New UN envoy to Yemen urged to broaden talks to end civil war

Hans Grundberg must recognise more than two factions involved in conflict, says pro-independence group

The new UN special envoy to Yemen has been urged to broaden negotiations to end the country’s seven-year civil war and include the pro-independence Southern Transitional Council and other factions.

Speaking to the Guardian from Aden, the head of the STC foreign affairs directorate, Mohammed al-Ghaithi, said the UN must recognise that outdated security council resolutions were restricting their efforts.

The current mandate of the UN envoy Hans Grundberg – based on a resolution passed in 2015 – focuses on the internationally recognised Yemen government of President Abd-Rabbu Mansour Hadi and the leadership of the northern-based Houthi leadership.

Many observers say the conflict has long stopped being a battle confined to two forces within Yemen but involves a variety of actors, making a single national solution harder to achieve.

Al-Ghaithi said: “It is crucial that the negotiations need to reflect the realities on the ground. Without southern representation there can be no practical peace plan in Yemen …

“The problem with UN resolution 2216 is that it presumes there are only two warring parties on the ground when the reality is otherwise. When the UN is seriously thinking about ceasefire, safe passage of humanitarian workers and the country’s economic future, it is imperative that it takes into consideration all the parties on the ground and amongst them is the STC.”

UN accused of turning a blind eye to Yemen abuses

Yemen activists denounce the United Nations and its former envoy Martin Griffiths for ignoring rights breaches and putting ‘politics before humanity’.

UN envoy criticised

The deteriorating human rights situation in Shabwah is also the result of a flawed approach to the peace process by the UN and its envoys, which have ignored the instances of the southern regions, Alnoud said.

“The former envoy has allowed the two parties (government and Houthis) to manoeuvre and dominate the agenda as much as they wanted, especially the Houthis,” said Alnoud.

“The government of President Hadi has no legitimacy in the south of Yemen … The new UN envoy (Hans Grundberg) should acknowledge the realities on the ground head-on. There has to be a different approach.”

The UN approach to the conflict acknowledges only two belligerent sides: the Houthis who occupy the capital Sanaa and the north of the country; and the internationally recognised government. Some experts argue this two-party framework is ignoring the realities on the ground in Yemen, including the complexity of its tribal set-up as well as the longstanding southern struggle for independence.

A solution would be to replace Security Council Resolution 2216 and widen the spectrum of political, ethnic, and gender representation at the negotiating table, analysts have said.

Promoting Inclusive Access to Justice in Yemen (PIAJ)

Project Summary

Yemen has experienced protracted conflict since 2015 and is considered to be the worst humanitarian and development crisis in world. Public institutions including Rule of Law related institutions are dysfunctional, lacking infrastructure, equipment and human resource capacities. Lack of inclusiveness in decision making at all levels, spread of corruption, injustice, and insecurity collectively undermine the ability of the Yemeni population to live in safety and security and to have access to effective justice.

The project is framed by a structured ongoing consultative process and bottom-up approach for building-in local ownership, developing local priorities and proposed solutions. The project also supports a strategic approach to Rule of Law coordination and sharing of good practices, through the annual RoL workshop and Steering Group.

This Project Document (PRODOC) represents the cornerstone of UNDP’s second phase of RoL programming and contributes to a larger Draft RoL Programme Vision Strategy that the Embassy of Netherlands for Yemen has already sighted and fed into its design. As the initiation of a larger vision, this project document sets out the three main governorates (plus one additional governorate if required) to be included within this project over a three-year period.

Saudi lobbying jeopardising UN Yemen war crimes probe, rights groups say

Saudi Arabia has lobbied heavily against a Western resolution that would extend the mandate of UN investigators who have documented possible war crimes in Yemen, including by the Riyadh-led coalition, Reuters reported activists saying today.

The Saudi mission to the United Nations in Geneva did not immediately respond to a Reuters query about the allegations. The motion, brought by countries including the Netherlands and Canada, is due to be debated tomorrow in a session of the UN Human Rights Council.

Activists said the vote would be close and might depend on the number of abstentions at the 47-member state forum.

The Group of Eminent Experts, set up by the council in 2017, has found repeatedly that coalition air strikes and shelling as well as killings by the Iran-aligned Houthi movement during the seven-year conflict may amount to war crimes.

UN Rights Body Should Stand with Yemeni People

Renewing Vital Mandate Essential to Support Victims, Stem Abuse

The latest report by the United Nations Group of Eminent Experts (GEE) on Yemen details “over six years of unnecessary suffering” by people in the country. First established by the UN Human Rights Council in 2017, the group is the only international, impartial, and independent body reporting on rights violations and abuses in Yemen.

Now, despite the gravity of the ongoing humanitarian tragedy in Yemen and violations and abuses by all parties to the conflict, the mandate of this essential body is under threat.

Saudi Arabia, a leading party to the conflict in Yemen accused of serious violations including likely war crimes, together with its coalition allies, is engaging in a tireless lobbying campaign to deter states at the Human Rights Council from renewing the GEE’s mandate. Member states bowing to pressure to end the mandate when it is still urgently needed would be a stain on the credibility of the Council and a slap in the face to victims.

The GEE titled their latest report “A nation abandoned: a call to end Yemen’s suffering.” Rather than allowing allow a party to the conflict to evade scrutiny for its own abuses, HRC member states should stand with the people of Yemen by renewing the GEE’s mandate at this critical time.

Yemen: Renew mandate of the Group of Eminent Experts

Human Rights Council member states face a key test later this week as they are set to vote on the renewal of the Group of Eminent Experts (GEE) on Yemen, the only international mechanism mandated since 2017 to investigate violations and abuses committed by all parties to the conflict, Amnesty International said today. Over the past week, Saudi Arabia and other coalition partners have increased their pressure on members of the Human Rights Council to end the GEE’s mandate later this week.

“The Group of Eminent Experts for Yemen has been a solitary and stalwart platform bringing vital international scrutiny to the violations and abuses committed during the conflict in Yemen. Over the past four years, the GEE has issued extensive reports documenting an appalling litany of human rights abuses and violations committed by all parties to the conflict –including arbitrary deprivation of life, recruitment of child soldiers, enforced disappearances, torture, indiscriminate attacks and acute impunity. Failure to renew the GEE’s mandate would signal a bitter abandonment -even betrayal – of the people of Yemen by the international community,” said Agnès Callamard, Amnesty International’s Secretary General.

“We urge all states at the Human Rights Council to stand steadfast against pressure, vote with their conscience and ensure the work of the Group of Eminent Experts is not only sustained, but its recommendations on pathways to accountability are heeded.”

On Thursday, October 7, 2021, the United Nations Human Rights Council (HRC) will vote on a resolution under agenda item 2 to renew the mandate of the UN Group of Eminent Experts on Yemen (GEE) for two-years in the context of the ongoing 48th HRC session.

What is at stake?

Some delegations, who are involved in the conflict in Yemen, want to undermine the GEE by calling on states to vote against its mandate. The GEE is the only international, independent and impartial avenue to examine human rights violations in Yemen and is essential in supporting accountability efforts for millions of victims in Yemen.

The work of the GEE has been instrumental in monitoring and addressing human rights violations by all parties to the conflict in Yemen. It plays a vital role in gathering information, publicly reporting recent patterns of violations and abuses, and providing timely recommendations to the international community concerning the situation in Yemen. In this year’s report to the Human Rights Council entitled “A nation abandoned: A call to end Yemen’s suffering” the GEE exposed again violations by all parties to the conflict and the lack of political will to put an end to the “pandemic of impunity” in Yemen.

UN Human Rights Council must not abandon the people of Yemen: UN investigation into war crimes in Yemen under pressure from Saudi coalition

The United Nations Human Rights Council (The Council) will vote on Thursday, 7 October on a resolution to renew the Group of Eminent Experts on Yemen (GEE), the only international mechanism to examine human rights abuses and other atrocities being committed in Yemen. There are indications that Saudi Arabia and its allies—whose actions in Yemen are also under scrutiny by the Group of Experts —have increased lobbying efforts in state capitals around the world in a bid to undermine support for the resolution and to do away with the GEE.

Civil society, including Yemeni human rights defenders, have warned that failing to support and strengthen the UN investigation could have a devastating impact on the lives of millions of Yemeni citizens. Impunity for war crimes and other violations of international law have fuelled the conflict in Yemen, creating the world’s “largest man-made humanitarian catastrophe.”

According to Radhya Almutawakel, Chairperson of Mwatana for Human Rights, a prominent Yemeni human rights organization, “The GEE is the only independent and impartial mechanism working to deter war crimes and other violations by all parties to the conflict. Allowing this body to be done away with would be a green light to continue such violations, and, in effect, condemn millions in Yemen to ‘unremitting violence, death and constant fear.’”

Renewal and Strengthening of Group of Eminent Experts Mandate Would Be A Victory for Peace in Yemen

National Salvation [Sanaa] Government calls on UN to continue work of Group of Experts on Yemen

The National Salvation Government of Yemen has on Wednesday called on the Human Rights Council to renew the mandate of the Group of Experts as the only UN mechanism that investigates human rights violations in Yemen.

This came during a press conference held by the national team concerned with dealing with the United Nations Committee of Experts at the Ministry of Foreign Affairs building in the capital, Sana’a. The meeting had as aim to clarify the position of the National Salvation Government on the fourth report of the international experts’ group on Yemen, which was submitted to the Human Rights Council on September 14.

'Inclusive settlement' to end Yemen war: UN envoy

UN special envoy for Yemen Hans Grundberg called on Wednesday for an "inclusive political settlement" to end the conflict, as he wrapped up his first visit to the war-torn country.

"The humanitarian and economic impact of the war becomes more difficult to reverse with every passing day. The war has turned daily life into a struggle in Yemen," Grundberg said, according to a statement.

UN Special Envoy Hans Grundberg concludes his first visit to Yemen

The Special Envoy of the United Nations Secretary-General for Yemen, Hans Grundberg, concluded his first visit to Yemen today, Wednesday, after conducting extensive meetings in Aden.

Mr. Grundberg met with the Yemeni Prime Minister, Maeen Abdulmalik, and the governor of Aden, Ahmed Lamlas. He also met with the Chairman of the Southern Transitional Council, Aidarous Zubaidi, the governor of Taiz Nabil Shamsan, and a diverse group of political actors including Al Hirak components and the Inclusive Hadramout Conference. Mr. Grundberg also consulted with representatives of civil society organizations and women’s rights activists.

In his meetings, Mr. Grundberg also emphasized his commitment to inclusivity as a necessity for the sustainability of peace. “Yemen has a rich history of political and social diversity. A durable solution is one that reflects the interests of diverse and broad segments of Yemeni society,” Mr. Grundberg said.

UN Envoy in Aden in an attempt to salvage the Riyadh agreement

The UN special envoy for Yemen, Hans Grundberg, is in Aden where he met with the prime minister, Maeen Abdulmalik, to discuss ways to salvage the Riyadh agreement between the recognised Yemeni government and the Southern Transitional Council (STC). Grundburg stressed the need to implement the Riyadh agreement noting its economic, social and political benefits.

The discussion covered the security aspects of the Riyadh agreement which the government says that the STC is failing to adhere to.

Enhancing ethical peace reporting in Yemen: Peace Journalism Initiative

a platform and recently registered NGO led by young Yemeni journalists, aiming to enhance credible and ethical peace reporting according to high journalism standards. Part of their efforts to empower journalists, youth, women and minorities, the initiative regularly organizes workshops that discuss a range of topics related to peacebuilding and achieving social cohesion. The Peace Journalism initiative perceived their participation in “My Solution” as an opportunity to reach a large number of youth and enhance their awareness on peacebuilding matters such as the role of the United Nations Special Envoy in peace mediation, and the United Nations Resolutions 1325 and 2250 related to the role of women and youth in peace and security.

The project entitled “Peace Lounge”, included discussion sessions, attended by 24 young women and men activists, during which peacebuilding experts presented their experiences and knowledge on peace related matters emphasizing on the importance of including the youth and women in the upcoming peace negotiations.

2021 Nansen Refugee Award celebrates ‘bravery and dedication’ of Yemeni aid group

The Jeel Albena aid organization stayed on the ground during the worst of Yemen’s six-year conflict to provide shelter and hope to thousands of internally displaced people.

The co-founder of a Yemeni humanitarian organization whose team stayed on the ground during the worst of the country’s fighting to help their displaced compatriots tonight accepted the 2021 UNHCR Nansen Refugee Award in a special virtual ceremony, calling it “a moment of great pride and joy” for the organization.

The Jeel Albena Association for Humanitarian Development is based in the Red Sea port city of Hudaydah, which has experienced some of the most intense clashes of the six-year conflict. It is being honoured for its role in providing emergency shelters and other vital services to more than 18,000 internally displaced people (IDPs).

Speaking via video link from the Yemeni capital Sana’a, Jeel Albena’s head and co-founder Ameen Jubran described the award as welcome recognition for the work he and his colleagues have done, despite the often “arduous journey” they have faced.

The Nansen Refugee Award is usually presented in a glittering ceremony in Geneva, where the UN Refugee Agency has its headquarters, but for the second year running this year’s event was held virtually due to the coronavirus pandemic, with participants in several continents interacting via videoconference.

UN High Commissioner for Refugees Filippo Grandi applauded the “bravery and dedication” of Jeel Albena’s staff and volunteers, noting that some 40 per cent of them had themselves been forced to flee during the fighting.

“I could not be more honoured to present this award to Ameen and to his colleagues,” Grandi said.

During his acceptance speech, Jubran described how his organization was drawing on traditional skills and materials to provide displaced families with shelters made from mats of woven palm fronds known as khazaf – a process that also provides vital employment.

Oman's Speech in 76th Session of UN General Assembly

Oman’s foreign policy advocates good neighbourliness, non-interference in the internal affairs of others, respect for international laws and charters, support for cooperation among countries and the enhancement of opportunities for internal dialogue.

The Sultanate also stressed its conviction on the need to resolve differences in a spirit of harmony and tolerance that has always been the mainstay of the country’s human civilization. The Unlikely Diplomat

Hadi Jumaan, a former boy scout and an ordinary tribesman has carried a unique type of diplomacy. He evacuated over 1000 corpses of dead fighters and mediated the exchange of over 200 prisoners of war between the Yemeni government and the Houthis in war torn-Yemen.

What Hadi does is at the core of Peacebuilding. He as he succeeds in getting conflicting parties to agree to respect human dignity in such a hostile conflict environment and also bring comfort and peace to thousands of families mourning their loved ones.

Ich bin gespannt, ob sich der Vorstand der Bundespressekonferenz im vorliegenden Fall dafür einsetzen wird, dass ich als ihr Mitglied meinen 330.000 Abonnenten wieder aus der Veranstaltung berichten kann. Bisher tat er das nie. Merkel-Sprecher Seibert hat mit seiner Reaktion auf die Löschung von RT Youtube geradezu ermutigt zur Zensur. Auch mit ihrem Netzwerkdurchsetzungsgesetz hat die Regierung Betreiber sozialer Medien dazu angestiftet.

Die faktische Konsequenz der Zensur ist Zermürbung. Als Journalist kann man nicht mehr frei berichten, wegen des Damoklesschwerts der Kanal-Sperrung. Das färbt sowohl inhaltlich ab – weil man ständig Pirouetten drehen muss mit Warnhinweisen in den Videos, und auch bei der Entscheidung, worüber man berichtet – wie soll man noch einen Livestream machen, wenn der jedes Mal massive Folgen haben kann?

Vor drei Jahren wurde der Regimekritiker Jamal Khashoggi ermordet. Danach mieden ausländische Politiker den saudischen Thronfolger. Das ändert sich

Experte Sebastian Sons verweist darauf, dass der Kronprinz nach dem Mord an Khashoggi versucht habe, seine Außenpolitik neu auszurichten.

Dazu gehörte das Bestreben, sich von den USA und dem Westen unabhängiger zu machen. „Deshalb hat Mohammed bin Salman sich Richtung Russland, China und anderen asiatischen Staaten orientiert“, sagt der wissenschaftliche Mitarbeiter des Bonner Centers for Applied Research in Partnership with the Orient (Carpo).

Auch in Europa und Amerika hätten zwar die Verantwortlichen zur Kenntnis genommen, dass die Macht des saudischen Thronfolgers unangefochten ist. „Dennoch halte ich es für sehr unwahrscheinlich, dass bin Salman zum Beispiel zu einem Staatsbesuch nach Deutschland oder in die USA reist. Der Khashoggi-Skandal ist noch tief im Bewusstsein verankert.“

Think Tankers Are Skirting Congress’s New Conflict of Interest Rules

House Democrats recently strengthened the “truth in testimony” rule for witnesses at committee hearings, but many are still exploiting loopholes to avoid revealing their affiliations and funding sources.

As The American Prospect’s Jonathan Guyer reported, when Kirsten Fontenrose—the director of the Atlantic Council’s Scowcroft Middle East Security Initiative and a former director of Gulf affairs at the National Security Council during the Trump administration—testified at a March 18 House Foreign Affairs Committee hearing on “Assessing the Human Rights Situation in Saudi Arabia,” she did not disclose any of the funding from Bahrain or the UAE. Alex Kisling, a spokesman for the Atlantic Council, said that since the think tank has not received funding from Saudi Arabia, it did not have to disclose funding from the UAE or Bahrain, because they were not the direct subject of the hearing. Both countries are known for being close allies of Saudi Arabia. Fontenrose did not respond to a request for comment.

Top UAE officials named in illegal US influence operation

The Emiratis continue their illicit campaigns undermining American democracy without consequence.

What was not clear from the indictment was who were the senior UAE officials directing this illicit influence operation. That changed on Tuesday when Bloomberg revealed that those “UAE officials” are actually the very pinnacle of the UAE government, including the UAE’s Ambassador to the United States, Yousef al Otaiba, and even the UAE’s de facto leader, Abu Dhabi Crown Prince Sheikh Mohammed Bin Zayed, or MBZ.

While its extraordinary to learn that the head of a foreign autocracy was directing an illicit influence operation, this is far from the first time the UAE has been caught illegally meddling in America.

While MBZ was directing Barrack and his co-defendants’ influence operation, he was also personally guiding another operation to gain influence in Washington. At MBZ’s direction George Nader — an adviser to MBZ and Donald Trump, who is now in prison on child pornography charges — ran what the DOJ called a “conduit campaign” to conceal the true source of more than $3.5 million in illegal campaign donations. The campaign was initially focused on gaining access and influence within the Hillary Clinton presidential campaign. But, after Trump’s victory in the 2016 election, the UAE’s focus quickly shifted to Trump, beginning with a $1 million illegal donation to his inauguration.

In addition to this illicit campaign contribution scheme, Nader also orchestrated a covert campaign, to vilify the UAE’s rival Qatar in Washington.

What has all this money bought? Silence. As my colleague and I previously documented in Responsible Statecraft, in the weeks after the Tom Barrack indictment was released, the think tanks that receive funding from the UAE said nothing about a foreign power running an illicit operation to influence major U.S. foreign policy decisions. Similarly, no Biden administration official has condemned the UAE for any of these transgressions.

This silence is a threat to U.S. national security, as it invites more interference in American democracy.

The United States, and especially President Biden, must send a clear message to the UAE that meddling in American democracy is unacceptable.

Biden Administration disappoints on Khashoggi anniversary

All signals point to no real arm twisting during the first high level meeting with MBS, who has been linked to the journalist’s murder.

Far from treating the Saudi government as a “pariah,” as Biden pledged to do when he was a candidate, the Biden administration has been slowly and quietly strengthening ties with Riyadh, as well as giving a pass to other U.S. client governments in Egypt and the United Arab Emirates for their own abuses. Apart from some early lip service about ending U.S. support for Saudi “offensive operations” in Yemen, Biden has made remarkably few changes to the U.S.-Saudi relationship and has done nothing to make good on his repeated claims to put human rights at the center of his foreign policy. This about-face is not all that surprising, but it should be identified as the unacceptable hypocrisy that it is.

The administration might argue that it is necessary to meet the crown prince to make progress on certain issues, but the timing of Sullivan’s meeting shortly before the anniversary of Khashoggi’s assassination could hardly have been worse.

These governments have assumed that they can act with impunity because Washington refuses to penalize them no matter what they do.

Until these states face tangible costs in their relationships with the United States, they have little incentive to provide the cooperation the U.S. wants in curtailing domestic abuses, ending the war on Yemen, and de-escalating regional tensions. Pressuring clients is not a cure-all, and it won’t always get the U.S. what it seeks, but we know that U.S. enabling and “reassurance” have encouraged them in their worst behavior and implicated our government in it.

If Biden wants to extricate the U.S. from the region’s conflicts and follow through on his human rights rhetoric, he will need to take a firmer line with reckless, despotic client states.

Yemeni American groups scorch Senate’s War Powers gang

A bipartisan trio of senators who introduced legislation to enhance Congress’ role in war authorizations has some unlikely new opponents: Yemeni American groups and antiwar activists.

In a letter to Sens. BERNIE SANDERS (I-Vt.), CHRIS MURPHY (D-Conn.) and MIKE LEE (R-Utah) obtained exclusively by NatSec Daily, the 12 organizations — including the Yemeni Alliance Committee, Yemen Relief and Reconstruction Foundation, Yemeni Liberation Movement, CODEPINK and Just Foreign Policy — say they have four main objections to the “National Security Powers Act.”

First, they write that Yemeni Americans and other marginalized groups “were excluded from the overwhelmingly white American group that advised in the drafting process.” On Murphy’s website, the majority of the experts expressing support for the NSPA aren’t people of color, the activists note.

Second, the new bill states the president must seek congressional authorization to enter a war zone if the United States plans to be “party” to a conflict. The activists argue that’s a “deeply troubling loophole,” since any administration can say they’re not a party in hostilities, as America is claiming now — even though U.S.-authorized contractors help keep the Saudi air force in the skies.

Third, the activists say the NSPA has “no provision for a concurrent war powers resolution to end an unauthorized war.

Finally, the organizations assert that all the energy being put into passing this bill is taking away from the effort to end the war in Yemen right now. They note that an amendment spearheaded by Rep. RO KHANNA (D-Calif.) to prohibit any U.S. military support for the Saudi-led war passed the House and could make it in the final version of the National Defense Authorization Act. However, multiple congressional and activist sources say the odds of its inclusion are slim.

Curbing Dangerous US Arms Sales: House NDAA Is A Win For Oversight, Accountability

The House version of the NDAA represents the largest package of legislation that restrict weapons transfers since the 1990s — a good first step.

Legislators must take the opportunity to support an unprecedented flurry of amendments aimed at stopping American weapons and training from ending up in the wrong hands abroad.

American arms sales and security assistance have been in national news for all the wrong reasons. In the past six months, Saudi Arabia has used US aid and weapons to worsen the humanitarian catastrophe in Yemen, Guinean soldiers trained by the United States conducted a coup, and the Taliban gained access to caches of US weapons previously used by the Afghan National Army.

Unfortunately, these recent incidents are not aberrations. The United States is the world’s largest arms exporter and it has frequently sold weapons to corrupt, undemocratic, and otherwise risky clients.

This worrying pattern might be changing, however, if several amendments to FY22 NDAA passed in the House of Representatives last week make it into the final version of the legislation. The House version of the NDAA represents the largest package of legislation that restrict weapons transfers since the 1990s when Congress passed a series of laws on end-use monitoring of security assistance. A total of 21 amendments in the House version of the FY22 NDAA work to reduce risky arms transfers, which will protect US reputation and security by reducing American culpability for human rights abuses.

The Struggle For Influence Around The Arabian Peninsula

The continued uncertainty surrounding the Arabian Peninsula is of immense importance for the rest of the world. The Gulf remains the largest energy-producing region on the planet while the Gulf of Aden-Red Sea (GARS) is irreplaceable in terms of the role that it plays in facilitating maritime trade between both sides of the supercontinent. For all intents and purposes, this part of the Eastern Hemisphere can thus be described as one of the pillars of the global economy. There are several trends that influence stability in the Arabian Peninsula. The most significant is the Iranian-Saudi rivalry, which Riyadh regards as bilateral whereas Tehran suspects that the Kingdom and its Gulf Cooperation Council (GCC) allies are acting as proxies of Tel Aviv.

This leads to the next regional trend which is those two earlier mentioned GCC members' recognition of Israel. Iran interpreted this move as being aimed against it and warned that'll be regionally destabilizing. It's unclear whether Tehran fears that Tel Aviv might exploit those countries to intensify what the Islamic Republic suspects is Israel's proxy war against it or if Iran will asymmetrically respond to these fears by scaling up its own proxy wars, particularly in Yemen. In any case, regardless of the reasons behind that recognition, it contributed to worsening tensions between Iran and the Arabian Peninsula countries. The US' recent pressure on Saudi Arabia is the next most important regional trend since this complicated the Kingdom's national security even more.

The last trend of significance is that the UAE is behaving more independently of Saudi Arabia.

US efforts to broaden sanctions on Iran won’t work

The recent push to get China to cut its Iranian oil imports belies President Biden’s so-called ‘relentless diplomacy.’

The United States is at a crossroads with Iran as diplomatic talks to revive the nuclear deal stall. President Joe Biden stated recently that the administration is looking at “other options” beyond diplomacy with Iran, even as he promised “relentless diplomacy” in his first address to the United Nations. Amidst a report the Biden administration is reaching out to China to cut its imports of Iranian oil, it appears the United States is prematurely abandoning the diplomacy-first approach. But a return to sanctions wouldn’t serve U.S. interests.

As a means of pressuring Iran to cut a deal, this is likely counterproductive. Iran views U.S. diplomacy as a Trojan horse as it is. After all, the United States reneged on the nuclear deal first, and it wasn’t very long ago that Washington openly assassinated Iran’s top military leader. Iran’s wariness is hard to overstate. Trying to target one of its few trade lifelines is likely to confirm Iran’s suspicions of a two-faced U.S. policy and disincentivize returning to nuclear negotiations.

China, which depends on importing crude oil, is also unlikely to burn an economic and diplomatic bridge with Iran to curry favor with its biggest geopolitical rival.

The United States doesn’t need to stay locked in a policy which doesn’t suit its interests and invites conflict with Iran and its proxies. Rather than reversing course on diplomacy and doubling down on the same sanctions which have proven ineffective, Washington should make the first overture: end a portion of the most onerous sanctions to provide a lifeline to the Vienna talks. President Biden called for “relentless diplomacy.” That means we shouldn’t relent.

Diese sind seit dem Regierungswechsel im Iran und über die Pilger-Saison in Mekka zu Erliegen gekommen, sollen nun aber mit neuem Elan wieder aufgenommen worden sein. Als Gastgeber sollen der irakische Premier Mustafa Al Kadhimi und dessen Stab dabei auch eine aktive Vermittlerrolle spielen. Dies vermeldet nun die auf die Region spezialisierte Nachrichten-Plattform «Amwaj Media».

Laut einem Exklusiv-Bericht vom Montag fand letzte Woche eine vierte Gesprächsrunde am Flughafen von Baghdad statt, die laut irakischen Quellen sehr positiv verlaufen sei. Teilnehmer seien der Sekretär des Nationalen Sicherheitsrates in Teheran, Ali Shamkhani, und der saudische Aussenminister Adel Al-Jubeir gewesen, also sehr hochrangige Vertreter beider Seiten.

Der Bericht beruft sich auf mehrere Quellen aus dem Irak. Demnach sei die Annäherung zwischen Teheran und Riad inzwischen so weit gediehen, dass konkret und in Details über eine Beilegung des Bürgerkrieges im Jemen, die Wiederaufnahme diplomatischer Beziehungen und den Bau einer Landverbindung – sprich Autobahn – zwischen den «heiligen Städten» Mashhad im Iran über das irakische Karbala nach Mekka gesprochen worden sei (Link).

Saudi confirms first round of talks with new Iranian government

Saudi Arabia confirmed on Sunday it had held its first round of direct talks with Iran's new government last month, part of a process begun earlier this year to reduce tension between the Gulf's rival Sunni and Shi'ite Muslim powers.

Foreign Minister Prince Faisal bin Farhan Al Saud said the latest round had taken place on Sept. 21. He did not give the location of the meeting. The date coincides with a speech by Raisi at the UN General Assembly in New York.

"These discussions are still in the exploratory phase. We hope they will provide a basis to address unresolved issues between the two sides and we will strive and work to realise that," he told a joint news conference.

Research concludes it ‘was probable’ that Menwith Hill was used to assist in the controversial assassination

Campaigners have called on ministers to explain whether the secretive Menwith Hill intelligence base in Yorkshire is involved in recent drone strike assassinations, after the publication of a report that raises questions about UK involvement in US attacks.

A foreword to the research, written by the Menwith Hill Accountability Campaign, concludes it “was probable” that Iranian general Qassem Suleimani was killed in January last year using information obtained from the British site, essentially an outpost of the US National Security Agency (NSA).

The full report also raises questions about whether British personnel on the site are involved in assisting deadly US drone strikes – in particular in Yemen, Pakistan and Somalia, all conflict zones where the UK is not formally at war.

Barnaby Pace, an investigative journalist, complains in the report that the US and UK forces at Menwith Hill “operate beyond public scrutiny and accountability” – and that, unless there were change, “Orwellian surveillance systems and extrajudicial executions exposed in recent years will likely continue”.

Bahrain authorities jailed hundreds of children: Report

Some 607 children endured various forms of physical abuse while held in Bahraini prisons over the past decade, new investigation reveals.

At least 607 children were subjected to various forms of torture by Bahraini authorities while in detention over the past decade, a new Al Jazeera investigation reveals.

The findings of the programme were based on leaked judicial reports as well as testimonies from children who described being threatened and, in some cases, physically abused during interrogations.

These interrogation sessions were often carried out without the children’s parents or their lawyers present, according to documents from the Bahraini public prosecution that were obtained by the programme.

Sources in the prosecution’s office, speaking on condition of anonymity, told Al Jazeera there are more than 150 children currently detained in Bahraini prison facilities.

The investigation found that a handful of statements provided by children were changed to accept charges brought against them after initially denying any wrongdoing, supporting claims of having been verbally and physically abused by authorities to forcibly extract confessions.

In one recorded statement obtained by Al Jazeera, a young man who has been held inside a prison facility since he was 16 years old spoke about solitary confinement. He said those who are taken into solitary are often chained to the bed or have both their hands and feet cuffed.

“They often cannot shower or change their clothes,” the detainee said in the recording.

The programme also reported at least 193 children received prison sentences between 2011 and 2021. Some were given life terms, according to the findings.

UK High Court finds that Dubai ruler hacked ex-wife’s phone

The ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum, hacked the phones of his ex-wife Princess Haya and her attorneys during the legal battle over custody of their two children, Britain’s High Court found Wednesday.

Sheikh Mohammed, who is also vice president and prime minister of the United Arab Emirates, gave his “express or implied authority” to hack the phones of the princess and her attorneys using Pegasus spyware produced by NSO Group of Israel, the court said. The software is licensed exclusively to nation states for use by their security services.

26 fishermen freed from Eritrean prisons arrive in Hodeida

A total of 26 Yemeni fishermen, who were detained in Eritrean prisons, arrived on Sunday evening at the Fish landing Center in Al-Khouba area of, Al-Luhiya District, in Hodeida province.

Director of the Fish Landing Centers at the General Authority for Fisheries, Abdulmalik Sabra, and the director of the landing center in Al-Khouba, Mohammed Al-Mahdali, said that these fishermen had been arrested from Yemeni territorial waters and detained in Eritrean prisons for 40 days.

The fishermen explained that the Eritrean forces confiscated their seven boats they were on along with their fishing equipment and means, and denounced the continued assaults and piracy against the fishermen.

The Red Sea Meeting and Emerging Efforts for Gulf Reconciliation

Following 43 months of the blockade of Qatar, the Saudis, Emiratis, and Bahrainis agreed to lift the siege in January. Indeed, the Gulf monarchies have taken important steps this year to better manage, rather than escalate, their tensions. This does not mean that major differences between GCC members have been resolved. To the contrary, although regional states have done much throughout 2021 to minimize friction, deep ideological tensions and various forms of competition continue to shape intra-Gulf relations.

Turning the Page on the 2017 Gulf Crisis?

Experts maintain that now the Gulf monarchies are keener to address differences in more private, and less public, ways.

Dr. Annelle Sheline, a research fellow at the Quincy Institute for Responsible Statecraft, said that the Red Sea meeting and the sharing of the photo on social media speak to the desire in Riyadh and other Arab capitals to make the most of a new chapter in relations with Doha.

Whether the UAE is truly on board with regional reconciliation is subject to skepticism. Experts agreed that at the beginning of 2021, shortly after the al-Ula accord resulted in the blockade of Qatar being lifted, the UAE was far less enthusiastic about GCC reconciliation than its neighbors.

TbZ’s visit late last month to Doha, where he met with the Qatari emir, may signal a shift in Emirati willingness to join Riyadh in pursuing rapprochement with Doha. Considering how UAE government officials and media pundits spent years accusing Qatar of sponsoring terrorist organizations and threatening the region’s security, this shift would be remarkable.

Brave Yemen: Restoring faith in business

The Business Resilience Assistance for Value-adding Enterprises (BRAVE) project aimed to enhance the resilience of the small and medium-sized enterprises (SMEs) in Yemen in vital sectors against the impacts of the ongoing conflict. Some positive results of the project include: the creation of new jobs, the sustaining of existing ones and the restoration of trust links across various value chains.

The traditional response to rebuilding businesses affected by conflict is to enter the arena in the aftermath – a delayed response. Post-conflict reconstruction programmes tend to follow immediate responses that are, rather than supporting the private sector earlier on, purely humanitarian. International programmes such as these may distribute direct cash, medical supplies, and so on. The BRAVE Yemen project, conversely, found a new way of working through conflict: supporting local businesses in the community through conflict rather than after it.

Arman Kulchmanov was the Lead Project Manager of BRAVE Yemen. Principal of the Industrial Business Environment Support (IBES) programme at the Islamic Corporation for the Development of the Private Sector (ICD), Arman said: “We don’t argue that it’s important to provide humanitarian help. What we are saying is that our project actually had an alternative opportunity.” This project was “absolutely innovative,” he added. “It is very rare, if not the unique case, among all the development financial institutions, for the international organizations to deal with fragile settings in the context of ongoing conflict.”

This sort of intervention, Arman explained, provided the difference between opportunities for employment, or people and businesses simply leaving the country. Without such opportunities, he said, “the population can feel lost,” and in a setting where there are a lot of internally displaced people and immigrants, they may simply exit. “

The priority sectors targeted by BRAVE Yemen were healthcare, agriculture, fishing, food processing and clothing. The project was implemented across the country, with a focus on Aden, Hadramout, Hodeida, Sana’a and Taiz.

Documents indicate that Al-Hassan was registered as a manager of Larkmont Holdings Limited in the British Virgin Islands on December 13, 2016, less than one year after the Arab coalition launched "Decisive Storm" against the Ansar Allah group in Yemen.
One of the company’s activities was the purchase of weapons from the Serbian “GIM” company, owned by the father of the Serbian Defense Minister, Nebojsa Stefanovic, but a group of these weapons reached the hands of the terrorist organization “ISIS” in Yemen.
The documents indicate that Al-Hassan, when he was registered as a director of Larkmont Holdings Limited, registered an address for him, which, upon verification, turned out to be the address of a Saudi military company called "Rinad Al Jazeera LLC" , headquartered in Riyadh. The company's website was suspended during the investigation period.

The documents reveal that the Saudi Ministry of Defense assigned contractors, the documents indicate that their addresses are in the United Arab Emirates, but their nationalities were distributed between Romania, America, Saudi Arabia and Bulgaria, to purchase and transfer the Serbian weapons that it had purchased.

The deal included the delivery of more than 7,000 pieces of 82 mm mortar shells M74 (white phosphorous) from the Serbian Krusik factory, destined for Saudi Arabia, with a value exceeding $217 million.

In a report published by the "Washington Post" and other media outlets, Saudi Arabia used white phosphorous in its operations in Yemen, whether against targets on the border near the city of Jizan or in the capital, Sanaa. Those reports indicated that the United States was the one who supplied Saudi Arabia with white phosphorous. Accordingly, Saudi Arabia may use Serbia to supply it with phosphorous, in anticipation of media criticism targeting the United States' supply of internationally prohibited weapons to Saudi Arabia.

The chance for peace in Yemen

Through its determination for achieving peace, the government aims to protect all Yemenis, including the Houthis. However, the Houthi coup against the legitimate authority and its control of certain provinces caused a civil war and afterwards the world's worse humanitarian crisis according to the United Nations.

On the ground, there have been no military air operations for over a year. The restrictions on Saudi military capabilities will also lead to a change in directions toward European and eastern markets. Eine größere Offensive mit größeren Erfolgen und Geländegewinnen für eine Seite bleiben seit der Offensive der saudischen Koalition gegen Hodeidah im Jahr 2018 aus. Kleinere Offensiven, ständige gegenseitige Angriffe und Gefechte mit Toten auf beiden Seiten und Opfern unter der Zivilbevölkerung gibt es aber ständig. Four employees of the airport of Saudi Arabia's southwestern city of Abha have been injured as a result of an attack carried out by an explosive-laden drone launched by the Yemeni Shia Houthi rebels, media reported.

Humanitarian catastrophe looms as Houthis tighten blockade on Marib

More than 35.000 residents of Al-Abdiyah district in Yemen's Marib province are facing a looming catastrophe due to a tight blockade imposed on the district by the Iran-allied Houthi group, a government report said on Tuesday.

The group has been blocking the entry of food and medical supplies to the district for two weeks, the report which was prepared by the human rights ministry said.

There is no food, water or medical storage in the area and the locals are now drinking unclean water, it said, adding that the people are dying slowly amid suspicious international silence over Houthi crimes.

Save the Children’s Country Director for Yemen, Xavier Joubert, said:

“In just 72 hours 56 casualties have been recorded, including 11 fatalities. Devastatingly, three innocent children are among the dead. Almost every day we hear of children and families caught up in the fighting, often paying with their lives. Yemen’s children risk death or injury by venturing outside and get caught up in the frequent shelling and bombing of places where they should feel safe – homes, schools, hospitals, and marketplaces.

“Many have seen loved ones die before their eyes. This is the tragic reality for millions of children who are trying to survive the world’s worst humanitarian crisis. Over the last few months we have seen a significant increase in fighting coupled with heightened levels of civil unrest, which is exacerbating the humanitarian needs of civilians.”

Save the Children calls on warring parties to respect International Humanitarian Law and International Human Rights Law and take all adequate measures to protect civilians and civilian structures in times of conflict.

The missiles landed in the residential Rawdha neighborhood, according to Ali al-Ghulisi, the provincial governor’s press secretary.

He said dead include Ghozlan Feisal, 4, and her Radad, 2. At least 32 others were wounded, including five children and four women, he said. Among the wounded were a mother and her seven-month-old child, both were in serious condition, al-Ghulisi said.

There was no immediate comment from the Houthis on the attack.

The missiles destroyed two houses, damaged 10 others in the neighborhood and burned eight vehicles, he said.

Qasem Buhaibeh, the health minister of the internationally recognized government, said in a tweet that the attack was part of Houthi’s “continuous war crimes with silent world.”

Houthi missile strikes on the Yemeni city of Marib on Sunday killed a woman and two children and wounded at least 30 other people, military sources said.

Two missile launched by the Iran-backed rebels hit a residential area, military sources told AFP, adding that six women and five children were among the wounded.

The tolls were confirmed by medical sources.

One of the missiles was aimed at the home of army Chief of Staff Gen Saghir bin Aziz, while the second hit civilian homes near by, military sources said.

"The targeting of women and children is the work of cowards," Gen Aziz said on his Facebook page after the attack.

MSF teams treated 14 people including women and children amidst a new wave of conflict in the area

Multiple civilians have been injured and at least four killed, including two young children, in missile attacks in the residential area of Rawdah Jadidah in Marib governorate on Sunday 3 October, said Médecins Sans Frontières/Doctors Without Borders (MSF). MSF staff working in the emergency department of Marib General Hospital, in conjunction with other hospital staff, treated 14 people including women and children; eight of whom were in a critical condition, while four arrived at the hospital deceased.

MSF teams received two children who died of their injuries. Among the injured, MSF treated a pregnant woman with blast injures to her chest, a child with multiple shrapnel wounds, and a two-month-old baby with a traumatic brain injury. The pregnant woman and baby were later transferred to another hospital that specialises in maternity and paediatric care for further treatment.

By the advent of the 19th century, and for multiple reasons, Yemen lost its control on coffee export, from its clay ports to the countries worldwide; nevertheless, the Yemeni coffee trade -at that time- did not disappear or decline.

Based on documents from the American National Archive, one of the studies, (Holm Akhdar obtained copy of it), documents an important aspect of the untold story about the Yemeni coffee trade and export during the first half of the 20th century.

This article, traces the story of the international competition to dominate Yemeni coffee in the 20th century, and how American, Italian and French merchants sought to control the export of Yemeni coffee, which is considered the finest in the world.
