Father and child killed for a few words on facebook

The Houthi militia have killed a man and his child in central Yemen for a slight criticism of the militia on facebook, local sources said on Sunday.

Sheikh Salah Abu Surayma and his 10 year old son were shot dead by the militia in Radaa, the capital of the central Yemen Beidha province, after he posted on facebook: "If those who call themselves the descendants of Ali bin Abi Talib are truly Ali's descendants, why did they come to us and imposed themselves as rulers in our country?"

Suramya was one of the Shiit militia's tribal loyalists.

The situation in Sana'a is really unbearable and is forcing people to leave

"Life is very very expensive in Sana'a and all people are bound to leave the city." Those are the words of my friend Sinan Ali who has just come to Marib as transit stopover and planning to keep distancing themselves away the "hell of Sana'a."

He and three other young men left Sana'a this week to search for "another place to live in, maybe Aden, Sayoon or even the sea(!) if we don't find"

The young men shocked me during a Qat session as they said that in addition to the Houthi brutal grip, the prices of everything are the same as in non-Houthi-controlled regions where the version of the rial currency is almost half the value of the Houthi rial.

"Food staples are very expensive. Household items and cooking utensils and cooking gas are expensive. Everything is expensive. You cannot buy a kilo of fruit for less than three thousand or chew Qat for less than seven thousand rials in Sana'a. But in Marib I have bought Qat for a thousand rials and price of fruits is almost the same," he said.

He said, "Not only us, there are tens of families I have seen emigrating or planning to emigrate out of Sana'a wanting to find any alternative place to live and fee the Houthi repressive rule and life."

Tribal sheikh in Socotra calls for hunger uprising against UAE occupation

Sheikh Saad al-Farajahi, a social dignitary from Socotra said that the island has been “witnessing a flour and various foodstuffs crisis.”

“For a whole week, I have been looking for a bag of flour for my children in the island’s markets to no avail,” al-Farajahi said.

He accused UAE and Saudi Arabia of being “behind the famine that is killing the sons of Socotra, and causing an unprecedented crisis in the lack of flour and wheat,”

“The spectre of starvation is gradually hitting the island,” he added.

He stressed that “Saudi Arabia and the UAE agree to disrupt service life, and to thwart any meetings of the executive office in the province.”

Al-Farajahi called for a massive popular uprising against the UAE-Saudi occupation on the island, in order to restore the national sovereignty and dignity of the residents on the Socotra.

STC warns pro-coalition government of repercussion of fuel crisis in Aden

The UAE-backed Southern Transitional Council (STC) on Sunday warned the government loyal to Saudi-led coalition of the repercussions of the fuel crisis that it fabricated during the past hours in Aden, and the rest of the southern provinces.

Member of the “National Assembly” of the STC, Wathiq al-Hasani, called on the pro-coalition government, headed by Maeen Abdulmalik, to unify the price of oil between the cities of Aden and Marib, away from what he called “racism.”

New oil derivatives crisis hits Marib

Marib city, 120 kilometers east of capital Sanaa, witnessed on Sunday a new crisis of oil derivatives, amid widespread discontent among the residents of the oil-rich city, which is under the control of the Saudi-led coalition forces.

Local sources confirmed that the fuel stations closed their doors during the past hours, in front of cars, confirming the absence of oil derivatives and the high prices of them.

The sources indicated that the price of a gallon of 20 liters of diesel reached more than 30,000 Yemeni riyals, on the black market.

UAE dispatches new military force to Hadramout valley

New Emirati forces arrived in the districts of the oil-rich Hadramout province, in eastern Yemen, informed sources reported on Saturday.

The sources confirmed that, during the past two days, the UAE moved about 700 members of the so-called “Hadrami Elite” militia from the city of Mukalla, the capital of Hadramout, after they received training by Emirati and American officers, and deployed them in Sayoun city to secure it.

The UAE is working to gradually strengthen these elements during the coming days, in preparation to expel the forces of the “First Military Region” loyal to the military leader of the Islah Party, Ali Mohsen al-Ahmar, towards Marib province, in implementation of the demands of the UAE-backed Southern Transitional Council (STC) based on the directives issued by Abu Dhabi, according to the sources.

On another hand, eyewitnesses said that they had seen soldiers of the First Military Region in civil cloth leave Sayoun on busses during the past hours.

This came after the UAE assigned the leading member in the General People’s Congress Party, chief of the so-called “General Staff” Sagheer bin Aziz, to oversee the process of completing the exit of Islah militants from the Hadramout districts.

Aden protesters demand departure of Riyadh-formed Council, pro-coalition government

Hundreds of protesting citizens demonstrated this afternoon, Saturday, in front of Ma’ashiq Palace gate in the port city of Aden, southern Yemen, to demand the provision of electricity and the payment of salaries to employees.

The protesters raised slogans against the Riyadh-formed Presidential Council, headed by Rashad Al-Alimi, and the government loyal to Saudi-led coalition, demanding that they fulfill their responsibilities in providing services and improving the exchange of the riyal against foreign currencies.

Surrounding the palace in the Crater area, the protesters called on Al-Alimi’s Council and the government, headed by Maeen Abdulmalik, to immediately leave Aden, accusing them of corruption, looting money and doubling the suffering of citizens.

Armed groups should be integrated in a national security apparatus, Yaseen Makkawi tells 'The National'

Yemen’s armed groups should be integrated into a national army in order to rebuild the country’s security apparatus, the adviser to the head of the country's presidential council told The National.

”A state cannot be created while militia roam free. Militias do not build nations,” Yaseen Makkawi said in an exclusive interview on the sidelines of the first Yemen International Forum in Stockholm.

Mr Makkawi said the eight-member presidential council, which replaced former president Abdrabu Mansur Hadi in April following intra-Yemeni talks hosted by Saudi Arabia, is up against “complex challenges”. These include creating a military front that prioritises national interests “in the north and in the south”, he said.

“The security situation in Yemen should be rooted in its national identity through power-sharing,” said Mr Makkawi, who was also adviser to Mr Hadi

“We need a true and genuine national army that has loyalty to all the country’s governorates — without militias — within a decentralised, Federal system,“ he said.

Yemen: The increasing brutality of truck hijackers on the 'road of death'

There have always been bandits on the road between Taiz and Aden. But they are getting more violent, with security forces seemingly unable to stop them

Mohammed, along with dozens of other Yemeni truck drivers, protested on Monday in front of the administrative offices of Taiz's al-Shimayateen district, demanding that the authorities arrest the hijackers who last week killed a child in Lahij.

Akram al-Azazi, 15, was shot dead on 2 June while sitting in the truck driven by his father, a driver who carries goods between Taiz and Aden.

The case created fury on social media and among Yemenis everywhere. Many truck drivers protested and stopped working for a day to express their anger. Some drivers are still on strike today.

Mohammed, 53, who asked for his last name to be withheld for security reasons, has been driving trucks between Taiz and Aden for more than 10 years and believes that the route through the Lahij governate's Tour al-Baha region is the most dangerous one for drivers to use, with hijackings now commonplace.

The road has become the main one between Taiz and Aden, after the Yemen war closed other key routes.

"When we drive through Tour al-Baha, we feel that we will meet our fate at any time. This has been our suffering for years," Mohammed told Middle East Eye.

"Although we pay thousands [of rials] each trip for the security forces at checkpoints to secure the road, they don't do anything. When we tell them about the hijacking of our colleagues, they say they can't do anything."

Mohammed said that hijackings had been happening for years, and that the security forces used to chase the bandits, but they no longer did.

"Five months ago, the hijackers stopped me and put a Kalashnikov to my head. I had no option but to give them all my money and my phone. I just about convinced them to let me go with my truck," he said.

"I was lucky, but others like Azazi were killed while security forces did nothing."

The director of the Tour al-Baha district said in a video statement that he had provided the security forces in Lahij with the names of the hijackers, but that they hadn't done anything.

He accused the security forces in Lahij of supporting the hijackers, saying that they chewed qat together at security checkpoints.

A source in Tour al-Baha district confirmed that a campaign had been started to protect the road but that the killers of Azazi and other victims were still free.

Mohanned is a taxi driver in his 40s who transports passengers between Taiz and Aden. He said the hijackings were not a new phenomenon but that the killings represented a sharp escalation in the levels of violence and brutality.

"Hijackers have been there for years in Lahij, but they used to loot cars, mobiles, money and other belongings. However, now they kill passengers," he told MEE.

"I call the Tour al-Baha road the road of death."

Mohanned said that when drivers faced hijackers, they usually tied to negotiate with them to not physically harm them and just take money, but he confirmed that the new ones were much more brutal.

"I have resorted to using an alternative road, which is through a valley and hard and long, but that is safer than sacrificing my lives and going along that dangerous road."

Mohanned said that other truck drivers avoided this alternative road as their trucks got damaged quickly, so they carried on using the road the hijackers favoured.

"When the trucks drive fast, the hijackers don’t dare to stop them, but when a truck breaks down or can't move very fast, it becomes a target for the hijackers."

The government has not fulfilled its role in improving the service structure, and providing basic needs for people in several cities, including Aden. Citizens are suffering due to the poor services, as well as the increasing number of crows that scourge the environment and people in Aden. Yemen truce is real opportunity for peace despite violations, says GCC ambassador

Political dialogue for peace cannot happen against backdrop of ongoing war, official says

The UN-brokered truce in Yemen, and its extension, provide a “real opportunity” for peace in the country despite Houthi violations in Marib, said the GCC ambassador to Yemen on Saturday.

Speaking exclusively to The National on the sidelines of the first Yemen International Forum in Stockholm, Sarhan Al Minaikher also said political peace cannot be reached while war is raging in the country.

“Political dialogue among the warring sides cannot take place except against the backdrop of a truce,” he said.

Four rights groups demanded the UN states to take procedures and impose sanctions in the International Human Rights Council against Saudi Arabia which continues to commit human rights violations.

Coalition responsible for reneged truce: Houthi defense minister

The Saudi-led coalition is responsible for reneging the truce deal in Yemen, the Houthi-appointed defense minister said on Friday, threatening the Arab coalition's member states with the "highly-effective, advanced" weapons possessed by his group.
"The aggression [coalition] doesn't want to understand the language of honorable peace, so it has to bear full responsibility for escalation and reneging the truce," Gen Mohamed al-Atifi added in a speech during a visit to the sixth military region.
The "enemies made their preparations and considerations in imposing states of occupation and aggression on Yemen and its people and looting its resources to serve their unveiled ambitions in the region.

Yemen to Take its Rights by Force, US-Saudi Violations, Obstruction in Implementing Truce Persist

[Sanaa gov.] Deputy Prime Minister for Defense and Security Affairs, Jalal Al-Rowaishan, explained that since the announcement of the truce, all evidence indicates continued violations of the aggression and its non-compliance with its terms, and that what has been achieved so far is not equal to 10% of what was announced in the terms. Yemen truce is step toward broader peace deal: UN envoy Grundberg

A renewed two-month truce in war-torn Yemen that has given the population a sense of normalization is the first step toward a broader peace settlement, the United Nations special envoy said Friday.
The truce “has delivered some humanitarian respite to the population that is unprecedented in terms of the history of the conflict, and from that point of view, it also provides us with scope and breathing space for engaging on a political settlement,” Swedish diplomat Hans Grundberg told AFP in an interview.
“The truce is the first step toward a broader settlement,” he said on the sidelines of the Yemen International Forum in Stockholm, a conference attended by Yemeni political actors, experts and representatives of a host of civil society organizations.

“The truce provides us with steps that normalize life in certain small areas for the Yemeni population, and that I think is both important, but also symbolic,” Grundberg said.
“The obvious wish that I have is that this normalization, not only on the airport but on all other issues that we’re engaging on, continues.”

“We have been engaging in direct negotiations for the last two weeks in Yemen on this issue,” Grundberg said.
He said there had been “steps forward” but provided no time frame for a possible resolution to the issue.
“We have seen both sides coming with proposals to us, wanting to see a solution on the matter,” but “we haven’t reached a solution on the matter yet.”
“Right now we have a proposal on the table that I do hope can deliver.”

Yemen: Renewed truce is 'tangible shift' in conflict, says UN envoy

Hans Grundberg says two-month truce between Houthi rebels and Yemeni government is holding, to the surprise of many

A truce between Yemen's warring parties that was extended earlier this month marks the first "tangible shift" in the conflict since it started, the United Nations special envoy has said, calling on Yemenis to build on an unanticipated moment of opportunity.

The UN-brokered truce between the Yemeni government and the Houthi movement, which went into effect in April, was renewed for another two months on 2 June.

"The truce is holding and this is to the surprise of many analysts who are out here…and I have to say that I'm also surprised at the commitment that the parties have shown, despite all the challenges," Hans Grundberg said on Friday at the Yemen International Forum in Stockholm, organised by the Sanaa Centre for Strategic Studies and the Folke Bernadotte Academy.

"We know that it is fragile, yes, it’s far from perfect, but it is holding."

Grundberg said that the warring parties have been holding direct UN-backed meetings in the Jordanian capital of Amman for the first time in a year and called on Yemenis to "give peace a serious chance".

The brutal regime has got sportswashing down to a tee, and the west is more than willing to be its caddie.

First reports from last week’s inaugural round of the Saudi-funded LIV golf tournament in Hertfordshire suggest there is a long way to go before it matches the thrills and huge audiences of the US Masters and the Open. But modest beginnings did not prevent the PGA Tour, organiser of the men’s professional game in North America, banning 17 LIV competitors for daring to take the Saudi shilling.

It would be gratifying to think such swift punishment was prompted by righteous outrage at yet another blatant sportswashing scheme by the Saudi sovereign wealth fund, chaired by Salman. Sadly, not. The PGA Tour appears motivated by a desire to protect its monopolistic position, existing deals with star players and lucrative TV and sponsorship rights.

The Saudi soft power strategy aims for enhanced international status, investment and influence against the backdrop of Salman’s “Vision 2030” national modernisation plan. Sportswashing, a key element, is about glossing over and diverting attention from the regime’s ongoing human rights abuses, mistreatment of women, intolerance of political dissent and brutal penal system.

In a week when the UK price of a tankful of unleaded petrol rose above £100, it is galling that western democracies are helping to fund sportswashing – and a gradual takeover of their sporting heritage. The kingdom’s income from oil exports rose to $1bn a day in March. Galling, too, that this vast trade facilitates other objectionable Saudi policies, such as its Yemen intervention, while fundamentally undermining efforts to cut global carbon emissions.

Saudi Crown Prince Mohammed bin Salman plans to visit Ankara next week, Turkey’s president said Friday.

Trying to Bring Yemen to its Knees, Regime Arrests, Kills and Expels Yemeni Residents in Saudi Arabia

The issue of expelling Yemeni residents from Saudi Arabia is not a state of hostility imposed by the war, which is continuing in its eighth year, but it has become a historical rift in the neighbor-neighbor relationship.

Saudis Want Biden to Counter Iran, Forget Khashoggi in Gas Crisis Bargain

Perhaps no other person at this moment in time has as much power to influence the dynamic of the world oil market as Prince Mohammed, a man whom Biden has called "a pariah" due to allegations of human rights abuses. The crown prince's de facto leadership within his country's absolute monarchy grants him the ability to increase his wealthy kingdom's energy production, bringing down the price of oil worldwide.

Saudi Crown Prince Mohammed bin Salman has outlasted the United States, nearly four years after the murder and dismemberment of Washington Post columnist Jamal Khashoggi.

An announcement Tuesday that President Joe Biden will visit Saudi Arabia next month is not a surprise -- the White House has been preparing the ground for days. And the President's decision to visit, as well as lawmakers' reactions to the trip, fit a prevailing pattern of the US-Saudi relationship: Washington recoils over distaste for Saudi behavior that conflicts with its values, then gets pulled back into its marriage of convenience owing to the kingdom's oil wealth and critical strategic position.

Although Senate Majority Leader Chuck Schumer on Tuesday defended Biden's upcoming meetings with the Saudis, Senate Majority Whip Illinois Sen. Dick Durbin -- Schumer's No. 2 -- and other leading Democrats are showing their concern.

Durbin told CNN he has "concerns" with Biden's trip and called on the President to change his plans, but that he understands why Biden decided to take part in the visit.

Virginia Democratic Sen. Tim Kaine, a member of Senate Foreign Relations Committee, told CNN that the trip is a "really bad idea."

"His blood stain has not been cleansed," Kaine said. "And I get it that circumstances change. But what's the fundamental issue in the world right now? It's the authoritarians.

Sie haben ausgewertet, inwiefern amerikanische Waffen an den brutalen Luftangriffen der von Saudi-Arabien angeführten Koalition gegen die Huthi-Rebellen beteiligt waren - und sind. Eines der Ergebnisse: 19 Kampfgeschwader mit Maschinen, die in den USA entwickelt und hergestellt wurden, waren definitiv im Einsatz im Luftkrieg über dem Jemen seit 2015.

Laut Yemen Data Project kamen durch Jagdbomber seit Beginn des Krieges fast 9000 Zivilisten ums Leben. Eine andere Perspektive als weitere unschuldige Tote, wenn die Kämpfe wieder einsetzen, ist nicht in Sicht.

Waffenlieferungen gibt es seitdem von Seiten der USA tatsächlich nicht mehr [das ist falsch!!!], doch erfüllen US-Firmen weiterhin ihre Verträge zur Instandhaltung des in der Vergangenheit verkauften Materials. Auch Ausbildung, etwa an Jagdfliegern, findet weiterhin statt. Erst im März, so zeigen ausgewertete Fotos, Videos und andere Veröffentlichungen, nahm eine neue Einheit eines saudischen Geschwaders gemeinsam mit US-Piloten an einer Übung an F-15 SA Bombern teil.

Dass auch nach Bidens öffentlich bekundeter Politikwende die Verträge zur Instandhaltung der an die Koalition gelieferten Waffen weiter gelten, sorgt bei einigen Kongressabgeordneten für Zorn.

Yemen:State and DOD Need Better Information on Civilian Impacts of U.S. Military Support to Saudi Arabia and the United Arab Emirates

What GAO Found

The Department of Defense (DOD) administered at least $54.6 billion of military support to Saudi Arabia and the United Arab Emirates (UAE) from fiscal years 2015 through 2021. The vast majority of this support was defense articles and defense services, including training, purchased by these countries through the Foreign Military Sales program. For example, sales of defense articles included helicopters, missiles, and small diameter bombs. DOD also provided advisory services to Saudi Arabia and UAE, some addressing civilian harm reduction.

DOD and the Department of State have not fully determined the extent to which U.S. military support has contributed to civilian harm in Yemen. State officials said they consider civilian harm and use of equipment when considering potential Foreign Military Sales for Saudi Arabia and UAE. In addition, DOD and State officials said they have made some efforts to understand the extent to which U.S.-origin defense articles were used in Yemen. However, despite several reports that airstrikes and other attacks by Saudi Arabia and UAE have caused extensive civilian harm in Yemen, DOD has not reported and State could not provide evidence that it investigated any incidents of potential unauthorized use of equipment transferred to Saudi Arabia or UAE. According to DOD policy, officials overseeing security cooperation efforts should be alert to and report any indication that U.S.-origin defense articles are being used against anything other than legitimate military targets. Additionally, State investigates alleged incidents of unauthorized use. DOD officials told GAO they lack guidance for reporting such incidents, and State officials could not provide specific guidance. Without such guidance, DOD and State may not be able to assess the extent to which U.S.-origin equipment has contributed to civilian harm in Yemen.

DOD submitted its report regarding U.S. and coalition partners' operations in Yemen on time and fully addressed all required elements that we reviewed, but State has not submitted all required certifications on Saudi Arabia's and UAE's actions in Yemen. DOD's unclassified report fully addressed four relevant elements required in its mandate, including whether any coalition partners committed gross violations of human rights. State submitted an initial certification in 2018 that the Saudi and Emirati governments had made efforts to reduce harm to civilians in Yemen, but did not submit two subsequent, required certifications. Although State's initial certification was complete, its supporting documentation—not required by law—did not address all elements required in the certification.

Recommendations

GAO is making four recommendations, including that State and DOD, respectively, develop specific guidance for investigating and reporting whether U.S.-origin equipment was used for unauthorized purposes in Yemen, and that State provide current information to Congress. DOD concurred with the recommendations. State agreed to develop specific guidance and to continue to regularly update Congress.

U.S. Fails to Assess Civilian Deaths in Yemen War, Internal Report Says

A Saudi-led coalition has killed civilians with U.S. weapons, but the State Department and the Pentagon have fallen short on tracking the deaths, U.S. investigators found.

The State Department and the Defense Department have failed to assess civilian casualties caused by a Saudi-led coalition in the catastrophic war in Yemen and the use of American-made weapons in the killings, according to an internal government report.

The report from the Government Accountability Office focuses on attacks in recent years by a Saudi-led coalition that is fighting Houthi rebels for control of Yemen.

The report spans the Obama, Trump and Biden administrations, covering the period from 2015, when the war against the Houthis began, to 2021. It is the second major report by a U.S. agency that lays out government shortcomings in preventing civilian casualties in Yemen. In August 2020, the State Department inspector general issued a report that said the department had failed to take proper measures to reduce civilian deaths.

U.S. officials spoke about the report on the condition of anonymity because the Government Accountability Office has not released it publicly yet. A version labeled “sensitive but unclassified” has circulated in executive and legislative offices. The report is required by Congress as a result of budget legislation.

The website of the accountability office lists a document on its “restricted reports” page that has the title “Yemen: State and D.O.D. Need Better Information on Civilian Impacts of U.S. Military Support to Saudi Arabia and the United Arab Emirates.” The publication date is April 27, 2022. The page says the reports cannot be released publicly because the executive branch has determined they contain classified information or “controlled unclassified information.”

The Government Accountability Office expects to receive clearance from the State Department and the Pentagon to release a public version this month, said Sarah Kaczmarek, a spokesperson for the office.

Several officials said they were worried the State Department could hide important findings from the public through that process.

Antony J. Blinken, the current secretary of state, has not declassified any parts of that report.

A State Department press officer said the agency did not have a comment on the new report because it was pending public release. The Pentagon also declined to comment.

State Department and Pentagon officials said the United States consistently puts high-level pressure on Saudi Arabia to avoid civilian casualties and regularly sends teams to train the Saudis on investigating episodes.

Officials said the main finding in the new report was that the State Department and the Pentagon have failed to collect sufficient data and evidence on civilian casualties or monitor the use of American-made weapons.

A Pentagon official said U.S. agencies rely on open-source intelligence to assess the deaths and do not have military personnel in Yemen who can go to sites of attacks.

“It’s hard to say definitively that the U.S. is not supporting the offensive campaign there,” said Dalia Dassa Kaye, a Middle East expert at the Burkle Center for International Relations at the University of California at Los Angeles. “That remains a concern.”

“A lot of ammunition, supplies, things in the pipeline are still continuing,” she added.

HRW: US Government Watchdog Finds Flawed Weapons Monitoring in Yemen

Oversight Needed to Protect Yemeni Civilians, Hold Saudi Arabia and UAE Accountable

A new internal report from the US Government Accountability Office (GAO) – the congressional watchdog – found serious gaps in US government oversight of how arms sold to Saudi Arabia and the United Arab Emirates (UAE) are being used. These findings show that Congress needs to get more involved in these weapons sales.

Human Rights Watch and others have warned for years that US-made weapons sold to Saudi Arabia and the UAE may be being used to commit war crimes in Yemen and that US officials could be implicated. We called for a suspension of these sales. Successive administrations argued they were tracking civilian casualties in Yemen and helping the coalition mitigate them through better targeting.

But the GAO report, obtained by Human Rights Watch, indicates that they’re likely not doing enough. Despite credible reports from the United Nations and civil society monitors detailing laws-of-war violations and likely war crimes, neither the State nor Defense Departments could, according to the report, “provide evidence” that they had “investigated any incidents of potential unauthorized use of equipment transferred to Saudi Arabia or UAE.”

That’s why congressional oversight remains essential. In fact, what we know from the GAO report comes largely because of Congress’ reporting requirements.

What more should Congress do?

First, press the GAO to publish the full report. US officials are reportedly trying to redact portions before it’s published, which could obscure important findings.

Second, urge the State Department to implement the report’s recommendations including the call for the Bureau of Political-Military Affairs to develop “specific guidance for investigating any indications that U.S.-origin defense articles have been used in Yemen by Saudi Arabia or UAE” in ways that violate international law.

Third, pass the Protection of Civilians in Military Operations Act, introduced in May. Among other things, the legislation would establish a hub within the Pentagon for supporting the US government on the issue of civilian harm.

Specifically, Brian cites as flaws the “failure to independently comprehend or correctly define an ‘unauthorized purpose’ (or ‘use’)” of U.S. military aid, as well as “suggesting a foreign policy centered on ‘civilian harm mitigation’.”

Among his critiques, Brian points out that:

The apparent belief that an investigation by DoD or State involving attacks that cause or contribute to civilian harm, in the absence of a determination related to the knowledge and intent of personnel involved in or otherwise responsible for an attack, could identify an “unauthorized use” of defense support provided by the United States is misguided and ill-informed. In determining whether an incident constitutes an “unauthorized use,” it is the process that led to an attack, not the outcome, that is relevant.

This is in line with a recent post by Geoff Corn and Sean Watts (“Effects-Based Enforcement of Targeting Law“) wherein they observe that “[t]argeting law tolerates even extensive civilian harm so long as it is incidental to sufficiently compelling anticipated direct and concrete military advantage.” Consequently, they caution:

Condemnation and accountability, however, require evidence that meets the law’s standards of proof and persuasion. While it is often instinctive to assume an immediate correlation between civilian casualties and illegality, it is essential to rigorously consider how compliance and violation are credibly and objectively sorted from one another. To that end, the focal point of inquiry related to targeting operations must be the attack judgment, not the attack outcome.(Emphasis in original)

I might also add that the report does not define what it means by “civilian” and evinces virtually no appreciation for the fact that civilians who “directly participate in hostilities” are lawfully targetable. What makes this especially relevant is that the U.S. Department of Defense interpretation of the law in the regard is not necessarily conterminous with nongovernmental organizations or other entities external to DoD.

Moreover, Brian contends that:

By failing to engage in an independent, critical analysis of representations made by such organizations that are external to the U.S. government, the GAO report is essentially outsourcing governmental policy recommendations to entities whose interests may be (and, by my calculation, indeed are) inconsistent with the diplomatic and national security interests of the United States.

While civilian harm mitigation may well be a point of emphasis for the Saudi-led coalition (when the armed conflict is active) and, by extension, the U.S. government that provides support to the coalition, this is not a strategic endstate for Saudi Arabia, the UAE, or the U.S. government. Rather, prevailing in the armed conflict against the Houthi rebels in Yemen is the primary strategic goal, and complying with relevant use of force law and policy – rather than promoting civilian harm mitigation – is a requirement in achieving that objective. The ongoing conflict has exacerbated already high levels of need in Yemen, creating one of the largest humanitarian crises in the world. The UN estimates that more than 23.4 million people, or nearly 75 percent of the entire population, need humanitarian assistance in 2022, including 12.9 million people in acute need.

Since the crisis began eight years ago, the U.S. government has provided nearly $4.5 billion to alleviate the suffering of the people of Yemen. In fiscal year 2021, the U.S. government provided more than $711 million in humanitarian assistance to Yemen. At a March 2022 pledging event, the U.S. Government announced nearly $585 million in new humanitarian assistance to include more than $561 million in funding from the U.S. Agency for International Development (USAID) for emergency food assistance, as well as prevention and treatment of severe malnutrition and humanitarian protection for vulnerable populations. In addition, USAID and the U.S. Department of Agriculture will use $282 million from the Bill Emerson Humanitarian Trust in six countries, including Yemen, to address the historic levels of acute food insecurity and wheat price increases resulting from the Government of the Russian Federation’s invasion of Ukraine. Through USAID and the State Department’s Bureau of Population, Refugees, and Migration, the U.S. Government supports emergency food assistance, medical treatment and vaccination support for children, emergency obstetric services for women, blankets and household goods for displaced families, and hygiene kits and water treatment supplies to reduce the spread of disease. This also includes support for vulnerable refugees and migrants living in Yemen.

USAID also supports a focused portfolio of development activities in areas under the control of the Republic of Yemen Government. The U.S. Government supports improvements in Yemen’s fiscal and monetary policy management; trade facilitation reporting; access to and availability of essential health, education, and water and sanitation services; COVID-19 prevention and mitigation, including the donation of over 300,000 vaccines, cold chain storage and logistics support, infection prevention and control, and the provision of oxygen; economic opportunities for the most vulnerable Yemenis; community resilience and conflict mitigation; and strategic support to the peace process.

Amid UN-Sponsored Truce, US Wages War, Siege and Starvation Silently in Yemen

The deliberate obstruction of truces during the Yemeni war reveals the real intentions of the US administration, which wants a continuation of the war, after the war in Ukraine forced it to approach its hegemony in the Middle East in a different way.

It is expected that, in light of the current truce, economic pressure, control of sea and air ports, and manipulation of Yemenis’ humanitarian issues will continue, as Washington is betting, on behalf of US-Saudi coalition, to achieve what the military operations have failed to achieve.

The US-Saudi aggression expects that the security calm will pave the way for the emergence of internal changes, or that demand and life issues will put great pressure on the political leadership in the capital, Sana'a.

Just as Washington intervened to support the aggression militarily and prevented Sanaa’s forces from oil resources, it played the same role during the UN-sponsored truce period, and perhaps later in the final negotiations a comprehensive solution will prevent Yemen from possessing the economic potential.

In the media, the United States encourages the extension of the truce until it achieves its desired goal, and claims its keenness to preserve the truce and not to provoke the other party, or to slow down the rate at which fuel tankers unload their cargo in Hodeidah.

The US envoy to Yemen, Tim Lenderking, admitted that his country had a key role for the success of the truce and its extension, leading to negotiations for a comprehensive solution.

However, the facts on the ground contradict the American declarations, after it became clear that the US-Saudi aggression is deliberately activating it only in line with their interests limited to stopping military operations while maintaining the blockade.

The Museum Seeking to Unlock a War-Hit Nation’s Mineral Wealth

Yemen once had a nascent stone industry and remains a trove of resources. One curator wants to make sure people know that.

In the middle of what the United Nations calls the world’s largest humanitarian crisis, Fahd Albarraq’s determination to keep the Yemen Geological Museum open is baffling to many. A woman recently asked him why he works for free to preserve fossils, stones and minerals when people are going hungry.

Albarraq views the situation differently. His goal is to showcase the potential of a nation that had promised to be a new frontier for mining before succumbing to war and malnutrition. “Hunger kills a few people,” he says from the Yemeni capital, Sana’a. “A lack of education and ignorance will kill everyone.”

Yet the mountainous country on the southern edge of the Gulf peninsula remains home to a trove of untapped resources, and a dormant stone industry whose introduction to the international market was interrupted by war. There are ancient mines, reserves of gold, silver and other minerals, plus a huge variety of stones, such as limestone, granite, onyx and marmara marble.

It comes down to personal initiatives like Albarraq’s to keep the industry in the public conscience. The geological museum was the product of several years of collaboration between Yemen’s Geological Survey and Mineral Resources Authority and the German Mining Museum in Bochum. Opened in 2012 and located next to the Yemen Ministry of Oil and Minerals in Sana’a, it was set up as a learning center to highlight the potential and how the country could profit.

The museum employed a dozen people before the war broke out two years later as Iran-backed Houthi rebels stormed the capital and forced the government into exile in Saudi Arabia a few months later. Saudi-led forces entered the war in early 2015 to try to restore the status quo. The museum was forced to close that year following heavy air strikes by the coalition.

A year later, the Houthis stopped paying salaries to many government employees, including Albarraq, after the central bank moved to Aden, which is controlled by the internationally recognized government fighting the Houthis.

Albarraq, 45, says he couldn’t let the museum just disappear. Bored and depressed from more than a year of sitting at home, he reached out to three colleagues and asked if they would volunteer their time to open it. They agreed. Each gets a monthly transportation stipend of 20,000 rials (about $25) from the geological authority and, lately, a similar amount occasionally as a bonus. Albarraq works in a mobile phone shop in the evening to support his family.

“I didn’t want the efforts made so far to be wasted,” he says. “Reopening the museum was a way to maintain some kind of continuity for the future generations.”

That could also help Yemen foster some prosperity one day.

Thula city is one of the most important historical cities in Yemen. It dates back to the period of the Himyarite Kingdom. It is located 50 km northwest of the capital, Sana'a, in Amran Governorate. While some of its houses are carved inside the mountain of Thula, others are designed on the basis of allowing water to pass under the houses so that people can enjoy the rain water and the flowing torrents as if they were in one of the beautiful European cities. German television reveals Mohsen’s relationship with al-Qaeda terrorist organisation

A documentary produced by German television condemned leaders of the Islah Party, the Yemeni branch of the so-called Muslim brotherhood, including the commander of its military wing, Ali Mohsen al-Ahmar, and other leaders, including Abdel Majid al-Zindani, accusing them of having close association with the al-Qaeda terrorist organisation.

“The Islah Party linked to the Saudi-led coalition has a close relationship with the al-Qaeda terrorist network, in which the leaders and elements of the organisation are involved in the war alongside the forces of the so-called legitimate government,” according to a film named “Dirty War in Yemen”, produced and broadcast on Deutsche Welle (DW).

In 2017, the United States designated Islah leaders on the wanted list as leaders of al-Qaeda, including Khaled Ali Mabkhout al-Arada (brother of the pro-Saudi Ma’rib governor), who at the time supervised an al-Qaeda camp in Ma’rib and supplied weapons and fighters to al-Qaeda elements, along with Ali Mohsen al-Ahmar and Defence Minister in the coalition-backed government, Mohammed al-Maqdashi, DW added.

According to the DW, al-Ahmad’s relationship with al-Qaeda is not a new thing.

Biden Should Strike a New Strategic Compact with the Kingdom

With this in mind, Biden will travel to Saudi Arabia in July. The trip is being justified by its proponents as a classic realpolitik bargain. The benefits of reconciliation are self-evident. For Biden, more oil on the global market should mean relief at the gas pump for Americans. By dropping objections to the way MBS governs, the Biden administration would diminish the Saudi government’s desire to expand its ties to China and Russia at the expense of the United States—important in an era of intense great-power competition. In return, the crown prince would no longer need to answer questions about the Khashoggi murder and his treatment of critics of his regime. The pariah would be transformed into a partner.

Biden is clearly uncomfortable with this approach. According to Politico, he initially opposed meeting MBS

For his part, MBS might enjoy being released from purgatory, but even though a presidential handshake might salve his wounded pride, it will do little to reassure him of American reliability. In time, therefore, with the effects of the war in Ukraine subsiding, the underlying logic of a relatively narrow reconciliation would inevitably weaken, rendering it more difficult to sustain. Biden should instead consider a more fundamental reconceptualization of the bilateral relationship. What both countries need is a new compact that focuses on countering a major strategic threat they both face: Iran’s nuclear program.

Bill Russo, Deputy Assistant Secretary of State for Global Public Relations, praised the “deep and strategic” relations between the United States and Saudi Arabia, pointing to the common interests between the two countries in the “region and the world.” In an interview with Asharq Al-Awsat in London, Rousseau said that the Yemen truce is a “wonderful and temporary example” of what the partnership between Washington and Riyadh can offer, considering that it contributes to “saving lives.”

Rousseau believed that this truce enhances US interests and regional security, “which we believe is in our common interest,” noting that it achieves tangible results on the ground in Yemen, in terms of allowing humanitarian access, the flow of goods, and people’s enjoyment of more freedom of movement. “It saves lives,” he said. And I think this is a great example of what the US-Saudi partnership can offer in the region.”

He added that his country hopes that the parties to the conflict in Yemen will engage in “serious talks” that will lead to lasting peace.

Yemen: United In Hunger And Fear

Past ceasefires are seen as futile because the Shia rebels violated so many of them and, until recently, showed no interest in change, especially since Iran support is crucial to the maintenance of the Shia military efforts.

The best example of Iranian and rebel disdain for ceasefire agreements was the 2018 agreement to halt the successful government campaign to take control of the Red Sea port of Hodeida.

The current peace talks are different because the Shia and the Yemeni government both agree that allowing Yemen to be a battleground for the Iranian campaign to replace Saudi Arabia as the leader of the Moslem world is not good for Yemen. Then there is the situation in Iran. Yemeni Shia are aware of significant popular opposition in Iran to the Yemen war. The Saudis and UAE were always reluctant participants in the war but could not withdraw as long as Iran was attacking them from Shia rebel-controlled northern Yemen.

It was difficult for the Shia rebel leaders to realize they had made a mistake accepting Iranian weapons and “guidance.” The Iranians and the Shia rebels had different goals and priorities.

KSrelief's Masam Project Dismantles 1,423 Mines within a Week in Yemen

King Salman Humanitarian Aid and Relief Center (KSrelief) Project (Masam) for clearing mines in Yemen, dismantled, during the third week of June 2022, a total of 1,423 mines planted by the Houthi militia across Yemen, including 19 anti-personnel mines, 316 anti-tank mines, 1,087 unexploded ordnance and one explosive devices.

Since the beginning of the project, as many as 346,570 mines have been dismantled.

Four soldiers killed in Yemen clashes as Taiz siege lingers on despite truce

Four Yemeni soldiers have been killed and 17 others wounded over three days of fighting across Yemen, according to Yemeni army sources.

Clashes with Houthi rebel forces have been ongoing sporadically despite the humanitarian truce between the two parties, which was renewed earlier this month.

“The Iran-supported Houthi rebels have broken the terms of the truce no less than 288 times over the last three days alone, across all the current theatres of war,” said a statement by the army.

“The transgressions range from firing heavy artillery and exploding drones on army positions throughout the country” alleged the army, noting that “these attacks resulted in the death of 4 brave soldiers and the injury of 17 others”.

Bomb blasts leave five civilian casualties including children

Five civilians including three children have been killed or injured in two separate blasts of a landmine and unexploded projectile in the Yemeni western governorate of Hodeida.
Two civilians were killed in Doraihimi district, MinesinYemen tweeted on Friday, after a landmine exploded.

UAE-backed militias rape 6 girls in Hays district, Hodeidah

The UAE-backed militias have raped six girls in Hodeidah province, western Yemen, local and human rights sources reported on Thursday.

According to the sources, members of Bassam al-Mihadhar brigade stationed in several areas in the district of Hays, raped six girls, including 2 sisters.

The sources added that the girls are now pregnant.

Following the incident, the families of the girls, the citizens met on Tuesday and stormed the al-Sawehirrah School, which the UAE-backed militias have turned into a military barrack for Al-Mihadhar Brigade and clashed with individuals.

These forces responded by carrying out raids on houses and arresting citizens, including the families of the girls.

The sources pointed out that dozen of girls have been raped in these areas when they go outside in search for firewood, grazing and fetching water.
