Yemen FM: Houthis must be classified as ‘terrorist group’

The Houthis must be classified as a terrorist group, Yemen’s Minister of Foreign Affairs, Ahmed Awad bin Mubarak, told on Sunday the US Ambassador to Yemen, Steven Fagin.

The Yemeni government is planning on designate the Houthis as a terrorist organization, Mubarak said, stressing the importance of the international community's support for those decisions.

Al-Bahsani boycotts Riyadh-formed Presidential Council

Member of the Riyadh-Formed Presidential Council, Faraj al-Bahsani continued, on Saturday, to boycott the virtual sessions, in conjunction with the escalation of division within the council.

For the second time, al-Bahsani boycotted a meeting of council members via video conference, in a move that summarizes the extent of the conflicts within the corridors of the council, whose members reside in several foreign countries.

Observers believe that al-Bahsani, who took a stance against the recent moves after being ousted as governor of Hadramout, is seeking to regain his authority in the oil province, with the support of the Islah party.

Yemen’s government signs $1B aid package with UAE-based fund

Yemen’s internationally recognized government signed a deal with the Arab Monetary Fund on Sunday, state media said, paving the way for the Saudi-backed administration to receive $1 billion of economic aid.

The Abu Dhabi-based fund, a sub-organization of the 22-member Arab League, will pay out the $1 billion program from 2022 to 2025. The economic deal aims to help the Yemeni government establish monetary and fiscal stability through wide-ranging economic reforms, Saba news agency said.

(Sanaa gov.] Finance official: Flooding Yemen with more loans aims to destroy its economy

Undersecretary of the Ministry of Finance, Dr. Ahmed Hajar, said on Sunday that the loan agreement signed by the Arab Monetary Fund with the government loyal to the Saudi-led coalition aimed to flood Yemen with loans as part of targeting the Yemeni economy.

In a statement to Al-Masirah TV Channel, Hajar explained that this loan is the largest, and the interest rate in it is many times that of loans from international institutions.

He confirmed that the projects that would be funded by the Arab Monetary Fund’s loan are unknown, and they would certainly serve the coalition countries and not the Yemeni society.

The Finance Ministry Undersecretary indicated this load would lead to a rise in exchange rates, affirming that “the pro-coalition government agreement with the Arab Monetary Fund cannot be accepted because it is illegal.”

Saudi-Yemeni military talks were held in the Saudi capital, Riyadh, to discuss the repercussions of the Houthi terrorist attacks on oil ports and installations, and the continued faltering efforts to expand and extend the humanitarian truce, as well as securing international navigation in the Red Sea.

Defections hit STC’s presidency

The UAE-backed Southern Transitional Council (STC)’s admitted that defections hit its ranks after Saudi Arabia targeted its entity and presence in the city of Aden, neutralizing its forces and replacing them with Tariq Saleh’s forces.

Hadramout militia leader Abdullah Mubarak al-Ghaithi said in a post on Twitter: “The Southern Transitional Council, Hadi’s wing, and Ali Nasser Mohammed are in the process of formation.”

“This wing will be joined by 5 to 8 members of the current STC leadership,” he added.

The STC leader accused Islah of assassinating STC leaders, similar to the assassination operations against the Socialist Party leaders after reunification of Yemen by Ali Abdullah Saleh and Islah party.

“After the formation of the Presidential Leadership Council, the military elements of the transitional will be subjected to physical liquidation operations in the name of “al-Qaeda” and “ISIS”, which is a duplicate of what the Socialist Party officers were subjected to after reunification of Yemen at the hands of Ali Abdullah Saleh’s services,” he claimed.

FOUR SAUDI-BACKED FIGHTERS KILLED IN SUSPECTED AL-QAEDA BOMBINGS IN YEMEN’S SHABWAH

On November 26, four members of the Yemeni government, which is backed by the Saudi-led coalition, were killed and at least four others were wounded in two suspected al-Qaeda bombings in the southern-central Yemen province of Shabwah.

The first bombing targeted a vehicle of the newly-recruited Shabwah’s Defence Troops near the town of al-Musayniyah, while the second targeted a vehicle of Southern Giants Brigades in the town of al-Nasarah.

A local source told the Al Ain News that three members of the Shabwah’s Defence Troops were killed in the first attack, including the commander of the 1st Brigade’s 2nd Battalion Maj. Salem Al-Jabwani, and at least three others were wounded. According to the source, the second attack claimed the life of a fighter of the Southern Giants Brigades and left another wounded.

Yemen Presidential Council: Iran Involved in Dhaba Port Attacks

Yemen’s Presidential Leadership Council (PLC) accused on Thursday Iran of being involved in the recent attacks on oil ports in the Hadramawt and Shabwa provinces.

It revealed that the debris of the drones used in the attacks match aircraft manufactured by Iran.

The Iran-backed Houthi militias had in the past month carried out a number of attacks against Yemeni oil ports in the two provinces.

The latest attack, on Monday, targeted Dhaba port, leaving damage at the facility that authorities said would take a month to repair. The attack forced operations at the port to stop.

Saudi-led puppet government earned over 8 billion riyals in corrupt oil deals

The coalition-backed government, headed by, Maeen Abdul-Malik, and Oil Minister, Saeed Al-Shammasi, got a minimum of 8 billion and 480 million Yemeni riyals, in a corruption deal, in the city of Aden, south of Yemen.

A diplomat loyal to the coalition, Anis Mansour, revealed on Wednesday on Twitter, Maeen Abdul-Malik insisted on renting a Greek ship through an intermediary company, with a worth $8 million, which was paid in advance by his government, in exchange for the looting of nearly 2 million barrels of crude oil through Dabba oil port in Hadramout, during the past two days.

He added that the largest corruption deal that Maeen Abdul-Malik , made during the past days in the city of Aden, which would have contributed to solving many of the problems of basic services in Hadramout.

Mansour said that the coalition-funded government lost $8 million, and did not care about that, indicating that for the first time in the history of oil export, the oil importing company had been not bear any transportation costs.

STC militia prevent people of northern provinces from entering Aden

The UAE-backed Southern Transitional militia prevented on Thursday the entry of northern provinces people to Aden city, southern Yemen.

Local sources said that elements from Aden cordon detained about 50 cars at al-Majary point in Al-Arish area.

The sources added that the “transitional” militia screened the citizens heading towards the city under the identity card, indicating that they prevented the people of the northern governorates from entering the city, mostly the people of Taiz in a provocative regional manner.

The sources continued that the detention of dozens of cars at the militia point hindered travelers for more than two hours, without caring about the emergency cases of patients.

Joint Saudi-Emirati coordination to establish runway for warplanes on Yemeni Socotra island

A joint military delegation from Saudi Arabia and the UAE arrived on the Yemeni island of Socotra with the purpose of establishing a new runway at Socotra Airport to receive Saudi-led coalition aircraft, local sources reported on Thursday.

The sources said that the governor appointed by the government loyal to the coalition, Raafat al-Thaqali, was in the reception of the Saudi-Emirati military delegation, before he toured with the Emirati military delegation in the area that was designated for the military runway within the Socotra Airport.

Al-Thaqali held, during the past few days, a series of meetings with leaders from the coalition and local ones to discuss plans to establish a military runway for the coalition warplanes.

Yemeni FM: Houthi Officials Involved in Crimes Blacklisted...Peace Is Their Enemy

The Yemeni government is preparing to blacklist several Houthi leaders and entities in implementation of its decision to classify the Iran-backed militia as a terrorist group.

Houthi government, military, and political officials, alongside any individual who has been proven to be involved in crimes, wars, or crimes that violate international humanitarian law will be blacklisted.

Moreover, the Yemeni government will pursue Houthi interests and financial networks around the world.

Yemeni Foreign Minister Ahmad Awad bin Mubarak, speaking to Asharq Al-Awsat via videoconference, affirmed that designating Houthis as a terrorist organization is not merely symbolic and that it will have repercussions on the group.

He, however, asserted that the blacklisting of Houthis will not affect humanitarian relief operations in Yemen. Mubarak also reminded that peace remains the group’s first and foremost enemy.

The Yemeni government decided to classify the Houthis as a terrorist group, following the militia’s insistence on targeting vital oil facilities. This matter damages the livelihood of Yemeni citizens, according to Mubarak.

A security source warns citizens against dealing with any entities belonging to Houthi militia

An official source at the Ministry of Interior warned all Yemeni citizens residing abroad against dealing with individuals and entities that belong to or promote the ideas and actions of the terrorist Houthi militia in any way.

The source said, “According to National Defense Council Resolution No. (1) of 2022, which labels the Houthi coup militia as a terrorist organization, all entities and individuals who provide support, assistance, facilities, or any form of support, cooperation, and dealing with this terrorist group will be subject to legal accountability in accordance with the law.” According to Yemeni laws, strict measures will be taken against anyone who proves his involvement in supporting this terrorist organization. The source called on all citizens residing abroad to report anyone who provides support and cooperation or promotes this terrorist group.

STC puts Saudi forces in dilemma, heading to overthrow “president”

Leaders of the UAE-backed Southern Transitional Council (STC)’s leaders are besieging the Saudi forces present in the Saudi-led coalition camp in Aden city, southern Yemen.

Military leaders loyal to the STC on Tuesday called on the recruits in their various factions to join the second phase of the escalation against the Saudi forces in Aden by holding a sit-in in front of the headquarters of the coalition forces in Al-Buraiqa area, west of Aden.

The southern military leaders put at the forefront of their demands the departure of Moein Abdulmalik, head of the pro-coalition government, amid accusations to him and several leaders of plundering local revenues in the southern provinces.

Military and political observers believe that the STC’s call for a sit-in in front of the headquarters of the Saudi forces in Aden comes in response to the arrest of the STC’s President, Aidarous al-Zubaidi, in Riyadh since the beginning of last October.

This comes in light of the Saudi Arabia’s intention to hand over the city of Aden to the forces of “Tariq Afash” in an exchange deal with the UAE to control the city of Marib, which is under the control of the Islah Party militants loyal to Saudi Arabia, and to end their presence in Taiz.

Armed confrontations between Al-Qaeda, UAE-backed militia renewed in Abyan

Armed confrontations renewed on Tuesday, between Al-Qaeda and UAE-backed militias in eastern regions of Abyan province, southern Yemen.

This was reported by Yemen News Portal, based on testimonies of tribal sources.

Tribal sources said that violent clashes broke out between the Security Belt militias affiliated with the UAE-backed Southern Transitional Council (STC) and al-Qaeda elements, on the outskirts of al-Mahfad district.

Southern Transitional Council officially declares war on Saudi-backed forces in Aden

The UAE-backed Southern Transitional Council (STC)’s militia on Monday officially declared war on the pro-Saudi forces tasked with securing Aden city, southern Yemen.

Media affiliated with the STC published that what is known as the “Southern Resistance” issued directives to target any movement of what is known as the “ Shield of the Homeland Forces,” and approved the confiscation of the military patrols and vehicles of this faction.

The Shield of the Homeland” is a new Salafist faction that Saudi Arabia recently reconstituted its forces and trained them on the western coast before deploying them as alternative forces to the STC militia in Aden.

These forces, led by Bashir al-Mudhrabi, a commander in the wing of the pro-Saudi Al-Amaliqa brigades led by Hamdi Shukri al-Subaihi, maintain huge military equipment in Aden, which was brought in by Saudi forces.

The STC’s decision to ban the movement of these factions indicates its arrangement for looting their mechanisms and its refusal to hand over the tasks of securing Aden to them.

Coalition to form new forces in Hadramout

Sources revealed preparations being made by the Saudi-led coalition to form new forces in Yemen’s eastern Hadramout province, according Yemen News Portal.

Sources said that Saudi Arabia is making arrangements to form forces affiliated with it in Seiyun district under the name of the Fifth Brigade ( Dara Alwatten) “Shield of Homeland”.

The same sources pointed out that the Saudi forces will carry out a large-scale recruitment campaign in the districts of Wadi Hadhramaut, in which they will focus on the tribes loyal to them within this brigade.

According to the sources, the aim is to counter the influence of the UAE-backed Southern Transitional Council (STC)’s militia in the districts of the Hadramout coast, protect oil facilities, in addition to supporting the first military region loyal to the Islah Party in the face of the STC’s attempts to take over the province.

The Saudi forces on Monday tightened protection at the headquarters of the government loyal to Saudi-led coalition in Aden city, southern Yemen.

The move coincides with the escalation of tension with the UAE-backed Southern Transitional Council (STC) militia.

Southern media, quoting its sources, reported seeing strange and new armored vehicles passing towards Al-Ma’ashiq Palace, the residence of the head of the pro-coalition government, Moein Abdulmalik.

According to the sources, the armored vehicles belong to the Saudi Special Forces and were sent to enhance the protection of the headquarters of the pro-coalition government in Al-Ma’ashiq.

Recent moves indicate that Aden is heading towards a new round of conflict.

Arrest campaign targets Islah leaders in Saudi borders

The Saudi authorities launched on Monday a campaign of arrest targeting leaders and notables of Islah Party factions stationed on the Kingdom’s southern borders.

Military sources in the Ministry of Defense of the “government” loyal to the Saudi-led coalition said that elements following the tribal sheikh “Thiab bin Ma’eli” kidnapped Colonel “Daris al-Gharazi,” appointed by the coalition as director of the political security in Saada province.

According to the sources, the kidnapping of “Al-Gharazi” came under direct guidance from the pro-coalition intelligence leader, “Ammar Saleh,” the former chief of the National Security Agency.

UN to Begin Unloading Safer in Early 2023

The United Nations announced that it will begin unloading the floating Safer oil tanker off the Yemeni coast of Hodeidah in early 2023. The mission will last for 18 months.

According to two documents issued by the UN, there is a proposal for the presence of an international coordinator in Hodeidah to oversee the unloading.

Moreover, the process is linked to the success of technical and security arrangements for the employees of the company that will carry out the mission.

The UN must also ensure that there are no armed elements of the Houthi militia on board the ship.

The two documents, however, did not specify exactly how the amount of oil will be sold, nor the fate of the derelict tanker.

According to the overview sheet of the ship’s unloading plan, the first step will focus on the evaluation and inspection of Safer to create a safe working environment for individuals and the ship.

This will be followed by preparations for transferring the vessel’s cargo to another ship.

According to this vision, the executing team will then conduct an examination of the structure of the tanker, closing the ends of the pipeline and disconnecting the cranes, as well as determining whether the pipeline can be closed to prevent pollution during separation.

Fresh Houthi Attacks Risk Renewing Conflict, Humanitarian Plight in Yemen, Special Envoy Tells Security Council, Urging Maximum Restraint

HANS GRUNDBERG, Special Envoy of the Secretary-General for Yemen, noting that seven weeks have passed since the United Nations-mediated nationwide truce in Yemen expired on 2 October, said that fortunately, there has not been a return to full-fledged war. In recent weeks, however, Ansar Allah have attacked oil terminals and ports in Hadramawt and Shabwa governorates, aiming to deprive the Government of its main source of revenue from exporting oil. Those attacks, including one on 21 November in Dhabba port in Hadramawt, have significant economic repercussions, undermine the welfare of all Yemenis and risk setting off a military escalation. Moreover, attacks on civilian infrastructure are prohibited by international humanitarian law, he emphasized.

The attacks could also risk worsening the humanitarian situation, he continued, noting that despite only a slight increase in overall violence compared to the six-month truce period, there has been a concerning uptick in incidents in Ma’rib and Taiz which involved civilian casualties. Such incidents demonstrate how fragile the situation remains and underscore once more the need for the parties to urgently reach an agreement to renew the truce, he said, calling once again on the parties to exercise maximum restraint. He added that the absence of a major military escalation thus far has facilitated his discussions with the parties and with countries in the region. It has also allowed regular flights between Amman and Sana’a and fuel deliveries to Hodeida port to be upheld. The United Nations efforts to convince the parties to renew and expand the truce continue, he said, expressing appreciation for the coordinated efforts of regional countries, including Saudi Arabia and Oman.

In light of these developments, it is vital that the ongoing discussions yield positive results as soon as possible, he said, noting that in addition to efforts to renew the truce, he is engaging the parties to begin discussing a path towards a more comprehensive settlement of the conflict. The international community — and, more importantly, the Yemeni people — expect them to demonstrate actionable commitment to a peaceful resolution of the conflict, he stressed, adding that while humanitarian and economic issues must be immediately addressed, more durable solutions require a comprehensive settlement. Many of the economic issues being discussed, such as revenue management for the payment of salaries, require cooperation between the parties in order to be sustainable. “A political process under United Nations auspices will be needed to reach such a resolution and the sooner we can start that work in earnest, the greater our chances of reversing the devastating trends of this war,” he said.

Going forward, he said that he will continue to advocate for an approach that looks beyond the immediate interests of the warring sides. For any settlement to be sustainable, it must be broad-based and include all segments of Yemeni society, including youth, civil society and women. The International Day for the Elimination of Violence against Women on 25 November is a stark reminder — not just on that day, but every day — of the disproportionate effects of the conflict on Yemeni women and the integral role they should play in an inclusive political settlement. The Council’s support will remain vital to convince the parties to abandon short-term calculations in favour of political, economic and security cooperation towards a sustainable settlement of the conflict, he said.

REENA GHELANI, Director of Operations and Advocacy Division, Office for the Coordination of Humanitarian Affairs (OCHA), said that although many of the expired truce’s provisions continue to hold, its humanitarian dividends need more than six months to take hold.Furthermore, people need to see improvements in their everyday lives, aside from less fighting, she said, noting that people in the southern parts of the frontlines say they have yet to see a positive impact on their livelihoods and economic situations.On the security front, localized clashes continue to impact civilians in some parts of Yemen.In the last week of October, according to verified figures, shelling and sniper fire killed two civilians and wounded eight more, many of them children, in Taiz, while earlier this month, in Ma’rib, four displaced civilians were killed and at least five more were injured when a weapons storage facility exploded due to fighting, she said.

Vulnerable groups are most impacted by these clashes, she went on, citing open-source reporting that indicated a 43 per cent surge in child casualties between September and October.Landmines and unexploded ordnance still account for the largest share of civilian casualties, she said, noting that the freer movement of civilians due to reduced fighting since April has increased their exposure to such devices, which have killed and injured more than 164 civilians, including 74 children, between July and September.Parties to the conflict must take all precautions to protect civilians from the dangers resulting from military operations, including by identifying, marking, and decontaminating dangerous areas, she said, reiterating the need for increased funding for mine action work.

She went on to say that so far this year, more than 50,000 migrants have taken the perilous sea route from the Horn of Africa to Yemen in search of a better life.Meanwhile, hunger continues to haunt more than half the population in Yemen.The estimated number of people facing acute food insecurity between October and December is slightly lower than initial projections, which is good news.But she added: “It does not eclipse the fact that 17 million people still do not know where they will get their next meal.”Against this backdrop, she welcomed the arrival of a shipment carrying 14,000 metric tons of wheat flour under the Black Sea Grain Initiative on 15 October as well as three further grain shipments that left Ukraine on 23 October, 13 and 17 November.

The humanitarian operating environment is becoming more difficult due to bureaucratic impediments, movement restrictions and unacceptable levels of interference, she continued.More than 70 per cent, or nearly 500 out of 673 reported access incidents between July and September, were due to bureaucratic impediments, mostly in Houthi-controlled areas.In recent months, restrictions imposed by the Houthi de facto authorities have especially impacted female staff and beneficiaries.Moreover, humanitarian workers are increasingly exposed to carjackings, kidnappings and other incidents.Five United Nations staff remain missing after they were abducted in February in Abyan, while two additional United Nations colleagues in Sana’a remain detained after more than a year, she said, calling for their immediate release.

The Ministry of Human Rights on Wednesday expressed its surprise at what was stated in the briefing of the Special Envoy for Yemen to the United Nations General Assembly on November 22, 2022 and the inaccuracies and positions it contained that reveal the continuation of siding with the countries of the aggression, including it does not correspond with the interests of the Yemeni people nor with the description of the worsening humanitarian reality as a result of the continuation of the blockade and the continuous obstacles placed by the aggression countries in this context.
In a statement, the ministry indicated that when the UN envoy talks about what he described as the recent attacks as having undermined the well-being of the Yemeni people, he is thus misrepresenting the human facts before local public opinion, north and south, and concealing the reality of the plundering of the forces and tools of the aggression coalition, Yemeni wealth, on top of which is oil and gas revenues, the good of which does not touch the Yemeni citizen, whether in free zones or under the authorities of invasion and occupation, while this Yemeni right goes to the balances and banks of the aggression coalition, influential and other tools outside the country.

Fear grows on Saudi death row as executions ramp up

Relatives of death-row inmates in Saudi Arabia fear each day could be the last for their loved ones as the Gulf kingdom picks up the pace of executions.

After a nearly five-month lull in which no one was put to death, 24 people have been executed since early October, 18 of them in the past two weeks, according to an AFP tally based on state media reports.

They include 16 people convicted of drug-related offences, ending a moratorium on administering capital punishment for such crimes that was announced in January 2021.

For Zeinab Abo al-Kheir, whose brother Hussein has been on death row since 2015, the uptick has ushered in a period of anxious waiting.

"We cannot contact him. We always wait for his contact. Sometimes we wait for six months or more, which of course puts us under psychological pressure and extreme terror," the Jordanian national told AFP from Canada, where she lives.

Saudi officials often give advance notice of executions in murder cases, primarily for the benefit of murder victims' families, said Duaa Dhainy, researcher for the European-Saudi Organisation for Human Rights (ESOHR).

As U.S. officials tour the globe lecturing others on human rights, Washington stands accused of being the number one violator of human rights in the world. Saudi Arabia’s war on Yemen, widely backed by the West and in particular the United States, is a prime case in point.

IAEA Primary Instrument of Pre-Aggression, Sets Scene for US, Israeli Unilateral Actions: Analyst

A political analyst has described the International Atomic Energy Agency (IAEA) as a primary “instrument of pre-aggression” which paves the way for Israel and the US to take unilateral actions against Iran.

“The IAEA has become a primary instrument of pre-aggression. In other words, they create a scenario, they make the false charges, they do not prove the charges, and then they use the false unproven charges, to stoke the fires of aggression against you,” John Bosnitch told Press TV on Monday while commenting on recent tensions between Iran and the IAEA following a resolution passed by the UN nuclear body’s Board of Governors.

The politically motivated draft resolution, ratified on Thursday, has criticized Iran for what it called a lack of cooperation with the agency. It was put forward by the United States, Britain, France, and Germany, in continuation of their political pressures on Iran.

Bosnitch added that the “trend” that has been going on for years against Iran is rooted in the Israeli lobby and its influence on the US government and American personnel inside the IAEA.

“It looks like yet another provocation to create false grounds for aggressive action against Iran,” he said.

The political analyst further pointed to the “invented” excuses and provocations against Iran, saying that the US uses the IAEA as a tool “to make it a little bit more believable to those naive people around the world who still hold trust in such institutions.”

Once the fires of aggression are lit, Bosnitch said, Israel and the US can act unilaterally and illegally based on the so-called reports by the IAEA.

“And that is the formula for aggression. And I have to say that Iran, as I’ve said, through all discussions on this topic, must be ready for the worst,” he cautioned.

Iran says it enriches uranium to 60% purity at Fordo site

Iran has begun producing enriched uranium at 60% purity at the country’s underground Fordo nuclear plant, official media reported Tuesday, describing it as a response to a resolution by the United Nations’ nuclear watchdog.

The increased enrichment, reported by the official news agency IRNA, was seen as a significant addition to the country’s nuclear program.

From Vienna, the U.N. nuclear watchdog — the International Atomic Energy Agency or IAEA — said the 60% enrichment at Fordo comes on top of similar production at the Natanz plant in central Iran.

Tensions between Iran and Saudi Arabia are resurfacing

Riyadh and Tehran had been engaged in talks aimed at improving relations but recent events have reverted them back to old ways.

Until recently, tensions between Iran and Saudi Arabia were slowly easing. In April 2021, Tehran and Riyadh began engaging each other in rounds of direct talks in Baghdad via Iraqi and Omani channels. Recent developments, however, have dimmed hopes for any new Iranian-Saudi understanding as bilateral talks have halted against the backdrop of escalating tensions.

Tehran sees a Saudi hand in the unrest across Iran with Riyadh encouraging “rioters” following Mahsa Amini’s killing in mid-September. Iranian intelligence minister Esmail Khatib recently told Saudi Arabia that Iran’s “strategy of patience” is not guaranteed to continue. “From Iran’s point of view, any instability in the countries of the region is contagious, and any instability in Iran can be contagious to the countries of the region.”

“If the will of the Islamic Republic of Iran is given to reciprocate and punish these countries, the glass palaces will collapse, and these countries will not see stability,” Khatib declared. Last month, the Islamic Revolutionary Guard Corps’ top commander Hossein Salami similarly threatened Saudi Arabia’s “glass palaces” when addressing the Kingdom’s ties to Israel.

If the Biden administration won’t hold Mohammed Bin Salman accountable, Congress should

The revelation that the Biden administration is calling for immunity for Saudi Crown Prince and Prime Minister Mohammed Bin Salman in a lawsuit brought over the killing of U.S.-resident and Saudi journalist Jamal Khashoggi is the latest example of the administration’s unwillingness to hold the Saudi leader accountable, despite his complicity in Khashoggi’s murder and his role in directing his regime’s brutal war in Yemen.

The Biden Justice Department has intervened on Bin Salman’s behalf by claiming that heads of state have immunity from prosecution under customary international law. But how many heads of state have overseen the murder of a dissident journalist outside their own territory, or presided over a war that has resulted in the deaths of nearly 400,000 people, as has happened in the Saudi-led war in Yemen? If the administration truly believes that immunity applies in this instance, it should be pressing for other avenues of accountability.

President Biden has come a long way from declaring the Saudi regime a “pariah” on the campaign trail to his return to what is essentially a business-as-usual approach to relations with Riyadh.

Members of Congress have called for concrete measures to be undertaken, but the administration has since indicated that it wants to “deliberate” before deciding how to respond to Saudi actions.

As for containing Iran, a diplomatic approach to Tehran is likely to yield better results than supporting an anti-Iran coalition comprised of the U.S., Israel, the United Arab Emirates and the Saudi regime.

US-Saudi Economic War in Yemen to Be Confronted by Sanaa's Demands, Military Force

The military campaign of the coalition countries launched from the first moment of their war on Yemen on March 26, 2015, aiming targeting the Yemeni economy as one of the main weapons used to starve the Yemeni people in the belief that it will subject the Yemenis to its colonial policies, by plundering of sovereign wealth.

The economic war on Yemen has taken two parallel paths, one of which was the direct military targeting, which is represented by the destruction of the infrastructure of a service and economic nature, such as factories, farms, places for raising livestock and poultry, electricity generation stations, roads and bridges. And the other path was represented in weakening the local currency and opening the doors to plundering state budgets by pro-aggression government’s officials.

Currency Tampering

The first steps of the economic war were the transfer of the Central Bank from Sana’a to Aden on September 6, 2016, and the suspension of foreign banking transactions with the bank in Sana’a, which greatly hindered commercial movement as a result of not opening bank credits abroad in order to enable merchants to cover the internal market with the necessary needs of basic commodities and supplies.

The coalition's economic war also used the fabrication of the problem of lack of liquidity, and its gradual withdrawal from the market, which resulted in stopping the payment of salaries to employees, and the deterioration of the price of the national currency until the coalition found a justification for printing a large surplus of the local currency. This led to a state of high inflation of the Yemeni riyal, which greatly contributed to the significant deterioration of the Yemeni economy during the last five years.

In the face of the failure of the measures taken by the two central centers of Aden, in the middle of last year, to stop the collapse of the local currency exchange rate, the latest of which was the closure of more than 80 exchange companies and the use of the mechanism of selling the dollar through auctions, the coalition government admitted,its complete inability to confront the crisis, as its president Moeen Abdul Malik said, in early September 2021.

The pro-aggression government called for urgent financial assistance from donor countries and international organizations to save the economic and humanitarian situation. However, it excluded both Riyadh and Abu Dhabi from its demands to save the economic situation, despite receiving Saudi promises of generous economic support to improve the situation of dilapidated public services, and stop the deterioration of the exchange rate of the Yemeni riyal against foreign currency.

The Kingdom quickly reneged on its promises, accusing the government of “Moeen Abdul Malik” of plundering the Saudi deposit provided at the beginning of 2018, as support for the Yemeni currency, after the reports of the United Nations Committee of Experts confirmed the Bank of Aden’s involvement in money laundering crimes.

Failed Strategy

In the same regard, all the futile attempts of the “coalition government” since the transfer of the Central Bank from Sana’a to Aden failed to stop the spiral of accelerating economic collapse and the significant deterioration of the local currency, which naturally led to an increase in poverty, hunger and high prices in the areas under the control of the coalition.

The coalition government insists on implementing the strategy of failure, the relationship between patchwork solutions and the approach of dismemberment, between corruption, betrayal and plundering of wealth, between stagnation and closure, between futile attempts and organized corruption, between extreme poverty for the citizen and massive expenditures for the official, between personal interests and official trade in selling Yemen at a cheap price.

According to observers and economists, the coalition government caused more economic collapse and brought the majority of families living in the occupied governorates to the brink of hunger, which prompted thousands to die. The cities of Taiz, Aden, Mukalla, and a number of areas in the governorates of Lahj and Abyan organized protests that raised slogans against the "coalition" and demanded its departure and the departure of its affiliated government.

The US Leads the War

According to observers, the repercussions of the Russian-Western war in Ukraine, which resulted in a suffocating energy crisis, prompted the United States to provide every drop of oil and gas for its European allies, which prompted it to throw all its weight in controlling Yemen's oil and gas, which is very much evident in its recent military presence in Hadramawt oil province in eastern Yemen.

Why does the West Condemn Yemens' Drone Strikes to Prevent Stealing Country's Oil?

The Saudi-UAE occupation of the energy-rich governorates constituted a cover for a new phase of wasting wealth and sponsoring forms of corruption and organized looting of Yemen's capabilities, the most important of which is the oil wealth.

The main condemnations were issued by the US, UK, France, why? What is behind Western resentment? And why are they annoyed with the achievement of protecting the Yemeni wealth and stopping its plundering?

This achievement in protecting wealth constitutes a shift in the balance of power and carries a harsh message to the US and its European dependent countries. The cessation of oil production and its export is an example of what the situation could be in the Kingdom of Saudi Arabia, in light of the continued blockade of the flow of fuel and cargo ships towards the ports of Hodeidah.

All the development of the repercussions and impact of that impose a reaction that suits them and will surprise the US-Saudi aggressors in one of the most important energy production centers in the world at a stage that does not tolerate any decline in its supplies and an escalation in its prices.

This US-western fear was accompanied by evidence expressed, albeit indirectly, most notably what was reported by reports about the possibility of Iran directing an indirect strike on Saudi Arabia, and what the American Politico website quoted from a Pentagon official, “It is possible that Iran is planning attacks on the oil infrastructure in Saudi Arabia.”

Iran here means Yemen! The Americans have always considered every Yemeni operation in the face of the US-Saudi aggression and siege an Iranian operation!

The equation and its implementation deprives the energy market of three million two hundred thousand barrels per month of crude oil - according to new documents obtained by Almasirah. Although it is not that much, but in one way or another means an added demand rate in the international arena amidst the crowd of panting Western – American – to calm oil prices.

Yemen's Oil Revenue Either Be Used to Benefit People or Sana’a Will Consider it Looting and Stop It

With the rise in the index of turmoil in the global energy markets, American and Western attention was focused on Yemen and what it could produce of gas and oil, to compensate for a percentage of the deficit resulting from the repercussions of the Ukrainian crisis. Meanwhile, the aggression harnessed all the country's revenues to finance mercenaries and implement its suspicious projects and activities in the southern and eastern cities.

The sources of oil and wealth and the strategic location of the governorates of Hadramawt and Shabwa were and still are the focus of the interest and ambitions of the countries involved in aggression, led by USA. This is to impose hegemony on the important channels, seas and waterways, allowing Washington to subjugate Yemen and control the international shipping routes in the Arabian Sea and the strategic Bab al-Mandab Strait.

Last month, [Sanaa gov.] minister of Oil and Minerals Ahmed Daris revealed in a statement to Almasirah that the quantities of oil looted by the forces of aggression, mercenaries and some complicit oil companies from 2018 until July 2022 amounted to 130 million and 41 thousand and 500 barrels of oil.

Daris indicated that the quantities are smuggled through Al-Nashima and Al-Dhabba and carried on old ships, and there are millions of barrels looted without being registered. He stated that there are other staggering revenues other than these sales figures, and they are collected by the US-Saudi mercenaries from gas sales and the Marib and Aden refineries.

Ministry of Oil and Minerals revealed earlier that the value of Yemeni oil looted during four and a half years amounted to nine billion and 500 million dollars. The ministry indicated that the total value of looted oil revenues from 2018 until this July amounted to nine billion and 500 million dollars.

UN Treasury Provides Financial Aid for pro-Saudi Government in Southern Yemen, Encouraging Corruption

It seems that corruption issues are no longer exclusive to the pro-coalition government, as much as they represent an approach sponsored by the colonial domination forces in the West with the United Nations’ support.

And at a time when reports are raging about the disaster of corruption in the areas of Yemen controlled by the coalition, the International Monetary Fund has granted the pro-aggression government an amount of $300 million from the Special Drawing Rights of the Fund, without regard for the legal conditions that prevent such behavior from taking place in a country that lacks stability and standards of integrity and transparency.

Over the eight years of the war on Yemen, the International Monetary Fund played dirty roles against Yemen, whether by approving the transfer of the central bank from the capital, Sanaa, to Aden, and the subsequent malicious actions that hit the price of the Yemeni riyal and pushed the people of Yemen, especially in the areas controlled by the coalition, to starvation.

Economists say that the printing of amounts that amounted to nearly two trillion riyals by the government affiliated with the coalition cannot take place without the approval of the International Monetary Fund, and these amounts were printed under flimsy pretexts, the Monetary Fund did not bother to verify their validity.

Before the IMF jumped on the legal conditions for granting the coalition government the sum of $300 million, the report of the International and Regional Experts Committee to investigate human rights violations in Yemen had stated that the government loyal to the coalition was “practicing corruption that undermines the chances of peace in Yemen.”

Although Riyadh itself accused the government it supports of being involved in corruption cases regarding the deposit that Saudi Arabia made to the Central Bank of Aden, worth two billion dollars, in January 2018.

However, the International Monetary Fund did not take into account all the facts of corruption in which the coalition government is drowning in Yemen

Sana'a's Decision to Prevent Oil Looting by US-Saudi Aggression Saved 2.6 Million Barrels of Oil Per Month

More than two million and 600 thousand barrels of crude oil is the amount that the pro-aggression government is stealing and exporting monthly, before Sanaa imposed the equation of protecting oil wealth last October by preventing the entry of ships and tankers of looted oil into Yemeni ports.

Documents obtained by Almasirah channel revealed the extent of the plundering by the aggression and its mercenaries of Yemen's oil wealth, and part of its huge revenues were used to finance its hostile operations against the Yemeni people, who suffer economic and humanitarian crises that are the largest in the world.

The documents included a tender for the sale of looted crude oil from the fields of Masila, Shabwa and Marib to a number of foreign companies, through the so-called "Higher Committee for Crude Oil Marketing" of the US-Saudi mercenaries.

The documents showed that the amount of sales of Messila crude amounted to two million barrels per month, while the monthly quantities of oil sold from Shabwa and Marib crude amounted to 600 thousand barrels.

The same documents also revealed records between entities affiliated with the Ministry of Oil of the pro-aggression government and the Emirati company, ADNOC, about expectations of doubling oil exports from Shabwa and Marib crude to one million and 200 thousand barrels per month.

Saudi-led coalition brings in foreign corporations to speed up looting of oil wealth from Yemen

The Media Secretary of the Supreme Economic Committee in Sana’a, Ibrahim Al-Seraji, on Monday confirmed that the Saudi-led coalition and its tools have brought in international companies in an attempt to loot an amount of crude oil through Al-Dhaba port in Hadhramaut province.

“In a new attempt to plunder the sovereign wealth represented in crude oil, the US-Saudi aggression mercenaries attempted to loot a quantity of oil through the port of Al-Dhaba, with the help of international smuggling companies, and in violation of the decision of the Supreme Political Council, issued on October 1, 2022, to prevent the looting of Yemeni sovereign wealth,” Al-Seraji said.

He added, “The US-Saudi aggression mercenaries tried to loot crude oil by bringing in the oil tanker (PRATIKA) and two boats, in addition to six unidentified warships.”

This time, international smuggling companies were used, which own oil tankers and boats, in return for exorbitant sums, of which the mercenaries got a percentage as commissions and bribes, he explained.

Al-Saraji pointed out that the Committee took all legal measures through the competent authorities, before the oil tanker entered the Yemeni territorial waters, which in turn addressed the oil companies related to the oil tanker and boats, not to approach the regional waters.

The Committee media secretary stated that the information had indicated that the aggression mercenaries intended to loot 2.1 million barrels of crude oil, with an estimated value of $174 million.

Return of truce is vital to Yemen as global food and energy crises take toll

Rising oil prices have given the Houthi leadership and its backers in Iran more cause to block an overarching solution in Yemen. As another Yemeni last week observed, the seas around the country’s coast are the main route for energy exportation to Europe and the Houthis are trying to take advantage of this vantage point.

Escalation along that route is obviously something that European countries are very alert to, and the regimes hostile to the West are just as alert to the advantages of disruption of those corridors.

Iranian efforts to have another coast to launch attacks on the tanker lanes to Europe are holding Yemen hostage. This, for the Iranian leadership, is a potential pinch point that would allow Tehran to exercise pressure through escalation.

Alistair Burt, the former UK minister of state for the Middle East and North Africa, put it well at an event organised by the Royal United Services last week.

“The benefits of war are evident to a man who has a gun and controls the checkpoint and can extract taxes and has more power over people that perhaps he's ever had in his life,” Mr Burt said. “So what is the incentive to that individual to bring an end to it? Where's the incentive to those holding the guns to stop the conflict?”

Where indeed, when the people of Yemen have been so badly let down by UN diplomacy, is the hope for viable solution.

How Houthi Drone Attacks Boosted Russia’s War in Ukraine

The strategy used by Russia to strike the Ukrainian electricity grid was largely developed by Iran’s proxies in Yemen.

As the conflict in Yemen festered, Iran was also able to acquire valuable information on how to efficiently bypass modern air defenses. Alongside the group’s drone program, the Houthis also benefited from Iranian expertise with both ballistic and cruise missiles, developing weapons that have seen most of their operational use in or from Yemen. Iran and its proxies have tested several strategies to bypass multi-layered defenses, with the most efficient being the use of combined attacks that include ballistic and cruise missiles as well as drones.

By doing so, and employing a high number of projectiles with a variety of flight paths, the Houthis—and any other users, including Russia—can hope to overwhelm the enemy’s air defenses and punch a whole through even a sophisticated network that would be capable of dealing with one of those three threats.

The refusal by Yemen’s Houthi rebels to renew a nationwide truce last month was linked to Iran’s internal turmoil, Foreign Minister Ahmed Awad bin Mubarak told The National on Sunday.

“We cannot understand the Houthi stance towards the truce without the link to Iran’s internal affairs,” Mr bin Mubarak said on the sidelines of the Manama Dialogue in Bahrain.

Iran has been rocked by nationwide anti-government protests since mid-September that show no signs of ending despite a bloody crackdown.

“So the Iranians are trying to use the Houthis as one of the cards they have and this is one of the main reasons why the Houthis are taking such a difficult position,” the foreign minister said.

“For me, Iran will never lose the cards of its militias in all these countries and they will keep using them. The Houthis are one of these cards, and with very little investment they are gaining a lot,” he said.

Land mines continue to haunt women, children in Yemen

Yemeni women and children continue to die from land mines planted by Houthi rebels across the country.

According to a United Nations Office for the Coordination of Humanitarian Affairs report issued Nov. 15, land mines in Yemen have caused about 300 civilian casualties, including 95 deaths and 248 injuries, between April and September 2022. The most affected areas are the front lines in al-Hodeidah and al-Jawf governorates.

The report noted that these figures are higher than the casualties recorded in the six months preceding the truce that was announced in April. During that period, civilian casualties numbered 248 including 101 deaths and 147 injuries.

Osama al-Gosaibi is the manager of Project Masam, a humanitarian land mine clearance project in Yemen launched by Saudi Arabia in 2018. He told Al-Monitor that the Houthis “follow a brutal approach by placing mines and booby-trapped devices in schools, health centers and water tanks in large quantities.”

“Clearing Yemen of mines needs years of work given the large quantities of planted mines and a lack of data on where these mines were placed,” he added.

Tawfiq al-Hamidi, head of the Sam Organization for Rights and Liberties, told Al-Monitor that most mine victims in Yemen are from the Taiz governorate, where 1,355 victims include 541 dead and 8,149 injured. Next is al-Hodeidah with 833 victims including 441 dead and 392 wounded. In Marib governorate, 745 victims include 257 dead and 307 injured.

Faris al-Hamiri, the director of the Yemeni Observatory for Human Rights, told Al-Monitor that children and women make up about 75% of the civilians who perished as a result of mine explosions, booby-traps, ammunition, explosive devices and projectiles.

Drone-Fired Rocket Hits Offshore Oil Terminal in Yemen

Yemen’s Houthis attacked al-Dhabba oil terminal in Hadhramaut province on Monday, the group and Yemen’s internationally recognised government said.

The Iran-aligned Houthis fired a projectile from a drone that landed at the entrance of the terminal, which is located in the town of al-Shihr, two workers at the terminal told Reuters.

Panamanian-flagged vessel Pratika had entered the terminal to load a shipment of crude but left after the attack, the workers said.

The Maritime Trade Operations (UKMTO), which is part of the British Royal Navy, said it received a report that a missile or rocket attack had been carried out at al-Shihr against a single-point mooring at 1212 GMT. All crew and the vessel were safe, UKMTO said, withholding the ship’s name.

Yemen’s Houthi rebels targeted a ship at an oil terminal in the south of the country on Monday, the internationally recognized government said, in the latest in a series of recent attacks that threaten to escalate the conflict after months of relative calm.

The armed forces have succeeded in forcing an oil vessel, that had tried to approach the port of Dabba southern the country, to leave, the army's spokesman stated on Monday.
In a statement, Brigadier General Yahya Sarei said that the vessel that was on a mission of looting large quantities of oil had refused to respond to the armed forces' warnings and the enemy's forces attempted to take an action but the armed forces managed to detect it and deal with it appropriately.

A military researcher reveals timing and significances of the attack carried out by Sanaa armed forces to prevent a European ship from looting nearly two million barrels of Yemeni crude oil through the port of Al-Dhaba in Hadramout Governorate, eastern Yemen.

Abdullah bin Amer, a military and political researcher in the history of Yemen, said: “Al-Dabba Second Operation came in conjunction with the visit of the US ambassador to Aden and after the conclusion of the Manama dialogue, the annual platform to present “Israel” within a regional coalition that sees Yemen as a threat that must be confronted.”

Bin Amer stressed that all these moves did not affect Sanaa’s decision to continue protecting oil wealth.

He stated that Sanaa monitored the ship’s entry into the port of Al-Dhaba, despite the coalition countries taking complex measures to secure the ship’s entry and protect it to loot nearly 2 million barrels, noting that it was dealt with appropriately and forced the ship to leave outside the territorial waters.

KSrelief's Masam Project Dismantles 700 Mines in Yemen during One Week

King Salman Humanitarian Aid and Relief Center (KSrelief) Project (Masam) for clearing mines in Yemen, dismantled, during the second week of November 2022, a total of 700 mines planted by the Houthi militia across Yemen, including 16 anti-personnel mines, 200 anti-tank mines, 478 unexploded ordnance and 6 explosive devices.
Since the beginning of the project, as many as 372,652 mines planted by the Houthi militias, have been dismantled.
