Zionist agency controls tourism in Socotra

An agency affiliated with the Zionist entity has acquired tourism on the occupied Yemeni island of Socotra, located in the Indian Ocean.

Local sources familiar with the matter said that one of the Zionist tourism agencies based in the UAE capital Abu Dhabi, during the past weeks, introduced various tourist yachts to the port of Hulav in Socotra, indicating that the inauguration of the agency’s work was attended by “Khalifa Foundation”, the UAE intelligence arm on the island.

The sources reported that the Zionist agency had acquired coastal tourism, diving and other activities, in addition to other agencies established by the Emirates, and granted it the right to allow foreign tourists to enter Socotra through its offices in Abu Dhabi and Tel Aviv.

Yemen president vows to open roads in Taiz, achieve peace

The head of Yemen’s Presidential Leadership Council, Rashad Al-Alimi, has vowed to use force or peaceful means to relieve the Houthi siege of Taiz, make further concessions to ease the country’s humanitarian crisis, and support any rebellion against the Houthis.

Speaking to Yemenis on the 60th anniversary of September Revolution Day on Sept. 26, the Yemeni leader said that the world is more persuaded than ever that the Houthis cannot bring about peace owing to their persistent resistance to requests to open highways in Taiz, violations of the truce, and military parades.

UAE begins transporting its militias to Taiz countryside

The UAE occupation on Sunday began moving hundreds of elements of its militias from south to the western countryside of Taiz province, Al-Ayyam daily newspaper reported, citing sources.

According to the Aden-based Al-Ayyam newspaper, the committees affiliated with Tariq Afash, the commander of the pro-UAE militia on the west coast of Yemen, are carrying out a large-scale recruitment operation among the sons of the southern provinces.

Dozens of buses left the provinces of Lahj, Aden and Abyan towards the west coast with hundreds of new recruits on board, the paper said.

The paper added, “Tariq Afash had tasked brokers to recruit young people in those provinces in exchange for huge sums of money.”

The motives for the new mobilization to Moch are not yet clear, but it coincided with the UAE’s implementation of a new air bridge to land weapons for Tariq Afash and the opening of a military airport in the city.

And the moves of Tariq Afash in the countryside of Taiz and in conjunction with reports of signing of an agreement with Islah in the city to calm down indicate his arrangement to expand his control in the South especially in light of reports of building bases in Shabwa .

Citizen killed, 11 injured in bomb attack in Taiz

At least a citizen was killed and 11 others wounded on Sunday in an explosion occurred in the center of Al-Turbah city of Al-Shamayatien district, south of Taiz province.

Medical sources in the city stated that unidentified gunmen detonated an explosive device in a passenger bus carrying citizens, leaving approximately one person dead and 11 others injured near one of the points affiliated with Islah Party militants.

According to the sources, the wounded were taken to the city’s hospitals, without revealing who was behind the attack.

Bank Aden Governor: UAE sets new condition for disbursement of deposit

The Saudi-led coalition-backed government on Sunday revealed a new condition set by UAE for the disbursement of the part of the deposit.

This came during a meeting devoted to discussing the reforms required of the coalition to absorb the Saudi-Emirati deposit.

Governor of Aden Bank said that the UAE stipulated the disbursement of the deposit to strengthen the cash reserve and support the currency, indicating that it will not be disbursed.

He said that he was summoned to the UAE.

The governor pointed out that Saudi Arabia’s insistence on subjecting the new deposit to the Arab Monetary Fund instead of the two centers of Aden.

Military campaign against Qaeda in Yemen claims 56 lives

24 militants have been killed in clashes pitting the Southern Transitional Council (STC) forces against al-Qaeda in the Yemeni southern governorate of Abyan, security sources said on Sunday.
The counterterrorism military campaign also left 32 soldiers killed and 40 others injured during the last few days, the sources added.
The Emirati-backed STC forces on Saturday and Sunday launched the 4th stage of counterterrorism campaign aimed to derive al-Qaeda militants out of the whole governorate, Xinhua quoted security sources as saying.
Qaeda militants were expelled from four areas, the sources added, after weeks of fierce fighting, as the pro-government forces keep on their operations against the terrorist group in other southern provinces.

Yemen’s Socotra Island on Saturday has witnessed a new Saudi military deployment. This was reported by Yemen News Portal, citing media sources.

According to the sources, Saudi forces surrounded Socotra airport and forced the militants affiliated with the UAE-backed Southern Transitional Council (STC)’s militia to leave the airport.

The sources expected the arrival of a senior Saudi delegation.

Two blasts target SB commander, patrol south Yemen

Two blasts on Friday targeted a security leader and a military patrol affiliated to the Security Belt (SB) forces run by the Emirati-backed Southern Transitional Council (STC) south Yemen.
The first explosion took place in al-Fiosh area in the southern governorate of Lahj, leaving the targeted armed pickup brunt and its personnel injured, local sources said.
While the causes behind the blast are still unknown, the sources said it was likely stemmed from an explosive device planted in the patrol.

Leadership Council marks ‘new era’ for Yemen, but country remains wary of terrorist threat

President Rashad Mohammed Al-Alimi said on Thursday that with the formation in early April of the Presidential Leadership Council as the legitimate representative of the Yemeni people, his country had entered a new era in based on partnership and national consensus.

“The highest goals of the Presidential Council will be [securing] peace and ending human suffering,” he told world leaders gathered for the high-level debate at the UN General Assembly.

As such, he continued, Yemen was now “on the path to restoring the State, ending the coup, restoring the system of rights and freedoms, equal citizenship, and ensuring that women and youth are empowered to create their own future and build the desired peace.”

President Al-Alimi affirmed the new Council’s adherence to the ideals of peace, in accordance with the terms of reference for a comprehensive solution to the Yemeni crisis set out in the Gulf Initiative and the relevant Security Council resolutions.

He also stated the Presidential Leadership Council’s commitment to establishing “an approach consistent with the Charter and functions of the United Nations, facilitating the work of its humanitarian agencies, political missions, and related oversight mechanisms, ensuring the political, economic and social rights of women, and preventing the exploitation of children and their recruitment into hostilities.”

At the same time, Mr. Al-Alimi warned of the consequences of ongoing uncertainty in Yemen, saying that if progress on the political process slowed, “militias and terrorist groups are more dangerous in their cross-border threats, as well as their egregious violations of human rights.”

He accused the Ansar Allah group (Houthis) of “overturning” the national consensus emanating from the Comprehensive National Dialogue Conference, which ended in January 2014 with the participation of all Yemeni forces and parties, including the Houthis."/p>

The Chairman of the Presidential Leadership Council said that the devastating war in his country has today become a real threat to regional security and was impacting international shipping lanes and the entire global energy supply.

“It has claimed hundreds of thousands of lives and injured over the past years and thrown more than 20 million into the cycle of starvation,” he explained, noting that hundreds of thousands of people have been displaced, and more than four million internally displaced persons (IDPs) now faced “extremely harsh conditions.”

Peace impossible with Houthis without deterrence: Yemeni President

It is impossible to reach sustainable peace with the Houthi group in the near future, President of the Yemeni Leadership Council (LC) said Thursday in his speech to the UN General Assembly.
The UN-mediated truce "has enhanced the Yemenis' conviction that sustainable de-escalation is difficult with a sectarian, armed group in the absence of decisive deterrence," Rashad al-Alimi said.
The best option is an international support enabling Yemen's legitimate government to defend the values of freedom, peace and civil coexistence, he argued, calling on the international community to make a decisive change in tackling the Yemeni crisis and ending a humanitarian suffering caused by the Houthi group.
Iran's blatant interferences in Yemen need to be condemned, and the Iranian regime should abide by the internationally-imposed sanctions banning arms exports and supplies to the Houthi militias, Alimi said.
The international community needs to take stance at Houthi violations amounting to war crimes, he added, citing the group's detention of journalists, relief workers and other hostages of different ages.

The Yemeni LC and government adhere to peace approach based on the three terms of reference, i.e. the GCC Initiative and UNSC resolutions, particularly Resolution 2216.

My comment: Nothing new since 2015. The enemy is so bad, we are so good. We cannot make peace with him. And still he is referring to the so-called “three references”, which were biased from the very beginning: UNSC 2216 had been dictated by the Saudis and demands the Houthis to capitulate. For any peace process adhering to it actually means: back to Square One.

The Yemeni Ministry of Foreign Affairs in Sana'a confirmed that what was issued by the so-called fugitive Rashad Al-Alimi about Al-Qaeda are extremely ridiculous, false and baseless, and a miserable attempt to cover up his organic relationship with terrorism.
In a statement received by Yemeni News Agency (Saba), the Ministry of Foreign Affairs stated that the whole world knows that the leaders of al-Qaeda admitted, in recorded videos, that they published on their sites, about the organization's relationship with the aggression coalition led by America and their mercenaries, and the participation of its members in the battles against Yemeni army.
The ministry in its statement pointed out that the whole world also knows that whom America claims to classify in lists of so-called terrorism are terrorist leaders impersonating brigade leaders, governors and political figures working for the aggression coalition under the false name "government."

The UAE-backed Southern Transitional Council (STC) has continued to mobilize its supporters in Hadramout province to demonstrate against the First Military Region’s forces and to pave the way for its forces to control the oil sources.

Qatn city in Hadramout valley witnessed on Thursday evening a mass rally to demand the departure of the First Military Region forces affiliated with Islah Party (Brotherhood of Yemen), the replacement of the “Hadrami Elite” forces and the formation of the so-called “Hadramout Defense” forces.

The demonstrations coincide with intensive moves by the STC to control the Hadramout and Mahra provinces, eastern Yemen.

After its defeat in Shabwa, Brotherhood resorts to war of services

After the military and political losses incurred by the Brotherhood in Shabwa Governorate, Yemen, it tried to stand up again and win the battle, by tampering with the electricity file in the governorate, taking advantage of their control over the oil facilities in Marib, as a form of political blackmail, said a report published recently by the Paris-based Middle East center for strategic studies.
After putting down an armed rebellion carried out by a number of military and security leaders loyal to the Brotherhood’s Islah Party in Ataq, in mid-August, the Muslim Brotherhood began to prevent and deliberately cut off fuel tankers coming from the Safer Refinery in Marib, which is intended to supply Shabwa governorate.
That war led to power cuts and the suspension of some power stations due to the depletion of diesel, in an effort by the group to thwart efforts to combat terrorism and extremism in the province.

The Yemeni official government on Wednesday approved an emergency plan to enhance food security and fishery sector, through boosting the local production of wheat as part of a set of measures.
At the cabinet weekly meeting, PM Maeen Abdulmalek instructed the two ministries of finance and planning to add the plan to the State's public budget for next year and find the funding needed to apply.

Physical torture sparks angry protests inside UAE-run prisons in Shabwa

An angry protest rally was organized on Wednesday by dozens of prisoners inside one of the UAE-run prisons in Ataq city, the Shabwa provincial capital.

Human rights sources said the rally that took place in the central prison of the city came due to the violations committed by the UAE-backed militia against the prisoners since the beginning of this year.

The sources confirmed that the militia assaulted the prisoners by beating, and a huge fire broke out inside the prison, indicating that the prisoners and detainees broke doors and windows to denounce torture and inhumane treatment.

US forces kidnap 4 citizens in Mahra

US forces, reinforced by Saudi forces, stormed on Wednesday a number of citizens’ homes in the city of Al-Ghaidha, the capital of Al-Mahra governorate, eastern Yemen.

Informed local sources confirmed that the foreign forces who broke into the houses located near Al-Ghaidha airport, which is under the control of the American and British forces, kidnapped more than four citizens and took them to their secret detention facilities inside the airport, without giving the reasons.

The sources said that these forces arrived on board military armored vehicles armed with various types of weapons without knowing their identity, including local mercenaries believed to be affiliated with UAE.

Saudi Arabia unloads shipment of weapons on island of Socotra

A Saudi ship unloaded a new shipment of weapons at the port of the occupied Yemeni island of Socotra, in the Indian Ocean.

Local sources said that the Saudi ship unloaded the shipment of weapons during the past hours at the pier of the port of Holaf, southeast of the city of Hadibo, the capital of the island.

The sources confirmed that the Saudi forces transferred the weapons shipment to the headquarters of its forces on the island, without giving other details, according to “Al-Mahriya channel”.

Saudi Arabia strengthened its “808 ” forces by sending more than 230 soldiers to Hadibo airport last June.

UAE establishes military airport in Mocha

UAE forces have established a military airport near the Bab al-Mandab Strait, west of Taiz province.

Taiz governor, backed by the Saudi-led coalition, Nabil Shamsan recently admitted the establishment of the military airport for UAE forces in Mocha port, which was completed by the leader of the Emirati-funded factions, Tariq Afash.

Shamsan claimed on Twitter on Wednesday that Mocha Airport would be a landing strip for planes carrying the people of Taiz coming from outside.

Al-Ajri: Salaries of state employees are an urgent priority for peace

UN SPECIAL ENVOY FOR YEMEN CONCLUDES A VISIT TO RIYADH AND MUSCAT

On Monday 26th September, UN Special Envoy to Yemen Hans Grundberg met with the President of Yemen’s Presidential Leadership Council, Dr. Rashad Al-Alimi, in Riyadh to discuss ongoing efforts to implement and extend the truce. Grundberg briefed President Alimi on the latest developments and discussed the UN’s truce proposal.

During his visit to Riyadh, the Special Envoy also met with senior Saudi officials who expressed Saudi Arabia’s strong support for the UN efforts to extend the truce in Yemen in order to reach a comprehensive ceasefire and a durable political settlement.

On Tuesday September 27th, the Special Envoy traveled to Muscat where he met with the Minister of Foreign Affairs of the Sultanate of Oman, Badr Albusaidi, and other senior Omani officials. He praised Oman’s critical role in supporting UN efforts.

In Muscat, Grundberg also met with Ansar Allah‘s chief negotiator and discussed the UN proposal to extend and expand the agreement beyond 2 October 2022.

UN-Sponsored Truce Fails to Improve Worst Humanitarian Crisis in Yemen?

The truce must be transformed into a humanitarian act, away from misgivings and false warnings, and a serious effort must turn it into a political agreement between the parties to the conflict in Yemen, and this will only happen by strengthening trust between them.

What is certain is that the truce has many benefits, most notably on the economic and security side, and addressing priority issues, such as the payment of employee salaries that have been cut off since 2016, the opening of Sana’a Airport to international navigation, and the non-restriction of the movement of oil derivatives ships and other commercial ships. The truce here should bring about a major transformation in the country and make a tangible difference in people's lives.

The important thing that must be focused on is that the truce comes out of the criteria of profit and loss for the parties to the conflict and focus on the comprehensiveness of its humanitarian dimension.

However, unfortunately the path of the truce has gone out of its way and its return to its right path requires the optimal implementation of its terms, despite that the US-Saudi party seeks to circumvent the contents of the truce and has not shown any intention of implementing confidence-building steps.

Sanaa’s acceptance of the truce came as a confirmation of the sincere intention towards peace, and according to the Deputy Prime Minister for Security and Defense Affairs in the Sana’a government, Lieutenant-General Jalal Al-Ruwaishan, “it is not possible to accept the state of no war and no peace that the coalition is pushing for.”

The Houthi group reneges its commitments stated in the UN-brokered truce, the Yemeni President said on Sunday, promising to solve Taiz blockade and reopen blocked roads.
The last months "proved the militias' falseness," President Rashad al-Alimi added. "We confronted their lies with truth and challenged them with by taking the people's side."
During the six months of truce, tens of flights landed in Sana'a airport and over 50 oil tankers arrived at Houthi-held Hodeida ports with 1.4 million tons of petroleum derivatives onboard, he said.
However, the Houthis kept rejecting the application of their commitments to reopening the roads in Taiz and other provinces and paying the civil servants' salaries from these ports' revenues.

UN envoy puts forward proposal to prolong truce in Yemen

UN Special Envoy for Yemen Hans Grundberg said on Saturday that he has submitted a proposal to the Yemeni warring factions to prolong the ongoing truce for a long period.

"The United Nations is awaiting the response of the Yemeni parties to our proposal," he said in an interview with the Al-Jazeera news channel, stressing the need for constructive cooperation between all sides involved.

Sources close to the Yemeni government said that the Yemeni authorities had received a proposal from the UN envoy to Yemen, Hans Grundberg, to extend the armistice for a period of six months, and it includes new provisions and proposals regarding the expansion of the armistice.

Minister for Foreign Affairs, Eng. Hisham Sharaf Abdullah, sent a written letter to Heads of Delegations and Ministers for Foreign Affairs of the States participating in the 77th session of the United Nations General Assembly.
In his letter, the Foreign Minister noted that for the eighth consecutive year world leaders are meeting at the United Nations to discuss many issues of concern to humanity, the Yemeni people continue to suffer from a brutal military aggression and blockade that has created the worst human-made humanitarian catastrophe since the founding of the United Nations.
Yemen's suffering was not an internal conflict or civil war and the aggression States were trying to portray the world, it is a military aggression and a land, sea and air blockade contrary to all international instruments and the Charter of the United Nations.
The Foreign Minister stressed that the aggression states are engaged in a war of extermination and systematic destruction of everything in Yemen, all of this is under the invalid pretext of what it calls the restoration of constitutional legitimacy, replaced by a council called the "Presidential Leadership Council", which has no legitimate and constitutional status.
The move to form that illegal Council had confirmed the fact that the Republic of Yemen was being subjected to aggression in which a war of extermination and destruction of human beings and infrastructure from schools, hospitals, houses of worship, roads, bridges, farms, factories and sewage plants and others.

Saudi Arabia-Yemen: The truce holds, but will it lead to a peace agreement?

It is vital that negotiations move swiftly from short-term agreements to long-term peace talks, with women and young people given a seat at the table.

The UN is now hoping to secure an expanded truce agreement to “provide an opportunity to negotiate a nationwide ceasefire, humanitarian and economic issues, and to prepare for the resumption of the Yemeni-led political process under UN auspices to reach a sustainable and just peace”.

On the ground, the truce has given the Yemeni people some relief after years of armed conflict. But the situation remains highly volatile, with ceasefire violations occurring among internal factions - although as of the end of July, none had been reported between the Houthis and the Saudi-led coalition. Since the truce took effect in April, more than 2,500 violations have been reported.

Whether the truce will hold and lead to a negotiated peace agreement remains an open question. But for Yemenis, the urgency is clear: the country’s humanitarian crisis is intensifying amid rising food and commodity prices, pushing millions more people towards extreme hunger. Poverty, child malnutrition and the beleaguered health system all require swift attention.

The current truce must be capitalised on to make progress in these areas. First and foremost, there must be concerted regional and international efforts to ensure the fragile truce holds. Some observers have warned the truce could ultimately break down and lead to a further period of open conflict, with the truce period allowing parties a chance to regroup.

In multilateral diplomatic efforts aimed at persuading all parties in Yemen to uphold and extend the truce, it is essential to emphasise the loss of popular legitimacy that would befall those responsible for squandering Yemen’s best chance for stability and peace in years.

In addition, it is vital that negotiations swiftly move from short-term agreements to long-term peace talks. In the short term, there is a need for confidence-building measures, such as prisoner swaps; but more fundamentally, there is a need to rethink the mediation structure to reflect Yemen’s complex, multi-actor conflict. For years, international mediation has mistakenly framed the conflict as a civil war pitting the internationally recognised government against a single non-state armed group.

The value of inclusivity should extend beyond high-level talks to a multi-track peace process that involves meaningful participation from Yemenis of all walks of life. Marginalised social groups, such as women and youth, have a right to sit at the table.

The truce is also an opportunity for a deep rethink of international humanitarian and development responses in Yemen.

Washington Works of Extending Truce with No True Practical Steps

Less than half a month away from the end of the second extension period of the truce, which Sanaa announced that it might be the last in case an agreement was not reached that includes a clear mechanism for paying salaries and leads to the lifting of the siege.

The assessment of the implementation of the provisions of the current agreement by the coalition of aggression is still negative, and the reality indicators confirm its insistence on deception and blackmail.

Despite the new American statements that hinted the agreement of the aggression to pay salaries, the real test is still the implementation of this in reality, which Sana’a is keen to clarify by sending successive messages of warning and intimidation to the aggression regarding the consequences of continuing intransigence.

US Consent to Pay Salaries: New Maneuver or Positive Sign?!

In a new statement about Envoy Tim Lenderking's recent visit to the region, the US State Department reported that the envoy had found "approval of an expanded agreement that includes paying salaries, improving freedom of movement by opening roads, moving fuel seamlessly through ports, and expanding commercial flights from Sanaa airport.

An announcement that could represent a positive indication if the US and the countries of aggression had serious intentions to advance and address the humanitarian issue (with the motive of avoiding the return of deterrence operations, of course). However, there are no real indications of the existence of such intentions.

Six months, and previous experiences with US statements in general, reduce the chances of the seriousness of this announcement, or at least make it dependent on practical evidence.

This is also confirmed by other paragraphs in the US State Department statement, which included repeated attempts to accuse Sana'a of obstructing the implementation of the terms of the agreement, in addition to promoting the misleading story about the existence of a "new mechanism" for bringing fuel ships into the port of Hodeidah, and accusing Sana'a of violating it.

The United States is 'encouraging' Saudi Arabia to keep channels of communication open with Iran, Timothy Lenderking, the US special envoy to Yemen, told Middle East Eye, as the US and UN push to extend a fragile truce in the war-torn country.

Riyadh and Tehran launched direct talks in Iraq last year in a bid to repair relations that had frayed over conflicts such as Yemen, where Saudi Arabia is the main backer of the internationally recognised government, and where Iran has supported the Houthi rebels with arms and training.

"We talk to the Saudis regularly about those conversations," Lenderking told MEE on the sidelines of the United Nations General Assembly in New York City.

Al-Monitor spoke to Timothy Lenderking on the sidelines of the UN General Assembly about Iran's role in Yemen.

Speaking with Al-Monitor on the sidelines of the United Nations summit, US Special Envoy for Yemen Timothy Lenderking said he remains skeptical of “Iranian behavior and actions, not matching rhetoric.”

Instead, “what I'm very focused on is ensuring that Iran's behavior toward Yemen moves in a constructive direction,” Lenderking said.

Lenderking noted the more positive statements from Iran, but called on Wednesday for Iran’s words to match its actions: “We would like to see their nice words met with actual implementation,” he said earlier Wednesday at a press briefing.

The special envoy noted that Iran continues to send weapons and Islamic Revolutionary Guard Corps (IRGC) fighters into the impoverished country to help the Houthis in their war effort.

“The presence of IRGC personnel is something that we feel is very inconsistent with Iran's stated goal of supporting a political resolution of the conflict,” Lenderking said. “Working to demilitarize their presence would be something that is extremely positive.”

President Raeisi Decries IAEA Probe, US Lack of Good Faith

Iran's President Raeisi has called for the closure of all investigations by the UN’s nuclear agency in order to reach a sustainable nuclear deal.

In a press conference after addressing the UN General Assembly Thursday, Raeisi said the IAEA has repeatedly confirmed that Iran’s nuclear program is peaceful.

He said the agency has been inspecting Iran’s facilities for many years and its cameras are still rolling.

Raeisi also said the only side that has stayed true to the 2015 agreement has been Iran. He said any deal on the JCPOA that does not resolve the safeguards issues will not last.

The president further said the US administration’s new sanctions on the Islamic Republic show its lack of sincerity in reviving the 2015 nuclear agreement, known as the Joint Comprehensive Plan of Action (JCPOA).

Iran says it’s ready for new nuclear deal but asks if US is

Iran’s president insisted Wednesday that his country is serious about reviving a deal meant to prevent it from acquiring a nuclear bomb but questioned whether Tehran could trust America’s commitment to any eventual accord.

The U.S. had already “trampled” on a previous deal, President Ebrahim Raisi told the U.N. General Assembly, referring to America’s decision to pull out of the accord in 2018.

“There is a great and serious will to resolve all issues” in the nuclear talks, Raisi said, but he added: “Our wish is only one thing: observance of commitments.”

“Can we truly trust without guarantees and assurances that they will this time live up to their commitment?” he asked of the U.S.

Even as he expressed a desire to reach a deal, Raisi criticized what he said was lopsided scrutiny of Iran’s nuclear activities while other nations’ atomic programs remain secret — a reference to Israel, which has never confirmed nor denied having such weapons. Israel, which is vehemently opposed to the nuclear deal, accuses Iran of concealing aspects of its nuclear program from U.N. inspectors.

Bei den Saudis muss Airbus jetzt auf Plan B hoffen

Seit Jahren ringen Airbus und die deutsche Regierung um eine Exporterlaubnis für Rüstungstechnik nach Saudi-Arabien. Während Bundeskanzler Olaf Scholz bei seinem Besuch über Gas sprechen wollte, ging es den Saudis um ihre Grenzsicherung. Airbus setzt derweilen auf eine Notlösung.

Vor zwölf Jahren feierte Airbus noch einen Milliardenauftrag aus Saudi-Arabien für den Schutz der Außengrenzen des Königreichs. Der damals als EADS firmierende Konzern sollte im weltweit größten Projekt dieser Art ein Hightech-Sicherungssystem mit Radaranlagen aufbauen.

Doch 2018 stoppte die damalige Bundesregierung die Rüstungsexporte, wegen der Beteiligung des Königreichs am Jemen-Krieg und dem Mord am Journalisten Jamal Khashoggi im saudischen Generalkonsulat in Istanbul.

Damit wurde auch das Grenzprojekt in der ursprünglichen Version gestoppt. Nach WELT-Information ist nun eine Änderung bei dem Vorhaben samt Alternativlösung vorgesehen

Im November 2021 wurde eine Erneuerung der abgelaufenen Exportkontrolllizenz beantragt. „Derzeit warten wir auf eine Genehmigung durch die Bundesregierung“, teilt ein Sprecher mit. Gleichzeitig gebe es Gespräche mit der saudischen Regierung über eine Anpassung des Vertrages.

Danach könnte ein etablierter inländischer Partner eingebunden werden, um mehr lokale Wertschöpfung zu erzielen. Saudi-Arabien hat selbst verkündet, über seinen staatlichen Rüstungskonzern SAMI (Saudi Arabien Military Industries) bis 2030 zu den weltweit 25 größten Rüstungskonzernen aufzusteigen.

Mit einem saudischen Partner bei dem Grenzschutzprojekt könnte Airbus ein Dilemma lösen.

Freundliche Begrüßung: Scholz zu Gast beim saudischen Kronprinzen

Es ist eine ausgesprochen freundliche Begrüßung nach einer tiefen diplomatischen Krise: Mit einem kräftigen Handschlag hat der saudische Kronprinz Mohammed bin Salman am Samstag Bundeskanzler Olaf Scholz im königlichen Palast des Friedens (Al-Salam-Palast) in der Hafenstadt Dschidda empfangen. Der SPD-Politiker lächelte den faktischen Herrscher des mächtigsten Landes auf der arabischen Halbinsel dabei freundlich an.

Der Besuch ist heikel. Kronprinz Mohammed wird vom US-Geheimdienst für den brutalen Mord an dem Journalisten Jamal Khashoggi im saudischen Generalkonsulat in Istanbul vor vier Jahren verantwortlich gemacht.

Mit seinem Besuch setzt der Kanzler ein Zeichen der Normalisierung. Mit Frankreichs Präsident Emmanuel Macron, dem inzwischen zurückgetretenen britischen Premier Boris Johnson und US-Präsident Joe Biden waren aber schon die wichtigsten Bündnispartner Deutschlands in Saudi-Arabien. Scholz will daran anschließen und auch mit Blick auf den russischen Angriffskrieg gegen die Ukraine und seine Folgen den Gesprächsfaden wieder aufnehmen. Konflikt im Jemen: Deutschland liefert Waffen an Kriegsparteien

Die Bundesregierung hat weitere Waffenlieferungen unter anderem an Ägypten, Bahrain, die Vereinigten Arabischen Emirate und den Sudan genehmigt. Die Länder beteiligen sich an der von Saudi-Arabien angeführten Koalition am Krieg im Jemen.

Früher zählte Saudi-Arabien zu den besten Kunden der deutschen Rüstungsindustrie. Seit 2018 gilt ein weitgehender Exportstopp, der allerdings Ausnahmen zulässt.

Die Ampel-Regierung von Bundeskanzler Olaf Scholz hat seit ihrem Amtsantritt im Dezember keine Rüstungsexporte nach Saudi-Arabien genehmigt. Das geht aus einer Antwort des Wirtschaftsministeriums auf eine Anfrage der Linken-Abgeordneten Sevim Dagdelen hervor, die der Deutschen Presse-Agentur vorliegt.

Vor dem Regierungswechsel waren 2021 trotz eines weitgehenden Exportstopps für das mit harter Hand regierte Königreich noch 30 Exportgenehmigungen im Wert von 2,52 Millionen Euro erteilt worden.

Die Grünen haben sich vorgenommen, die Rüstungslieferungen in Länder außerhalb von EU und Nato mit einem Exportgesetz noch weiter einschränken. Scholz und Verteidigungsministerin Christine Lambrecht (beide SPD) hatten dagegen erst in der vergangenen Woche in Grundsatzreden klar gemacht, dass sie zu einer Lockerung der Regeln bereit sind, um europäische Rüstungsprojekte zu erleichtern.

Sudan seizes Yemen boat loaded with weapons in Red Sea

The Sudanese army announced yesterday that it had seized a Yemeni boat loaded with weapons and ammunition in the Red Sea.

A statement issued by the army spokesperson said members of the Sudanese navy forces on Saturday seized "a boat carrying four Yemeni citizens within the Sudanese territorial waters near the Sabaat Islands".

According to the statement, the boat was loaded with 90 Kalashnikov rifles, 162 boxes of Grinov submachine guns and 182 boxes of various calibres of ammunition, 43 cartons of detonating cord and 45 cartons of explosion-proof fuses.

The statement did not clarify the boat's destination.

For years, Sudanese and Yemeni groups have been smuggling arms, drugs and humans across the Red Sea.

Sudan’s ruling military general, who mounted a coup nearly a year ago, said he will not run in future elections for a civilian-led government but offered no timeline on when a vote might happen in order for him to relinquish power.

Criminal complaint against French arms manufacturers for the export of war materials in the context of the Yemen conflict

What is the purpose of the complaint filed before French courts?

Numerous reports (UN GEE on Yemen, NGOs, etc.) point to serious violations of international law, as well as potential war crimes and crimes against humanity, committed by means of airstrikes by the Coalition led by Saudi Arabia and the UAE, in many cases using military equipment provided by other states. Yet, despite this damning evidence, several countries, including France, have continued to supply arms to the Coalition, thereby flouting their obligations under the Arms Trade Treaty (ATT), European law, as well as their own national legislation.

Since 2014, France has been among the top arms suppliers of Saudi Arabia and the UAE, according to annual data compiled by the Stockholm International Peace Research Institute (SIPRI). Since the conflict began in 2015, French companies have continued to supply war materials as well as associated services.

The complaint seeks to expose the potential complicity in war crimes and crimes against humanity of companies that have continued to transfer weapons or provide maintenance services to Saudi Arabia and the UAE, despite their knowledge of the crimes committed by the Coalition.

The complaint documents numerous Coalition airstrikes targeting civilians and civilian infrastructure, including 26 airstrikes that unlawfully killed or injured civilians, and destroyed or damaged schools, hospitals, and other protected property, which may constitute potential war crimes and crimes against humanity.

Which arms companies are targeted by the complaint?

The complaint targets three arms companies.

Dassault Aviation S.A. is the supplier of the Mirage and Rafale fighter jets to the UAE. The company provides maintenance and supplies parts and components.

MBDA France S.A.S. is also targeted as the supplier of air-launched cruise missiles: the Black Shaheen to the UAE, the SCALP-EG/Storm Shadow to Saudi Arabia, as well as the Brimstone. These weapons are co-designed and manufactured in France and the United Kingdom.

Finally, Thales Group is the supplier of laser targeting pods for fighter aircrafts, to Saudi Arabia (Damocles targeting pods) and to the UAE (Shehab targeting pods). The company provides maintenance, along with parts and components.

These materials are used in the Yemen conflict.

Which organizations are involved in the complaint?

The complaint was submitted by Mwatana for Human Rights, the European Centre for Constitutional and Human Rights (ECCHR), and Sherpa, with the support of Amnesty International France.

What evidence does the complaint rely on?

The facts presented in the complaint are the same as those put forward in the communication to the ICC, detailing 26 airstrikes, which could constitute war crimes.

At the outset, the complaint is supported by evidence collected by Mwatana for Human Rights during field research in Yemen, including visits to sites affected by airstrikes.

They collected testimonies of women and men who witnessed and were affected by the Coalition airstrikes against civilians, homes, cultural heritage, hospitals, and schools. These testimonies are supplemented by photos and satellite imagery, as well as many public documents and reports that have served as sources.

Furthermore, the complaint presents data on French arms exports to Saudi Arabia and the UAE. Government reports and other public documents were also included.

In addition, the complaint outlines and analyses the structure of the companies involved, their governance and their corporate social responsibility policies.

Sanaa Warns of UAE Plans to Sell Yemeni Gas to Europe

Multiple sources talked about the UAE making deals with Germany and France to sell Yemeni gas.

The head of the UAE-Saudi Council of Agents, Rashad Al-Alimi, acknowledged the existence of deals to sell Yemeni gas, adding that his government, in cooperation with the UAE, is seeking to conclude a number of deals and is ready to do so. However, the French company Total requires an agreement on security issues, fearing that Sanaa would bomb gas facilities with ballistic missiles.

Al-Alimi stressed that there is talk about exporting gas to France and Germany under Emirati sponsorship.

Earlier, officials in Sana'a had warned the UAE and all European companies against making deals to steal Yemeni gas and oil.

Sanaa indicated that it would not recognize any agreement concluded by these countries with the mercenary government, considering the operation a theft of Yemen's wealth.

Southern al-Hirak reveals UAE signs deal with Germany to plunders Yemen’s oil wealth

A prominent leader in the “Southern Revolutionary Movement Council, known as Southern al-Hirak, revealed on Monday the UAE made a deal Germany for 10 years, to plunder Yemen’s oil and liquefied gas wealth.

A member of the political bureau of the council, Yahya Mohammed Abdul Rahman Baras, accused the UAE of looting natural resources in liquefied gas by signing an agreement with Germany to export Yemeni gas for ten years from Balhaf Gas facility in Radum area of Shabwa , estimated at tens of billions, without the knowledge of the Riyadh-formed Presidential Council and the government of Maeen Abdul-Malik.

“The southern provinces are not Ras al-Khaimah or Dubai,” Baras said, adding that the signing came amid silence and disregard for what he called the national forces.

All these funds went to Houthi leaders' accounts, Rashad al-Alimi added, as the Iranian-backed group "still reneges its commitments to paying the civil servants in areas under its control."
More than 50 oil tankers arrived at the Houthi-held Hodeida port during the truce, that started on 2 April and set to expire on 2 October.
Under the truce, and the Stockholm Agreement inked with it in December 2018, the Houthi group had to channel Hodeida taxes imposed on oil tankers into paying the salaries of public employees.
Parties to Yemen's, after 8 days of peace talks in Sweden, reached on 13 December 2018 an agreement providing for ceasefire in Hodeida and stipulating the Houthis to pay civil servants from the port's income.
In 2019, the Houthi group reneged the deal and misused the funds, which were deposited into a special account allocated for this purpose, in its war against the government.

Russia's support for Iran's proxy war in Yemen is further proof it's enemy No. 1

The Russians have done it again. They have castrated the United Nations and reduced the organization to irrelevance in exactly the type of situation it was created for.

On Feb. 28, Russia defied the U.S. and 10 other states at the U.N. Security Council in vetoing a resolution that would have held Iran accountable for its proxy war in Yemen.

Iran’s involvement is now undeniable, despite the protestations of its Russian benefactor. The fig leaf of plausible deniability has been stripped bare by the Yemen Panel of Experts’ final report to the 2140 Sanctions Committee in late Jan. 2018.

The time is ripe for meaningful action — punitive sanctions backed up with real bite. The abrogation of the Iran nuclear deal, which gives that country vast economic resources with which to pursue its rogue actions, must also be put in the balance. Unless Iran is willing to abide by its international law obligations it cannot be allowed to take its place amongst other peaceful trading states and its economic potential must be blunted by sanctions.

Senior Yemeni military officers survive Houthi missile attack

A celebration gathering, which was held in Yemen's northern province of Hajjah and attended by some senior military officers from the Yemeni government, was hit by missiles on Sunday, a government official told Xinhua.

The official, who prefers to be anonymous, said a torch-lighting ceremony was held in the Midi district of Hajjah province to celebrate the upcoming September Revolution Day when four missiles landed in and around the site.

The senior military officers, along with dozens of civilians, left the site just minutes before it was hit by the missiles, the official said, adding the attack caused no casualties.

Truce or not, landmines continue to kill civilians across Yemen

However, truce or not, hundreds of civilians have been killed during this period by landmines placed by the rebels. One NGO, Project Masam, has been working frantically to remove landmines and prevent more tragedies.

The Houthis have been planting landmines widely across the country since 2017 – in fields, villages and along roads – especially in the coastal regions of Hodeida and Taiz. For the rebels, landmines are an efficient way to stop the advance of pro-government troops. This was certainly the case in 2018 when fighting intensified in Taiz and Hodeida.

Between 2019 and August 2022, an estimated 426 civilians were killed by landmines, improvised explosive devices and unexploded munitions, including 101 children and 22 women, according to the Yemeni Landmine Observatory. The Observatory has also documented 568 people who were wounded by these devices, including 216 children and 48 women.

YEMAC: Aggression's mines, bombs caused 11 victims including 10 children

The Executive Center for Mine Action(YEMAC) revealed that 11 civilian victims were caused by cluster bombs and war remnants on Saturday in Al Al-Hodeida and Al Bayda provinces.
In a statement received by the Yemeni News Agency (Saba), the center said that 10 children were injured in t Al-Jah area in Bayt al-Faqih district in Al-Hodeida, as a result of a bomb explosion from the remnants of air raids

Ten children injured in Houthi mine blast south Hodeidah

Ten children were injured in a Houthi landmine explosion in al-Jah area of Bait al-Faqaih district in the south of Hodeidah.
According local and official sources, the Houthi laid-mine blew up while the children were playing. They were taken immediately to the nearest hospital for medical treatment.
