Yemen’s Presidential Leadership Council Offers Hope Amid Uncertainty

The Council’s Disparate Ideologies and Goals

There is no doubt that the selection of the Presidential Leadership Council was done with an eye toward political balancing, as half of its members are northerners and the other half are southerners, reflecting the historical differences that have marked Yemen for decades, even after the 1990 unification of the country’s north and south. It seems that the members were also chosen because of their links to either the Emiratis or the Saudis who have their own ideological and political favorites in Yemen and who, they believe, would advance their own particular interests.

Doubts about the Council’s Effectiveness

The fact that these Council members were all chosen by countries outside of Yemen has led some Yemenis to question their legitimacy. As one specialist recently stated: “The council wasn’t formed through Yemeni-Yemeni talks, it was the result of exterior forces.”

Although the Council’s diversity reflects the different sections of the anti-Houthi Yemeni factions and is, therefore, almost fully representative, the question arises as to how it can govern effectively when these factions and militias have such different goals, backed by their outside patrons. For example, the Saudis and their Yemeni allies seem to want a unified Yemen to include former members of the government of the deceased former president, Ali Abdullah Saleh, whereas the Emiratis and their allies seem to want a separate southern Yemen and are strongly opposed to Islah because the UAE is dead set against the Muslim Brotherhood and its affiliates.

But Facts on the Ground Are Working in the Council’s Favor

Nonetheless, in the short-term at least, the fact that the truce has been holding is working to the Presidential Leadership Council’s benefit. Two specific reasons stand out: Yemenis have not enjoyed even a temporary cessation of hostilities for a long time, and the new executive body is in fact operating on Yemeni soil.

The Presidential Council is trying to present itself as a unifier for the anti-Houthi coalition while working toward a diplomatic solution to the crisis. Indeed, Hans Grundberg, the UN’s special envoy for Yemen, is trying to work with both the Council and the Houthis to extend the truce and then move toward negotiations that would be aimed at a political settlement. Whether this process succeeds is a different matter altogether because many developments could derail the process.

UAE-backed STC militia storm local meeting in Socotra

The UAE-backed Southern Transitional Council (STC) militia on Tuesday stormed a meeting of the local council on the island of Socotra province, southern Yemen.

Local sources confirmed that the UAE-funded militia stormed the local council members’ meeting on the island, while they were in a direct meeting with the Governor Ramzi Mahrous, affiliated with Islah Party, via the Internet by the zoom application.

The STC militia prevented members of the local council on the island from continuing to meet with Mahrous, who was expelled from Hadibo city, the capital of Socotra Island, in June 2020, according to the sources.

The UAE has imposed its control over Hadibo with the help and complicity of the Saudi forces, which removed their military posts from the entrances to the city.

Yemeni President urges int'l support for reforms

President of the Yemeni Leadership Council (LC) on Monday called for international support to make military, economic and service reforms in the war-torn country.
At a meeting in Aden with the British ambassador to Yemen, President Rashad al-Alimi told Richard Oppenheim that his LC and government need international support to rehabilitate and improve services in areas retaken from the Houthi group, Aden in particular.
The government plans to make reforms in the military, security and counterterrorism institutions, in addition to economic, service and judicial reforms, he added, according to the Aden-based Saba news agency.

Thousands of the Southern Transitional Council (STC) supports on Saturday took to streets in many Yemeni southern and eastern cities to revive the 28th anniversary of disunity declaration and separation call.
The provincial capitals of Hadhramout, Shabwa, Lahj and Socotra saw many rallies on Saturday morning following a call from the separatist STC.
The campaigners raised flags of what was known as Yemen's democratic republic, and voiced calls for restoring the southern state and ejecting the northern troops from southern provinces.

In his speech to the Yemeni people at home and abroad, on the eve of the 32nd National Day of the Republic of Yemen, President Al-Alimi referred to the implications of the exceptional national consensus within the framework of the Presidential Leadership Council.

Al-Alimi dissolves STC forces

Rashad al-Alimi, head of Riyadh-formed Presidential Council has responded to the UAE-backed Southern Transitional Council (STC)’s show off its forces and its siege imposed by its supporters on al- Al-Ma’ashiq Palace in the city of Aden, southern Yemen, who refuse to celebrate Unity Day .

The Sit-in Committee of Mahrah warned of new moves by the Saudi-led occupation forces aimed at spreading chaos and violence in the province by their tools.

The committee’s spokesman, Ali Bin Mahamed, called on all the people of Mahrah to reject calls by the UAE-backed Southern Transitional Council (STC) for events aimed at dragging the people into conflicts, spreading hatred and provoking fighting among the province’s people.

Bin Mahamed said the STC’s calls are “Out-of-Tune” and the Mahri consensus, calling on the local authority, security and military agencies to shoulder their responsibilities in preventing chaos in Mahrah.

Tensions returned to Abyan

Tensions returned to Abyan governorate due to conflicts between the Saudi-led coalition’s multi-loyalty military factions in the coastal province.

According to media sources, the troops of the “111th Brigade” loyal to the UAE-backed Southern Transitional Council (STC) refused the deployment of troops from the Presidential Protection Brigades on “the Shaqar- Ahor- Ataq” road, under pretext that that they were affiliated with the Muslim brotherhood ( Islah party).

The Presidential Protection Forces deployed near 111th Brigade points on the way, justifying the deployment to secure the road, based on instructions from the Minister of Defence in the Coalition-backed government, the sources said.

The same sources added that tensions at their highest as the command of the 111 Brigade rejected the Saudi-backed defense Minister’s orders and considered him a part of the problem.

They pointed out that a tribal mediation is trying to defuse tensions after military movements.

Attack leaves two militants loyal to STC killed in Shabwah

Tariq forces carry out new deployment in Aden

A UAE-backed military faction, led by Tariq Saleh has reinforced their deployment in the southern Yemeni city of Aden on Wednesday.

This was reported by Yemen News Portal based on testimonies of well-informed sources.

This followed the UAE’s start of restructuring the Southern Transitional Council (STC)’s forces in Aden and integrating its factions into the ministry of defense in the coalition-backed government.

According to the sources, hundreds of joint forces led by Tariq Saleh, deployed during the past hours, in all entrances and exits of the directorate of Sira, and the streets leading to the directorate.

The sources explained that the forces set up checkpoints in some outlets and neighborhoods of Sira, amid apprehension by the STC’s factions.

On Wednesday, a member of the so-called Presidential Council ( Tariq Saleh) launched a large-scale recruitment campaign in the southern provinces, in a move that could end the presence of the STC’s military, which is losing its positions successively.

Al-Qaeda sends “50” of its members to Shabwah

Military sources revealed on Wednesday that dozens of al-Qaeda members have arrived on the outskirts of Shabwah province, southern Yemen, Yemen News Portal reported, citing sources.

This coincided with the escalation of the terrorist organization’s public movements in the rich-oil province.

The sources confirmed that more than 50 al-Qaeda members arrived in the past hours at the outskirts of the Usiylan District, near the eastern border of Marib province.

It is not yet known whether al-Qaeda’s deployment near the oil area of Shabwah is part of a plan to attack oil fields, or a new scenario for an attack on Sanaa forces stationed south of Marib, as the group intensifies its presence in Marib, along with coalition factions.

Al-Qaeda elements have recently been heavily deployed in areas which are under control of Saudi-led coalition’s factions in the southern provinces, like Shabwah, Hadhramaut and Abyan.

Washington ‘cautiously optimistic’ about renewal of Yemen truce, US envoy says

Mr Lenderking told The National that extensive intra-Yemen and regional talks were under way to renew the truce that expires on June 2.

“We are cautiously optimistic, but there's a lot of hard work that has to be done over the course of the next two weeks,” he said.

The US envoy described the truce as a possible game-changer in the more than seven-year war.

“There really is a big drop in fighting. No cross-border attacks … the truce provides the best chance that Yemen has had since this conflict began to really turn a corner to end the violence, to move into a political process that allows Yemenis to decide the future of their own country,” he said.

Washington is hoping to capitalise on this by achieving another temporary truce that will ultimately lead to a permanent ceasefire.

“We are we definitely talking about [ending the war] and thinking about it,” Mr Lenderking said.

“The UN is working on a framework that is based on the consultations that they've been hosting over the last two months in Amman.”

Will the Current Ceasefire Be Extended?

However, while the ceasefire has obviously been popular with the Yemeni people, the Houthis may be using this period to regroup and recalibrate. They may still have their eye on capturing Marib province with its oil resources and may be gearing up for such an offensive as soon as the truce formally ends in early June. If they are successful on the battlefield, not only would they benefit from the oil resources in that region, but they would be able to discredit the President Leadership Council and break up the coalition it represents.

On the other hand, the Houthis know that the majority of the people under their control in northern Yemen may not share their ideological goals as a militant, anti-Sunni, and anti-Western organization. If they were to launch an offensive after the two-month truce ends, the Saudi-led coalition would undoubtedly close the airspace over Sanaa airport again and prevent supplies from coming into Hodeida. Such closures would hurt millions of Yemenis, but there is a very good chance that the Houthis would be blamed by the populace for this situation as much as the Saudi-backed forces for scuttling a ceasefire. Hence, the Houthis would have to think twice about restarting an offensive, as it could prove politically risky.

#Sanaa sets its conditions for extending the UN armistice Today, the Sanaa government announced its conditions for extending the United Nations truce declared in Yemen, stressing the need for the Saudi-led coalition to abide by the implementation of the terms of the truce in force, before extending it. Member of the negotiating delegation of the Sanaa Authority, Abdul-Malik Al-Ajri, said in a press statement, "The performance of the aggression countries in the armistice is not optimistic, and they did not implement its most important provisions in the two weekly flights." He added: "The spy flight did not stop, and we warned the United Nations that any breach would be dealt with, and we are still exercising restraint." He continued, "We have not yet discussed the issue of extending the armistice with the United Nations so far, and we are focusing on implementing the terms of the armistice first in the required manner, and any extension will be by improving humanitarian conditions." Al-Ajri added: "As long as there is no commitment to the terms of the armistice, on what basis are we looking to extend it?" He stressed, "If there is an extension of the truce, it will be in light of the evaluation of the previous stage and the improvement of humanitarian conditions." Yemen’s warring sides expected to discuss Taez siege in Amman

Yemen’s warring sides are expected to meet in Jordan on Wednesday to discuss an end to the siege of the central city of Taez, a move that could open another channel of dialogue after an agreement was made to operate flights between Sanaa and Cairo.

The Yemeni government and Houthi teams are expected to meet together this week in the Jordanian capital of Amman to negotiate reopening one of Taiz's crossings following an official call by the UN special envoy for Yemen.
The government team on Saturday received an invitation from the UN envoy's office to hold talks with the Houthis on lifting the Taiz blockade, government senior negotiator said.
"The discussions will take place by the middle of this week and will focus on reopening Taiz's closed roads and ending the suffering experienced by people because of the Houthi blocked imposed on the city," Abdul Kareem Shaiban added in remarks carried by Xinhua.
These developments come one day after the Houthis sent the names of their negotiators to the UN envoy's office.

The [Aden] Yemeni Leadership Council (LC) is committed to constant support for efforts aimed at extending the 2-month truce announced by the UN on 2 April, LC President said on Saturday.

Houthis say they with extended truce ending Yemenis suffering

Chairman of the Houthi Supreme Political Council on Sunday said his group is not against extension of the ongoing UN-brokered truce, which he dubbed as "not encouraging enough".
"We're not against expanded truce," Mahdi al-Mashat said in a speech on the 32nd anniversary of the Yemeni Unification, "but it's impossible to accept any truce during which Yemenis' suffering persists."
The Houthi official called for real, encouraging cooperation that leads to improved human and economic virtues in any future de-escalation.
The UN truce held thanks to patience and restraint highly practiced by Sana'a, he said, as the Saudi-led coalition "disappointingly dealt with pledges stated in the truce."
More humanitarian and economic solutions need to be discussed as a priority to ease the suffering lived by the "Yemeni besieged people," Mashat added.
People felt no difference under the truce that was not "encouraging enough since the coalition obstructed operation of flights to planned destinations - excepting for two flights - and hindered smooth movement of ships."

Peace of work: Yemen’s fragile ceasefire

The current truce in Yemen could lead to negotiations on a long-term ceasefire. But this would require greater concessions by the Houthis and sustained diplomatic engagement from regional powers such as Saudi Arabia, the UAE, and Iran.

The two-month truce in Yemen’s long-running conflict is set to expire at the end of May. There are several reasons to hope that the warring parties will extend the agreement – not least a recent decrease in violence in the country and the resumption of flights to and from Sanaa airport. However, the situation is fragile and there is still a risk that the truce could collapse, particularly if the Houthis are unwilling to reciprocate the concessions made by their opponents.

To be sure, there will continue to be divisions within the government, particularly between members of northern-dominated General People’s Congress and southern groups linked to the STC. However, with the Islah party marginalised, the UAE will likely align with Saudi Arabia by throwing its weight behind the Yemeni government. This could allow for a more pragmatic and effective approach to ending the Gulf military intervention.

In light of these developments and the Houthis’ cross-border attacks on vital oil industry infrastructure in Saudi Arabia and the UAE earlier in the year, the Arab coalition has now made a series of concessions to the Houthis as part of the truce – steps that it was previously unwilling to make. The Arab coalition implemented several key trust-building measures that could lay the groundwork for a nationwide ceasefire.

But, while the Arab coalition and the Yemeni government have signalled that they are ready to shift gears in the peace process, the Houthis have not responded with the same level of compromise. And the Houthis have yet to implement some components of the truce, such as their commitment to reopen roads, particularly those in Taiz.

So long as the Houthis are ambivalent about the peace process, there will be a risk that the Arab coalition’s concessions and political manoeuvring could backfire, potentially resulting in further military escalation. The war has reminded the Houthis’ dominant military wing of just how much they can gain through violence, leaving peace negotiations as merely part of a strategy to make more gains rather than to compromise.

If the Houthis are willing, this could create an opportunity for warring parties to begin constructive talks over a wider and more sustainable ceasefire, as well as a long-term political settlement. The truce shows that the most effective peace efforts will come from regional powers such as Saudi Arabia and the UAE. Accordingly, it is vital that Iran, the Houthis’ main backer, and other countries that maintain dialogue with them support efforts to move towards peace negotiations.

However, after almost eight years of conflict, it is clear that neither the Yemeni warring parties nor their regional backers have much interest in protecting the interests of the Yemeni people.

SPC: Request to extend armistice is under study

The [Sanaa] Supreme Political Council (SPC), in its meeting on Wednesday headed by President Mahdi Al-Mashat, referred a request to extend the armistice to study, according to the evaluation of the current phase of the armistice to end on June 2.

The Council urged on taking into account the extent of the aggression coalition's commitment to the terms of the current truce, and placing the opening of roads in Taiz and other provinces according to the truce terms among the priorities that are being worked on to alleviate the suffering of the citizens.

The SPC noted the importance of the commitment of the United Nations and the aggression coalition that controls oil and gas wealth, port revenues, and the operations of the Central Bank, whose functions were transferred to Aden, to pay the overdue salaries to all state employees.

In the meeting, the SPC members expressed their dissatisfaction with the obstruction of the entry of fuel ships to Hodeida port, the delay in the conduct of flights, the failure to open the Cairo destination so far, and the United Nations negligence in carrying out its duty as it should in this regard.

Deeply disturbed to learn that the Saudi government has begun demolishing much of Jeddah, one of the country's most diverse and historic cities.

500,000 residents displaced to build a "futuristic" landscape cleansed of its people, a travesty of immense proportions.

Jeddah was the Hajj gateway to the Red Sea and the world - pilgrims from all over passed through it. Local Hijazi culture integrated many influences from across Africa and Asia as a result. In efforts to preserve its distinct culture, Hijaz historically resisted Saudi rule for years.

The destruction of Jeddah is part of Saudi government project called "Jeddah Central" to build luxury apartments, hotels, etc around its historic center.

Under the excuse of slum clearance, they're wiping away the ethnically-diverse working-class areas that ring the old city and re-writing the city's history.

Demolition of Jeddah follows a similar process in nearby Mecca, which has largely been destroyed to make way for hotels and malls. The city's diverse history bulldozed in the process, its landscape cleansed to portray a new image of Arabian identity that was isolated from the rest of the world - and in which the Saudi family was in control.

These sites don't go well with the story the government wants to tell about Saudi history, which downplays its diversity and how the Kingdom has hosted different traditions, migrants, and rulers.

The Saudi government has also used this kind of gentrification as a tool of direct repression. Just a few years back, thousands were evicted from their homes in Awamiya's historic old city - what many at the time decried as gentrification as a tool of political repression and ethnic cleansing against the Shia inhabitants. White House working towards first presidential meeting with Saudi Arabia, which Biden had vowed to make a 'pariah'

President Joe Biden and Saudi Arabia's de facto ruler, crown prince Mohammed bin Salman, could meet for the first time as soon as next month, multiple sources told CNN. A meeting would come after months of diplomatic heavy lifting and represent a turnabout for a US president who once declared Saudi Arabia a "pariah" with "no redeeming social value."

Biden administration officials are in talks with the Saudis about arranging a potential in-person meeting while the President is overseas next month, current and former US officials said. Saudi Arabia currently holds the presidency of the Gulf Cooperation Council, so any engagement between Biden and bin Salman, known as MBS, would likely coincide with a meeting of the GCC in Riyadh, the sources noted.

"You should count on something like this happening, it just comes down to when, not if," a former US official familiar with the discussions said. Saudi officials did not respond to a request for comment.

Let’s Not Grant Saudi Arabia a Blank Check for American Support

Fareed Zakaria’s latest idea for a diplomatic bargain with the country is too clever by half.

Foreign-policy discourse tends to recycle just a few basic narratives, suitably embellished for the moment. One of these tales, dating from the Cold War world and the immediate aftermath of the Iranian Revolution over 40 years ago, has just been retold around the campfire by Fareed Zakaria in The Washington Post as a paradigm for President Biden’s Middle East policy, as a proposal for repairing the strained American relationship with Saudi Arabia.

As explained by Zakaria, the idea would be to fix the Saudi relationship via an audacious offer of a long-term U.S. security commitment of a kind that would be more durable than, say, Obama’s signature on the Joint Comprehensive Plan of Action (JCPOA) agreement with Iran, which Trump tore up three years later, but not quite so permanent and absolute as to necessitate Senate approval, as a formal treaty would.

In return for this commitment to wage war against enemies of the Saudi state for decades to come, the Kingdom would agree to: produce an admission by Crown Prince Mohammed bin Salman regarding his personal responsibility for journalist Jamal Khashoggi’s murder; halt combat operations in Yemen; pump enough oil to moderate the price; and, most importantly, make peace with Israel.

The politics of such a deal are interesting

Still, guaranteeing the security of a foreign country is a big step indeed, in that it holds the guarantor hostage to the foreign policies of the country whose security is being guaranteed. Therefore, we should carefully scrutinize each element of the deal. The first problem has to do with a bias in temporality. While Saudi Arabia would make time-limited concessions, they would get an indefinite open-ended commitment. Not only would that hold the U.S. hostage to the actions of its ally, but it would also create a moral hazard by tempting Saudi Arabia to take unwise risks knowing they’ve got the backing of the world’s mightiest military.

Trump fundraiser Barrack sought UAE investment while lobbying for country, prosecutors say

A billionaire fundraiser for former U.S. President Donald Trump’s campaign sought investment from two United Arab Emirates sovereign wealth funds at the same time he was illegally lobbying for the country, prosecutors said on Tuesday.

In a new indictment filed in federal court in Brooklyn, prosecutors said an investment management firm run by Thomas Barrack received capital commitments from the unnamed UAE funds totaling $374 million in 2017, after receiving no new funds from the country from 2009 to 2016.

That came as Barrack, who chaired Trump’s 2017 inaugural fund and was a frequent guest at the White House, was secretly lobbying the Trump administration for the UAE between 2016 and 2018, prosecutors said

Barrack last year pleaded not guilty to an earlier indictment on seven criminal counts and is awaiting trial, scheduled for this fall.

The new indictment charges Barrack with nine criminal counts, including acting as an unregistered foreign agent and making false statements to authorities. His lawyers did not immediately respond to requests for comment on Wednesday.

Recruited by Ford a century ago, Michigan’s Yemeni community has come into its own

The origin story of how the Yemeni community in Michigan is an interesting one. Way back in the early 1900s, Henry Ford started recruiting Yemeni workers to work at Ford's factories. After a few years, Ford sent for more workers and the Yemeni American community began to grow. People who gained citizenship during their time working for Ford brought family over and started lives in Michigan while remaining close to their family back in Yemen.

Now more than 30,000 Yemeni Americans live in Michigan. In recent years, the civil war in Yemen, and subsequent humanitarian crisis, has driven a new wave of immigration. The Yemeni community lives largely in Hamtramck and Dearborn, but it differs in several ways from other Arab American communities in the area.

“The Yemeni community is a distinct community that really deserves to be looked at in its own right” says Brian Stone. “Often umbrella terms like Middle Eastern or Arab Americans are used, and it really papers over the things that are specific and unique, special about the Yemeni community."

Stone is the the English language editor for the Yemeni American News. He says Yemeni have a unique culture and cuisine, and they speak a distinct dialect of Arabic.

Biden made final decision to keep Iran’s IRGC on terrorist list

The president relayed his commitment to Israel’s prime minister.

President Joe Biden has finalized his decision to keep Iran’s Islamic Revolutionary Guard Corps on a terrorist blacklist, according to a senior Western official, further complicating international efforts to restore the 2015 Iran nuclear deal.

Another person familiar with the matter said Biden conveyed his decision during an April 24 phone call with Israeli Prime Minister Naftali Bennett, adding that the decision was conveyed as absolutely final and that the window for Iranian concessions had closed.

Bennett later confirmed the contents of his conversation with Biden last month in a tweet. “I welcome the decision by the US Administration to keep Iran’s IRGC on the Foreign Terrorist Organizations list — which is where it belongs,” he added.

The United States placed the IRGC on its “Foreign Terrorist Organizations” list in 2019. The designation was part of the “maximum pressure” campaign then-President Donald Trump imposed on Iran after pulling the United States out of the nuclear deal, which had restricted Iran’s nuclear activity in exchange for sanctions relief.

Biden administration officials have spent more than a year in often-indirect discussions with European, Iranian and other officials aimed at reviving the nuclear agreement. But while the negotiations have made significant progress, the IRGC’s terrorist designation has become a major stumbling block to a final restoration.

Iranian officials want the United States to lift the terror label before Tehran returns to compliance with the nuclear deal. But the United States has refused to do so, unless Iran offers some security-related concessions beyond the nuclear agreement.

U.S. officials point out that the IRGC terrorist designation was technically never part of the nuclear deal itself, and they say that the deal could be restored with the designation still in place. But supporters of a return to the deal argue that the terror label was among a host of non-nuclear penalties Trump imposed on Tehran partly to make it politically and legally harder to revive the agreement.

Iran's President Ebrahim Raisi arrived in Oman on Monday with trade deals on the agenda and as international talks on Tehran's nuclear programme hang in the balance.

All eyes are on Ukraine, but another crisis is brewing in Iran

Even as the Ukraine war rages in the heart of Europe, we should not forget about another flash point threatening Western security: Iran and its expanding nuclear program. Unless we can get the 2015 nuclear deal back on track, we are headed to a new conflict with Tehran. President Biden and European leaders have acted swiftly and decisively on Ukraine; now they must take steps to prevent Iran from becoming a nuclear threshold state.

To this end, Enrique Mora, the European Union’s coordinator for Iran nuclear deal negotiations, recently visited Iran to help salvage a deal stuck in the political quicksand in both Washington and Tehran. Earlier this month, the U.S. Senate, including members of Biden’s Democratic Party, passed a measure asking that a deal with Iran should also cover non-nuclear-related issues — an almost-certain dealbreaker. Meanwhile in Tehran, appetite for an agreement is dwindling as hard-line President Ebrahim Raisi boasts about doubling oil sales since he took office last August, despite U.S. sanctions.

Though negotiations on the essence of the deal are effectively concluded, the Europeans are trying to break a deadlock on the issue that continues to snarl the works: the U.S. designation of the Iranian Revolutionary Guard Corps as a foreign terrorist organization. This designation is a largely symbolic measure with little or no relation to the dispute over the nuclear program. Washington and Tehran would be foolish to allow domestic ideological positions to sabotage a nuclear deal that managed — against heavy odds — to survive the presidency of Donald Trump.

Britain slashes humanitarian aid by 51% despite global food crisis

Ministers have been accused of choosing the “worst moment in history” to slash the foreign aid budget, as provisional figures showed that UK overseas humanitarian funding was cut by more than half last year.

MPs and charity campaigners say the aid budget urgently needs to be increased to cope with the Ukraine conflict and the risk of famine in Africa.

Separate figures published in the Foreign, Commonwealth and Development Office (FCDO) annual report last year revealed direct UK aid and planned aid to Ethiopia fell from £241m in 2020/21 to £108m in 2021/22, a cut of 55%; aid to Kenya fell from £67m to £41m, a cut of 39%; and aid to Somalia fell from £121m to £71m, a cut of 41%.

One of the largest global humanitarian crises is in Yemen, devastated by eight years of civil war. About 24 million people need help, including nearly 13 million children. UK aid to Yemen fell from £221m 2020/21 to £82m in 2021/22, a cut of 63%.

Gerhard Taake (73) könnte längst seinen wohlverdienten Ruhestand genießen. Wäre er nicht, fast zufällig, im Jahr 2000 auf Kalid (7) aufmerksam geworden. Kalid stammt aus dem Jemen, wurde als Kriegsflüchtling schwer verletzt im Bünder Krankenhaus behandelt und dort insgesamt 15 mal operiert. Kalid war alleine in Deutschland und durchlebte diese schwere Zeit ohne seine Familie, die aufgrund der Grenzschließung nicht nachreisen konnte. So wurde Gerhard Taake zum Ersatzvater für den kleinen Kalid und besuchte ihn regelmäßig.

Mohammed bin Zayed's election to UAE president 'just a formality'

Already unofficially in charge for a number of years, the new leader succeeds his brother Khalifa bin Zayed Al Nahyan, who died on Friday, as head of one of the most powerful countries in the Middle East.

In fact, the election was "just a formality." The Federal Supreme Council, the body made up of the rulers of the seven emirates of the UAE, unanimously appointed the man nicknamed "MBZ" as president.

A police state

The UAE Constitution does not limit the presidency of the country to the ruler of the capital emirate. Article 51 states that the head of state is elected from among the members of the Supreme Council, which means that, in theory, the emir of one of the other six city-states could be a candidate to lead the country. But the imbalance of wealth between oil-rich Abu Dhabi and the other emirates is such that a kind of centralization has emerged, at the expense of the UAE's federal purpose.

Dubai, the country's glamorous shop window and the only emirate that could potentially overshadow Abu Dhabi, had to give up its ambitions when the financial crash hit in 2008. In exchange, Abu Dhabi saved the city from bankruptcy by bailing out its over-indebted real estate sector.

Abu Dhabi has a firm lock on the presidency even though the UAE constitution does not assign the position of president to any of the emirates and notes merely that the seven rulers will elect one of their number for a five-year (renewable) term.

The fact that the ruler of Abu Dhabi has, for a second time, been elected president, unopposed, suggests that the presidency is now in fact assigned to Abu Dhabi despite the carefully-worded language of Article 51 in the UAE’s 1971 constitution.

There is no recent precedent for appointing a new crown prince, as Sheikh Zayed had deprived Sheikh Khalifa of the ability to choose his own successor when he named Mohammed bin Zayed deputy crown prince in 2003, a year before he died.

Whether Mohammed bin Zayed decides to appoint one of his brothers or instead chooses one of his sons may provide a glimpse into the balance of power within the sprawling Al Nahyan family that, barring illness, he may reasonably expect to head for at least another two decades.

Laut der israelischen Organisation Amram, die sich für die Wahrheitsfindung in der Affäre einsetzt, stammten zwei Drittel der verschwundenen Kinder aus dem Jemen, der Rest aus Nordafrika sowie dem Iran und dem Irak, einige wenige vom Balkan.

Mit der "Operation fliegender Teppich" kamen rund 50.000 Jüdinnen und Juden aus dem Jemen in den jungen Staat Israel. Die Umstände in provisorischen Aufnahmelagern waren oft chaotisch. In der Zeit verschwanden zahlreiche Babys und Kleinkinder unter ungeklärten Umständen - viele jemenitische Juden warfen den israelischen Behörden vor, sie gezielt an kinderlose Holocaust-Überlebende weitergegeben zu haben.

Den Eltern habe man erklärt, die Kinder seien im Krankenhaus gestorben und sofort begraben worden. Nach Schätzungen geht es um 1.500 bis 5.000 Kinder.

Viele Schicksale konnten nie eindeutig geklärt werden - so wie das von Usiel. Der Junge erkrankte im Alter von 10 Monaten an Kinderlähmung. Für die Nachbehandlung mussten die Eltern, die damals außer Usiel schon drei weitere Kinder hatten, weit fahren.

Nach einer Öffnung von Archiven 2016 war der zuständige Minister Zachi Hanegbi zum Schluss gelangt, Hunderte jemenitischer Kinder seien den Eltern weggenommen und weggegeben worden. Im vergangenen Jahr hatte die Regierung Entschädigungszahlungen in Höhe von 162 Millionen Schekel (rund 46 Millionen Euro) für betroffene Familien angekündigt. Dies wurde jedoch von Angehörigen als "Schweigegeld" verurteilt.

Die betroffenen Familien werfen den israelischen Behörden eine systematische Verschleierung seit Jahrzehnten vor.

Er verhängte ein Embargo gegen Katar und schloss Frieden mit Israel. Die Europäer betteln ihn um Gas und Öl an, die Israeli schicken ihm Waffen und Spionagesoftware. Selbst Wladimir Putin nennt ihn einen «Freund». Die «New York Times» bezeichnete MBZ deshalb schon 2019 als den mächtigsten Mann Arabiens.

Aber unter Joe Biden ist das Verhältnis zu Washington gestört. Die Emirate fühlen sich von den Amerikanern im Stich gelassen, nachdem diese nichts gegen die Drohnenangriffe der Huthi unternommen hatten.

Gemeinsam mit Saudiarabiens Kronprinzen Mohammed bin Salman, den er lange protegiert hatte, fährt bin Zayed einen eigenständigen Kurs. Im Ukraine-Krieg wahrt er strikte Neutralität.

#Ukraine: Apparently, we were right in asserting that Ukraine is receiving Iranian weapons seized from the Houthis by the United States - here we see a pristine Iranian mortar in the hands of the Ukrainian army.

The mortar itself is very interesting - it very closely resembles an Iranian HM-15 81mm mortar but as the source claims uses 82mm mortar bombs. The name of this particular variant is also stated - HM-19.

We have not encountered such a designation anywhere before, but we believe these mortars are produced specially for Houthis in Yemen, where 82mm mortar bombs of Warsaw Pact are pretty common (thread)

Terrorists in Saudi ranks damage ancient Temple of Awwam in Ma'rib

Yemeni antiquities in the city of Ma’rib have been subjected on Wednesday to an act of sabotage by extremists in the ranks of the Saudi-led coalition forces and terrorist elements.

Local residents in Ma’rib province said that saboteurs belonging to extremist Salafist groups in the ranks of the coalition, broke a number of inscriptions in the historic Awwam temple, south of Ma’rib city.

The residents called on the de facto authorities in Ma’rib province and the coalition forces to carry out their duties in protecting the ancient monuments of Yemen from sabotage by groups they described as “enemies of the country.”

This comes after two weeks of reported Emirati looting of antiquities across the occupied city of Ma’rib.

Journalist Anis Mansour, a former advisor to the coalition-backed government’s embassy in Riyadh, revealed, in a tweet on Twitter on May 10, the smuggling of ancient slabs bearing inscriptions in Musnad script that were looted from the Awwam temple by the UAE occupation forces.

The livelihoods of Yemeni beekeepers have been severely disrupted by ongoing conflict and economic shocks. To improve smallholder beekeepers' productivity and resilience, a FAO project supported by the World Bank and funded by the Global Agriculture and Food Security Program, supported 700 small-scale beekeepers (4 percent of them women) to enhance honey production. Beekeepers received trainings on honey production, bee feeding, use of the equipment. FAO provided eight modern beehives containing bee colonies to each of the targeted 700 small-scale beekeepers. Additionally, farmers were supported with honey extractors (one for every five beekeepers) and honey production kits to enhance honey production in targeted areas.

CIA Supported Terror Cells in 1990s Yemen

Few knew the USA was supporting al Qaeda in 1990’s Yemen until CIA contractor Billy Waugh made these confessions in his 2004 autobiography ‘Hunting the Jackal’ that is:

“I worked right there with these al-Qaeda operatives and heard these arguments* firsthand many times, especially during an assignment in Yemen” (* against US foreign policy)

Biden must do more than extend condolences to repair relationship with United Arab Emirates

A common sentiment in this country bleeds out of just about any conversation: The United States and the Biden administration have been a major disappointment.

During my weeklong visit (as part of a no-strings-attached reporting trip the United Arab Emirates government partly financed), that was the overall vibe — a deep feeling of abandonment by a supposed ally, of being a bit jilted.

That means President Joe Biden has his work cut out for him to hold onto a strongly anti-terrorist ally in a strategic region, one that took a big risk for Washington in signing the Abraham Accords to help build a new Mideast alliance with America and Israel.

And it’s going to take more than simply extending condolences for the death last Friday of UAE President Sheikh Khalifa bin Zayed Al Nahyan by sending a high-powered delegation, led by Vice President Kamala Harris, to the Gulf in an attempt to mend the frayed relationship.

“This is a major charm offensive on the part of the Biden administration to repair relations,” Omer Taspinar, a Brookings Institute expert, told Reuters.

The only problem is that this administration lacks a) charm and b) sound foreign policy.

Yemen’s Houthis and the expansion of Iran’s Axis of Resistance

Key Points

Iranian-sourced nonnuclear proliferation in Yemen — ballistic missiles and unmanned aerial vehicles (UAVs) — is part of a larger pattern in the Middle East that tests the current regional security architecture. The Yemen conflict has provided Iran with a live-fire testing ground for longer-range capabilities. Houthi-fired Iranian-sourced ballistic missiles and UAVs provide data to feed back into Iranian weapons development cycles. Additionally, the Houthis have innovated new tactics with Iranian-sourced UAVs, tactics since adopted by Iranian-backed Iraqi militias, showing the transfer of knowledge between theaters.

The Houthis’ expansion of the scope of Yemen’s conflict has created a growing requirement to defend US personnel based in the region and support Gulf partners against ballistic-missile and UAV attacks. The missile defense systems in place to counter the Iranian-sourced Houthi threat are expensive, especially compared to the relatively low-cost weapons the Houthis use. Counter-smuggling operations have had a limited impact. Targeting Iranian-sourced components to render them ineffective before they are transferred might produce more asymmetrical results.

The United States must develop a comprehensive approach to Yemen and the region that reflects the new reality of the Houthis as part of Iran’s Axis of Resistance. The Houthis’ incorporation into the Axis broadens the means of action at Iran’s disposal to advance its regional interests, especially as Iran seeks to contest deepening Israeli-Emirati ties.

How Iran Gains from the Ceasefire in Yemen

This optimism is unearned. The ceasefire likely gives Iran an achievement. What gives theocrats in Tehran an advantage is unlikely to lead to a meaningful peace.

The hope that Iran is sincere in pursuing peace is understandable. The humanitarian costs in Yemen are catastrophic.

The Yemeni government and the Houthi rebels continue to accuse each other of violating the truce established on 2 April, the longest so far since the beginning of the war. This truce established by the UN has not been respected by either of the warring parties, which continue to carry out continuous attacks with drones and artillery fire.

The Yemeni army has claimed that the Houthis have violated this truce more than 4,276 times by mobilising fighters and launching drone and missile attacks, even as the militia indicated it accepted its renewal. These attacks, the Yemeni Defence says, have been carried out against government forces in Marib, Taiz, Saada and Hajjaj. "The Houthis are defying the truce and international resolutions. They have adhered to the truce," Abdu Abdullah Majili, a general and spokesman for the Yemeni army, told the Arab News portal.

However, according to the Houthis, the Yemeni army has not stopped carrying out attacks during the truce either. So much so that this morning the militia has denounced the shooting down of a drone belonging to government forces that has left at least three dead in the Yemeni capital, Sanaa.

Downed drone in Yemen’s capital kills three

Three other people are injured after Houthis shoot down what they called a Saudi-led coalition drone over a busy area.

At least three people have been killed in Yemen’s capital Sanaa when an armed drone crashed in a busy neighbourhood after being shot down, Houthi officials said.

The health minister in the rebel Houthi administration that runs Sanaa said another three people were injured on Monday when the drone landed in a commercial area, the official news agency reported.

In a statement, the Houthis said that their air defence system downed the drone and that it belonged to the Saudi-led coalition, which backs the Yemeni government in the country’s war.

“Our air defences downed a Chinese-made CH4 armed spy plane belonging to the Saudi air force with a surface-to-air missile,” Houthi military spokesman Yahya Saree said on Twitter.

Video from the scene showed what appeared to be a damaged pilotless aircraft in a street surrounded by security forces and onlookers. Footage showed wreckage of a drone near the Yemen Mall shopping centre at the city’s lively al-Ruwaishan intersection, and a man lying on the street near a car.

An organisation known as the Eekad Platform has on Sunday revealed new details about military establishments on the Yemeni coast of Mocha by the United Arab Emirates (UAE) occupation forces.

The platform released satellite images showing the UAE’s establishments of military runways in the port of Mocha, west of Taiz province.

HOUTHIS DELIVERED FOOD TO BESIEGED DISTRICT USING ROCKETS DURING ONE OF YEMEN’S HOTTEST BATTLES (VIDEO)

On May 21, the Houthis (Ansar Allah) released never-seen-before footage from the battle of al-Durayhimi district in the western Yemeni province of al-Hudaydah.

The battle of al-Durayhimi, which went on for around two years, saw some of the most violent fighting in the Yemeni war. The battle started when a large, heavily-armed force from the Saudi-led coalition, mainly made up of United Arab Emirates (UAE) forces and their proxies, attempted to push the Houthis out from al-Durayhimi in July 2018.

While the coalition’s force failed to capture the district, it was able to lay a siege around it. The tight siege was broken by the Houthis in November 2020 after a successful counter attack.

The footage released by the Houthis, which are a promo for an upcoming documentary on the battle, reveal how the group was able to deliver supplies to its fighters and civilians in al-Durayhimi despite the Saudi-led coalition’s siege.

In the footage, the Houthis can be seen using improvised rocket-assisted containers, similar in general design to rocket-assisted munitions, to deliver food to the besieged fighters and civilians in in al-Durayhimi.

The Houthis also dropped supplies to the besieged fighters and civilians from drones. The group even used a Mi-171Sh helicopter to deliver supplies to the district. It was not known before that the group is operating helicopters left from the old Yemeni military.

Ambush leaves four Houthis killed in Yemeni Jawf

Four Houthi militants were killed on Tuesday afternoon in an ambush by tribal gunmen in the Yemeni northeastern governorate of Jawf, local sources said.

Amid Critical Need, UN Does Not Support Mine Centers, Hodeidah

The head and members of the National Team met with the United Nations' team to support the Hodeidah Agreement to discuss the violations of the humanitarian and military truce by the US-Saudi Aggression and the work of the UN mission in Hodeidah Governorate.

Aggression forces shelling injures 10 civilians in Hodeida

10 citizens, all of them women and children, were injured on Sunday in aggression forces shelling on 2 houses in al-Fawaha area in Hodeida province, a local official said.

Hong Kong-flagged sailboat attacked off Yemen, reports say

A Hong Kong-flagged sailboat is reported to have come under attack on Thursday off the coast of war-torn Yemen, though the circumstances of the incident remained unclear, officials said.

The United Kingdom Maritime Trade Operations group said the attack happened off Hodeida, a contested port city that has been a flashpoint in Yemen’s yearslong civil war. It said an investigation was ongoing into the incident, without elaborating.

Dryad Global, a maritime intelligence firm, told The Associated Press that the vessel involved was the Lakota, a 62-foot (19-meter) sailboat flagged out of Hong Kong. Dryad said that those on board were sailing into international water and were reportedly safe.

It wasn’t immediately clear who owned the vessel or how many people were on board at the time of the incident. Satellite-tracking data from MarineTraffic.com analyzed by the AP showed the Lakota just west of the Hanish Islands in the Red Sea between Eritrea on the African continent and Yemen on the Arabian Peninsula.

The vessel had been in Djibouti before sailing close to Yemen’s coast. The vessel also had not turned on its Automatic Identification System tracker, which Dryad described as “very strange,” given that the Red Sea is a major international shipping route.

“Several attempts were made to board her,” Dryad said. “Reports indicate she managed to get away.”

The U.S. Navy’s Mideast-based 5th Fleet said it was aware of the attack, but declined to immediately comment further.
