Yemen: Gunmen abduct students from Shabwah University, College of Oil and Minerals in Ataq, Shabwah Governate

Islah coup in Al-Jawf, Ma’rib and Taiz … Is Ali Mohsen involved? Why KSA keeps silent?

We are facing a new, full-fledged coup led by the Islah Party – a branch of the International Organization of the Muslim Brotherhood in Yemen – in the governorates of Marib and Al-Jawf. Most of the headquarters of Al-Jawf governorate’s institutions, employees, and bank accounts are run from the city of Marib.

Not only is it a political coup, but it is also a military coup. The Islah party and commanders loyal to it refused to hand the leadership of the Al-Jawf military region to the one who was appointed by the President and Defense Minister. This was confirmed by Major General Al-Awadi in his recent statement. Obviously, we are facing a military rebellion in which a military commander revolts and refuses to hand over his powers to his successor.

What’s worse, he is not held accountable for what he did, nor is he announced to be a rebel. No decree was issued instructing the rest of the institutions, especially the financial ones, not to deal with him. On the contrary, the Finance Office and the Central Bank in Marib and Al-Jawf implemented Al-Okaim’s directives and rejected the directives of the President of Yemen’s Leadership Council (PLC) and the government.

This leads us to ask: Where do the oil and gas revenues and the rest of the revenues go in Marib, Al-Jawf, and Hadhramaut, and why all this adherence to responsibility for it, and clamoring for it and taking risks, when a coup is carried out by such a party, governors, and commanders of military regions?

The fact that the Islah Party is behind the coup is not hidden from anyone, nor it is a secret.

Yemeni government circumvents Houthi siege on Taiz by opening new airport

A humanitarian charter flight landed at Yemen's new Al Makha airport on Thursday, a first step towards the full opening of the facility, authorities announced.

The plane landed on the airport's newly built runway. The project is in its first phase of development, with construction under way to open passenger halls for commercial flights.

Al Makha airport is in Taiz governorate, which is under Houthi siege, preventing people from receiving much needed aid.

Tareq Saleh, a member of Yemen's ruling Presidential Leadership Council, said the airport is a "new portal" for Yemenis to bypass the Houthi isolation of Taiz.

Emirati plan to remove “first military region” from Hadramout revealed

A leader in the so-called “Southern Resistance” revealed a UAE-led plan to remove the first military region loyal to the Islah Party from Hadramout province.

Adel al-Hasani said in a post on Twitter account that “there is a scenario arranged by the UAE for Hadramout and for the Wadi districts in particular, and its features have begun. The plan will be activated next month clearly.”

He added: “The plan involves Rashad al-Alimi, Maeen Abdul Malik and the governor of Hadramout. There is a force being trained in al-Rabwa camp, which they count on it to implement the plan and will be supported by the Salafist Al-Amaliqa Forces.”

“Rashad will take a decision before that to remove the forces of the First Military Region from Seiyun, which the UAE considers to be a port of Islah militants,” he said.

Speaking to The National, people across several governorates spoke of national pride for what the day represents but said it was overshadowed by economic hardships and what many see as a hopeless future.

Yemen: Houthi demands hindered renewal of truce, says US envoy

The US Special Envoy for Yemen, Tim Lenderking, said on Wednesday that the Houthis' "maximalist demands" had hindered UN efforts to renew a six-month truce in the country that ended in October. Lenderking made his comment during a hearing on Yemen's civil war before the House of Representatives' Foreign Affairs Committee, the content of which was published on the Twitter account of the US Embassy in Yemen.

"Yemen is currently experiencing the longest period of calm since the war began eight years ago," the envoy explained. "Not only has this calm brought tangible relief to millions of Yemenis, it has also created a unique opportunity for a peace process. The situation remains fragile, however, particularly as we have witnessed Houthi backtracking on their commitments, introduction of maximalist demands, and – most concerningly – a series of recent attacks threatening international maritime shipping."

Regarding the failure to extend the truce, Lenderking said that, "The last-minute Houthi demand that the Yemeni Government divert its limited oil export revenues to pay the salaries of active Houthi combatants – even as the Houthis refused to commit to a ceasefire – prevented the UN from securing a new truce agreement between the parties in October."

Analysis: Saudi prince seeks Mideast leadership, independence with Xi's visit

Crown Prince Mohammed bin Salman hosts China's leader this week at a delicate moment in U.S.-Saudi ties, signalling Riyadh's resolve to navigate a polarised global order regardless of the wishes of its Western allies, analysts said.

The ruler of the oil giant has made a comeback on the world stage following the 2018 murder of Jamal Khashoggi, which cast a pall over Saudi-U.S. ties, and has been defiant in the face of U.S. ire over the kingdom's energy policy and pressure from Washington to help isolate Russia.

"Riyadh is working according to strategic calculations that it must accommodate Beijing, as it is now an indispensable economic partner," said Ayham Kamel, head of Middle East and North Africa at Eurasia Group

‘The Godfather, Saudi-style’: inside the palace coup that brought MBS to power

Not long ago, Saudi Arabia’s crown prince, Mohammed bin Nayef, was all set to assume power. But his ambitious young cousin had a ruthless plan to seize control for himself.

The palace coup, and the power plays that led to it, were largely obscured from public view at the time, with only scraps of information – and dollops of propaganda – leaking out to the press.

For decades, the throne had passed laterally between the sons of Abdulaziz Al Saud, the founder of the modern Saudi state, ensuring a delicate power balance between the various branches of the vast royal family. Nayef’s succession would have seen the crown passing to the generation below for the first time, but still to a different branch of the family, maintaining that delicate balance. But then came the palace coup – which not only shoved aside MBS’s main rival, but also destroyed the old succession model that prized seniority and consensus within the family, by setting up the passing of power directly from father to son within one branch of the family. It enabled MBS to amass more power than any previous ruler, even before he formally ascends the throne.

The coup was the culmination of months of animus between MBS and Nayef. One of the major points of conflict was their competition to win favour with the new administration of President Donald Trump. People close to Nayef say he was secretly listening in on MBS’s calls with aides and allies such as Jared Kushner, Trump’s son-in-law and White House adviser. The snooping helped him track MBS’s manoeuvres in Washington.

There are now no visible rivals left to the throne. MBS’s power appears absolute. On his current trajectory, there is nothing to stop him from succeeding his father as king. The global outcry over Khashoggi’s murder, the ruinous Saudi-led war in Yemen and growing repression at home – nothing seems to have shaken his hold on the country. Despite the reputational risks of doing business with a dictator, Wall Street executives are eager to strike deals with the rich petro-state. Activists fear a recent US decision to grant him sovereign immunity in a case concerning Khashoggi’s murder could further embolden him to go after critics.

US court dismisses suit against Saudi prince in killing

A U.S. federal judge on Tuesday dismissed a lawsuit against Saudi Crown Prince Mohammed bin Salman in the killing of U.S.-based journalist Jamal Khashoggi, bowing to the Biden administration’s insistence that the prince was legally immune in the case.

District of Columbia U.S. District Judge John D. Bates heeded the U.S. government’s motion to shield Prince Mohammed from the lawsuit despite what Bates called “credible allegations of his involvement in Khashoggi’s murder.”

Saudi Arabia’s king, Salman, had named Prince Mohammed, his son, as prime minister weeks earlier. It was a temporary exemption from the kingdom’s governing code, which makes the king prime minister.

Khashoggi’s fiancee and his rights group argued the move was a maneuver to shield the prince from the U.S. court.

Bates expressed “uneasiness” with the circumstances of Prince Mohammed’s new title, and wrote in Tuesday’s order that “there is a strong argument that plaintiffs’ claims against bin Salman and the other defendants are meritorious.”

But the government’s finding that Prince Mohammed was immune left him no choice but to dismiss the prince as a plaintiff, the judge wrote. He also dismissed the two other Saudi plaintiffs, saying the U.S. court lacked jurisdiction over them.

U.S. Special Envoy for Yemen House Foreign Affairs Committee Subcommittee on the Middle East, North Africa, and Global Counterterrorism

Chairman Cicilline, Ranking Member Wilson, Members of the Subcommittee, thank you for inviting us to discuss our efforts to advance a durable resolution to the conflict and mitigate the dire humanitarian crisis facing the country.

Yemen is currently experiencing the longest period of calm since the war began eight years ago. Not only has this calm brought tangible relief to millions of Yemenis, it has also created a unique opportunity for a peace process. The situation remains fragile, however, particularly as we have witnessed Houthi backtracking on their commitments, introduction of maximalist demands, and – most concerningly – a series of recent attacks threatening international maritime shipping. The last-minute Houthi demand that the Yemeni Government divert its limited oil export revenues to pay the salaries of active Houthi combatants – even as the Houthis refused to commit to a ceasefire – prevented the UN from securing a new truce agreement between the parties in October. The Houthis also continue to detain our staff and have not responded to multiple diplomatic efforts to secure their release. These actions are an affront to the entire international community and are entirely unacceptable.

Despite this destabilizing Houthi behavior, I am hopeful that this is the best opportunity for peace that Yemen has had in years.

Yemen 'at a critical moment,' says US special envoy Tim Lenderking

Washington is aiming for increased international support amid a 'unique opportunity for peace' in the country

US Special Envoy to Yemen Tim Lenderking on Tuesday called for increased engagement and support for a Yemeni-led peace process.

“We are at a critical moment — we must preserve the positive momentum and gains made since April,” Mr Lenderking told the House Foreign Affairs Committee in a hearing on the country's ongoing civil war.

Mr Lenderking praised the UN-brokered ceasefire between the internationally recognised Yemeni government and the Houthi rebels.

Despite a failure to extend that ceasefire, the US envoy said that efforts to achieve lasting peace are in “a new phase”, and that “there's probably more engagement between the conflict parties now than there has been at any time”.

“This gives us some hope, that in coming months, we will see some more positive movement back towards a truce, a ceasefire and the political negotiations which ultimately could end the conflict,” Mr Lenderking said.

BERNIE SANDERS TO BRING YEMEN WAR POWERS RESOLUTION TO THE FLOOR AS SOON AS NEXT WEEK

SEN. BERNIE SANDERS is moving toward a vote “hopefully next week” on a war powers resolution aimed at blocking U.S. support for the Saudi-led war in Yemen, the Vermont senator told The Intercept on Monday.

A war powers resolution is “privileged” in the Senate, which means that the sponsor of it can bring it to the floor for a vote without the need for approval by the chamber’s leadership once a certain amount of time has elapsed. At that point, the resolution has “ripened,” and the one sponsored by Sanders is now ripe.

Asked whether Sanders expected to have the votes to pass the resolution, Sanders said, “I think we do, yes.”

In 2019, Congress advanced a bipartisan version of the current Yemen war powers resolution, only to see it vetoed by President Donald Trump.

On Wednesday, a coalition of groups pushing to end the war in Yemen plan to release a letter to Congress calling for a WPR vote during the lame duck. On Tuesday, the House Foreign Affairs Committee holds a hearing on the issue. The House version is sponsored by outgoing Rep. Peter DeFazio, D-Ore., and needs the support of Rep. Jim McGovern, D-Mass., to get through the Rules Committee. McGovern is a co-sponsor of the resolution, as is Rep. Adam Schiff, D-Calif., chair of the House Intelligence Committee. In the Senate, it’s co-sponsored by Sen. Dick Durbin, D-Ill., who is not just the chamber’s No. 2, but also serves as chair of the Appropriations subcommittee that doles out Pentagon funding.

Next Wednesday, the House will be holding a public briefing, chaired by Rep. David Cicilline, a Democrat of Rhode Island, titled “Public Members Briefing on Navigating the Political and Humanitarian Landscape in Yemen: A Conversation with Civil Society on Paths Forward for Congress.” The primary path forward for Congress is a war powers resolution, though advocates are also pushing for restrictions on war-making in the National Defense Authorization Act, which must pass by the end of the calendar year.

Al-Jaber, Lenderking Discuss Houthi Intransigence, Port Attacks

The US Special Envoy for Yemen, Tim Lenderking, is pushing on relentless regional action to back the UN envoy’s efforts to renew the truce in the war-torn nation. On Friday, Lenderking reviewed the latest developments with the Saudi Ambassador to Yemen Mohammed Al-Jaber.

The US diplomat’s discussions with Al-Jaber follow talks he had held with Omani officials in Muscat.

Al-Jaber explained to Lenderking that the problem remains in the Houthi militias’ inflexibility and their rejection of the UN envoy’s proposals for extending the truce which would improve the lives of Yemenis.

How to End Yemen’s Forever War

Washington Can Help Broker a Lasting Peace

But it is easier to help start a war than to help end one. Although the administration moved quickly to withdraw its backing for the Saudi war effort and support a brokered peace, the truce’s lapse shows the far-reaching challenges that would-be peacemakers face in Yemen. Whether the current impasse will lead to a dramatic new escalation by either side is unclear, but if it does, there is no obvious path to peace, and there is little Washington can do to create one. For whatever positive impact the Biden administration’s efforts have had—and they have had one—the United States has neared the end of what its waning influence over the Saudis and Emiratis can achieve, and it does not have the leverage needed to bring the Houthis to the table.

Still, there are compelling moral and practical reasons for Washington to stay the course. The United States may by itself lack the means to bring this horrible multifaceted war to an end, but its diplomatic engagement still matters. U.S. diplomacy opens doors in the Gulf for mediators who might otherwise not have access to the region’s governments, and it greases the wheels of deal-making. If and when the time comes, Washington can also promote a format for settlement discussions that includes not just the principal antagonists but also Yemen’s smaller factions, which have their own interests and disputes and will have much to say about whether a peaceful future is in store for this war-ravaged state.

At the same time, the United States should learn what it can from its Yemen misadventure. And that means its policymakers should develop internal safeguards that can help steer the country away from becoming a party to such disasters in the future.

Of course, U.S. diplomacy alone won’t be able to compel this disparate set of actors to earnestly engage in peace efforts. But it still has an important, even essential, role to play. As long as the UN is working the Yemen beat, it will need Washington’s support—coaxing the war’s parties with which it has influence, marshaling pressure from international actors who may be able to make inroads with the Houthis, and, with luck, someday helping frame settlement discussions in a way that will make them as inclusive as possible. Given its military involvement in earlier phases of the conflict, the United States has a moral obligation to do what it can to help.

Finally, Washington can do more to draw lessons from its Yemen misadventure. The United States already knows that its support for the Saudis has proved counterproductive: in addition to contributing to terrible suffering, it helped cause the very strategic setbacks that it sought to prevent.

But although the Biden administration took an important step when it stopped supporting offensive operations in 2021, it has been far more reluctant to embrace legal changes that might keep the United States from wading into future quagmires.

Bills that would put into force such requirements have stalled in both the House and the Senate. But policymakers would be wise to move them forward. No road map will take Washington where it undoubtedly wishes it could go: back to early 2015, before the United States started helping Saudi Arabia bomb Yemen. That world no longer exists. Now, the best Washington can do is help Yemen’s antagonists find peace while stopping itself from repeating the same errors in the future.

https://www.foreignaffairs.com/yemen/how-end-yemens-forever-war

My comment: The US was one of the main drivers of this war, as of a great part of all wars after 1945. It will repeat this way again and again, whereever in this world. It’s somewhat naïve to think the US could play a positive role in Yemen or whereever. Wll, hope never dies.

U.S. Special Envoy for Yemen Lenderking’s Travel to Oman and Saudi Arabia

U.S. Special Envoy for Yemen Tim Lenderking started travel on November 27 to Oman and Saudi Arabia to support ongoing peace efforts. The environment created by the UN-mediated truce presents the best opportunity Yemen has had for peace in several years. At this critical moment, we remind the Houthis that Yemenis are calling for peace, not a return to war. To that end, we call on the Houthis to immediately cease their attacks on Yemeni ports, which are disrupting the flow of much-needed resources and exacerbating suffering across Yemen. Such attacks only risk plunging Yemenis into another pointless cycle of violence and suffering. We urge the Houthis to instead seize this opportunity for peace, cooperate with the UN, and accept that the only path forward to ending eight years of destructive war is through a negotiated, inclusive Yemeni-led political settlement.

National interests ‘our red line’ in JCPOA revival talks: Amir-Abdollahian

About 200 Yemeni fishermen have been facing a mysterious fate, days after the pro-Saudi Government refused to take them from Eritrea where they have been detained.

Media outlets reported that the Eritrean authorities decided to release the fishermen, but they are stranded in their lands due to their need for a large boat to take them to Yemeni lands.

The sources indicated that Tariq Afash and the governor of the Islah party on the West Coast, who seize the revenues of the fish landing on the West Coast of the city of Al-Khawkha, refused to bear the costs of hiring a large ship to transport these fishermen from the Eritrean mainland to the Yemeni coast.

Coastal communities in Yemen have suffered greatly in the ongoing bloody war. Fishing boats, ports and processing sites have been destroyed or damaged, and many fishermen have lost their lives.

Crucial hearing in Rome on 20 December 2022

ITALY’S LAST OPPORTUNITY TO BRING JUSTICE TO VICTIMS OF AIRSTRIKE WITH ITALIAN ARMS IN YEMEN

In 2016, the Saudi/UAE-led military coalition allegedly killed a family of six in an airstrike in the village of Deir Al-Hajari in Northwest Yemen. The bomb remnants found at the site of the attack were manufactured by RWM Italia S.p.A., a subsidiary of the German arms manufacturer Rheinmetall AG. In April 2018, the European Center for Constitutional and Human Rights (ECCHR), together with its Yemen-based partner Mwatana for Human Rights and Italian-based Rete Italiana Pace e Disarmo, submitted a criminal complaint against managers of RWM Italia and senior officials of Italy’s National Authority for the Export of Armament (UAMA).

Despite the fact that in February 2021, the judge overseeing the preliminary investigations in Rome ordered the criminal investigations to be continued, the Italian public prosecutor is unwilling to proceed. In March 2022, the three organizations appealed the public prosecutor’s second request to dismiss the investigations. The prosecutor's incomprehensible decision is based on a flawed assessment of key evidence in the file. He also refrained from investigating the responsibility of RWM Italia's corporate executives for murder and personal injuries

On 20 December 2022, a hearing will be held before the judge of the preliminary investigations, who will decide whether the criminal investigations should continue or directly proceed to trial. This hearing represents the last opportunity for the Italian judiciary to adequately guarantee the right of access to justice to the victims of the war in Yemen,

Sudan’s generals, pro-democracy group ink deal to end crisis

Sudan’s coup leaders and the main pro-democracy group signed a deal Monday to establish a civilian-led transitional government following the military takeover last year. But key players refused to participate, and no deadline was set for the transition to begin.

The framework — signed by Gen. Abdel-Fattah Burhan, Gen. Mohammed Hamdan Dagalo and the leaders of the Forces for the Declaration of Freedom and Change — appears to offer only the broadest outlines for how the country will resume its progression to democracy. That process was upended in October 2021, when Burhan unseated the civilian half of Sudan’s ruling Sovereignty Council with Dagolo’s backing.

Since the coup, international aid has dried up and bread and fuel shortages, caused in part by the war in Ukraine, have become routine, plunging Sudan’s already inflation-riddled economy into deeper peril. Security forces have ruthlessly suppressed near-weekly pro-democracy marches. Deadly tribal clashes have flared in the country’s neglected peripheries.

It’s not clear whether or how quickly the deal signed Monday can offer a way out for Sudan

U.S. Seizes 1.1 Million Rounds of Ammunition, Other Illegal Weapons in Gulf of Oman

On Dec. 1, U.S. naval forces in the Middle East intercepted a fishing trawler smuggling more than 50 tons of ammunition rounds, fuses and propellants for rockets in the Gulf of Oman along a maritime route from Iran to Yemen.
Navy personnel operating from expeditionary sea base USS Lewis B. Puller (ESB 3) discovered the illicit cargo during a flag verification boarding, marking U.S. 5th Fleet’s second major illegal weapons seizure within a month.
Forces from Lewis B. Puller found more than 1 million rounds of 7.62mm ammunition; 25,000 rounds of 12.7mm ammunition; nearly 7,000 proximity fuses for rockets; and over 2,100 kilograms of propellant used to launch rocket propelled grenades.
“This significant interdiction clearly shows that Iran’s unlawful transfer of lethal aid and destabilizing behavior continues,” said Vice Adm. Brad Cooper, commander of U.S. Naval Forces Central Command, U.S. 5th Fleet and Combined Maritime Forces. “U.S. naval forces remain focused on deterring and disrupting dangerous and irresponsible maritime activity in the region.”
The direct or indirect supply, sale or transfer of weapons to the Houthis in Yemen violates U.N. Security Council Resolution 2216 and international law.

Iran denies sending weapons to Yemen

Iran's Foreign Ministry on Monday denied U.S. claims that it had sent weapons to Yemen.

In reply to a question about an allegation that an Iranian vessel with ammunition was stopped on the way to Yemen recently, the Iranian Foreign Ministry spokesman Nasser Kanaani said the "repeated allegation" is "baseless" and "is only made for political exploitation."

Saudi defense ministry, Spain’s Navantia sign combat ships agreement

Saudi Arabia’s defense ministry and Saudi General Authority for Military Industries signed an agreement with Spain’s Navantia company to acquire and build a number of multi-mission combat ships for the Royal Saudi Naval Forces, the Saudi Press Agency reported on Thursday.

The Kingdom’s Defense Minister Prince Khaled bin Salman and Spain’s Minister of Industry, Commerce, and Tourism María Reyes Maroto attended the agreement’s signing ceremony.

Prince Khaled said on Twitter that this agreement falls within Crown Prince Mohammed bin Salman’s vision to strengthen the capabilities of the Saudi defense ministry.

According to the agreement, Navantia will localize up to 100% of naval shipbuilding, integration of combat systems, and ship maintenance, in line with Saudi Vision 2030 objectives.

It also focuses on integrating combat systems into new ships, engineering and designing systems and hardware, and developing software.

Testing, systems verification, prototyping, simulation, as well as logistical support and training program design will also be within the scope of the agreement.

[Sanaa gov.] Finance Minister: Economic War Is Run Directly by Americans, British

Finance Minister, Rashid Abu Lahoum, stated that the economic war against Yemeni people is being run directly by the Americans and the British, while the Saudis and Emiratis are nothing but tools.

Abu Lahoum emphasized, in TV interview, on Almasirah Channel, that transporting goods from the occupied ports over long distances doubles their cost and burdens the citizens with exorbitant prices. He said that "the forces of aggression tried to force the entry of oil derivatives through the occupied ports, but our leadership insisted on entering them through the port of Hodeidah."

Abu Lahoum indicated that the goods that enter through the occupied ports travel more than 1,200 km until they reach some areas, and if they entered through the port of Hodeidah, the distance would not be more than 200 km. He explained that some medicines as a result of the aggression are transported from Jordan to Yemen by land, which exposes them to damage.

International Monetary Fund Is US-Saudi Aggression Tool to Fight Yemeni People, Economy

The US-Saudi-Emirati aggression continues to tamper with Yemeni people’s economy, seizing reserves from foreign loans and frozen balances that belong to Yemen abroad, withdrawing from private rights, continuing currency speculation and money laundering operations.

All that are carried out with international complicity and under the directives of the US and its allies to the International Monetary Fund.

US-Saudi aggression allow the pro-aggression government and its bank in Aden to withdraw from private rights, as this comes in parallel with the implementation of the strategy of the army, the popular committees, missile force and drones to protect sovereign wealth and stop the series of organized looting of Yemen's sovereign wealth of oil and gas.

In this regard, the researcher in economic affairs and Undersecretary of the [Sanaa gov.] Ministry of Finance, Dr. Yahya Ali Al-Saqqaf, wrote: The war, aggression, and the imposition of the US-Saudi economic blockade on Yemen for eight years is nothing but a justification and argument for America to control Yemen's strategic sites, destroy its national economy, and plunder its sovereign wealth from Oil and gas.

Logistics: Iranian Problems Supplying Yemen

Smuggled weapons include, since 2017, Iranian naval mines and some crude locally fabricated naval mines.

Iran continues to supply the rebels with GPS controlled UAVs that are turned into flying bombs for attacks on targets in Yemen and Saudi Arabia.

Iran had already found an effective way to attack Saudi Arabia by arming Shia rebels in Yemen with over a thousand ballistic missiles and UAVs since 2016.

US approves anti-drone system sale to Qatar worth $1bn

Qatar has eyed new US arms deals since being designated a major non-Nato ally by President Joe Biden in January

The US State Department has approved the potential sale of a $1bn anti-drone system to Qatar, the pentagon said on Tuesday.

“This proposed sale will support the foreign policy and national security objectives of the United States by helping to improve the security of a friendly country that continues to be an important force for political stability and economic progress in the Middle East,” the statement said.

Qatar has also been waiting for a response from the US on a request it made more than a year ago to buy four armed MQ-9B Predator drones, as part of an estimated $600m deal to boost their defensive capabilities.

Fortune Favors the Desert Sons: UAE Mercenaries in Yemen and Libya

Since 2011, the UAE has regularly resorted to using mercenaries to wage its wars in Libya and Yemen. Its small population of 2.7 million leaves it unable to recruit enough troops. It is also risk averse in deploying them abroad where casualties for an unsupported cause are unacceptable to the population. Hence, the oil-rich state started hiring contract soldiers from abroad to fight for it in Yemen against the Houthi rebels.

This leads to a rather strange situation. Colombians hired by an Abu Dhabi based company employed by the UAE are fighting Houthi rebels in Yemen.

The involvement of Erik Prince, the controversial ex-founder of Blackwater, should hardly come as a surprise at this point. Especially given his role as a mercenary captain for the UAE. These mercenaries have manifested in multiple different organisations and groups with their own operating procedures/character. (Source)

The most notable are as follows:

Reflex Response Security Consultants (Headed by Erik Prince and filled with ex-Colombian special forces)

Spear Operations Group (Delaware-based company led by a Hungarian-Israeli Abraham Golon, specialised in targeted assassinations)

Black Shield Security (Involved in a forced conscription scandal tricking Sudanese migrants with misleading jobs)

Bundeswehr mercenary scandal

This all goes to show that the privatisation/globalisation of warfare had come to the middle east. Allowing a wealthy nation with a small population the ability to project force abroad and pursue its own goals. With the increasingly privatised nature of warfare globally, the UAE in Yemen and Libya is an excellent case study to examine. Furthermore, with the breakdown of peace in Yemen recently we are likely to see more mercenaries in Yemen in the foreseeable future.

Yemen’s unique heritage devastated by seven years of war

Thousands of ancient artefacts looted and archeological sites deliberately destroyed

Yemen’s seven-year war has devastated its unique architectural heritage. Thousands of ancient and Islamic artefacts have been looted and smuggled out of the country to be sold online or by auction houses in the West.

The Sanaa-based al-Hudud Centre for Archaeological Studies has reported that 4,265 artefacts have been stolen. Of these, it says 2,523 have been sold for $12 million to collectors in the US, Britain, France, Germany, Israel and the Netherlands. More than 2,000 of these artefacts have been auctioned in the US, which, in recent years, has made a serious effort to retrieve and return stolen regional artefacts to their home countries.

The pillage of Yemen began in the 19th century, but the accelerated outflow of artefacts, branded “blood antiquities”, has taken place along established smugglers’ routes via Saudi Arabia and the Emirates since they have battled Houthi rebels in Yemen. While most treasures have been funnelled to the West, some have joined private collections in Qatar and Kuwait.

The ongoing destruction and looting of Yemen’s cultural heritage is the least-mentioned dimension of this conflict. All three Unesco cultural heritage sites – mud-brick-high-rise city of Shibam, Sanaa’s Old City, and Zabib, one of Yemen’s oldest towns – have suffered collateral damage during Saudi air raids. They and other bombed sites, including the 8th century BC Marib Dam, have been placed on Unesco’s endangered list.

A prime example of destruction and pillage was the Taiz museum

Yemen rivals ramp up economic war as U.N.-backed truce efforts limp

Yemen's Saudi-backed government and its Houthi enemies are escalating an economic war as peace efforts stall, with tit-for-tat moves aimed at disrupting state oil revenues and fuel flows, leading to more humanitarian pain.

The Houthis, de facto authorities in north Yemen, have hampered the internationally recognised government's ability to export oil, a vital revenue source, by launching drone attacks at terminals in the south to deter tankers from loading crude.

The internationally recognised government has hit back, with moves likely to further restrict fuel flows into Houthi-held areas. The Aden central bank issued a circular, dated Dec. 6 and obtained by Reuters, to exchange companies and houses in Yemen to freeze accounts of and halt commercial and financial dealings with 12 companies that import fuel to Houthi-held areas.

The expanded truce proposed includes a mechanism for payment of civil service wages, which the Houthis have criticised for not including members of the armed forces. The group has also said it is preventing "theft" of Yemen's oil wealth.

"They begrudge our people wages and their legitimate rights and this is a big problem, we will not compromise...They begrudge our people petroleum products, received only after severe hardship," Houthi leader Abdul Malik al-Houthi said in a speech on Wednesday.

US-Saudi Aggression Launches New Phase of Starvation War against Yemenis

Yemen's economy is under severe pressure, as a result of the steps taken by the pro-aggression government. Despite the economic collapse that the country is suffering from, the Saudi-backed government has taken more measures that, according to economists, “have a negative effect that harms citizens and does not provide any treatment for the economy.”

During a week, disputes broke out again between the commercial sector and the Saudi-backed government, against the backdrop of the latter's decision to raise the income tax by 300 percent.

This decision comes, according to economic analysts, as a result of instructions issued by the Arab Monetary Fund (AMF), which announced last week that it would provide a loan to the Saudi-backed government, at a value of one billion dollars.

Observers believe that the Saudi-backed government no longer bothers to find legal and moral justifications for measures that harm the economy and exacerbate the suffering of citizens. It shows firmness in taking decisions that are harmful to the living conditions of the citizen, such as printing currency without cover, raising the customs dollar, increasing taxes, while that government does not show any kind of firmness to improve the economic situation in the country. Observers believe that the Saudi-backed government “does nothing but create problems and humiliate citizens, without doing any other work”.

In 2018, the pro-aggression government decided to supply state revenues to the central bank in Aden, and to force public sector institutions to stop supplying any accounts in commercial banks inside and outside Yemen. However, that decision did not receive any implementation in a government consisting of powerful forces that do not pay any attention to the simple citizen.

Sources in the private sector revealed that officials of the Ministry of Finance in the Saudi-backed government told merchants during a discussion session on Sunday that “there is no need to turn the decision to raise profits taxes on merchants into a problem, let the citizens p

US-Saudi Aggression Defrauding Yemen's Wealth with More Loans

The US-Saudi aggression is escalating its economic war on Yemen by flooding Yemen with more loans, the latest of which was the agreement signed by the Arab Monetary Fund (AMF) with the Saudi-backed government. It includes providing a loan of one billion dollars with high interest preceded by the United States of America's assistance to the ٍSaudi-backed government by looting 300 million dollars from special drawing rights in the World Bank.

Economists have warned of the danger of these loans, which will have catastrophic effects on the Yemeni economy and exacerbate the humanitarian catastrophe in Yemen. Undersecretary of the Ministry of Finance in Sana'a Ahmed Hajar said in a statement that the aim of the loan signed by the AMF with the pro-aggression government is to flood Yemen with loans as part of targeting the Yemeni economy. He explained that borrowing from the AMF is the largest, and the interest rate is many times that of loans from international institutions.

The danger of the loan, according to Hajar, lies in the fact that the projects that will be financed from the AMF loan are unknown, and they will certainly serve the countries involved in aggression, not the Yemeni society. The pro-aggression government not disclosing the details of this loan confirms the words of Hajar.

Yemen’s Never-Ending Chaotic Situation: Civil War, Suffering, Corruption, And Stalemate – OpEd

Oil is the main source of the government budget. Between 2020 and 2021, the value of oil exports increased from 710.5 million US dollars to 1.418 billion US dollars. The Central Bank of Yemen reported that there is an increase in oil revenues of 34% compared to the same period in 2021, from $551.7 million to $739.3 million, mainly driven by higher global fuel prices.

Oil revenues fell to 3% of GDP in 2015 from 13% of GDP in 2013, a decrease of $4 billion and a GDP of about $38 billion. The fiscal deficit widened to 11.4% of GDP in 2015 from 4%. The government is financing the deficit by issuing debt, which has led to a significant increase in the total public debt from $22.1 billion in 2014 to $25.9 billion in 2015, reaching 94% of GDP.

Abdulqader Alkharraz, ex-Chairman of EPA Yemen and Associate Professor of EIA at Hodiedah University who exposed corruption through money transfers to Saudi Arabia,” transfers are not received by the Central Bank but rather by the AlAhili bank in Saudi Arabia; as with all international financing, they are not supplied to the Central Bank but rather through private banks, which led to imbalances in government corruption”.

Rebel port attacks pose new threat for Yemen

The cash-strapped state produces around 80,000 barrels a day, according to government estimates, most of which is exported to finance the bulk of the government's budget.

Maged al-Madhaji, a researcher at the Sanaa Center for Strategic Studies, said the Huthi attacks amount to "blackmail" of the government.

"They want a share of resources without making concessions."

Targeting ports is a "big gamble that risks pushing the government into an extreme" response, the researcher Madhaji warned.

Elisabeth Kendall of the University of Cambridge said the Huthis ultimately hold the advantage.

"While the Huthis may be militarily weaker than the coalition in absolute terms, they have little to lose and much to gain by continuing the fighting as they seek to win further concessions," the Yemen expert told AFP.

US-Saudi Aggression Is Failing to Steal Yemen's Oil Under Drone Strikes

One of the gates of organized international corruption is taking place in many Arab countries in Iraq, Syria, Libya and Yemen, where people's wealth is stolen and plundered in the name of liberating the country.

Today in Yemen, the enemy has turned back in disappointment, as all its attempts to plunder and steal oil and gas are no longer feasible, even if the hands of thieves continue to tamper with the country's wealth of gold in Hadramout, for example.

Professor of Political Sociology, Dr. Abdul-Malik Issa, reads the scene with the decline of the occupier's fortunes to far limits, while the chess pieces indicate that Sana'a achieved real points and gains. These gains constituted a crushing blow to a global mafia that defrauds the peoples and countries of the world wherever the opportunity arises.

According to Dr. Issa: “The countries involved in aggression against Yemen were able to control Yemen’s oil and gas throughout the last period, that is, from before the aggressive war until a month from now. As Yemeni oil was one of the largest means of global financial corruption in which senior officers of the American and British army traded; under the pretext of protecting it. There is a huge amount of corruption covered by the US through the sale of Yemeni oil and the supply of its revenues to the National Bank of Saudi Arabia. So the American, the British, the Israeli, the Emirati and the Saudi get their share away from the Central Bank of Yemen, which is the basis for supplying any sums of money for the benefit of the Yemeni state.”

For more goals related to securing multipolar plundering networks, the role of the Central Bank of Yemen in Aden was sidelined

Even a major US arms interception is not enough to save Yemen

Without diplomacy, military operations in the war-torn country can only go so far

Iran is most to blame in this regard. It has long included Yemen's Houthi rebels among its proxies across the region.

However, even with the hard work of coalition partners – and the US's Fifth Fleet, stationed in the region, should be lauded – Yemen remains without a solid basis from which to rebuild its security and provide the type of response to tackle problems as complex as smuggling and foreign interference. On top of this, the Houthis continue to target shipping infrastructure, a recent example being the attack on Al Dhabba oil terminal in Yemen's Hadhramaut province. With the world economy already in so much trouble, poor security in large sections of the strategically critical waters around the Gulf cannot be risked.

Can the Abraham Accords Save U.S.-Saudi Ties?

There may be a window of opportunity for Riyadh to fall back into America’s good graces by joining the U.S.-sponsored Abraham Accords.

The question that must be asked is whether MBS is willing to sacrifice domestic legitimacy by signing the accords and ignoring the Palestinian issue. MBS needs to maintain domestic support to decouple the Saudi economy from its dependence on oil and build his ambitious pet projects, such as NEOM, in exchange for international legitimacy.

Since the Stockholm Agreement of December 13, 2018, a ceasefire has been in place for Hodeidah. There are no major offensives, but smaller battles are ongoing and both sides constantly are accusing each other of violating the ceasefire.

UNMAS Director calls for urgent acceleration of mine action efforts in Yemen

The Director of the United Nations Mine Action Service (UNMAS) Ms Ilene Cohn concluded a week-long visit to Yemen where she visited Hudaydah, one of the most mine and explosive remnants of war-affected governorates in Yemen.

Over the last 6 months, UNMHA has recorded 159 casualties from landmine and ERW-related incidents in Hudaydah, with over 50 percent of those injured or killed being women and children.

DRONE ATTACK LEAVES FOUR DEAD OR WOUNDED ON YEMEN’S WEST COAST, HOUTHIS BLAMED

A mosque in the district of Hays in al-Hudaydah province on Yemen’s western coast was reportedly attacked by an combat drone during Friday prayers on December 2.

The drone targeted the al-Rawan mosque with two munitions, killing a worshiper and wounding at least three others including a child. The attack caused a state of panic among the worshipers and the people nearby.

Yemeni officials affiliated with the Saudi-led coalition blamed the deadly drone attack on the Houthis (Ansar Allah). The group, who boast a large fleet of reconnaissance, combat and suicided drones, is yet to confirm or deny responsibility for the attack.

‘Relish this moment, forget about the war’: Yemenis on World Cup

For some in the Yemeni capital, the football event provides a welcome break from discussions about the continuing conflict.

“Football is unmatched fun,” said Abdulrahman Nasser, a Messi fan who looked to be in his thirties. “It is a recipe that can increase one’s joy and make its fans care less about their life problems.”

Private coffee shops and the Ministry of Youth and Sports set up viewing screens in advance of the World Cup.

There are viewing spots in Sanaa football stadiums, and outdoor screens in 10 districts of Taiz, a city about 260km (161 miles) south of the capital. To the northeast of Sanaa, about 173km (107 miles) away, screens were organised in different neighbourhoods of Marib city, which has been a refuge for tens of thousands of internally displaced persons throughout the war.

MENA Scholar Spotlight: Stacey Philbrick Yadav

This week, the spotlight shines on Stacey Philbrick Yadav of Hobart and William Smith Colleges. Yadav succeeded me as the Chair of the APSA MENA Politics Section after several years of service on the POMEPS Steering Committee, and she’s been doing a fabulous job (which I’m so so so happy she’s doing instead of me).

Yadav has been a prolific author on Yemen, especially since 2011. Her first book, Islamists and the State, was a really provocative and unusual comparison of Hezbollah in Lebanon and Islah in Yemen. I’m excited to read her new book, Yemen in the Shadow of Transition: Pursuing Justice Amid War
