Government: STC must abide by its commitment to Al-Riyadh agreement

The Minister of Foreign Affairs, Mohammed Al-Hadhrami said that the Southern Transitional Council (STC) has to abide by its commitment to implementation of the Al-Riyadh agreement.

He affirmed that the government is determined to full implementation of the agreement. He appreciated the Saudi efforts on this respect towards ensuring the agreement implementation.

He said that the government is determined on achieving a comprehensive and sustainable peace in line to the agreed references.

Al-Hadhrami indicated that the Houthis responded to peace efforts with defiance and unjustified escalation.

He said that recent escalation by the Houthis in Nehm, Al-Jawf and Marib obliges the government to study feasibility of the Stockholm agreement on Hodeida.

He said that the government will not accept the use of the Stockholm agreement as an instrument that the Houthis use to wage fighting in other parts of Yemen.

He added that the real objective of Hodeida agreement is not solely to a ceasefire in Hodeida and keep other areas under fire. But, it is intended to liberate Hodeida city and port and to control smuggling of arms and Iranian oil.

The Stockholm agreement on Hodeida is also intended to maintain security of the maritime navigation routes and that the Houthis never misuse the humanitarian aides, according to Al-Hadhrami.

He said that so far none of these objectives has been materialize yet because of the Houthis’ defiance to implementation of the agreement.

My comment: This is a propaganda misinterpretation of the Stockholm agreement. It’s objective never was “to liberate Hodeida city” (that means, to bring it under Hadi government control). This is what the Hadi government had hoped they could achieve by misusing the agreement. Now, when realizing they< had failed, they are lamenting and want to drop the agreement. The minister claims here that the Stockholm agreement would be an anti-Houthi affair; it’s not.

Alsahwa Net- The detainees’ female relatives staged on Wednesday’s morning a sit-in in front of the Saudi-led coalition’s base in Aden demanding disclosure of their forcible disappeared loved ones.

Leadership of the Saudi-led coalition promised earlier in a meeting with representatives of the Abductees’ Mothers Association to investigate forcible disappearance in Aden.

Shabwa governor accuses UAE of financing chaos and exploiting people

Opponents counter that the governor is using the UAE threat as cover to crackdown on separatists in Shabwa

Shabwa Governor Mohammed Saleh Bin Adyo accused the United Arab Emirates (UAE) of financing chaos and exploiting people's needs to serve its ambitions.

Bin Adyo said on Twitter that the money the UAE spends to finance chaos could be better spent “on providing services or helping people fulfill their needs."

"We have a deeper belief that any attempt to disrupt the security and stability of the governorate will fail and that the money paid to cause chaos and spread sedition will not work in the face of the will, determination and wisdom of Shabwa people," Bin Adyo said in a tweet.

The governor’s statements come at a time of heightened tensions in Shabwa between supporters of the Southern Transitional Council (STC) and government forces.

New Saudi Military Vehicles Arrive in Shabwah

A new batch of Saudi military reinforcements has arrived in Shabwah province, south-eastern Yemen, local sources reported on Tuesday.

According to the sources, dozens of Saudi vehicles and armored vehicles on board military trucks, arrived Monday evening, in the city of Ataq, the capital of Shabwah province.

Saudi military reinforcements have moved towards the southern Yemeni city of Aden, the sources said.

Earlier this week, a batch of Saudi military vehicles and armoured vehicles arrived as part of strengthening their military presence in the southern provinces.

This follows renewed clashes between the Emirati occupation militias and al-Islah militants in Shabwah province

STC Welcomes Security Council Statement on Yemen

The Southern Transitional Council (STC) welcomes the statement issued by the President of the UN Security Council on 30 January in response to the renewed escalation in parts of Yemen. The STC further commends the Security Council’s full public support and commitment to enabling the Riyadh Agreement to bring security and a sustainable solution to South Yemen.
Since the signing of the Riyadh Agreement, the STC has engaged constructively with the Yemeni government, and worked closely with our allies the Kingdom of Saudi Arabia and the United Arab Emirates, culminating in agreement on phase two of the implementation process on 9 January, as noted by the Security Council.

Yemen rights group: 200 people assassinated in Aden

The Coordinator for the Advocacy of the Families of the Assassination Victims in Aden said it has documented the assassination of 200 people in Yemen’s interim capital Aden since 2015.

This came during a seminar organised by the body in Aden on Sunday, in the presence of lawyers, jurists and civil society activists.

Association co-founder, Anwar Al-Yafei, said that all the cases have been registered against “unknown persons”.

Lawyer Afra Hariri said the assassinations are a serious crime however it is often impossible to identify who carried them out.

Hariri said security services are part of the problem because they fail to follow up on the crimes and expose the perpetrators.

Since July 2015 the governorate of Aden has witnessed a large wave of assassinations mainly against mosque imams, officers in the security apparatus, the army, popular resistance and the judiciary.

Yemen coast guard battalion in Socotra defects to UAE-backed STC

Officers of the battalion were apparently promised higher salaries by the UAE

The coast guard battalion of the Yemen army’s 1st Marine Brigade on Socotra Island defected from the internationally recognized government on Monday and declared its allegiance to the UAE-backed Southern Transitional Council (STC).

A coast guard official in Socotra told Almasdar Online that officers from the coast guard battalion received promises of higher salaries similar to those the UAE-backed Security Belt Forces were receiving up until recently.

The official added that the battalion raised the STC flag and declared its allegiance to the UAE-backed Council.

Yemen official accuses UAE of backing rebellion

Will not tolerate this 'outrageous and callous behavior in province': Socotra's governor

A Yemeni government official on Tuesday accused the United Arab Emirates (UAE) of supporting military rebellion against authorities in the strategic island of Socotra.

Socotra's Governor Ramzi Mahrous also alleged the Gulf country of supporting the separatist forces of the Southern Transitional Council (STC).

In a statement posted on Facebook, Mahrous said he was surprised by the announcement of the Coast Guard Brigade of the 1st Marine Brigade that it was rebelling against Yemen's President Mansur Abdrabbuh Hadi, and joining the transitional council militia.

He said the "step is a dangerous precedent" carried out by the STC with "explicit support from the Emirates."

Investors plan development of three public parks in Marib city

Plans for the parks include recreational and sports places, green spaces and swimming pools

Officials in Marib governorate said on Sunday that they handed over three sites to local investors for the development of public parks in the capital Marib city at a cost of $4.6 million.

Mohammed Attia, general manager of Marib’s Cleaning and Improvement Fund, said the projects are part of the city's urban development plans in partnership with the private sector to meet the social needs of its citizens.

“The investors will rehabilitate the gardens according to the designs and plans delivered to them, which include recreational and sports places, green spaces and swimming pools,” said Attia.

Yemen goes dark

The Yemeni people’s sufferings have been exacerbated after oil shortages threatened to stop power-generation stations in the temporary capital Aden. Mohamed Al-Sabhi, a spokesperson of the Ministry of Electricity, said on Facebook that “five stations may stop operating due to a lack of oil, particularly diesel.”

He added that Aden was having difficulty providing services to its people after the lack of diesel resulted in power cuts every two hours.

students at the Higher Institute of the Judiciary organised a third protest in front of the Judicial Council in Khor Maksar on Sunday to demand the payment of their grants months after the academic year started.

UN chief Guterres puts Libya and Yemen conflicts at the top of 2020 agenda

United Nations Secretary General Antonio Guterres laid out his plan for 2020 and highlighted the escalation of violence in Yemen and Libya as one of the most critical issues to tackle this year.

Speaking at the UN in Geneva, Guterres said there is "a wind of madness sweeping the globe" as instability erupts into violent conflicts, which are precipitated by failing economic conditions and countries that disrespect the UN Security Council resolutions "before the ink is dry".

Saudi Arabia: Specialized Criminal Court a political tool to muzzle critical voices

A new report published by Amnesty International today exposes how despite all their rhetoric of reforms, the Saudi authorities are using the Specialized Criminal Court (SCC) as a weapon to systematically silence dissent. Alongside the report, the organisation is also launching a campaign calling for the immediate and unconditional release of all human rights defenders detained for their peaceful expression.

In the report titled “Muzzling critical voices: Politicized trials before Saudi Arabia’s Specialized Criminal Court” the organization documents the chilling impact of the SCC’s prosecutions of human rights defenders, writers, economists, journalists, religious clerics, reformists and political activists, including of Saudi Arabia’s Shi’a Muslim minority who have suffered grossly unfair trials before the SCC and received harsh sentences, including the death penalty, under vague counter-terror and anti-cybercrime laws.

Extensive examination of court documents, government statements and national legislation, as well as interviews with activists, lawyers and individuals close to the cases documented were included in the report. Amnesty International wrote to the Saudi authorities on 12 December 2019 and received one response from the official Human Rights Commission summarizing relevant laws and procedures but failing to directly address the cases raised in the report.

“The Saudi Arabian government exploits the SCC to create a false aura of legality around its abuse of the counter-terror law to silence its critics. Every stage of the SCC’s judicial process is tainted with human rights abuses, from the denial of access to a lawyer, to incommunicado detention, to convictions based solely on so-called ‘confessions’ extracted through torture,” said Heba Morayef, Amnesty International’s Middle East and North Africa Regional Director.

“Our research gives lie to the shiny new reformist image Saudi Arabia is trying to cultivate, exposing how the government uses a court like the SCC in the ruthless suppression of those who are courageous enough to voice opposition, defend human rights or call for meaningful reforms.”

The government’s rhetoric about reforms, which increased after the appointment of Crown Prince Mohammed bin Salman, stands in stark contrast to the reality of the human rights situation in the country. At the same time as they brought in a set of positive women’s rights reforms, the authorities unleashed an intense crackdown on some of the highest profile women human rights defenders who had for years fought for those reforms as well as other citizens promoting change.

The SCC was established in October 2008 to try individuals accused of terror-related crimes. Since 2011, it has been systematically used to prosecute individuals on vague charges which often equate peaceful political activities with terrorism-related crimes. The counter-terror law, which has overly broad and vague definitions of “terrorism” and of a “terrorist crime”, contains provisions which criminalize peaceful expression of views.

Amnesty International’s report documents the cases of 95 individuals, mostly men, who were tried, sentenced or remain on trial before the SCC between 2011 and 2019.

Hatice Cengiz tells Guardian world has failed to punish kingdom over journalist’s murder in Turkey

The fiancee of Jamal Khashoggi has said the world has failed to hold Saudi Arabia to account over the journalist’s murder and the kingdom is being “encouraged to do whatever it wants”.

Hatice Cengiz, a Turkish scholar and activist, said the lack of meaningful global sanctions against Saudi Arabia more than a year after Khashoggi’s brutal killing inside the Saudi consulate in Istanbul, had sent a message that the kingdom “can do what it wants, and then get away with it”.

“Because these people were not punished for what they have done, and because the world has chosen to just move on, they can still do what they want,” she said.

In the wide-ranging interview, the 37-year-old spoke of her life since 2 October 2018, when Khashoggi, a Washington Post journalist, who had entered the Saudi consulate to retrieve documents he needed for their marriage, failed to emerge, leaving her waiting outside.

Students protest Raytheon’s presence at ENG career fair

Boston University’s College of Engineering hosted their annual career fair in the George Sherman Union’s Metcalf Ballroom Wednesday. During the fair, students protested outside the GSU in objection to Raytheon, a defense contractor company based in Waltham that appeared at the career fair.

Raytheon manufactures precision weapons and hardware, and is one of the main U.S. military weapons contractors. BU Students Against Imperialism, the organization protesting Raytheon, believe contractors like Raytheon are fueling the humanitarian crisis in the Middle East.

CBP Lied About Iranian-American Detentions, Leaked Memo Suggests

If this memo is authentic, CBP has been caught in a lie.

Last month, U.S. Customs and Border Protection adamantly denied that it was detaining U.S. citizens and legal permanent residents of Iranian descent and interrogating them about their religion and political views. The agency also assured the public that it had not issued any directive related to the detentions and interrogations.

There was already strong reason to question CBP’s denials, given the mounting and consistent reports that border officers were, in fact, targeting travelers of Iranian heritage returning to Washington state from Canada. Now, we have even more reason to think CBP lied.

Last Thursday, a local Washington paper published a leaked CBP directive, which appears to have originated with CBP’s Seattle Field Office. Sure enough, the directive instructs officers to target and detain travelers based on their national origin and to interrogate them about their religious background and beliefs.

Source provides directive telling CBP officers to detain Iranian-born travelers

In a bulletin issued by the tactical analytical unit (TAU) in U.S. Customs and Border Protection’s Seattle Field Office, officers were instructed to conduct vetting on all individuals who met certain criteria, including being Iranian nationals or having traveled to Iran. The bulletin, labeled “Iranian Supreme Leader Vows Forceful Revenge After U.S. Kills Maj. Young people from Sudan tricked by an Emirati security firm into guarding oil facilities under the control of the putschist Gen. Khalifa Haftar returned to their country and are now demanding $30,000 in compensation from the United Arab Emirates-based company, according to Turkish daily Hürriyet Daily News.

According to reports, hundreds of young people had been given UAE visas by travel agencies following advertisements in local newspapers for Sudanese men to work as security guards for a UAE firm called Black Shield. These young people, seeking jobs abroad to earn money due to poverty in Sudan, were first taken to the UAE for a monthly salary of $500. Here, the young people were trained in military camps located in the desert, without being told that they would be sent to war zones in Libya. As the Bahri Yanbu is known to be transporting arms exclusively for the Saudi Ministry of Defence, which is engaged in a military intervention tainted by allegations of war crimes in Yemen, we, representatives of 17 humanitarian and human rights NGOs, express our deepest concerns about the fact that this cargo ship is stopping in France.

We urge you to inform us of the nature of the material to be loaded onto the Bahri Yanbu in Cherbourg and, in the event that it is armament, to inform us of the guarantees given to France that they will not be used unlawfully against Yemeni civilians.

In accordance with the Arms Trade Treaty that it has ratified, France is obligated to prohibit arms exports when there is a risk that they will be used to commit war crimes and other serious violations of international humanitarian law. However, despite the systematic violations by the coalition led by Saudi Arabia and the UAE in Yemen and the risk that French arms could contribute to them, France continues to transfer arms to these two countries.

How do Swiss arms end up in conflict zones?

Swiss weapons have been found in war-torn Yemen and have been used by Saudi Arabia in the Yemen conflict, according to recent media reports. How is it possible that such arms find their way from neutral Switzerland, a country that likes to underline its humanitarian tradition and respect for human rights?

Swiss companies last year exported government-approved war materiel worth CHF510 million ($510 million) to 64 countries, according to the economics ministryexternal link. This represented only 0.17% of total exports, but the arms industry is traditionally important to Switzerland, which is not a member of the European Union or NATO, and maintains compulsory military service.

Switzerland is ranked 13th in the world for exports of major conventional weapons in 2018 by the Stockholm International Peace Research Instituteexternal link (SIPRI).

So, what are the rules?

Swiss arms exports are regulated by the War Materiel Actexternal link (WMA) and its related War Materielexternal link Ordinance (WMO). The main aims of the Act include “the fulfilment of Switzerland’s international obligations and the respect of its foreign policy principles” and “maintaining an industrial capacity in Switzerland that is adapted to the requirements of its national defence”. This reflects a delicate and controversial balancing act.

The WMO requires firms to obtain a licence from the State Secretariat for Economic Affairs (SECO) to export arms and equipment that could be used in conflict.

Not clear cut

However, parliament softened the rules in late 2014, notably introducing an exception for the second point on human rights violators, under which “a licence may be granted if there is a low risk that the exported war materiel will be used to commit serious violations of human rights”. Interpretation of Article 5 also remains a subject of debate.

Where have Swiss weapons ended up?

The top three importers of Swiss arms in 2018 were Germany, Denmark and the US, according to SECOexternal link.

Saudi Arabia, a key partner for Switzerland in the Middle East is a particularly controversial case. When it launched a nine-country coalition to intervene in the Yemen war in 2015, Switzerland stopped its arms exports to Riyadh, but the moratorium was lifted in 2016, even though Saudi Arabia was still involved in the Yemen war. The Swiss authorities make an exception for spare parts for air defence systems, which Saudi Arabia has already procured from Switzerland from the 1980s onwards. A temporary ban was imposed last year after the murder of Saudi journalist Jamal Kashoggi, but it was lifted again in July.

Yemen's Shia extremist militia have recently managed to completely conceal to the outside world their daily atrocities against civilian oppositionists inside Yemen thanks to their control on the country's telecommunication and internet.

As an international submarine cable suffered a break on January 9 and Yemen was left with only 80% drop in internet capacity, the militia reserved the remaining 20% to the capital Sana'a which they control and knocked the government-held parts of Yemen offline and unable to communicate with the outside world.

In addition to the Houthi blackout policy, the United Nations and western media covering the Yemeni conflict seem to habitually ignore the atrocities that the Iran-backed extremists commit even as the government's army is ineffectually defensive in the face of them.

A child, 7, was killed and five people injured on Wednesday during a Houthi missile attack on a neighbourhood in Marib city in northern Yemen.

The ballistic missile fired by the Iran-backed rebels struck a house in the neighbourhood of Al Rawda, in the city's north, about 9.10pm local time on Wednesday.

A medical source told The National that the child was killed and three women and two men from the same family were injured in the missile attack. The roof of the house collapsed over the family.

“Two of the women were immediately taken to the intensive-care unit due to their severe injuries," the source said.

Rafiq Mokbel, a local resident, told The National that the missile caused a huge explosion near his house.

“We heard the siren of the ambulances and of course there were casualties," Mr Mokbel said.

"Some of them are children, we heard from neighbours, because the missile blasted over a residence.

"I heard that a house was fully devastated but I don’t know how many people died."

Yemen: Houthi affiliates from Iran, Hezbollah killed

Senior members of the Iranian military and Lebanese Hezbollah were killed in clashes with the Yemeni army while supporting Houthi rebels, Yemen's information minister said Wednesday.

"Houthi militias are still dragging its affiliates into battles, giving an illusion of victory to their families," Muammar Al Eryani told Yemen's Saba News Agency.

He added that hundreds of Houthi rebels were killed, including its senior leaders.

He also noted that the infighting is still ongoing in areas around the capital Sanaa.

The Houthi rebels have not yet issued a statement on the claims. Iran and Hezbollah, didn't also comment on these claims.

Houthi militia’s projectile falls on store of war remnants in Marib

A projectile launched by the Iran-backed Houthi militia targeted a warehouse of remnants war in Marib Governorate, a military source told 26 September Net.

The store contains quantities of landmines and explosives that were planted by Houthi militia in different areas and had been removed and collected in preparation for destruction, the source added.

Explosions and fire caused by the projectile were contained, said the source.

There are no human losses, the source confirmed.

No evidence found that Arab coalition forces in Yemen attacked fishing boat

The Joint Incident Assessment Team in Yemen on Wednesday said it found no evidence to support a report published by the New York Times in Dec. 2018 that claimed Arab Coalition Forces attacked a civilian fishing boat, killing 11 of the 14 crew members.

The investigation found that Saudi naval ship Makkah and the Egyptian naval ship Alexandria were in the vicinity of the reported attack on Aug. 11 and 14, but did not engage with any surface targets.

Al-Mansour said that an unarmed helicopter from the Makkah took off at 7:50 a.m. on one of the days to carry out a medical evacuation from the Alexandria. It returned to the Makkah at 10:11 a.m.

The Saudi ship Al-Farouq was docked at Jazan Port and left set sail at 6:04 pm on one of the days. However, there were no aircraft on board.

The investigation team therefore concluded that coalition forces did not attack a civilian fishing boat in the Red Sea on either of the dates.

Die FAO spricht von der schlimmsten Heuschreckenplage in Kenia seit 70 Jahren, in Uganda und Somalia soll es die schlimmste seit 25 Jahren sein.

Die UN-Welternährungsorganisation geht davon aus, dass weltweit mehr als 25 Millionen Hektar landwirtschaftlicher Nutzfläche gefährdet sind. The alleged Saudi hack of the Amazon founder, Washington Post owner, and world’s richest person Jeff Bezos offers plenty of insight into the nature of power in an era of headlong technological change. Above all, it confirms the insight that the more things change, the more they stay the same.

If the Saudi government could hack the phone of someone who fully grasps the impact of technology and who has nearly limitless resources with which to protect himself, how can ordinary folks possibly protect themselves from similar intrusions? Only by remaining below the radar and off the grid, and even that approach may not be enough.

Hundreds of Yemeni students studying in China's city of Wuhan have been left stranded for weeks despite the deadly outbreak of the coronavirus, reports revealed, with many warning their food supplies will soon run out.

The students in Wuhan, widely deemed to be the city at the epicentre of the disease which broke out at an exotic animal market late December, have not yet received assistance from either Yemeni or Chinese authorities.

An alarming WhatsApp message purportedly sent by a young Yemeni woman in Wuhan details the frightening circumstances in the ghost city, which she compares to a scene from the apocalyptic Netflix blockbuster Bird Box.

"Most of the students are here on government sponsorships but to this day, the government has not paid towards the student dues," one Yemeni student says in the AJ+ Arabic video.

"Who knows if these students can even pay to leave themselves," he adds.

No official contact was made, Yemeni students in Wuhan confirmed to The New Arab.
"The government has announced on social media that it will solve this issue, however nothing has since happened," a student told The New Arab.
"However, Yemen’s interior minister, Ahmed Al-Maysari has contacted one of the students and offered to personally evacuate the group of students if the government does not take the steps to do so," the student added.

Yemenis fleeing coronavirus in China enter Aden 'without medical checks'

At least 95 Yemenis who fled China entered Yemen’s temporary capital Aden on Saturday, local reports confirmed.

The passengers, who flew out of China over fears of the deadly coronavirus outbreak, travelled via the Sudanese capital Khartoum on Yemen’s Al Saeeda Airlines, local Aden Alghad reported.

None of the passengers underwent medical tests on arrival at Aden International Airport on Saturday morning, the reports added, triggering fears over a potential outbreak in the war-torn country.

According to an AJ+ report published on Sunday, some 170 Yemeni students studying in Wuhan where the virus initially broke out, have yet to recieve assistance from the Yemeni government.

Possible evacuation of Yemeni students from China

The [Hadi gov.] Yemen’s Foreign Ministry said it began discussions on possible evacuation of the Yemeni students from the Chinese Wuhan city, the epicenter of Coronavirus.

Around 170 Yemeni students have been trapped in Wuhan following outdoor restrictions made by the health authorities in an attempt to control spread of the infection.

“We are on direct contact with our students in Wuhan, the corona epicenter,” the ministry wrote on its Twitter account.

“We coordinate with the Chinese authority and our embassy in China to take necessary actions to the students’ needs and possibility of evacuation if needed,” the ministry said.

[from 2017] ‘Distancing to Protect’ (D2P): How a policy of dissociation helped the US prevent the overthrow of Arab Spring regimes

The 2011 Arab Spring uprisings represented a watershed in Middle Eastern history. After long being seen as a region resistant to democratisation, the uprisings seemed to rebuke the culturalist and orientalist analyses that argued that the populations of the region were intrinsically prone to authoritarianism and uninterested in and unsuited to democratic governance. After a brief period where these analyses were widely argued to have been disproved, the destructive aftermaths of the uprisings in the years since - from the wars in Syria, Iraq, Libya and Yemen, to the return of authoritarianism in Egypt - has seen a resurgence of narratives that cite the turmoil as vindication for theories that the region is 'exceptional' in its failure to democratise.
Building on the works of Eva Bellin and Ian Lustick, this paper argues that the failure of the post-Arab Spring transitions could be put down to a pattern of consistent foreign intervention, which have tipped the scales in favour of the ancien regimes and the emergence of 'new-old' authoritarianisms. In particular, this paper suggests that the US-led Western response to the post Arab-Spring conflicts was not one of 'Responsibility to Protect' (R2P) to protect civilians, but Distancing (or Dissociation) to Protect (D2P) the regimes themselves
