Seizing The Day: The Possibility For Peace In Yemen’s Extended Ceasefire

Now that there has been a temporary respite from fighting, it is vital to enact swift, comprehensive policy that heavily discourages the countries that have been previously embroiled in the conflict – Saudi Arabia, Iran, the UAE, and the US, from providing more weapons, funds, or support to any of the Yemeni factions. By treating the conflict as a proxy war, the wellbeing of the people of Yemen has been side-lined. Although Iran denies involvement in the war, their clear support of the Houthi rebels must be publicly condemned. In 2019, the GEE found that the “legality” of arms sales to countries such as Saudi Arabia by western states such as the UK, the US, and France was questionable. The Arms Trade Treaty, which many of these states are signatory to, proposes to withhold the transfer of arms when there are suspicions that said arms may be used to carry out war crimes. Before substantial progress can be made in peace talks, the country must be demilitarized in all possible ways.

The priority should be to address the basic needs of the Yemeni people during the peace process. Funds must be raised as quickly as possible to prevent the famine from gaining momentum. In a highly disappointing move, two-thirds of all major UN projects in the country were forced to scale down or close entirely due to funding shortages. A devastating 8 million people also saw their food rations cut in half earlier in the year, with further reductions on the way. The distribution of aid must be closely monitored to prevent the theft of vital supplies. A country cannot survive on aid alone, so it is also necessary that the country’s economy be opened and set on path to growth. The current progress made in Sanaa, with the resumption of international trade and the flow of fuel through the port of Hudaydah, is a step in the right direction. However, the opening of transportation and trade routes needs to be widespread, both for humanitarian and economic reasons. An agreement must be made for movement between the besieged city of Taiz and other governorates. Finally, the GEE must be re-installed to continue their investigation into the war crimes committed by all factions and international actors in the war. To do anything less would be a gross injustice and a failure to the Yemeni people.

While this temporary peace provides much needed relief for citizens, there are already rumours of the Houthis regrouping, along with worrying reports of children being enrolled in military “summer camps” that could easily lead into a mass recruitment of child soldiers. UN officials are trying to extend the ceasefire on a bi-monthly basis, and although that may work in the short term, decisive action is needed now to create a solid foundation for lasting peace. The world cannot give up on the 30 million people in Yemen, nor can we allow those responsible for this crisis to escape punishment in a court of international law. Progress must be made now whilst there is opportunity, and before the ceasefire collapses and Yemen is plunged back into war – by Mary O’ Keeffe

The Houthi group’s expropriation and confiscation of citizens lands in Hodeidah is a serious violation and forced displacement that must be stopped and the perpetrators should be held accountable

SAM Organization for Rights and Liberties said that the Houthi group is committing a serious violation of the property rights of citizens living in several areas extending from Al-Qasra to Al-Jaruba area, southeast of Bait Al-Faqih District, south of Al-Hodeidah Governorate. SAM stressed that the expropriation of land and private property constitutes a grave violation of the basic rights guaranteed by both international and Yemeni law, and the Houthi group must immediately stop escalation by using force and intimidation against civilians to expropriate land and private property.

"SAM" indicated in a lengthy statement issued by it today, Friday, that the beginning of the matter was in 2014, according to eyewitnesses from the areas that suffered from the takeover of the Houthi group where the Houthi group made several attempts to seize about 90 km in the coastal soil area of the Bajel Directorate on the Red Sea coast. However, their efforts failed at first, and these militias returned after years through a policy of intimidation and fear to extend their control over several areas and villages in the Hodeidah Governorate.

The organization indicated that its team met with a number of victims and affected people whose lands were confiscated, in addition to obtaining testimonies that proved the expropriation of entire lands and the benefit from the strategic locations of those lands and areas, which the organization confirms is a blatant and unacceptable violation and a clear attack by the Houthi group on guaranteed and protected rights.

One of the eyewitnesses mentioned to SAM in his testimony, “What is happening can be described as a campaign of forced displacement of the people of 4 villages extending from Al-Qasra area to the Al-Juroba area, in the southeast of Bait Al-Faqih District, south of Al-Hodeidah Governorate as these areas are considered some of the most fertile agricultural lands in Al Hudaydah Governorate.” He added, "A person named (Faisal Al-Hatfi Abu Al-Batool), appointed by the Houthi militia as director of the Endowment Office of the Bait Al-Faqih District, issued leases to expatriates and influential personalities in partnership with (Yahya Sahl) the director general of the district and Abu Yassin, the supervisor of the southern square, and they sent dozens of military pickups to displace the residents of the villages of: Al-Ma’arif, Al-Hadariah, Bani Al-Sahel, Al-Sabahi, and scattered villages as far as Al-Joruba in the east.”

He also stated in his testimony that "the Houthi militia committed the most horrific crimes against the people of those areas since they burned homes and prevented the injured from being take to hospitals, and arrested dozens of residents of those villages and took them to unknown illegal detentions. They attacked women, including Aisha Abdul Rahman Sabahi and Aisha Muhammad Abdo Mistehi where 12 bulldozers destroyed homes and removed the barriers separating the lands.”

The human rights organization indicated that the Houthi group worked to significantly intensify its control over large areas of the country and prevented access to the Jaruba junction on the Al-Hodeidah - Al-Hussainiya road in the southeast of the Bait Al-Faqih district, south of Al-Hodeidah Governorate as the militia deployed its gunmen at Al-Jaruba Junction and prevented access to the villages extending from the junction to Al-Jaruba in the east, where the agricultural nursery and the Agricultural Research Center of the Tihama Development Authority are located.

Information obtained by “SAM” from several sources showed that the Houthi group issued a warning to the residents of those villages that they should leave their homes and farms on the basis that these lands belong to the Economic Corporation and the Endowments, and that it concluded lease contracts for expatriates from Saada and Hajjah and influential figures in the governorate.

The Houthi militia launched a fierce military campaign with dozens of pickups, and committed terrible and serious violations, and arrested more than 30 people - including women - from the people of those areas. It also prevented the injured from being treated including 18 women, as it detained most of the victims in buildings belonging to the Al-Taqwa Mosque in the south of Bait al-Faqih city.

For his part, a resident of those areas told the “SAM” team in his testimony, “What is happening in the southeast of Beit al-Faqih district can be described as plowing the land, which is similar to the behavior of Iranian militias in other countries. The Houthi militia has isolated hundreds of inhabited villages from their external surroundings, in addition to the excessive use of force while preventing aid for victims, including women, and the campaign of arrests and the use of about 12 bulldozers to destroy homes and water barriers, in conjunction with the forced displacement of hundreds of families whose ancestors lived in areas that they reclaimed and cultivated for decades.”

The organization highlighted that the Houthi group attacked the women of those areas, beat them with rifle butts, prevented medical staff from entering and providing first aid to them and the rest of the injured and arrested dozens of the individuals including "Muhammad Bakhit Mshikhi, Muhammad Abdo Mshikhi, Ali Tammam Mshikhi, Hammoud Tammam Mshikhi, the liquidator of Abdullah Yahya, Badr Abdullah Yahya, Fahd Ahmed Fatini, Muhammad bin Muhammad Mshikhi, Aseel Ayyash Mshikhi, Ismail Msheikhi" and other citizens and arrested and detained them without a judicial order to do so.

Yemen: STC forces take advantage of Houthi truce to turn fire on al-Qaeda

Southern Transitional Council, backed by government forces and tribal leaders, suffer heavy casualties after launching operation in Abyan

Since late last month, when it launched operation Siham al-Sharq (Eastern Arrow), Yemen's Southern Transitional Council (STC), backed by government forces and tribal leaders, has been battling a militant group in their Abyan province stronghold.

So far the operation against Ansar al-Sharia, created in 2011 by al-Qaeda in the Arabian Peninsula (AQAP) as its local arm, has succeeded in taking control of some areas in Abyan, including the Mudeyah district, but with a high rate of casualties.

The STC has said the offensive, one of several similar military operations in the last decade, will be expanded to include Shabwah, the other main province where al-Qaeda fighters have spread, and may ultimately arrive at Hadhramout.

In response, on Wednesday Ansar al-Sharia announced its own military operation against the STC and its allies.

Ansar al-Sharia fighters have at times fought alongside coalition forces against the Houthis in Aden and other parts of the south. However in recent years the group has take advantage of the tensions between the different groups in the southern provinces to reunite themselves and strengthen their position.

In light of that growing strength, the STC and its allies appear to be taking advantage of the current truce between Yemen’s internationally recognised government and the Houthis to focus their efforts against Ansar al-Sharia.

Mohammed*, originally from Abyan and a fighter with the UAE-backed Giants Brigade, crack troops known as al-Amaliqa in Arabic, told Middle East Eye that the STC forces, fighting shoulder to shoulder with tribal leaders and government forces, had achieved major successes in Abyan.

“The southern forces liberated major Ansar al-Sharia areas in Abyan, especially Omoran valley in Mudeyah district, and that cost the southern forces a lot [of casualties],” he said.

Speaking on condition of anonymity for security reasons, Mohammed said Ansar al-Sharia fighters had different kinds of weapons and had planted many landmines in the roads leading to their strongholds, and that was the main reason behind the casualties among the southern forces.

“Ansar al-Sharia are well equipped and they have military camps where they were trained in fighting skills, so it was not easy for the southern forces to advance,” he said.

Munther*, a resident of Abyan province, told MEE that al-Qaeda in Abyan was just one of several militias that were depriving Yemenis of the peace they were longing for.

“When there are Ansar al-Sharia fighters in one area, that means that area will witness explosions, assassinations and other kinds of crimes which leaves the area in chaos,” he said.

“Residents of Abyan have been calling for peace, and when there is a military operation against Ansar al-Sharia, they don’t hesitate to join because by the end these campaigns help them to stay in peace.”

Munther said the Ansar al-Sharia fighters can be seen moving around markets and that people feel terrified while the security forces are unable to do anything about their presence.

“Ansar al-Shariah is a headache in Abyan, and we hope that the STC and other forces can liberate the province and the whole of Yemen from them,” he said.

“If the different groups in Yemen get unified against extremists, they can’t continue but when they leave them freely, they get stronger.”

Veteran journalist Mohamed Ali told MEE that this was the best time for the STC and government forces to liberate southern areas from Ansar al-Sharia as there is currently a truce with the Houthis.

“There is no fighting with the Houthis nowadays, and the STC knows there are extremists in Abyan and Shabwah and those extremists consider the STC and the government as targets,” he said.

“Extremists are a hidden danger that threatens the STC and the government and it is normal that the STC launches this operation at this time.” – by MEE correspondent

Yemen's supreme national emergency committee for coronavirus reported Tuesday two new confirmed cases of COVID-19 in the governorates of Hadramout and Taiz.

A report said at least 108 Yemeni civilians have been killed by landmines, cluster bombs, and other fatal remnants of the Saudi-led war since April, when a UN-brokered truce came into effect in the impoverished Arab country.

Death beckons with every step

The war in Yemen is not over, but at least there is a ceasefire. Meanwhile, the population is suffering from landmines that have made large parts of the country impenetrable. Hundreds of people have already died. Safia Mahdi reports from Sanaa

The worst of the violence is hopefully behind Yemen. The ceasefire negotiated in the spring continues to be broken sporadically, but overall violence has decreased significantly, even if the conflict remains unresolved. A ceasefire between the Houthi rebels and the international military coalition represented by Saudi Arabia came into effect in April, and has since been extended twice, most recently in August. The agreement provides at least a small respite for millions of suffering people – Yemenis are either already being affected by or live in fear of a major famine.

Nevertheless, the lives and physical integrity of many Yemenis continue to be at risk. Large swathes of Yemen literally became minefields during the war. In many regions, Yemenis have to fear stepping on one of the countless landmines scattered throughout the country. Many people have already been killed by mines or have had to have their limbs amputated as a result of an explosion. Since few mines have been cleared so far, the danger of stepping on one of these deadly weapons without warning will remain for years to come.

Large parts of Yemen have literally been transformed into minefields in recent years, especially where enemy forces have been in direct confrontation. These areas are particularly dangerous for civilians once the fighting stops.

324 Citizens Killed, Injured Since Start of UN-Sponsored Truce

The death toll from mines and cluster bombs remnants by the US-Saudi aggression in Yemen has increased since the implementation of the UN- sponsored truce last April 2, as the citizens return to their homes and villages.

During the truce, it was recommended that there be humanitarian treatments regarding the provision of mine detectors and the necessary supplies for the Executive Center.

The Executive Center for Mine Action stated that the total number of victims of mines and cluster bombs amounted to 324 citizens, 108 of them were killed and 216 were injured.

The center explained that the cluster bombs’ death toll from cluster bombs was 75 citizens, 18 of them were killed and 57 others were injured.

Die Situation im Jemen wird immer komplexer, die Krise größer als jede Lösungsmöglichkeit. Der Waffenstillstand wird gebrochen, die Auswirkungen der Wiener Iran-Gespräche auf den Jemen sind schwer absehbar, und über die Rolle der Vereinten Nationen herrscht noch viel Unklarheit.

Die Vereinten Nationen bemühen sich, die Kluften zwischen den zerstrittenen Parteien des Jemen-Konflikts zu überbrücken. Sie wollen sie dazu bringen, eine umfassende politische Lösung zu erzielen. Doch davon sind sie jedoch noch weit entfernt.

Welchen Erfolg diese Bemühungen haben werden, hängt aber wesentlich auch davon ab, was in Wien ausgehandelt wird. Die harsche Erklärung vom Wochenende, in der Deutschland, Frankreich und Großbritannien "ernsthafte Zweifel" am iranischen Willen an einem Deal äußerten, wirkt zunächst wie ein Rückschlag des Verhandlungsprozesses. Gelingt es aber in Wien, das von US-Präsident Donald Trump aufgelöste Iran-Abkommen (Joint Comprehensive Plan of Action, JCPOA) wiederzubeleben und die Sanktionen gegen den Iran zurückzufahren, würde sich das auch im Jemen auswirken.

UN: Pledge goal reached for averting oil disaster off Yemen

The U.N. still has to persuade all donors to pay up on pledges for the first $75 million phase of the emergency removal operation to begin.

The United Nations has finally raised enough money to remove 1 million barrels of oil from a long-stranded and rusting oil supertanker off Yemen's red sea coast, five nautical miles from the port of Ras Isa.

The pledging goal to remove oil from the FSO Safer Tanker moves Yemen closer toward averting an explosion or leak that could wreak environmental havoc and economic disaster.

The U.N. still has to persuade all donors to pay up on pledges for the first $75 million phase of the emergency removal operation to begin, warned Russell Geekie, a spokesman for U.N. operations in Yemen.

The rusting FSO Safer supertanker holds some four times the estimated amount of oil released in the 1989 Exxon Valdez spill that devastated the Alaskan coast. Funding delays and Yemen’s seven-year war have stymied international efforts to start addressing the threat, making the Safer a spectre of looming disaster throughout Yemen's ongoing conflict.

The U.N. has led a multinational effort to raise funds to start removing the oil safely.

Additional Dutch funds to help salvage oil tanker off the Yemeni coast

The Netherlands will release an additional €7.5 million for salvage operations to secure the FSO Safer, a floating oil storage vessel off the coast of Yemen. Minister for Foreign Trade and Development Cooperation Liesje Schreinemacher hopes that this amount will help to bridge the current funding gap, thereby allowing recovery efforts to begin. The salvage operation, which is being led by the United Nations, is aimed at preventing a major oil spill.

Wealthy donor countries, including the United States, the United Kingdom, Saudi Arabia, and the United Arab Emirates, should rapidly transfer funds to avert what could become one of the world’s worst oil spills, and devastate the population and environment in Yemen.

While governments and businesses have pledged funds for the salvage operation, they have not yet handed over the money. They should do so immediately, as the first stage of the mission cannot begin until the UN has the full US$80 million required in the bank.

Time to offload a million barrels of oil from a tanker off the coast of Yemen is running out, with experts warning of unprecedented environmental damage

The United Nations (UN) says it is “confident” that it will be able to prevent the break up of a decaying super tanker moored off the coast of Yemen.

The organisation has been raising funds to carry out a rescue operation and prevent what experts warn could be an environmental disaster in the Red Sea, but they have not yet met their target.

As of September the UN has raised $68m in pledges to repair the rusting oil tanker, though only about $10m of the total funds have actually been handed over. The UN has an $80m target.

$33 m was raised in May at a pledging event in The Hague from a combination of nine European governments, Qatar, and the European Union. The following month, Saudi Arabia said it would donate $10m.

The decaying 45-year-old ship named FSO Safer, long used as a floating storage platform and now abandoned off the rebel-held Yemeni port of Hodeida, has not been serviced since Yemen was plunged into civil war over seven years ago.

Yemeni Civil War brings war on female artists

Women singers challenge traditions and smash taboos in a new cultural movement.

Upon seizing power in Sanaa and other Yemeni cities in the north, the Ansar Allah group (the Houthi movement), the northern de facto authority, posed the greatest threat to the new artistic movement through repeated harassment and decisions limiting women from singing on many occasions.

Despite the restrictions imposed after Ansar Allah took control of the north, many female artists appeared on the music scene during the years of Yemen’s war. Others decided to travel to neighboring countries to find a better environment to perform.

Muthana was also harassed by her community because of her singing, a situation she described as “a war on art and artists. The state does not give us any attention or support. Society is the biggest obstacle. It views women’s singing as a decline in social values. Singers are outcasted.”

The Local Administration Ministry in Sanaa announced that district security directors are to limit “the spread of male and female artists at parties and events” to “preserve customs and traditions and consolidate faith identity.”

Ansar Allah has suspended many events and celebrations due to the presence of women performing traditional dances, playing musical instruments, or singing.

Ansar Allah has prevented women from attending music institutes in Sanaa and other cities under its control and banned young girls from singing and dancing at school parties and public events, describing this as an urgent necessity to preserve customs, traditions and national identity.

Weak and Divided, the General People’s Congress Turns 40

The General People’s Congress (GPC) is going through an unprecedented period of weakness as it recently marked the 40th anniversary of its founding on August 24. The party was born from the national dialogue conducted in the early 1980s following a brutal civil war, and every Yemeni president since has been a high-ranking member of the party. Former President Ali Abdullah Saleh was the chairman of the GPC and ruled under its name until he stepped down following massive protests in 2011. His vice president and second in command in the GPC, Abdo Rabbu Mansour Hadi, became president in February 2012. After Hadi was removed from power in April of this year, another high-ranking member of the GPC and a former interior minister under Saleh, Rashad al-Alimi, became chairman of the Presidential Leadership Council.

The split within the ranks of the GPC, a party that has ruled Yemen for decades, started in 2011 when high-ranking and influential members defected from the party after the government’s brutal crackdown on protests. When Hadi took power, the first-tier leadership of the GPC was divided between Hadi and Saleh, who maintained his leadership of the party despite Hadi’s demands for him to step down. Their differences reached a peak in 2014: Saleh loyalists aligned with Houthi forces in their takeover of Sana’a in September, Hadi included Saleh on a UN Security Council sanctions list in November, and Saleh responded by expelling Hadi from the party.

Currently, the speakers of both Yemeni parliaments, Yahya al-Ra’i in Sana’a (allied with the Houthi movement) and Sultan al-Barakani (allied with the internationally recognized government), are both high-ranking members of the GPC, holding the rank of assistant secretary-general.

Members of the GPC are being pulled in different directions, deeping the party’s fragmentation. The GPC was unable to celebrate the 40th anniversary of its founding in Yemen, as it was stopped by local authorities from carrying out any celebratory activities in Sana’a and Taiz. Some GPC leaders met in a lackluster celebration in Cairo with former president Saleh’s son Kanan to discuss efforts to unify the party.

The GPC, or what remains of it, might be the only force that operates through implicit consensus between Riyadh and Abu Dhabi, with two different wings allied with Saudi Arabia and the UAE. It is a non-ideological political party, unlike other Yemeni political parties, that are an extension of international, regional, or religious ideologies. Its aging membership, the divisions between its various wings, the loss of its financial resources, the restrictions imposed upon it by Houthi authorities, and its inability to protect its members will, with time, push what remains of its organizational structure into other parties. The GPC is losing its way, cut off from its grassroots and unable to take a unified position. Forces that are more cohesive, powerful, and youthful will now take over from the GPC, a party that ruled for decades but is now unable to protect itself.

The Yemeni Petroleum Company (YPC) has said on Tuesday that the Saudi-led coalition detained a diesel ship and prevented it from reaching the port of Hodeida despite obtaining an entry permit from the United Nations.

The Yemeni Petroleum Company (YPC) said on Tuesday that the Saudi-led coalition seized a new fuel ship, which is the second within 24 hours, in a new violation of the temporary armistice.

Yemen: Only mother and child hospital in Marib may soon close due to lack of funding

Martyr Mohammed Hayel Hospital which serves the entire province of three million people most of them escapees from the terrorist Houthi militia has said it is going to shut down due to the "lack of a budget" after the withdrawal of international organizations that used to provide salaries for 65 health workers in the facility: doctors, technicians and nurses.

The hospital's director Ali Al-Saeedi told Saba that the Family Care Society, a donor of the salaries of 16 health workers at the end of last August, while the IOM a donor of the salaries of 30 health workers withdrew its support at the beginning of the current month.

He said the health workers volunteered this month without pay and will be laid off at the end of it.

Revving up hope: Solar-powered tuk tuks drive small business growth in Yemen

Ali was one of 500 people selected to participate in the RFF training project (43 percent of whom are women) where they learned solar tuk tuk maintenance and business management, including sustaining and growing their micro-businesses as well as business proposal writing.

Ali was inspired to create and submit a micro-business proposal for the chance to receive a free solar tuk tuk to begin operations. He was overwhelmed when his plan was accepted.

With the additional capacity from the tuk tuks, Ali immediately began growing his delivery work. But he did not stop there – he has expanded his delivery services to include individual clients. “I wake up early every day to take and drop workers off at their employment. This secures a good monthly income for me in addition to other daily income.”

As the tuk tuks use an electric motor, a battery pack and a solar panel, they are part of an important effort in Yemen to reduce emissions and have a more social and economically viable way of transporting people. Ali sees the value in this for him, his community and for Yemen.

Why Yemen deserves our support

Yemen's share of displacement is more than 4.3 million people who had to flee their homes to find safety elsewhere within the country — one of the world's largest internal displacement situations.

Some internally displaced people (IDPs) are already returning home amidst the destruction. And we should not also forget the Yemenis who have fled abroad and yearn to return home.

Despite their own suffering, Yemeni communities generously shelter nearly 100,000 refugees from other war-affected countries.

The dire suffering that thousands of Yemenis go through on a daily basis makes the current truce more critical than ever. It is a window of opportunity to break the devastating cycle of violence that has wrecked countless lives in Yemen and move towards a peaceful future.

The extension of the truce into more durable peace and stability will allow families divided by frontlines to be reunited and find solutions to their plight of displacement, children to go back to school, civilians to return to work and reach hospitals, essential trade to resume, and for people to have a better future.

It is estimated that throughout the conflict about 1.3 million displaced Yemenis have already returned home.

Food Security Quarterly Review - Q2 2022 (year in review)

Summary

Food insecurity: Despite the truce, households in Yemen witnessed the worst food consumption gaps since 2018 and are facing more hardship in coping with food shortages than at any other point of time in the last three years. Half of all surveyed households reported lacking access to adequate food. Poor food consumption and the level of food-based coping strategies applied by households peaked during June. Key drivers are the impact of the ongoing macroeconomic crisis on households’ purchasing power, the continued reduction in humanitarian assistance and the elevated levels of food prices.

Humanitarian food assistance: Throughout 2022, WFP was compelled to reduce food rations, particularly in the fourth cycle, due to continued funding shortfalls, limited food stocks and logistics constraints. WFP started prioritising eight million people with reduced rations, while five million people in areas with highest needs received higher rations in each distribution cycle. By end-June, the 2022 Humanitarian Response Plan for Yemen was only 26 percent funded.

Conflict: The warring parties in Yemen agreed to the United Nations’ proposal of committing to a truce as of 2nd of April. As a result, Q2-2022 saw the second lowest quarterly civilian casualty count in the country since 2018. On the other hand, the Q2-2022 recorded the highest quarterly casualty count due to landmines and unexploded ordinance. This was largely because of the increased freedom of movement for people in areas where fighting had de-escalated, but that were not cleared of explosive remnants of warfare.

Exchange rate: In IRG-controlled areas, the riyal appreciated 34 percent in the immediate aftermath of the truce announcement as the market anticipated a two billion dollars deposit to the Central Bank of Yemen. Asthe deposit continued to delay, the riyal depreciated by 19 percent to reach YER 1,115/USD 1 by the end of June. In areas under Sana'a-based authorities, the currency appreciated by eight percent, reaching YER 557 to the dollar by the end of Q2-2022.

Fuel imports: Fuel supply significantly improved as the truce facilitated fuel ships to enter into Red Sea ports since April 2022. Consequently, in Q2-2022 the volume of fuel imports through northern ports superseded the volume of 2021.

Food imports: During the first half of 2022, food imports through Aden port decreased by 42 percent compared to last year. This is in part attributable to the ripple effects of the war in Ukraine and thus changes in sources and costs of food on the global market, the reduction of humanitarian food assistance, and high port handling and shipping charges diminishing importers’ margins. Meanwhile, the volume of food imports increased by 17 percent in the northern ports.

Global food and fuel prices: After reaching an all-time high in March 2022, the FAO Food Price Index remained at an elevated level throughout Q2-2022. At the same time, global fertilizer prices increased by nearly 30 percent compared to last year, while June marked the highest prices of global crude oil in the past ten years.

Fuel prices: In areas under IRG, the pump prices1 of petrol and diesel decreased by 15 percent and five percent respectively compared to Q1-2022, however remaining twice as high as the year before. In areas under Sana’a-based authorities, parallel market prices decreased by 45 percent for petrol and by 31 percent for diesel compared to the last quarter, while pump prices remained stable. This is largely attributed to the improved fuel supply following the truce.

Minimum food basket: The average cost of the MFB slightly decreased by six percent compared to Q1-2022 in IRG-controlled areas. Worryingly, it remained 77 percent above the level in 2021 when vulnerable households were already facing hardship in affording an adequate diet. At the same time, the cost of the MFB in areas under Sana’a-based authorities reached an all-time high of YER 8,891 per person per month in June 2022 after an increase of 13 percent during the first half of 2022 and of 38 percent compared to the previous year.

UNICEF Yemen Country Office Humanitarian Situation Report (Reporting Period: 1-31 May 2022)

During the reporting period, UNICEF delivered 1.49 million doses of measles-rubella (MR) vaccines in response to the measles outbreak in 74 districts across 10 governorates in the south, targeting a total of 1,355,142 children aged 6 months to 10 years.

UNICEF-supported interventions reached 32,941 conflict-affected people through explosive ordinance risk education (EORE) activities, including 19,213 children (8,325 girls and 10,888 boys) and 13,728 adults (6,019 women and 7,709 men) in Taiz governorate.

FAO: Severe Food Insecurity In 8 Houthi-Controlled Yemeni Governorates

Eight Houthi-controlled governorates in Yemen suffer from severe food insecurity, according to a household survey released this week by the Food and Agriculture Organization of the United Nations (FAO) through the Data in Emergencies Monitoring System.

“Nearly 54 percent of the households experienced hardships due to food shortages and adopted food consumption-based coping strategies,” the alarming survey revealed, adding that families residing in governorates controlled by Houthi militias frequently adopted coping strategies and were eating less preferred foods and limiting portion size at mealtimes.

The survey showed that those families were borrowing money, buying food on credit, selling household assets and reducing health expenses.

IOM Yemen Ma’rib Response Update (August 2022)

IOM’s Displacement Tracking Matrix (DTM) reported that around 392 displaced households (HHs) were displaced to or within Ma’rib governorate in August. Most households moved from Shabwah governorate and Al Jubah, Jabal Murad, and Harib districts in Ma’rib governorate to the already overcrowded areas of Ma’rib City and Ma’rib Al Wadi districts. The number of displaced households has increased in recent months (in July, 237 HHs were displaced) primarily due to the intensification of hostilities in Shabwah, the heavy flooding across Ma’rib, and the need for humanitarian assistance. The primary needs reported by internally displaced persons (IDPs) included shelter (40% of displaced respondents), food (29%), financial assistance (16%) non-food items (NFIs) (7%), and livelihoods (3%).

Over seven years of conflict has significantly damaged the public infrastructure of health facilities in a city whose population has swelled with increased arrivals of displaced families. Around 44 per cent of healthcare centers are not supported by humanitarian organizations and remain understaffed and without adequate medical equipment. Humanitarian organizations cover 125 displacement sites with 23 mobile medical teams (MMTs), which provide health care services twice a month to areas that do not have regular access to static healthcare facilities. However, close to 75 sites are not covered by MMTs and the need for fixed clinics has risen in larger displacement sites such as Al-Suweida camp, Al Nour camp, Al-Sit, Al-Arq al-Sharqi, Al-Kharashi and Al-Samiya sites.

As civilians especially the displaced continue to bear the brunt of the impact of the protracted armed conflict, Yemen needs to break the circle of recurrent emergency and invest in longer-term more sustainable shelter solutions, where possible, especially as more than half a million families are experiencing protracted displacement and about 1.3 million returnees, where the vast majority reside in sub-standard shelter conditions. Shelter Cluster has the biggest network of partners in the country, with over 200 humanitarian agencies registered in the sector. As the number and complexity of the emergencies in Yemen have grown, the human and technical capacity to effectively coordinate the response of diverse actors has not evolved proportionally.

Houthis send new message parade helicopters over Sana'a City

The Iranian-backed Houthi group on Monday flew some helicopters over Sana'a City, the first parade of kind since Yemen's war irrupted 8 years ago, in an attempt to convey a new message to rivals.

The Houthi group has raided villages, arrested tens of civilians and opened fire randomly at locals in Bait al-Faqeeh district, south Hodeida, the Yemeni information minister said Tuesday in a statement carried by Saba.

Houthis Ignore Judges’ Strike in Sanaa, Take Measures Undermining Yemeni Judiciary

Mohammed Ali al-Houthi, a Houthi military leader, is pressing on with measures to undermine the judiciary in Yemen’s militia-run areas, showing total indifference towards a strike led by Yemeni judges over the kidnapping and killing of Judge Mohamed Homran.

Houthis Create Parallel Entity for Courts, Judges

Houthi militias in Yemen have announced forming an entity to settle disputes in place of the constitutional judiciary. The Houthi decision comes against the background of judges and lawyers in areas run by the Iran-backed militia insisting on their strike for the second week in a row.

Protesting judges considered the Houthi move a pivotal shift that is reminiscent of field inspection courts established in Iran after the 1979 revolution. They added that Houthis now face a choice of either promoting the constitution and the rule of law or dissolving the whole judiciary authority.

Judges in Houthi-run areas, backed by prosecutors and the Bar Association, are on open strike against the backdrop of the killing of a Supreme Court judge.

Am 4. August 2021 begann für Younis Abdelsalam aus dem Jemen eine Odyssee des Grauens. An diesem Tag wurde er von Behörden, die unter der Kontrolle der Huthi-Aufständischen stehen, in der Hauptstadt Sanaa festgenommen. Eine Nacht lang hielt man ihn in einer geheimen, unterirdischen Haftanstalt fest, danach wurde er in ein Gefängnis verlegt, das dem Geheimdienst der Huthi untersteht.

Seine Angehörigen kannten Abdelsalams Aufenthalt nicht, wochenlang galt der Journalist als „verschwunden“. Drei Monate lang blieb er ohne Kontakt zur Außenwelt in einer Zelle, die meiste Zeit davon in Einzelhaft. Auch danach besserte sich seine Lage kaum. Bis heute ist er inhaftiert, ohne dass er angeklagt oder vor Gericht gestellt wurde.

Im Januar zahlte seine Familie eine Kaution, um die Freilassung von Younis Abdelsalam zu erwirken – auch das blieb erfolglos. Nach Angaben seines Bruders werden dem Journalisten Kontakte zu ausländischen Organisationen vorgeworfen. In seiner Berichterstattung hat sich Abdelsalam immer wieder kritisch zu politischen Vorgängen geäußert.

Emirati arrangements to move its militias through sea towards Mahra

A number of Emirati officers headed a military committee arrived in the city of Hadibo, the capital of the occupied Socotra archipelago.

Al-Huraizi Reveals Relationship Between Saudi Regime and Daesh

Head of the sit-in committee in Al-Mahra Governorate, Sheikh Ali Al-Huraizi, revealed that there is strong connection between the Saudi regime and criminal organization Daesh.

Mohammed Al-Naqeeb, a military spokesperson for the pro-independence Southern Transitional Council, told Arab News on Monday that their forces had fully taken control of a significant military base used by Al-Qaeda militants in the Omaran valley in Abyan.

Sappers have combed the valley in search of landmines and improvised explosive devices that the militants may have planted.

In Aden, now the second largest city in Yemen, many remember colonial rule as a time of oppression that entrenched some of the problems still plaguing the city and the country, which has been devastated by civil war since 2014.

Yemeni LC disputes delay Saudi-Emirati financial support

Disputes inside the Yemeni Leadership Council (LC) have delayed approval for reforms needed to receive US $ 3-billion financial support from Saudi Arabia and the United Arab Emirates, four sources said Monday.

A number of UAE-backed Southern Transitional Council (STC)’s elements were injured on Wednesday in an attack targeted a military vehicle in Abyan province, local sources told Yemen Press Agency.

The sources said that Al-Qaeda elements targeted a military vehicle of transitional militia, after which about six people were injured in Umran valley in Mawdiya district.

Pro-UAE media accuse “Islah” of looting oil, gas revenues in Marib

Pro-UAE media have accused the Islah Party authorities loyal to Saudi-led coalition in Marib province of looting 800 billion riyals annually of oil and gas revenues in Marib without depositing them at the Central Bank of Aden.

The Riyadh-formed “Presidential Council”, headed by Rashad Al-Alimi, had failed to force the Ialah authorities to deposit those huge sums to the Bank of Aden, according to “Al-Umana Net” website.

The website explained that the Islah authorities in Marib receive huge revenues from gas, whether in the province under the authority of the Supreme Political Council in Sanaa, or under the control of the pro-coalition forces loyal to “Saudi Arabia and the UAE” in southern Yemen.

In mid-August, Al-Alimi directed his deputy, president of the UAE-backed Southern Transitional Council, to manage the so-called “Supreme Committee for Financial Resources” of all land, sea and air ports, and oil and gas sources.

STC accuses Saudi Arabia of financing al-Qaeda elements in Abyan

Media leaders in the UAE-backed Southern Transitional Council (STC) accused on Tuesday Saudi Arabia of supporting al-Qaeda organization elements in Abyan province, southern Yemen.

This came, coinciding with the break out of disputes between Riyadh and the STC, after Saudi Arabia hinted at zeroing all the council’s recent military and political measures in the southern provinces.

The prominent journalist affiliated with the STC, Hussein al-Hanashi, said that a special Saudi committee reached Modiyah district, the birthplace of the former Interior Minister, Ahmed al-Maisari, a leader in the Islah party, with the aim of delivering new support to the terrorist factions stationed in the central areas of the province.

Al-Hanashi pointed out that the Saudi committee directed the payment of huge sums of money to members of one of the al-Qaeda factions in Abyan called “Hazmiya Brigade.”

Terror attacks persist in south Yemen

The latest terror attack in Yemen's Abyan province shows that radical groups still threaten the area.

While officials vow to punish the radicals, their attacks continue to threaten the safety of soldiers and citizens alike.

An Aden-based security researcher told Al-Monitor that the Yemeni government and the STC have been overly focused on each other, ignoring the danger of al-Qaeda. "The south is free from the Houthi militia, but it is not safe from extremists. Downplaying or disregarding the presence of terror operatives is an enormous mistake, and they and the population will pay the price."

Yemeni political researcher and author Adel Dashela said that neither the separatists nor the Yemeni government are able to defeat the radical groups. Dashela told Al-Monitor, "Confronting such extremist movements requires strategic cooperation between regional powers, the international community and the Yemeni government forces."

Dashela concluded, "The situation may spiral out of control unless the military units of the government and the STC are integrated under one leadership. The persistent separatist takeovers of southern cities will create other militant groups, including these radical elements. This will add to instability and chaos in south Yemen."

The UAE-backed Southern Transitional Council (STC)’s militia has carried out a large-scale arrest campaign against a number of leaders of the so-called “:Al Humaikani Resistance” in Aden and Lahj governorates.

Amer Al Humaikani, a spokesman for terrorist groups during its control of the Al Humaikani area in Bayda governorate, confirmed in a tweet on Sunday that the “Security Belt forces” in Aden raided the homes of displaced people of Al Humaikani and arrested a number of them.

Queen Elizabeth II’s last foothold in Arabia

Aden, now part of Yemen, was the only British colony in the Arab world, until British forces left in 1967.

Aden, a port in the southwest of the Arabian Peninsula, and now part of Yemen, had directly been ruled by the British crown since 1937. It was first occupied in 1839, and ruled as part of British India.

British control ran deep into the areas surrounding the city, with vast swaths of territory in what is now southern Yemen called the ‘Aden Protectorate’, a status that was also used to describe British control over many parts of the Gulf, including what is now Bahrain, Qatar and the United Arab Emirates.

But it was only Aden that was directly controlled by the United Kingdom, with no local ruling alongside. The city had a reputation for being cosmopolitan, modern and home to one of the busiest ports in the world, which the British used to try and maintain dominance in a region fast growing in importance as a result of its oil and gas reserves.

Yet, just 13 years after Queen Elizabeth was welcomed with open arms in Aden, the British fled, the last high commissioner airlifted out by helicopter.

They had been defeated by local independence fighters who would go on to declare the only Marxist state in the Arab world, the People’s Democratic Republic of Yemen (South Yemen).

The uprising had begun in 1963, fuelled by the same Arab nationalism that forced the British out of Egypt’s Suez Canal in 1956.

Images from it are perhaps more reflective of the true feeling of locals towards British colonial rule – protesters waving banners in the face of British soldiers, Arab men forced to lie on the ground at gunpoint, or being marched away.
