Gulf Cooperation Council reveals straining Saudi-UAE ties, puts US interests at risk

This year was marked by economic competition between the 2 countries where UAE focussed on ending old disputes to promote domestic economy & Saudi Arabia was on a quest to attract investments.

For me, the widening divergence of economic, security and foreign-policy interests between the kingdom and the confederation of emirates was one of the most important stories of 2021. How the contest plays out will have a large bearing not only on the affairs of the Arabian Peninsula but on the geopolitics of the wider Middle East. In particular, it poses a challenge for the U.S., which has long relied on the friendship between the two states as a bulwark against Iran.

Some of the differences between Saudi Arabia and the UAE stem from economic choices made by their leaders, others from contrasting security calculations and still others from ideological considerations. These haven’t yet added up to open antagonism between them, certainly nothing in the nature of the naked hostility they jointly directed at Qatar during a three-year economic embargo that ended at the start of 2021.

The Saudi-Emirati rivalry is certain to sharpen, however. Eventually, the deepening tensions will put businesses and investors in the awkward position of having to choose between them for political rather than economic reasons.

For the Biden administration, any deepening of divisions between the Arab Gulf allies potentially weakens American pressure on Iran, as well as presenting a diplomatic headache in and of itself. And it would bode ill for the next GCC summit, in Oman, next year.

Not that you would be able to tell from the communiqué, of course.

Joe Biden Promised To Take On Saudi Arabia Over Jamal Khashoggi. The Saudis Won.

Biden pledged to root his foreign policy in values like human rights, but didn't apply that standard to the long and morally dubious U.S.–Saudi relationship.

The Saudi Strategy

Saudi Arabia quickly realized that Khashoggi’s murder threatened its relationship with its most important foreign backer. But after decades of working in Washington, the regime also knew America’s levers of power — and how to collaborate with useful players in the U.S. and abroad.

MBS deployed one of his favorite tactics: presenting his rule as the answer to complaints about his country’s historic problems. In 2019, Riyadh appointed Princess Reema bint Bandar as the new Saudi ambassador to the U.S. She became the first female ambassador in the history of a country that had only lifted its ban on female drivers in 2017. MBS’s circle promoted both Bandar’s appointment and the end of the driving ban as proof of the prince’s open-mindedness rather than a result of the long struggle of activist Saudi women — many of whom the crown prince had jailed.

Bandar charmed even skeptical U.S. policymakers at receptions and official meetings, one State Department official told HuffPost shortly after her arrival.

The D.C. charm offensive drew on prominent lobbying firms who stood by the Saudis — notably Qorvis and Hogan Lovells — and the kingdom’s ties to influential lawmakers, particularly hawks who see Saudi Arabia as a bulwark against Iran and Republicans wary of challenging one of Trump’s favorite foreign partners.

Simultaneously, the Saudis were trying a more unconventional tactic using a new ally: the Iowa-based PR firm Larson Shannahan Slifka Group, also known as LS2. Since the fall of 2019, LS2 has publicized Bandar and other Saudi officials far beyond Washington. In Arizona and Maine, Sioux Falls and Philadelphia, Saudi representatives have tried to sell MBS’s narrative to college students, women in business, Jewish communities and fans of small-town radio.

In pitching events, the firm doesn’t pretend the Khashoggi killing never happened, according to a university professor who spoke with LS2 about a potential event and requested anonymity to protect relationships: “They’re saying, we know the perception and that it’s not easy.”

Biden’s Betrayal

As president, Biden started off by making good on campaign promises about Saudi Arabia.

Biden has shown he is willing to pressure the Saudis, to ease the humanitarian crisis in Yemen, for instance, and to satisfy the families of victims of the 9/11 attacks, whose perpetrators were mostly Saudi citizens. He still has the chance to get tough for the sake of human rights.

If he doesn’t, he’ll risk further brutality and fuel cynicism among people like Mohamed Soltan, a prominent Egyptian American activist who, like many in his generation, saw Khashoggi as a mentor.

Soltan, who regularly speaks with administration officials, said Biden could once again demonstrate that America’s ideals matter little compared to political expediency — that concern for Khashoggi was simply driven by “anti-Trump stuff.”

“This is an administration that came at a time when domestically there was a real threat to our democracy,” he said. “They came in talking a big game about centering human rights in our foreign policy, and they just don’t walk the walk.”

Jamal Khashoggi killers living in luxury villas in Riyadh, say witnesses

Exclusive: Reports of hit squad members living freely casts further doubt on Saudi claims that justice has been served

At least three members of a Saudi hit squad convicted by the kingdom of murdering Jamal Khashoggi are living and working “in seven-star accommodation” inside a government-run security compound in Riyadh, according to a source connected to senior members of Saudi intelligence.

The assassins are believed to be staying in villas and buildings run by Saudi Arabia’s State Security agency – far from the walls of its infamous prisons. The source has spoken to two witnesses who claim to have seen the men. They said family members frequently visit the men, who are able to use a gym and workspaces on the site.

All were sentenced before a Saudi court, in a trial broadly condemned as a sham – though only one of them, Salah al-Tubaigy – was named. Some received death sentences, which were later commuted to life terms.

The sightings cast further doubt on Riyadh’s claims to be holding the killers to account and come as Crown Prince Mohammed bin Salman’s most trusted adviser, Saud al-Qahtani has re-emerged in the royal court after three years in hiding. Qahtani was acquitted of any involvement, despite a western intelligence assessment that he had masterminded the assassination at Prince Mohammed’s behest.

The source confirmed that Tubaigy, the forensic scientist who dismembered Khashoggi inside the Saudi consulate in Istanbul, was one of those seen inside the facility. Mustafa al-Madani, the body double dispatched by the hit squad team to create the ruse that Khashoggi left the consulate alive, has also been seen, as has Mansour Abahussein, who is accused of leading the operation.

Both witnesses have visited the compound on several occasions in the past two years. They say the men were relaxed and appeared to be performing normal duties. Visitors, including caterers, gardeners, technicians and family members, frequently attend the compound, according to the intelligence source.

The sightings of Tubaigy, Abahussein and Madani took place in late 2019 and towards the middle of 2020.

Biden’s Arms Sales Policy In 2021: A Year of Missed Opportunities

Unfortunately, the Biden administration’s apparent commitment to arms sales restraint began to unravel within months of his initial foreign policy address. A dispute arose over what constituted arms being supplied to Saudi Arabia for “offensive” versus “defensive” purposes, and the administration rebuffed members of Congress who sought clarification on that crucial point. The Biden team signed off on the $24 billion arms package to the UAE despite that nation’s ongoing interference in Yemen.

There were reasons given for all of the above sales, from bolstering allies against Iran or China, to defending the Saudis from Houthi missile attacks, to maintaining relations with longstanding allies who might cooperate on counter-terror initiatives or other U.S. objectives. But none of these arguments justify arming human rights abusers and enabling reckless military establishments like those in the UAE, Saudi Arabia, Egypt, or the Philippines.

There is still time for the Biden administration to change course. It is about to announce its Conventional Arms Transfer (CAT) policy, which is supposed to serve as basic guidance for the administration’s arms sales decision making going forward.

‘They have massive influence.’ How Raytheon turned a potentially hard year into a good one.

When Biden took over, it seemed Raytheon, which does a large business in Saudi Arabia, was in for a tough year. That didn’t happen.

A few days after Biden’s inauguration, CEO Greg Hayes told investors that he expected a major arms deal with a “Middle East” customer could be scrapped, writing off over $500 million in potential sales for an offensive weapon system. But when asked if the new administration would change the company’s financial outlook, and specifically business in the Middle East, Hayes wasn’t too worried.

“Peace is not going to break out in the Middle East anytime soon,” he said. “I think it remains an area where we’ll continue to see solid growth.”

Today, the murky outlook for one of Massachusetts’ largest employers seems clearer, defense experts said, and growth seems to be an accurate assessment. Raytheon’s stock price has climbed 25 percent; the company has dodged congressional pressure to block billions in arms sales to Riyadh; and it has made seminal advances into new weapons technology that could become lucrative as Washington enters an arms race with China.

Brian Garvey, the assistant director of Massachusetts Peace Action, which advocates against Raytheon, said the company’s “unexpectedly good year” did not surprise him, specifically noting the power the company carries among lawmakers in Washington.

“Raytheon likes to claim ... it doesn’t make policy,” he said in an interview. “But in fact, because of their lobbying, and the revolving door, they have massive influence on policy.”

More so than other defense contractors, a key part of Raytheon’s growth over the years has stemmed from arms sales to foreign countries, Saudi Arabia chief among them. The company’s history with the kingdom dates to the 1960s, and in 2017, it established a permanent presence in the country in a ceremony witnessed by Trump and the king of Saudi Arabia. In 2018, Saudi Arabia comprised roughly 5 percent of Raytheon’s annual sales, about $340 million.

But as a new administration came to power in Washington, that relationship made it particularly difficult to gauge how Raytheon might fare.

When the Biden administration took over, things seemed like they would change. The administration quickly put a temporary freeze on Saudi arms sales, threatening a chunk of Raytheon’s business.

M eanwhile, the Biden administration opposed the anti-Saudi action, upsetting arms control activists who felt the administration was backing down on its tough stance against Saudi Arabia.

William Hartung, a senior fellow at the Quincy Institute for Responsible Statecraft, a foreign policy think tank, said that the turn of events to Raytheon’s favor was a “moral stain” on federal lawmakers, and suggested one reason sales to Saudi Arabia have turned out differently than expected.

“Historically, Raytheon has used all the lobbying clout at its disposal to block any decisions that would limit its arms sales to Saudi Arabia and other repressive regimes,” he said in an e-mail. “This case was likely no different.”

Raytheon spent $12.7 million on federal lobbying in 2021, according to OpenSecrets, a government transparency nonprofit, more than any other defense contractor. At the same time, the Government Accountability Office, a watchdog agency, found in September that Raytheon employed more former Defense Department officials — roughly 315 — than any other major defense contractor.

Now, with 2022 looming, it appears Raytheon is positioning itself to take advantage of the Biden administration’s shift toward China.

Biden’s “Diplomacy Is Back” Falls Flat as 2021 Middle East Policy a Miserable Flop

By no means has voting blue meant a change for the better; in fact, the only real difference between Biden and Trump in terms of foreign policy is that instead of mean tweets, more respectful language is used to give the new president the veneer of respectability.

Despite President Joe Biden having claimed earlier this year that “diplomacy is back” and that he would end the war in Yemen, revive the Iran Nuclear Deal and settle several other issues, in reality his Middle East foreign policy has been just as detrimental to the region as was that of his predecessor.

“This war has to end…we’re ending all American support for offensive operations in the war in Yemen, including relevant arm sales,” Biden said in early February during his first address to the U.S. public on his administration’s foreign policy approach. It was a speech that saw him showered with the praise of his supporters, yet we are now in late December and the war has only intensified, with UN experts estimating that the total death toll by the end of the year will be 377,000.

To make things even worse, as Saudi Arabia’s bombs target urban centers in Yemen’s capital Sana’a, including the country’s primary airport and a maternity hospital, the U.S. just approved another $650 million weapons sale to Riyadh. Instead of withdrawing their support for the Saudis’ “offensive actions” and ending weapons sales, the Biden administration has done the exact opposite – and took no action when the war escalated just weeks after the president’s statements, igniting an ongoing bloody battle for control of oil-rich Marib province.

Yemen is far from an isolated case of the Biden administration saying one thing and doing the opposite, but is perhaps the most urgent of all Middle East matters to resolve, given the sheer number of civilian casualties that await perpetuation of the status quo.

Biden has also carried on the conspiracy theories peddled by Trump that Iran currently operates a secret nuclear weapons program and is producing a weapon of mass destruction. In August, as he stood next to Israel’s prime minister, Biden said at a public press conference that if diplomacy fails to stop Iran from developing a nuclear weapon, he “is prepared to turn to other options.” Of course the top cheerleaders for war against Iran have been the Israelis, who have claimed for 30 years that Iran is on the cusp of acquiring a nuclear weapon. In January, Israel’s top general, Aviv Kochavi, claimed that Iran was “months, maybe even weeks” away from getting nuclear weapons, a claim that has since been revised to be “5 years, tops.” Despite the evident falsehoods espoused about Iran’s alleged nuclear weapons, Israel’s sway over the Biden administration’s hardline stance on Iran has been unchallenged.

The Biden administration’s first year of “diplomacy first” policy in the Middle East has closed as many veterans of U.S. elections predicted. By no means has voting blue meant a change for the better; in fact, the only real difference between Biden and Trump in terms of foreign policy is that instead of mean tweets, more respectful language is used to give the new president the veneer of respectability, while carrying on an all-too-familiar violent and imperialistic Middle East foreign policy.

The United States of America chose Yemen as a location for training its combat aircraft, in partnership with Saudi Arabia, in carrying out a direct military operation with the aim of what it called “deterring regional aggressors”. “dvidshub” website of US forces released pictures of US planes and American officers and pilots at King Fahd Air Base in Taif while equipping aircraft with missiles، in order to carry out a joint air operation. According to the site, “the exercises not only allowed both countries to conduct valuable training in the air, but also allowed United States to exercise its combat recruitment capabilities, through the use of multi-capability pilots, pre-existing equipment and air transport operations to quickly park, and recruitment of forces at King Fahd Air Base. The site indicated that American F-16 Fighting Falcons and the Saudi F-15 Strike Eagles flew alongside. The units used their time to improve procedures and forge greater interoperability between the two countries. These exercises coincided with intense bombing operations in Yemen targeting a number of cities, including the capital, #Sanaa. It was observed that new types of weapons were used, which makes it likely that #Washington will take #Yemen as a theater for this operation.

Iran, despite being the target of numerous sanctions and embargos, has managed to improve its combat capabilities, learning from and sometimes copying technologies from the US military in Iraq and Afghanistan. Iran simultaneously used several effective strategies to increase its deterrent capabilities, including increasing the budget for research and development of defense industries and armed forces (especially for the Islamic Revolutionary Guards Corps (IRGC); changing the essence of its military doctrine to stress asymmetric and low-cost tactics; developing and dispersing its nuclear facilities; establishing and strengthening allied paramilitary groups in Lebanon, Iraq, Afghanistan, Yemen, Syria, and the Gaza Strip; and stopping short of reaching an irreversible level of nuclear power.

Using these strategies and benefiting from the mistakes of its adversaries, Iran has become a key player in the Middle East

US military officials have acknowledged Iran’s growing military prowess, particularly in the area of ballistic missiles. “Iran’s missiles have become a more immediate threat than its nuclear program,” General Kenneth McKenzie, the commander of US Central Command, told The New Yorker. “Now they [Iran] can strike effectively across the breadth and depth of the Middle East. They could strike with accuracy, and they could strike with volume.”

Other factors make a war with Iran unappealing.

The Looming Threat of a Nuclear Crisis with Iran

The Biden Administration faces a potential confrontation with a longtime rival that is better armed and more hard-line than at any time in its modern history.

The Russian envoy, Mikhail Ulyanov, described the Vienna process as one of the strangest in modern diplomacy. “The aim isn’t to update an agreement or elaborate a new one,” he tweeted. “The goal is to restore a nearly ruined deal piece by piece. Was there a similar exercise in the history of international relations? I can not recollect anything like that. Can you?”

The bizarre diplomacy, Malley told me, took on unprecedented urgency in November. “We’ve seen Iran’s nuclear program expand, and we’ve seen Tehran become more belligerent, more bellicose in its regional activities,” he said. “They are miscalculating and playing with fire.”

The stakes extend well beyond Iran. The world’s nuclear order, already perilous, is now at risk of unravelling. Nuclear pacts hammered out in the last century are dated or fraying, as the U.S., Russia, and China modernize their arsenals.

In the Middle East, Israel has had a nuclear weapon since the late nineteen-sixties. Saudi officials have also threatened to pursue the bomb if Iran obtains one.

Both Washington and Tehran are violating the deal. A year after Trump abandoned the accord and launched his “maximum pressure” campaign, Tehran began breaching its obligations. It installed IR-6 centrifuges—which are much faster than the IR-1s allowed by the deal—and developed even more efficient models, including the IR-9.

The first six rounds of diplomacy this spring, Malley told me, made “real progress.” In June, he presented a nuclear package that included ending most of Trump’s sanctions. “The collective sense of everybody—obviously the Europeans, the Russians and Chinese, but also the Iranian delegation at the time—was that we could see the outlines of a deal,” he said. “If each side was prepared to make the necessary compromises, we could get there.”

The wild card is Israel. In September, at the U.N. General Assembly, the new Israeli Prime Minister, Naftali Bennett, charged that Iran’s nuclear program had “hit a watershed moment, and so has our tolerance. Words do not stop centrifuges from spinning.” Israel is due to soon begin training for possible military strikes on Iran.

Iran now has the largest known underground complexes in the Middle East housing nuclear and missile programs. Most of the tunnels are in the west, facing Israel, or on the southern coast, across from Saudi Arabia and other Gulf sheikhdoms.

The Biden Administration has hoped to use progress on the nuclear deal to eventually broaden diplomacy and include Iran’s neighbors in talks on reducing regional tensions. “Even if we can revive the J.C.P.O.A., those problems are going to continue to poison the region and risk destabilizing it,” Malley told me. “If they continue, the response will be robust.”

The United States military is still vastly more powerful than anything built or imagined in Iran. Yet Iran has proved to be an increasingly shrewd rival.

Iran is better armed and its military and political powerbrokers more hard-line than at any time in its modern history. The nuclear deal could be just the beginning—and the easier part of the Iran challenge for an eighth American President.

Analysis: As US focus wanes, Mideast turns inward for talks

After years of looking abroad for answers, countries in the Middle East now appear to instead be talking to each other to find solutions following two decades defined by war and political upheaval.

The American withdrawals from Afghanistan and Iraq have played a part in that change. Once ostracized autocracies such as President Bashar Assad in Syria, and shunned former top figures such as Moammar Gadhafi’s son in Libya, are back in the political arena amid the still smoldering ruins of the 2011 Arab Spring uprisings.

Much remains unsettled and this inward search may not provide the answers most want. There are no quick fixes to Lebanon’s unprecedented economic free-fall, the plight of Afghans desperate to flee the country’s new Taliban rulers and Iran’s increasingly hard-line stance over its nuclear program.

But the diplomatic maneuvering signals a growing realization across the region that America’s interest is moving elsewhere and that now is the time for negotiations that were unthinkable just a year ago.

The United States still maintains a strong military presence, including bases across the wider Mideast.

Die an Silvester auslaufende Regelung sieht vor, dass für Gemeinschaftsprodukte weiterhin Teile zugeliefert werden können, um Rüstungsprojekte mit Nato-Partnern wie Frankreich oder Großbritannien nicht zu blockieren. So durften zum Beispiel Teile für eine geplante Lieferung des Kampfjets „Eurofighter“ an Saudi-Arabien aus Deutschland beigesteuert werden.

Auf die Frage, ob diese Regelung verlängert wird, teilte das Wirtschaftsministerium mit, dass für Saudi-Arabien die sogenannte Jemen-Klausel aus dem Koalitionsvertrag greife. „Wir erteilen keine Exportgenehmigungen für Rüstungsgüter an Staaten, solange diese nachweislich unmittelbar am Jemen-Krieg beteiligt sind“, heißt es dort. Trotz aller Anstrengungen sei deshalb ein politischer Konsens nicht zustande gekommen. Nun habe der Sudan einen „gefährlichen Wendepunkt überschritten, der sein Überleben bedroht“.

Laut Medienberichten war Hamdok schon in den vergangenen Tagen nicht mehr in seinem Büro erschienen, was Spekulationen über seinen Rücktritt anheizte. Als Regierungschef sei er „gelähmt“ gewesen und hätte „nichts erreichen“ können, sagte der Forscher am Rift Valley Institute, Magdi Gizouli. Jetzt sei klar, „dass das Militär allein am Ruder ist“. „Die Demonstranten, die wieder auf die Straße gehen, müssen mit mehr Gewalt rechnen.“

Die regelmäßigen Massendemonstrationen für eine Rückkehr zu einer zivilen Regierung halten seit Ende Oktober an und das Militär ging immer wieder gewaltsam dagegen vor. To Safeguard Sudan’s Democratic Transition, Act Now

Sudanese took to the streets in the capital, Khartoum, and other cities on Tuesday in anti-coup protests as the country plunged further into turmoil following the resignation of the prime minister earlier this week.

Thousands took part in Tuesday marches in Khartoum and its twin city of Omdurman, denouncing the coup. Images posted online show young protesters singing, beating drums and waving Sudanese flags. There were similar demonstrations in other cities, including the eastern city of Port Sudan.

EXPLAINER: What’s next after resignation of Sudan’s PM?

Sudanese Prime Minister Abdalla Hamdok’s resignation has plunged the country’s already fragile democratic transition into further turmoil.

Hamdok told the country in a national address Sunday that he was stepping down after he failed to build a political consensus following an October military coup that rattled the transition. He called for talks to agree on a roadmap to complete the transition.

WHERE DOES THE PRO-DEMOCRACY MOVEMENT STAND?

At the time of the coup, the Forces for the Declaration of Freedom and Change, the movement’s umbrella organization, was divided. Many organizations, including rebel groups that reached a peace deal with the transitional government in 2020, sided with the military.

Others, including the Sudanese Professionals Association and the Resistance Committees that were the backbone of protests against al-Bashir, rejected the deal to reinstate Hamdok and demanded power be handed over to civilians. They accused Hamdok of allowing himself to serve as a fig leaf for continued military rule.

For weeks, Hamdok failed to bridge a widening gap between the generals and the pro-democracy movement. He was unable to form a Cabinet amid relentless street protests denouncing not only the military’s takeover but also his deal with the generals.

Nearly 60 protesters have been killed and hundreds of others injured since the coup, according to a Sudanese medical group. The U.N. human rights office said it received reports that at least 13 women and girls suffered sexual violence, including rape or gang rape by security forces.

WHAT’s NEXT?

While groups leading the street protests insist that power be handed to a fully civilian government to lead the transition, the generals are not willing to step aside.

Burhan has repeatedly said the military would hand over power only to an elected government. That position is likely to prolong the stalemate as the country faces uphill security and economic challenges.

Sudan’s PM announces resignation amid political deadlock

Sudan’s Prime Minister Abdalla Hamdok announced his resignation Sunday amid political deadlock and widespread pro-democracy protests following a military coup that derailed the country’s fragile transition to democratic rule.

Hamdok, a former U.N. official seen as the civilian face of Sudan’s transitional government, had been reinstated as prime minister in November as part of an agreement with the military following the October coup. In that time he had failed to name a Cabinet and his resignation throws Sudan into political uncertainty amid uphill security and economic challenges.

In a televised national address Sunday, Hamdok called for a dialogue to agree on a “national charter” and to “draw a roadmap” to complete the transition to democracy in accordance with the 2019 constitutional document governing the transitional period.

“I decided to return the responsibility and declare my resignation as prime minister,” he said, adding that his stepping down would allow a chance for another person to lead the nation and complete its transition to a “civilian, democratic country.” He did not name a successor.

UN food agency halts work in North Darfur, affects 2 million

The World Food Program has suspended its operations across Sudan’s province of North Darfur following recent attacks on its warehouses, a decision expected to affect about 2 million local people.

A statement released by the U.N. food agency Thursday said all three of its warehouses in the area were attacked and looted. More than 5,000 metric tons of food apparently were stolen, the group said.

Earlier in the week, the WFP said an unidentified armed group had attacked one of its warehouses in North Darfur’s provincial capital of el-Fasher. In response, local authorities imposed a curfew across the province.

However, the attacks continued until early Thursday, said the statement. Hundreds of looters have also dismantled warehouse structures, WFP added.

Sudanese security forces fired tear gas on Thursday to disperse protesters in Khartoum as thousands of people rallied again in the country’s capital and elsewhere to protest the October military coup.

Despite tightened security measures and closures of bridges and roads, protesters marched in Khartoum, beating drums and waving Sudanese flags. They chanted “Revolution! The military belong in the barracks!”

Demonstrators also hurled stones at security forces and armored police vehicles from where tear gas was fired.

The protest was preceded by a disruption of the mobile internet, according to advocacy group NetBlocs, a usual tactic employed by the generals since the Oct. 25 coup.

The Magic That Was Yemen

This is the first post in a series on Yemeni dress, customs, and craft written by guest contributor Darleen Wilkerson Karpowicz, an American art teacher who lived in Yemen for five years in the early 1980s. During this time Darleen documented and studied the costume, customs, and craft of the people she learned to love.

My first introduction to Yemen

In the early 1980’s I was lucky to have received an invitation to be an art teacher at a private Yemeni school in Taiz which was then in what was known as the Yemen Arab Republic. The unification with the then People’s Democratic Republic of Yemen, which occurred in 1990, had not come about yet. When I lived in Yemen for five years and as foreigners, we were not allowed to visit the south of the country.

It has been my passion, since a young girl, to study and appreciate ethnic textiles, costume, and the people who made and wore these. I had travelled to many countries in Southern Asia and the Far East during my years after college. So, when the wonderful opportunity for a job in Yemen arrived I was thrilled and responded “Yes!” immediately – even though I knew little about the country and the people which I came to know and love.

The Women of Jebel Sabir

There was a time, not too long ago, when Yemen was a quiet and sleepy mountain country historically referred to as the ‘Silent Kingdom.’ Taiz was then a small provincial mountain town built below Jebel Sabir. Taiz had served as Imam Ahmed’s principal residence from 1948-1962 when he died there as the last autocratic and religious ruler of Yemen. Since that time Taiz expanded into a larger city equalling Sana’a and Hodeidah in size. The mountain, Jebel Sabir, dominates the city and rises over 10,000 feet above sea level.

Jiblah – Home of Queen Arwa

An interesting, picturesque, small town nestled in the sheltering foothills leading up to the neighbouring mountains. Trickling streams were in abundance, and as Jibla was also a small agricultural area, crops of maize and millet could be seen growing. It was an hour-and-a-half drive from Taiz yet it had a different ambience. It was a conservative small village and for me, it was a place to visit to see women and their dress in a less urban environment when compared to Taiz. It was the capital of Yemen many hundreds of years ago, and home to the only queen to ever have reigned over the country: Queen Arwa.

It was also known for having beautiful architecture with an old mosque that was said to hold the remains of the past queen. It was a good place for me to roam around the lanes and talk to the women to ask questions about their dresses. Sometimes I was asked in for tea and other times the women and I just chatted overlooking the beautiful valley.

When I lived in Yemen, the regional village dresses and how rural woman’s lives differed from their urban sisters could be understood by looking at the clothes they wore. The lifestyles of village women were such that they wore their decorated dresses for farming, tending animals, shopping and socialising. Women living an urban life had more leisure time and seldom tended to farm work or other rural activities. Yet rural women’s dresses were as opulent and sometimes more so than their urban sisters.

The women from Sana’a and Saad’a

We do know that in the city’s early history and up until a few hundred years ago, statutes existed covering social events, including marriages, limits to bride prices, as well as other directives and ordinances restricting elaborate clothing and outlining what certain social strata of people should wear. According to local inhabitants these Sana’a statues at one time regulated clothing options for different classes making it obligatory to wear certain standards of clothing depending on one’s profession and occupation. Yet what was the norm for Sana’a was not necessarily accepted or even known about in other parts of Yemen. Rules were, most likely, localised since travel outside of one’s home area was not encouraged. All travel was difficult due to the harsh environment and topography. As a consequence, many areas could, and did, set their own rules and regulations on clothing and other social norms.

Indigo and Weddings in Yemen

Indigo and other older dresses of Yemen were not easily found when I was living there in the 1980s. As Jebel Sabir style dresses and other more regional colourful dresses have shown us, Yemeni women love to wear colour and liked to display their own village-style dresses when possible. Yet, before these colourful dresses were available most women wore very plain garments customarily made from indigo-dyed cotton produced in small dyeing workshops throughout the country. When I was there, only a few such workshops were left, located on the Tihamah. One or two small workshops were located in Sana’a producing only made-to-order indigo dyed cloth. The long history of Yemenis wearing indigo-dyed garments had mostly died out years before I arrived in Yemen in the early1980s.

As Yemen is so varied yet so unique in its dress, crafts and topography, mixing it up might give a clearer picture of how wonderful the people, clothing and embroidery was during her time in the country.

Examples of old and traditional embroidery in Yemen were scarce even back in the 1980s. It is not illogical, however, to assume that the art of embroidery was widely practised in earlier times as discovered textile and clothing remnants indicate. Embroidery techniques and materials are universal. Threads used for embroidery would have been, and still are, either of local production or imported. The origin of influences and ideas defining Yemeni embroidery can possibly be traced back to trade between Yemen, India, and Africa.

Home collapsed due to coalition airstrikes on Sanaa

The Civil Defense teams were able on Monday to evacuate residents after a house collapsed due to continuous Saudi-led coalition air strikes on the capital Sanaa.

The Civil Defense Director Colonel, Mohammed Bahish said that eight families were evacuated from the collapsed house in Bustan Al-Sultan neighborhood in old Sanaa city, without any injuries.

Years-long military conflict badly impacts tourism sector in Yemen

Many sites and old cities in Yemen have long been internationally renowned tourism attractions. However, during the more than seven-year-long military conflict between the government and Houthi militia, intense battles have engulfed the impoverished Arab country and shut its doors to foreign tourists since 2015.

The ongoing fights and blocked roads also badly affected local tourism and travel sectors.

As a result of the ongoing military operations in Yemen, previous reports indicated that the losses of the tourism sector have exceeded six billion U.S. dollar since 2015.

Many tourist agencies across Yemen were closed completely and laying off thousands of workers in this sector.

"Many Yemeni families were heavily reliant on tourism-related businesses that were working without interruptions before the eruption of the war," said Wael Abdul-Rahman, an unemployed worker.

The local authorities in Aden are unable to repair and reconstruct many vital tourist institutions that were damaged during the war between the government forces and the Houthis.

An official told Xinhua on condition of anonymity that "only a serious support from other foreign countries will help the local authorities to rebuild Aden's destroyed infrastructure, including the tourism sector." (photos)

Yemen currency begins to lose value again

Yemen's riyal has begun to lose value again after a temporary improvement sparked last month sparked by the promises of a Saudi financial deposit to the central bank in Aden.

The riyal plummeted in early December to an all-time low and stood at 1703 for the US dollar as the country faces political instability, ban on exports and currency speculation by Houthi Shia extremists controlling the capital Sana'a and most of the country's north.

Concerns remain as Yemen's currency makes big gains

Concerns remain in Yemen the national currency might crash again after gains it has made against foreign currencies in the past few days.

The rial has risen more than 40% to trade at around 781 per US dollar.

Earlier this month, it hit a record low in regions controlled by the internationally recognised government, trading at 1,700 against the US dollar.

The chairman of the Studies and Economic Media Centre Mustafa Nasr said the big gains in the currency's value were prompted by moral incentives, including the trust of many in the competence of the new management of the Central Bank, especially amid reports about Gulf financial support to the country.

Measures the government has taken were not behind these gains, he said.

Houthis and al-Qaeda partners in sabotaging Yemen

In a new indication of the depth of the relationship between al-Qaeda and the Houthis in Yemen, the Houthis announced the release of 50 al-Qaeda members who were languishing in the militia's prisons.
At the beginning of December, the Houthis awarded Aref Majali, a leader in al-Qaeda, the Arab Tribe Medal for his role in supporting the militia by mobilizing a large number of members.

The first direct cooperation between al-Qaeda’s branch in Yemen and the Houthi militia dates back to 2015, after the militia acted as a mediator between Iran and al-Qaeda in a prisoner exchange deal to release an Iranian diplomat who had been kidnapped by the terrorist organization in exchange for Tehran releasing five detained senior al-Qaeda leaders from Iranian prisons.
Since then, the Houthis’ have opened the way for al-Qaeda in the areas under the militia’s control in Al-Bayda Governorate.

Series of attacks highlights reach of Iran-allied militias

Yemen’s Houthi rebels seized a ship in the Red Sea, armed drones targeted Baghdad’s international airport, and hackers hit a major Israeli newspaper Monday — a string of assaults that showed the reach of Iran-allied militias on the second anniversary of America’s killing of a top Iranian general.

All three coincided with a massive memorial in Tehran for Qassem Soleimani, the general killed by a U.S. drone strike in 2020 in Iraq. Iran’s hard-line President Ebrahim Raisi demanded former U.S. President Donald Trump be “prosecuted and killed.”

“If not, I’m telling all American leaders, don’t doubt that the hand of revenge will come out of the sleeves of ummah,” Raisi said, referring to the worldwide community of Muslims.

Yemenis Call for Confronting Houthi Terrorism in Red Sea, Hodeidah

The Iran-backed Houthi militias' hijacking of a UAE cargo ship off the coast of Yemen's Hodeidah late on Sunday is a reminder of the danger of keeping the coastal province's ports under the control of the terrorists.

Their continued control of the posts is a real threat to marine navigation near one of the world's most vital waterways.

Yemeni observers have no doubt that the Iranian Revolutionary Guards had offered the Houthis logistic support in carrying out the hijacking. The Yemeni government, meanwhile, urged the international community to grant the greenlight to seize Hodeidah ports from the Houthis and designate the militias as terrorist.

International responsibility

Yemeni political researcher and academic Fares al-Beel described the hijacking as a "crime" and "damning evidence that the militias have become a threat to international navigation and global trade and regional and international security."

In remarks to Asharq Al-Awsat, he said: "With all the destruction they have left on land and sea, and even in the air, the Houthis have become a mark of shame on the international community and major countries that deal with them as a political side or political bargaining chip in international interests."

The Houthis have become a greater global threat than ISIS and al-Qaeda, he warned. "Efforts must be mobilized to combat them without delay," he demanded.

"Iran, with its direct support and clear hostility is no longer a political regime, but a terrorist organization concealed by a state," he added. It has openly "declared war on the world."

Moreover, Beel noted that the Houthis would not have dared carry out such hostile attacks without complete support and coordination from Iran.

Houthis should release UAE's hijacked vessel

The hijacking of the Rwabee near the port of Hodeidah is a new low for the rebels who have been pushed to a corner by government forces

There’s desperation among the Houthi rebels in Yemen. This desperation is emanating from their failure to turn the course of the conflict in Yemen in their favour, which is reflected in Sunday’s seizure of an Emirati-flagged vessel off the country’s coast. The hijacking of the Rwabee near the port of Hodeidah is a new low for the rebels who have been pushed to a corner by government forces.

The seizure of the vessel is a desperate attempt to escalate the conflict while the international community is dealing with a health crisis caused by the pandemic and the current Omicron wave. It is clear that the rebels are keen to widen the scope of the conflict and draw other countries into a military role in the region. There is reason to believe that the incident is also linked to the nuclear talks the EU, China, Russia, and the US are holding with Iran. For Tehran, this is a bargaining ploy as it uses its proxy in Yemen to target ships plying the region while keeping the region in a state of perpetual tension.

The Coalition to Support Legitimacy in Yemen last month revealed evidence of the Houthis using Sanaa International Airport for military purposes. The information was gathered as part of a coalition intelligence operation, in which operatives penetrated the leadership pyramid of the terrorist Houthi movement.

According to coalition spokesman Brig. Gen. Turki Al-Maliki, the Houthis have turned Sanaa airport into a training center and used its warehouses for launching missiles and booby-trapped planes against targets in both Saudi Arabia and Yemen. During a press conference in Riyadh, he showed a clip of a leader from the “Lebanese terrorist Hezbollah” giving directions to the Houthis’ Abu Ali Al-Hakim

Hezbollah is the group most responsible for the chaos in Yemen. Its terror has affected several countries because it has extensive experience of terrorism, as well as organized crime, killing, fighting, drug smuggling and interfering in several Arab and Gulf countries.

Why Is Iran Insisting on Naming a Successor to Irlu in Sanaa?

Iran declared on Monday its determination to a name successor to Hassan Irlu, its so-called ambassador in to the Houthi militias in Sanaa, in defiance of the legitimate Yemeni authorities and international community.

The announcement raises questions over Iran's insistence and how it will go about transporting the new envoy to Sanaa.

Undersecretary of the Yemeni information ministry, Fayyad al-Numan said Iran is determined to appoint a successor to Irlu because it has "absolutely no trust" in the Houthis and their ability to lead military battles or manage politics.

Tehran always seeks to have the final word through a representative it appoints in Sanaa, he explained to Asharq Al-Awsat.

Iran will do everything it takes to send an envoy of its Revolutionary Guards to the Houthis so that he can act as the new ruler after Irlu's "mysterious" death, he added.

Yemeni journalist Mustafa Ghulais remarked that Iran's insistence on naming a new envoy reflects its ongoing military, economic, logistic and media support to the Houthis.

It is a message to the world that Iran is actually in control of Yemen and that the Houthis are subordinate to it, he added to Asharq Al-Awsat.

Moreover, he noted that Yemen has become a bargaining chip for Iran in its nuclear negotiations with the United States and world powers.

Why the Saudi Arabia weapons deal was a strategic necessity

The United States is focused on China as the pacing threat, and we are rightly seeking to reorient our defense planning and operations to deter Chinese aggression in the Pacific. Why wouldn’t Iran build a hospital in Yemen?

The sexagenarian Iranian Hasan Irlu, who according to rumors led the militias in Sanaa, was appointed an ambassador to an internationally unrecognized government, despite the protest of the legitimate one, and in violation of all international conventions. The man – an expert in training militias – was assigned in Sanaa months following the killing of Qassem Soleimani near the Baghdad International Airport. He was dispatched by Tehran to Yemen in order to manage the war of the Houthis there against their own compatriots, and just to show the world that Iran is still capable of producing further destruction-experts.

It is well-known that Irlu was one of Iran’s regional proxies, the destruction-mongers that were deployed in some Arab countries to achieve the Tehran regime’s dream of expanding its empire of the weird mixture of Persian nationalism and sectarian chauvinism.

About 200 fighters have been killed in fresh clashes near the strategic Yemeni city of Marib, military and medical sources said Tuesday, as the seven-year war witnesses a surge in violence.

HOUTHIS SHARE DETAILED SUMMARY OF THEIR OPERATIONS DURING 2021

On January 2, the Houthis (Ansar Allah) shared a detailed summary of their military operations against the Saudi-led coalition and its proxies in Yemen during 2021.

At a press briefing, Brig. Gen. Yahya Sari, a spokesman for the Houthis, said that the group moved towards large-scale operations during 2020 and 2021 which resulted in the “liberation” of large parts of Yemen.

According to the spokesman, the Houthis repelled 223 ground attacks and foiled 166 infiltrations during 2021. Saudi-led coalition warplanes carried out 7,100 airstrikes on Yemen in support of these failed operations.

Saudi-led coalition suffered over 26,000 dead and wounded in 2021

[Sanaa gov.] Yemeni army spokesman, Brigadier General Yahya Sare’e, has on Sunday revealed a statistic of the Saudi-led coalition’s human and material losses during the year 2021.

In a press conference this afternoon in Sana’a, Brigadier General Sare’e confirmed that the coalition’s human losses amounted to about 26,000 dead and wounded, including about 394 Saudi soldiers and officers, and 745 Sudanese mercenaries.

With regard to the material losses of the coalition, Sare’e mentioned that 1,749 vehicles, armored vehicles and personnel carriers of the coalition forces and 253 machine-guns of various calibers were destroyed and damaged, as well as 39 weapons stores burned.

Coalition forces intercept three booby-trapped Houthi drones

The command of the Saudi-led coalition to support the legitimate Yemeni government announced late Saturday the downing of three explosives-laden drones that were fired by the Yemeni Houthi militias towards the southern Saudi cities.

Report: Costly Saudi Weapons Prove No Match for Indigenous Yemeni Ballistic Missiles, Drones

Billions of dollars spent by Saudi Arabia on cutting edge Western military hardware mainly designed to deter high altitude attacks have proved no match for ballistic missiles and combat unmanned aerial vehicles that Yemeni armed forces have domestically developed and manufactured, according to a report.

Despite massive efforts by Saudi media outlets to cover up the extent of damage caused to the country as a result of the military aggression against Yemen, Spokesman for [Sanaa gov.] Yemeni Armed Forces Brigadier General Yahya Saree once stated in a news conference that more than 10,400 Saudi soldiers have been killed and wounded in action.

Saree noted that 400 Saudi troops were killed and wounded throughout last year.

Moreover, at least 22,615 Saudi-sponsored Takfiri militants loyal to Yemen’s former Yemeni President Abd Rabbuh Mansour Hadi have been killed and wounded in battles with Yemeni army troops and their allied fighters from popular committees.

Yemeni army soldiers and their allies have also managed to destroy more than 14,527 armored vehicles, tanks, personnel carriers and bulldozers belonging to the Saudi-led military coalition.

Yemeni forces have fired 1348 homegrown ballistic missiles at military sites and strategic facilities deep inside Saudi Arabia and the United Arab Emirates (UAE), the report added, pointing to the attack on the kingdom’s major production centers at Ras Tanoura, owned by state-controlled oil firm Saudi Aramco, in early March 2021.

While most of the Yemeni ballistic missiles have struck their designated targets inside Saudi Arabia, dozens have been intercepted and destroyed by Saudi defense systems. This means the Riyadh regime has had to spend huge sums of money to activate the systems for incoming missiles.

Al-Mayadeen highlighted that Yemeni air defense units downed as many as 20 Saudi unmanned aerial vehicles in 2021.

Shabwa hospitals receives dozens of pro-coalition wounded fighters

Dozens of wounded fighters loyal to Saudi-led coalition were received by the Ataq Hospital in Shabwa province on Thursday in a way that exceeded the hospital’s capacity, medical sources said.

Yemeni military releases details of latest major operation in Jawf province

Yemeni Armed Forces spokesman Brigadier General Yahya Sare’e has on Wednesday revealed the details of Operation Fajr al-Sahra, or “Dawn of the Desert”, which led to the liberation of the Al-Yatama area and its surroundings in Jawf province, bordering Saudi Arabia.

Brigadier General Sare’e confirmed in a press briefing this afternoon, that the army forces and the Popular Committees managed to liberate al-Yatama area in the Khub Washaef district, with an estimated area of 1,300 square kilometers.
