Water Crisis Hits Sanaa amid Cooking Gas, Fuel Crunch

According to Yirimi, the price of a gas canister was hiked by Houthi supervisors to the equivalent of more than $12 instead of $6, and the price of a water tank increased from 6,000 Yemeni rials to 12,000 Yemeni rials.

“The water that is pumped through the Water Corporation project only comes twice a week, and as a result of the great need, you need a pump to be able to fill the tank on the roof of the house, and because there is no electricity, you have no choice but to buy water,” explained Yirimi.

Living the same struggles, Amal Abdullah, a Yemeni housewife whose husband makes a humble pay day, tells the story of how her family is forced to live in the city’s outskirts because rent is cheaper.

Abdullah tells the story of how she is forced to wake up early in the morning every day to save her spot at a location where water reserves are being donated.

Despite waking up early, Abdullah is also faced with a long queue of struggling Yemenis looking for water. She ends up waiting for hours on end.

Abdullah asserts that due to the doubled fuel rates, the price of everything has gone up, and buying a water tanker for the house has become impossible.

Bin Habtoor: Saudi Consultations in Riyadh Another Conspiracy Step against Yemen

The Yemeni Prime Minister, Abdulaziz bin Habtoor, affirmed that Yemeni people, who have withstood and resisted the US-Saudi aggression for more than seven years, have enormous abilities to continue steadfastness and to confront the arrogance of the aggressors and their suspicious projects against Yemen.

In an article under the title "Saudi Arabia appoints a presidential council to manage occupation", the Prime Minister reviewed the overall preceded and accompanied the so-called Riyadh conference.

He wondered, "What will history record about those gathered from the east to the west of the globe, (false witnesses)?" He explained that the answer to this question has been preserved by Yemeni history in its tight files, which will remain a witness to the decadence of clients and the rudeness and arrogance of enemies.

The Prime Minister pointed out that Yemeni people will consider what happened in the city of Riyadh as unconstitutional and illegal changes in the political form of the leadership of the Yemeni state in the Yemeni lands under the occupation of the United States, Saudi Arabia and the UAE, as a passing station of conspiracy stations , who is able to thwart it as they thwarted the war of aggression against the largest part of the Yemeni people over the past seven years.

Houthis increase petrol prices in Yemeni group-held areas

The Sana'a-based Yemeni Petroleum Company (YPC) has increased petrol prices in Houthi-held areas by 27 percent, YPC director said on Sunday, although fuel shortage came to an end in these Yemeni northern and western areas.
The price of one liter of petrol increased from 495 to 630 Yemeni rials at "government gas stations", Ammar al-Adhroie added at press conference, with an increase of 2,700 rials (about 5 dollars) in one 20-liter gallon.
He attributed the new upsurge to global increase in fuel prices, the Saudi-led coalition's detention of oil tankers, and the recent changes in exchange rates at local markets.
"The actual cost will be reviewed every ten days, given the positive changes in exchange rates," the Houthi official told reporters.

Presidential Leadership Council in Yemen has no legitimacy

Referring to the formation of Presidential Leadership Council in Yemen, Yemeni Ambassador to Tehran said that the Council has not any legitimacy.

If intention of the other party is sincere, this ceasefire can be an opening for ceasefire, complete lifting of blockade and end of occupation, Ibrahim Mohammad Mohammad al-Deilami stressed.

During his meeting with Iranian Foreign Minister Hossein Amir-Abdollahian in Tehran earlier on Tuesday, he said, “We emphasized the need for adherence to the ceasefire in Yemen by aggressor coalition forces."

Yemeni envoy appreciated the position and the support of the Iranian government and nation to Yemen.

He then referred to the remarks of Secretary-General of Lebanese Hezbollah Resistance Movement Sayyed Hassan Nasrallah and stated that the problem in Yemen must be settled by Yemenis themselves in the capital Sanaa.

Saudi Arabia's recent move to form a Presidential Leadership Council has no legitimacy, he continued.

Yemen FM calls on Saudi Arabia, UAE to take concrete steps toward peace

In a meeting with the UN Special Envoy for Yemen Hans Grundberg in Sana’a on Monday, the Yemeni foreign minister said, as their first step, the aggressors must stop preventing the entry of ships carrying oil products and gas to the port city of Al-Hudaydah and allow the reopening of Sana’a Airport without any logistical and bureaucratic obstacles for the movement of commercial and passenger flights and the transfer of Yemeni citizens.

Reimbursing the salaries of all government employees without exception is one of these measures that help alleviate the suffering of government employees who have been denied their rights for years, Sharaf added.

The Yemeni foreign minister stressed that the implementation of these humanitarian measures sends a positive message to the Yemeni people that genuine measures have been taken by the United Nations, and indicates that the other side is moving towards peace and a comprehensive and lasting political solution.

The foreign minister of the Yemeni National Salvation Government stressed the importance of the other side’s adherence to the provisions of the temporary ceasefire

Saudi-led coalition’s fiasco in Yemen now ‘talk of the town’ around the globe: Houthi

The leader of Yemen’s Ansarullah resistance movement says the international community has realized that Saudi Arabia and its regional allies have miserably failed in their devastating war and siege against the Arab country and that they are seeking to exit the quagmire.
The enemies, through sanctions, restrictive measures, and arrogance, want to weaken and force the [Yemeni] nation to surrender. They seek to sap Yemenis’ morale and create a sense of despair and complete defeat among the people,” Abdul-Malik al-Houthi said in a televised speech broadcast from the Yemeni capital city of Sana’a on Monday evening.
Houthi added, “Once the nation boosts its willpower, seriousness, and sense of responsibility, the enemies will get frustrated, will feel heavily feeble, and will be eventually left with no option but to admit defeat.”

Houthis say 40 Yemeni gov't captive supporters released

Forty detainees have been released despite their fighting beside government troops, the Houthi group said on Saturday, as part of a pardon given by Abdul Malik al-Houthi, the group's leader.
"Today in Sana'a, 40 of those joined [fighting with] mercenaries were released," the Sana'a-based Saba said.
"The released had been captured at a number of checkpoints in different areas and governorates," the Houthi-run news agency added.
The release comes to interpret instructions by Abdul Malik al-Houthi and head of the group's Supreme Political Council, Mahdi al-Mashat, Saba quoted the director of Houthi military intelligence as saying.
These released people were the "victim of deception and false propaganda" by the Saudi-led coalition and Yemeni government, Ali Mohamed Abu Holaiqa added.

New book: The Huthi Movement in Yemen

Ideology, Ambition and Security in the Arab Gulf

The Huthi rebels in Yemen are a resistance movement going back decades. Their revolution against Yemeni President Ali Abdullah Saleh in 2015 - and the subsequent proxy war between Iran, Saudi Arabia and the Huthis - has brought absolute devastation to the country.
But who are the Huthis and how can we understand the group away from armed conflict and war? What has motivated their social movement to fundamentally re-shape Yemen, and what are the group's local and regional ambitions? This book provides the first comprehensive critical analysis dedicated to the Huthis. Across four parts and 17 chapters, the book examines how the movement is challenging traditional religious authority, re-shaping tribal values and roles in Yemen, constructing new collective memories and identities, and infusing Yemen's mediascape with their ideological creed. In examining the movement's specific ways of thinking and beliefs, the book also highlights its foreign policy within a regional policy of resistance to the United States, and it points towards what its impact on both Yemen and the security of the Arab Gulf region will be.
The book brings together the leading experts on Yemen from diverse disciplines to provide readers with a nuanced and multi-layered approach to the understanding the Huthi movement.

Roundup: Yemenis yearn positive changes from new presidential council

In Yemen's southern port city of Aden and neighboring provinces, local residents welcomed the transition of power and the founding of a new presidential system.

"People in Aden and other major provinces are in harsh living conditions due to the years-long conflict, now we have a representative to transfer our voices and hopes to the supreme authority," Mohamed Ban Khaled, an Aden resident, told Xinhua.

"Giving the Southern Transitional Council (STC) and the (Yemeni) National Resistance a chance in ruling the country through the presidential council is a very significant step that will achieve stability in major Yemeni provinces," Khaled added.

Meanwhile, the Yemeni riyal gained almost 14 percent in the local currency market two days after the announcement of the new leadership, a rare uptick for the country's currency that has lost more than half of its value since the start of the war.

Traders confirmed to Xinhua that the riyal continued to climb this week, reaching 950 riyals against 1 U.S. dollar in the government-controlled areas, after increasing from 1,070 riyals against 1 dollar a week earlier.

"The STC and the national resistance are two strong military factions that largely involved in fighting the Houthis during the past years, and now the leaders of the two factions are members of the presidential council," said Adel Saleh, a Yemeni military official.

"Achieving peace or continuing the military campaign against Houthis now became choices linked to the STC and the national resistance forces, because they are participating in ruling the country politically and militarily," he added.

Riyadh plans to put outgoing President Hadi in prison

“The Saudi regime is currently arranging a file of corruption and money looting cases against ‘the outgoing President Abd Rabbo Mansour Hadi,’ in an attempt to put him into prisons,” a Yemeni source in Riyadh familiar with the matter revealed.

The sources said that the Saudi royal palace directed the formation of a committee to account for Hadi and his children’s money in preparation for his trial and the confiscation of his wealth, which he acquired during his time in power in Yemen.

The sources indicated that “Saudi Arabia and the UAE are preparing to present documents to the pro-coalition factions in Yemen, accusing Hadi of looting Yemen’s wealth.

“Riyadh and Abu Dhabi are expressing fears that Hadi may leave Saudi lands and go to one of the Western countries, which will open the door to issues related to the Yemen war that Saudi Arabia and the UAE do not want to expose to the world.”

The sources indicated that the idea of detaining outgoing Hadi for a long period in Saudi Arabia, might put Riyadh in an embarrassing position in front of the international community, which requires accusing Hadi of looting funds from and holding him responsible for the war crimes committed by the coalition in Yemen for 7 years.

Last Sunday, the Saudi committee began to confine funds of Hadi and his sons in Saudi Arabia, in preparation for seizing them and transferring the case file to the authorities loyal to the coalition in Yemen.

The outgoing president, Abd Rabbo Mansour Hadi, is subject to compulsory isolation with his family members in Riyadh, and no one knows his fate since he made a statement transferring his powers to the Riyadh Presidential Council on April,07, 2022.

Yemen Presidential Council puts forces on high alert amid breaches of truce

Vice President of the newly announced Presidential Leadership Council Brig. Gen. Tariq Saleh has ordered to put all units of the army on high alert to face repeated Houthi breaches of a fragile two-month truce in war-torn Yemen.

The UN-backed humanitarian truce was agreed more than one week ago. But the warring parties have been trading blame for breaches, including resumed violence in Marib and Hudaydah provinces.

At a meeting with the leadership of the Defence Ministry on Saturday, Saleh urged to stop any Houthi advances, the state Saba news agency reported.

Zobaidi reiterates adherence to Yemeni south separation

Member of the Yemeni newly-formed Leadership Council (LC) on Friday reiterated his adherence to the separation of the Yemeni south.
Leadership of the Southern Transitional Council (STC) is fully keen to be present in political battle in a way that serves the issue of southern people and meets their expectations in restoring their state, Edroos al-Zobaidi, also STC chairman, said in remarks carried by STC website.
"We've been clear with all that we're not in quest of power, and that we came in order to grab the southern people's right and to fulfill their expectations in restoring their state," he added.
The STC's "participation in Riyadh consultations was positive and fruitful and enhanced the presence of southern people's issue at the regional and international decision-making rooms."
On the pretext that the "south is politically and economically excluded", the STC calls for the separation of the south, despite the widely public and official rejection.

Presidential Leadership Council Vows to End War in Yemen, Achieve Peace

The head of Yemen's new Presidential Leadership Council said on Friday he would end the seven-year-long war via a peace process, in his first speech since power was delegated to the body by the president this week.

"The leadership council promises the people to end the war and achieve peace through a comprehensive peace process that guarantees the Yemeni people all its aspirations," Rashad Al-Alimi said in the televised speech.

Alimi said in his speech the council would work to deal with "challenges in all areas of Yemen without discrimination, without exception".

The council will confront terrorism in all its forms and will work on combating sectarianism "that is alien to Yemeni society," he added.

All Yemenis will live in a modern state of law that will preserve fundamental rights of freedom, dignity and decent living, he continued. This will be achieved through a comprehensive peace process that achieves their rightful goals and ambitions.

Alimi called on the people and all national forces to support the agenda to restore the state, shun division and restore security and stability.

He stressed that the formation of the presidential council was evidence of the people's keenness on ending the war and restoring peace, stability, sovereignty and prosperity.

"We hope the establishment of the council will be a turning point in the process of restoring the state and its institutions and meeting the aspirations of our people," he continued.

He expressed his gratitude to the Saudi-led Arab coalition and United Arab Emirates for their unlimited support to the Yemeni people and government in pursuit of peace. He also expressed his gratitude to United Nations envoy Hans Grundberg and the United States' envoy, Tim Lenderking, for their peace efforts.

He vowed that the council will be fully committed to the Gulf initiative, national dialogue

War in Yemen is ‘model’ for success or failure of UNSC: Expert

There is a need for some changes in the structure and work mechanism of the UNSC, say experts

Speaking to Anadolu Agency, Ali al-Dahab, a Yemeni researcher and military affairs analyst, assessed the UNSC resolutions on Yemen during the last few years and their effectiveness in bringing peace to the country.

Seven years ago, in resolution 2216 (2015), the UNSC reiterated its support for the efforts of the Gulf Cooperation Council (GCC) in assisting the political transition in Yemen and commended its engagement in this regard.

Al-Dahab praised the resolution, saying the UNSC was “not mistaken” to make such a decision as the situation in Yemen in 2014 was “threatening regional and international peace and security.”

He noted that the resolution included sanctions against the Houthi rebels, an arms embargo, and called on all Yemeni parties to start a peace process, all of which were in the interest of stabilizing security in Yemen, the region, and the world.

However, al-Dahab said the resolution was “not very effective” in preventing arms smuggling, given the improving ability of the Houthis to develop weapons since its issuance.

“The resolution has only an honorable impact of endorsing the legitimate government and supporting the regional intervention in Yemen,” he said.

Al-Dahab also claimed that the imposed sanctions on Houthi figures did not have any impact on the security of Yemen because those sanctioned figures have no interests outside Yemen but they support the war from their financial activities inside the country.

Call for changes in UNSC

Both al-Dahab and al-Sufari agreed that there is a “need for some changes” in the structure and work mechanism of the UNSC.

Al-Dahab said even if it seems difficult to make some changes in the UNSC, it is “still possible with the emergence of a group of international powers to impose changes in the future.”

“The Security Council resolutions are subject to interests, not principles,” he said.

He said talking about international peace and security is limited to the national and strategic interests of major members of the UNSC and to the extent of their willingness in dealing with hotbeds of tension in the world.

“We noticed the different responses of the Security Council to Ukraine and Yemen, which came according to the extent of the threat to the security of Europe and the West,” he said.

Al-Sufari sees the war in Yemen as a “model” for the success or failure of the UNSC.

“If the UNSC succeeds in Yemen, this will contribute to restoring the societies’ trust in the UN institutions, and in the case of failure, armed groups around the world will get encouraged to use violence to achieve their political ambitions,” he said.

Security Council Press Statement on Yemen

The members of the Security Council highlighted the 7 April announcement of the peaceful transfer of powers of the legitimate Government of Yemen by President Abdrabbuh Mansur Hadi. They welcomed the creation of and assumption of responsibilities — in accordance with this transfer of powers — by the Presidential Leadership Council (PLC) of the Government of Yemen that reflects a broader array of political actors. They expressed their hope and expectation that this will form an important step towards stability and an inclusive Yemeni-led and -owned political settlement under UN auspices, following the 2 April truce commencement. They noted with satisfaction the intention of the PLC of the Government of Yemen to form a negotiating team for the UN-led talks. They reiterated their support for the efforts of the UN Special Envoy, welcomed the Government of Yemen’s constructive engagement, and encouraged the newly formed PLC to continue this in order to reach a political settlement under UN auspices.

The members of the Security Council reiterated their deep concern about Yemen’s humanitarian crisis and encouraged donors to fully fund the UN humanitarian response plan and support the Government of Yemen’s efforts to stabilize the economy.

Legitimacy in their view since 2011 is a matter decided by the outside and Saudi Arabia specifically as the legitimate guardian.

Mixed signals coming out of UN’s Yemen mediation over Houthis’ intent

Wary of unrest in areas under their control, the Houthis are making economic demands.

But the envoy faces economy-related demands from the Houthis who have yet to show signs of reliable intent to maintain the ongoing truce and help build a durable settlement process.

But the UN envoy’s task does not seem easy. Information coming out from the second day of Grundberg’s talks in Sana’a said the Houthis were trying to exploit the international efforts to consolidate the truce in order to achieve a number of gains, especially the alleviation of economic pressures in the areas under their control.

According to sources, the rebels have made new demands, including the treatment of the economy as a neutral ground in the multi-faceted conflict and the payment of salaries for employees in the areas under their control.

The demands came during a meeting between Hashem Ismail, governor of the Houthi-controlled Central Bank in Sana'a and the UN envoy.

Observers say that the Houthis are trying to exploit the desire of the UN envoy to make the truce agreement a lasting success, without making real concessions that would reassure their rivals and create a proper atmosphere of trust towards a viable political settlement process.

On Tuesday, the Houthis’ Al Masirah channel quoted a source familiar with the UN envoy's negotiations with the governor of the Houthi-controlled Yemeni central bank as saying that the discussions touched on the necessity of " keeping the economic aspect neutral, disbursing salaries and unifying monetary policy (with the Bank of Aden)."

The source stated that Ismail addressed "the catastrophic decisions of the other party (the government) and the central bank in Aden, which affected the purchasing power and pushed the Yemeni economy towards collapse."

He said that the final political solution needed to address urgent economic issues, foremost of which is the unification of monetary policy, revenue distribution and the payment of salaries.

Observers say that the new demands put forward by the Houthis are unlikely to be met, as long as the rebels do not show a real desire to end the conflict. They note that the military mobilisation operations they are carrying out in many governorates confirm the suspicion that their acceptance of the truce is nothing but a temporary pause.

UN envoy arrives in Yemen’s capital for talks with rebels

The U.N. special envoy for Yemen arrived Monday in the capital of Sanaa for the first time since he assumed his post eight months ago for talks with the Houthi rebels, his office said.

Hans Grundberg landed at the Sanaa airport with the aim of engaging the Houthi leadership on implementing and strengthening a 60-day cease-fire in the war-wrecked country, his office said.

Grundberg’s Sanaa visit was his first to the rebel-held capital since he was appointed in August because the Houthis refused to receive him. He has met repeatedly with chief Houthi negotiator Mohammed Abdul-Salam in Oman’s capital of Muscat, most recently on Sunday.

The visit was apparently facilitated by Oman, which plays a mediation role in Yemen’s war. Grundberg also met Sunday with Omani Foreign Minister Sayyid Badr Albusaidi before leaving Muscat to Sanaa, the Omani Foreign Ministry said.

[Sanaa gov.] Safer agreement committee head: UN did not present the operational plan stipulated in the memorandum of understanding

The head of the supervisory committee for the implementation of the urgent maintenance agreement and the comprehensive evaluation of the floating tank Safer Ebrahim al-Siraji confirmed on Friday that the United Nations did not present the operational plan stipulated in the memorandum of understanding, despite the lapse of more than a month since its signing.

UN Resident and Humanitarian Coordinator for Yemen David Gressly Remarks on the UN-coordinated plan to address the threat posed by the FSO Safer

My team has been working very hard with others over the past six months to defuse what has aptly been called a time bomb sitting off Yemen’s Red Sea coast.

I am optimistic that the Safer will end up as a positive news story.

We have a new United Nations-coordinated plan to address the imminent threat of a major oil spill from the Safer.
If it were to happen, the spill would unleash a massive ecological and humanitarian catastrophe centered on a country already decimated by more than seven years of war.

The environmental damage could affect states across the Red Sea. The economic impact of disrupted shipping would be felt across the region.

The plan, which I will outline for you, has the support of the parties to the conflict and other key stakeholders.

But we are not there yet.

Without funding over the next six weeks or so, the project will not begin on time. And this time bomb will continue to tick.

My particular concern is we need to finish this operation by the end of September to avoid the turbulent winds and currents that start in the latter part of the year – in October, November December – increasing the risk of a breakup and, also, increasing the risk in conducting any operation So the timing is tight.

In March, a UN-led mission to the Ras Issa peninsula, near to where the Safer is anchored, confirmed that the 45-year-old supertanker is rapidly decaying.

It is at imminent risk of spilling a massive amount of oil due to leakages or an explosion.

The vessel is now beyond repair.

A significant spill would devastate fishing communities on Yemen’s Red Sea coast. Half a million people working in the industry there have 1.7 million dependents.

Two hundred thousand livelihoods could be instantly wiped out by a spill. Whole families would be exposed to life-threatening toxins.

A major oil spill would likely close, at least temporarily, the ports of Hodeidah and Saleef. These are essential to bring in food, fuel and life-saving supplies. Seventeen million people are food insecure in Yemen, already as we speak.

The environmental impact on water, reefs and life-supporting mangroves would be severe. Saudi Arabia, Eritrea, Djibouti and Somalia are also at risk.

Cleanup costs are estimated at US$20 billion.

That does not count the cost of environmental damage across the Red Sea. Or the billions that could be lost due to disruptions to shipping through the Bab al-Mandab Strait, which is also a passageway to the Suez Canal. Think of the Ever Given.

The good news is the United Nations has a viable plan to address the threat. The plan is supported by the Government of Yemen in Aden. As you know, I signed a memorandum of understanding with the Sana’a-based de facto authorities, which control the area where the vessel is located.

The MoU established a framework for cooperation in which the Sana’a-based authorities have committed to facilitating the success of the project.

The two tracks of the operational plan will proceed simultaneously. Raising funds for both is critical to deliver a sustained solution to the threat.

The technical work to establish the costs associated with an appropriate replacement vessel are well under way. We should have that cost soon.

We have also established the cost for the emergency operation at approximately US$80 million. This includes: the salvage operation, the lease of a very-large crude carrier to hold the oil and crew and maintenance for 18 months – the period of time required to get a replacement in place. We have also provided hand-outs that give you more details.

Next week, I’ll lead a mission to donor capitals in the Gulf region to discuss the plan and seek their support.

HOUSE DEMOCRATS WILL URGE BIDEN TO “REBALANCE” SAUDI RELATIONSHIP

Members of Congress drafted a letter demanding information on an unprecedented but little-known report reconsidering U.S.-Saudi relations.

HOUSE DEMOCRATS, frustrated with President Joe Biden’s handling of Saudi Arabia, plan to send a letter to Secretary of State Antony Blinken requesting information on the administration’s assessment of the U.S.-Saudi relationship and urging him to “rebalance” support for the kingdom. While this might seem like a relatively innocuous ask in light of the intense conflict with Saudi Arabia over oil production and the murder of journalist Jamal Khashoggi, the letter hints at the existence of an unprecedented and expansive review of U.S.-Saudi relations conducted by the administration that has not yet been made public.

“A recalibration of the U.S.-Saudi partnership is long overdue in order to reflect President Biden’s important commitment to uphold human rights and democratic values in our foreign policy,” reads a draft of the letter obtained by The Intercept. The effort, led by Reps. Gerry Connolly, D-Va., Gregory Meeks, D-N.Y., and Jim McGovern, D-Mass., currently has more than 20 Democratic members signed on. “We look forward to your response on the status of the review of the entirety of the U.S.-Saudi relationship that takes into account such matters,” it continues.

During his Senate confirmation hearing, Blinken said the administration would conduct a broad review of the U.S.-Saudi relationship, but no review has been discussed publicly since then. According to a U.S. intelligence official with direct knowledge, however, a highly classified National Intelligence Estimate, or NIE, regarding the U.S.-Saudi relationship was completed sometime around the new year and included in Biden’s daily briefing. (The official spoke on condition of anonymity to discuss sensitive matters.)

The letter, which two sources with knowledge of the discussions (but no authorization to speak publicly) say members plan to send to Blinken later this week, contains a litany of grievances about the desert kingdom’s conduct. Key among them is Saudi Arabia’s refusal to increase oil production to alleviate high oil prices amid Russia’s invasion of Ukraine. “Most recently, reports indicate that the Government of Saudi Arabia has rejected cooperation with the U.S. government following Russia’s invasion of Ukraine and the subsequent oil crisis,” the draft states.

The draft letter goes on to cite other concerns underscoring the urgency of the review’s release, including Saudi Arabia’s unilateral pursuit of nuclear technology, the lack of accountability for Khashoggi’s killers, its assault on Yemen, repression of its own citizens, their ballistic missile partnership with China, Saudi industrial espionage conducted against American companies, and a lack of progress on gender and labor rights.

Blinken apologized to UAE crown prince for delayed response to Houthi attacks

Secretary of State Tony Blinken apologized to Abu Dhabi Crown Prince Mohammed bin Zayed last month for the U.S. response to January's Houthi attacks against the United Arab Emirates, two sources briefed on the issue tell Axios.

Why it matters: The Emiratis were disappointed by what they saw as a weak and slow U.S. response to the attacks, while the Biden administration was subsequently disappointed by the Emirati response to Russia's invasion of Ukraine. Blinken’s apology helped to ease those tensions.

According to the two sources, Blinken admitted during his meeting with MBZ in Morocco that the Biden administration took too long to respond to the attacks and said he was sorry.

What they're saying: A senior State Department official declined to speak about Blinken’s private conversation, but didn’t deny this account.

Blinken's Apology Tour

The Biden administration shouldn’t be apologizing to the UAE for being too slow in catering to their wishes.

It is bad enough that the U.S. rushed its own forces to the UAE to help protect them against attacks that their war on Yemen provoked, but to then apologize to their government for not responding even more quickly is truly pitiful. The U.S. is under no obligation to come to the UAE’s aid when it is attacked, and it has been a mistake for the Biden administration to continue arming and protecting the UAE while it supports proxies in Yemen and occupies Yemeni territory. The UAE remains a party to the war on Yemen, no matter what its lobbyists and advocates say to the contrary.

The UAE is a regional aggressor, and it has spent the last several years carving up parts of Yemen for itself.

Letter | In Yemen, U.S. backs the aggressor

Like Ukraine, the Saudi invasion of Yemen was that of a larger neighboring country on its smaller, but sovereign neighbor, for political reasons. But with this war, the U.S. has been directly supporting the Saudi aggressor, so extensively that it’s known in Yemen as the Saudi-U.S. war. We have supplied weapons, intelligence and strategic support like in-air refueling and spare parts that keep Saudi bombers in the air. If we stopped supporting the Saudi-led coalition, this war would end in short order.

Our tax dollars are helping create a terrible humanitarian crisis of death, starvation and displacement. While there is violence on both sides of this conflict, the bulk of the devastation and deaths have been in Yemen.

Mnuchin business dealings reveal gap in conflict-of-interest laws

Former Treasury Secretary Steven Mnuchin and former U.S. ambassador to Israel Daniel Friedman’s reported pursuit of foreign business opportunities in the Middle East within months of leaving the administration reveals a significant gap in criminal conflict-of-interest laws.

The law that governs former administration employees has no restrictions barring former senior officials from seeking funding from sovereign wealth funds or business opportunities in foreign countries where they had significant official responsibilities. This leaves officials like Mnuchin and Friedman free to cozy up to foreign government officials and business while in office in order to take advantage of those relationships after leaving the government.

In February, the Washington Post reported Mnuchin was launching an investment fund with funds from sovereign wealth funds in the Gulf States.

Mehdi Hasan Asks Official Why Biden Can Call Putin a War Criminal—But Not MBS

"Wouldn't we have more credibility if we condemned war crimes by our friends and not just by our enemies?"

During a televised interview late Sunday, journalist Mehdi Hasan pressed a State Department official on U.S. President Joe Biden's willingness to call Russian President Vladimir Putin a "war criminal" while sending weapons to Saudi Arabia as the kingdom wages war on Yemen.

"Ambassador, it is good to see the U.S. government calling out war crimes in Ukraine and assisting in the documenting of those war crimes, but I do wonder, and I'm sure many others wonder too, where is that same kind of commitment when it comes to other conflicts?" Hasan asked.

"For example, the war in Yemen, where multiple atrocities have been documented by both sides, but one of those sides is our ally, the Kingdom of Saudi Arabia," he added. "Wouldn't we have more credibility if we condemned war crimes by our friends and not just by our enemies?"

Beth Van Schaack, the U.S. ambassador-at-large for global criminal justice, responded that "the United States has worked tirelessly to promote accountability and documentation of abuses all across the world."

"There's a number of situations" at the International Criminal Court (ICC)—which probes and prosecutes genocide, war crimes, crimes against humanity, and aggression—that the Biden administration has been "very supportive of," Van Schaack said. "The standards apply to all parties and we are looking at all conflicts around the world with an eye toward bringing the

The exchange on Hasan's show—which airs on MSNBC and the streaming service Peacock—continued with the host pointing out that Van Schaack "didn't address the Yemen war example."

Citing 2016 reporting that the Obama administration—for which Biden served as vice president—allowed a massive arms sale to Yemen despite concerns that the United States could be implicated in war crimes for supporting the Saudi-led air assault on Yemen, Hasan again raised the issue of credibility.

"Wouldn't we have more credibility if we called out war crimes by our own allies instead of selling them weapons?" he asked.

Describing the president's failure to criticize Saudi Crown Prince Mohammed bin Salman, or MBS, as "the most obvious example in the world" of the unequal treatment of leaders accused of atrocities, he added, "How come Joe Biden can call Vladimir Putin a war criminal but not others, for example, the crown prince?"

In response, Van Schaack noted that the Biden administration has diminished the amount of support it is providing to the Saudi-led campaign in Yemen and is working to ensure that those involved in that conflict comply with international humanitarian law, reiterating that "the standards apply to all parties."

DEAL OR NO (IRAN) DEAL

Why is Rep. Ritchie Torres against diplomacy with Iran?

Few progressive foreign policy priorities have been proven more correct, visionary, and critical to global security than the Iran anti-nuclear deal. But, unfortunately, Donald Trump’s unilateral violation of the agreement in May 2018 and his advisors and others’ (looking at you, John Bolton, Mike Pompeo, and the Foundation for the Defense of Democracies) unstrategic (and failed) strong-arming of Iran has only made the country’s nuclear program more advanced.

President Joe Biden, for his part, has appointed a seasoned and well-respected diplomat to renegotiate a return to the Joint Comprehensive Plan of Action (JCPOA) and appears to be close to a final agreement for mutual reentry and compliance with the deal’s restrictions. But, of course, the usual suspects are opposing the agreement.

For some reason, freshman Representative Ritchie Torres of New York is amongst them — and has been very public about his disdain of the Iran deal.

Precarious truce in Yemen opens door for Iranian-Saudi dialogue

The hudna (truce, in Arabic) in Yemen, which went into effect on April 2, opened a window of opportunity for Riyadh to renew dialogue with Tehran. The Saudis and Iranians had engaged in four rounds of talks since April 2021, but the fifth round, scheduled for March, was postponed following the mass execution of 81 people in Saudi Arabia, including dozens of Shiites.

This was Riyadh's attempt at exacting revenge for the numerous Houthi attacks on its oil facilities, but its brutality failed to deter anyone and in the ensuing days, facilities in Jeddah and a refinery in Riyadh were attacked. Now, the ceasefire is allowing the sides to return to the negotiating table.

Officials in Saudi Arabia swiftly exploited the cessation of hostilities to reshuffle the Sunni leadership deck in Yemen.

London-based pan-Arab newspaper Al-Araby Al-Jadeed reported that officials in Baghdad were trying to set a date for the fifth round. Nevertheless, large gaps between the sides remain. The Iranians want to define exactly what the sides will discuss, and the Saudi foreign minister noted that little if any progress had been made in the previous rounds of talks.

According to an official in the Iraqi foreign ministry, who spoke to Al-Araby Al-Jadeed, Iran, among other things, wants Saudi Arabia to stop executing Shiite detainees. This is reverberation from the 2016 execution of prominent oppositionist Shiite cleric Nimr Baqir al-Nimr, which severed diplomatic ties between Saudi Arabia and Iran

Iran FM: US ‘imposing new conditions’ for removal of sanctions

Iran’s foreign minister says the US is “imposing new conditions” for removing its sanctions in order to revive the 2015 nuclear deal, stressing that Tehran will never compromise on its red lines and will seek a “strong” and “durable” agreement.

"On the issue of lifting sanctions, they (the Americans) are interested in proposing and imposing new conditions outside the negotiations," Hossein Amir-Abdollahian said on Sunday.

“We are definitely looking for the sanctions to be removed, but in a dignified manner and through a strong and lasting agreement. However, Mr. [President Ebrahim] Raeisi has always reminded all cabinet members that not all hopes should be pinned on what would happen in Vienna. All state institutions are rather obliged to work to neutralize sanctions and promote the sustainable development of the country’s economy and trade,” he said.

An integrated approach to surveying the archaeological landscapes of Yemen (2017)

Abstract

This paper presents recent research by the Endangered Archaeology in the Middle East and North Africa (EAMENA) project at the Universities of Oxford and Leicester, and Jérémie Schiettecatte at Centre National de la Recherche Scientifique (CNRS) in Paris. It critically investigates the contribution of documenting sites through recent remote surveys using freely available satellite imagery to improve our understanding of ancient landscapes in Yemen, and the role of field surveys and excavations in this process. The documentation and recording includes an assessment of the threat to sites with a view to improving their protection in the future.

from Introduction

This paper explores the potential and limitations of freely available satellite imagery and its use in archaeological research when combined with data gathered during fieldwork in Yemen. The significance of the research is heightened because of the current inaccessibility of Yemen for archaeological fieldwork. While there are limitations in utilizing archaeological data derived solely from satellite imagery, this approach can make a significant contribution to archaeological research in the whole region and specifically Yemen, not least in monitoring land-use change and the impact of these changes on cultural heritage. The research presented in this article shows that both imagery and field-based surveys stand to gain from this comparative approach; while imagery interpretation can be considerably refined and enhanced by reference to field data, the latter may be greatly expanded, particularly in the breadth of its coverage.

from Methodology

This paper tests the application of satellite imagery assessment to the mapping of sites of cultural heritage significance in Yemen. For this article, imagery used consisted exclusively of high-definition virtual globe imagery. Although remote sensing provides a relatively quick tool to map heritage on a large scale, a number of caveats should be borne in mind. In particular, it only rarely allows for fine-grained site categorisation, whether typological or chronological. Moreover, the risk of identifying a large number of ‘false positives’ (principally geological features, or modern structures which bear resemblance to cultural sites) is significant. Another danger is that of representing a skewed cultural landscape, where certain categories of sites, such as fortified hilltop settlements, end up being overrepresented because of their generally better visibility on satellite imagery.

Giant Oil Tanker to Loot Yemeni Oil in US-Saudi Occupied Hadhramaut

Giant oil tanker APOLYTARES has docked in the port of Ash Shihr in Hadhramaut governorate, coming from the Chinese port of Zhoushan, with the aim of looting Yemeni crude oil, a source in the Ministry of Oil revealed to Almasirah on Sunday.

The source pointed out that the Chinese giant tanker is preparing to loot 316,679 thousand tons of crude oil, which is equal to 2,375.090 million barrels.

The oil expected to be looted is 251 million dollars, or more than 226 billion Yemeni riyals, according to the average exchange rates in the occupied areas, according to the source.

The organized looting of Yemeni oil comes at a time when Yemenis are suffering from multiple crises due to the aggression and siege, one of which is the cut off of salaries. These looted wealth are enough to cover the salaries of all state employees, and more, as confirmed by the statistics of the Ministry of Oil.

Observers believe that the looting of Yemeni oil by the coalition and its mercenaries or countries colluding with it is a serious and organized economic crime.

Yemeni Riyal Continues to Deteriorate Against Foreign Currencies in Saudi-UAE Occupied Governorates

The Yemeni riyal exchange rates continued to deteriorate significantly against foreign currencies in the occupied governorates.

The deterioration of the local currency comes as a result of the pro-Saudi government printing one trillion and 800 billion riyals of illegal currency without a cash cover last year, in addition to its acquisition of all fuel revenues in the southern governorates, and their transfer to a special account with the National Bank in Riyadh.

Cash Consortium of Yemen (CCY) - Special Update 04: Impact of Fuel Price on Purchasing Power from December 2021 to March 2022

Key findings:

The Survival Minimum Expenditure Basket (SMEB) are only covering the food and wash sectors. and it’s value increased in both IRG [Internationaly recognized Government] and DFA [Sanaa government] areas due to the Petrol and Diesel prices volatility with taking into consideration the exchange rate stability in the DFA areas

Another main factor contributing to the SMEB value is the Exchange Rate in the IRG areas.

WASH items in the DFA areas is the least affected by the Petrol & Diesel.

In Jan-22, the Food and WASH value had a bit recovery in the prices, and yet, in Feb-22, the prices started to increase drastically as well as the Petrol & Diesel in the IRG areas of interests.

The price of Diesel in Mar-22 reached double the price of Petrol in the IRG areas.

Yemen's truce holds and brings rewards. But for the Shia only

The UN-brokered truce between the government and Houthis in Yemen is indeed holding and bringing rewards for the terrorist theocratic Shia only, and never for the other side, the beleaguered cities held by the government.

Since it entered into effect, the promises to the Houthis in the truce are being delivered as the Arab coalition allowed the entry of increased "humanitarian" aid and fuel shipments to the Shia-controlled Hodeidah seaport, while the Shia maintain their encirclement and the war on government-held cities mainly and Marib as usual as before the truce.

"In fact, the Houthi war on our besieged (western city of) Taiz has become more intense after the truce," activist Ghaleb Abdullah told Alsahwa referring to the past days' heavy shelling on formerly safe Beer Basha neighborhoods near the city center." "The truce addressed Houthis' demands in Sana'a and Hodeidah and left lifting Taiz siege in doubt. This is what made them perceive it as a new a dose of UN emboldening and as a victory.”

Yemen has a reason for hope at last - opinion

The UN brokered a two-month peace agreement in Yemen, and now attempts are being made to make it permanent.

What Yemen needs are elections, an inclusive government and a new structure for the state. UN Resolution 2216 aims to establish democracy in a federally united Yemen. The Houthis must be given the opportunity to choose. Do they wish to remain an outlawed militia permanently or would they prefer to become a legitimate political party, able to contest parliamentary and presidential elections and participate in government? The price would be serious engagement in negotiations aimed at a peaceful transition to a political solution for a united Yemen

Is the Ceasefire in Yemen a Gain for Iran?

Anything that helps the mullahs is unlikely to lead to peace.

This optimism is unearned. The ceasefire likely gives Iran an achievement. What gives theocrats in Tehran an advantage is unlikely to lead to a meaningful peace.

Clearly, the Iranian Foreign Ministry views this as a gain.

But hope alone does not make for good policy. While the Iranian regime and the Houthis don't always see eye-to-eye, and Iran may, at times, struggle to control them, it is well-established that the Houthis are a regime proxy. Indeed, the Houthi slogan is "Death to America, death to Israel, damnation to the Jews," is a variation of the slogan used by the Iranian mullahs in the 1979 revolution.

Yet there has been a strange habit on the part of much of the Western media and a chunk of Western politicians to portray the entire war as being a Saudi-led aggression into the internal affairs of another country—ignoring Iran's role—and to call for the end of the war, essentially, by coercing the Saudi-UAE-Yemeni government coalition to concede.

Yemen and the World Cup

President Hadi delegated the leadership council an irreversible mandate with all its powers in accordance with the Yemeni constitution and the Gulf initiative and its executive mechanism.

This decision is considered a historic step, a real correction to the path of legitimacy, and it reaffirmed Saudi Arabia's keenness on Yemen.

It also shows the skill of the Saudi leadership in handling a thorny and complex file in a clever political way.

“This Saudi political action is in my view equivalent to nothing but the Saudi political action that brought UN Resolution 2216 to light,” an informed Arab official told me. It is noteworthy that Resolution 2216 was issued on April 14, 2015.

With 25 articles, it won the support of 14 members of the UN Security Council, while Russia abstained.

The Resolution refers to President Hadi's request from the Gulf Cooperation Council (GCC) and the Arab League for military intervention to protect Yemen from Houthi aggression.

It stipulates the imposition of sanctions against Abdul-Malik al-Houthi and others accused of “undermining peace, security and stability” in Yemen.

“In my opinion, working in the world of politics and international relations is equivalent in the world of football, not only for qualifying, but for winning the World Cup,” the Arab official added about the ingenuity of Saudi political work and the focus on the Kingdom qualifying for the World Cup.

A well-informed diplomat told me that the “corrective” movement achieved two main goals: “Uniting the anti-Houthi political body with all its components, and leaving the Houthis an opportunity to negotiate to be a partner in the political solution.”

Accordingly, we are facing a historical correction that ensures that the decision today is entirely Yemeni and taken among the parties on the ground, and not by a single Yemeni individual or component. The decision would be based on political, not ideological, understandings.

It also blocks the way to the game of accusations, as everyone is involved in the decision-making.

This corrective step also means that Saudi Arabia was and still is more careful and effective than the West, or the Americans, in dealing with the Yemeni crisis.

It also goes to show that Saudi Arabia is keen on Yemen's unity and stability and does not have subversive roles like Iran.

No one can count the number of foreign calls for peace in Yemen.

Peace always requires the agreement of two sides.

The last hours saw relative improvement in the Yemeni warring parties' commitment to the UN-declared truce, with less breaches reported at war zones, particularly the oil-rich governorate of Marib.
The Houthi group committed limited violations on Sunday evening and Monday dawn in Marib, government military sources said, as some other breaches were recorded in Taiz northern fringes and in Hajjah, according to the Al-Araby Al-Jadeed website.
The [Riyadh/Aden gov.] Yemeni armed forces' media center claimed documenting 72 Houthi breaches, the lest daily average since the truce took effect on 2 April.

On their part, the Houthis reported 81 violations by the army, including 51 sorties by spying planes over Sana'a City, Marib, Taiz, Jawf, Hajjah, Sa'ada, Baydha and Dhalea, according to Houthi military sources.
In the previous days following the truce, daily breaches exceeded 250 from both sides.

Civilians killed, injured as gov't, Houthis trade blames for breaching truce

The Yemeni UN-recognized government and Houthi group on Saturday traded blames for breaching the UN-declared truce tens of times, leaving deaths and injuries among civilians.
On the seventh day of the truce, the Houthi group stepped up its breaches of the UN truce in seven governorates, the government troops-run media center said in a statement.
The group committed 141 violations of the truce in Taiz, Hajjah, Hodeida, Marib, Jawf, Sa'ada and Dhalea governorates, the center added.
These breaches took the form of "attempted targeting of army sites with mortars in all the fronts, sending large reinforcements, infiltrations, deployment of snipers across from army sites, and pavement of roads."
According to Houthi account, two Yemenis were killed and three others were injured when government artillery fired shells at Razih district in the northern governorate of Sa'ada, the Houthi stronghold.
108 breaches were documented in Marib, Jawf, Sa'ada, Hajjah, Taiz, Dhalea and Baydha governorates, the Sana'a-based Saba quoted a Houthi source as saying namelessly.
Espionage planes were spotted as carrying out 76 spying sorties over many provinces and 3 raids on al-Barh area in Taiz, he added, as the government troops fired 8 missiles and mortars at Houthi sites in Marib and tried to infiltrate in al-Silw district in Taiz.

Sources in the battlefield said the Houthis have sacrificed large numbers of radicalized fighters from Friday to Saturday as the militia continue their habitual mad dashes in bid to seize the army's positions in Al-Akad Alramli hill in Al-Balaq mountains.

Since the Stockholm Agreement of December 13, 2018, a ceasefire has been in place for Hodeidah. There are no major offensives, but smaller battles are ongoing and both sides constantly are accusing each other of violating the ceasefire.
