Official reveals information on minsters’ salaries in coalition-backed government

A pro-coalition official has revealed information about the salaries of the officials in Maeen Abdul-Malik Government who are being paid with hard currency, at a time when the Yemeni people are suffering from the worst humanitarian crisis in the world due to the Saudi-led aggression.

“The Turkish government increases the minister’s salary to 27,000 liras equivalent to $1,600, and the minister’s salary in Yemen is $7,000,” said Saif al-Hadhari, media advisor to former deputy of Hadi in a tweet .

“The fact that our ministers are very tired and their achievements are very high like hotel towers and café tables, ” he sarcastically added.

“We are in a time of legalized banditry without any accountability or control,” he said.

Emirati-Israeli Military Reinforcements on Socotra Island

The UAE state, which is implicated in the aggression against Yemen, began preparations for the establishment of a new military camp for its invading forces on the island of Socotra, in conjunction with a campaign to displace the island's residents.

Local sources indicated that dozens of Emirati officers and a number of Israeli engineers began planning to create a new camp in Hadibo, the administrative center of the island.

The sources added that the creation of the new camp comes with the purpose of absorbing the new military batches of the forces of the coalition of aggression that have flowed to the island during the recent period.

The sources indicated that the camp will be equipped with modern surveillance and intelligence equipment. An Emirati-Israeli military ship arrived at the port of Socotra, carrying military equipment.

Emirati regime continues its aggressive efforts to militarize and occupy the island, as part of a plan to isolate it from the rest of the Yemeni governorates, in conjunction with its continued forcible displacement of the local population on the island.

Uncertain loyalties and competing narratives

Yemen’s Al-Islah party has played a vital role in the Saudi/UAE-led war against the Houthis since 2014. But with the prospect of peace on the horizon, its future is not assured.

Reports sometimes mention the separatist forces in the south and jihadist factions with Al-Qaida links, but they mostly overlook the role of the Yemeni Congregation for Reform (Al-Islah), often described as the Muslim Brotherhood’s Yemeni branch, which has an ambiguous relationship with Saudi Arabia and a difficult one with the UAE.

Typical of this are the conflicting messages Riyadh sent Al-Islah in late December 2021: the Saudi ambassador to Yemen, Mohammed al-Jaber, hosted a visit from an Islah delegation with the stated objective of ‘closing ranks against the Houthi militias’. But Hassan al-Shehri, a Saudi media pundit who is reputedly close to the Riyadh government, harshly criticised the party on the Emirati channel Sky News Arabia, emphasising its links to the Muslim Brotherhood, which Riyadh and especially Abu Dhabi consider a terrorist organisation.

These mixed messages reveal the Saudis’ ambiguous position: they both need and reject Al-Islah, and are caught between their dependence on the party on the ground in Yemen and their need for a strategic alliance with the UAE at regional level. All this in the context of the military impasse in which the coalition now finds itself.

Al-Islah's political fragility, a result of the constant threat of being dropped by the coalition or even becoming its target, should not obscure its considerable influence among Yemenis [subscribers only]

SB forces deploy reinforcements in Yemeni Abyan to fight Qaeda

The Southern Transitional Council- (STC-) affiliated Security Belt (SB) forces on Saturday deployed reinforcements in Shoqra in preparation for a massive campaign in the Yemeni southern governorate of Abyan.
Several units on Saturday noon arrived in the port city to fight beside Yemen's government security, the SB said in brief statement, three years after the city saw bloody conflict pitting the government army against STC forces.

The deployment comes as part of preparation for a joint operation against al-Qaeda militants and some Houthi cells, Yemeni sources said, noting that both the militants and cells obviously coordinate with each other.

In Pictures: UAE takes dangerous measures to consolidate its control over Socotra

The United Arab Emirates (UAE) along with its key partner in the ally in the coalition war on Yemen, is pursuing its efforts to extend its influence on the Socotra archipelago, where the UAE has begun to implement new measures as part of its series of attempts to take full control over the Yemeni archipelago.

The UAE moves and steps aimed at changing the demographic and geographical map of the island have raised Yemeni fears that this could lead to the imposition of a different reality on the Island, in which would eliminate its association with Yemen.

Demographic Change of Island

Media sources told Yemen Press Agency (YPA) on Friday, that the UAE has carried out a large-scale registration of the Socotra residents to recruit them in the UAE police. The recruits must leave the island with his family.

On May 22, Yemen’s official Newspaper “Al-Thawra” quoted local residents on the island as saying that the UAE was seeking to change the identity of the island and reduce the presence of Yemenis there in a systematic manner. It has raised the UAE flag on government and official buildings on the island.

Yemeni workers were prevented from entering the island except with work stay permits. Moreover, sources revealed that Emirati-backed militias had set up an office in Socotra to register Yemeni workers from outside the island with their full data, grant them work permits on the island, and treat them as foreigners despite their Yemeni nationality.

The UAE has brought in foreign workers from Bengal to Socotra island under the cover of reconstruction.

Displacement in Exchange for the Emiratis Settlement

The sources revealed that Saudi forces are practically supervising the displacement of the island’s population in the face of the influx of hundreds of Emirati families into the archipelago.

According to the sources, the UAE has made attractive offers to European media professionals and photographers who are in the UAE to travel to Socotra in order to make the island’s tourism promotion for the Island and its Stunning landscape.

The sources added that the UAE has asked the media to confirm that Socotra has become Emirati.

UAE transfers soldiers, military equipment to Socotra

An Emirati military cargo plane arrived on Thursday at the Socotra Archipelago airport, carrying military equipment.

According to the “ICAD platform, the cargo plane took off from Al Ain Airport in the UAE on June 26 towards the Socotra archipelago, carrying soldiers and military equipment.

This came after the Hebrew media outlets published news about the installation of Israeli military radars in Bahrain, UAE and the Socotra archipelago from the portal of coordination and cooperation with Abu Dhabi.

The “Hebrew 12” channel reported that Israel installed radars to track Iran’s activities in Arab countries, including the UAE, Bahrain, and Socotra Island, to oversee navigation in the Red Sea and the Bab al-Mandab Strait.

Other sources pointed out that the UAE appointed the captain Al-Anoud Ahmed Al-Saadi, to succeed its delegate in Socotra, Khalfan Al-Mazrouei, to manage the affairs of the island.

Int’l orgs transport their employees from Aden, Britain warns

Dozens of workers in international organizations left the port city of Aden, southern Yemen, during the last hours, Human rights sources reported on Thursday.

The sources pointed out that a number of foreign workers, through four UN planes, left Aden Airport towards Cairo and Addis Ababa, and some of them headed towards the capital, Sanaa, by land, with the increase in terrorist acts in the city since last April.

The sources attributed the departure of international organizations from Aden city to the insecurity and threats to humanitarian workers.

Meanwhile, the British ambassador to the government loyal to Saudi-led coalition in Aden, Richard Oppenheim, called for the protection of relief workers from attacks while reaching the beneficiaries, indicating that the workers of international organizations face the risk of violence and targeting.

Report: US, UK Military Trainers Arrive at Southeast Yemen Port with Arms Cache

A top-ranking Yemeni official announced US and British military trainers have arrived at a port in the country’s Southeastern province of Al-Mahrah bordering Saudi Arabia and Oman on vessels loaded with munitions as well as military and logistical equipment.

The provincial governor [Sanaa gov.], Al-Qatabi Ali Hussein Al-Faraj, told Yemen’s official Saba news agency on Wednesday that large arms shipments aboard military vessels disembarked at the port of Nishtun, and that British and American military trainers are stationed at Al-Ghaydah International Airport.

“The Saudi-led coalition of aggression is involved in the smuggling and trade of narcotics in the area in order to perpetuate insecurity, advance its fiendish plots and deter the local population from confronting the invaders,” Faraj stated.

The senior Yemeni official noted that occupiers and their allied Takfiri militants are trying to plunge Mahrah province into utter chaos and confusion as locals are fiercely opposed to the presence of foreign forces.

Faraj stressed that the boiling public rage over the deployment of foreign troops to Mahrah indicates that the battle to liberate the province from the clutches of invaders and their mercenaries is reaching its final stages.

UAE forces are displacing Yemenis from Abd Al-Kuri Island

Emirati forces have been accused of displacing local residents from Yemen's Socotra archipelago in preparation to establish a military base on the island of Abd Al-Kuri.

Yesterday they continued to forcibly evict dozens of families from their homes at gunpoint, reported the Yemen Press Agency, citing local sources. The sources added that the recent displacement came after construction work began to build the base, which is speculated to host joint UAE and Israeli forces stationed in the archipelago.

In April, it was reported that UAE forces have been expelling dozens of families from their villages on Abd Al-Kuri Island, the second largest in the archipelago.

The displacements come amid increased cooperation between the UAE and Israel – who normalised ties in 2020, to set up a military and spy base on the strategically-located islands. This is in line with Israel's ambitions to gain a foothold in the Bab El-Mandeb Strait.

Yemen: Three months in, new leadership achieves little amid rising anger

Southerners criticise new presidential council of being slow to deliver reform promises as economic situation worsens

Anger and frustration in southern Yemen has risen in recent days as the country's new leadership has failed to address widespread economic woes, especially rising fuel prices and currency devaluation.

The formation of the PLC was coupled with a pledge of $3bn from Saudi Arabia and the UAE. But in the three months since the council was formed positive changes have been hard to notice in southern Yemen, the stronghold of the Saudi-backed government.

Furious protesters on Friday took to the street in Ash Shihr district in Hadhramaut province, expressing frustration over the continued deterioration of public services.

"I, like many others, expected our new leadership would be capable of resolving several issues, including electricity shortages, skyrocketing prices, and the depreciation of the currency,” Yaseen Mohammed, a 34-year-old resident in Ash Shihr district, told Middle East Eye.

“Three months should have been enough time for them to fix such problems."

With the summer season getting hotter, people are becoming angrier with each power cut, particularly in coastal areas.

Mohammed said he took part in Friday’s protests out of discontentment with the electricity service in his area.

"What happened in April was a political play from which we [the civilians] have not benefited. The performance of the new leadership is disheartening, and it is not that different from its predecessor."

Aden, the interim seat of the government, witnessed angry protests on 20 and 21 June. A rise in the prices of fuel shocked and infuriated citizens, prompting them to take to the streets, block roads and set tyres on fire, in the first display of public disapproval towards Yemen's new Saudi-Emirati-backed leadership.

Faced with disgruntled and impatient southerners, the new leadership has asked the public to wait longer to see tangible reforms.

Adel Dashela, a Yemeni political researcher and author, said the delay in delivering the Saudi-Emirati support of $3bn to Yemen has put the new leadership in a difficult position.

"The PLC cannot succeed without the support of the Saudi-led Arab coalition. If the council cannot address service-related issues, how can it confront the Houthi group politically or militarily? The coalition is part of the war and is legally responsible for what is happening in Yemen," Dashela told MEE.

Dashela said the situation in Yemen will further deteriorate unless the PLC and the coalition take sufficient action to secure the minimum basic needs of citizens in Houthi-free areas.

Amjad Salem, a 29-year-old resident in the Khur Maksar district of Aden, told MEE that the latest protests in Aden would not be the last should the new leadership fail to launch "genuine reforms".

"The Yemeni riyal is collapsing again. Commodities and fuel prices are soaring. This is clear proof of how ineffective this new leadership is. We will take to the street once again if this suffering continues," said Salem.

Saudi-led puppet government sells off limestone export port

The puppet backed by the Saudi-led coalition has sold the most important Yemeni port for exporting limestone, in violation of all Yemeni laws, regulations, and sovereignty.

STC officially turns against Riyadh Presidential Council

The UAE-backed Southern Transitional Council (STC) announced on Tuesday its rejection of the outcomes of the meeting that brought together President of the Presidential Council loyal to Saudi-led coalition and the UN envoy.

This is considered a clear rebellion against the pro-coalition authority of which STC is a part.

The spokesman for the STC, Ali Al-Kathiri, said that the STC adheres to the necessity of opening the roads of the south with the north as a condition for proceeding in any upcoming negotiations, noting that any agreement that does not include these roads does not mean anything to the council.

Al-Kathiri was commenting on Rashad Al-Alimi’s announcement of his refusal to move to other files before opening Taiz roads.

The roads file is added to several complicated files that witness disagreements within the corridors of the “Presidential Council”, which heralds its disintegration.

The UAE-backed Southern Transitional Council (STC) has on Tuesday renewed its commitment to represent Yemen’s south in any future negotiations with Sanaa government on a truce, road opening and political settlement in Yemen.

In a statement, Ali Abdullah Al-Kathiri, the Official Spokesperson of the STC, said that any consultations or negotiations taking place with the “Houthis”, apart from the participation of the South and its STC cannot ever establish a comprehensive and sustainable peace process.

In this sense, any agreements result from such consultations or negotiations are non-binding and insignificant, he added.

Pro-coalition government concludes rotten wheat deal

The government loyal to Saudi-led coalition on Monday agreed to conclude a deal to buy a large amount of “rotten” wheat.

This comes in the wake of the Minister of Planning’s statement regarding the depletion of wheat stocks, despite the government’s confirmation a few weeks ago that it had enough stocks for 6 months.

Southern media revealed that head of the pro-coalition government Maeen Abdulmalik had approved the import of 500,000 tons of wheat during the next three months, noting that the deal he approved included buying a rotten Indian wheat shipment that Egypt had previously rejected due to the high level of chemicals in it.

Saudi Arabia places al-Alimi under house arrest in Jeddah

Saudi Arabia has prevented president of the Riyadh-formed Presidential Council, Rashad Al-Alimi, from returning to the city of Aden, private sources reported on Monday.

The sources said that Al-Alimi is under house arrest in the Saudi city of Jeddah, which he arrived at the end of an external tour that included Kuwait, Bahrain, Egypt and Qatar.

Saudi Arabia assigned Aidarous Al-Zubaidi to acting president of the Council, and opened for him Al-Alimi’s office in Ma’ashiq Palace, from which he began practicing his duties, according to the sources.

The sources indicated Al-Alimi held a meeting with the American ambassador in an attempt to lift the house arrest imposed on him, while the “Saba” agency, which broadcasts from Saudi Arabia, declined to publish the news of the meeting with the directives of Al-Zubaidi.

Three Months of UN-Sponsored Truce, US-Saudi backed Government Not Serious in Implementing Peace in Yemen

Nearly three months of the UN-sponsored truce have passed, however, there are no indications establishing peace paths in Yemen as a result of the US-Saudi intransigence and obstruction to the implementation of the terms of the truce and its failure to fulfill its obligations stipulated in last April.

The deal stipulates halting offensive military operations, including cross-border attacks, and allowing fuel-laden ships to enter Yemen’s lifeline al-Hudaydah port and commercial flights in and out of the airport in the capital Sana’a "to predetermined destinations in the region."

Obstruction of Flights

Since the beginning of the truce and until today, the number of flights that have flown to and from Sanaa International Airport has not exceeded 12, and all this is due to the intransigence and obstruction of the US-Saudi party, which is still procrastinating in implementing these flights, especially the flights agreed to be operated to

Since the beginning of the truce, the position of the United Nations has remained negative and it has not done its duty to pressure the US-Saudi party to implement its obligations regarding flights. It did not accept adding flights that were not implemented during the first truce period to the flights agreed to be implemented during the current truce period, despite Sana’a’s continuing demands.

The obstruction of flights hampered the plans of the Supreme Medical Committee in Sana’a, according to the head of the committee, Dr. Mutahar al-Darwish, who explained that after the extension of the UN-sponsored truce, it was scheduled to travel 1,600 patients distributed on 16 flights, but the coalition’s obstruction prevented travel to many patients, especially to Cairo.

Despite the passage of two rounds of discussions in the Jordanian capital about opening roads, the road issue is still stumbling as a result of the aggression’s rejection of the initiatives presented by Sana’a.

The terms of the armistice stipulated that 18 fuel tankers would enter the port of Hodeidah during the first period of truce, however, despite obtaining United Nations permits, the fuel tankers are detained by the US-Saudi aggression for days and weeks.

Local and focused: European support for peace in Yemen

The EU should provide targeted support to local communities and organisations in Yemen. This would help sustain the ceasefire and restore Europeans’ credibility in the country.

Yet the EU can still support the peace process by backing local initiatives to improve security within communities, while also ensuring Yemeni actors are better represented in international discussions on the issue. This would help close the gap between local and international discussions and initiatives, which has only widened during the seven years of fighting. The prevailing narrative within the international community that the war will soon end might be compelling, but it does not reflect everyday reality for most Yemenis: despite the cessation of overt hostilities, the conflict continues to have a devastating impact on their lives.

Unsurprisingly, Yemenis prioritise efforts to improve their living conditions. Therefore, the ceasefire will lose public support unless it results in greater security and a better quality of life.

That said, community leaders and civil society organisations are making important contributions to peacemaking and living conditions. Local mediators have sometimes negotiated road access and created communication channels that run across front lines.

Yet local efforts will require targeted support if they are to have a major impact. There are many avenues through which Europeans could provide this. Local Yemeni leaders and civil society organisations are often forced to abandon projects due to a lack of resources. For instance, the mediation process between Houthi and government water authorities in Taiz has ground to a halt because they do not have the funding they need to repair wells.

However, it is critical that these efforts remain locally led and owned: there is a high risk that uninformed external programmes would merely disrupt valuable initiatives.

Given that Yemen suffers from weak state institutions and widespread corruption, Europeans could facilitate the formation of community bodies to oversee the selection and implementation of development and infrastructure projects.

Civil society organisations are unable to monitor front lines, as the warring parties still block their access to these areas. But they can monitor the ceasefire’s impact on communities.

Meanwhile, Yemen-based representatives of civil society groups need better representation in international discussions. The recent Yemen International Forum in Stockholm, which gathered more than 150 Yemenis from across the country, was an important exercise in such inclusivity.

The EU and its member states are well placed to support local actors and initiatives – and, accordingly, the ceasefire and any emerging peace process. By doing so, they could also regain some of the credibility in Yemen that they have lost during the course of this long war.

General Al-Razzami deplores conduct of the other party obstructing course of negotiations

The Head of the [Sanaa gov.] National Military Committee of the Supreme Political Council in Sana' a General Yahya Abdullah al-Razzami, expressed on Friday his deep regret at the conduct of the other party's delegation to obstruct the course of negotiation sponsored by the United Nations.

Major General Al-Razzami stressed that the absence of the other party's delegation to date was part of a series of complexities to obstruct any progress in the discussions, particularly with regard to the opening of roads in Taiz province.
"We no longer find any explanation for all these complications of the other side other than the lack of seriousness in alleviating the suffering of the people of Taiz, especially after the initiative we have credibly put forward."
"The insistence of the other side on a particular road and its disregard for other roads, which are a clear and logical solution to facilitate the passage of citizens and vehicles in Taiz as a first step, affirms that the intentions of the other side are neither a road problem nor a human relationship but other aggressive purposes."

[Aden] Yemeni Government Responds to Houthi Allegations on Taiz Negotiations

Yemeni military officials will meet in Amman, under the auspices of the UN envoy to Yemen, to discuss violations and the UN-sponsored ceasefire, said a Yemeni official.

Member of the government team concerned with opening the crossings, Nabil Jamel denied Houthi claims that there is a new round of negotiations regarding the reopening of crossings and roads, asserting that the Amman meeting will only address the violations and truce.

In an exclusive interview with Asharq Al-Awsat, Jamel pointed out that the Houthi allegations are baseless, claiming the group wants to deviate attention from its rejection to agree to the UN envoy's proposals to open the Taiz crossings and other areas.

He added, "It seems that the recent mission of the UN envoy in Muscat did not yield any new results," noting that Houthis still refuse to open roads and crossings and continue to evade the implementation of any provision of the truce.

Jamel reiterated that there would be no new round of negotiations regarding the opening of Taiz roads.

The official indicated that time has passed without progress, which would put the UN envoy and the international community in front of real challenges.

The envoy and the international community must compel the Houthis to implement the armistice, he said.

Yemen Aden gov. : Houthis Criticized Over Refusal To Open Main Roads In Taiz

Yemen [Aden gov.] will not begin discussing other issues with the Houthis under a UN-brokered truce until the militia accepts a proposal to open roads in Taiz, a government official has told Arab News.

“We will not accept discussing other issues or offer more concessions before they agree to the UN envoy’s proposal,” the Yemeni government official said anonymously because he was not authorized to brief reporters. “We have not received any invitation (from the UN envoy) to take part in a new round of discussion on the Taiz file.”

The Houthis alternatively proposed opening an old, rough road connecting Taiz with the countryside.

Taiz residents and local government officials told Arab News that the proposed road was narrow, unpaved, and had been abandoned for over six decades.

The head of the Houthi delegation to the talks, Yahiya Abdullah Al-Razami, said on Friday that the movement would unilaterally open the old road, claiming it had not pledged to open main roads in Taiz when it signed the truce.

“This is not true. The Houthis signed the elements of the truce that include Sanaa airport, Hodeidah port, and opening roads in Taiz,” the government official said.

Semneby Reveals Swedish Solution to Yemen Crisis

Sweden’s Special Envoy for Yemen, Ambassador Peter Semneby believes that the longer the current ceasefire lasts in Yemen the harder it becomes to break it.
“A long-term perspective that gives the Yemeni people what they need and deserve can only be achieved through: de-escalation, alleviation of human suffering, and engagement in the political process,” he told Asharq Al-Awsat.
“The parties will get used to that, and they will adapt to the course of the armistice,” said the diplomat.
Despite the positive atmosphere surrounding the ceasefire, it remains fragile, according to Semneby.
“There is a need for efforts of all kinds to ensure that parties fulfill their obligations under the truce and are aware of the risks of escalation,” he warned.
He urged Yemen’s warring parties to focus on “a long-term vision for peace rather than just thinking now about what this or that action might mean on the battlefield in the short term.”

[Aden gov.] Yemeni President tell UN envoy: Reopening roads first then other files

President of the Yemeni Leadership Council (LC) on Monday warned of "international slackness" in dealing with the Houthi group that "practices systematic blackmail just to buy time, without proving willingness to engage in peace and end the Yemenis' suffering."
The Yemeni UN-recognized government sticks to the need for reopening the blocked roads and crossings in Taiz city, Rashad al-Alimi added at meeting with the UN special envoy to Yemen, Hans Grundberg.
Yemen's President underlined the need for more pressures on the Houthi group to honor its words under the truce deal and to reopen Taiz's main roads before moving to other files, according to Saba news agency.
Ending the city's siege would make difference in alleviating the suffering of Taiz people who have been under blockade over seven years, he said, warning of "international slackness" at the Houthi systemic blackmail aimed to gain more time and prolong the war.
Alimi also warned against the Houthi persistently organized mobilization.

Giving Saudi a free pass undermines universal human rights

Kourosh Ziabari warns that the lack of international criticism and accountability towards Saudi, especially following the execution of 81 people, means other nations like Iran feel no sense of obligation towards the defence of universal human rights.

Only a few months have rolled by since Saudi Arabia pulled off its largest campaign of mass execution by beheading 81 people in a single day, and it seems the scandalous misadventure has been clouded by the passage of time.

But even when the alarming cruelty unfolded, it wasn’t perceived as an anomaly or a surprise story meriting exclusive attention. There were sporadic references to the chilling execution spree in the media, and human rights organisations issued generic statements denouncing the beheading of an inordinate number of convicts whose custody and trial circumstances were debatable.

''The Saudi leadership has now recognised that its ironclad partnership with the US and other Western powers has insulated it from critical investigation over its transgressions. This is not simply favouritism, but duplicity in upholding a set of principles that are supposed to be applied coherently and integrally.''

That was pretty much it. Saudi was not singled out for scrutiny at the UN Human Rights Council, mainstream broadcasters didn’t spend hours chewing over a gross violation of human rights by an autocratic government, world leaders didn’t bombard Mohammed bin Salman with castigatory messages, and economic sanctions weren’t brandished to penalize Saudi’s excess.

As long as states such as Saudi Arabia are given a carte blanche to suppress the civil society and extinguish the rights of their people, countries like Iran will continue to dismissively downplay the global efforts to push for accountability over human rights. They will push ahead with their own agenda, namely, arbitrary executions, imprisonments and crackdowns, because these standards are seen to be implemented disingenuously.

Golden opportunity

President Biden would also have to apply pressure on the Saudis and their allies in the region to withdraw their troops from South Yemen.

The first step for President Biden, however, would be to show resolve in tackling the Saudi King and Crown Prince ~ he needs to pressure them into agreeing to lift the remainder of the blockade of North Yemen and thereby help make the current ceasefire a permanent truce. To his credit, Mr Biden has already ensured that his behind-the-scenes efforts brought the ceasefire into effect in April this year (renewed till August), the first such truce since 2016.

The task before him will not be easy, points out West Asia expert Bruce Riedel, given the ceasefire is most endangered by the continuing siege of Taiz, Yemen’s third-largest city, by Houthi rebels. The Houthis have offered to open back roads into the city but not the main thoroughfares; Mr Biden needs to convince the Saudis to offer incentives to get a deal that would fully open Taiz. So, what could these incentives be? In the interest of achieving an end to the fighting, further easing of the Saudi blockade of the Houthi-controlled North, allowing more fuel supplies into Hodeida (the main port), and an unrestricted supply of food and medicine are essential.

Control of the territories held by Saudi and Emirati troops, say experts, will need to be transferred to the new provisional authority in Yemen created in April to lay the foundation for a lasting truce. While all stakeholders are reconciled to the fact that Yemen is unlikely to be reunited anytime soon, this measure would at least signal intent ~ that it is not acceptable for the country’s territorial integrity to be violated by foreign occupying forces.

Biden’s Mideast Agenda Could Increase the Risks of War

The Biden administration is portraying the president’s trip to the Middle East next month as a contribution to peace and stability in the region, but it is more likely to entangle the U.S. in future conflicts.

The effort to normalize relations between Arab states and Israel, as currently enshrined in the Trump administration-initiated Abraham Accords, ignores one major source of conflict in the region – Israel’s occupation of Palestine – while potentially accelerating another – a possible war with Iran. Adding Saudi Arabia to the mix, either formally or informally, will only accelerate this dynamic. As currently conceived, the Abraham Accords look more like an excuse to sell more weapons to the region and consolidate an anti-Iranian military bloc than a step towards an enduring peace in the Middle East.

A new element of the Biden Middle East policy that will be emphasized during his trip is a region wide air defense system – officially known as the Middle East Air Defense Alliance – that will include Israel and the Gulf States. But the creation of the air defense network is just one part of an initiative to increase U.S. military commitments to the region, most notably by offering stepped up security assurances to the UAEUAE -0.6% and Saudi Arabia. Warming up to these repressive, reckless regimes is not in U.S. interests, nor will it foster greater stability in the region.

A case in point is the brutal Saudi/UAE intervention in Yemen.

A temporary truce in Yemen is a welcome sign, but the United States should use its leverage as the primary supporter of the Saudi and UAE militaries to promote a genuine peace accord and head off a resumption of the fighting there, as called for by Congressional advocates of a Yemen War Powers Resolution.

Rather than doubling down on an alliance with repressive regimes like the UAE and Saudi Arabia that could draw the U.S. into a future conflict with Iran or elsewhere in the region, the Biden administration should focus on rescuing the Iran nuclear deal – known formally as the Joint Comprehensive Plan of Action (JCPOA) – and bringing a conclusive end to the war in Yemen – by William Hartung

Salem Al-Musabi said: US ambassador is holding successive meetings with the seven deputies of the Leadership Council. All the meetings dealt with American interests only and who is the most qualified person to implement them. #Yemen falls between a category that wants death to US. Observers considered the US ambassador’s movements to the city of #Marib, after his visit during the past two days to #Hadramout province, have aimed at military escalation, as part of Washington’s efforts to preserve oil and gas sources. Some other observers read the arrival of ambassador Fagin to #Marib came also to market the illusions repeated by his country that it is the only savior from the chaos of terrorism which its intelligence manufactures to complete its strategic plans by controlling #Yemen’s natural wealth and expanding. New US ambassador arrives in Hadhramaut as American search for Yemeni oil and gas escalates

Newly-appointed US Ambassador to Yemen, Steven Fagin has arrived in the Yemeni province of Hadhramaut on Monday.

He met with local officials in Hadhramaut province and discussed efforts to address the challenges facing Yemen’s largest province, according to media sources.

The US ambassador’s presence in Hadhramaut came at a time when the province has been witnessing a wave of angry protests against the increased power outages amid rising of extreme heat in the desert province.

Recently, the US has intensified its movements in the oil-rich provinces of Hadhramaut, Shabwah and Mahrah, all in occupied eastern Yemen.

This is the first visit for the ambassador since his appointment, weeks after Biden’s decision to extend the presence of US troops in Yemen under the pretext of fighting al-Qaeda.

US takes hostile move to establish military base in Hadhramaut

The US Embassy in the Saudi-led coalition-backed government revealed a surprise visit by the ambassador Stephen Fagin to the oil-rich province of Hadhramaut, eastern Yemen.

“He met with local officials in Hadhramaut and discussed efforts to address the challenges facing Yemen’s largest province,” the ambassador said in a message posted on the embassy’s Twitter account on Monday.

“The ambassador discussed the UN-brokered truce, which he considered as key to building economic recovery that can improve lives and provide space for a comprehensive political process”, the embassy added.

In another tweet, the embassy said Ambassador Fagin “met with USAID partners and learned about their work in the fishery, livestock, honey and horticulture sectors.

Informed sources in the province confirmed that the visit of the US ambassador, on Monday to Hadhramaut, a day after he met with the so-called Rashad al-Alimi, the head of Riyadh-formed presidential Council in the Saudi capital Riyadh

The visit comes as part of the US arrangements to establish a military base near Al Rayyan airport, which the UAE occupation turned into a joint military base with the US forces since 2016, following the expulsion and withdrawal of al-Qaeda elements from the city of Mukalla, the capital of the province.

The sources said that a number of US military officials accompanied the ambassador during his visit to Hadhramaut and discussed the possibility of establishing an independent military base and reopening al-Rayyan airport to civilian flights, due to the increased of local demands.

The US forces have deployed in various areas of Hadhramaut, Shabwah and Mahrah, which are being far away from confrontations over the past years.

These provinces have a strategic location and contain huge amounts of oil and gas reserves, which make a seductive place for international ambitions to control oil wealth, after occupying the ports of Aden, Mukalla and Shabwah, and Nashtun in Mahrah, amid failed attempts to capture the port of Hodeidah over the past years.

Yemen crisis prompts fresh questions about the role of USA

Arhama Siddiqa, a Middle East expert and research fellow at the Institute of Strategic Studies Islamabad, Pakistan, noted that in light of the global geopolitical changes, the administration of US President Joe Biden “has been making certain decisions which contradict what has been their policy otherwise”.

She said the fact that the GAO has published the report “should come as no surprise”, given that the US mid-term elections are approaching.

According to the GAO findings, the DOD administered at least $54.6 billion in military support to Saudi Arabia and the UAE from 2015 through 2021.

The vast majority of this support comprised defense equipment and services, including training, purchased by the countries through the US Foreign Military Sales program, it said. The items included helicopters, missiles, and small diameter bombs.

Iran, EU say nuke talks to resume in days

Iran and the European Union announced here on Saturday the resumption of international negotiations in Vienna in the coming days to revive the Iranian nuclear pact.

Making the remarks at a joint televised press conference with the visiting European Union foreign policy chief Josep Borrell, Iranian Foreign Minister Hossein Amir-Abdollahian said his country is prepared for the resumption of Vienna nuclear talks in the coming days.

The Iranian top diplomat said that he had detailed, in-depth talks on Iran's demands with Borrell, and that "we are ready to resume negotiations in the coming days."

The economic benefit of the Iranian people from the Joint Comprehensive Plan of Action (JCPOA) is important to the Iranian government and any issue that fails to secure Iran's economic interests will not be acceptable to the government of President Ebrahim Raisi, he noted.

"We will try to resolve the problems and differences that exist in the course of the talks that will resume soon," he said, expressing the hope that the American side will take "realistic and fair action this time" in a run for a possible agreement.

For his part, Borrell said the talks will resume "quickly" and "immediately" in an effort to "solve the last outstanding issues."

"We are expected to resume talks in the coming days and break the impasse. It has been three months and we need to accelerate the work. I am very happy about the decision that has been made in Tehran and Washington," the top EU diplomat said.

Greece releases Iranian-flagged oil tanker seized under US pressure

The Greek government has released an Iranian-flagged oil tanker, which was seized two months ago under US pressure to tighten its sanctions on the Islamic Republic.

On Sunday, AFP quoted a source in the Greek port police as saying that the seizure of the PEGAS tanker has been lifted and that the oil tanker may set sail again.

On April 19, Greek authorities impounded the 115,500-deadweight tonnage PEGAS, with 19 Russian crew members on board, on the southern coast of the island of Evia.

The tanker was reportedly carrying 115,000 tons of Iranian oil. Late in April, it was reported that the US Department of Justice had confiscated 700,000 barrels of the Iranian oil cargo.

[Aden gov.] Yemeni FM: Lebanon’s Vowed Measures against Houthi Channels Remain Mere Ink on Paper

Yemeni Foreign Minister Ahmed bin Mubarak has heavily criticized Lebanon-based Hezbollah’s interference in the Yemeni crisis and demanded that the country take effective measures to shut-down Houthi satellite channels broadcasting from Beirut’s southern suburbs.

“Lebanon has announced a policy of disassociation towards the Yemeni crisis. But, so far, we have witnessed direct intervention that goes beyond statements and speeches,” the top Yemeni diplomat told Asharq Al-Awsat.

Bin Mubarak criticized Lebanon for not curbing Hezbollah’s sending of fighters to Yemen, training of Houthis, transferring technology to militants and hosting Yemeni insurgency satellite channels.

“All of these factors offend the historical link between Yemen and Lebanon,” said bin Mubarak, blaming Hezbollah for threatening Yemeni-Lebanese ties with desperate actions it is taking to transform the country into a hub for blatant intervention in the internal affairs of other Arab nations.

Ibb’s Grand Mosque: Heritage at Risk in Yemen’s Hinterland

The Grand Mosque of Ibb, Yemen, also called the Umar Caliph Mosque, is a critically endangered structure that has been a seat of the Shafii school of Islamic jurisprudence since the twelfth century. From the sixteenth century through the present, this identity became marginalized due to the changing political conditions of Lower Yemen. The present state of the mosque testifies to multiple phases of neglect, and the destruction of a complex that served as both a house of worship and a university; collapses and modern interventions have obscured much of its earlier grandeur. This study analyses the Grand Mosque’s destruction and deterioration through its distinct historic periods. For the Grand Mosque’s most recent history, photographs and interviews conducted by geographer Mohamed Saleh Al-Haj, a local resident of Ibb, are presented in collaboration with art historian Lily Filson, a colleague in the United States. The necessity of this international scholarly teamwork underscores the difficulties and challenges of conservation and fieldwork in Ibb. The Grand Mosque faces imminent risk because of its central location within Yemen, a hinterland within Islamic architectural scholarship and the site of a civil war that has claimed irreplaceable monuments and a staggering human toll since 2014 [paywalled]

Oil tanker prepares to loot new quantities of Yemeni crude oil

A source at the Oil Ministry in Sanaa confirmed that the vessel ISABELLA arrived at Al-Nashima port in Shabwah, coming from the port of Ras Tanura, Saudi Arabia, to loot new quantities of Yemeni crude oil.

More than 100,000 tons of Yemeni crude oil will be loaded to the ship, which is nearly 1 million barrels, the source added.

The source pointed out that the value of the looted crude oil amounts to $114 million.

Yemen: Ancestral Honey Production in Yemen at risk due to impact of conflict and climate change

Yemen has long been renowned for producing some of the best honey in the world, but enormous losses have been inflicted on the industry since the outbreak of the conflict in 2011. Successive waves of displacement to flee violence, the impact of weapon contamination on production areas, and the growing impact of climate change are pushing thousands of beekeepers into precarity, significantly reducing production. In short, armed conflict and climate change are threatening the continuity of a 3,000-year-old practice.

According to UN figures, there are around 100,000 Yemeni households engaged in beekeeping and dependent on it as their sole source of income. Active frontlines prevent beekeepers from moving around the country to graze their bees. In addition, dozens of beekeepers have reportedly been killed when trying to cross frontlines while grazing their bees or trying to sell their products.

The presence of landmines and unexploded ordnance (UXO) presents a grave threat to all Yemenis, as there are more than 1 million land mines and improvised explosive devices scattered all over the country, killing and maiming civilians on a daily basis. Being a beekeeper in areas highly impacted by violence means further risk of being targeted by parties to the conflict while grazing bees in places close to active front lines. This situation has forced thousands of beekeepers to desert the honey industry and practice other occupations which require less movement.

Yemeni currency devaluation persists, despite new leadership

But Yemen’s economy, and in particular its currency, continues to struggle, leaving millions of Yemenis in poverty, and casting doubt on the capability of the government’s Presidential Leadership Council (PLC), which was sworn in on April 19.

At the time, the Yemeni rial experienced a welcome boost in its value, but the sudden rebound of the riyal has been short-lived, and its value has dropped once again.

In government-held parts of the country, $1 is exchanged for 1,100 Yemeni rials, an unofficial rate that is used by all money exchangers, and is similar to the level before the PLC bounce.

That is despite a pledge of $3bn from Saudi Arabia and the United Arab Emirates to prop up the Yemeni economy.

“The national currency devaluation is unlikely to be fixed soon, and this crisis persists for multiple reasons,” Wafeeq Saleh, a Yemeni economic researcher, told Al Jazeera.

“The new leadership and the [government-run] Central Bank of Yemen in Aden (CBY-Aden) need to introduce stricter financial and monetary measures to control and monitor the diverse banking activities in the country. What they have done has not been adequate to revive the value of the local currency,” Saleh said.

Even when the CBY-Aden, which operates separately from a branch of the CBY in Houthi-controlled Sanaa, issues directions and novel procedures to counter the currency devaluation, the rial has kept falling in value against foreign currencies.

“The banking industry is still under the hegemony of the black market and the money speculators, especially as most money exchange companies, which possess huge sums of local currency, operate outside the control of the CBY-Aden,” Saleh said

On the economic front, inflation, unemployment, a decline in exports and currency depreciation have been persistent woes.

Since 2019, the Houthi authorities in Sanaa have banned the use and circulation of new banknotes printed by the Yemeni government.

The decision triggered divergent currency values – while $1 equals about 1,100 Yemeni rials in government-run territories, it is currently being exchanged for 557 Yemeni rials in Houthi-held governorates.

Merchants and companies in Yemen require foreign currencies such as the US dollar to import food – which the country imports 90 percent of – consumer commodities, fuel, or other goods.

The $3bn deposit from Saudi Arabia and the UAE was intended to supply the CBY-Aden with hard currency.

However, the amount has still not arrived at the CBY.

Abdulrahman Ali, an accountant at a private exchange company in Aden, told Al Jazeera that there is still a shortage of foreign currency in the market, and a new political leadership does not necessarily indicate that things will get better.

Another factor contributing to the currency devaluation is the preference of many Yemenis to keep their savings in foreign currencies as a safeguard against the devaluation of the Yemeni rial, according to Ali.

The Yemeni government’s new leadership has indicated that it recognises the formidable economic challenges the country faces, and is now trying to get more regional support.

“The PLC’s overseas visits have so far not resulted in a positive impact on the banking field in Yemen, and no pledge of financial support to the CBY has been announced during these tours,” said Majed al-Daari, an economic commentator and editor-in-chief of the Moragboon Press news site. “Pledges without implementation cannot revive the Yemeni rial.”

Amid the continued political and economic instability, economists have articulated several steps they believe can help reverse the Yemeni currency’s fall, such as kickstarting oil and gas exports, which were affected as a result of the war.

“The government will have to revitalise its resources, especially oil and gas, to generate revenues in foreign currencies. It also needs to reduce government expenditures in foreign currency. For example, all Yemeni officials’ salaries should be paid in Yemeni rials, not in dollars,” Saleh explained.

“For me, the steady fall of the rial means that there will definitely be price hikes. This makes life harder,” Fahd Ahmed, a taxi driver in Aden, told Al Jazeera. “The formation of the PLC in April and the subsequent drop of the US dollar against our currency made us positive. Now our hopes of an economic improvement have evaporated.”

Yemen and Ukraine: The Controversial Parallel Between the Two Wars

World Strategic Insights interview with Irina Tsukerman on war crimes and human rights violations in Yemen and whether we can draw comparisons with the war in Ukraine.

I think these situations are completely different and in evaluating them, it is wise to avoid comparisons based on incomplete or erroneous information. Some of the key differences between the situation in Ukraine and Yemen are as follows:

First, Russia entered into an unprovoked invasion of Ukraine in violation of international laws. It has backed separatists groups with weapons, training, political support, and push for independence. These separatists groups have no international recognition. It has supported these separatists groups in violation of Ukraine’s national sovereignty and territorial integrity; it has defied diplomatic pressure to avoid the war, unilaterally started a conflict, and deliberately attacked civilian targets.

By contrast, Saudi Arabia had been asked by Yemen’s internationally recognized legitimate government to assist in putting down a violent uprising by Ansar Allah, a political party founded by the Houthi clan with Iran’s backing, political, financial, and military support in violation of Yemen’s territorial integrity and national sovereignty. Furthermore, the Houthis have presented a direct danger to Saudi Arabia’s own civilian population and economic interests placing landmines at the borders preceding the 2014 uprising and the 2015 KSA entry into the war; and since the start of the war launched Iran-made missiles and drones into KSA, leading to deaths and injuries of civilians, destruction of property, and damage to oil sites and infrastructure. Houthis, following the tactic of all Iranian proxies in the region, have used civilian sites as warehouses for sophisticated weapons.

Human Rights Watch has been a frequently unreliable commentator on the issue involving UAE and KSA; it has faced much criticism for the poor methodology, and biased reporting on various issues in general, from NGO watchdogs and analysts.

If the international community wants to see less accusations of abusive practices, it should be more hands on in providing direct assistance to Arab Coalition forces and their local counterparts in local operations against terrorist organizations. It should also provide more assistance in minimizing the impact of ideologically extreme factions. Finally, it should be careful in providing moral equivalence to all sides and parties in complex sectarian conflicts such as Yemen.

It should be noted that Houthis represent a global and regional, not just a local, security and human rights threat due to their extreme ideology.

Yemen’s ceasefire will likely have disastrous consequences

will once again grant time for the Houthis, also known as Ansar Allah, to regroup and relaunch assaults across the country while consolidating control of the areas they already occupy.

In October of last year, I warned that the US and international community were actually exacerbating the humanitarian catastrophe and empowering the Houthis by viewing Yemen solely through a humanitarian prism, and argued that the only way to alleviate the humanitarian disaster was not to pressure Saudi Arabia to cease military action, but to empower it to defend the city of Marib. The international approach likely stems at least in part from the mistaken view that Yemen is a civil war, when it is actually better understood as merely one front in the regional jihad waged by Iran’s Islamic Revolutionary Guard Corps (IRGC).

For a while, it seemed both Saudi Arabia and the UAE had woken up to these realities

In other words, what is required is exactly the opposite of this ceasefire. Until people recognise some basic facts about the Houthis and the broader situation in Yemen, the current wrong-headed approach to the war will continue to enhance the power of the Houthis, and thus the IRGC. And this will only increase the suffering of the Yemeni people.
