Unknown gunmen attacked on Friday the command of the “first military district” in the city of Sayoun, the capital of Hadramout province.

According to local sources, unknown people riding a motorcycle threw a grenade at the main gate of the command of the first area loyal to Islah, and fled to an unknown destination.

Tariq Affash suffocates “STC” in Aden

Tariq Affash, the commander of the so-called the Guardians of the Republic, succeeded in strangling the Southern Transitional Council (STC) in downtown Aden by attracting thousands of people from the southern governorates and recruiting them in his camps in Mocha, west of Taiz province.

Political analyst Sami Harubi affirmed that “Affash” succeeded in attracting about 3,000 from Abyan’s people to Mocha, and enrolled them in the camps of the so-called “Guardians of the Republic”, indicating that the last batch of them was during the past days.

Harubi explained in tweets on Saturday that Tariq Affash knows where its bread is buttered, noting that he was following the same policy as his uncle, former President Ali Afash.

UAE recruits al-Qaeda members as part of “Tariq Saleh” militia in Mocha

Video footage of a new military batch of al-Qaeda elements circulated on social media, showing that the new elements are ready to take part in fighting within the “Tariq Saleh” militias on the west coast.

Activists accused the UAE recruited elements of al-Qaeda led by Mohammed Tariq Saleh, the son of military commander Tariq Saleh, whom he gave birth to from his secret marriage to a girl from Raymah province.

The activists added that the terrorist elements led by “Mohammed Tariq Saleh” were recruited into two battalions within the militias of the so-called “Guardians of the Republic” in the coastal city of Mocha in southwestern Yemen.

They pointed out that the terrorist elements received military training for two weeks inside one of the camps in the same port city.

Suicide incidents increased among STC militia

The UAE-backed Southern Transitional Council (STC) confirmed the increase of suicide incidents in the ranks of its militias.

This comes in light of the continued suspension of the disbursement of their salaries by the Saudi-led coalition.

Media affiliated with the STC, quoted Saleh al-Obaidi, a military photographer, as saying that he described the situation within the STC military system as “dangerous”, stressing that Suicide incidents increased among the militia.

Al-Obaidi reported that the fighters of the STC were tired of promises to pay salaries.

Islah Party parades its military forces on Saudi borders

The Islah Party carried out on Saturday an unprecedented military parade on the Saudi borders.

This coincides with the escalation of tension with the Saudi-led coalition amid the completion of the cycles of uprooting the party from power.

Southern media reported that the head of the Islah branch in Marib, Aboud al-Sharif, posted photos and videos on his social media page, showing hundreds of armed men on board military vehicles and armored vehicles, and others in combat vehicles, as they flocked to a landfill set up by Islah in the name of Duhm and Bakil tribes against Saudi Arabia and at its border with Yemen.

Islah party had requested support from Arhab and Khawlan tribes in the areas under the control of the Sanaa government.

STC sets new condition for accepting plans to disband its militias

The UAE-backed Southern Transitional Council (STC) on Saturday set a new condition for accepting the plans to disband its militias.

Media, quoting sources in the STC, reported that STC’s president, Aidarous Al-Zubaidi, informed the Emiratis of his adherence to the overthrow of the Minister of Interior in the government loyal to Saudi-led coalition, Ibrahim Haidan, provided that Shallal Shaye, the former director of Aden security, be named the minister of interior.

Al-Zubaidi’s condition coincided with Saudi pressure to dismantle his militias by distributing them to the Ministries of Defense and Interior.

This refers to the STC’s efforts to limit Tariq Affash’s incursion into his stronghold, especially since Tariq is the most prominent claimant of the Interior Ministry, and his brother Ammar was previously named.

Oil spill mixes with drinking, irrigation water in Shabwa

For the second day in a row, a new oil leaked in Al-Rawdah area in Shabwa province, which is under the control of transitional authorities, local sources confirmed.

The sources pointed out that the oil pipeline, which passes from Ayyad area to the export port of Nashima in Ghurair area of Al-Rawdah district, witnessed a large leak of crude oil, and it mixed with the drinking and irrigation water of citizens, which portends a major environmental disaster.

Violent Armed Clashes in Southern UAE-Occupied Cities

Armed clashes erupted, Thursday, in the city of Ataq, the capital of Shabwa governorate, between militias affiliated with the UAE occupation forces and tribal gunmen.

Local sources said that gunmen from the UAE-backed so-called "Shabwa Defense Forces" faction raided a number of homes for citizens in Sae’ed district, under allegations that tribal gunmen were involved in bombings that earlier had targeted a military convoy of Emirati occupation mercenaries.

Merchants in occupied Aden closed the doors of their stores on Tuesday in protest against the arbitrary measures taken by the armed gangs of the Saudi-backed government authorities against them, especially the escalation of the imposition of levies at gunpoint.

A public school on Sunday closed its doors to students in Yemen’s richest oil region in Hadramout, eastern Yemen.

This came against the backdrop of its inability to pay the rent.

The administration of a public school in the oil district of Sah in Hadramout province announced the closure of its doors to pupils due to the failure of the Ministry of Education in the government, loyal to the Saudi-led coalition to rent the school.

Al-Huraizi: Port of Qishn Sold by Leader of Transitional Council

Sheikh Ali Salem Al-Huraizi, head of the Al-Mahra sit-in committee, revealed that a leader of the so-called "Southern Transitional Council" backed by the UAE sold Qishn port to the Saudi occupation, pointing out that the people of Mahra will not waste an inch of their land.

He pointed out that the people of Mahra do not recognize the so-called "Presidential Leadership Council", because this council was appointed by the Saudi and Emirati occupation, and they do not recognize "legitimacy", considering that it is the legitimacy of the people.

[Sanaa gov.] PM Confirms Importance of Paying State Employees Wages Using Oil Revenues

The Prime Minister of the National Salvation Government, Abdulaziz bin Habtoor, reiterated the importance of paying employees' salaries from oil sales revenues. He said, in a statement to Almasirah, Wednesday, that "Our position is firm, that the oil revenues go to an account that will pay the salaries of employees in all of Yemen, according to the 2014 listings."

He explained that the warning operation towards the port of Al-Dabba came as an affirmation of the seriousness of Yemen, and that it is not joking about the rights of its citizens, noting that the enemy is encouraged not to repeat its mistakes.

Bin Habtoor pointed out that the dialogue and communication between the President and a number of international bodies has not stopped, and since the end of the truce, we have met the UN envoy twice.

The Prime Minister stressed by saying: "If the aggression countries understand the message correctly, we will reach the point of peace, and if they don't, the decision remains in our hands."

Sana'a Demands UN to Start Process of Replacing Floating Tank Safer

The Minister of Transport, Abdulwahab Al-Durra, expressed his regret at the delay in starting the process of replacing the floating tank Safer, a decrepit oil supertanker, laden with 1.1 million barrels crude oil, which has been rusting in anchorage off the port of Ras Isa in Yemen’s west coast, according to previous agreement.

His remarks came during his meeting with the head of the UN Mission to Support the Hodeidah Agreement (UNMHA) - the head of the Redeployment Coordination Committee, Michael Beary in Hodeidah.

Minister Al-Durra confirmed that the condition of the tank portends a catastrophe in the event of delay in replacing it with a new tank.

He pointed out that the National Salvation Government is still committed to implementing the Stockholm Agreement, while the coalition places multiple obstacles, which confirms their lack of seriousness.

The Ministry of Foreign Affairs in Sanaa strongly condemned on Friday the Security Council’s recent press statement regarding Yemen, and its attempt to manipulate the facts of events and accuse Sanaa of posing a threat to the peace process in Yemen and to maritime security.

The Foreign Ministry said in a statement “Although Sanaa has taken official announced steps and measures to clarify its position to the world earlier, and has communicated with all countries, oil companies and those oil tankers, that it will not allow the wealth of the Yemeni people to be looted within the framework of its internationally recognized borders, thus fulfilling its responsibility guaranteed by the Constitution of the Republic of Yemen and international law in defending the country’s sovereignty and preserving the interests and wealth of the Yemeni people from any looting or abuses.”

The statement called on the Security Council to understand the nature of the warning message implemented by the armed forces in its correct context without any interpretation, and that it was not an aggressive or offensive message in the middle of the sea or the international navigation path, but rather a warning message inside Yemeni territorial waters and directed to deter those who wanted to continue in looting and stealing Yemen’s oil and natural resources.

STC: Houthi attacks on southern ports tear up peace agreements

Presidency of the Southern Transitional Council (STC) said that the drone attacks launched by Iran-backed Houthi rebels against the southern oil terminals in Hadramout and Shabwa unilaterally terminated all the signed peace agreements.

Oil giant Saudi Aramco’s quarterly profit surges 39% on higher prices

State oil giant Saudi Aramco reported a 39% rise in net income for the third quarter year-on-year, on the back of higher crude prices and tightening global supply.

Net income rose to $42.4 billion for the quarter, up from $30.4 billion the previous year and just above expectations.

Saudi Halloween: Once-Banned Holiday Now Haunted by Saudi Monsters

As recently as 2018, the police raided a Halloween party and arrested people, sending costumed women clamoring to cover up and escape.

But this year, parts of Riyadh, the Saudi capital, looked like creatures from a haunted house had escaped and taken over the city. Monsters, witches, bank robbers and even sultry French maids were everywhere, leaning out of car windows and lounging in cafes.

The scene was a stark — and a slightly spine-chilling — sign of the changes that have torn through Saudi Arabia since Crown Prince Mohammed bin Salman, now heir to the throne and prime minister, began rising to power in 2015 and started doing away with social restrictions one by one.

And the cousins, along with thousands of other 20-somethings in Riyadh who had rushed to get to the city’s costume shops before they sold out, were thrilled by the chance to frighten each other.

“If we go back to the way we were, this wasn’t part of our customs and traditions,” Yahya al-Hazzazi said, as spooky music played over loudspeakers at Boulevard Riyadh City, a sprawling complex of shops, arcades and restaurants that opened in 2019 as part of the government’s push to provide entertainment. “We love to discover new things.”

This being Saudi Arabia, where strategic ambiguity reigns as social changes sweep across the country, the government-sponsored event was not, strictly speaking, a Halloween festival.

Instead, it was promoted as a “horror weekend,” conveniently coinciding with the weekend before Halloween.

Another Mass Execution Could Happen in Saudi Arabia Anytime Soon

A non-governmental organization (NGO) has warned about massive violations of human rights in Saudi Arabia as officials employ brutal forms of physical and mental torture against imprisoned political dissidents and activists, saying another mass execution could happen in the kingdom anytime soon.

How the US can easily alter its relationship with Saudi Arabia

A War Powers Resolution will cut US aid to the kingdom’s war on Yemen; it has wide bipartisan support and a fast track legislative process.

Saudi Arabia’s recent decision to manipulate global energy markets was a politically motivated hostile act. The spike in oil prices will exacerbate inflation in the United States while aiding Russia in its invasion of Ukraine by protecting Moscow from the impact of sanctions.

Following the announcement that OPEC+ would drastically cut oil production, President Biden called for Washington’s relationship with Saudi Arabia to be “re-evaluated,” and members of Congress have proposed legislation that would, if enacted into law, effectively do so. However, only one legislative vehicle — the Yemen War Powers Resolution (WPR) — has a realistic path to success that would enable the transformational shift in the U.S.-Saudi relationship that this moment calls for.

US Navy kills Yemeni fisherman within Yemen’s territorial waters near Mahrah

A Yemeni fisherman was killed on Sunday and two others were wounded when their boat was targeted by the US Navy off the coast of Mahrah, eastern Yemen.

Sources familiar with the issue said that the fisherman died succumbed to his wounds, in addition to the injury of two fishermen who were shot by the US Navy last Wednesday, while roaming the Yemeni waters in the Arabian Sea.

The sources indicated that the US Navy targeted the fishermen’s boat in the waters in front of Hawf district of Mahrah, amid announcing the so-called Coast Guard of the coalition-backed government that they rescued Yemeni fishermen, without mentioning that they were subjected to an American attack in Yemeni waters.

Retired general’s pro-Saudi op-eds didn’t disclose financial incentives

Ret. Gen. ‘Chuck’ Wald regularly promoted a US policy favorable to Riyadh without disclosing his work for the kingdom’s defense ministry.

Over four years, Ret. Air Force General Charles “Chuck” Wald published a series of op-eds with Reuters, NBC News, The Hill, and Newsweek in which he promoted weapons sales, U.S. security guarantees, and closer military cooperation with Saudi Arabia while simultaneously working as a security consultant for the kingdom’s defense ministry.

Readers were kept in the dark about this potential conflict of interest.

Over 500 retired U.S. military personnel, many of them, like Wald, high-ranking officers, were approved by the State Department to conduct work for foreign governments, according to recently released records obtained as a result of Freedom of Information Act lawsuits by The Washington Post and the Project on Government Oversight, or POGO.

Saudi Arabia, the focus of the Post’s reporting on 15 retired U.S. generals and admirals working as contractors for the kingdom’s defense ministry since 2016, reveals a stark example of how mainstream media outlets provide a platform for foreign policy hawks without disclosing their potential conflicts of interest when publishing op-eds whose arguments appear to benefit their foreign clients.

As reviewed by Responsible Statecraft, columns by Wald published by Reuters, NBC News, The Hill, Breaking Defense, and Newsweek appear to pose even more serious ethical issues as he explicitly promoted closer military cooperation and coordination with Saudi Arabia without disclosing his contract work with the kingdom’s defense ministry.

Despite Khashoggi murder, these US universities still flush with Saudi money

Despite pressure to cut ties with the Gulf kingdom, American colleges are receiving more money from Riyadh than ever before.

An analysis of Department of Education records reveals that Saudi Arabia remains one of the largest sources of foreign funding of American universities. In 2019, Saudi donors gave more than $270 million to these institutions, up from $165 million the year before. All told, since Khashoggi’s murder, 144 of America’s colleges and universities have accepted a combined $440 million in Saudi funding. JEHAN HAKIM: Since 2015, there have been almost 400,000 Yemenis who have been killed by the violence and two-thirds of civilian deaths are due to airstrikes. Those airstrikes, I think what maybe we forget or are forced to forget is that these war planes are carrying U.S.-made bombs by bomb manufacturers made here by companies such as Lockheed Martin, Raytheon, General Dynamic and Boeing. And we’ve been supplying the coalition with all of these weapons that are made here.

And the coalition can’t do it without us. And I think that’s an important thing to remember. I know I think people hear that, “Oh, they’ll get their weaponry elsewhere.” Well, let them get it elsewhere. We don’t want to have our hands be filled with the blood of Yemenis.

So we’ve been working to pass a War Powers Resolution ever since 2016 from House Concurrent Resolution to Senate Joint Resolutions that vary in name, different names and numbers, all with the goal of ending the role of the U.S. in this brutal war on my family’s homeland. We were successful in pushing a Yemen War Powers Resolution in 2019 that was bipartisan, as you said.

Trump vetoed it and he stated that “This resolution is an unnecessary dangerous attempt to weaken my constitutional authorities endangering the lives of American citizens and brave service members both today and in the future” which is not the truth from what we’re hearing from some war veterans. But you know here we are fast forward we are hopeful now since two Reps. (Pramila) Jayapal and (Peter) Defazio recently announced their plans to introduce and pass a new Yemen War Powers Resolution that will once and for all, hopefully end unauthorized U.S. involvement in Saudi Arabia’s brutal military campaign.

We’re also hearing a lot of support for the first time around from over 200 representatives on both sides supporting this War Powers Resolution.

Was sich in drei Tagen an der Beweislage geändert haben soll, geht aus den offiziellen Verlautbarungen der EU nicht hervor. Die Bekanntgabe der neuen Sanktionen enthält nichts Konkretes über die Vorwürfe. Iran hat sie unzählige Male für falsch erklärt und zuletzt in dieser Woche die ukrainische Regierung aufgefordert, Beweise für ihre Anschuldigungen zu präsentieren. Auffallend ist, dass die USA und die EU ihre Vorwürfe jetzt direkt mit den Verhandlungen über eine Wiederherstellung des 2015 geschlossenen Wiener Abkommens (JCPOA) in Verbindung bringen, das 2018 vom damaligen US-Präsidenten Donald Trump aufgekündigt wurde. Mit der – nach wie vor nicht bewiesenen – Lieferung militärischer Drohnen verstoße Iran gegen die Bestimmungen der Resolution 2231 des UN-Sicherheitsrats, die zur Ergänzung des JCPOA beschlossen wurde, heißt es. Tatsächlich wurde Iran in einem Anhang der Resolution aufgefordert, keine Waffen ins Ausland zu liefern. Dieses Verbot galt aber nur bis zum Oktober 2020. Außerdem haben die USA durch Trumps Kündigung des Vertrags nicht nur gegen einen einzelnen Punkt der Resolution verstoßen, sondern sie insgesamt gegenstandslos gemacht.
Mit der evident unrichtigen Behauptung, Iran verletze Bestimmungen der Resolution 2231, scheinen die USA und ihre Verbündeten den Abbruch der Verhandlungen über die Wiederherstellung des JCPOA vorzubereiten. Dieser zeichnet sich schon seit Monaten ab. Hier bietet sich jetzt ein Vorwand.

Iran to file lawsuit against US for meddling in Iranian unrest

A lawsuit will be filed in Tehran Justice Department following the determination of the damage of the recent unrest and the United States’ direct involvement in Iran’s riots, an Iranian official said.

Deputy Head of the Iranian Judiciary and Secretary of the country's High Council for Human Rights Kazem Gharibabadi said on Saturday that due to the United States’ meddling and direct role in recent riots, the Justice Department of Tehran has been tasked to file a lawsuit in order to investigate into the damages and meddling inflicted by the US’s direct involvement in the unrest.

As to the destructive role of TV networks such as Iran International and BBC Persian in inciting protestors to destroy public and private properties as well as training them to embark on terrorist acts, he said that the two TV networks and their personnel should be added to the list of terrorist groups and individuals, so the Islamic Republic is preparing documented cases on their anti-Iran attempts, which would be pursued by Iranian and foreign judiciaries in the near future.

The roles of countries such as the UK and Saudi Arabia that host and support the TV networks will not be ignored by the Islamic Republic’s judiciary system, he added.

Relations between the US and Saudi Arabia are worsening.

Saudi ruler Mohammed bin Salman wants to assert himself internationally.

He humiliated the Biden administration by cancelling a secret oil deal.

This week, a diplomat spat between the US and Saudi Arabia degenerated into petty name-calling, a public sign of the dire state of relations between the two countries.

The exchange, fueled by a dispute over oil production, is a further blow to an alliance which for decades has been marked by predictability: The US provides arms and security to the Saudis, and gains a key strategic partner in a volatile region in return.

It is a change driven by the Saudi crown prince, Mohammed bin Salman, who is deliberately snubbing the US in an attempt to chart a more independent path, an expert told Insider.

Giorgio Cafiero, the CEO of Gulf State Analytics, said: "With Mohammed bin Salman at the helm, Saudi Arabia is very determined to assert its autonomy from the US.

"The leadership in Riyadh has been sending many signals to Washington that the Kingdom will pursue its own national interests as perceived by Saudi officials, which includes deepening cooperation with Beijing and Moscow."

Specifically, this has taken the form of Saudi Arabia joining Russia other oil-rich nations to announce a steep cut in production.

This was the exact opposite of requests from the Biden administration to increase oil production, in the hope of lower prices that would help tame US inflation and deprive Russia of revenue.

Per a report in The New York Times, US officials thought they had secured a deal with Saudi Arabia and were blindsided when their plan fell apart.

The result has been humiliation for President Joe Biden, who has sought to build an international coalition against Russia and to build bridges with the Saudis.

"Let's be clear: The Saudi move was done with the full awareness that it would undermine Biden's political position at home and abroad," wrote former US diplomat Aaron David Miller in Foreign Policy of the oil-production cut.

Cafiero, the analysts, said that Crown Prince Mohammed believes that drawing closer to Russia and China will secure more "leverage" internationally.

How A U.S. Arms Embargo Could Impact Saudi Arabia's Air Force

"They cannot move further towards Russia and China in the near term," Khanna told PBS. "They — it would take almost 10 years for them to get be able to get the weapons that we provide, just because of interoperability of these weapons, and, literally, the air force would be grounded to a halt tomorrow if they didn't have American technicians."

"Without U.S. assistance to service its air force, Saudi Arabia's entire fleet would be grounded within months, since foreign weapons systems are generally not interchangeable with U.S. systems and cannot be substituted for them," Blumenthal argued in a recent article for Foreign Affairs.

Consequently, the imposition of an American arms embargo doesn't necessarily mean the entire RSAF would quickly become grounded, although its capabilities would undoubtedly become markedly reduced. And Riyadh would probably have alternatives other than Russia and China for fighters if the U.S. halted arms sales indefinitely.

"Saudi Arabia could always follow the UAE (United Arab Emirates) example and purchase different types of weapons systems from different suppliers," Nicholas Heras, director of strategy and innovation at the New Line Institute, told me. "The advantage to that approach is that it can minimize the risk that political differences with a particular supplier can pose to having access to advanced weapons systems."

Nevertheless, he pointed out that the downside of such an arrangement is "that all those systems from different suppliers might not operate together as well, or suppliers might not have the best maintenance and resupply programs for those weapons systems, as it would be from the United States."

Ryan Bohl, a senior Middle East and North Africa analyst at the risk intelligence company RANE, concurs with Blumenthal and Khanna's shared assertion that it would take years for Riyadh to adequately replace its American hardware, especially advanced jets.

"It takes years to train pilots on specific equipment (two years on the F-16, for example), plus new hardware from other countries could come with language barriers that military institutions would have to adjust to," he told me. "Additionally, pilots would also take years to get used to new equipment (flying an F-16 is quite different than a Rafale or Eurofighter), wasting years of pilot experience on U.S. systems."

"However, if the U.S. did order an (unlikely) full cut off of military aid to Saudi Arabia, the Saudis could continue to conduct limited missions for a time with their U.S. equipment, but they would become increasingly risky without U.S. maintenance support," he said. "Likely, for safety, the Saudis would voluntarily ground most if not all of their U.S.-built air force until the dispute was resolved."

"The Saudis could readily shift to using more of their Typhoon and Tornadoes for military missions if needed while they awaited a resolution of such a hypothetical U.S.-Saudi diplomatic dispute," he added.

Even in the face of an embargo, Bohl doubts that the U.S. would likely try to prevent Saudi Arabia from diversifying its military arsenal by acquiring weaponry from American allies.

"There might be more political repercussions like more threats to reduce U.S. military aid to the Kingdom, but it's not in the U.S. interest to completely cut Riyadh off from international arms sales (and thereby weaken Riyadh against Iran)," he said. "This would also likely upset allies', who also want arms sales to the Gulf, also contributing to why it's unlikely."

On the other hand, Washington would react very differently if Riyadh turns to either Moscow or Beijing for its military hardware.

The Saudi regime must be held accountable, and outmoded arguments about the alleged strategic and economic benefits of the U.S.-Saudi relationship should not be allowed to stand in the way.

While the American public likely supports the backlash in Washington—new polling by the Eurasia Group Foundation shows that majorities of Republicans and Democrats oppose U.S. arms sales to Saudi Arabia—a reassessment of the relationship should have occurred years ago. The White House announced that the kingdom would face “consequences'' for its decision to slash oil production, but it has yet to specify what those consequences will be. There is a danger that the immediate outrage over Saudi-Russian collaboration may pass without any serious action taken to hold Saudi Arabia accountable.

The United States has covered up for Saudi Arabia despite its domestic human rights abuses, brutal war in Yemen, and repression of critics (including the murder of journalist Jamal Khashoggi, a U.S. resident). The argument for giving Saudi Arabia a free pass, including the continuation of arms sales, has been the claim that maintaining the relationship is too important for U.S. national security, energy, and economic interests. The decision to slash oil production, an outright slap in the face to Saudi Arabia’s supposed closest partner, is one example in a long list of reasons why the relationship is not worth maintaining in its current form.

In reality, Saudi Arabia’s support and benefit to the United States has been quite limited.

The Biden administration needs to change the character of the decades-old relationship between the United States and Saudi Arabia. This is true not only because of the latest OPEC+ decision to reduce oil production, which has left Saudi Arabia essentially siding with Putin as he continues his war against Ukraine. The relationship needs to be reassessed because the negative impacts far outweigh the benefits for the United States. The Saudi regime must be held accountable, and outmoded arguments about the alleged strategic and economic benefits of the U.S.-Saudi relationship should not be allowed to stand in the way.

Lack of personal trust accelerates a yearslong split driven by geopolitical and economic forces

An unwritten pact binding the U.S. and Saudi Arabia has survived 15 presidents and seven kings through an Arab oil embargo, two Persian Gulf wars and the Sept. 11 terrorist attacks. Now, it is fracturing under two leaders who don’t like or trust each other.

Saudi Crown Prince Mohammed bin Salman, the kingdom’s 37-year-old day-to-day ruler, mocks President Biden in private, making fun of the 79-year-old’s gaffes and questioning his mental acuity, according to people inside the Saudi government. He has told advisers he hasn’t been impressed with Mr. Biden since his days as vice president, and much preferred former President Donald Trump, the people said.

Geopolitical and economic forces have been driving wedges into the relationship between America and Saudi Arabia for years. But the enmity between Mr. Biden and Prince Mohammed has deepened the tension, and it is likely to get only messier.

“Rarely has the chain of broken expectations and perceived insults and humiliations been greater than they are now,” said Aaron David Miller, a veteran U.S. diplomat in the Middle East now at the Carnegie Endowment for International Peace. “There’s almost no trust and absolutely no mutual respect.”

The decision by Saudi-led OPEC+ to cut oil production—raising crude prices at a time of high inflation just before an American election and despite U.S. pleas to hold off—has cemented both leaders’ resolve to reconsider a strategic relationship that has underpinned the global economy and Middle East geopolitics for almost 80 years, with once-unthinkable retaliatory measures now on the table.

In the Biden administration’s view, the Ukraine war is a decisive historical moment that requires countries to choose a side, with the OPEC+ cut putting the Saudis closer to the Russians. The Saudis see an opportunity to assert their own interests in a world where the U.S. isn’t the undisputed superpower, saying they can support Ukraine and work with Russia in OPEC+ at the same time.

Saudi officials say they are frustrated the relationship is still viewed through the narrow lens of oil and security. Riyadh has framed the recent OPEC+ decision as vital to its core national interests, a technical decision that they say was needed to prevent a precipitous drop in crude prices. Prince Mohammed now sees high oil prices as perhaps his last shot to use the kingdom’s natural resources to modernize the Saudi economy and build a post-oil future.

The White House is wary of blowing up the relationship, which could jeopardize sensitive security operations. Mr. Sullivan said the president would consult with members of both parties—some of whom are vowing dramatic action—about how to respond to Saudi Arabia, including potential changes to U.S. security assistance, when Congress reconvenes after the midterm elections next month.

“The president isn’t going to act precipitously,” Mr. Sullivan told CNN.

The Saudis know they cannot replace the U.S. as a security partner overnight. Shortly after the meeting in Vienna, Saudi officials met with think tanks and lower-level U.S. officials to make their case. They said Washington has underestimated how much Saudi Arabia has helped Ukraine and they were surprised by the American reaction to the OPEC+ decision, meeting attendees said.

One drastic option on the table: Saudi officials have said privately that the kingdom could sell the U.S. Treasury bonds it holds if Congress were to pass anti-OPEC legislation, according to people familiar with the matter. Saudi holdings of U.S. Treasurys increased to $119.2 billion in June from $114.7 billion in May, according to U.S. Treasury data. Saudi Arabia is the 16th largest holder of U.S. Treasurys, according to federal data.

“It’s hard to imagine either side saying ‘All right, let’s put this back together,’ ” said Mr. Cook of the Council on Foreign Relations.

Prosecutors alleged the former Bundeswehr soldiers were motivated by money and fundamentalist Christian beliefs when they tried to form a force of up to 150 troops to intervene in Yemen's civil war.

Two former Bundeswehr soldiers received suspended prison sentences on Monday for attempts to form a terrorist organization.

The Higher Regional Court in Stuttgart found the two German soldiers had tried to establish a mercenary force to intervene in the civil war in Yemen.

Had they succeeded, their mercenary force would have consisted of former and current Bundeswehr soldiers.

The UAE To Deport Tens Of Thousands Of Africans

In a new racist measure, the UAE authorities have taken steps to pave the way for the forced deportation of tens of thousands of Africans after preventing them from renewing work permits.

Ugandan government sources revealed that more than 75,000 Ugandans had become illegally residing in the UAE because they were prevented from renewing their initial work permits.

The sources indicated that most of them travelled on visitor visas for one month, and when they got there, they got jobs, but the UAE authorities refused to renew their permits.

According to the sources, about 100,000 Ugandans live in the UAE, and only 25,000 went there legally through licensed recruitment agencies.

They added that 75,000 are there illegally, while 1,500 are in various detention centres.

Last month, two international human rights organizations presented to the United Nations Human Rights Council, at its 51st session in Geneva, the UAE’s racial discrimination against black immigrants.

Implications of Iran’s domestic unrest for Yemen

'There is a distinct possibility that Iran’s domestic turmoil will hardly impact Tehran’s foreign policy vis-a-vis Yemen'

The full implications of Iran’s domestic turmoil on the country’s foreign policy in the Arab world have yet to be realized. However, it is important to consider how upheaval across Iran stands to impact the country’s agenda in Yemen, where Tehran has spent years sponsoring the Houthi rebels as a pillar of its regional surrogate warfare.

On one hand, Iran’s government is very much preoccupied with domestic unrest and strategies for managing the protests. Tehran might determine that at this juncture the regime needs to channel its resources toward the situation at home and perhaps become less involved in foreign conflicts. This is, at least, what Gulf Cooperation Council (GCC) member states – primarily Saudi Arabia, the United Arab Emirates (UAE) and Bahrain, hope for. Under such circumstances, Iran might invest less in the Yemeni rebels.

Nonetheless, the country has always maintained a “low-cost, high-impact” agenda in Yemen, especially compared to Lebanon, Syria and Iraq, where Tehran’s foreign policy comes at a significantly higher price. Furthermore, compared to Iran-sponsored groups in the Levant, the Houthis have maintained far greater autonomy from Tehran.

“Surrogate operations in Yemen have been delegated to the Houthis. So, obviously there are some components on the ground that deliver Iranian support and training. But these are not necessarily Iranians – they’re using Hezbollah there,” Andreas Krieg, an associate professor at the School of Security Studies at King’s College London, told Daily Sabah.

“The Houthis are a self-sufficient entity. They don’t need the Iranians to be on call on the ground all the time to actually support them. In that respect, it’s not like a lot of attention will be diverted away from the Houthi activity or like the Houthis are going to start acting differently. The Houthis are fairly autonomous in their decision-making,” added Krieg.

At the same time, Tehran might conclude that ramping up activities in Yemen could not only help divert attention from Iran’s internal crises but also enhance Iran’s leverage in the Middle East and beyond.

“(Tehran’s) growing domestic vulnerability could well lead it to double down on such support, since it views its relations with the Houthis and other similar groups as an essential pillar of its security,” explained Thomas Juneau, an associate professor at the University of Ottawa’s Graduate School of Public and International Affairs and a non-resident fellow with the Sana'a Center for Strategic Studies, in an interview with Daily Sabah.

Impact on foreign policy

There is also a distinct possibility that Iran’s domestic turmoil will hardly impact Tehran’s foreign policy vis-a-vis Yemen. “The Islamic Republic faces unprecedented protests, but it is not on the verge of collapse. As long as the Islamic Republic stands, it will continue to support non-state armed groups in the region, such as the Houthis in Yemen,” said Juneau.

The establishment of an international criminal accountability mechanism is an urgent necessity for Yemen

Mwatana for Human Rights said in a statement issued today that Sudanese armed forces affiliated with the Saudi/UAE-led coalition raped six underage girls and one woman and abducted and physically assaulted one minor girl and one woman in Hayran District of Hajjah Governorate, located near the Yemeni-Saudi border, in northwestern Yemen.

Mwatana emphasized that the documented horrific details of the sexual assault incidents are further evidence of the atrocities suffered by Yemeni civilians in a context of ongoing violations of international humanitarian law and international human rights law and continued impunity. Mwatana calls on the international community to urgently establish an international criminal accountability mechanism for Yemen, whose mandate includes documenting violations and submitting public reports on the human rights situation in Yemen, as well as collecting and preserving evidence and building files for future criminal prosecution. It also calls on the international community to open an investigation into these incidents of sexual violence, bring the perpetrators to justice, and provide the victims with reparations.

In 2022 alone, Mwatana documented at least six incidents of sexual violence perpetrated by soldiers of the Sudanese forces affiliated with the Saudi/UAE-led coalition in Hayran District, Hajjah Governorate, which is about 20 km away from the border strip between Yemen and Saudi Arabia. Six incidents of rape were documented.

PetroMasila oil company suspends work in occupied Shabwah following warnings by Sana’a against further looting of oil

Masila Petroleum Exploration and Production Company (PetroMasila) has announced that exploration and production of oil in its oil fields in Shabwah province, eastern Yemen had been suspended.

The company said in a statement that it had halted exploration operations in the Jannah field in Usaylan district, as well as oil production and pumping operations through the pipeline linking to the Naqaa reservoirs.

The statement confirmed that production had stopped in the Jannah field, which was controlled by the American Hunt Company, due to the fullness of the tanks in Al-Nashima port, which were supposed to be emptied last week.

This came after warnings launched by the Sana’a government, calling on foreign companies to stop looting and tampering with the oil wealth of the eastern provinces of Yemen.

In the past two days, Petromasila Company has suspended export operations from its oil fields in Hadhramaut, for the same reasons.

The French company, Total, had earlier announced the suspension of exports from the Balhaf gas facility in Shabwah, following the Yemeni warnings to foreign companies looting petroleum wealth.

Investigation: Sale of Liquefied Gas Was for Serving Foreign Rather Than National Benefit

The fifth investigation of Al-Masirah channel on Tuesday, which comes within the series "Wealth Before the Revolution: Gas the Wasted Energy" revealed the extent of the financial damage from the sale of liquefied gas, including the benefit of foreign companies, not the national interest.

A former official in the Yemen Liquefied Natural Gas Company Ylng confirmed that the Yemeni liquefied gas exports between November 2009 and April 2015 amounted to 500 ships that carried 31 million and 300 thousand tons.

"The revenues from gas exports did not exceed nine billion and 400 million dollars,” he added. “Yemen's share of it was limited to only one billion and 100 million dollars.”

The official explained that Yemen's share of gas revenues amounted to only six percent as a result of the low percentage of profits and the sale of gas at prices that did not reach a quarter of the market prices at the time.

“The low prices of liquefied gas exports caused delays in covering the capital costs of the gas project,” the Undersecretary of the Central Organization for Control and Accountability Faisal Al-Badani told Al-Masirah.

He explained that the prolongation of the recovery period for capital costs besieges Yemen's share at 25 percent of the profits.

How Biden and Progressives Got Saudi Arabia Wrong

U .S.-Saudi relations have been on a steady decline since Joe Biden entered the White House. Relations reached a new low on October 5 when the Saudi-led OPEC+ announced that it would be cutting oil production. A decrease in oil production will drive up gas prices as the United States staves off a recession and will provide Russia with much-needed revenue to wage its war in Ukraine. Both outcomes are unbecoming for a strategic partner of seventy-seven years.

Although the announcement comes at an inopportune time for the Biden administration’s domestic and foreign policies, Saudi Arabia’s action is not surprising. President Biden has mismanaged U.S.- Saudi relations. The drama that surrounded Biden’s July visit to the kingdom and now the cut in oil production are manifestations of the dangers and the shortcomings of pursuing a progressive-influenced U.S. foreign policy.

Although sharp differences between Saudi Arabia and the United States have existed for decades, the differences have not stood in the way of a cooperative relationship. The defining feature of U.S.-Saudi ties has been the mutually beneficial economic-security dynamic. Saudi Arabia provides the United States with cheap access to its oil to the benefit of both economies. In turn, the United States provides Saudi Arabia with security and the means to defend itself.

Masam destroys 1,601 landmines in Bab al-Mandab

Project Masam has successfully removed and destroyed 1,601 landmines, improvised explosive devices (IEDs) and various unexploded ordnance (UXO) in Yemen’s Taiz Governorate.
The destruction operation, in Bab al-Mandeb district, included 451 anti-tank mines, 112 UXO, 451 assorted fuses, 10 anti-personnel mines, five IEDs, and 617 assorted bullets.

Yemen closes al-Mukalla port after detecting suspected Houthi drones

Yemen’s security forces closed the port al-Mukalla in Hadramawt on Tuesday after detecting drones believed to belong to the Iran-backed Houthi militia, local media reported citing sources.

The port was closed after hearing drones which security forces heavily fired at in an attempt to down them, Yemen Monitor reported, adding that it was not clear how many drones there were.

KSrelief's Masam Project Dismantles 808 Mines within a Week in Yeme

King Salman Humanitarian Aid and Relief Center (KSrelief) Project (Masam) for clearing in Yemen, dismantled, during the third week of October 2022, a total of 808 mines planted by the Houthi militia across Yemen, including seven anti-personnel mines, 444 anti-tank mines, 340 unexploded ordnance and 17 explosive devices.
Since the beginning of the project, as many as 369,159 mines have been dismantled.

FINDING REFUGE IN ART

When Covid hit, Mohammad found refuge in art. Thousands of miles away from her home, she was stuck in a hostel room for months.

"The longing for home was beyond words," she said. "At the same time, I was anxious to see my family and my homeland. I couldn’t do photography as well, because there was no way I could go out to capture people and places. The only thing I was left with was an empty canvass with a brush in my hand and some strong feelings to express.

Mohammad feels she has a responsibility towards the women surviving the war in Yemen. she has received recognition for her art and has organised independent exhibitions, which have been helping her sustain herself.

She is now looking forward to holding exhibitions at a larger international forum, so she could raise greater awareness about the war in Yemen through her art.
