Ill-Timed Congressional Letter Misses The Point On Saudi Arabia And Yemen – OpEd

Last week, some 30 members of the US Congress sent a letter requesting information from Secretary of State Antony Blinken on the status of the Biden administration’s “review and assessment of the US-Saudi relationship.” The letter suggested the need for a “recalibration” of that relationship, citing the Yemen war among other things.

The letter revealed an unusual gap of knowledge about the recent developments in Yemen, including the recent truce and Saudi Arabia’s initiatives. The timing of the letter could not be worse: While the administration is courting friend and foe, including Iran and Venezuela, to drum up support for Ukraine, the Congressmen’s letter attempts to drive a wedge between the US and one of its most important partners, whose help is needed at this time of crisis.

First on Yemen: The letter, issued on April 13, decries a brutal war that was already on hold and not happening at that moment.

Since the beginning of the Yemen conflict, Saudi Arabia has presented a number of initiatives to end the war. One of the most comprehensive was the March 2021 initiative, which was turned down by the Houthi militias.

The letter also refers to “the denial of humanitarian access to Yemen through the port of Hodeidah.” This statement too is inaccurate. Humanitarian access to the port was never “denied” in the first place, but was eased further according to the terms of the truce announced on April 1, and ships started coming in more frequently as confirmed by the UN at the time.

In addition, the recent GCC-sponsored Yemeni-Yemeni talks could not have happened without Saudi Arabia’s considerable support.

Houthis in Saada markets kidnap shoppers without a mahram.. They kidnapped dozens and released them after pledges

Eyewitnesses in Saada Governorate, the stronghold of the Iran-backed Houthi militia, in the far north of Yemen, said that women police deployed by the militia in the city's markets, on Sunday, kidnapped a number of women under the pretext of shopping without a mahram. Local sources confirmed to Al-Masdar Online, the kidnapping, explaining that it came after a decision by the Houthi militia to prevent women from going to the market without a mahram, in conjunction with women going to the markets in preparation for the upcoming Eid al-Fitr.

She said that the militia broadcast the decision through loudspeakers in mosques and in places where citizens gather in the governorate. It also identified specific markets for women, and said that if women want to shop, one of their male mahrams should take them to one of these markets. Yesterday, the Houthi militia deployed women's police in the various markets of the city, and directed them to arrest any woman in the market "without a mahram." This force carried out kidnappings of dozens of shoppers, some of whom were marginalized, while other women fled, according to eyewitnesses. The sources said that the militia later released the women after forcing them to write pledges not to go to the market without a mahram.

Head of the National Committee for Prisoners' Affairs Abdul Qadir al-Murtadha has said Yemen made a new offer for a prisoner swap.

“Due to the delay in the procedures for the implementation of the prisoner exchange agreement, we have submitted a new offer to the other party through the United Nations”, al-Murtadha said in a tweet he posted on Sunday.

"The offer requires the release of 200 prisoners from each side before Eid al-Fitr."

The other party has not reply to the offer yet, al-Murtadha said. "We are awaiting the response of the other side that we hope to be positive," he said.

Parliament Presidency denounces farce of aggression countries, their tools in Aden

The Presidency of the Parliament in the Republic of Yemen on Wednesday denounced the farce of swearing-in held in Aden to recycle the tools of the aggression coalition against Yemen.

Sana’a authorities in Yemen sign action plan with UN to prevent grave violations against children

Today Sana’a authorities signed an Action Plan with the United Nations to protect children and prevent grave violations against them in the context of the armed conflict in Yemen.

The Action Plan commits the Sana’a authorities and their forces to comply with the prohibition of the recruitment and use of all children in armed conflict, including in support roles. It gives the authorities six months to identify all children under 18 years old in their ranks and requires the authorities to facilitate their release and reintegration into their communities. It also includes provisions to prevent the killing and maiming of children, and protect health and education facilities, and their personnel.

“I commend the authorities in Sana’a for signing the Action Plan. This is a step in the right direction toward protecting Yemen’s children, who have suffered horribly through more than seven years of conflict,” said the UN Resident and Humanitarian Coordinator for Yemen, David Gressly. “The UN is committed to children’s welfare and helping the Sana’a authorities and forces they control turn the plan into action starting now.”

The Action Plan requires the authorities in Sana’a to implement its provisions and activities in close collaboration with the United Nations Country Task Force on Monitoring and Reporting (CTFMR) on grave violations against children in Yemen, and in cooperation with relevant United Nations agencies and departments, and international and local civil society partners, as well as with the Special Representative of the Secretary-General for Children and Armed Conflict (SRSG-CAAC).

Challenge lies in making child-soldier deal work

The United Nations has announced that it has reached an agreement with the Houthi rebels in Yemen that the rebels will not use children as soldiers, nor recruit them for the purpose. The deplorable phenomenon of child soldiers has been quite rampant in some of the conflict zones, especially in Africa. The Houthis have deployed children as soldiers in the Arab region.
Of course, the important question is whether the Houthis will keep to their part of the agreement and move out children from their forces within six months. It is recognised that the implementation of the agreement is a greater challenge than that of signing it.

The Houthis have described the agreement as a plan to protect children.
The UN says that 3, 500 children have been verified as deployed in the Yemen war, but according to admission of a Houthi military official in 2018, the rebels had recruited 18,000 child soldiers until then. And according to former child soldiers, children as young as 10 were recruited to fight the war. A Houthi military spokesman had denied that anyone below 18 was recruited and that there were even orders to reject children who want to join the fighting.

The issue of child soldiers can only be sorted out if national governments reject military aid to countries and groups deploying them.

Why Did the Houthis Demolish an Ottoman Martyrs’ Memorial in Yemen?

It is not possible to understand the Houthi attacks on the Ottoman memorial graveyard without delving into the historical background of the incident, which was widely condemned by Yemenis, as the demolition was linked to the Zaydi Houthi group.

The Houthis chose a timely moment to demolish the historical Ottoman monument: the visit of Israeli President Isaac Herzog to Ankara. In my estimation, the demolition of the monument can be attributed to three reasons.

The first is that the Shiite Houthi group, as a sectarian minority, does not want the Yemeni people to retain a positive historical memory of the role of the Ottoman Empire in their country. Thus, this is a message to Yemenis that there is no legitimate authority other than the authority of the Zaydi imams who today rule Yemen with an iron fist.

The second reason relates to the role played by regional powers, led by Iran, and Arab countries linked to the West. These countries, of course, do not want Turkey to have any historical impact on Yemen.

The third reason is that the Houthi group is trying to stop any future role for Turkey in the region

Calls to Release Detainees in US-Saudi Occupied Southern Governorates

A number of human rights activists and journalists have launched a campaign to demand the release of detainees in the prisons of the US-Saudi coalition in Aden, Hadramawt and other areas under its control.

Yemen’s internal security challenges and the Riyadh talks

The attack on a liquefied natural gas pipeline on Sunday was the latest security incident in the oil and gas-rich Shabwa province in southern Yemen. This incident and other security breaches in government-controlled areas represent a serious challenge to the authority of the Presidential Leadership Council, which was chosen during Gulf Cooperation Council-facilitated Yemeni talks in Riyadh earlier this month.
The province’s newly appointed governor, Awadh bin Al-Wazir Al-Awlaqi, said on Monday that the attack was a “terrorist destructive act,” accusing unnamed “terrorist groups” of carrying it out. He said that the attack provided evidence that terrorist groups are living their final days but also attempting to sabotage the process of restoring security and stability in Yemen and divert the PLC’s attention.
This was not the first incident of sabotage of oil and gas installations or pipes in Yemen or even in Shabwa. During the best of times there were attacks, which gradually led to the flight of foreign operators and a sharp reduction in oil and gas production throughout Yemen. As oil and gas have long been a key source of government revenue, these disruptions have put severe pressure on its ability to provide basic services.
However, Sunday’s attack was the first of its kind since the conclusion of the GCC-hosted Yemeni talks. It came a few days after Prime Minister Maeen Abdul Malik Saeed had announced his government’s decision to resume LNG production to help pay the salaries of government employees and stabilize the national currency.

While the authorities have yet to pin down responsibility for the attack on the LNG pipeline or other recent incidents in Shabwa, there has been plenty of speculation about the perpetrators. Some sources have accused AQAP of carrying out some of the attacks, including Sunday’s bombing of the pipeline, while others have suggested that the Houthis were indirectly behind the latest incident. Most likely, there are multiple groups and individuals behind the security breaches, with both political and criminal motives.
Regardless of who the perpetrators are, the recurring attacks underscore the need to implement the security recommendations of the Riyadh talks.

STC Presidency renews insistence on national values of the South

The Presidency of the Southern Transitional Council (STC) held its weekly meeting in Aden on Thursday, under the chairmanship of its President and Supreme Commander of the Southern Armed Forces, Maj. Gen. Aidroos Qassem al-Zubaidi.
The meeting discussed the latest political and military developments in the South after the GCC-sponsored Riyadh consultations and the formation of Presidential Leadership Council (PLC).
The Southern Presidency reiterated the STC's insistence on the firmly held national values of the South and the aspirations of its people. The STC also expressed its keenness to reinforce its partnership with the Arab Coalition and all the anti-Houthi forces on the ground.

New presidential council plans corruption crackdown and to rebuild services

Yemen's new presidential council is aiming to rebuild vital public services and provide security across Aden and the liberated areas of the country, the body’s deputy head told The National.
Days after the presidential council was sworn in to replace Abdrabu Mansur Hadi, the body's deputy head Major General Aidaroos Al Zubeidi said a new era had begun but the challenges were significant.
“There are many priorities,” he said. “First, we need to start providing state services, pay salaries [to civil servants] and establish peace and security across the capital Aden.”
He said the council has been in “open-ended” consultations with the Yemeni cabinet about drawing up a plan of action and the means to start implementing plans.
“We have always taken the concerns and suffering of our peoples into consideration during the different stages of negotiations and today it is time to turn our words into actions.”

Yemen swears in presidential body after Hadi stepped aside

Yemen’s internationally recognized presidential council was sworn in Tuesday in the southern port city of Aden, state-run media reported.

The swearing-in took place before the parliament in a ceremony attended by foreign ambassadors and the U.S. and U.N. envoys to Yemen, SABA news agency said.

The council is chaired by Rashad al-Alimi, an adviser to Hadi and former interior minister with the government of late strongman Ali Abdullah Saleh. He has close ties to Saudi Arabia.

Al-Alimi called on the international community to pressure the Houthis to engage in peace efforts because he said the rebels were still attacking the central city of Marib and other government-held areas despite the truce.

The council is committed to “end the (Houthi) coup and the war” and establish “fair and permeant peace that preserves the state and its constitutional institutions,” he said.

Parliament Speaker Sultan al-Borkani echoed the same message. However, he warned that they were ready to continue fighting after the unification of the anti-Houthi camp.

“This is our opportunity to take the road of fair and honorable peace,” he said. “Our hands are still extended (for peace), and our weapons are ready at the same time.”

Yemen Seeks Int'l Pressure to Make Houthis Respect Truce, Open Taiz Crossings

Chairman of the new Yemeni Presidential Leadership Council (PLC), Rashad al-Alimi, underlined the importance of international pressure to make the Iran-backed Houthi militias commit to the two-month truce.

Alimi received a telephone call on Thursday from US Secretary of State Antony Blinken, who congratulated him on his new position.

Alimi and Blinken discussed bilateral relations and US support to Yemen and its new leadership, said official sources. They agreed to continue cooperation in the fight against terrorism.

Alimi hailed US support to the legitimate Yemeni government since 2014 and its backing of the transitional authority and Presidential Leadership Council. He stressed that the government is committed to the humanitarian truce in spite of the ongoing Houthi violations.

He hoped the international community would pressure the Houthis so that they would commit to the truce and open crossings leading to Taiz in order to lift the stifling siege on the city, in line with the United Nations ceasefire.

Yemen's 'temporary capital' stuck in a tug-of-war between rival warlords

After Saudi Arabia launched the war in 2015, Houthi rebels were driven out of Aden, the major southern city that has become Yemen's 'temporary capital.' But it remains the scene of armed struggles between a multitude of rival militias.

In 2015, the Yemeni port city paid a heavy price in the fighting that allowed the Saudi-led coalition to drive out the Houthis. Everywhere, bombed-out buildings still lie in ruins. Yet Aden thought it could regain its former grandeur. The former capital of the South, which in the 1950s was still the second largest port in the world in terms of traffic, dreamed of putting an end to its slow decline. A political-military movement called the Southern Transitional Council (STC) was one of the port's liberators. Yemen: Food not peace is southerners' top demand of new leadership

Southern Yemenis have received President Abd Rabbuh Mansour Hadi's decision to cede power to a presidential council with cautious optimism that the recent political shake-up will improve living conditions amid widespread poverty, a depreciating currency, and political instability.

The return of ministers and other key officials to Aden, the seat of the country's internationally recognised government, has been viewed as a sign that the creation of the presidential council is bridging long-running divisions among the groups that are fighting the Houthi rebels.

The formation of the council has generally been welcomed in south Yemen as a positive move towards peace in the war-torn country, although some members of the STC, which seeks the independence of the south, have accused the movement of selling out.

While the STC had managed to take control of Aden and most of the southern provinces after Hadi's ministers had left, fierce clashes between the movement and pro-government forces had continued, along with a war of words in the media.

However, since the formation of the presidential council, fighting among the various sides has stopped and a more conciliatory tone has been adopted.

"This time we welcomed the [pro-Hadi] northern ministers and other officials in Aden because our leadership is part of the presidential council," Yafie said.

"We trust our leadership, and we are sure all steps they take serve the main issue, that is reclaiming our country."

"For now we don't need any military victories. All we need is to see prices are cheaper and that southern people can meet their needs, while military and political issues come next," Yafie said.

Yafie said people in the south have not been happy with the president, himself a southerner.

"Hadi spent 10 years in Riyadh supporting all enemies of the south, and the only good thing he did was ceding his power to this council, allowing a glimmer of hope for us," he said.

Abdul-Fattah Maqtari, an Islah member from Lahj province, told MEE there had been some positive developments since the formation of the council

"We spent 10 difficult years during the regime of Hadi, and the life of Yemenis went from bad to worse. We also spent more time fighting with Yemenis, and Yemenis were divided into different groups," said Maqtari.

"This presidential council is uniting Yemenis again as they accept each other, and if there are demands from some groups they will be dealt with in a legal way.

"I'm optimistic and waiting to see more results."

The Islah member said he believes the council's aim is to find a peaceful solution to deal with the situation in Yemen.

"At the end, we [Yemenis] are brothers, and we should reach a peaceful solution which all can accept and stop destroying our country," Maqtari said.

Although the majority of Yemenis appear happy with the formation of the council, there are some who remain pessimistic, especially those who continue to demand independence for the south.

"During recent years we have been fighting for the sake of independence, and we rejected the northern cabinet and Hadi, who represents the north, and today we see that northern ministers and officials are back in Aden under the protection of our leader," Ahmed, who used a false name for security reasons, told MEE.

"When we welcome the northern leadership in Aden, that means we surrendered to the north," he said, accusing some of the STC leaders of thinking about their own personal interests rather than independence.

The first daunting mission facing the council will be negotiating with the Yemeni Houthi group. The difficulty of this task should not be underestimated: it will be hard to convince the Houthis that this new Presidental Leadership Council is a legitimate representative of the Yemeni people, given that the Houthi leaders view all Saudi-allied Yemeni officials as mercenaries, and they have disdained any talks with them. Even if the Houthis were to agree to meet with the new council for talks, their conflicting ideas and priorities would likely impede any rapprochement.

With the Houthis’ persistent view that their opponents are illegitimate, it is unlikely that the Presidential Leadership Council will bring peace and stability to Yemen through a political approach.

The new council’s third challenge is the potential in-fighting between the anti-Houthi Yemeni factions.

The success of the council is contingent upon strong cohesion and unity among its eight members.

Separatists aspire to regain the independence of southern Yemen, which merged with the north in 1990. Thus, it is undeniably challenging for the new Presidential Leadership Council to convince the separatists to abandon the idea of parting from Yemen’s north, hand over their weapons, and obey the government authority. For the new leadership to succeed in dealing with the separatists in the southern Yemen, the Saudi-led coalition – particularly Saudi Arabia and the United Arab Emirates – should pressure the separatist movement to work in harmony with the Presidential Leadership Council. Moreover, the secessionist leaders need to abandon any rhetoric that encourages the separatist momentum.

The eight-member council is led by the Riyadh-based Rashad Al-Alimi, a former minister and Hadi adviser with close ties to Saudi Arabia, and a member of the Islamist Islah Party. He and three other members are allied with and backed by Saudi Arabia: Riyadh-based Abdullah Al-Alimi is a member of the Islah; Riyadh-based Othman Majli is a tribal leader from Saadah and a member of Hadi’s party, the General People’s Congress; and Sultan Al-Aradah is the governor of Marib, which is the Riyadh-based government’s last stronghold in northern Yemen and where ground battles continue despite the truce. He is also allied with the Islah Party.

The remaining four members are backed (and funded) by the UAE: Aidarous Al-Zubaidi heads the Southern Transitional Council, a secessionist group; Tareq Saleh is former president Ali Abdullah Saleh’s nephew, who switched from fighting alongside the Houthis to fighting against them after his uncle was killed in 2017; Faraj Al-Bahsani is the governor of Hadramout; and Abdulrahman Abu Zara’a Al-Muharrami is a Salafist commander of the UAE-funded Giants Brigades militia that defeated the Houthis in the southern, oil-rich province of Shabwa.

While they are tasked with leading negotiations with the Houthis, all were hand-selected for their allegiance to Saudi Arabia and the UAE. Nearly all have fought the Houthis at various battlefronts, and some have a history of fighting each other. The appointment of this war council may mark a new, chaotic phase in the war on Yemen: one that involves a smaller Saudi and UAE military footprint, but nonetheless furthers both countries’ agendas through their anti-Houthi coalition of warlords.

UN seeks $144m to salvage oil tanker off Yemen coast

The UN "urgently" needs $144 million to respond to the oil tanker which is floating off the coast of Yemen and which the organisation says is a "time bomb" and could worsen the country's already dire humanitarian situation.

In a statement, the UN said: "$80 million is urgently needed to implement the emergency operation to eliminate the immediate threat and transfer oil from aboard the Safer tanker to a safe temporary vessel during the summer between June and September. By the beginning of October, high winds and choppy currents will make the rescue operation more dangerous and increase the possibility of a shipwreck."

The UN Sustainable Development Group said the Netherlands will host a pledging conference in the first half of May to help raise funds for the project.

The Safer oil tanker, which was built in Japan during the 1970s, is carrying 1.1 million barrels of crude oil, and has been anchored off the marine terminal of Ras Isa, on the shores of the Red Sea, since 2015.

Luke Symons, of Cardiff, was 25 when he was seized in 2017 by the Houthis, a rebel group fighting the Yemen government in the civil war.

He was seized as a suspected spy, a claim his family have called "ridiculous".

Demolitions in Saudi's Jeddah turn residents into 'strangers'

The Saudi doctor still had 15 years left on the loan he used to build his family's "dream" home in Jeddah when bulldozers razed it to the ground, turning his life into "hell".

The operation was part of a $20-billion clearance and construction project that stands to displace half-a-million people in Saudi Arabia's second city –- and has spurred rare expressions of public anger in the kingdom.

Authorities pitch the development as the latest ambitious project of Crown Prince Mohammed bin Salman, one that will replace "slums" with amenities like a stadium, an oceanarium and an opera house.

Yet in coastal Jeddah, where crushed concrete and twisted metal now line affected streets, residents bristle at official descriptions of their lost neighbourhoods as undesirable hotbeds of drugs and crime.

Instead they accuse the government of destroying vibrant, diverse working-class districts that once burnished Jeddah's reputation as the most open destination in the deeply conservative country.

"We have become strangers in our own city. We feel suffering and bitterness," said the doctor, who is now renting accommodation while still paying $400 a month on his personal loan, which is secured against the land the home was built on.

Paused for the Muslim holy month of Ramadan, the demolitions are expected to pick up again in May. Jeddah officials did not respond to AFP's request for comment about the project.

But the demolitions risk fuelling anti-government sentiment in the 30-plus neighbourhoods that have been targeted, many of which housed a mix of Saudis and foreigners from other Arab countries and Asia.

Evicted residents had been living in the homes for up to 60 years, said ALQST for Human Rights, an NGO.

Some were driven out when their power and water was cut off, or threatened with jail for disobeying an eviction order, it added.

In the city's southern Galil neighbourhood, which saw the first demolitions last October, a resident who gave his name as Fahd said security forces had confiscated mobile phones to prevent footage from getting out.

"We were suddenly expelled from our homes overnight and without warning," he told AFP.

By early this year, though, the news was circulating widely, with the hashtag "#hadad_jeddah", or "Jeddah_demolition" in Arabic, trending on Twitter.

Ali al-Ahmed, a Saudi activist and scholar at the Institute for Gulf Affairs in Washington, has led online efforts to publicise details of the demolitions.

"It is not acceptable to demolish citizens' homes without their consent, and before compensating them at an appropriate price sufficient to move them to a new place," he said.

'Felt like doomsday'

During a recent visit to one neighbourhood rocked by demolitions, an AFP journalist saw multiple blocks where most buildings had been levelled.

On several of those still standing, authorities had written a single word in red: "Evacuate".

A sign instructed residents to leave with their belongings, and advised them to upload documents on a government website to apply for compensation.

The Saudi government has promised to compensate families, and announced in February it would complete 5,000 replacement housing units by the end of the year.

But residents interviewed by AFP, including those evicted early on, said they had so far received nothing and that there was no clear way to assess the value of their destroyed homes.

"Months have passed and I have not received compensation for my home. I went from a homeowner to becoming a tenant struggling to pay his rent," Fahd said.

The ALQST survey also found some residents had not received clear information on how to claim compensation, or even been told it was available.

America’s long-standing partnership with Saudi Arabia has become a deal with the devil. But the devil isn’t holding up his end of the bargain. It’s time we gave up on it too.

It’s never been a good look for the United States, a self-proclaimed champion of democracy and human rights, to be the security guarantor of an abusive monarchy that treats women like property and long placed policing in the hands of an extremist religious faction.

And yet we justify this close partnership largely in the name of security — our secure access to oil, to be more specific. The war in Ukraine has demonstrated that this access isn’t there.

The partnership was also considered essential to counter anti-American sentiment in the region, specifically from Iran. This justification has always been a double-edged sword, however, since Saudi Arabia helped foment anti-American sentiment, too, to the tune of billions of dollars it spent to promote Wahhabism, the radical and intolerant strain of Islam that laid the foundation for terrorist organizations like al-Qaida and ISIS.

In return for these supposed benefits, the United States has been the kingdom’s security guarantor, providing not only a military presence but also military technology, advice, and a flood of arms and hardware. From 2009 to 2020, U.S. military sales to Saudi Arabia amounted to more than $100 billion.

Even if you thought the trade-off of supporting the repressive state was once worthwhile, it’s hard to make the case today. Saudi Arabia has become an even worse actor than before, both at home and abroad.

If Saudi Arabia can’t side with the United States against Russia in the face of its indefensible aggression against Ukraine, it’s high time the U.S. asked what this partnership is good for. Our support of Saudi Arabia has never paid off, and that’s never been more clear than now

Rebalancing our relationship with Saudi Arabia

Too many Americans remain unaware of our own country’s role in creating this humanitarian catastrophe.

Nevertheless, there has been a notable strain in U.S.-Saudi relations. The House of Saud does not appear comfortable with Biden administration officials, preferring the uncritical solicitude of the Trump family.

In mid-April, the Intercept reported that Congressional Democrats drafted a letter to Secretary of State Antony Blinken encouraging the Biden administration to “rebalance” its relationship with Saudi Arabia.

It is long past time for the United States to stop protecting the Saudi regime and enabling its atrocities in Yemen. But that is not enough. As we rush relief to Ukrainians fleeing violence, we should also remember those suffering the effects of war in other parts of the world, and acknowledge our own responsibility for some of that suffering. The richest country in the world has a moral duty to make sure that children do not starve in Yemen and Afghanistan because the West is preoccupied with events in Eastern Europe.

Coalition Demands End to US Military Support for Saudi-Led War on Yemen

"Congress must help prevent backsliding by Saudi Arabia," said one activist, "by passing the Yemen War Powers Resolution and blocking U.S. military support for any renewed hostilities."

More than five dozen advocacy groups on Wednesday pressured Congress to cut off U.S. military support for the Saudi-led war and blockade on Yemen, highlighting that it "has helped cause the deaths of nearly half a million people and pushed millions more to the edge of starvation."

The groups' letter to Congress—led by Churches for Middle East Peace, Demand Progress, Friends Committee on National Legislation (FCNL), MoveOn, Quincy Institute for Responsible Statecraft, and Yemen Relief and Reconstruction Foundation—comes in the midst of a two-month truce.

The signatories are calling on lawmakers to co-sponsor a forthcoming War Powers Resolution from Reps. Pramila Jayapal (D-Wash.) and Peter DeFazio (D-Ore.), declaring that "Congress must reassert its Article I war powers, terminate U.S. involvement in Saudi Arabia's war and blockade, and do everything it can to support the Yemen truce."

Hassan El-Tayyab, legislative director for Middle East policy at FCNL, said in a statement Wednesday that "the recently announced nationwide truce between Yemen's warring parties offers hope that an end to the seven-year conflict might finally be possible."

"Congress must help prevent backsliding by Saudi Arabia, which has driven so much of the violence through indiscriminate airstrikes and crippling blockade, by passing the Yemen War Powers Resolution and blocking U.S. military support for any renewed hostilities," he added. Truce or Not, Congress Must Urgently Bring About a Real End to the War on Yemen

Congress needs to pass a War Powers Resolution to end U.S. complicity in the chaos and suffering in Yemen.

The Saudi-led coalition’s latest actions will likely sow further chaos in Yemen, thereby underscoring the urgency of legally disentangling the bloc’s largest supporter, the United States, from any further military actions in Yemen. In a letter released April 20, nearly 70 progressive organizations called on Congress to “cosponsor and publicly support” a War Powers Resolution, soon to be introduced.

The truce in Yemen may or may not hold. Regardless of the outcome, however, the United States must legislate an end to its illegal involvement in the war on Yemen. Thus, while Saudi Arabia and the UAE continue to further their agendas in Yemen by financing local warlords, Congress must ensure that the current (or future) U.S. administration does not follow a similar policy.

Despite calling the truce a ?“long-awaited reprieve for the Yemeni people,” President Biden’s administration has mirrored both Trump and Obama administration policies in Yemen by continuing to provide assistance and arms to the Saudi-UAE coalition.

With a War Powers bill at his desk, it would be unlikely — or at least unpopular — for Biden to veto the bill as his predecessor had done. If nothing else, a veto would contradict his publicly stated intention to end the U.S. role in the war.

Lenderking cautiously optimistic over Yemen, calls out Iran’s support for Houthis

US Special Envoy for Yemen Tim Lenderking voiced cautious optimism for efforts to end the seven-year-long war on Tuesday but warned that “there’s more that needs to be done.”

“I do think that the opportunity of a new presidential leadership council creates a more representative approach,” Lenderking told Al Arabiya during an interview at the State Department.

The leadership council has brought together several individuals who “have heated rivalry,” Lenderking said.

He added: “So far, it looks very promising to us when you couple that with the fact that there’s a truce since April 2. I think this is really a significant moment for Yemen.”

The US diplomat was referring to the ceasefire that was reached at the start of Ramadan between the internationally-recognized government and the Iran-backed Houthis.

Lenderking criticized Iran for its negative role in Yemen and its support for the Houthis.

He said that the US was all for a better relationship with Iran, but “thus far, we haven’t seen positive behavior from Iran in Yemen.”

Tehran has released statements supporting political efforts to end the war. “We need to see that translated on the ground by Iran,” Lenderking said.

Asked about Iran’s military support for the Houthis, Lenderking said: “That support has inflamed the war in the view of the United States.”

He called on the Houthis to take the needed independent steps to help the Yemeni people.

To Rule in Saudi Arabia, Pay for the US

A copy of the complaint of the fugitive Saudi security official, Saad Al-Jabri, who is suing Saudi Crown Prince Mohammed bin Salman (MBS) for attempting to kill him, published by the American journalist Vicky Ward, revealed some of what is happening in the corridors of the palaces of Al Saud, and the overwhelming US role in it and in its details.

Al-Jabri’s complaint was a door to the American investigative journalist, to get to the real reason behind the Saudi Crown Prince giving two billion dollars to Jared Kushner, son-in-law of former US President Donald Trump, and his advisor, despite the objections by a panel of financial advisers who highlighted Kushner’s lack of track record.

The writer reported that the money was possibly both an IOU for sympathetic foreign policy led by Kushner during the Trump years and also a bet by MBS on a return to the White House by Kushner’s father-in-law, Donald Trump.

However, Vicki Ward, made it clear in her investigation that these two reasons are not only what stands behind the truth of the matter, but there is a greater and real reason for the Saudi crown prince to not hesitate to pay this amount to Kushner, which is his reward for his role in removing Mohammad bin Nayef from his path.

Kushner and Kushner’s allies who blocked top-level U.S. government support for MBS’s cousin, former Saudi Crown Prince Mohammed bin Nayef (MBN)—a long-time intelligence and counter-terrorist asset for the U.S.—when MBN attempted a legal coup d’état in the Kingdom of Saudi Arabia in 2017. MBN believed he had enough support from the so-called “Council of Ministers” to back him in a regime change.

It was Kushner and his allies in the White House who got word to MBS of bin Nayef’s plans, and the plot was abruptly stopped.

But, according to three sources with knowledge, it was this meddling in Saudi royal affairs that caused U.S. intelligence officials to go “apoplectic” and prevent Kushner from getting a top-level security clearance.

Meanwhile, speaking on MSNBC, journalist Jonathan Alter revealed that the original amount MBS discussed giving Kushner was $10 billion rather than the $2 billion Kushner ultimately received.

Seit dem 8. Dezember 2021 sind keine Exportgenehmigungen für Rüstungsgüter mit Endverbleib in Saudi-Arabien erteilt worden. Das schreibt die Bundesregierung in einer Antwort (20/1423) auf eine Kleine Anfrage (20/836) der Fraktion Die Linke. Momentan werde eine Verlängerung der Regelung, wonach grundsätzlich keine Neuanträge für Rüstungsexporte nach Saudi-Arabien - mit Ausnahme von Genehmigungen, die sich auf europäische Kooperationen beziehen - über die bisherige Laufzeit geprüft, heißt es weiter.

Die Abgeordneten der Fraktion Die Linke hatten nach Genehmigungen von Rüstungsexporten in am Jemen-Krieg beteiligte Staaten gefragt.

Official: Death toll in latest Darfur violence now over 200

The death toll from weekend tribal clashes between Arabs and non-Arabs in Sudan’s western Darfur region has surpassed 200 people, a senior official said Tuesday.

Khamis Abdalla Abkar, the provincial governor of West Darfur province, said Sunday’s fighting in the town of Kreinik also wounded at least 103 others.

He said attackers overwhelmed a joint security force in the town, leading to its withdrawal.

“This is a crime, a crime against humanity,” Abkar said in video comments, adding that the town was destroyed, including its government institutions.

Sudan’s military deployed further troops to West Darfur province to help stop tribal fighting that claimed the lives of more than 175 people over the past five days, officials and aid agencies said Monday.

Sudan group says renewed tribal clashes kill 168 in Darfur

Tribal clashes between Arabs and non-Arabs in Sudan’s war-ravaged Darfur region Sunday killed 168 people, a local aid group said, one of the deadliest bouts of violence in the country in recent years.

The fighting in West Darfur province comes as Sudan has been plunged into turmoil since a military coup last year. The takeover upended the country’s transition to democracy after a popular uprising forced the removal of longtime autocrat Omar al-Bashir in April 2019.

The clashes raise questions over whether military leaders are capable of bringing security to Darfur, which has been wracked by years of civil war. In 2020, the U.N. Security Council ended its peacekeeping mission known there.

Adam Regal, spokesman for the General Coordination for Refugees and Displaced in Darfur, said Sunday’s fighting in West Darfur’s Kreinik area also wounded 98 people.

The fighting grew out of the killing of two people by unknown assailants Thursday, he said.

Yemeni Riyal Continues to Deteriorate Against Foreign Currencies in Saudi-UAE Occupied Governorates

The Yemeni riyal exchange rates continued to deteriorate significantly against foreign currencies in the occupied governorates reaching 942 riyals per dollar. The Yemeni riyal exchange rates have stabilized in the areas under the control of the Salvation Government, reaching 565 riyals to the dollar.

The deterioration of the local currency comes as a result of the pro-Saudi government printing one trillion and 800 billion riyals of illegal currency without a cash cover last year, in addition to its acquisition of all fuel revenues in the southern governorates, and their transfer to a special account with the National Bank in Riyadh.

Giant Oil Tanker to Loot Yemeni Oil in US-Saudi-Emirati Occupied Shabwa

Giant oil tanker SEAVELVET has docked, on Monday, at Al-Nashima port in Shabwa governorate, coming from the Indian port of SlKKA, with the aim of looting Yemeni crude oil.

This giant, which is the second in April, is preparing to loot 112 thousand tons of crude oil, which is equal to a million barrels. The oil looted is worth 106 million dollars, or more than 104 billion Yemeni riyals, according to the average exchange rates in the occupied areas, according to the source.

Yemenia Airlines.. steering wheel urgently needs replacement

In a unique move, the Yemeni official government at a meeting in Aden last November announced a package of decisions including discipline measures against some officials in a bid to reform administrative system and curb the abundant corruption and misuse of the public funds.
For many, the move seemed as a government uprising against corruption, as PM Maeen Abdulmalek vastly talked about the step's importance as part of an economic recovery that had been already declared.
Many observers expected the government would maintain this uprising to affect several official bodies in doubt, mainly the Yemenia Airlines plagued by negligence and mismanagement, to save what can be saved in this deeply-established company by trying and holding its leaders accountable.
Amid that uprising and as voices growingly called for the Yemenia Airlines' corruption to be brought under the radar, leaked reports revealed a new corrupt deal on a purchase of Airbus 330 derelict planes.
As Yemenia planes frequently suffered technical failures, leading Yemeni travelers to spend long hours waiting in airports, and the company's administrational and financial faults repeated, calls for reform further increased, with some calling for ouster of the Airlines' management.
Three (out of 8) Yemenia planes went out of order. Former management, in 2010, stroke a deal with Airbus to buy ten new 320 planes. While the Airlines was already provided with two, delivery of the other 8 planes was scheduled until 2017, increasing its fleet to 19 planes.
But Yemenis new management (led by Alwani) decided to return the two new planes and canceled the deal with Airbus, rising many doubts.
"Yemenia officials were illegally paid by an international carrier that had a purchase order with Airbus and was set to receive the delivery after the Yemenia," a Yemeni journalist said on Facebook.
The illegal money helped that air company "receive its order before Yemenia," Mohamed al-Khamiri added, without naming the carrier.

A statement issued by the "ISIS" organization, delivered by the official spokesman of the organization nicknamed "Abu Omar Al-Muhajir", in an audio speech published on the website of the Al-Furqan Media Foundation affiliated with the terrorist organization, talked about what he called a "conquest" to avenge the killing of their princes and leaders, led by "Abu Ibrahim Al-Qurashi", and the former spokesman “Al-Muhajir Abu Hamza”.

The terrorist organization's statement indicated that the organization's operations during the remaining days of the blessed month of Ramadan will be carried out in southern Yemen and West Africa.

Yemen: Driving the Demons Out

The Presidential Council makes it easier for the Saudis and the UAE to negotiate with Yemeni factions, including many Shia ones, to work out a peace deal. The war has dragged on for eight years mainly because Iran got involved and injected religious issues. For most Yemenis the war was about maintaining the cohesion of the nation. For Iran and the Shia rebels it’s also about religion. T he Iranian religious dictatorship is obsessed with replacing Saudi Arabia as the guardian of Mecca and Medina, the most important religious shrines for all Moslems.

The main battlefield for control of Mecca is in nearby Yemen.

The Iranians convinced many of the Shia Yemenis that getting their autonomy back should be non-negotiable because without that autonomy the Yemeni Shia will be vulnerable to retaliation from all the other Yemeni groups the Shia rebels have harmed during years of civil war. It’s an impossible situation for the Saudis because the Iranians want to use Shia controlled areas in northern Yemen as a perpetual base for attacks on Saudi control of Mecca and Medina. The Iranians have also displayed a preference for violating any treaty they enter into and the Yemeni rebels do likewise.

Before the Iranians got involved, the Saudis avoided problems with the Zaidi Shia living in Saudi Arabia by making sure the Zaidi got a share of the oil wealth that had made all Saudis loyal to the kingdom.

Trotz Waffenruhe wieder schwere Gefechte in einer Region im Jemen

Gut zwei Wochen nach Beginn einer Waffenruhe im Jemen gleitet das Bürgerkriegsland teils wieder in Gewalt ab. In der umkämpften Provinz Marib kam es seit Mittwochfrüh wieder zu schweren Gefechten zwischen den Houthi-Rebellen und Truppen der Regierung, wie die Deutsche Presse-Agentur aus Militärkreisen erfuhr. Die mit dem Iran verbündeten Rebellen hätten an Maribs südlicher Front einen großen Angriff gestartet, teilte das Medienbüro der Regierungstruppen bei Twitter mit.

In dem Land auf der Arabischen Halbinsel war am 2. April eigentlich eine Waffenruhe in Kraft getreten, die erste landesweite Feuerpause seit 2016. Die Gewalt ging UNO-Angaben zufolge seitdem deutlich zurück.

Zugleich warfen die Konfliktparteien sich gegenseitig aber immer wieder Verstöße vor.

2022 Aurora Humanitarians Announced in Yerevan

Today, on the Armenian Genocide Remembrance Day, the Aurora Humanitarian Initiative announced the names of 2022 Aurora Humanitarians, chosen for their exceptional impact, courage, and commitment to putting themselves at risk to help others. A US $1,000,000 award is given on behalf of the survivors of the Armenian Genocide and in gratitude to their saviors in order to address on-the-ground humanitarian challenges around the world with the focus on helping the most destitute. The announcement was made in the Matenadaran, the national repository of ancient manuscripts located in Yerevan, Armenia. One of the Humanitarians will later be named the 2022 Aurora Prize Laureate.

The 2022 Aurora Humanitarians are:

Hadi Jumaan (Yemen), a peace activist, mediator, and body collector from Yemen who regularly risks his life to facilitate the exchange of prisoners of war and recover human remains from the frontlines. As the country continues to experience a prolonged political and humanitarian crisis caused by the civil war, Mr. Jumaan brings to the families the only solace left to them – the knowledge that their loved and lost ones may finally rest in peace.

The Last Journey Home

Hadi Jumaan is a peace activist and social development specialist turned body collector from Yemen who cooperates with both sides of the conflict to facilitate the exchange of prisoners of war and recover human remains from the frontlines. As the country continues to experience a prolonged political, humanitarian, and developmental crisis caused by the civil war between the government and the armed group called Houthi, Mr. Jumaan and his small group of volunteers regularly risk their lives to bring to the families the only solace left to them – the knowledge that their loved and lost ones may finally rest in peace.

After working with the Social Development Fund that runs different programs across Yemen, Hadi Jumaan returned to Al Jawf. By this time, the war had begun.

“The fighting was already happening in Al Jawf, and the main thing we saw was a lot of people being killed on the battlefield from both sides. The front was always moving, and people were just leaving those dead individuals laying there,” recalls Hadi. He felt he needed to do something. “Around that time, I was approached by someone who had known me before the conflict. He told me: “I know you’ve always been trying to help people with your humanitarian work. Can you assist me in retrieving the remains of my two relatives, my brother and my cousin?” So, I went to get them.”

But bringing the remains back was only half the task: “We started contacting [possible relatives]. We didn’t know who those people were and were trying to identify them. We had to use our skills to contact both sides of the conflict and to convince them that we were there to help. We asked if they knew people killed in that area.” Eventually, Hadi was able to track down the person in charge and was told that he should travel all the way to the capital, Sana’a. There, he found out that all the deceased, all nineteen of them, came from the same neighborhood.

The word got out about the success of his mission, and things started to happen fast. Families, desperate for any help, began contacting Hadi. He realized it was time to grow the operation and make things official, hoping that getting registered would also make the missions safer for himself and his team. “We started to work as volunteers, but after being imprisoned several times, I felt the need to have a proper registration, so that when people asked us, we would have our papers ready. We formed an organization we called the Humanitarian Mediators,” says Hadi.
