UN Special Envoy to Yemen Hans Grundberg ended a visit to Muscat, Oman, where he met with Omani officials, rebels’ representatives, and representatives of the Int’ community on developments in #Yemen and efforts to reach a comprehensive political solution

Civil Society Organizations in Yemen for making actual and sustainable peace

Mr. Hans Grundberg

United Nations Secretary-General Special Envoy for Yemen

We, the undersigned civil society organizations in Yemen, work every day under intolerable conditions to improve the living conditions of millions of Yemenis. We represent the voices on the ground and our work across the country in the areas of emergency humanitarian response, local development, peace-building, youth and women's empowerment, and representing the interests of the poor, marginalized and vulnerable.

CSOs appreciate your efforts to move forward towards a political solution, a just and sustainable peace, and to address the troubling economic and humanitarian conditions at the same time express our regret that the international efforts to end the war in Yemen have been limited to the conflict parties, that have been overtaken by events and have proven to have failed during the past seven years of war; We, therefore, appeal the inclusion of civil society organizations in the UN-led efforts to build peace in Yemen. Without doing so, the prospects for the eventual success of any agreement will be significantly reduced.

Why is that important? Local organizations have become a real weight, an effective and influential presence on the ground, and have close relationships with local communities across Yemen, which have stood with them throughout the war years, providing them with their basic living requirements, restored many of the services destroyed by the warring parties, defended peace and stability and achieved Concrete successes in maintaining community cohesion, resolving local conflicts, delivering relief aid and reopening roads. Therefore, leaving them outside the negotiations severely reduces the prospects for achieving peace in the long term, even if the warring parties agree to a cease-fire.

The active participation of civil society organizations is essential for the peace process's success. Civil society organizations can make valuable contributions to negotiations, including technical expertise, knowledge of hard-to-reach areas, and the local communities' and marginalized groups' perspectives whose voices are often not heard in negotiations.

For this, we look forward to meeting you to listen to us and to agree on an action and cooperation mechanism to build lasting peace in Yemen. We do not only talk about issues but always provide solutions.

Yemen: Dialogue and compromise ‘only way forward’

A comprehensive negotiated political settlement is needed to end the violence in Yemen “once and for all”, UN Special Envoy Hans Grundberg told the Security Council on Thursday.

“Yemenis, without exception, stressed the necessity to end the war”, he said, highlighting the urgent need to stabilize the economy, improve basic services and facilitate free movement both inside the country and across its borders.

The UN official upheld that Yemenis also acknowledged that their country cannot be effectively ruled by one group alone and that “a durable peace will require pluralism”.

Yemenis have raised concerns with the UN Envoy over the systematic erosion of fundamental rights and State institutions as well as a generation of children traumatized by war who lack basic education, he said.

“Ending the war is, therefore, only a first, but an essential step in a long recovery that includes healing societal wounds that are deepening with each day the conflict continues”.

Noting a widening gap in trust between the warring parties, Mr. Grundberg observed that “a durable solution can only be achieved through a comprehensive negotiated political settlement”.

He said that “there should be no preconditions” for urgent political talks and stressed that humanitarian actions “not be used as political leverage”.

“Dialogue and compromise are the only sustainable way forward…[and] measures to mitigate the immediate impact of the conflict on civilians are of paramount importance”, the UN envoy spelled out.

In addition to paying salaries, roads in Taiz, Marib and elsewhere need to be opened and restrictions lifted on fuel and goods through the crucial Red Sea port of Hudaydah, where most goods into Yemen must pass.

These steps, which can “tangibly improve” lives in the immediate term, must be addressed urgently by the parties, and need to be encouraged by the international community, particularly regional Member States, he said.

Mr. Grundberg told ambassadors that military escalation on the ground has taken “an alarming turn” as Marib and its surroundings remain the “epicentre of the war”, leaving thousands of people in a desperate situation.

“We reiterate the call on all parties to facilitate safe, timely and sustained humanitarian access to the affected areas”, he said, calling on “all parties to de-escalate”.

At the same time, public executions, enforced disappearances, killings, and the use of live ammunition against protestors are leaving a widespread legacy of human rights violations.

Despite continuing impunity, lack of culpability and the failure to renew the mandate of the Group of Eminent Experts, Mr. Grundberg said that the UN would “continue to press for accountability”.

While visiting Aden, he underscored the importance of economic recovery and basic service delivery but observed that sustainable improvements would be impossible unless political actors work across the political divide.

Pointing to serious security incidents across the south, including an assassination attempt on Government officials, the UN envoy called the current situation “untenable”, stressing the importance of implementing the Riyadh Agreement to end infighting between the Government and separatist allies in the south of the country.

He lauded the “tireless efforts” of the UN mission to support the Hudaydah Agreement to reactivate the work of the Redeployment Coordination Committee, describing it as “the only viable framework to ensure sustained de-escalation, mitigate the impact of violence on civilians and alleviate the humanitarian situation”.

In closing the UN envoy maintained that an inclusive political settlement will be “a laborious and complicated task that will take time, but it must take place”.

Amidst escalating tension between the pace of the war and the economic collapse on one hand, and the time needed to devise and consult on a feasible way forward, on the other, he said, “my aim is to forge agreement on a way forward”.

“Yemen is growing more violent – not less”, UN Deputy Emergency Relief Coordinator Ramesh Rajasingham said, painting a grim picture of instability, economic collapse and the dire need for aid.

He noted that fighting is wreaking havoc on civilians as humanitarians are running out of funds and will soon have to cut programmes for millions.

“Agencies are committed to doing our part to help donors maintain their support”, he said, adding that in the coming months, the UN humanitarian office OCHA, would publish an impartial, nationwide needs assessment and evidence-based response plan, covering next year.

“Your continued support will be crucial for this work, and we will keep you updated as we progress”, he told ambassadors.

Audio / Transscript: Last week's UN #HumanRights Council decision to end investigations by a group of experts into abuses in #Yemen is deeply troubling On @ConvSix,

@Dr_Ulrichsen & I discuss what happened & what it means

Ulrichsen: We had countries like Russia and Bahrain on the Human Rights Council voting quite energetically to close it down. So why do you think they did that?
Kendall: Well, that's the question, isn't it? Why would Human Rights Council investigation be closed down by the Human Rights Council? So what had just happened was that the group of experts had submitted its fourth annual report into war crimes, alleged war crimes, in Yemen. And it called out all of the main warring parties.
It had articulated its disappointment that the Saudi- led coalition was not taking its findings seriously, and also, and I'm quoting here, sort of, failing to act proportionately and to take the necessary precautions to protect civilians and civilian infrastructure. So it was also calling out Houthi war crimes. It was calling out crimes on all sides.
But the reason that the Human Rights Council gave - those who voted against continuing this mandate - was that the group was biased, that they were neither expert nor eminent, that it was expensive and that they were spreading disinformation.
Now, of course, the solution then would have been for perhaps someone to tackle the composition of the group, not to dismantle it entirely.
So, it does look like this was very much a political decision. And the countries that you just called out there, That's really interesting the way that the fault line fell in the vote of 47 member countries, there were 21 that voted against continuing the mandate of this investigation into war crimes in Yemen.
And Saudi itself doesn't have voting rights, but it lobbied heavily and its close ally, as you said, Bahrain, also, Russia, China, Venezuela, Cuba, Pakistan all voted to end this mandate.

UN Human Rights Council Abandons Yemen

Bahrain is a member of the Saudi-led coalition at war in Yemen, so naturally it voted against the resolution.

Russia’s and China’s votes against the October 7 resolution take a little more explaining. The US Institute of Peace says that “China’s position on the Yemen conflict is driven primarily by its interest in maintaining close strategic relations with Saudi Arabia. As a result, Beijing has acquiesced to the Saudi-led military campaign in Yemen.” USIP notes that China has supported peace initiatives and supplies Yemen with humanitarian aid. China’s altruism should comfort the Uyghurs in Xinjiang and the citizens of Hong Kong and Taiwan.

Russia is not militarily involved in Yemen, possibly because it is too busy slaughtering Syrians for the Assad dictatorship. Russia is an ally of Iran, but is also trying to improve relations with Saudi Arabia. By voting no on October 7, Russia has taken a few degrees of heat off Tehran and Riyadh.

Russia and China must have hated voting to end the GEE investigation which is even more of an embarrassment to the US than it is to them.

In its September 2020 report, the GEE called upon the UN Security Council to refer the situation in Yemen to the International Criminal Court.[3] The veto held by the US and the four other permanent members of the Security Council will ensure that this never happens.

This seems to be the season for denying justice to innocent men, women, and children subjected to indiscriminate bombing, detention, enforced disappearances, weaponized starvation, forced displacement, torture, rape, and other offenses. The International Criminal Court announced on September 27 that the US would be left out of its probe of war crimes in Afghanistan. Impunity reigns.

Now that the Saudi Lobby has successfully torpedoed the GEE’s investigation into war crimes in Yemen, their next target will be California Democratic Representative Ro Khanna’s amendment to the 2022 National Defense Authorization Act.

War crimes, invasion and the Human Rights Council

Except Eritrea, all other four countries who opposed the resolution at least stick to their stand, whether right or wrong, in opposing all forms of war crime probes. But many other countries, including Bahrain and India, showed their double standard by opposing or abstaining from the war crime probe in Yemen but vigorously played their role to put the Taliban in the dock.

For them, 'Taliban atrocities' are more serious than the war crimes committed in Yemen by the region's powerhouses. For the Taliban, they were fighting against foreign invasion for two decades. Along with the Taliban, US and NATO forces should also come under any probe on atrocities committed against the people of Afghanistan.

This type of hypocrisy is more visible when it comes to the Israel-Palestine conflict. The majority of Western nations are biased in favour of Israel in spite of its unparalleled war crimes against the occupied Palestinians in the Gaza Strip.

UN Human Rights Council Member States’ abject failure to renew Yemen investigation is a wake-up call

Civil society organizations condemn and express their profound disappointment at the United Nations Human Rights Council’s (the Council) decision to discontinue the mandate of the Group of Eminent Experts on Yemen (GEE), the only international and impartial body investigating serious violations and abuses of international human rights law and international humanitarian law perpetrated by all parties to the armed conflict in the country. Ending the GEE’s mandate will only entrench impunity, and act as a greenlight for all parties to the armed conflict to continue to commit war crimes and other serious violations.

The Council’s decision not to renew the GEE’s mandate represents a historic failure by the international community to uphold international law and to provide the necessary tools to protect the civilian population in Yemen at a time when the country is facing the largest humanitarian catastrophe in the world. A catastrophe that, according to the UN, is a direct result of the types of violations and abuses of international human rights law and humanitarian law that the GEE was set up to investigate.

In the face of the Council’s callous dereliction of duty, it is incumbent on those UN Member States who share our concern for the welfare of people in Yemen and our conviction that international law must be upheld to redouble their efforts, with a view to ensuring:

(1) the establishment of an international investigative body similar to the GEE; and

(2) the implementation of the GEE’s recommendations geared at making progress towards ensuring accountability for crimes under international law committed in Yemen.

Only by renewing and strengthening efforts in this regard will Member States be able to undo the harm done and safeguard international justice, accountability, and the rule of law.

In light of the above, we renew the call of over 60 civil society organizations to strengthen accountability for Yemen notably through the establishment of a criminally focused investigation body to:

Collect and preserve evidence, prepare case files and facilitate fair and independent criminal proceedings, in accordance with international law standards; and

Lay the groundwork for effective redress, including reparations for victims

Analysis - UN’s HRC aborts its Yemen mission: causes, future requirements

Certainly, the decision of the council in addition to being a stain on its record of defense of the human rights and damaging its credibility among the public opinion will spur the Saudis to continue war and massacre the civilians and of course compound the already complicated war conditions. The aggression countries whose hands are stained with blood of thousands of Yemenis have welcomed the ruling and celebrated it as a green light to go ahead with their crimes without the fear of their crimes being prosecuted.

The Arab bloc had lobbied extensively to see the mission aborted, promising economic benefits to small countries that had the right to vote. To the surprise of all, some countries with totally black record of human rights abuses and crimes had the voting right in the council.

Given the obvious influence of the Arab lobbies and their criminal Israeli patrons on the UN decisions, international organizations like Organization of Islamic Cooperation, rights group, and independent media should seriously work on disclosing the crimes in Yemen by the aggression coalition to force stop the war and preclude deterioration of conditions in the future.

How the UN is Held Hostageby Power & Money

Afrah Nasser, Yemen researcher at Human Rights Watch, says that Saudi Arabia was engaged in a “tireless lobbying campaign” at the UN, prior to the dissolution of the Eminent Group of Experts.

As for Yemen, the permanent powers on the UN Security Council – the United States, the UK, China, Russia and France – could have applied more pressure to the Saudi-led coalition. However, even the UK has decided to turn a blind eye – prioritising weapon sales to Saudi Arabia.

Of course, the UN has certainly had the framework to act more effectively and has often named and shamed human rights violators. However, this alone is not enough to uphold its virtues.

‘It’s being built on our blood’: the true cost of Saudi Arabia’s $500bn megacity

With an artificial moon and flying taxis, Neom has been billed as humanity’s next chapter. But beneath the glitzy veneer lies a story of threats, forced eviction and bloodshed

“The future has a new home,” proclaims the website.

“It’s a virgin area that has a lot of beauty,” says the voice over a string section soundtrack as the promotional video tracks colour-tinted panoramic shots of picturesque desert expanses, and deep azure lagoons.

“Better humans, better society,” it boasts extravagantly.

The brainchild of Crown Prince Mohammed bin Salman, the new city state of Neom, named from a combination of the Greek word for “new” and the Arabic term for “future”, is intended to cover an area the size of Belgium at the far north of Saudi Arabia’s Red Sea coastline.

There has been no shortage of outlandish promises for the $500bn (£400bn) city-state. According to strategy documents leaked last year, the project may include a huge artificial moon, glow-in-the-dark beaches, flying drone-powered taxis, robotic butlers to clean the homes of residents and a Jurassic Park-style attraction featuring animatronic lizards.

Advertising materials stressed Neom will be built on “virgin” land, ready to be conquered with futuristic technology. “In 10 years from now we will be looking back and we will say we were the first ones to come here,” declares a Neom staff member featured in the video.

Yet part of the site is the home of the Huwaitat tribe, who have spanned Saudi Arabia, Jordan and the Sinai peninsula for generations, tracing their lineage back before the founding of the Saudi state. At least 20,000 members of the tribe now face eviction due to the project, with no information about where they will live in the future.

“For the Huwaitat tribe, Neom is being built on our blood, on our bones,” says Alia Hayel Aboutiyah al-Huwaiti, an outspoken activist and member of the tribe living in London. “It’s definitely not for the people already living there! It’s for tourists, people with money. But not for the original people living there.”

For some Saudis, the Huwaiti tribe among them, Neom, with its parallel legal system reporting directly to the king, represents an elite version of Saudi society, one designed simply to shut them out.

The death of Abdul Rahim al-Huwaiti on 13 April highlighted the tension between the tribe and the kingdom’s development plans. A resident of the town of Khuraibat, he had become the face of the tribes’ criticism of their forced eviction, voicing complaints in videos posted to social media, and appearing in others’ videos. One piece of footage showed him confronting a Saudi official who visited the town to speak with residents. https://www.theguardian.com/global-development/2020/may/04/its-being-built-on-our-blood-the-true-cost-of-saudi-arabia-5bn-mega-city-neom

Saudi Arabia accused of forcing Yemenis in the kingdom out of their jobs

Claim made at UN session as humanitarian crisis in Yemen worsens, making remittances vital to many people’s survival

Saudi Arabia is imposing a collective dual punishment on the Yemeni people by driving them out of jobs in the kingdom while continuing to impose an oil and aid blockade on Yemen, it was claimed at the UN security council.

The allegations against the Saudis were made by a speaker from the Sana’a Centre thinktank selected by the UN to speak to the security council at its monthly update on the six-year civil war in Yemen. Maysaa Shuja al-Deen said: “Yemen is not only the worst humanitarian crisis in the world, it is also the worst international response to any humanitarian crisis in the world.”

She said the “Saudis had decided to dismiss Yemini workers in the south of the kingdom without a clear or convincing explanation for this collective targeting”. It has been suggested hundreds of thousands are under threat of deportation.

Deen pointed out that, due to the war, expatriates had become almost the only source of hard currency because of the total absence of oil exports.

She said more than 1 million Yemenis worked in Saudi Arabia, but “the harassment of those remaining was having a negative impact on millions of Yemenis at home and so exacerbating the current humanitarian crisis within Yemen. All Gulf states have been directly or indirectly involved in the war in Yemen and they therefore have a double moral and political responsibility towards their neighbour.”

She appealed to the Gulf states to keep their doors open to Yemen, adding that the security council should put pressure on the Saudis immediately to stop expanding and tightening the grip on Yemeni workers in the Saudi labour market. She said they should be excluded from the policies of Saudi-isation and double residency fines, a penalty imposed on non-Saudis living in the kingdom.

Saudi Arabia has been trying to deal with a surplus of foreign workers, made worse by Covid reducing economic activity. The kingdom also wants to improve job prospects of young Saudis.

US Dep. of State: Condemning the Houthis’ Disregard for Civilian Protection and Humanitarian Access in Abdiya, Yemen

The United States condemns the Houthi escalation around Marib, which demonstrates a flagrant disregard for the safety of civilians. The Houthis are obstructing movement of people and humanitarian aid, preventing essential services from reaching the 35,000 residents of Abdiya. Their actions add to an already dire humanitarian situation and have caused even more Yemenis to become internally displaced. The United States urges the Houthis to immediately permit safe passage for civilians, life-saving aid, and the wounded. As the UN stated this week, it stands ready with its partners to provide this much needed assistance to the people of Marib.

We call on the Houthis to stop their offensive on Marib, and listen to the urgent calls from across Yemen and the international community to bring this conflict to an end and support a UN-led inclusive peace process.

US Official Accuses Iran of Fueling Conflict in Yemen

Iran’s role in Yemen remains negative, said a US official while pointing out that Tehran has chosen to fuel the conflict that has been going on in the war-torn country for nearly seven years.

This makes finding a final and swift solution for Yemen a priority, added the official, who requested anonymity.

Speaking to a group of reporters in Riyadh on Wednesday evening, the US official confirmed that UN Security Council resolution 2216 is the primary framework for dealing with the Yemeni crisis despite the difficulty of implementing it on the ground.

“I know that it is difficult to implement in reality, but we have to ask: How can an armed militia, as the Houthis operate in Yemen, participate in the peaceful phase,” said the official.

My comment: What a bad joke. The US has made possible this war and had encouraged Saudi Arabia to begin it. And UNCR res. 2216 has been and is a main obstacle for any progress.

We do not want another Hezbollah to appear in Yemen

The US Secretary of State said today, Wednesday, that the United States wants to expand the circle of countries that sign peace agreements with Israel, adding that he spoke with the foreign ministers of the United Arab Emirates and Israel about Syria and Iran.

And US Secretary of State Anthony Blinken revealed during a tripartite meeting with Emirati Foreign Minister Abdullah bin Zayed Al Nahyan and Israeli Yair Lapid in Washington, DC, that the United States will discuss all possible options to address the challenge posed by Iran.

The US Secretary of State stressed that time is running out regarding Iran’s return to nuclear talks.

Blinken said the United States is watching Iran’s comments closely, stressing that Washington is ready to move to “other options.”

US Secretary of State Anthony Blinken considered that “normalizing relations between Arab countries and Israel will contribute to achieving stability, and US President Joe Biden emphasized the two-state solution, and we also stress the importance of peaceful coexistence in the region.”

Poll: Iranians disillusioned with Biden, back turn toward East

There’s also no evidence of widespread opposition to the regime, contradicting claims from Washington hawks that sanctions would cause Iranians to rise up against it.

The Iranian public has grown increasingly disillusioned with the administration of U.S. President Joe Biden and the United States more generally and supports its new government’s emphasis on turning more to the East in its international political and economic relations, according to a new survey released Monday by the Iran Poll and the University of Maryland’s Center for International and Security Studies.

Conducted by phone and over the internet from August 30 to September 9, the poll, the latest of 10 conducted by the Iran Poll and the CISSM since 2014, found declining popular support for the 2015 nuclear deal, the Joint Comprehensive Plan of Action, and overwhelming skepticism that the United States could ever be trusted to permanently abide by its terms.

Less than half of the 1001 respondents said they either “strongly” or “somewhat” approve of the JCPOA compared to nearly 75 percent in 2016, while a record 27 percent of respondents said they “strongly oppose” the deal. Nearly two-thirds of respondents said it was either “somewhat” or “very unlikely” that Washington would “live up to the JCPOA’s obligations” even if it agrees to rejoin the accord from which former President Donald Trump unilaterally withdrew in 2017. Only a third said they thought it either “somewhat” or “very likely” that Washington would comply.

And while 27 percent of respondents said both Iran and the United States should be flexible in their negotiations to return to the JCPOA, 52 percent said Iran should hold firm to its demands and rely on Washington’s European allies to persuade Washington to accept them, and another 16 percent said Tehran shouldn’t even try to restore the accord.

Can the EU Take Lead to Save the Iran Nuclear Deal?

Efforts by world powers are underway to salvage the Iranian nuclear deal. The EU envoy to Iran recently met with the Iranian deputy foreign minister in Tehran to discuss the accord. Meanwhile, the US has warned Iran that it is running out of patience if the country doesn't change its ways. Israel, on the other hand, has hinted at using "other options" in case of diplomatic failure to contain Tehran's nuclear programme. So, is time running out to save the deal?

Expert: Yemen, Iran nuclear program, keys to Tehran-Riyadh ties

A Tehran-based university professor and researcher says to achieve peace in Iran-Saudi Arabia relations, it is necessary for the two countries to reach an agreement on the war in Yemen and Iran’s nuclear program.

Fatemeh Nekou Laal Azad, in an article in the news and analysis web site, irandiplomacy.ir, referred to the recent talks between Iran and Sudi Arabia, adding talks can reduce tensions and result in renewal of relations, but will not necessarily lead to stability in ties.

She said “after the victory of the Islamic Revolution, relations between Iran and Saudi Arabia have had various ups and downs and have experienced different periods of political relations, tension and crisis in relations, detente and rapprochement.”

“The political relations between the two countries were last severed in December 2015. In recent months, meetings between Iranian and Saudi officials have happened in Baghdad with Iraq being the mediator. The goal was to normalize relations between the two countries. Experience shows talks can reduce tensions and result in renewal of relations, but will not necessarily lead to stability in ties between the two countries. In the past, talks resulted in a rapprochement, but this time the situation is completely different because this time around the root-cause of crisis in the Iran-Saudi Arabia relations is by nature different.”

The United States and its closest partners are stepping up pressure on Iran to return to stalled nuclear negotiations, warning that it will face greater international isolation, new economic penalties and possibly military action if it forges ahead with its atomic program.

In a series of high-level diplomatic meetings this week in Washington, U.S.. European, Israeli and Arab officials agreed on the need to make clear to Iran that its continued resistance to rejoining the talks in Vienna will not be ignored or left unpunished.

The consensus comes amid growing concerns that Tehran is not serious about returning to the negotiations

Iran Quietly Pushes to Reopen Saudi Missions as Talks Inch Ahead

Iran has asked Saudi Arabia to reopen consulates and re-establish diplomatic ties as a prelude to ending the war in Yemen, with timing emerging as the key sticking point in Iraqi-brokered talks between the regional rivals, according to two people with knowledge of the discussions.

While world powers push for negotiations to resurrect the Iran nuclear deal, the Islamic Republic has quietly held four rounds of discussions aimed at easing years of tension with Saudi Arabia. The focus has been on Yemen, where the two countries back opposing sides.

Will Saudi Arabia and Iran Make Peace Over Yemen?

Two archrivals in the Middle East seem to be making surprising progress in rebuilding relations. This could possibly help end the war in Yemen, and prove to be the most dramatic step in a wave of de-escalation in the region.

The negotiations have focused on finding a formula for Riyadh to end its involvement in the Yemen war.

For well over a year, Riyadh has been looking for a way out. Saudi Arabia needs the Houthis to commit to stopping rocket attacks on Saudi cities and cross-border raids. For its part, Iran has enjoyed bedeviling the Saudis in a conflict to which it attaches limited strategic importance. But it could still prove embarrassing. While Iran may make diplomatic commitments, it still has to prove it has real influence over the Houthis — at least enough to make them sit down for peace talks.

The limitations and doubts will be hard to overcome. However, the efforts are nevertheless welcome in the regional wave of de-escalation that began in the summer of 2020.

Contributing to the talks are two important factors: Virtually all major regional powers — with the possible exception of Israel — are overextended and exhausted. Their military confrontations have passed the point of diminishing returns.

American allies like Saudi Arabia have become increasingly doubtful that Washington will buttress their security in the event of broader conflict.

These conditions have encouraged diplomatic outreach among the regional powers.

Yemen: Will talks between Saudi Arabia and Iran offer hopes for an end to bitter seven-year civil war?

Recent statements from Iran and Saudi Arabia have provided hope that a pathway might be emerging to an end to the bitter seven-year civil war in Yemen

Commenting at the beginning of October, Saudi minister of foreign affairs, Prince Faisal bin Farhan al-Saud, expressed the hope that the talks would “provide a basis to address unresolved issues between the two sides”. The following day, Iranian foreign ministry spokesman, Saeed Khatibzadeh, told reporters that all parties were “trying to start a sustainable relationship within a mutually beneficial framework”, adding that talks were “in their best state”.

A resolution of tensions between Saudi Arabia and Iran can have a dramatic impact across the region. Yet the interplay of regional and local politics means that fighting in Yemen can hinder any regional peace agreements. Meanwhile, tensions continue thanks to the provision of funding by regional powers to local groups in pursuit of increased influence.

As a consequence, a clear mechanism to build trust – and ultimately peace – is needed to bring about an end to fighting in Yemen. This mechanism is the subject of discussions between Saudi and Iranian officials – but reports suggest that proposals have been taken to senior Houthis in Yemen.

For Saudi Arabia, any peace with Iran is dependent on a cessation of attacks on its soil from Houthi missiles. This will require Iranian guarantees that Houthi attacks on the kingdom will end.

Breakthrough Possible in Tense Relations Between Saudi Arabia and Iran

But the Saudis must accept that they have lost the war in Yemen, expert says

Saudi Arabia and Iran reportedly are on the path to reconciliation after years of tense relations.

Professor Mohammad Marandi, head of the American Studies Department at Tehran University, told The Media Line that he doesn’t believe that Iran sees Saudi Arabia as a rival, but rather as part of the western bloc.

“Iran’s rival is the United States, and Iran’s issue with Saudi Arabia is the war in Yemen; other than that Iran doesn’t have any problem with Saudi Arabia,” he said.

“From the Iranian perspective, the Saudis have to end the war in Yemen – the genocide in Yemen – and to come to terms with reality on the ground there,” Marandi said.

Hussein Ibish, senior resident scholar at the Arab Gulf States Institute in Washington, told The Media Line that the optimism surrounding the discussions is overly exaggerated.

“I would not advise anyone to hold their breath. The talks remain exploratory, and while Saudi Arabia wants to focus on Yemen and ending the war there, Iran wants to focus on restoring diplomatic relations,” he said, adding: “There might be some move on restoring ties, but not immediately.”

Ibish explains that Riyadh will continue to view Tehran in a suspicious way as long as it continues to, as it says, “meddle” in internal Arab affairs.

“The biggest difference has to do with Iran’s network of regional militia groups in neighboring Arab countries. Iran sees them as legitimate and necessary, while Saudi Arabia sees them as a destructive cancer hollowing out various Arab states, most notably Lebanon, Yemen and Iraq, and doing tremendous damage to the Arab state system,” he said.

Both sides are motivated by two developments that have reshaped the strategic landscape in the Middle East and the calculations of major regional players over the past couple of years, Ibish says.

“They are overextended and need to pull back a bit from regional conflicts that have all, in one way or another, passed the point of diminishing returns for outside actors,” he said, adding that the second big factor has to do with trust issues with Washington, “particularly for pro-American states like the Gulf countries, there is a growing sense that Washington has become fundamentally unreliable.”

Jason Brodsky, senior Middle East analyst at Iran International TV, told The Media Line that it’s premature to say the two sides are ready to bury the hatchet.

“There is still a long road ahead for true rapprochement between Iran and Saudi Arabia. While Iranian officials and media have offered optimistic assessments of the state of the talks, Saudi officials have been more cautious and circumspect,” he said.

Brodsky says the optimism is because attacks originating from Iraq by militias loyal to Iran have subsided, but cross-border attacks launched on Saudi Arabia from Yemen by the Houthis have continued.

Progress in Saudi-Iran relations falters over Yemen war

Tehran has reportedly said that stopping Yemen's years-long conflict, in which Saudi Arabia is a major player, depends on Riyadh resuming ties with Iran.

The Saudis seek an agreement over Yemen as the first stage in a process of restoring relations, broken off five years ago. However, Iran has said it wants ties to be resumed before this happens, sources well informed on the discussions told Bloomberg.

Tehran has suggested swapping consular missions as a goodwill gesture, two of the sources said.

Saudi fund’s Newcastle United purchase puts Khashoggi murder in rearview

With English Premier League teams regularly losing money, this deal is likely more about ‘sports washing’ than making a profit.

A consortium led by the Public Investment Fund of Saudi Arabia has acquired ownership of Newcastle United in the English Premier League after an 18-month long controversy over whether the Saudi state, rather than its sovereign wealth fund, would exercise control over the soccer club. Almost three years to the day after Jamal Khashoggi walked into the Saudi Consulate in Istanbul and never came out, the scenes of jubilation involving up to 15,000 Newcastle supporters celebrating the takeover vividly illustrated some of the soft power benefits the Saudi leadership anticipates will accrue from the purchase.

Audio: In Afghanistan and Beyond, Qatar Flexes Its Diplomatic Muscle

With its rich natural gas reserves and strategic location, the Gulf monarchy of Qatar has long played an important role in regional and global diplomacy that belies its small size. It has mediated or facilitated a number of sensitive negotiations, including the talks that led to the peace agreement the United States signed in February 2020 with the Taliban. Since then, and even after the Taliban overthrew the internationally backed government in Kabul this summer, officials in Doha have continued to exercise influence in Afghanistan.

Qatar’s diplomatic efforts have not always been smooth sailing, however. For more than three years, it had to weather a blockade that was imposed on the country by a group of countries led by neighboring Saudi Arabia and the UAE, fellow members of the Gulf Cooperation Council. That embargo was only lifted in January of this year.

Today on Trend Lines, Annelle Sheline, a research fellow in the Middle East program at the Quincy Institute for Responsible Statecraft, joins WPR’s Elliot Waldman to discuss the unique role that Qatar plays in the Middle East and in the broader Islamic world, as well as the complicated dynamics in the region that it must navigate as it does so.

A Journey to Queen of Sheba’s City

Ma’rib, the capital of Saba (Sheba) for many centuries and the most famous city in ancient Yemen, edges Rub al-Khali (Empty Quarter), the largest and most forbidding deserts in the world. In the days of antiquity, it was the capital of the kingdom of Saba which first flourished about 1,000 B.C. Its inhabitants for centuries held a monopoly of the frankincense and myrrh caravans. This gave the country a thriving prosperity and helped spread Saba’s fame from Rome to India. Ma’rib’s location, astride the ancient world.

In the 8th century B.C., a great dam was built between two mountains in Wadi Adhana, near Yemen’s best-known town. For more than 1,500 years, this largest of the hundreds of dams which at one time dotted south Arabia, provided irrigation for about 259 sq km (100 sq MI) of fields -traces of which remain – and provided food for about 50,000. An old saying about rh area says: “Wanderer, if you come to the land of the Sabaeans, do not fear the sun; for the shade of the trees will follow you wherever you go.”

The dam was one of the wonders of the Arabian Peninsula and formed the basis of the Sabaean Empire’s agricultural wealth. A remarkable feat of engineering which was built to deflect run-offs, it was about 1/2 km (1/3 MI) in length, 60 m (197 FT) in width and rose to 18 m (59 FT) high. The remains of eh dam’s perfectly set stone blocks bear witness to the skill of the Sabaeans. Even by today’s standards, its construction is a remarkable feat.

Our tour ended at old Ma’rib, impressive from a distance with its tiny-windowed towering mud buildings which dominate the landscape. Many had gaping holes and there were remains of others, destroyed during the Yemeni civil war in the 1960s. Most of the homes, some incorporating stones from old monuments with Sabaean inscriptions and motifs, have been abandoned for New Ma’rib, a short distance away.

Government suspends domestic remittances as Yemeni rial crashes

Yemen's internationally recognised government on Sunday ordered to suspend domestic remittances as part of measures aimed at preventing further depreciation of the national currency.

At a meeting with the leadership of the Central Bank, it approved a package of measures including rationalisation of fuel import bills and regulation of denand for foreign currency to cover imports of basic commodities, the state Saba news agency reported.

Film: Yemen – High Food Prices Forces Traders to Sell Small Rations

High prices and weak purchasing power in Yemen have led merchants and owners of food centers to divide food supplies such as flour, rice and sugar, from large bags to small rations, so that they can sell to customers according to what they can afford. An owner of a food store in Aden says that "many Customers used to buy sugar, for example, with weights of 15 kg and 20 kg, but with the rise in prices and difficult living conditions, they are buying sugar in kilos now".

Central Bank of Yemen warns against looting of foreign currency reserves by Saudi-backed mercenaries

The Central Bank of Yemen in Sana’a has on Thursday warned against massive depletion of foreign currencies due to the actions of the US-Saudi coalition aggression mercenaries in Ma’rib province.

“The mercenaries of the aggression coalition in Ma’rib province have extensively depleted foreign currencies by smuggling them to other provinces and abroad,” the official Yemeni news agency Saba quoted a source in the bank as saying.

The source explained that “the aggression mercenaries in Ma’rib are taking out the amounts they have hoarded from illegal currencies through looting and organised corruption,, and converting them into foreign currencies.”

The Central Bank source called on exchange companies and establishments in Ma’rib and neighbouring provinces to keep their foreign currency balances intact, and to not risk selling them to these mercenaries in return for attractive prices of illegal currency they offer.

The only way to defeat Houthis

Our Ulema need to break silence and declare to the population in Houth areas the individual duty (Fardh Ayn) to migrate to Marib – directly to the frontlines to defend the country.

The Ulema in exile should do away with fear, come back home and declare Marib and Taiz assembly points.

On top of the numerous privileges, Houthis control the population centers, actually a sea of population to scoop fighters from.

They have exhausted Marib, while they still have 20 something million potential fighters.

Some powers planned from the beginning to have this Shiit terrorist militia in control of the population majority for this sickly purpose.

The Dispute over Yemen

The dimensions of the Yemen war stretch beyond the dispute over power in Sanaa. In fact, there are three reasons for the reluctance to leave Yemen under Iranian-Houthi hegemony. Firstly, Saudi Arabia is also targeted by the war, not only the helpless Yemeni people. After all, Iran chose Yemen as a base from which to threaten the security of the Kingdom and East Africa. As it did in Lebanon, Syria, and Iraq, it is using the same expansion strategy in Yemen and threatening to use militias to destabilize the countries of the region and impose its dominance.
Second, much like Syria, Afghanistan, and others, Yemen is a hotbed of terrorist organizations, such as al-Qaeda in the Arabian Peninsula. This war prevents the expansion of these armed groups and their cooperation with Houthi forces.
Third, the war in Yemen against the Iran-backed Houthis and the terrorist group of al-Qaeda is a war that Saudi Arabia is waging on behalf of the world, to prevent Iran and al-Qaeda from reaching and threatening sea routes in the Red and Arabian Seas.

Is it the end for the international experts’ team in Yemen?

However, over the past four years, the UN team of experts has become part of the Yemeni problem, and its reports have incited sharp divisions among members of the HRC. Besides, the annual reports of the team have proven a complete failure in describing the facts of the conflict and the human rights situation in Yemen.

Right from the beginning, the team of experts has committed many legal violations, on top of which was its refusal to accept UN Security Council Resolution 2216, and its description of the Houthi militia as a “de facto authority” and of the leader of the Houthi militia as a “revolution leader,” in a shameful contradiction with all the decisions of the UN Security Council. The team of experts has proven its abject failure in describing the facts of the conflict and of the human rights situation in Yemen.

More Hypocrisy From Biden Administration on Foreign Policy

The Houthis should have been forced to make a decision; either reject the funding they receive from the Iranian regime or reject U.S. funding. We should have forced the Iranian-backed Houthis to make this decision and to pick a side.
One of current U.S. Secretary of State Antony Blinken's first actions was to undo this move made by the Trump administration and do so by removing the Houthis from the State Department's FTO list.

So, it's clear that Secretary Blinken is keen to issue statements condemning the actions by the Iranian-backed Houthis, yet when it comes to taking tangible action to hold them accountable, he's nowhere to be found.

Secretary Blinken: The time is now to stop playing games. The time is now to stop projecting weakness and to stop issuing statements.

More than 100 Yemen rebels killed south of Marib: coalition

More than 100 Yemeni rebels have been killed south of Marib, the Saudi-led coalition said on Wednesday, reporting a heavy toll for the third straight day in fighting for the strategic city.

The Iran-backed Huthis' latest casualties in the Abdiya district "exceeded 108", the coalition said, after announcing more than 156 dead on Monday and over 134 on Tuesday.

That brought the unconfirmed toll to about 400 in the area this week as an analyst said the rebels have made significant advances.

The coalition, which relies heavily on air strikes to combat the Shiite Huthis, did not reveal how it arrived at those figures. They could not be independently verified by AFP.

Thousands Trapped in Yemen’s Marib as Fighting Escalates

The United Nations is calling for a cease-fire in the key Yemeni city of Marib to allow civilians wounded in fighting to receive emergency medical care.

U.N. officials say the intensity of the fighting is taking a severe toll on the civilian population. Spokesman for the Office for the Coordination of Humanitarian Affairs Jens Laerke says about 35,000 people are essentially trapped in the battle zone. He says their movements in and out of the district are severely restricted.

“This inability to move in and out has limited the delivery of lifesaving aid and prevented the sick and wounded from receiving medical care. The provision of basic commodities has become exceedingly difficult and dangerous," Laerke said. "The United Nations and its partners remain committed to working with all relevant authorities to ensure that assistance continues to reach people in need despite the clashes.”

Laerke said the U.N. coordinator in Yemen is calling for a cease-fire in the Al Abdiyah District in Marib to allow safe passage of civilians and aid workers. He said it is critical that those wounded in the fighting be evacuated so they can receive medical care.

“So, this is a very specific request for a localized cease-fire in this district in Marib because the situation is extremely critical, and people’s lives are in immediate danger. Those who have been wounded in the fighting, which has been going on for quite some time, do not have access to the health care that they need. They cannot get out and the aid that we need to get in cannot get in,” Laerke said.

Yemen: Houthi's Continued Siege Of Al-Abdiyah Portends Humanitarian Catastrophe

The Houthi group's continued siege of the Al-Abdiyah District, south of the Ma'rib Governorate, in light of the severe shortage of most of the basic materials is of grave concern, Euro-Mediterranean Human Rights Monitor said in a statement.

Massive Houthi forces have been besieging more than 35,000 civilians for the past three weeks in Al-Abdiyah as part of the group’s continuous attempts to wrest control of the district from the Yemeni government, which is backed by air cover from the Arab coalition.

The Houthi forces have prevented food and mineral water from reaching the population, causing the essential supplies to become scarce in the district.

Hawf Nature Reserve: Rare Respite In War-torn Yemen

In Yemen's easternmost province, far from the front lines of the war that has devastated the country, the lush greenery of the Hawf nature reserve offers a rare respite.

Aerial footage of the reserve shows an endless expanse of trees across the landscape of mountains and valleys, with cows roaming freely and the occasional vehicle parked alongside an unpaved road.

"Like many other protected areas in Yemen, the main threats come from the social, governance and economic factors that the conflict has created, rather than the fighting itself," Doug Weir, research and policy director at the UK-based Conflict and Environment Observatory, told AFP.

"In the case of Hawf, the conflict has constrained how the park is managed, and this has knock-on effects for the environment. These include pressure from visitors, overgrazing, overharvesting and hunting."

But for Mohammed al-Ammari, from the neighbouring province of Hadramaut, the nature reserve is a sanctuary where he can go and relax, far from the everyday struggles of war.
