi movement as a terrorist organization at the behest of the UAE, and help push the case for a formal defense treaty with the Gulf states. Whether these efforts will be successful in unknown, but they highlight the extent to which these states are going to push Washington in the direction of their interests.

Second is the possibility of Donald Trump’s return in 2024. The Trump administration emphatically embraced these autocratic actors.

Opinion: What Biden needs to get if MBS wants to reconcile

Not so fast. The severe tensions between the US and Saudi Arabia didn't happen overnight; nor will they be somehow magically addressed by the sugar high the Donald Trump administration created by coddling MBS and running interference for him on human rights violations, the Yemen war and the Khashoggi murder. If the Saudis are serious about reconciliation, they should be willing to accommodate US concerns, and it's by no means certain that they are.

On increasing oil production, which the US has pressed them to do, the answer so far appears to be no. The Saudis could ramp up production, but they appear unwilling to break the accord from the 13-member Organization of the Petroleum Exporting countries and nine other non-OPEC members to ramp up production only by 400,000 barrels a day each month. The Saudis are hedging; they do not want to rupture ties with Russian President Vladimir Putin and over the long term see the US as an oil producer competitor.

Interview: Riyadh showed flexibility on restoring ties with Iran in fifth round of talks

Over the past year, the Iranian-Saudi relations have witnessed a new stage of de-escalation, with the Saudis being willful to restore diplomatic relations with the Islamic Republic and end war in Yemen, where Iran has a sway. So far, Iraq hosted several rounds in Baghdad.

Alwaght News has talked to Saadullah Zaree, an expert of West Asia affairs, asking for details of the negotiations.

Q: The fourth round was halted as Saudi Arabia executed 80 Shiite citizens in its largest mass execution. However, it is said that in the fifth round, great achievements have been made. How great have they been?

Zaree: Basically, Iran's strategy from the beginning has been to establish and maintain relations with Saudi Arabia. Both during the time of Imam Khomeini and during the leadership of Ayatollah Khamenei, there have been developments in Iran-Saudi Arabia relations, including the killing of pilgrims in 1987 and the Mina incident of 2015, and more. Iran has never sought to sever diplomatic relations. Unlike Iran, which has sought to maintain bilateral relations, the Saudis have been erratic, at times seeking relations with Iran and at other times having opposite views.

In recent years, Iran has been very interested in establishing relations with the Saudis to help the Yemeni people and solve the Yemeni problem. Since Yemen war began in 2015, Iran's strategy has been based on ending it. The great martyr General Qassem Soleimani in 2019 was seriously seeking to end the war, but given the fact that the Saudis assessed Iran's pursuit of peace to their own detriment, they did not accept the end of the war and the crisis continued. In the past year, several rounds of talks between Iran and Saudi Arabia have been hosted by Iraq, and two issues have been discussed in these talks. One was Yemen war and the other was the establishment of political relations between the two sides. The Saudis were stubborn until the fourth round of talks on relations and the reopening of embassies, and, in fact, the talks were limited to the Yemeni war.

In the fifth round, which was one level higher than the previous ones and was held in the presence of senior security officials of the two countries, the Saudis actually showed interest in reestablishing political relations between the two countries and it was decided to pursue this issue in the next round. In the same round, the Saudis also accepted some cases regarding the crisis in Yemen. In particular, the Saudis used to talk only about a ceasefire in Yemen, but Iran's position was to establish a ceasefire with the lifting of the siege. In the fifth round, the Saudis showed flexibility, still the talks on Yemen did not reach a conclusion, and it was decided to follow this issue for a conclusion in the next round of talks. The Saudi team was present at this round of talks only to call for a ceasefire and not to lift the siege, and they had to go to the capital and discuss with leaders for this decision to be implemented.

Q: Do you mean that the fifth round focused on the ceasefire and siege lifting and during the talks there was a discussion of bilateral ties, or there was an agenda for bilateral relations in advance?

Zaree: No, there were two separate cases. They discussed the ceasefire and they also discussed bilateral ties between Iran and Saudi Arabia.

Gulf Arab countries are copying Qatar in hedging against U.S. power. Iran is thrilled.

Almost alone in the Middle East, the small emirate of Qatar has managed to walk the balance beam between powerful actors: housing a key U.S. air base, Al Udeid; enjoying a defense pact and major non-NATO ally status with the United States; all the while maintaining friendly relations with Iran; hosting senior leaders of U.S.-designated terrorist groups including Hamas, the Taliban, and assorted other terrorist actors; and continuing to finance and promote Al Jazeera, a vast media network that routinely pushes anti-Israel, anti-U.S., pro-Iran, and pro-Muslim Brotherhood messaging.

Now, frustrated with wild swings in U.S. regional policy and increasingly doubtful about the constancy of U.S. military support, the rest of the Gulf is in the process of what might be called “Qatarization”: hedging their bets against U.S. power, playing footsie with Tehran, making economic and weapons deals with China and Russia, and otherwise acting like, well, Qatar.

And one country in particular is exploiting this trend to its own advantage: Iran.

Several forces have combined to accelerate the Qatarization of the Gulf. A major factor was U.S. President Barack Obama’s pivot away from the region during his term in office. That turn was then furthered—ironically—by his successor Donald Trump’s championing of the new Abraham Accords arrangement, which aimed in part to neatly substitute Gulf countries’ dependence on U.S. power for alliances with Israel. And all of that was capped off by President Joe Biden’s eagerness to reenter the Obama-era Iran nuclear deal.

For Washington’s traditional Gulf partners, particularly the United Arab Emirates, Saudi Arabia, and Bahrain, everything revolves around the question of who will defend them against Iran and its proxies. In the Obama era, the answer was clear in their minds: The United States would be on Iran’s side.

Another factor in the region’s growing Qatarization is the double whammy of climate activism and the diversification of energy supplies.

How concerned should we be about the Iranian drone threat?

MILITARY AFFAIRS: Iran set its goal as perfecting several cheap kamikaze munitions, called “loitering munitions,” which are a combination of drone and cruise missile technology.

The US House of Representatives voted last week to pass the Stop Iranian Drones Act.

“It shall be the policy of the United States to prevent Iran and Iranian-aligned terrorist and militia groups from acquiring unmanned aerial vehicles, including commercially available component parts, that can be used in attacks against United States persons and partner nations,” the bill says.

The move was an important step in highlighting the increased Iranian drone threat to the region.

Iran’s investment in drones in the last decade appears to be an outcome of the Iran deal and the US decision to leave that deal. In 2015 Iran’s regime believed that, through sanctions relief, it might get access to trade and more advanced weapons and hi-tech from abroad. However, it soon realized this might not happen, and the Islamic Revolutionary Guard Corps took advantage of the regime waiting for sanctions relief and the relief’s failure to materialize to showcase new drones to the ayatollah. Seit Monaten heißt es, ein mit den USA neu verhandeltes Iran-Abkommen werde demnächst in Wien unterzeichnet. Die Option, iranisches Erdgas für Europa zu kaufen, wird diskutiert. Doch brauchen die Iraner noch ein solches Abkommen?

Die USA hielten sich nicht an das Prinzip von "pacta sunt servanda", also Verträge sind zu respektieren, vielmehr sollte Iran neuerlich isoliert werden. In Teheran sollten jene Recht behalten, die immer schon gegenüber den USA großes Misstrauen hegten, wie der Oberste Revolutionsführer Ajatollah Chamenei. Die wesentlichen Verhandler, wie Außenminister Sarif, wurden brüskiert.

Neuer Anlauf für ein Abkommen

Die USA unter der Regierung Biden begannen rasch mit einem neuen Anlauf und versuchten, das unter Donald Trump zerbrochene Porzellan zu kleben. Die Verhandlungen schienen auch ungewöhnlich gut auf Schiene. Die Iraner traten nun um vieles noch selbstbewusster auf, als dies zuvor schon der Fall gewesen war.

Die nukleare Abrüstung steht dabei im Mittelpunkt, aber die Bedeutung des gesamten Verhandlungsergebnisses geht weit darüber hinaus. Es geht um Regionalpolitik, die Israel ebenso betrifft wie die arabischen Golfstaaten. Vieles ordnet sich neu angesichts der Aufnahme diplomatischer Beziehungen zwischen Israel und einigen arabischen Staaten.

Seit Jahresanfang hieß es dann im Wochenrhythmus, dass die Unterzeichnung in Wien unmittelbar bevorstünde. Während alle technischen Aspekte des Abkommens in den letzten Monaten geklärt wurden, verhindert Trumps Erbe weiterhin, dass die Verhandlungsführer zu einer Einigung kommen, was die Sorge verstärkt, dass das iranische Atomprogramm auf einen nuklearen Ausbruch zusteuern könnte. Die gezielte Tötung von General Soleimani, einem iranischen Nationalhelden, Anfang Januar 2020 auf dem Flughafen von Bagdad überschattet auch zwei Jahre später die Wiener Gespräche. Es gibt gute Gründe, dass es keine Neuauflage des JCPOA geben wird.

Es geht um die Streichung der Iranischen Revolutionsgarde von der US-Liste der ausländischen Terrororganisationen. Teheran betrachtet dies als Voraussetzung für ein Abkommen, während die Vereinigten Staaten es als separates Thema behandeln wollen. In meinen Augen geht es um viel mehr.

Unter anderem gibt es für Teheran keine Garantie, dass ein solches Abkommen die derzeitige US-Regierung überleben wird, da die USA die Grundsätze des Völkerrechts missachten, z. B., dass Verträge einzuhalten sind.

Parallel arbeitet auch die Regionaldiplomatie intensiv an ehrenhaften Lösungen, um alte Kriegsbeile definitiv zu begraben. Viel bedeutsamer als ein JCPOA mit den fünf Vetomächten des UNO-Sicherheitsrates, Deutschland und der Europäischen Kommission sind die aktuellen Verhandlungen zwischen Riad und Teheran, um Regionalkonflikte zu lösen.

Die jahrelangen Spannungen zwischen den regionalen Rivalen Iran und Saudi-Arabien gehen zu Ende, sagte der irakische Premierminister Mustafa Al-Kadhimi in einem Interview.

Eine Normalisierung wird sich hoffentlich positiv auf den Irak, vor allem aber auf den Jemen und den Libanon auswirken, denn alle drei Länder sind Schauplätze grausamer Stellvertreterkriege.

Vertreter des Irans und Saudi-Arabiens trafen sich in Bagdad zu einer fünften Gesprächsrunde zur Normalisierung ihrer politischen und wirtschaftlichen Beziehungen. Nach der vierten Konferenz, die im September stattfand, bezeichnete der Sprecher des iranischen Außenministeriums, Saeed Khatibzadeh, die jüngsten Gespräche Anfang dieser Woche als positiv.

Nach einem jahrzehntelangen sehr aktiven Engagement in der Region hat die Regierung von US-Präsident Joe Biden etliche Maßnahmen ergriffen, die zeigen, dass die führende Rolle der USA im Nahen Osten verringert werden soll, was gleichzeitig zu einer Verschiebung der geopolitischen Dynamik in der Region führt.

SIPRI Has Overstated Iran's Military Spending For Years

This year, the SIPRI Yearbook includes some significant statements about Iran’s military expenditure—which is estimated at $24.6 billion. In a factsheet summarising key trends, SIPRI’s researchers declared “Iran increased its military spending by 11 percent, making it the 14th largest military spender in 2021. This is the first time in 20 years that Iran has ranked among the top 15 military spenders.”

We are accustomed to thinking about Iran as a major military spender because we frequently hear about the country’s military, its missile programme, and its nuclear weapons ambitions. But on closer examination, SIPRI’s figures for Iran do not add up.

Iran is a country that is under the most significant sanctions programme in the world and its economy has stagnated for a decade. But SIPRI’s data suggests that Iran is spending even more than Israel, ranked 15th in the world with $24.4 billion in military expenditure in 2021. The comparison with Israel—a country in which the military is constantly procuring the most advanced military equipment in the world, including from foreign manufacturers—is clarifying. If Iran were indeed spending even more money, what could it possibly be spending all that money on? Iran produces nearly all its military hardware domestically, has basically no heavy armour, no modern air force, no modern naval fleet, and few advanced weapons systems. The country’s defence is primarily assured by a ballistic missile programme, which while impressive, is not a programme that costs nearly $25 billion to operate.

So where did SIPRI go wrong? The answer is simple and reflects a common mistake made by researchers who rightly want to put Iranian financial data into a comparative framework. To produce global rankings and to make data on military spending comparable over time, SIPRI converts local currency expenditures into US dollars. In 2021, SIPRI calculated Iran’s total expenditure in local currency at IRR 1033 trillion. In an email exchange, a SIPRI researcher clarified for me that SIPRI defines military expenditure using the following formula:

Military expenditure = Ministry of Defence and Armed Forces Logistics Total + Armed Forces General Staff Total + Artesh Joint Staff Total + Sepah Joint Staff (IRGC) Total + Armed Forces Social Security Organization Total

This is a reasonable formulation and corresponds to how Iranian sources calculate military spending. So there is no reason to doubt SIPRI’s calculation of military spending in local currency terms.

For most countries, the next step in the analysis involves finding the average dollar exchange rate for the given year and dividing the total expenditure by that figure. But Iran does not have a single exchange rate and SIPRI’s researchers picked the wrong one.

Erdogans schwächelnde Wirtschaft braucht saudisches Geld. Versprechungen von Geschäftsabschlüssen und ein Füller für seine schwindenden Staatskassen wären willkommen. Diese Art von Hilfe verschafft dem türkischen Präsidenten mehr Zeit an der Macht, was MBS gut versteht.

Aber was MBS wirklich gebrauchen könnte, ist eine Möglichkeit, aus den schlechten Büchern von US-Präsident Joe Biden herauszukommen und ein zuverlässiger, nicht wertender Sicherheitspartner zu sein.

Wie Erdogan da hineinpasst, wird von den diplomatischen Geschäften der beiden Führer abhängen.

History of the Jews of Yemen

Yemenite Jews have a unique religious tradition that separates them from Ashkenazi, Sephardi, and other Jewish groups. The roots of the Jews in Yemen—Teiman in Hebrew— can be traced back to Biblical times. Yemen is mentioned in Jewish scriptures in various places. It is noted as the place of origin of Job’s friend Eliphaz. Additionally, the famed Queen of Sheba, discussed in the Book of Kings where she visits King Solomon, is said to have heard about King Solomon from Jews in Yemen, which was located near the kingdom of Sheba.

The immigration of the majority of Jews into Yemen appears to have taken place at the beginning of the 2nd century. In the ancient Jewish cemetery at Beth Shearim, there is an inscription in one of the rooms, describing those buried there as “people of Himyar” (the Yemenite Kingdom). The assumption is that their bodies were sent from Yemen for burial in Israel, not that they died while visiting Israel, just as many people today ask to be buried in the Land of Israel.

There are fascinating legends regarding how the Jewish community in Yemen was founded.

Yemen’s Two-Month Truce Revives LNG Export Hopes

A truce in Yemen has generated renewed speculation that a restart of LNG operations is achievable. TotalEnergies says first output will take six months from any such decision.

The world is ready to grab every available gas molecule and war-torn Yemen’s prime minister Maeen Abdulmalik wants to seize the opportunity. His statement last month that there are “ongoing efforts” to bring back the two-train 6.7mn t/y Yemen LNG export facility at Balhaf has revived hopes of gas exports and revenues. The plant has been shut since April 2015 amid Yemen’s civil war.

The sentiment is bolstered by the fact that a two-month UN brokered truce between the Saudi-backed Yemeni government and Iran-affiliated Houthi rebels has held since 2 April. Mr Abdulmalik forecasts “$3-5bn in revenues” if the terminal comes back online but says “it may take months.”

The looting is carried out by officials in the government loyal to the Saudi-led coalition, whose latest suspicious activities were the looting of historical artifacts from one of the most important temples of the ancient city.

The antiquities looted included Musnad tablets that were looted from the Awam temple, according to a statement by a former adviser to the “coalition government, Anis Mansour.”

Mansour indicated that “the government loyal to the coalition are aware of what is happening in the form of looting and smuggling of antiquities, by the Emirates, which has looted even rare trees from the Socotra archipelago in an attempt to plant them in its deserts, where life can only tolerate plastic trees.

YEMEN’S OLD HOUSES: A RARE AND DISTINCTIVE ARCHITECTURE RESISTING EXTINCTION

Through a unique architectural style that attracts any visitor, the houses of Yemen appear very powerful reflecting a long Yemeni civilization.

Mostly, the Yemeni architectural styles and geometric shapes, as much as they expressed a specific culture, came in response to the climatic and security needs of the population.

In the old city of Sana’a, which is a peaceful city, houses were built with many big windows.

However, in the central regions of Yemen and areas that have witnessed frequent conflicts, houses are built with small windows and thick bricks, to protect the people from shelling, and at the same time refer to the war culture of the Yemenis.

Also, for climatic reasons, some of these houses were built with deaf walls without windows, to prevent the infiltration of cold into the lobbies of the house in the winter.

Whereas, in the cold regions, houses are built of burnt bricks (yajour), and black basalt stones (Habash) that are resistant to erosion, as is the case in Old Sana’a, in hot regions, they are built of heat-insulating and moisture-absorbing mud bricks. (photos)

As Yemen’s Civil War Persists, Biden Must Keep Pressure on Iran

The IRGC’s designation as a foreign terrorist organization must be non-negotiable unless Tehran publicly denounces its affiliations with Yemen Houthis.

But today, Iran continues to finance and support terrorist efforts through criminal proxy networks. In 2021, Iran increased its military budget and funding for the IRGC by approximately 14 percent.

When he ran for the presidency in 2020, Joe Biden promised to re-open talks with the Iranian government to restore the 2015 nuclear deal, which placed numerous restrictions on Iran’s nuclear program in exchange for international sanctions relief.

But now, Tehran has added a cynical and dangerous new twist to the ongoing negotiations: the demand that the IRGC be removed from the Foreign Terrorist Organization List as part of the nuclear agreement.

Lifting the designation would have tragic consequences for American interests in the Middle East, including our allies in Saudi Arabia and the United Arab Emirates. It would embolden Iran and only prolong the Yemeni conflict indefinitely at great human cost.

New Mideast task force can counter Iranian arms smuggling, but more capabilities are needed

Eyeing the continued flow of Iranian weapons to the Houthis in Yemen, the Combined Maritime Forces, a naval partnership comprising 34 nations led by U.S. Central Command, established a new multinational task force last month that will focus on the Red Sea, the Bab el-Mandeb Strait and the Gulf of Aden. If properly resourced and supported, Combined Task Force 153 could facilitate a more effective response to the persistent problem of Iranian weapons smuggling to terrorist proxies that fuel conflicts across the Middle East.

So what’s to be done?

The United States and its regional partners must make it more difficult for Tehran to send arms to its terrorist proxies, by sharing intelligence, building interdiction capability with regional partners and actually increasing the interdiction of illicit weapons shipments

America’s Gulf ‘allies’ are now Putin’s enablers

The U.S.-led effort to thwart Russian President Vladimir Putin is being actively undermined by America’s supposed Persian Gulf allies, Saudi Arabia and the United Arab Emirates. The dictators who run these petrostates are raking in profits from oil sales while sky-high prices are filling Putin’s coffers and hurting the U.S. and European economies. With friends like these, who needs enemies? And why is the Biden administration playing along?

As Putin uses Russia’s energy to both blackmail and punish the West for helping Ukraine, Saudi Arabia’s de factor ruler, Crown Prince Mohammed bin Salman (known as MBS) and UAE Crown Prince Mohamed bin Zayed al-Nahyan (known as MBZ) have been rejecting calls to do the one thing in their power that would help: pump more oil. Meanwhile, MBS is taking advantage of the Ukraine crisis to pressure the Biden administration into abandoning President Biden’s campaign promise to reset the U.S.-Saudi relationship.

CIA Director William J. Burns’s secret trip to Saudi Arabia last month, revealed this week, is only the latest example of the Biden administration going hat in hand to beg MBS to turn on the taps. This raises an obvious question: Who do these Gulf monarchs consider their true ally — the United States or Russia?

“Saudi Arabia and the United Arab Emirates today are Russia’s allies in the Persian Gulf, by virtue of laundering Russian money and refusing categorically and deliberately to increase oil production,” Rep. Tom Malinowski (D-N.J.) said at the McCain Institute’s Sedona Forum last weekend. “This is a moment where we need more countries to face a choice: Whose side are you on?”

The new de facto alliance among Putin, MBS and MBZ is understandable: All three dictators see the spread of freedom, democracy and human rights as existential threats to their holds on power. But the entire rationalization for U.S. partnerships with these Gulf countries is based on their role as important players in maintaining energy stability. If they aren’t doing it, what exactly are we getting in return for our investment?

275 Citizens Killed by Saudi Cluster Bombs, Landmines in Yemen

The Executive Center for Mine Action revealed that more than 275 civilians have been killed in Hodeidah since the beginning of 2022 due to the remnants of the US-Saudi aggression, and the expansion of the areas contaminated with landmines and cluster bombs.

Saudi-led Air War Pauses In First Month of Ceasefire

April marks an unprecedented month in more than seven years of the bombing campaign

For the first time since February 2015 no Saudi-led coalition air raids were recorded in Yemen for an entire month. A two-month negotiated ceasefire, starting on 2 April and coinciding with the holy month of Ramadan, held in the air war for the month of April. This marks the first time a ceasefire period has resulted in an complete halt to air raids. In previous ceasefires and undeclared de-escalations air raids have declined without ceasing entirely. The ceasefire in the air war held despite reports of continued military operations on the ground.

The unprecedented pause in the coalition's bombing campaign came after a significant surge in the Saudi-led air war in the first quarter of 2022 with bombings and civilian casualty rates reaching four-year highs. In January to March air raid numbers reached the highest quarterly rate since early 2018. Civilian casualties (471) in the first quarter if 2022 were almost 40 times higher than the same period last year (12). In the first quarter of 2022 the average number of civilian casualties per air raid increased more than fivefold on the 2021 average. The recorded surge in violence coincided with the end of the only international mechanism for investigating international humanitarian law violations and war crimes in Yemen.
Claims were made that both sides carried out drone strikes during the ceasefire. However, due questionable sourcing over drone strike claims including conflation with artillery fire, Yemen Data Project only records strikes by fighter jets and does not record Saudi-led coalition drone strikes or include them in our data.

Heavy fighting erupts in central Yemen despite 2-month truce

Heavy fighting broke out between the Yemeni government army and Houthi militia on Monday despite a two-month truce brokered by the United Nations, a source from the pro-government army told Xinhua.

The clashes took place at the frontline in the al-Balak al-Sharki mountain, a few kilometers to the south of the government-controlled city of Marib, the capital of Yemen's central province of Marib.

"Several soldiers were wounded in the clashes," the source said on condition of anonymity.

According to the city's residents, artillery fire and heavy machine guns were heard throughout the morning.

Shia terrorists intensify war in Taiz

Yemen's Shia terrorist network of Houthis continue to intensify military aggression around the country's central city of Taiz which they besiege for seven years amidst international silence.

Scores of Shia militants tried to make infiltrations toward the army-controlled city center from the city's east but were met with fierce resistance from both the army and popular resistance forces.

Houthi rebels attack gov't security center in Yemen's Taiz despite truce: official

The Houthi rebels launched an attack on a security center of the Yemeni government in the southwestern province of Taiz on Wednesday, a military official told Xinhua.

"The Houthis used an explosive-laden drone in their attack against the headquarters of the pro-government security forces and the Civil Defense Authority in eastern Taiz," the official said on condition of anonymity.

The source revealed that more than eight security personnel were wounded in the Houthi drone attack in Taiz.

The Houthi attack caused great panic among civilians, especially the children and women who were in a park near the security center, he said.
