UAE-backed Yemeni forces seize Shabwa energy sites in internal tussle

The Islah Party and the Giants Brigade - both represented in the Saudi-backed presidential council - fought over energy facilities in the southern Yemen province of Shabwa.

Yemeni forces backed by the United Arab Emirates have seized energy facilities in Shabwa from another faction, prompting the head of the Saudi-backed presidential council on Sunday to order their withdrawal as internal rivalries beset the new body.

The fate of the council is important for Saudi Arabia which is trying to strengthen an alliance against Yemen's Iran-aligned Houthis, and for UN efforts to forge a permanent ceasefire in the wider conflict that has dragged for over seven years.

Forces of the Islamist Islah Party said in a statement that the UAE-backed Giants Brigade and their allies on Saturday took over offices in oil sector 4 in Ayaz in southern Shabwa province and pipeline stations and were holding some of their forces.

Political Leadership Council (PLC) head Rashad al-Alimi on Sunday ordered the defence minister and Shabwa's governor to "restore matters to their previous state before the attack and release those detained", according to the directive seen by Reuters.

Forces of the Islah Party and the Giants Brigade - both represented in the eight-member PLC - had already clashed earlier this month in Shabwa.

Separatists attack army, loot biggest gas company

Southern Yemen's separatist gunmen affiliated to the Southern Transitional Council (STC) militia attacked the government forces protecting key oil facilities and looted the country's biggest industrial project, the Yemeni army has said.

The Arab Coalition backed 'Giants Brigades' and 'Shabwa Defense' who seized the provincial capital of southeastern Yemen's Shabwa from the lightly armed government forces last week fought their way further eastward into the desert where Yemen's oil fields are, seized them and looted the Yemen Liquefied Natural Gas company.

Hadramout tribes push gunmen towards 1st military region in Sayoun

The tribes of Hadramout province on Saturday pushed dozens of their armed sons towards the headquarters of the “First Military Region” loyal to Islah Party.

Local sources confirmed that the tribes loyal to the UAE-backed Southern Transitional Council (STC) announced today, Saturday, the armed mobilization in the face of the forces of the first military region in the city of Sayoun, warning the latter against any suspicious movements.

This comes after Ibrahim Haidan, the Minister of Interior in the Saudi-backed government, created a new crisis by appointing Marwan Mujahid al-Saba’i as chief of staff of the so-called “Special Forces” in Hadramout, which was rejected by the STC.

The Yemeni Leadership Council (LC) is but a tool in Emirati and Saudi hands, Yemen's ex-minister of transport said Tuesday, claiming that Abu Dhabi "leads a conspiracy plan to dismantle Yemen."
Yemen's "legitimate troops and public resistance fighting the Houthis are killed in the southeastern governorate of Shabwa by Emirati-affiliated militia called Giant" Brigades, Saleh al-Jabwani added in remarks to Al-Jazeera TV.
The current events are a conspiracy led by the United Arab Emirates to divide and dismantle Yemen, he said, accusing Abu Dhabi of serving the Zionist project in the region.

Yemen's Islah Party has no problem with the Emirati-backed Southern Transitional Council (STC), deputy of the party's media department said Tuesday, noting that deviation from battle against the Houthi group would lead the Leadership Council (LC) to dismantle.
The LC's "duty is to direct the battle peacefully and militarily with the Houthi enemy, and going beyond this duty will lead to its split," Adnan al-Oudaini added in remarks carried by his party's website.

Laut einem Bericht des Onlineportals Middle East Monitor haben Drohnen, die aller Wahrscheinlichkeit nach zum Arsenal der Vereinigten Arabischen Emirate (VAE) gehören, am Montag Posten der Armee der von Teilen der internationalen Gemeinschaft anerkannten »Regierung« des Jemen bombardiert. Ziel ist demnach die Unterstützung emiratetreuer Milizen im Kampf um die Kontrolle der Autobahn, die das Gouvernement Schabwa im Süden des Landes mit den Gouvernements Hadramaut im Osten und Marib im Norden verbindet. »Eine unbekannte Anzahl von Menschen« sei bei dem Angriff getötet oder verletzt worden. In den sozialen Medien wurde Raschad Al-Alimi, Vorsitzender des im April im Zuge des Rücktritts von »Präsident« Abed Rabbo Mansur Hadi eingesetzten präsidialen Führungsrats, Verrat vorgeworfen, weil er zu der Attacke schwieg. Al-Alimi, ehemals Innenminister und Berater von Hadi, hält sich zur Zeit zu Gesprächen in den VAE auf und soll dann weiter nach Saudi-Arabien reisen. Wie bereits Hadi seit 2015 verfügt auch der per Dekret etablierte, ausschließlich aus Männern bestehende und mit dem Ziel, die Reihen der Anti-Ansarollah-Koalition zu schließen, eingesetzte Präsidialrat über keine demokratische Legitimation.

Dass er die Konflikte innerhalb der Koalition befrieden kann, musste schon im April bezweifelt werden.

The Sana’a Center for Strategic Studies held a workshop to assess and discuss the most urgent challenges facing the governorate of Shabwa, addressing security, political, economic, and service issues..

Security forces in Aden detain Yemeni journalist Ahmed Maher

Yemeni forces affiliated with the Southern Transitional Council should immediately release freelance journalist Ahmed Maher, the Committee to Protect Journalists said Tuesday.

On August 6, security forces detained Maher and his older brother from Maher’s home in the Dar Saad neighborhood of Yemen’s southern port city of Aden without initially stating any reasons for the detention or where they were taking them, according to Nabil Alosaidi, co-chair of the Yemeni Journalists Syndicate, who spoke to CPJ via messaging app and a source close to Maher who requested anonymity for security reasons.

Amnesty International: Yemen: Government must stop prosecution and harassment of journalists

The internationally recognized government (IRG) of Yemen must end its harassment and prosecution of journalists in areas under its control, including in Taiz and Hadramout governorates, Amnesty International said today.

Judicial authorities have over the past seven months prosecuted at least three journalists for publishing content that was critical of officials and public institutions. A fourth journalist was summoned by the criminal investigation directorate for questioning over a Facebook post in which he was critical of oil sale prices and arbitrarily detained him for around 9 hours.

In the first half of 2022, the Yemeni Journalists’ Syndicate recorded 11 cases of attacks, including threats and incitement of violence, against journalists and media outlets, nine cases of detention, and six cases of prosecution and summoning by parties to the conflict. The Syndicate report found that the IRG was responsible for committing 23 of these violations.

Amnesty International interviewed two lawyers and 10 journalists and activists, six of whom were summoned for questioning, by the criminal investigation directorate or the military intelligence for publishing content critical of the authorities.

Judicial authorities prosecuted two of the journalists under the Penal Code and a court gave them suspended prison sentences in 2022. In one of the cases, Taiz Public Prosecution had charged one journalist in 2019 with “insulting” public and military officials after he published several Facebook posts in which he criticised the military authorities in Taiz for their “thug-like” behaviour and their intimidation of journalists and activists.

The use of national security laws or defamation laws with the purpose or effect of inhibiting legitimate criticism of government or public officials violates the right to freedom of expression. National security and public order should be precisely defined in law to guard against over-broad or abusive interpretation and application.

“The internationally recognized government of Yemen must immediately end its harassment and prosecution of journalists and respect their right to freedom of expression. It can start by dropping the practice of summoning activists and journalists to security and military agencies and ending the abuse of laws on criminal defamation and national security to suppress dissent. The IRG must also bring national legislation curtailing the right to freedom of expression into line with the international standards,” said Diana Semaan.

Fighting blocks traffic in main road between Yemen and Saudi Arabia

Fierce fighting between government forces and southern separatists has reportedly blocked Al-Abr, the main road linking Yemen from the southeast with Saudi Arabia, local sources have said.

An informed source said on Thursday, "The battles between the [Ar*a/b Co*alit*ion-backed] separatist Giants Brigades and the army have intensified as the Brigades tried to advance on the army's sites after capturing Eyadh area, 40 km east of Ataq," the provincial capital of Shabwa.

As a result of these clashes, land transportation from and to Al-Wadia border crossing with Saudi Arabia "has been blocked," said the source. The source said the army's sites have been coming under drone airstrikes.

Large deployment of special security forces in Marib raises concern of citizens

The city of Marib witnessed on Wednesday a great security tension, amid reports of the imminent storming of forces led by “Tariq Afash”, supported by the UAE, to the city, which is controlled by the Islah Party factions.

Local sources said that hundreds of members of the so-called “Special Security Forces”, affiliated with Islah Party, were deployed in the city’s streets in the past hours.

The sources pointed out that the forces reinforced their military positions at the eastern entrances of the city of Marib, and created new checkpoints on the road linking the city with Shabwa province, which raised the concern of the city’s residents.

These developments come in light of the real fears experienced by the Islah factions, who lost their last strongholds on the scene, after their expulsion from Shabwa, in addition to the Emirati arrangements to remove them from Marib by pushing the Tariq Afash forces that are preparing to storm the city.

UAE warplanes launched raids on forces loyal to the Islah party following their advance in Shabwa province, southwestern Yemen.

Chairman of Yemen’s Presidential Leadership Council Dr. Rashad al-Alimi departed the interim capital Aden on Monday for an unofficial visit to Saudi Arabia and the United Arab Emirates, informed sources told Asharq Al-Awsat.

Al-Alimi is seeking to accelerate the economic support and aid provided to his country, whether towards the Central Bank or in carrying out vital projects in liberated regions.

He will also seek support to the PLC’s position on reforms that aim to rebuild the state.

Al-Shehri: Brotherhood must be kept away from country's resources

Yemen is currently going through a process of change that started with the formation of the Presidential Leadership Council, the Saudi military and strategic expert, Brig. Hassan Al-Shehri said.
In a statement to Al-Ghad Al Mushreq TV channel, al-Shehri affirmed that the Presidential Leadership Council is making efforts on the ground to correct the path by performing "quick surgeries" for the Muslim Brotherhood's rebellion as in Shabwa.
Al-Shehri noted that the the terrorist group of the Muslim Brotherhood must be kept away from the appropriation of public money and country's resources, such as in Shabwa, Hadramout and Marib where the Brotherhood used them for its conspiracy project against the Yemeni people.
He revealed that the Muslim Brotherhood organization focuses on taking control of the decision-making process in the country and obstructs any political or military means to end the war against the Iran-backed Houthi militia.

Islah militants carry out successful bypass operation in Shabwa

The Saudi-backed Islah militants carried out on Tuesday a successful bypass operation in Jardan area, northeast of Ataq city, the Shabwa provincial capital.

According to local sources, the gunmen of the “Ataq axis” of Islah, backed by dozens of special forces, carried out a surprise attack on the UAE-backed “Shabwa Defense” and al-Amlaiqa forces, in a military detour described as qualitative, which left human and material losses in the ranks of the UAE militia.

Meantime, al-Amaliqa forces sent large military reinforcements to the area, during which they managed to defeat the Islah militants and advance towards Ayyad area, the center of Jardan district.

UAE accused of bombing government forces in eastern Yemen

Drones believed to belong to the UAE targeted Yemen army posts in the Shabwa governorate in the east of the country on Monday, local sources and activists have reported.

One anonymous source told Arabi 21 that the UAE's bombing of government forces paved the way for militias loyal to Abu Dhabi to expand their area of control towards the international highway linking the Shabwa and Hadhramout governorates from the south, and Marib from the north.

An unknown number of people were killed or wounded in the attack, including civilians. According to local activists, one of the UAE air strikes hit a bus. The driver was among the civilians killed.

French Foreign Legion to Secure South Yemen Gas Exports

It may sound like a bad adventure movie, but the French Foreign Legion could find itself in Yemen trying to stabilize and control areas.
Recent fighting and removal of local government figures in South Yemen’s Shabwa Province could be portending a deeper involvement, as France is reportedly negotiating for access to the area.
France is interested in the potential of gas exports from Balhaf. Europe could use more exports with Russia cutting off supply to supply to central Europe.
Though Yemen isn’t a large exporter of gas in the best of times, it virtually exports nothing during the ongoing war. France seems keen to try to boost it from nothing to something.
With all the complications and combatants in Yemen, especially in the south, adding the French Foreign Legion hardly seems to be a recipe for success.

The French forces have arrived in Radhum district in the oil-rich province of Shabwa, eastern Yemen, for the last hours.

According to local sources familiar with the matter, the French forces arrived at the Balhaf LNG-producing facility, of which the French Total owns 39.62%, after agreeing with the UAE to resume gas production away from the so-called “legitimate government”.

The sources confirmed that France headed to the Balhaf facility to guarantee the arrival of Yemeni liquefied gas to Europe, following Russia cut off gas supplies to European countries due to Ukraine war.

Yemeni LC President vows to unite armed forces

President of the Yemeni Leadership Council (LC) on Saturday promised to unite all the military and security forces under the defense and interior ministries.

Toll of the recent infighting, in the Yemeni southeastern governorate of Shabwa between government troops and others affiliated to the Emirati-backed Southern Transitional Council (STC), increased to 98 deaths and injuries, including civilians.
Clashes seen by Ataq city, Shabwa provincial capital, over Saturday to Wednesday left 16 deaths and 82 casualties, an official in Shabwa health office said on Thursday in remarks carried by Xinhua.

On Tuesday, medical sources said 13 people were killed and 21 others injured in the infighting.

Yemen's Truce Has Failed in Taiz

Taiz, Yemen’s third largest city, has been systematically blockaded and attacked by the Houthi militia since 2015. The siege has suffocated the city, caused mass displacement and starvation, and resulted in thousands of deaths. U.N. humanitarian aid personnel have been denied access to Taiz.

The U.N. truce, extended most recently on August 2 for two months, was conceived of as a way to ultimately get to peace talks.

While more than 8,000 passengers have been able to travel to Amman and Cairo from Sana’a airport per the agreement, and 26 ships have entered the port of Hodeida, the Houthis have rejected a U.N. proposal to open several roads in Taiz, including three that they themselves requested and one suggested by civil society. The Houthis' refusal to reopen the roads in Taiz for the second time since the U.N.-brokered Stockholm Agreement in December 2018 is an example of their broader unwillingness to surrender control over any territorial gains they have made in the country — and certainly not through negotiations.

Within the context of the truce, the Houthis’ continuous refusal to open the main roads that have been used by civilians for decades is irrational. The primary concern for the Houthis is that unblocking them will lead Yemen’s army to mobilize in Taiz and attempt to take back Sana’a. This is a farfetched scenario as Taiz city mainly houses a civilian population that lacks adequate security infrastructure beyond unorganized militias1 belonging to Yemen’s Islah party, who are largely focused on securing their own neighborhoods and interests.

Understanding the Humanitarian Impact of the Houthis' Siege of Taiz

The siege has divided Taiz into two different areas: one in Taiz city, which is more or less politically independent under the government of Yemen, with a majority of residents who are affiliated with the Islah party, and the other in the Hawban area, which is now under the control of the Houthi militia. Hawban contains major factories for food and other resources that serve the whole country and is considered an economic powerhouse for the city.

The siege of Taiz has further complicated access to health care, particularly for residents living in the Hawban area under Houthi control. It used to take 15 minutes to access a hospital from this part of the city; it now entails a journey of several hours.

Moreover, the Houthis have imposed an illegal tax, collected at checkpoints.

In particular, the road closure has disproportionately affected women.

The Houthis' blockade of Taiz is widely viewed as a deliberate and systematic policy of starvation targeting their opponents.

UN Effectiveness on the Taiz Issue

At the time of the Stockholm Agreement, Taiz had the most reported fatalities since fighting began in 2015. A total of 19,000 deaths were reported between 2015 and 2018, and more than 2,300 fatalities resulted from the direct targeting of civilians by the Houthi militia.

Opening the roads to commercial trucks and transport vehicles would significantly ease the suffering of Taiz’s residents; by cutting transportation costs, it would reduce the prices of essential commodities, including food, water, and medicine, and make it easier for local residents to get around.

In the 2022 truce, the U.N. has floated a proposal to open the roads, which both civil society and the government of Yemen have asked for during "an initial round of discussions" to help facilitate aid deliveries and the movement of residents. The U.N. office was reasonably confident7 that this proposal would move forward, given that the Houthis' preconditions of reopening the airport and allowing the entry of oil tankers to Hodeida have now been met. The U.N. reported that the Houthis had agreed to reopen some critical roads around Taiz and hoped that this would be a "collective victory for Yemen."

However, despite initially signaling that they would reopen critical roads in Taiz by the end of the second truce extension on June 1, the Houthis blocked an agreement at the end of May after three days of U.N.-sponsored talks in the Jordanian capital.

The Houthis are continuing to raise the ceiling of their demands and set unreasonable conditions, such as insisting that government security forces leave Taiz before they will lift the siege.

What Can the UN Do?

There is no shortage of interest from the U.N. about Taiz or concern for the civilian lives affected. The U.N. understands firsthand the impact of this siege and has highlighted it repeatedly. However, there are limits to what the U.N. can achieve given the fact that Taiz is under the control of more than one unofficial authority.

Opening the roads in Taiz is first and foremost a humanitarian issue that will drastically improve people’s lives. The Houthi militia has a unique opportunity to prove its good faith by opening existing roads and guaranteeing the safety and security of the travelers using them. How long will the fragile truce in Yemen last?

The path to a long-standing peace runs through a complete end to foreign military involvement.

Headed by Saudi-based Rashad Al-Alimi and composed of seven Yemeni warlords backed and funded by the UAE and Saudi Arabia, the truce signals a shift from overt Saudi and UAE military intervention. And while a diplomatic solution to the war seems difficult to achieve given the warring histories among council members and between council warlords and the Houthis, positive developments have provided a much-needed respite to the Yemeni people.

Other conditions have also not been met: Yemeni civil servants have not yet received their salaries, and the Houthis have not reopened Taiz roads. With parties agreeing to extend the truce and continue talks, however, it is possible that some agreements will be reached by factions exhausted and depleted by years of war. While intra-Yemeni talks continue, members of the U.S. Congress have been gathering support for a bill that would prevent further military involvement by the Biden administration no matter the outcome of Yemen’s fragile truce.

For Yemeni civilians who have suffered the brunt of this protracted conflict, the road to recovery and stability will be long. To ensure a permanent truce and long lasting peace, however, a complete end to foreign involvement, both politically and militarily, is essential. This can begin with the passing of the War Powers Resolution, which will not only deprive Saudi Arabia of the U.S. military capabilities it has come to rely upon, but will also pave the way for further dialogue and concessions among parties in Yemen.

BRIEFING TO THE UNITED NATIONS SECURITY COUNCIL BY THE SPECIAL ENVOY FOR YEMEN HANS GRUNDBERG

Before I delve into the elements of the expanded truce proposal and explain the tangible impact it would have for Yemeni men and women, allow me to first recapitulate where we stand to date in terms of the implementation of the current truce.

Four and a half months in, the truce continues to broadly hold in military terms. No major military operations or changes to frontlines have occurred and there have been neither confirmed airstrikes inside Yemen nor cross-border attacks emanating from Yemen. We continue to see a significant decline in civilian casualties, with the first week of August seeing the lowest civilian casualty count since the start of the truce and since the beginning of the war. Most civilian casualties continue to be a result of explosive remnants of warfare, including landmines and unexploded ordnance.

My Office continues to receive reports from both sides regarding the same types of alleged incidents as reported in the last months.

Road openings in Taiz and other governorates continue to be at the forefront of my efforts. My Office has recently spent time on both sides of the frontline in Taiz, where they engaged with local authorities, as well as with local mediators and civil society organizations.

Several proposals with different sets of roads and sequencing options have been presented to the parties.

One of those elements is the flow of fuel imports to Hodeidah port which continues with the extension of the truce. Since the start of the truce, a total of 33 ships were cleared to enter Hodeidah port, bringing in almost one million metric tons of various fuel products.

From the beginning, I have made it clear that the truce is an interim measure that aims to halt hostilities and address urgent humanitarian and economic needs. OCHA Director of Operations and Advocacy Ghada Mudawi will speak more in detail about these humanitarian and economic needs in her briefing. In my discussions with the parties, they continue to emphasize the need to build on the existing truce to achieve a wider array of economic and security priorities and to move toward more durable solutions for issues with political implications. For this reason, I have been seeking to mediate an expanded truce agreement for the past weeks.

My proposal for the expanded truce agreement includes i) an agreement on a transparent and effective disbursement mechanism for the regular payment of civil servant salaries and civilian pensions, ii) the opening of additional roads in Taiz and other governorates, iii) additional destinations to and from Sana’a International Airport, and iv) regular flow of fuel to the ports of Hodeidah. An expanded agreement would provide for movement along a multi-track process to address additional humanitarian and economic issues and create a more conducive environment to start discussions on a durable ceasefire and to prepare for the resumption of a Yemeni-led political process under United Nations auspices. Both parties have provided substantive feedback on my proposal. While a zone of potential agreement was discernable, more time was needed for the parties to discuss the details of an expanded truce agreement.

The latest truce extension therefore allows us to continue to expeditiously work toward an expanded truce agreement. I am therefore intensifying my efforts to support the parties in resolving outstanding issues. Given the complexity of the issues being addressed and the time constraints we face, I call on the parties to demonstrate flexibility and to respond positively if I ask them to convene to reach agreement.

So while we welcome the truce and its extension, we must also be clear-eyed about its limitations. Ongoing violence and civilian casualties inside the country are one such limitation.

Yemen’s massive humanitarian crisis is another. The truce alone cannot be expected to resolve this crisis, including the risk of famine that threatens some areas.

As we have said recently, three major issues are shaping Yemen’s humanitarian outlook: the economy, the operating environment for aid agencies and humanitarian funding. Let us review where these stand.

First, the economy, where alarming conditions persist.

The exchange rate is now worse than it was before the truce. All the immediate post-truce gains were short-lived, and now fewer people can afford to buy food or other essentials – nearly all of which must be imported.

Food supplies inside the country are currently fairly stable, but the food supply chain – which depends on commercial imports – remains precarious. In July, commercial food imports fell for the fourth month in a row, coming in 30 per cent below the 12-month average.

Serious concerns are looming for commercial imports bound for Hudaydah and Saleef – all of which are inspected by the UN Verification and Inspection Mechanism (or UNVIM) prior to arrival.

In July, Hudaydah and Saleef brought in about 60 per cent of all food imports to Yemen and about 50 per cent of all fuel imports. Commercial imports are an essential lifeline, and the Security Council has often stated its commitment to facilitating them through all ports – most recently in resolution 2624.

But UNVIM will likely have to stop work in just a few weeks. It needs US$3.5 million to pay for operations through December. This is a modest sum compared to the enormous impact of enabling Yemen’s private sector to continue bringing in the food, fuel and other goods that millions of people need to survive.

If Member States choose to let UNVIM lapse, it’s difficult to predict the consequences for commercial imports. We hope there are clear plans in place to ensure these imports continue without disruption, recalling the Security Council’s commitments on the issue.

Mr. President, aid agencies continue to deliver assistance across the country, reaching an average of more than 11 million people every month. But agencies often face serious constraints in doing so, which is my second point.

We appreciate the Government of Yemen’s efforts to work with aid agencies to address insecurity. In recent weeks, the incitement against agencies on social media and in other forums has also decreased somewhat.

In Houthi-held areas, there may now be a way forward to resolve the challenges we reported last month regarding the travel abroad of Yemeni aid workers. Discussions on women’s full participation in humanitarian action are also continuing. We will keep you informed as these discussions progress.

But despite these positive steps, aid work still remains more difficult and more dangerous than it should. Aid agencies reported 532 access incidents in the second quarter of this year – an improvement over the first quarter, but still equivalent to about six incidents every day - mostly due to movement restrictions.

Insecurity is still a problem. In Lahj, agencies have faced at least three carjacking attempts in the last two weeks. In Sana’a, Houthi authorities are still detaining the two UN staff they promised to release last November. And five UN staff abducted in Abyan in February are still missing.

Mr. President, my last point is funding for the aid operation, where there is some good news.

Last month, the United States allocated an additional $431 million to the UN response plan in Yemen – bringing total US funding this year to more than $1 billion.

This makes the United States, by far, the largest humanitarian donor to Yemen this year.

The new US contribution is expected to help the World Food Programme increase rations for millions of hungry people whose food aid was cut in recent months. It will also provide support for other key sectors.

With this contribution, the Yemen response plan is now 41 per cent funded – a 14 per cent jump since last month. We thank all donors for their support, and we urge other donors to consider increases that will help keep aid programmes running through the end of the year.

Funding gaps – particularly in chronically under-funded sectors like water, sanitation and shelter – are still a challenge. Over the last month, unprecedented flooding has affected more than 200,000 people. But agencies so far have only been able to help about 30,000 people mainly due to lack of funds.

Will UN-Sponsored Truce Succeed in Alleviating Humanitarian Crisis in Yemen?

The real value of the truce is the positive things that will result from it, the benefit of which will be on the Yemeni citizens who have been exhausted by the Saudi-led aggression and siege.

The truce should not be dealt with as a temporary tactic to reposition the military for the next round of war, but rather as a long-term strategy whose first objective is to stop the war and search for realistic and lasting solutions to it, based on the higher interest of the country and the Yemeni citizen.

The interest of the nation must be put above all considerations, relinquishing other matters in order to reach a permanent and sustainable solution to the longest global war witnessed by Yemen, causing the worst humanitarian crisis.

What is certain is that the Saudi-backed party does not exist except as a name that includes groups of mercenaries and armed militias. While the real fighter is the US-Saudi aggression, which uses these mercenaries as a tool to implement an agenda that was in the past out of reach. What is happening now in the southern occupied governorates proved that as the aggression has succeeded in tearing those governorates apart into meager entities and armed militias run by the UAE-Saudi rigimes.

The truce must turn into a humanitarian act. This act opens the air and sea blockade on the country.

Can the third time be the charm for Yemen?

The extension of a truce between Houthis and the government in Yemen is good news. But real momentum for a peace process is still lacking

The lack of progress around the strategically important, third-largest city of Taiz, which the Houthis have besieged since 2016, remains the most significant sticking point in discussions about a political agreement.

The ceasefire, the end of airstrikes and the significant decrease in civilian casualties cannot obscure ongoing violence in many parts of Yemen.

Due to its own weaknesses and dependence on international support, the Aden government finds itself in a dilemma like that of Afghanistan after the Doha Agreement of 2020: Either it can stick to a ceasefire that is far more advantageous to the enemy and threatens to undermine its legitimacy in Yemeni eyes – or it risks alienating its most important backers with little hope for a quick military win. With the Houthis having escalation dominance, a real breakthrough in the third round of negotiations remains elusive.

Now it is up to negotiators, mediators, and Yemen‘s international partners to square the circle so that the truce doesn’t become an end in itself: to both prevent a new armed conflict – perhaps by expanding humanitarian assistance to structural measures – and to get the Houthis to make real concessions that will equally improve the everyday reality of the ‘other side’. Otherwise, a Doha Agreement for Yemen is not unthinkable, yet would equally remain a precipitant deal, without any progress in or towards a peace process, credible commitments to human and especially women’s rights, or a shared and inclusive vision of a post-war Yemen.

The crown prince, known as MBS, has been eager to portray himself as a modernizer, lavishing Saudi wealth on an international golf tour and promoting a utopian city to be built in the desert.

When President Biden visited Saudi Arabia last month and fist-bumped MBS, the White House said he “raised specific cases of concern” about human rights, including “the egregious murder of Jamal Khashoggi.” The president “received commitments with respect to reforms and institutional safeguards in place to guard against any such conduct in the future.” Now the crown prince shows exactly what safeguards were in place: none. The Saudi promises to Mr. Biden were a farce.

At the very least, Mr. Biden must now speak out forcefully and demand that Ms. Shehab be released and allowed to return to her sons, 4 and 6 years old, in the United Kingdom, and to resume her studies there. Golf fans and hosts of the upcoming Saudi-backed LIV golf events in Boston, Chicago and Miami should protest Ms. Shehab’s cruel treatment. In the Saudi kingdom, the crown prince commands fear and silence. But in open societies, his ruthless behavior must be denounced at every opportunity.

Saudi Arabia: Quash 34-year prison sentence for student Salma al-Shehab

The Saudi Arabian authorities must immediately and unconditionally release Salma al-Shehab, a Leeds University PhD student who has been sentenced to 34 years in prison solely for her writing and peaceful Twitter activity, Amnesty International said today.

Salma al-Shehab was initially sentenced to six years behind bars in mid-2022. Following an appeal at the Specialized Criminal Court (SCC) on 9 August 2022, a judge raised her sentence to 34 years in prison after a grossly unfair trial, to be followed by a 34-year travel ban from the date of her release.

“It is outrageous that Salma al-Shehab, a PhD student and mother of two from Saudi Arabia’s Shi’a minority, has been handed down such a cruel and unlawful punishment simply for using Twitter and retweeting activists who support women’s rights,” said Diana Semaan, Amnesty International’s Acting Deputy Director for the Middle East and North Africa.

Biden administration agrees arms sales to Riyadh and Abu Dhabi to counter China’s growing influence

Just a few weeks after US President Joe Biden’s visit to Saudi Arabia, aimed at shoring up relations with the murderous regime, his administration has approved two massive arms sales worth more than $5 billion to Saudi Arabia and the United Arab Emirates (UAE). It follows $650 million in air-to-air missiles sent to Riyadh in November 2021 for its criminal war against the civilian population in Yemen.

Included in the sales are Patriot missiles costing $3 billion for Saudi Arabia and a high-altitude missile system costing $2.2 billion for the UAE aimed at protecting the venal petro-monarchs from rocket attacks by Yemen’s Houthi-led rebel movement.

The US State Department, seeking Congress’s approval for the deal, said the proposed sale would “support the foreign policy and national security of the United States by helping to improve the security of an important regional partner. The UAE is a vital US partner for political stability and economic progress in the Middle East.”

Last month, Reuters reported that the Biden administration was discussing lifting the ban on US sales of offensive weapons to Saudi Arabia.

The political reasons Washington supports two of the most repressive regimes on the planet are clear. They are a key market for US arms and play a vital role on behalf of US imperialism in suppressing the working class in Saudi Arabia, the Gulf and throughout the region and supporting Washington’s domination in the resource-rich Middle East. They have allied with Israel in a US-led anti-Iranian axis that threatens to push the region into another catastrophic war.

The economic reasons are less well-known. As the US became increasingly self-sufficient in oil, the petro-monarchs turned elsewhere for customers. By 2020, the Gulf countries were supplying 40 percent of China’s oil imports, with 16 percent of that coming from Saudi Arabia.

The prospect of Riyadh accepting payment in yuan is totally unacceptable to Washington. It would further and significantly undermine the dollar-based system.

Biden declared quite openly that his trip to Saudi Arabia last month was to bolster America’s position in the region, which had waned under his watch, against its rivals: “I want to make clear that we can continue to lead in the region and not create a vacuum, a vacuum that is filled by China and/or Russia.”

Biden’s billion-dollar arms sales are intended as a down payment on a renewed partnership. They were announced as China’s President Xi Jinping prepares to visit Saudi Arabia as early as this week.

Amidst tight security measures, US forces arrives in Hadramout

A new batch of American forces arrived in Mukalla city, the capital of the oil-rich Hadramout province, in eastern Yemen, on Sunday.

Informed sources reported that a number of American intelligence officers arrived at Mukalla Airport on board a military plane, on an unknown mission to the Mukalla coast, during which they carried out a reconnaissance tour in the UAE-controlled Dhabba oil port, and Foah area, the most prominent stronghold of al-Qaeda, west of the Mukalla city.

The sources explained that the American officers visited the areas of Al-Shihr and Brom, where the UAE-funded camp “Barshid” is located, without revealing the objectives of this sudden visit to those areas.

The US reconnaissance planes, “Drones”, flew over the airspace of Mukalla and the areas visited by the American intelligence delegation, according to the sources.

Some observers believe that the visit of the American officers to Mukalla comes amid American plans to establish a military base near Al-Rayyan Airport, located on the Arabian Sea.

A resolution may be tantalizingly close. But as the U.S. and Europe weigh Iran’s latest response to an EU proposal described as the West’s final offer, the administration faces new and potentially insurmountable domestic political hurdles to forging a lasting agreement.

Takfirist elements destroy religious shrines in Shabwa

Al-Qaeda and ISIS takfirist elements from “ Al-Amailqa Brigades” on Thursday destroyed the mausoleum of a Sufi scholar on the coast of Shabwa province, eastern Yemen.

Activists from Shabwa reported on social media that takfiri elements blew up the dome and mausoleum of the scholar Abdulrahman bin Omar Badas, in the Arqa area, near the coast of Radhum district, with an explosive device.

They also confirmed that the Takfiri elements have bombed a number of religious monuments in several areas of Shabwa over the past days.

Activists attributed the reasons for the bombing of domes and shrines to the fact that the takfiri elements see them as “Shirk”, (which means in Islam is the sin of idolatry or polytheism), must be demolished for fear that the people may deviating from the true religion, and that their demolition is obligatory and desirable.

The destruction of the shrine of the scholar Badas caused widespread anger among the people of Shabwa, considering it a crime that offends the religious symbols of the preachers of the province.

UNESCO Supports Historic Cities in Yemen Facing Increasing Climate Change Challenges

UNESCO expresses its concerns on the impact of the recent torrential rains and flooding on the livelihoods of local communities in Yemen, as well as the loss of invaluable historic properties. UNESCO has been closely monitoring on the ground the situation in historic cities, particularly those inscribed on the World Heritage list, including the Old city of Sana'a, the historic town of Zabid and the Old Walled City of Shibam. Culture is a catalyst for social cohesion to bring communities together towards a peaceful, resilient and sustainable future.

The preservation of fragile buildings has been undermined in recent years due to the socio-economic impact of the conflict, which has prevented homeowners from carrying out the periodic maintenance necessary to ensure their structural integrity. UNESCO has therefore been working alongside local stakeholders and partners to safeguard this heritage, by implementing emergency interventions, rehabilitating houses and building capacities.

In the Old City of Sana'a, 213 historic buildings have been rehabilitated over the past four years with the support of a UNESCO/EU project, targeting four historic cities and employing more than 4,600 women and men. The traditional building techniques and materials used in community-led restoration works have allowed the rehabilitated houses to resist the ongoing torrential rains and floods. Yet, the magnitude of the needs on the ground requires further prioritization of interventions in inhabited historic houses of outstanding architectural value, which are facing substantial damages.

UNESCO and the EU will be launching a new phase of this joint project to continue rehabilitating historic buildings in Yemen and generate employment opportunities for thousands of young people via cash-for-work schemes, building on the results of the extensive damage assessment of 10,000 historic buildings in the Old City of Sana'a, conducted in 2021, which contributed to reinforcing emergency-response capacities of local technical stakeholders.

Bank of Aden Information about Oil, Gas Revenues Not True

A source in the [Sanaa gov.] Supreme Economic Committee denied the correctness of the information reported by "Reuters" about the Bank of Aden's report on oil and gas revenues during the first half, stressing that the numbers are misleading and that oil revenues exceeded $two billion.

The source emphasized that the report issued by the Bank of Aden, which showed that the revenues of oil and gas exports amounted to $739.3 million from January to June is misleading and did not reveal the truth.

"The revenue sector in the Ministry of Finance of the mercenaries in the city of Aden does not receive any data on the volume of actual exports of crude oil, nor the amount of its revenues," the source said.

$500 Million Oil, Gas Revenues Looted by US-Saudi Aggression, Mercenaries

An investigation by Al Masirah TV revealed that the revenues of oil and gas production looted by the US-Saudi aggression since the beginning of this year exceed one trillion and 200 billion riyals ($500 million), which could help covering the salaries of state employees for year and a half.

The investigation also explained that the total production of crude oil amounted to 18 million barrels, while the production of domestic gas reached 337 thousand metric tons since the beginning of this year.

It indicated that the revenues of oil exports and gas sales during four months of the truce amounted to 689 billion and 173 million, covering nine months' salaries for all state employees.

Revenues of Aden Port Cover 80% of State Employees' Salaries

US-Saudi aggression continues to impose a blockade on various commercial cargo ships and prevent them from sailing towards the port of Hodeidah, the [Sanaa gov.] Undersecretary of Ministry of Finance Ahmed Hajar has confirmed.

"The blockade of the countries of aggression and preventing commercial ships from reaching the ports of Hodeidah caused a significant decline in the navigational movement, which is reflected in the customs revenues of imported goods," he said.

He explained that the basic commodities represented in wheat, flour, rice and sugar are exempted from tax duties, and the Hodeidah port does not get any revenues from it.

He stated that the data of the General Organization for Red Sea Ports for 2021 showed that the port of Hodeidah received 203 ships, including 23 fuel tankers, while the data of the Gulf of Aden Ports Corporation for 2021 showed that the port received 513 commercial ships, including 120 fuel ships.

He indicated that the tax and customs revenues for the imports of the port of Aden, which is under the control of the occupation, during 2021 only, are estimated at 750 billion, explaining that these revenues cover 80% of the salaries of state employees.

Grundberg’s Plans to Expand UN Truce Arouses Yemeni Apprehension

UN Special Envoy for Yemen Hans Grundberg, in his latest UN Security Council briefing, stirred anxiety among Yemenis by announcing plans to expand the humanitarian and military truce in Yemen.

Houthis stand to benefit the most from the improved truce terms, Yemeni politicians told Asharq Al-Awsat, recalling that the Iran-backed group still refuses to lift the siege on Taiz despite more than four months passing since the truce went into effect.

“The UN envoy’s latest briefing exposes impotence,” said Yemeni academic and political researcher Fares al-Beil, adding that Grundberg does not seem able to define what the next step should be.

“The government is no longer willing to extend a truce in which the Taiz crossings do not open,” explained al-Beil.

“Houthis are still refusing to make any concessions for the sake of the humanitarian situation, while their violations and military preparations continue on the ground.”

“Therefore, proposing an expanded agreement is as if it is an escape from the entitlements of the current truce,” added al-Beil, warning that an expansion of the ceasefire might create a new space for Houthi maneuvering.

Jemen ist seit langem eines der Schwerpunktländer der Deutschen Gesellschaft für Internationale Zusammenarbeit (GIZ). Kein Wunder: Jemen ist eines der ärmsten Länder der arabischen Welt. Nach Einschätzung der Vereinten Nationen herrscht hier die schlimmste humanitäre Krise der Welt.

Immer wieder ist die kritische Frage zu hören, wieso Deutschland und andere europäischen Staaten sich für Jemen engagieren sollen, wo doch eigentlich arabische Nachbarn gefordert wären?

Die Antwort darauf mag Europäer überraschen. Denn ihnen ist kaum bekannt, dass die Golfstaaten schon lange Entwicklungshilfe leisten - und zwar seit sie Einnahmen aus dem Verkauf von Öl haben. Und das in einem Umfang, der die westliche Entwicklungszusammenarbeit in den Schatten stellt. Im weltweiten Vergleich geben sie sehr hohe Summen aus. Vor allem die Vereinigten Arabischen Emirate (VAE) können auf ihre Leistungen in vielfacher Milliardenhöhe verweisen.

Allerdings sind diese Entwicklungshilfen an Jemen und an andere arabische Nachbarstaaten, die nicht durch Ölförderung privilegiert und zu Reichtum gekommen sind, wenig bekannt.

Poverty, displacement and lack of prospects for a better future are the breeding ground for terrorist organisations. What would happen if the whole world were to abandon the Yemeni people? The answer to this question should give us pause for serious thought.

A cryptic reference by the Israeli military chief to attacking a "third country" during the recent bombing in Gaza has led to speculation that Israel targeted a Houthi camp in Yemen.

During a conference on Thursday, Aviv Kohavi said the Israeli army had carried out the strike while targeting the northern Gaza commander of Islamic Jihad.

Landmines planted the Houthi terrorist militia have killed and injured 168 civilians, including women and children, since the beginning of the truce in several Yemeni provinces.

Seit dem Abkommen von Stockholm vom 13. Dezember 2018 gibt es einen Waffenstillstand für Hodeidah. Zwar bleiben größere Offensiven aus, kleinere Gefechte gibt es aber laufend, und beide Seiten werfen sich ständig Verstöße gegen den Waffenstillstand vor.

Since the Stockholm Agreement of December 13, 2018, a ceasefire has been in place for Hodeidah. There are no major offensives, but smaller battles are ongoing and both sides constantly are accusing each other of violating the ceasefire.

Three Yemeni civilians injured by Houthi mine in Hodeida

Three Yemeni civilians (including two brothers) have been injured by a Houthi landmine in the western governorate of Hodeida, MinesinYemen said on Friday.
The landmine blew up a vehicle in Hais district, south Hodeida, leaving the three men with different wounds, the watchdog added in a statement.

Yemeni security forces bust Houthi-affiliated cell for smuggling weapons

Security forces in Yemen’s west coast have busted a cell affiliated with the Iran-backed Houthi militia for smuggling weapons from Iran, Yemen’s Joint Forces said on Friday.
The cell consisted of four Yemenis who all hail from Abu Zahr area, north of al-Khawkhah district in the governorate of Hodeida.
A video posted by the Joint Forces on Saturday showed the men confess to smuggling weapons from Iran’s Port of Bandar Abbas through another smuggler who works for the Houthis in Hodeida.
