Is South Yemen on way to autonomy?

An escalation in clashes between the Islah Party and the STC may alter the playing field and affect a comprehensive settlement, reports Al-Ahram Weekly.

Both Islah and STC are part of the PLC, backed by the Arab Coalition for Support of Legitimacy in Yemen led by Saudi Arabia. The Head of PLC Rashad Al-Alimi asked the head of STC, Aidarous Al-Zubaidi, who is a member of the council, to direct his forces to stop fighting the government army in the south.

Current fighting between STC and Islah forces in Shabwa seems to be unsettled “as the Houthi rebels are backed by Iran, Islah forces are backed by regional powers and neither is working for the Yemeni people’s interest”, according to Saudi commentator Abdul-Aziz Alkhames.

“STC fighting is not against the legitimate government as they are part of it, but it is mainly against the Islah Party. The Islah militia and forces within the ‘legitimate’ government cooperate with Houthi rebels. Look what they did in areas they control, they not only did not fight the Houthis there but let them take it. Not only in Shabwa, but in Taiz, Islah are the reason the Houthis are still holding up,” AlKhames added.

This rivalry between two components of the PLC is not helping with the effort to achieve peace.

Some observers saw the recent escalation of fighting as a way by warring factions to strengthen their negotiating position in the anticipated political process towards a peaceful solution to the Yemen crisis.

Asked about the STC and its move to complete its control of Southern Yemen as an obstacle to a political solution that stipulates a unified country with all political factions involved, the Saudi commentator said there is more understanding now of the southerners’ aspirations. “I think the call for some sort of autonomy for Southern Yemen is becoming more ‘acceptable’ to certain parties now. The file of the status of the south is now on the table in preparation for a final settlement. It is becoming more evident that southerners will not accept the full rule of Sanaa again. One of the options to avoid full separation is that the south enjoys self-rule within a unified country,” he added.

Apart from the separation of the country into two Yemens, with the south free of Iranian-backed Houthis, there is another important issue. Most of Yemen’s energy resources – oil, gas, and pipelines – are in the south. South Yemen will also be in control of the strategically important southern entrance to the Red Sea in Aden. Any political solution will have to find answers to these issues if the STC is to gain autonomy in the south.

UAE sells expired food aid in Socotra

UAE has sold expired relief aid to the people of the Yemeni island of Socotra, after it was damaged in its warehouses.

Local sources in Hadibo island said on Wednesday that the UAE took out expired food aid that was in the stores of the “Khalifa Foundation”, and sold it during the past two weeks to citizens in the center of Hadibo, the capital of the island.

According to sources, the Foundation took advantage of the citizens’ urgent need for food during the windy season, to be sold near the governorate building for needy families.

Al-Wadea’a border crossing closed, amid expectations of renewed confrontations in eastern Yemen

The Land Transport Authority of the government loyal to Saudi-led coalition has issued directives to suddenly close the Al-Wadea’a border crossing between Yemen and Saudi Arabia to travelers.

Activists on social media circulated what they said a circular issued by the pro-coalition transport authority, in which it called on international transport companies to stop trips through the Al-Wadea’a crossing, starting from tomorrow, Thursday, until next Sunday.

Activists suggested that the reason for this decision was due to the implementation of a military operation to enable the “Hadrami Elite” militia loyal to the UAE to control the points and sites of the Islah Party-affiliated “141st Brigade” led by Hashim al-Ahmar, who is under house arrest in Aden.

Presidential Palace Guards Attack Protest Abductees' Mothers

The guards of the Ma'ashiq Palace of the forces of aggression and occupation attacked a protest of the "Mothers of Abductees" Association in the city of Aden.

"One of the mothers was physically assaulted during the protest by one of the guards of the Al-Ma'ashiq Palace, while the soldiers fired in the air to disperse the participants in the vigil, which sparked fear among the mothers," local sources said.

Canadian company begins drilling new oil wells in Hadramout province

Canadian Calvalley Petroleum has begun drilling new oil wells in Hadramout province, which is under the control of the Saudi-led coalition forces, informed sources said on Tuesday.

Coalition plans to establish new militia in Mahra

The Saudi and UAE-led coalition is planning to establish a new militia in Mahra province, eastern Yemen, bordering Oman, said an official in the UAE-backed Southern Transitional Council (STC).

Khaled Saeed Taha, director of the so-called Cultural Department of the STC in Mahra affirmed that the coalition directed the establishment of a militia ” The Mahri elite and Mahra Defense Forces” , in order to stabilize the pillars of what he called “security and the southern army.

In Response to US-British Presence, Al-Mahra to Confront Foreign Forces

Al-Mahra Governorate witnessed large movements to confront the foreign forces in the governorate, standing with its wise leadership headed by Sheikh Ali Al-Huraizi.

This came after a meeting of tribal sheikhs organized by Al-Mahra sit-in committee, to discuss the urgent developments taking place in the governorate, especially the escalation of US-British reinforcements, and the mobilization of the occupying Emirati factions. Islah militants restore their positions on outskirts of Hadramout

The Islah party sent military reinforcements towards Hadramout province, eastern Yemen, well-informed sources reported on Tuesday

According to the sources, the Islah authorities in the city of Marib have sent dozens of military vehicles over the past days to the Al-Abbr area in Hadramout, carrying various types of light and medium weapons, 12.7 mm machine guns and 23 anti-aircraft.

Al-Islah has deployed its militants in a number of locations overlooking the Al-Abbr desert to secure the eastern entrance to the Al-Abbr-Marib road, due to threats from the UAE-backed militia, the sources said.

Islah Party vows fierce resistance against Emirati-backed separatists in southern Yemen

The Islah Party has vowed to make the southern provinces a place of massacre for the UAE-backed Southern Transitional Council (STC), in response to the Council ending Islah’s presence there.

Mukhtar al-Rahbi, a former media advisor to the military leader in the Islah party, Ali Mohsen al-Ahmar, said: “The STC thinks that it will control and rule all the southern provinces, but this is an illusion.”

He added: “The south will be a fire that will devour anyone who tries to tamper with it and control it by force of arms, fire and external support.”

The statements of the media official carry a clear indication of the resumption of attritional attacks, which are usually attributed to Al-Qaeda, against the STC in the provinces of Aden, Shabwa and Abyan.

UAE-backed STC promises to declare Mahra, Socotra independent region

The UAE-backed Southern Transitional Council (STC) on Tuesday anticipated the overthrow of Mahra province with a new offer of its social forces in an attempt to provide a popular incubator to achieve its goals there.

STC prepares for Mahara invasion citing "suspicious military moves"

The Yemeni eastern governorate of Mahara is experiencing "suspicious military moves", the Southern Transitional Council (STC) said Saturday, seemingly paving way for the governorate's takeover.

Islah Party stops delivering oil to UAE-occupied province of Shabwah

Yemeni gov't troops receive their sites in Zinjobar

The Yemeni government security troops on Saturday were given control over their buildings in Zinjobar, the provincial capital of Abyan south Yemen, three years after the Southern Transitional Council (STC) forces seized the sites.
Based on recent understandings, Abyan security troops (led by Abyan police director, Brigadier General Ali Nasser BaAzab) entered Zinjobar, Abyan provincial security department said in a statement.
The troops deployed in their former camps, and the governorate's police leadership resumed work from their headquarters in Zinjobar, it added.
The move comes as part of the Riyadh Agreement application, in support of stability and the principle of tolerance and rank unity, according to the statement.
"Stabilizing security in all the governorate's districts and combating the terrorists are one of the foremost priorities," Abyan police director said.
"Abyan has suffered from woes of conflicts, and it's time to unite.. and start a new chapter," BaAzab added.
The Emirati-backed STC forces seized Zinjobar and other areas in Abyan in August 2019, after bloody infighting with government troops that were positioned in the port city of Shoqra and rural areas in Abyan during the last three years.

STC militias hand over Zunjbar city to security forces of Islah in Abyan

Security forces affiliated with Islah militias arrived on Saturday, led by Brigadier General Ali Nasser baazzab “Abu Mashal Al-Kazmi” to the city of Zunjbar, the capital of Abyan province in southern Yemen.

Media sources said that the entry of “security forces” into Zunjbar came within the framework of the implementation of the terms of the agreement reached between the Transitional Council and the forces stationed in the city of Shaqra.

UAE-backed STC militia take control of entire coastal strip in Abyan

The UAE-backed Southern Transitional Council (STC)’s militias on Saturday took control of the entire coastal strip of the Abyan province, south of Yemen.

Local media said that the so-called “security belt” militia of the STC in “Delta” areas had deployed on the international line and the coastal strip extending to Ahwar district.

The sources confirmed that, after their spread, the security belt militia began combing the eastern district of Ahwar until “Al-Arqoub” mountain overlooking Shoqra area.

In the context, a statement issued by the central operations of the “security belt” militia said: “The redeployment process started from receiving the first security point from Shabwa direction after combing and securing the city and Al-Qasha’a point according to the deployment plan for the southern forces on the coast of Abyan.”

The “Siham Al-Sharq” operation will continue until the province is cleansed of terrorist elements, as the statement said.

It is worth noting that this operation, which was launched by Aidarous Al-Zubaidi, president of the STC and member of the “Riyadh-formed Presidential Council” headed by Rashat Al-Alimi, is still continuing despite the issuance of a decision by Al-Alimi to stop this operation.

A security force affiliated with the UAE-backed Southern Transitional Council (STC) on Thursday stormed a women’s seminar in the city of Mukalla, the capital of Hadramout province, eastern Yemen.

Islah party hints to uprising against Riyadh-formed Presidential Council

The Islah party (the Yemeni branch of the Muslim Brotherhood) has stepped up its attack on Riyadh-formed presidential council, threatening to topple the council formed by the Saudi-Emirati coalition.

According to Belqees TV’s report on Wednesday, the Yemeni people will not be silent about the practices of the Riyadh-formed Presidential Council against state institutions and the plundering of wealth.

Al-Alimi will soon find himself in direct confrontation with the Yemenis, in an explicit hint of a new popular uprising to overthrow the Riyadh Council, the report said.

Al-Alimi’s decisions have become provocative to most of the parties loyal to the Saudi-led coalition, the report said, pointing to the expansion of armed confrontations throughout the southern provinces to counter what he described as the “outbreak” of Emirati factions.

Shabwa infighting probe commission calls for ceasefire

Yemeni military-security commission, tasked with probing the infighting seen by Shabwa, called on Friday for ceasefire and stability in the southeastern governorate.
All Shabwa people are called to "stand by the governorate's local authority and military and security leadership to boost security, maintain social peace and spread amity," the commission said in a statement.

The UN deputy relief chief on Monday called for quick and decisive international action as Yemen’s humanitarian catastrophe is expected to worsen.

The Yemeni government has stricken a UN-brokered prisoner swap deal with the Houthi group, member of the government prisoner committee told the Emirati Etihad paper on Saturday.
Already-inked, the deal is expected to see soon the exchange of 2,223 prisoners from the two sides, Majid Fadhaiyl added.
The swap will take place in two phases, with the first leading to release of 800 captives from each party, he said, noting that 600 Houthi prisoners would be freed in the second phase in exchange of 23 army captives, including senior leaders.
Some 1,000 civilian abductees are now experiencing different types of violations at Houthi jails, though this figure always changes since new humans are added daily to Houthi-detained abductees and hostages, the Yemeni official said.
"The Houthis lack willingness, and persistently exploit prisoner file for political and propaganda purposes," he claimed, citing the Houthi "execution of nearly 300 abductees and captives at detention."

Fadhaiyl called for international pressures on the Houthi group to stop the growing abduction in areas under its control, as these acts "disagree with international conventions and jeopardize the truce."

Saudi Forces Brutally Assault Orphaned Girls in Asir

Saudi security forces stormed an orphanage in Khamis Mushait, Asir, and brutally assaulted orphans, video clips circulated by activists on social media showed the incident.

Saudi woman gets 45 years in prison for social media use

A Saudi court has sentenced a woman to 45 years in prison for allegedly damaging the country through her social media activity, according to a court document obtained Wednesday. It was the second such sentence that has drawn scrutiny of the kingdom this month.

The Saudi Arabian authorities must immediately and unconditionally release Salma al-Shehab, a Leeds University PhD student who has been sentenced to 34 years in prison solely for her writing and peaceful Twitter activity, Amnesty International said today.

Salma al-Shehab was initially sentenced to six years behind bars in mid-2022. Following an appeal at the Specialized Criminal Court (SCC) on 9 August 2022, a judge raised her sentence to 34 years in prison after a grossly unfair trial, to be followed by a 34-year travel ban from the date of her release.

The Times: Saudi Regime Sentence Teenagers to Death Despite Vow to Stop

Saudi Arabia has resumed sentencing teenagers to death for protesting against the regime, despite promising earlier to end the practice. Human rights monitors have recorded seven cases in which the death penalty has been sought, handed down or confirmed on appeal for crimes by minors, The Times reported.

The newspaper revealed that a young man named “Jalal al-Labbad” was sentenced to death on July 31, for a number of charges, including protesting.

Al-Labbad was 21 years old when he was arrested in 2017, but he was accused of participating in demonstrations and protests years before that.

On August 8, the Specialized Criminal Court of Appeal upheld the death sentence against Abdullah Al-Derazi, who was 19 years old when he was arrested in 2014.

Is the Israel-Iran proxy war encroaching into Yemen?

A cryptic message that Israel had bombed a 'third country' has led to speculation that Tel Aviv targeted a Houthi base in Yemen as part of its escalating and expanding war against Iran's militias in the region.

The most headline-grabbing of a series of strikes against the Iranian axis of militia groups took place in Yemen. The Israelis are not necessarily forthcoming when they conduct military operations abroad, but this one seems special: it is the first suspected time that the Israeli air force struck Houthi targets in Yemen.

An Israeli commander alluded to Yemen when he referred to a strike on a “third country” earlier in August. This is connected to a series of blasts in what was described as a ballistic missile factory in a military base near the Houthi-occupied capital of Sanaa.

Clearly someone in Israeli military circles wants his country to get the credit for the result.

All of this has a veil of allusion and obfuscation. It is still impossible to say definitively what happened. But given the trends of the last decade, it is not impossible to consider the question of why.

Two things are simultaneously true.

One: Iran has a growing proxy network which spans the Middle East. It is in power in Iraq and Lebanon and growing in strength in Yemen

Two: Iran’s adversaries have been hit by a campaign of ballistic missile strikes targeting their economies and major cities over recent years.

Israel has largely watched these developments passively, but misfortunes faced by one regional enemy of Iran can soon spread.

Tel Aviv has long sounded an alarm about Iranian missile programmes.

An attack on missile-making facilities would be both an interruption and deterrence of a further-reaching Houthi ballistic missile programme.

With the Houthis in power in much of Yemen, and their missile campaign against Saudi Arabia and the Emirates only increasing, it seems Israel may be drawn deeper into conflict in Yemen in a bid to defang this particular new threat.

For years, Israel has been in a similar position in Syria.

As American diplomats and others attempt to resuscitate the nuclear agreement, their leaders must appreciate the bind they are in. A new deal may not bring peace or stability. It could also do little to stop the Houthis’ missiles or Iranian militias south of Damascus. Dealing with each is an entirely different game.

Periodic and proportional half-measures will confine America and Israel to campaigns carried out piecemeal, and reactively, as Iran’s network of clients goes on expanding and growing ever more capable in the background.

Oman objects to movements of UAE-backed militia in eastern Yemen

he Sultanate of Oman on Tuesday objected to the movements of the UAE-backed Southern Transitional Council (STC) militia on the eastern border of Yemen.

This coincides with the STC’s arrangements for a military escalation in the Mahra province, adjacent to the Sultanate of Oman.

Southern media, quoting diplomatic sources, reported that the Sultanate had informed Saudi Arabia of its concern about any change in the map of the situation in the province, noting that the Sultanate fears that the situation will spiral out of control, which may cast a shadow over the situation in the border areas.

In this context, activists posted on social media pictures of what they said were training exercises for the Omani army on the border with Yemen and a state of alert.

Expert believes Hezbollah learned technology and has exported knowledge to fellow Iran-backed group

Landmines recovered during clearing operations in Yemen support the long-held belief that Houthi rebels are using technology and know-how exported by other Iran-allied groups in the region to manufacture weapons, experts say.

Deminers in Yemen have come across mines disguised as stones and boulders that are similar to those used by Israel in Lebanon, said mine action veteran Chris Clark.

He believes Hezbollah in Lebanon, which — like the Houthis — is backed by Tehran, learnt to build similar devices and subsequently exported knowledge and components to Yemen.

“The conclusion wasn’t too hard to come to that Hezbollah is supporting the Houthis with technical training and support,” Mr Clark told The National.

Now, as director of special operations at the Saudi Project for Landmine Clearance (Masam), Mr Clark says he is seeing an even deadlier version of these rock mines in Yemen — specifically, in areas retaken from the Houthis by government forces.

“We are encountering copies that are basically the same concept but made locally,” he said.

“They are better quality than the ones from Lebanon and also incorporate infrared beams as a trigger mechanism.”

The Houthis are also deploying what are known as “bounding” anti-personnel fragmentation mines. These mines, which only began appearing in recent months, are usually linked to pressure plates or trip wires, requiring little force to activate.

“Traditional anti-personnel mines are designed to deploy only if stepped on. But these bounding types can kill someone standing 15 metres away as they jump from the ground and explode in a 360-degree circle, releasing deadly ball-bearings,” Mr Clark said.

He said these mines were first seen in the 1990s in the Balkan wars.

Yemen is witnessing one of the greatest systematic destruction of Islamic shrines and domes in modern history at the hands of UAE-Saudi-backed militants.

UAE-backed secessionist militants have reportedly placed improvised explosive devices (IEDs) in the shrine of Abdul Rahman bin Omar Badas and the dome of Ibn Abdul Samad in the Radhum District, south of Shabwa Governorate, and flattening them to the ground after taking over the provincial capital, Attaq.

Oil Minister: Coalition, its tools looted 130 million barrels of crude oil worth over $9 billion

The Minister of Oil and Minerals in Sanaa government, Ahmed Daris, on Wednesday said the Saudi-led coalition and its tools have recently increased the amount of crude oil production to reach 91,150 barrels a day, by more than 2.7 million barrels a month.

In a press statement today, Daris confirmed that the Salvation Government is able to pay the salaries of all state employees if it takes over the oil and gas sector and its revenues are deposited in the Central Bank in Sanaa.

The Oil Minister pointed out that the total crude oil looted by the coalition countries and their tools during the period from 2018 until this July amounted to 130 million barrels, with a value of more than $9 billion.

Statistics of the Ministry of Agriculture and Irrigation in Sana'a revealed the local production of dates and the quantity imported from abroad annually.

The statistic stated that the local production of dates amounted to more than 27 thousand tons annually, while Yemen imports more than 46 thousand tons of dates, with a value of more than seven billion riyals.

Yemeni oil revenues see 34 percent increase in six months

Yemen's oil revenues have increased by 34 percent in the first half of this year, in comparison to the same period of last year, the official Central Bank of Yemen (CBY) said in report on Saturday.

A fragile truce has held in Yemen after years of war. Will it last?

The Houthis invaded Sana’a, Yemen’s capital, in 2014, and since then have taken control of the areas where roughly two-thirds of Yemenis live. During the truce, the Houthis still control those areas, though they have limited their attacks within the country — but they have also not yet fulfilled many of the concessions they promised.

“My brief take on the truce is that it fundamentally dangled a lot of carrots in front of the Houthis so that they are able to benefit from the peace in terms of resetting of forces. Obviously they benefit economically and have received an influx of humanitarian and commercial goods to help to strengthen their position within Yemen,” said Katherine Zimmerman, a fellow at the American Enterprise Institute. “All the while without actually having any concessions to the other parties who are begging for peace.”

John Kirby, coordinator for strategic communications at the National Security Council, told reporters on Wednesday that ongoing nuclear negotiations with Iran touch only on its nuclear program, not its malign activities elsewhere in the region, such as in Yemen.

The Taez attack was a "blatant challenge to all initiatives and efforts seeking to end the war and achieve peace", Yemen's internationally recognised government said in a statement.

It was "an attempt to undermine efforts to expand and extend the humanitarian truce", it added.

Military sources said the rebels, who hold much of Yemen including the capital Sanaa, were trying to cut off the road linking Taez with government-controlled Lahj.

Instead of responding to growing demands to open vital roads to the years long besieged Taiz, Yemen's Houthi terrorists have fiercely escalated attacks against the city in an attempt to close the last road, local sources say.

Since early last night, waves on waves of Shia terrorists have been attacking the city's western outskirt under the cover of artillery shelling in a bid to block Al-Dhabab road, the last commercial and humanitarian corridor that connects the city with the outside world, but government forces fiercely resisted the attack until this Monday morning. Ten government soldiers were killed and five others injured and Houthis suffered more casualties, several source said.

„Yesterday's assault was under the auspices of the UN envoy, the UN member states and all enemies of Taiz," said prominent activist Mohammed Mahyoob on facebook.

"A sad day in Taiz. Ten people city defenders sacrificed their souls in the fiercest battle Taiz has seen," he said. "They received an order from the UN: Block the only lifeline for Taiz and then negotiate."

Yemeni Official: Houthi Mines Disaster Will Last Decades

Director of Yemen's National Mine Action Program, Brigadier General Amin Al-Aqili accused the Iran-backed Houthi militias of continuing to plant mines in the war-torn country, saying the disaster they have created will take decades to resolve.

The Houthis have continued to plant the explosives in spite of the ongoing nationwide truce, he added, while noting that government estimates that the militias have planted over a million mines in Yemen.

He reiterated the call on the international community to pressure the Houthis to stop this malicious activity and hand over maps of where they planted the mines.

He stressed that the Houthis are systematically planting the mines and have accurate maps of their locations.

Moreover, the militias are still locally manufacturing the explosives, the parts of which are being smuggled from Iran, Aqili remarked.
