UN: Yemen’s warring sides resume talks on ending Taiz siege
Yemen’s warring parties resumed talks Sunday on reopening roads in Taiz and other provinces, the United Nations said, after they agreed to renew a nationwide cease-fire.
The U.N. mission to Yemen said delegations from the internationally recognized government and the country’s Iran-backed Houthi rebels began their second round of direct discussion in the Jordanian capital of Amman.
The mission did not provide further details.
The two sides did not reach an agreement on lifting the rebels blockade of Taiz, Yemen’s third largest city, in their first round of talks late last month.
Reopening the roads around Taiz and elsewhere in Yemen is part of a truce the U.N. brokered early in April.

Houthi reopening Taiz roads blows up UN efforts: [Aden] Yemeni gov't
The Houthi announcement of reopening roads in Taiz breaks the core of the ongoing talks and blows up the UN efforts in this regard, the Yemeni government delegation to the talks said on Saturday evening.
By its one-sided measure to open a dirt, unknown road, the Houthi group tries to "thwart the UN efforts and circumvent the ongoing negotiations," head of the government delegation said in a statement.
"This step is a Houthi attempt to impose their own unilateral vision.., and unveils intentions to renege commitments stated in the truce," Abdul Karim Shaiban added.
The government official called on the UN special envoy for Yemen, Hans Grundberg, to curb these "uncovered maneuvers, and pressure the Houthis into stopping these fraises and respecting the ongoing talks."

Sanaa announces unilateral initiative, opens important road leading to Taiz City
The National Salvation Government in Sanaa launched a unilateral initiative and started to lift dirt barriers in preparation for opening of a road that lead to the city of Taiz.
The local authority in the province confirmed that it had begun implementing a unilateral initiative and opening an important road leading to the city of Taiz in response to the directives of the revolutionary and political leadership.
“Today, at the 50th Street crossing leading to Taiz city through the Madinat al-Nur to Bir Pasha, we are here preparing to open the road in response to the revolutionary and political leadership’s directives to overcome difficulties for citizens,” said [Sanaa gov.] Taiz Governor Abdul Rahman Bejash.

The Sana'a government confirmed today that the issues of employee salaries and basic services are at the forefront of the issues that Sanaa raises in all negotiations and is exerting pressure for them. "Salaries and basic services are the most important issues that we are pressing," said a member of the Sana'a Authority's negotiating delegation, Abdul-Malik al-Ajri, in a post on the Twitter platform. He added: "President Al-Mashat announced the allocation of Hodeidah port's revenues to salaries, but assuming that 9 ships enter the port of Hodeidah per month, its revenues do not exceed ten billion riyals, barely enough for half a salary every 3 months, and the usual coverage of salaries and services from oil and gas."

[Sanaa gov.] Military Negotiating Committee Arrives in Jordanian Capital to Participate in 2nd Round of Truce
The Military Negotiating Committee arrived in the Jordanian capital from Muscat to participate in the second round of discussions.
The Chairman of the Committee Major General Yahya Abdullah Al-Razami confirmed that the participation in the second round of discussions comes in implementation of the outcomes of the first round.
"The extension of the truce is an opportunity that must be exploited by the aggression party to show good intentions and implement the provisions that have stumbled during the last period," Al-Razami said.
He explained that the initiative that was launched during the first round of discussions is still valid and helps open many roads in Taiz and other governorates.

[Aden] Yemeni gov't: Houthis hinder Jordan talks second round
The Houthi group hinders the start of the Jordan-hosted second round of talks on ending Taiz's siege and reopening the roads in the southwestern city, the Yemeni government delegation to talks said Friday, hours after the two rivals announced approval to extend the 2-month truce.
With the UN special envoy to Yemen serving as a mediator, a new round of negotiations was expected to start in Amman to discuss a UN proposal to reopen roads in Taiz and other Yemeni areas as stated in the UN truce.
The persistent absence of Houthi team hampers the progress of talks to lift the siege imposed on Taiz for 7 years, the government delegation said in a statement.

The head of the [Sanaa gov.] National Delegation confirmed that adding up fuel and gas revenues under, the control of the US-Saudi aggression, with the revenues of Hodeidah's port is the solution to disbursing salaries to the employees and retirees.

Sanaa residents demand extending the UN-brokered truce
"This truce brings about many benefits to citizens", 42-year-old Mehdi told Al Mayadeen English. "For me, there are no airstrikes at the airport that are terrorizing us."
"Personally, I’ve gained nothing from this truce; the ones who received benefit were the passengers", Adel Mehdi told Al Mayadeen English.
"I wish the truce can be extended, and the war could stop," Mehdi, father of three children, said.
"If the truce is not extended, it means the war and the blockade will be renewed; Sanaa Airport and Al-Hudaydah port will be closed", he added.
"There will be relief if the truce is extended", Mehdi said.
Mehdi addressed the warring sides, saying, "Find a solution to end the war as quickly as possible. People are fed up with this situation. I'm the first one suffering; my house is in front of Sanaa Airport's gate and my shops are closed because the airport had been closed for six months."
"It [sound of commercial flights] reminds me of days of peace, that is, before 2015, before Saudi Arabia launched its aggression against Yemen," Umm Mohammed told Al Mayadeen English.
"I wish life will remain as it is now, no war and no bombardment," she added.
"Personally, I’ve gained nothing from this truce, but it brought us peace, and no more civilians are killed," Umm Mohammed said. "We hope they [warring parties] agree to end the war rather than just extending the truce."

Raschad al-Alimi, Vorsitzender des jemenitischen Präsidialrats (PLC), begrüßte die Verlängerung Stunden nach deren Ankündigung durch den UN-Sondergesandten Hans Grundberg, wie regierungsnahe jemenitische Medien berichteten.

Der Huthi-Sprecher sagte, er habe einen Brief von Grundberg und Botschaften "befreundeter Länder" erhalten, die die Huthi-Führung davon überzeugt hätten, dem Waffenstillstand eine weitere Chance zu geben. Maschat fügte hinzu:
"Wir hoffen, dass die Verlängerung die Verzögerungen bei der Umsetzung des Waffenstillstands beheben wird, die in den letzten zwei Monaten aufgetreten sind."

They reiterated their appreciation for the measures taken by the parties to uphold the truce, which has led to real and tangible benefits for the Yemeni people, including a significant reduction in civilian casualties. [Aden gov.] Yemeni President says Houthis closed all de-escalation windows
The Iranian-backed Houthi group has closed every door in the face of all the de-escalation efforts to end the 8-year-old war in Yemen, President of the Yemeni Leadership Council (LC) said on Wednesday.
The Houthis still send defiant messages at every occasion, even at dialogue table, Rashad al-Alimi added at a meeting with EU ambassadors in the Aden-based Ma'asheeq Palace.
His accusations come as the UN and international mediators exert efforts to persuade the Yemeni rivals into extending the two-month truce declared by the UN on 2 April.

Government official tells 'The National' that 'it takes two to tango' to achieve a lasting ceasefire
The extended truce “will consolidate the benefits we have already seen in the last two months,” a UN official close to the talks told The National.
“The truce is a stepping stone that would lead us to more sustainable arrangements on priority issues and to enter into a political dialogue,” said the official.
“We hope to see more and immediate progress on the negotiations on opening the roads in Taez and other governorates, the continuation of regular commercial flights and continued unhindered access to fuel and basic services,” the official said.
Going forward, the UN is pushing for more in-depth discussions between the warring sides on key issues such as security and the economy to reach a “durable arrangement that will stay beyond the truce”.
The ultimate goal is the comprehensive political settlement and how to comprehensively end the conflict,” the official said.
The [Aden] government has repeatedly said “it will spare no effort to mitigate the suffering of Yemenis,” Marwan Ali Noman, Yemen's deputy permanent representative to the UN said.
“The government has made huge concessions in order for the truce to succeed and hold, despite the many violations committed by the Houthi militias,” Mr Noman told The National.
“As they say, it takes two to tango,” he said.
Lifting the siege of Taez for example “will be a testimony to the Houthis' intentions and seriousness to bring about peace to Yemen and to make an end to the sufferings of Yemenis,” he said.
Mr Noman said the UN and international community have a “moral obligation to exercise maximum pressure on the Houthis” to fulfil their end of the deal.

It is therefore all the more welcome from our human rights perspective that parties to the conflict – the internationally recognised government, supported by a Saudi-led coalition, and the Ansar Allah movement – have now agreed to extend the truce for a further two months.
Between 2 April and 1 June, the UN Human Rights Office in Yemen, as part of its ongoing work monitoring and documenting civilian casualties, gathered preliminary information indicating that at least 19 civilians were killed and 32 injured in some 20 incidents of conflict-related violence.
The majority of these casualties were caused by landmines, including improvised mines, and explosive remnants of war.
Given the widespread use of landmines, despite their indiscriminate effects, and the presence of unexploded ordnance, particularly in Hudaydah, this trend is unfortunately expected to continue as people venture into contaminated areas.
We urge the parties to make serious efforts to ensure that roads into the city of Ta’izz are reopened.

Abdulsalam: Extending Truce for Humanitarian Reasons, Saudi Side Must Meet Commitments
The head of the [Sanaa gov.] National Delegation confirmed that the extension of the truce was accepted for humanitarian reasons, provided that what was not met by the US-Saudi aggression during the past two months will be compensated for.
"After a long discussion with the United Nations and other parties and communicating with the President of the Supreme Political Council, it was decided to accept the extension of the UN-sponsored truce," Mohammed Abdulsalam tweeted on Thursday evening.
He stressed that "The difference will be based on the extent to which the Saudi side adheres to its commitments, so that a comprehensive understanding of the humanitarian situation is conducted."

Abdul Salam reveals new details about extending UN truce in Yemen
Head of the Sanaa negotiating delegation, Mohammed Abdul-Salam, affirmed on Thursday that the extension of the humanitarian truce in Yemen for additional two months took place after President Mahdi al-Mashat responded to a UN message.
Abdul Salam said on Twitter: “After a long discussion with the United Nations and other parties and submitting an international message to the President of the Supreme Political Council, it was able to accept the extension of the armistice for humanitarian reasons provided that what has not been completed during the past two months will be done.”
“The lesson is the extent to which the other party adheres to its commitments, so that a comprehensive study of the humanitarian situation is conducted,” he added.

Yemen’s Improbable Truce Hangs in the Balance
A two-month truce between the Houthis and the Saudi-led coalition expires today, and international negotiators are scrambling for an extension.
That the truce has held thus far is an encouraging sign considering so many cease-fire attempts before now have almost immediately failed, Kate Kizer, a Yemen expert and senior nonresident fellow at the Center for International Policy, told Foreign Policy.
“When a truce holds, it shows that the major warring parties in theory have command and control of their forces, which is critical to actually ending a conflict,” she said.
While it’s a start, Kizer would prefer things go further, with the Saudi-led coalition announcing an indefinite end to its intervention in return for a border security agreement with the Houthis.
Such a move would allow a focus on the internal dynamics that drove the war to begin with. Kizer recommends a Yemen peace conference, hosted by the two major negotiators in the conflict, U.N. envoy Hans Grundberg and U.S. envoy Timothy Lenderking, which would bring in members across Yemen’s society to chart a path forward.
Such a conference would build off 2014’s national dialogue, which called for sweeping reforms that the ensuing civil war ensured never got off the ground
“There’s all this rich context to where Yemen was prior to the war, it’s really a mistake to throw that out and not actually use it to our advantage to alleviate as much suffering as we can, but also ensure that this process actually reflects the needs of the Yemeni people, not only now but in the future,” Kizer said.
The push for peace comes as Saudi Arabia and the United States continue an awkward dance since the arrival of Joe Biden to the White House.
Biden has walked back his campaign claims to make Riyadh a pariah, and he will visit the kingdom later this month, where he may meet with Crown Prince Mohammed bin Salman, Saudi Arabia’s de facto ruler—and someone who Biden has been careful to avoid thus far.
It’s less about any budding friendship and more about concerns both at home and in Europe, with rising oil prices helping drive up living costs and causing political headaches ahead of U.S. midterm elections in November.
Whatever his personal animus toward the crown prince, Biden needs OPEC’s largest oil producer to convince the cartel to pump more oil and help bring down prices.

A fragile UN-brokered truce between the Yemeni government and Huthi rebels hung in the balance Wednesday as talks on renewing it hit trouble, threatening the humanitarian gains of the past two months.
Aid agencies and Western governments have urged Yemen's warring parties to extend the truce, which has significantly reduced the intensity of fighting in a conflict the United Nations says has triggered the world's worst humanitarian crisis.
But with just one day before the truce expires, there was no sign of any breakthrough in UN-backed talks.
Despite accusations of violations from both the Saudi-led coalition and the Huthi rebels, the truce has significantly reduced levels of violence.
Talks in 'trouble'
The Huthis have said they are considering renewing the ceasefire amid UN efforts to extend the truce.
But on Tuesday, the United States warned the truce talks were in "trouble" as it pushed for an extension to help support millions of people at risk.
Talks on extending the ceasefire "haven't ended yet but seem to be in a bit of trouble", the US ambassador to the United Nations, Linda Thomas-Greenfield, said.
Aid agencies have urged Yemen's warring parties to extend the truce, saying it had "positive humanitarian impacts".
But a provision for the rebels to ease their siege of Yemen's third-largest city Taez has yet to be implemented, to the anger of both the government and residents, who have held repeated protests in recent weeks.
The head of Yemen's presidential leadership council, Rashad al-Alimi, discussed the implementation of the truce with UN chief Antonio Guterres by telephone on Tuesday.
He urged the UN chief to "redouble the pressure on the Huthi militia to abide by its commitments to the truce, including opening roads to Taez", the official Saba news agency reported.

UN has `positive indications’ for extending truce in Yemen
The United Nations said on the eve of Thursday’s expiration of a two-month truce in Yemen that it has received “preliminary, positive indications” from the warring parties about extending the nationwide cessation of hostilities.
U.N. spokesman Stephane Dujarric said Wednesday that Hans Grundberg, the U.N. envoy for Yemen, “is involved in intense work on ensuring the renewal of the truce.”
The U.N. announced Saturday that the warring parties did not reach an agreement on another provision of the agreement during three days of talks in Amman — lifting a blockade by the Houthis of the country’s third largest city, Taiz.
The question of the blockaded city is key to extending the nationwide ceasefire.
Grundberg said in a statement Saturday that a proposal had been floated in what he described as “an initial round of discussions” for a phased reopening of roads in Taiz and elsewhere, which would help facilitate aid deliveries and the movement of suffering Yemenis.
He urged the government and Houthis to conclude internal deliberations and deliver “positive results to the Yemeni people” in ongoing talks in Amman.
Dujarric said Wednesday that Grundberg was making “intense” efforts for a truce renewal. “We have received preliminary, positive indications from the parties at this point,” he said.

[Sanaa gov.] Acting Chairman of High Economic Committee meets UN envoy in Muscat
Acting Chairman of the High Economic Committee, Governor of the Central Bank Hashim Ismail, participated in a meeting held on Tuesday in Muscat, Oman, with UN envoy to Yemen Hans Grundberg, headed by the head of the national delegation Mohammed AbdulSalam.
Ismail pointed out that the Supreme Political Council's initiative to open a special salary account in the Central Bank branch of Hodeida, and to deposit revenues from oil derivatives vessels to it has been in place since 2020.
He stressed that, although those revenues were scarce, their supply to the payroll account continued, including those of ships entering under the armistice, and were used to pay half of the salary from time to time.
Ismail reiterated his readiness to coordinate any mechanisms to ensure that staff and retirees in all provinces end the suffering and pay their salaries on a regular basis if the UNITED Nations or the other party is obliged to cover the salary gap, in accordance with Sweden's December 2018 agreement.
He referred to the monthly revenues of oil looted by the other party, which is approximately $260 million per month.

UAE security pact: Does US stand for ‘Uncle Sucker’?
If reports of a new agreement with Abu Dhabi are true it will not only entrench us in the region but heap rewards on a bad regional actor.
The Biden administration is reportedly discussing a new agreement with the United Arab Emirates (UAE) that would include new U.S. strategic security guarantees for the client government in Abu Dhabi.
If the reports are correct, this would mark another step in the wrong direction for U.S. policy in the Middle East. Coming on the heels of Secretary Blinken’s reported apology to Mohamed bin Zayed for the supposedly slow U.S. response to a Houthi attack on Abu Dhabi in March, a new security agreement with the UAE would be more proof that the administration’s “back to basics” approach to the region amounts to nothing more than catering to client states and making additional unnecessary commitments to them.
While the security agreement in question would seem to fall far short of the formal treaty that the UAE might have preferred, it rewards the UAE with greater U.S. protection despite their government’s destructive regional behavior and their efforts to interfere in our domestic politics. If the U.S. provides security guarantees to the UAE, Biden will be repeating the errors of his predecessors by “reassuring” a bad regional actor at our own country’s expense.
Rather than adding another commitment to defend the UAE, the U.S. should be considering how it can downgrade the relationship and reduce its support as much as possible. Withdrawing recently deployed U.S. forces would be a good place to start.
Security guarantees for the UAE could drag the U.S. into new conflicts in the future. It would likely involve maintaining a much larger military footprint in the region than U.S. interests require. At a time when the U.S. has relatively few interests in the Middle East and when it needs to focus its attention elsewhere, a bigger commitment to the UAE is exactly what the U.S. doesn’t need and shouldn’t offer.
At best, it is a waste of time and resources, and at worst it could ensnare the U.S. in another unnecessary war. It is easy to see how the UAE benefits from such an arrangement, but all that the U.S. gets from it is to be saddled with another unwelcome burden.

Now more than ever, the world can learn how to challenge violence from those who are organizing for peace.
There is perhaps no better example than the mobilization to end the war in Yemen — a country with a rich history and vibrant culture, but one most Americans would struggle to find on a map. For years, a small, close-knit network of organizers led primarily by Yemeni-American women has been driving a major mobilization for peace. Working on shoestring budgets and without much fanfare, they organize rallies, meet with policymakers and lead community events. Many balance their activism with full-time jobs or school work, while caring for children or aging parents.
“We support each other,” said Jehan Hakim of the Yemeni Alliance Committee, a grassroots group in the Bay Area. “It’s more than an antiwar movement. It’s a sisterhood.”
Through protests, hunger strikes, meetings with policymakers and creative actions, the movement to end the war in Yemen is building a model for what a powerful peace movement can look like when grounded in a culture of solidarity. By centering the expertise of those most impacted by the war and honoring the many unique roles we can each play, their efforts show that peace activists can shape a different story — one in which the world is not defined by violence, but by how communities organize in the face of violence and work together to build peace.

Corporate Media Fail to Cover War in Yemen Due to US Support for Saudi Arabia
News outlets in the United States give prime coverage to the war in Ukraine but mostly ignore the devastating war that the U.S. has supported since March 2015 between a Saudi-led coalition that includes the United Arab Emirates (UAE) and the Houthis in Yemen. As a result, most of the U.S. public is unaware of the war’s catastrophic impact on the Yemeni population: according to the United Nations, around 400,000 people have died and 16.2 million are at the brink of starvation.
What’s important to realize — and what the news media fail to discuss — is that the U.S. is complicit in causing this crisis. The U.S. is the main supplier of weapons to Saudi Arabia.
Still, some policy makers want the U.S. to continue support for the Saudi war on Yemen. Their motivations include a desire for continued oil supplies, as well as strategic issues related to China — Saudi Arabia has supposedly considered accepting yuan as payment for oil — and Iran. Another factor is the money earned from arms sales.
A discouraging development is that on May 17, Saudi Deputy Defense Minister Khaled bin Salman met with U.S. Under Secretary of Defense for Policy Colin Kahl, and the U.S confirmed its commitment to the U.S.-Saudi military collaboration.
Moreover, recent reports indicate that President Biden is planning to meet with Saudi Crown Prince Mohamed bin Salman early next month.
Without U.S. support, the Saudis would struggle to continue the war. So, it is crucial now that Congress supports the War Powers Resolution to send a signal to both the Biden administration and to Saudi Arabia that it will no longer support their war. It is time for Congress to exercise its constitutional right to end U.S. support for the Saudi-led War in Yemen.

Those warm words mark a sharp contrast with some of Biden’s earlier rhetoric about the oil-rich kingdom.

Why It’s a Mistake for Biden to Visit Saudi Arabia
For those who saw Biden as a champion of human rights, it is a grave disappointment: rewarding MBS with a handshake and photo op on the crown prince’s home turf would amount to an admission that autocrats can get away with murdering their opponents, so long as they keep the oil flowing.
But the problem is not just that a presidential visit to Riyadh would so obviously illustrate a compromise on principles. It is also that Biden probably will not gain anything meaningful in return. Help with domestic oil prices would be nice, but given the tight oil market in the midst of the Ukraine war, it’s not clear that the Saudis could do much even if they wanted to. A major breakthrough on the normalization of Israeli-Saudi ties does not appear to be in the offing, either. Nor is it realistic to expect that this trip could reverse the Saudis’ close relationships with both China and Russia. If he follows through on his plans to visit Riyadh, Biden will be making a bad deal: exchanging near-certain reputational damage for the mere possibility of modest triumphs. It is a visit that should never have been planned.

Traveling to Riyadh now, hat in hand, is akin to slapping a bargain bandaid on the gaping wound that the U.S.-Saudi relationship has become.
Clearly, America should be working to build a healthier relationship with Saudi Arabia, but that simply isn’t possible unless and until the United States confronts the deep dysfunction at the core of that relationship — a dysfunction defined by the blind eye the U.S. has turned to Saudi’s support for Jihadi terrorism, the spread of Wahhabism, and other reckless and inexcusable actions, like the murder of Washington Post journalist Jamaal Khashoggi.
Biden’s decision to meet with Crown Prince Mohammed bin Salman (MBS) without first having secured an end to this destabilizing behavior significantly weakens the United States’ hand.
Applauding MBS’ “courage” for supporting a ceasefire in a war the Saudi Crown Prince himself started — and to use that as a pretext for the presidential meeting — speaks to Biden’s desperation to lower gas prices, as well as to our need to end this dependency on Saudi Arabia.
Let’s also be clear about one thing: This is not the victory of realism over values. Such an assertion erroneously presumes that realpolitik necessitates Biden prostrating himself in front of MBS to push down oil prices. It does not.

US envoy arrives at Al-Ma’asheq Palace in Aden
The US envoy to Yemen, ” Tim Linder King”, arrived on Wednesday in the city of Aden, south of Yemen.
According to sources familiar with matter, an American helicopter transported the envoy to Al-Ma’asheq Presidential Palace, amid angry protests besieging the palace.
Some sources had reported that the helicopter had transported members of the Riyadh-formed Presidential Council from inside the Palace to the Saudi-UAE coalition camp in Al-Buraiqah area in the same province.
This comes after the arrival of 9 ambassadors and envoys of the European Union countries to Aden to discuss the renewal of the UN-brokered armistice in Yemen.

US forces deployed in Aden
The US forces have been deployed in Yemen’s southern port city of Aden during the past few hours, local sources said on Wednesday.
According to the sources, units of US forces deployed in the districts of Crater, Al-Buraiqeh and others in Aden, to secure the US envoy to Yemen, Tim Lenderking who had arrived in the city earlier today by a helicopter to al-Ma’ashiq Palace.
The sources indicated that the US envoy’s visits to Aden was aimed at uniting the ranks of the Riyadh-formed Presidential Council, which suffers from military rifts that may lead its parties to internal confrontation.
This is because of the UAE-backed Southern Transitional Council (STC)’s refusal of integration within the framework of the Presidential Council, while other sources said that the visit of Lenderking came to discuss the extension of the UN-brokered truce announced last April.

Congress begins effort to end US role in Yemen war
A bill introduced in the House this week will mark the third time lawmakers have invoked their war powers during the conflict.
Congress once again has the opportunity to retake its war powers authority and provide the president with a tool to end U.S. involvement.
Today, a bipartisan group of House lawmakers, led by Congressional Progressive Caucus Chair Rep. Pramila Jayapal (D-Wash.) and Rep. Peter DeFazio (D-Ore.), introduced a measure to invoke Congress’s war powers “to end unauthorized United States military involvement in Saudi Arabia’s brutal war in Yemen.” Sen. Bernie Sanders will introduce a companion bill when the Senate reconvenes. With the administration and some of its congressional allies toadying to Saudi Arabia and the United Arab Emirates in a shameless attempt to stabilize international energy markets, this war powers resolution on Yemen couldn’t be more timely.
Prior to the current war, most lawmakers (mistakenly) saw Yemen solely through the lens of counterterrorism.
For years, under three administrations, State Department officials have voiced concern about U.S. complicity, and the potential legal culpability of U.S. personnel in aiding and abetting the coalition’s apparent war crimes. Yet despite the clear humanitarian, strategic, and moral imperatives, three presidents have failed to make meaningful changes to US policy that could help end Yemen’s suffering.
As the Biden administration looks to outsource the forever wars, redeploys troops to Somalia, and ramps up U.S. military involvement in Ukraine, Congress has plenty of opportunities continue weighing in on the executive branch’s unauthorized wars and start to right-size the balance of powers between the two branches on matters of war and peace.
Many civil society activists and members of Congress weren’t expecting to have to rehash this fight with President Biden. On the campaign trail, he promised to make Saudi Arabia “a pariah.”
As Team Biden apparently pushes to rehabilitate the very pariah (and Trump family benefactor) he promised had no place being a U.S. ally, this renewed war powers push gives Congress another opportunity to finish the job Rep. Ro Khanna began in the fall of 2017 when he introduced the very first Yemen war powers resolution, H.Con.Res.81. While the United Nations continues its diplomatic push for a longer ceasefire and broader negotiations, this war powers resolution is a means to, once again, pressure both the administration, as well as the Saudi and Emirati monarchies, to seek a final diplomatic resolution to the intervention and broader war.

CONGRESS LAUNCHES A NEW BIPARTISAN EFFORT TO END THE WAR IN YEMEN
Proponents have passed similar bills before, but this time they’ll have to contend with a White House striving to rekindle relations with Saudi Arabia.
Forty-one Democrats and Republicans have signed on as co-sponsors.
“Congress has a historic opportunity to end crucial U.S. engagement in the Saudi-UAE-led coalition’s deadly and inhumane war against Yemen, and reclaim their Constitutional jurisdiction over war,” Cavan Kharrazian, foreign policy campaigner at Demand Progress, wrote in a statement.
WHILE PROPONENTS NOW have more of a Saudi skeptic in the White House than during their previous attempt at invoking the War Powers Resolution three years ago, passing the resolution again today may be a heavier political lift. U.S. relations with Saudi Arabia are at a crossroads: After initially promising to isolate the crown prince, Biden is now trying to curry favor with him.
Although the White House allowed Saudi Arabia’s war to continue, Riyadh has strong-armed Washington by refusing to increase oil production, driving gas prices in the U.S. to record highs.
Facing low approval ratings at home, in part a result of higher energy costs, the White House is now trying to rekindle the relationship and even discussing an extension of Trump’s Abraham Accords to Saudi Arabia. Passage of a new resolution to end U.S. military involvement in the Yemen war may upset those efforts.
And some Democrats’ positions have softened over the years.
Some lawmakers may hesitate because this year’s bill goes much further to cease U.S. military support than the 2019 version.

Scoop: U.S. and UAE discuss strategic security agreement
The Biden administration and the United Arab Emirates are discussing a possible strategic agreement that would give the Gulf country certain U.S. security guarantees, two current and former U.S. officials told me.
Why it matters: The discussions began last November, but became more serious after the UAE and Biden administration eased tensions in late March. Relations had been strained over what the Emiratis saw as a slow and weak U.S. response to the Houthi missile and drone attacks on Abu Dhabi in January.
Driving the news: In recent months, the Biden administration and the UAE began discussing what they called a “Strategic Framework Agreement."
It came at the suggestion of the Emiratis, who see any deal as a sign that the U.S. is committed to the Gulf country's security, current and former U.S. officials said.
The Biden administration has already sent a draft agreement to the UAE, according to the officials. White House Middle East coordinator Brett McGurk visited Abu Dhabi last week to discuss the issue.
The draft agreement includes a component on defense and security but also covers economic, trade, science and technology issues, a source briefed on the issue said.

Supreme Leader acknowledges Iran took oil from Greek tankers
Iran’s Supreme Leader Ayatollah Ali Khamenei acknowledged Saturday that Iran took the oil from two Greek tankers last month in helicopter-launched raids in the Persian Gulf.
The confiscations were retaliation for Greece’s role in the U.S. seizure of crude oil from an Iranian-flagged tanker the same week in the Mediterranean Sea over violating Washington’s harsh sanctions on the Islamic Republic.

Iran rejects French, German statements on seized Greek oil tankers
Iranian Foreign Ministry Spokesman Saeed Khatibzadeh on Wednesday rejected the recent statements by France and Germany on Iran's seizure of two Greek tankers in the Gulf.
"We strongly reject the issuance of such one-sided and unjustifiable statements, which seem to have become a constant habit among its producers," said Khatibzadeh in a statement published on the ministry's website.
He asked the French and German governments to support international litigation aimed at ensuring freedom of navigation and maritime security, instead of "supporting violations committed by the Greek ships."
"Such improper interference in the independent judicial processes of our country will not help resolve the issues, so as we have told the Greek authorities, it is appropriate to resolve the issues through our country's legal and judicial authorities, instead of resorting to political and media means," the spokesman said.

The UAE's New Leader Is Turning the Tiny Kingdom Into a Major Power Player
Long before the May 13 death of the half-brother disabled since a 2014 stroke, the strongman known as MbZ was turning a “small state” (about the size of Maine) into a global player that demands the attention even of a U.S. pivoting away from the Middle East.
The UAE has Special Forces operating in Libya, Yemen, Somalia and Eritrea, and armed proxies challenging the political status quo in Tripoli and Aden. Its financial institutions harbor the monies of mobsters, sanction-evaders, regime kleptocrats, and warlords. The Emirates maintains information networks that helped ripen military coups in Egypt and Tunisia. And its spin doctors help shape policymaking in Washington, London, and Brussels.
Behind it all is MbZ, 61, a Machiavellian Svengali with a deep understanding of the power of networks. Fifteen years ago, while still Crown Prince of Abu Dhabi, he began strategically moving pawns to monopolize the power of the capital’s royal family within the federation of seven emirates, the best known of which is Dubai. At the same time, MbZ wove strategic networks across both the Middle East and the world, using connections to fill the gap between the UAE’s ambitions and its in-house capabilities.
MbZ prefers to delegate statecraft away from the bloated state-run bureaucracy, relying instead on largely non-state actors, from militia groups and mercenary outfits to cyber operatives, lobbying firms and financiers. All are paid handsomely, thanks to oil.
The UAE is itself a kind of network. The EU diplomats met with H.E. Dr Rashad al-Alimi, President of the Presidential Leadership Council (PLC), along with Vice Presidents of the PLC. They expressed support for the President’s commitment for a lasting political settlement of the conflict. They also reaffirmed the need to preserve unity and political cohesion within the Council and welcomed his commitment to improve the economy, fight corruption and ensure service delivery to all Yemenis. The EU and Member States support all reforms aimed at unifying state institutions. They stressed the importance of meaningfully including women in key positions in government and the political process.
The EU diplomats also held meetings with Prime Minister Maeen Abdulmalek Saeed, Foreign Minister Ahmed Bin Mubarak and other members of the cabinet.

Rights groups allege French arms makers complicit in Yemen war crimes
Three non-governmenatal organisations (NGOs) said on Thursday they had filed a lawsuit at a Paris court against three top French arms' producers for alleged war crimes complicity in Yemen after selling weapons to Saudi Arabia and the UAE.
The compliant, filed by the European Centre for Constitutional and Human Rights (ECCHR), the Mwatana for Human Rights and Sherpa International, comes amid a nationwide truce between a Saudi-led coalition and the Iran-aligned Houthi group, the first since 2016, went into effect on April 2.
Rights groups in France have repeatedly attempted to show that Paris' tacit support for the coalition has prolonged and worsened the conflict
By targeting Dassault Aviation (AM.PA), Thales (TCFP.PA) and MBDA France, the NGOs hope it will keep the subject in the public domain at a time when the United States and its Western allies are seeking to improve ties with Saudi Arabia.
"The coalition's airstrikes have caused terrible destruction in Yemen. Weapons produced and exported by European countries, and in particular France, have enabled these crimes," said Abdulrasheed al-Faqih, Executive Director of Yemeni organisation Mwatana for Human Rights.
"Seven years into this war, the countless Yemeni victims deserve credible investigations into all perpetrators of crimes, including those potentially complicit," he said.

Report: Canada’s arms exports to Saudi Arabia spiked in 2021
Canada’s arms exports to Saudi Arabia witnessed a spike in 2021, despite a standing diplomatic rift between the two countries and the kingdom’s ongoing war on Yemen.
Global Affairs Canada, the department of the Government of Canada that manages its diplomatic and consular relations, said the country exported more than C$1.7 billion ($1.34 billion) worth of weaponry to Saudi Arabia in 2021, an increase from C$1.3 billion ($1.03 billion) in the previous year.
The exports made the kingdom, the second-biggest destination for Canadian arms after the United States.
The report marks the 10th year in which Saudi Arabia has been Canada's second-largest purchaser of military equipment.
According to the report, arms exports to the kingdom continued even after a spat between the two countries erupted in 2018.
Riyadh suspended trade with Canada, expelled the Canadian ambassador from the kingdom and recalled thousands of Saudi students studying medicine in Canada.
A year later, however, Canada sold "a record amount of military hardware" to Riyadh, worth approximately $2.2 billion.
That year, Ottawa concluded that there was "no substantial risk" that its sales of military hardware to Riyadh could be "used to commit or facilitate violations of international human rights law, international humanitarian law, or gender-based violence."

[Sanaa gov.] Oil ministry: a giant tanker looting a large shipment of Yemeni crude oil
An official at the Ministry of Oil and Minerals in the National Salvation Government said that a giant tanker is currently transferring a large shipment of Yemeni crude oil in a continuation of the organized looting by the aggression and its mercenaries of crude oil revenues in the light of their continuing to cut the salaries of state employees for more than six years.
The official explained to Saba that the giant tanker "APOLYTARES" arrived a few days ago at the port of al-Shihr in Hadhramaut province to load more than two million barrels of crude oil, noting that the value of this shipment is more than $270 million, according to oil prices in the stock exchange globally, which is equivalent to 162 billion Y.R.

King Salman Humanitarian Aid and Relief Center (KSrelief)'s Masam Project for Clearing Mines in Yemen dismantled 1,437 Houthi-laid mines in several regions over the past week.

Rights report: Landmines leave 46 civilian victims
A Yemeni rights group on Thursday issued a report unveiling the number of civilian victims affected by mines during the 2-month truce declared by the UN on 2 April.
46 civilian casualties were documented during the humanitarian truce, the MinesinYemen watchdog said on Facebook, blaming the landmines laid by the Houthis and other waste left by the 8-year-old war.
The bombs claimed the lives of 20 civilians (including 5 children and 2 women) and left 26 others (including 4 children and 3 women) injured, the rights group said.

Houthis commit 245 violations during UN truce
The National Committee to Investigate Alleged Violations to Human Rights (NCTIAVHR) has documented 245 violations to International Humanitarian Law and International Human Rights Law committed by Houthi militia during the UN truce.
The violations led to killing and injuring 23 people.

There was a 20% increase in food discharged (372,971 t) in May 2022 compared to the 2021 monthly average (310,856 t) and a 26% increase compared to the monthly average since May 2016 (296,052 t).
There was a 384% increase in fuel discharged (215,900 t) in May 2022 compared to the 2021 monthly average (44,589 t) and a 66% increase compared to the monthly average since May 2016 (130,327 t).
Food and Fuel Vessel Delays in May 2022
In May 2022, food vessels spent an average of 2.3 days in the CHA, 4.8 days in anchorage, and, 9.3 days at berth. This compares to an average of 2.2 days in the CHA, 1.8 days in anchorage, and 8.9 days at berth in May 2021.
Food vessels therefore spent 5.7%, 165%, and 5% more time in the CHA, anchorage and at berth, respectively, compared to May 2021.
In May 2022, nine (09) food vessels proceeded from the CHA to the anchorage area, 14 berthed, and 15 discharged their cargo and sailed
In May 2022, the average time spent by fuel vessels in the CHA was 9 days, whereas it was 180 days on average in May 2021, or a 95% decrease year-on-year. In comparison to the 2021 monthly average of 73.3 days, the month of May 2022 saw an 88% decrease.
Seven (07) fuel vessels were permitted from the CHA to anchorage, nine (09) berthed, and eight (08) discharged their cargo and sailed during the reporting month.
