A senior leader in the Mahrah sit-in committee has on Thursday affirmed that the sheikhs of the province have played a major role in maintaining security, stability in the province as well as thwarting all the foreign conspiracies and ambitions.

“Hawf’s sons will not allow anyone to disturb security and stability in Mahrah, or issue it to neighbors in Oman, which stands with Yemenis in general and Mahrah in particular,” said Salem Ali Yasser, head of the sheikhs department in the sit-in committee.

One dead and four wounded in attack on hospital in Taiz

At least one person was killed and four others wounded in an armed attack targeted a hospital in central of Taiz city, southwest Yemen, on Wednesday.

Local sources reported that an armed gang led by Jalal Asaj and Mubarak al-Wafi, believed to be affiliated with the Islah Party, stormed Riyadh Hospital in Bir Basha area, and opened fire at random tat employees and patients.

Aden city, southern Yemen, witnessed on Thursday protests calling for the departure of the Riyadh-formed Presidential Council and the dismissal of Maeen Abdulmalik’s government loyal to Saudi-led coalition.

Hundreds of participants in the protests chanted anti-coalition slogans due to the insecurity state that hit the city of Aden, and the collapse of basic services, including electricity and water.

This comes following the assassination of journalist Saber Al-Haidari and two of his companions and the injury of another on Wednesday, when an explosive device planted in his car went off in Al-Mansoura district.

The politician and academic at the University of Aden, Abdulrahman Al-Wali, said on Tuesday that “Aden province is ruled by gangs with multiple loyalties, gangs in electricity, and others in the sale of oil.”

Al-Wali added in a tweet to on “Twitter” , “Other gangs are in the security, police, and judiciary, and bribery are spreading.”

He pointed out that there are other gangs in the Central Bank and the currency trade run by thieves, in addition to gangs in telecommunications, indicating that the government loyal to Saudi-led coalition claims that it does not know those gangs.

UAE-backed separatists vow major uprising against Saudi-led government in Aden

The mobilisation committee of the UAE-backed Southern Transitional Council (STC) has on Tuesday set the date for a promised major uprising against the Riyadh-formed Presidential Council in Aden, southern Yemen.

The committee confirmed that the itinerary of the crowds will be from Zakou’s intersection in the Crater area to the gate of Ma’ashiq Palace, where members of the Presidential Council and the government reside, and is set to take place next Saturday afternoon, accompanied by civil disobedience in the city.

The committee pointed out that the uprising comes as a protest against the non-payment of salaries, the collapse of basic services, including electricity, health and water, and the rise of prices in Aden.

This comes after the STC committee gave the Council ten days to improve the currency rate and electricity service and to pay employee salaries in early June.

The STC is pushing the masses to besiege the Presidential Council and the Prime Minister, Maeen Abdul-Malik Saeed inside the Ma’ashiq Palace, and to expel them from Aden.

Official says Yemeni journalist killed in explosion in Aden

A Yemeni journalist was killed when his car exploded while he was driving in the southern port city of Aden, an official said Thursday, the latest such attack in the seat of Yemen’s internationally recognized government.

Information Minister Moammar al-Iryani said an improvised explosive device had been planted in the car of Saber al-Haidari, an employee with the ministry who also worked for Japan’s NHK television network. It exploded late Wednesday, killing him.

Sale of weapons to unknown people threatens opponents of UAE on Socotra Island

The UAE-backed Southern Transitional Council (STC)’s militia has sold a quantity of weapons to unknown persons on Socotra Island.

According to military sources, the UAE-backed militias looted over 100 rifles of the type AK-47 and 40 boxes of ammunition, in addition to 23 anti-aircraft weapons from a camp of the 1st Marine Infantry Brigade,and sold them to unknown persons on the island, Almahriah TV reported.

According to the channel, the STC’s militia looted the weapons from one of the brigade’s battalions that had declared its loyalty to the STC, and imprisoned soldiers from Socotra because of their opposition to the sale of weapons.

Other sources suggested that the sale of weapons predicts the emergence of new terrorist groups on the island, which is occupied by Emirati forces.

These groups are likely to be used by the UAE to increase their hold over the island, and to suppress and displace the inhabitants of the island under the pretext of fighting terror, and showing their presence with the Zionist entity to “protect maritime navigation” in the Indian Ocean.

General Secretariat of the Southern Transitional Council (STC) warned of attempts to target the Aden-based Central Bank and relocate its headquarters to Yemen's Houthi-held capital, Sana'a.

Islah uses al-Qaeda paper against UAE-backed militias in Shabwah

The UAE-backed local authorities in the oil-rich province of Shabwah have accused Islah party of deploying terrorist elements in several areas of the province.

Informed sources confirmed that dozens of gunmen believed to belong to al-Qaeda were deployed in the Khora area, which lies between the areas of Nisab and Al-Huta, west of the provincial capital city of Ataq.

The sources noted that during the past hours of Tuesday, local authorities sent a joint campaign from the So-called Shabwa Defense militia and Tariq Afash’s forces, and dozens of armored vehicles arrived at Madark camp in Khora.

According to the Observers, The emergence of al-Qaeda elements in different areas of Shabwah, after taking control of the oil fields by the UAE-backed forces. This may lead Saudi Arabia to proceed with using al-Qaeda’s paper to launch attacks on oil installations, so the US can directly to intervene in the province.

UAE-backed separatist militias mass on streets of Aden

The UAE-backed Southern Transitional Council (STC) on Monday pushed its security factions again to the streets of the port city of Aden, southern Yemen.

Informed sources confirmed that hundreds of members of the Security Belt affiliated with the STC have deployed, during the past hours in the Crater and Sirah districts, near Ma’ashiq Palace, which is used by the Riyadh-backed Presidential Council as its headquarters.

This came hours after the President of the Riyadh-backed Presidential Council, Rashad Al-Alimi, left the city of Aden, heading to Kuwait.

It is not yet known whether the STC seeks to take advantage of Al-Alimi’s absence from Aden to restore its security control over the city after its removal in favor of the Tariq Afash militia, or just sends a threatening message to Al-Alimi to turn against him.

The STC is seeking to pressure Al-Alimi’s council, following the latter’s efforts to restructure its military and security factions, which the STC considers an existential threat to its bases in the political scene.

The UN-brokered extended truce in Yemen puts the UN envoy, Hans Grundberg, at real trial, the government HR deputy minister said on Wednesday, calling on the UN to make deterrent decisions against the Houthi group.
The truce serves as an opportunity for the UN envoy to verify the Houthi willingness to ease the people's suffering and head for an inclusive political solution based on the three terms of reference, Nabeel Abdul Hafeez added in remarks carried by the Anadolu Agency.

BRIEFING TO THE UNITED NATIONS SECURITY COUNCIL BY THE SPECIAL ENVOY FOR YEMEN HANS GRUNDBERG

This is the first time I have had the opportunity to brief this Council in person since I announced the truce in April. The truce has now been holding in Yemen for two and half months. Something unprecedented during this war, and something that seemed unimaginable at the beginning of this year.

Mr. President, two and a half months into the truce, I would like to take stock of where we are on the implementation of the truce, highlight challenges, and delineate the way forward.

First, the truce continues to hold in military terms. There have been no confirmed airstrikes inside Yemen or cross-border attacks emanating from Yemen since the beginning of the agreement. And there has been a significant reduction in civilian casualties. However, casualty numbers due to landmines and unexploded ordinance are unfortunately increasing as civilians, including children, venture into contaminated frontline areas that were previously inaccessible.

Mr. President, despite the overall reduction in fighting, we continue to receive reports from both sides about the alleged violations inside Yemen

The steady flow of fuel to Hudaydah port has been maintained throughout the truce. During the months of April and May, over 480 thousand metric tons of fuel products were cleared – more fuel than entered Hudaydah during the whole of last year.

Mr. President, it is critical that this truce can also deliver on easing the suffering of the people of Taiz. For years, their freedom of movement has been greatly impeded by the conflict. As Taizis know all too well, the only open roads to the city are long and arduous.

Following the nomination of their respective delegations, I convened the parties in Amman to reach an agreement on opening roads in Taiz and other governorates.

After two rounds of frank and constructive deliberations on the views and options proposed by each side, I presented the parties with a proposal for the phased opening of roads. The proposal includes a main route from Taiz city to the Hawban area east of the city, as well as additional roads in Taiz and other governorates. The proposal also includes elements for an implementation mechanism and commitments to the safety of civilian travelers.

Mr. President, recent weeks have shown the fragility of the truce and that delays to implementation might threaten to unravel it in its entirety.

Mr. President, over the past two and a half months, the truce has created a more conducive environment for the parties to engage in good faith. Yet, the implementation of the truce has brought to the surface more contentious issues with political implications, such as revenue management, public sector salary payments, travel documents, and a more durable ceasefire. These are matters that are political and governance related in nature and we need to move towards a more durable arrangement on these issues.

Some of these matters have indeed been highlighted during my ongoing consultations to help formulate the priorities for a structured, multi-track process. During last month, I have held consultations with Yemeni public figures, diverse women constituencies, and economic experts and the private sector to inform the design and substance of such a process.

The political, security, and economic issues raised by Yemenis during the different rounds of consultations have given us a direction for the way forward.

Over the next month and a half, I will pursue two main lines of effort. First, I will work with the parties to ensure the implementation and consolidation of all the elements of the truce, including opening of roads in Taiz and other governorates. Second, I will work to achieve more durable solutions to pressing economic and security needs. As such, I plan to initiate negotiations on the economic and security tracks. This work needs to be anchored in a political context, gearing toward a political settlement.

The truce offers a rare opportunity to pivot towards peace that should not be lost.

Extending Yemen's Truce Has Resulted in Improved Humanitarian Conditions, Reduced Civilian Casualties, Special Envoy Tells Security Council

Ghada Mudawi, Acting Director of the Operations Division of the United Nations Office for the Coordination of Humanitarian Affairs, echoing the Special Envoy’s assessment of the truce’s impact on the country, said the humanitarian crisis remains as severe today as it did before the truce. Yemen is particularly vulnerable to the supply chain shocks emanating from the war in Ukraine as it depends on imports. Beyond the food sector, huge gaps continue in services such as water, health and education. Mine action is also urgently needed, and aid agencies are facing alarming levels of insecurity.

Despite these challenges, she pointed out that agencies are still delivering aid across Yemen, reaching 11 million people every month. Still, the United Nations response plan is currently just 26 per cent funded and many essential programmes are scaling back when they should be expanding. To make matters worse, the cost of humanitarian aid in Yemen is increasing due to rising global prices. In addition, the project to prevent a catastrophic spill from the Safer oil tanker is stalled due to lack of funds. “This issue, as you know, becomes more dangerous by the hour,” she stated.

Azal al-Salafi, Protection and Advocacy Officer at the Peace Track Initiative, pointed out that the participation of women in peace and political processes remains below the agreed-upon 30 per cent quota, and the committees formed as a result of the peace process still count no women among their members. Highlighting the Feminist Peace Roadmap and thanking the Council for reflecting the Roadmap’s recommendations in the resolution adopted last February on inclusion and multitrack design, she urged the international community to support the Roadmap by considering it as a reference to the peace process.

In the ensuing discussion, Council members praised the agreement between Yemen's internationally recognized Government and Ansar Allah to extend the truce for two months. However, many also expressed concern over the danger of unexploded ordnance, the looming environmental and humanitarian disaster threatened by the Safer oil tanker, recruitment of children and road closures around the city of Taïz.

Saudi Arabia and Yemen's Houthis resume direct talks, sources say

Warring parties Saudi Arabia and the Yemen's Houthi movement have resumed direct talks to discuss security along the kingdom's border and future relations under any peace deal with Yemen, two sources familiar with the matter said on Tuesday.

The so far sporadic negotiations between the two sides resumed last month before the scheduled renewal of a U.N.-brokered truce which was extended by another two months on June 2.

The resumption in talks is a positive sign for efforts by the United Nations and United States to find a political settlement to the conflict which has killed tens of thousands of people and pushed Yemen to the brink of famine.

The virtual talks between senior Saudi and Houthi officials were facilitated by Oman, both sources said, with one adding that there were also plans for a face-to-face meeting in Muscat if there is enough progress.

The Deputy Foreign Minister of the National Salvation Government, Hussein Al-Ezzi, on Monday revealed the reasons for Sanaa’s decision to open roads in Taiz province.

“Al-Qaeda and Brotherhood militias of the Saudi-led coalition took advantage of the road in Taiz to commit heinous massacres against dozens of citizens from Al-Junaid family and Al-Rumaima family, without the world blinking,” Al-Ezzi said in a tweet on Twitter.

It is absolutely impossible to reach a real political solution in Yemen unless the current realities are changed, the Yemeni ambassador to the UK said Sunday on Facebook.
Talks about peace with the Houthis cannot prove to be serious, Yaseen Saeed Noman added, as such talks merely "appeal to a fable of building trust with a group rebellious against everything that may bring people together in a common homeland.
"If discussion with this group on reopening a road leading to Taiz was faced with all this obstinacy, despite international pressures, how will it be like when it comes to talks about the State and political settlement?"

Saudi-Backed Party Negotiating to Get Media Attention, No Plans to Open Closed Roads

The issue of opening roads in Taiz and the rest of the governorates is still stumbling despite the passage of two rounds of negotiations in the Jordanian capital, Amman, due to the intransigence of the Saudi-backed party, which rejects the proposals presented by the Sanaa Military Negotiating Committee and sets impossible conditions for opening these roads.

The Saudi-backed side’s intransigence pushed Sana’a to present a unilateral initiative to open three roads as a first stage, provided that this contributes to opening closed roads by the coalition in the rest of the other governorates, including Ma’rib governorate.

This was rejected, as the head of the Saudi-backed delegation in the Amman consultations, Abdul Karim Shaiban, confirmed that any attempts to open roads by the Sana'a party are undermining the Amman talks, according to his claim.

The intransigence of the US-Saudi aggression caused raising many questions about the intentions of it from the talks and its insistence on focusing on opening the roads of Taiz without other provinces, even though the recent UN-sponsored truce agreement did not provide for opening all roads, but rather opening roads without any designation or identification, which was confirmed by the Deputy Foreign Minister in The government of Sana'a Hussein Al-Ezzi.

The National side confirmed that the goal of the Saudi-backed party is to obtain a military loophole that would enable them to control the whole city, or not to open new ports because opening them would deprive them of the tax they impose on goods and tankers, which was confirmed by a member of the National Delegation, Abdulmalik Al-Ejri.

Member of the [Sanaa] Supreme Political Council, General Sultan Al-Sami’e, confirmed the national salvation government’s readiness to open three roads as an initial stage, then open all roads in Taiz province.

Houthis keep refusing to open roads to the besieged city of Taiz

The Iran-backed Houthi rebels refused today to reopen roads to the besieged city of Taiz, Yemen’s third-largest city, sources said.

According to sources familiar with the matter, the Houthi rebels rejected a proposal made by the UN Envoy to Yemen, Hans Grundberg, to reopen a main road to the seven-year-besieged city of Taiz.

This comes one day following the kick-off of the Amman-held second round of talks between representatives from Yemen’s internationally-recognized government and the Houthi militia.

Discussions resumed yesterday 5 June in Amman, Jordan with the delegations of both parties to reach an agreement to open roads in Taiz and other governorates as per the terms of the truce agreement. The Special Envoy Hans Grundberg shared today with the Government of Yemen and Ansar Allah a revised proposal on the phased re-opening of roads, including an implementation mechanism and guarantees for the safety of civilian travelers, based on the discussions with both sides.

The updated proposal calls for the re-opening of roads, including a main route, leading into and out of Taiz city, as well as roads in other governorates that aims to alleviate civilian suffering and enhance the delivery of goods. The proposal takes into consideration suggestions from both parties, as well as feedback from Yemeni civil society. It also takes into account concerns expressed by the parties.

“This is a first step in our collective efforts to lift restrictions on the freedom of movement of Yemeni women, men and children within the country. The parties have a moral and political responsibility to engage seriously and urgently with the UN proposal, prioritizing the interests of civilians and delivering immediate and tangible results to the people of Taiz and Yemen at large,” Mr. Grundberg said.

The Office of the Special Envoy for Yemen convened the second meeting of the parties’ military coordination committee in Amman, Jordan today. Military representatives from the Government of Yemen, Ansar Allah and the Coalition Joint Forces Command participated in the meeting, facilitated by the UN Envoy’s Principal Military Adviser Brigadier General Antony Hayward.

The meeting was held in a good atmosphere with the participants engaging constructively on a number of technical issues related to the parties commitment to implementing the truce.

The military coordination committee agreed to set up a joint coordination room to address main issues of concern in a timely manner, and to nominate focal points for the coordination room within a week to ensure regular communication.

“Communication and trust-building are necessary for de-escalating the conflict in Yemen,” said Brig. Gen. Hayward. “Despite numerous ongoing challenges, the parties’ commitment to constructive dialogue and exchange on de-escalation efforts demonstrate their intent to uphold the truce and alleviate civilian suffering.”

The military coordination committee also agreed to meet on a monthly basis to ensure regular discussions continue at a strategic level.

Yemeni diplomat reveals status of diplomatic talks on Taiz roads

The Head of the Sana’a military delegation in Amman talks, Major General Yahya Al-Razami, revealed the results of the talks with the Saudi-led coalition delegation regarding the opening of roads.

Al-Razami said in a news statement on Tuesday: “We are still on our firm position on opening roads as a first stage contributing to alleviating the suffering of the sons of Taiz and the rest of the provinces.”

The Yemen truce is a significant step as it will ease the entry of the much need fuel imports and allow the resumption of commercial flights from the Sana’a airport.

More importantly, it is a major step towards a lasting peaceful solution to one of the longest military conflicts in the region, which killed thousands of Yemenis and pushed the country to the brink of starvation. It has devastated the country’s economy and its health and education systems.

Saudi Arabia announced late Tuesday that it has added 19 Yemeni individuals and entities to its terrorist list.

The eight Yemenis and 11 entities were listed for their involvement in facilitating the financial activities of Yemen’s Houthi rebel group, while some of them are associated and cooperating with the Al-Qaeda terrorist group and Iran’s Islamic Revolutionary Guard Corps, according to the kingdom’s Presidency of State Security.

DC trolls Saudi embassy by naming street Jamal Khashoggi Way

One month ahead of President Joe Biden’s trip to Saudi Arabia, the District of Columbia is renaming the street in front of the Saudi embassy Jamal Khashoggi Way, trolling Riyadh for its role in the killing of the dissident Saudi activist and journalist in 2018.

With members of the D.C. Council in attendance, a Jamal Khashoggi Way sign was unveiled directly in front of the embassy’s main entrance.

“We intend to remind the people who are hiding behind these doors ... that we hold them responsible and we will hold them accountable for the murder of our friend,” said Sarah Leah Whitson, executive director of DAWN, the pro-Arab world democracy organization founded by Khashoggi prior to his death.

Whitson also criticized what she called the “shameless capitulation” of the Biden administration for seeking improved relations with the Saudi government and scheduling an official presidential visit to the kingdom.

President Joe Biden confirmed Tuesday that he will visit Saudi Arabia next month for talks with its leaders, a dramatic change in his stance on the kingdom that he pledged to make a “pariah” as a Democratic candidate for the White House.

Biden’s letter to Congress reaffirms continued US support for the Saudi-led coalition

In a letter addressed to Congress earlier this week, President Joe Biden confirmed that the US has deployed troops to Yemen with the aim of battling extremist groups and continuing military support for the Saudi-led coalition.

“A number of American military personnel are deployed in Yemen,” the US president said, “to conduct operations against Al-Qaeda in the Arabian Peninsula (AQAP) and ISIS, as well as providing military advice and information to the Saudi-led coalition.”

According to Biden’s letter, the US military will continue to work “closely” with “partner regional forces” in their operations against Ansarallah.

The letter adds that the US military presence in Yemen is “to protect US interests by providing air and missile defense capabilities and support the operation of United States military aircraft,” but stressed that the US role in the country is “non-combatant” and is for “defensive purposes.”

US seeks full reset with Saudi Arabia, effectively moving on from the murder of Jamal Khashoggi

Senior US officials have conveyed to Saudi Arabia that the US is prepared to move forward with a "reset" of the relationship, and effectively move on from the 2018 murder of Washington Post columnist Jamal Khashoggi in order to repair ties with the key Middle East ally, senior US officials tell CNN.

The planning for a reset is a dramatic about-face for President Joe Biden, who came into office vowing to make Saudi Arabia a "pariah" over Khashoggi's murder. His administration also released an intelligence report last year that directly accused Saudi Crown Prince Mohammed bin Salman of orchestrating Khashoggi's killing.

But officials say Biden, who is under immense pressure to crack down on Russia and lower domestic gas prices amid inflation that's rising at the fastest pace since 1981, has set aside his moral outrage to pursue warmer relations with the Kingdom amid the dramatic global upheaval spurred by the Kremlin's invasion of Ukraine.

"Both sides have decided that for the sake of achieving peace and stability in the Middle East, we need to move past it," said one senior US official, referring to Khashoggi's murder. The Saudis, for their part, consider the Khashoggi case closed—and have made that clear to the US, officials said.

That doesn't mean forgiving and forgetting, the sources noted. Biden, they said, does plan to raise Khashoggi's murder directly with MBS, as the crown prince is known, when they meet as soon as next month. And some officials inside the administration still believe more should be done to hold MBS accountable for the crime. But the shift is now well underway after months of meetings in Riyadh between two of Biden's top national security advisers, Brett McGurk and Amos Hochstein, and Saudi officials, including MBS. And it is already sparking outrage, with Khashoggi's fiancée, Hatice Cengiz, accusing Biden of losing his moral compass.

"President Biden's decision to meet MBS is horribly upsetting to me and supporters of freedom and justice everywhere," she said in a statement to CNN.

A human rights defender in Washington close to the administration, who was also a close friend of Khashoggi's, told CNN that he believes moving on and doing nothing more to hold MBS accountable for Khashoggi's killing will deal a huge blow to the prince's opposition and Arab dissidents around the world.

US Congress Proposes Anti-Iran Alliance

The US should support Israel and nine Arab countries establishing an integrated air defense system to counter Iran, according to a proposal by ten members of Congress from both parties made public this week.

Dubbed the Deterring Enemy Forces and Enabling National Defenses (DEFEND) Act, the bill would authorize the Pentagon to cooperate with Israel, Bahrain, Egypt, Iraq, Kuwait, Jordan, Qatar, Oman, Saudi Arabia and the United Arab Emirates (UAE) to develop and deploy integrated air and missile defenses against alleged threat posed by Iran.

Why Aren't We Out of Yemen Yet?

Biden's vague, partial drawdown isn't enough.

Biden is reportedly considering a trip to Saudi Arabia in July. He's been widely castigated for the plan, which would mark a major reversal of campaign-era talk about making the regime a "pariah." But the visit has yet to be formally announced, which means Biden could still cancel or reconfigure it to push the Saudi government toward a more permanent peace in Yemen.

The president doesn't need to wait for Congress to pass that resolution to wind down U.S. military support for the coalition; constitutional constraints on presidential war powers are all on the side of joining wars, not leaving them. Nor does Biden need congressional permission to give the American people full information on what our government has done in Yemen and how it can—and should—stop working with the Saudi-led coalition going forward. He can speak plainly to the public and Riyadh whenever he likes.

We've had weasel words enough about the U.S. role in Yemen for three presidencies now. It's time for transparency—and peace.

I think many of you are aware that I just returned from Yemen. I traveled to Aden last week with our new Ambassador to Yemen Steve Fagin, and the purpose of the trip was to demonstrate U.S. commitment to Yemen and, indeed, to secure the truce that Geraldine noted has been renewed until August 2nd. As you know, Yemen remains a priority for the U.S. administration. We remain committed to a durable solution to the conflict and we are in it for the long haul.

This is the best opportunity Yemen has had for peace in several years. To move forward on the path to peace, the conflict parties must not only implement the terms of the current truce – including urgently opening roads to Taiz – they must agree to a permanent ceasefire and begin a comprehensive and inclusive political process that durably ends the war. So we urge the parties to continue to choose peace over continued war, suffering, and destruction.

The ongoing truce is having tangible impact on millions of Yemenis. The truce has enabled the flow of essential goods. It has improved the freedom of movement. It has facilitated humanitarian access and it has saved lives. But more work is needed. The truce is temporary. This renewal ends on August 2nd.

We need to continue the commercial flights to and from Cairo and Amman, Jordan. We thank the governments of Egypt and Jordan for their support for this effort. These commercial flights are the first flights commercially out of Sana’a airport since 2016. They’re flying almost at full capacity. This shows that Yemenis have been unable to travel for too long and really relish the opportunity to travel for medical attention, to see loved ones, and to gain respite from the conflict. The fuel ships that have been offloading in Hodeidah Port need to continue to offload according to the terms of the truce. And then, on the military side, the parties must maintain calm and continue to freeze in place.

Along with the Taiz road opening, where citizens have suffered too long, these are the core elements of the truce, and we really call on all the parties to continue to adhere to the terms. As I say, I think they’re making a real difference in the lives of Yemenis. Yemenis are seeing tangible results from this truce.

Ausnahme wäre, wenn der Kongress auf Bitte des Präsidenten ein anderes Rückzugsdatum festlegt, eine Kriegserklärung ausspricht oder die US-Armee in anderer Weise autorisiert. Auf von der US-Armee durchgeführte militärische Operationen gegen die im Jemen aktive Al-Qaida und mit ihr assoziierte Kräfte hingegen bezieht sich die Resolution explizit nicht. Argumentiert wird in der von 42 Abgeordneten eingebrachten Initiative, nur der Kongress sei nach Artikel 1, Absatz 8 der US-Verfassung befugt, einem anderen Land den Krieg zu erklären. Obwohl dies nie geschah, seien bewaffnete US-Kräfte seit März 2015 in Feindseligkeiten zwischen der Militärkoalition und den Ansarollah involviert.

The Biden administration has reportedly offered the United Arab Emirates a guarantee of military protection — one that could commit the United States to another war in the Middle East — as part of a push to keep the oil-rich monarchy in the U.S. orbit.

The UAE and its close ally Saudi Arabia have been pressuring the Biden administration to step up its support for the Arab monarchies

Brett McGurk, the White House’s point-man for Middle Eastern affairs, traveled to Abu Dhabi last week to discuss a “strategic framework agreement” between the two countries. The American offer included “U.S. security guarantees,” Axios has reported.

That offer was apparently a step down from the UAE’s original ask. Saudi Arabia and the UAE had been pushing for a treaty alliance with the United States, and asking Israel to help lobby for it, Bloomberg News reported in March.

Under the U.S. Constitution, only Congress has the power to declare war, and all treaties must be approved by two-thirds of the Senate.

But it’s unclear whether the Biden administration has informed any senators of its current offer.

Iran warns IAEA chief not to ‘complicate matters’

The spokesman for the Atomic Energy Organization of Iran (AEOI) has advised the UN nuclear agency's director general to refrain from complicating the situation through political statements.

The Wednesday warning by Behrouz Kamalvandi came after the head of the International Atomic Energy Agency (IAEA) called on Iran to resume talks "now" on reviving the 2015 nuclear accord before things get "much more problematic".

“I amicably advise Rafael Grossi, the director-general of the [International Atomic Energy] Agency, to take distance from making unprofessional statements of political hue and color intended for media" consumption, Kamalvandi said.

A court in central Greece has overturned a ruling that authorized the confiscation of crude oil from an Iranian-flagged tanker at the center of a volatile dispute over international sanctions.

Toby Harward, a coordinator with the UNHCR, said the fighting grew out of a land dispute between Arab and African tribes in the town of Kulbus in West Darfur province. Local Arab militias then attacked multiple villages in the area, forcing thousands of people to flee, he said.

Abkar al-Toum, a tribal leader in the town, said the dead included at least 62 bodies found burned after militias set more than 20 villages on fire. He said many people were still unaccounted for. He claimed the attackers gained control of water resources, aggravating the humanitarian situation in the area. He did not elaborate.

The Yemeni government called on friendly countries in Europe to prevent commercial entities from selling Yemeni antiquities at auctions in a number of European cities.

New World Bank Project Will Support Sustainable Fisheries in Yemen

The World Bank Board of Executive Directors approved today a US$45 million grant to support the sustainable fishery management in the Red Sea and Gulf of Aden.

The grant from the World Bank's International Development Association aims to enhance economic opportunities in Yemen, improve food security and help more efficiently manage fishery production, as well as strengthen mechanisms for regional collaborative management of fisheries in the Red Sea and Gulf of Aden region.

Among other goals, the project seeks to revitalize and more effectively manage the fishery sector in select areas in Yemen; increase food availability and create livelihood opportunities for Yemeni households involved in the fishery value chain. Yemen Joint Market Monitoring Initiative: May 2022 Situation Overview

The JMMI is a monthly survey of market systems. The basket of goods assessed includes 10 non-food items (NFIs), such as fuel, water, and hygiene products, reflecting the programmatic areas of the WASH Cluster. The JMMI tracks all components of the WASH and Food Survival Minimum Expenditure Basket (SMEB) as well as other food and non-food items. In addition to price monitoring, the JMMI includes indicators of market fuctionality, such as questions to infere the supply chain, vendors' constraints and ability to meet demands.

Key findings

In May, the exchange rate stood at 556 YER/USD in DFA areas and at 1016 YER/USD in IRG areas, which was an appreciation of 3% and 10% respectively compared to April.

Petrol and diesel prices were found at at 618 (-33%) and 876 (-14%) per litre in the DFA, which were the lowest prices since January 2022. In the IRG, fuel prices also decreased; the median petrol price was found at 1002 (-18%) and diesel at 1226 (-14%). However, the cooking gas price in the IRG remained stable, whereas it decreased with 32% in DFA areas.

The median price of the food SMEB, with canned beans, in the IRG decreased with 8% compared to the previous month (113802 YER). For DFA areas, the price was measured at 58658, a decrease of 2%.

The highest increase in median price was dried kidney beans (+27%), measured in the DFA. In the IRG, it was onions, which increased in price with 9%.

The cost of the WASH SMEB appeared relatively stable: it was measured at 27699 YER (-4%) in the IRG and at 17716 YER (-1%) in the DFA.

The proportion of fuel vendors reporting shortages in fuel decreased by one-third between April and May. The number stood at 29% compared to 42% in the previous month.

Food vendors most commonly reported constraint was price inflation (92%), high fuel prices (45%), and liquidity shortage (21%)

Mine Center records 113 victims of cluster bomb since start of humanitarian truce

Head of the Executive Center for Mine Action in Sanaa, Brigadier General Ali Sofra, on Monday announced that 113 cases of cluster bomb victims have been monitored since the beginning of the humanitarian truce announced by the United Nations.

“We monitored 26 cases of mine victims only during the first ten days of this month,” Brigadier General Sofra said in a press statement.

The number of victims of cluster bombs and mines is increasing in conjunction with the return of citizens to their homes during the truce days, he added.

Sofra confirmed that 326 cases of victims of cluster bombs and mines have been recorded in Hodeida province since the beginning of this year.

He pointed out that the number of casualties from cluster bombs since the beginning of the war on Yemen has reached 3,956 dead and wounded, including 400 children and 115 women.

Sofra affirmed that the Saudi-led coalition has prevented the entry of mine detectors into Sanaa since 2018, and that the center’s field teams face multiple risks and obstacles as a result of this.
