SAM Expresses its Concern about the Hunger Strike Announced by the Detainees in Al Munawarah Prison in al-Mukalla due to the Failure to Implement their Release Order and Holds the Authorities in Hadhramaut fully Responsible for their Lives

SAM Organization for Rights and Liberties said that the administration of Al-Munawwarah Prison in the city of Mukalla in Hadramout Governorate, southern Yemen, refuses to implement the judicial authorities’ order to release dozens of detainees for years after the issuance of the verdict that acquitted them, which prompted the detainees to start a hunger strike since September 6 in order to draw the world’s attention to their case. The organization called on the authorities and the Public Prosecution Office to assume their responsibilities and implement the ruling of releasing the detainees without conditions.

The organization said that what the striking detainees are subjected to is a violation of human rights and a form of arbitrary and illegal detention practiced by the administration of Munawarah prison with some of the entities affiliated with the UAE, which the prison administration follows, according to their response to some detainees' families.

The organization said in a statement issued today, Monday, that the prison administration's refusal to implement judicial orders constitutes a disregard for the judicial institution. It also reveals its inability to protect human rights and the victory of the legal rights of victims after spending long periods in detention and the issuance of court verdicts acquitting them, some of which were issued 3 years ago.

Shabwa witnesses first uprising against UAE authorities

The first societal uprising against the UAE authorities took place in Shabwa province, eastern Yemen.

Local sources confirmed that dozens of residents of Al-Rawdha district, east of Ataq city, the provincial capital, went out on Sunday in a protest against what they called the policy of regional exclusion and marginalization by the governor loyal to the UAE in Shabwa, Awdh Al-Wazir Al-Awlaqi.

Yemeni officials reviewed plans with charity organizations to implement developmental projects in Taiz as part of ongoing reconstruction efforts in the province.

Armed clashes break out in Wadi Obeida, Marib

Violent clashes broke out in Wadi Obeida area, east of the city of Marib, which is under the control of the Saudi-led coalition militants, tribal sources reported on late Friday.

According to the tribal sources, confrontations took place in Wadi Obeida area, between the gunmen of Al-Damashiqa tribes and the al-Hadi Hatik Obeida, after Al-Damashiqa tribes accused the latter of being behind assassination of Hassan Muhammad bin Samra al-Obeidi, and another named Mubarak al-Barak bin Abdul Rahim al-Briki, in mysterious circumstances on the road of Al-Abbar.

On the other hand, tribes from Dahm, whose areas are under the control of the coalition forces, during the past hours, closed roads leading from the city of Marib in protest against the killing of two of their sons by the military police forces affiliated with Islah party, during the past days.

Clashes between Islah militants in Taiz leave dead, wounded

Violent confrontations broke out on Friday between gangs of Islah militants in the center of Taiz city, leaving dead and wounded in addition to causing damages to citizens’ property.

According to local sources in the city, clashes broke out between armed men loyal to Ghazwan Al-Mikhlafi, nephew of Islah military leader Sadiq Sarhan, and a gang affiliated with so-called Al-Ja’ashni in Al-Rawdha area, near “July 7 school for girls”.

“The clashes left at least two dead and several wounded,” one of the sources said

Saudi Arabia attacks STC’s militia

Saudi Arabia on Wednesday began to take new measures to reduce the influence of the UAE-backed Southern Transitional Council (STC)’s militia, as Riyadh’s retreat from supporting the council’s expansion in the southern provinces.

The Saudi journalist close to the crown prince, Salman Askar, said in an interview with the Saudi news channel that “the transitional does not learn lessons,” stressing that “its scattered leaders could not manage the city of Aden, let alone the rest of the provinces.”

Askar explained that the Saudi-led coalition is aware of the inability of the STC, pointing out that Saudi Arabia stopped the military operation launched by the STC in Abyan, because of what he described as the “stupidity of the STC’s leaderships” that act randomly.

The developments come as part of Saudi moves to stop the STC’s expansion that was supported at the expense of other factions, following the inability of the council’s forces to impose real control over Shabwa and Abyan governorates.

UAE loots large quantities of raw gold from Hadramout

The UAE had looted large quantities of raw gold from “Mayfa’ Hajar” gold mine in Hadramout province, eastern Yemen, informed sources in the province reported on Thursday.

The southern leader, Adel Al-Hasani, wrote on Twitter Thursday, quoting one of the officials who was overthrown by the Saudi-led coalition, “whose name was not mentioned”, that the UAE is looting raw gold from the Mayfa’ Hajar mountain mine and transporting it via tankers to the port of Mukalla, the capital of the province.

The UAE transports raw gold from one of the sites classified as gold mines in Mayfa’ Hajar near Mukalla coast and other sites to Abu Dhabi to be smelted and sold in the UAE market.

Film: Report on crimes of torture in secret prisons in Shabwa

Civil Network for Media, Development and Human Rights (CNMDHR) in Aden held a press conference today to discuss report on “crimes of torture in secret prisons in Shabwa” attributed to pro-Islah special forces. The report accused Abed Rabbo al-Akab and former governor of Shabwa, Muhammad bin Adyo, of being fully responsible for "crimes of torture" that affected detainees in the governorate. The report indicated that cases of torture in Shabwa included 27 children. The report revealed 700 violations, including 443 cases of torture that took place in Shabwa special forces prisons between January 2019 and June 2022. Yemen experiences severe electricity crisis amid fuel shortage

The Yemeni government said Thursday it has signed a deal worth $200 million with Saudi Arabia to provide fuel to war-torn Yemen.

Under the deal, the Saudi Development and Reconstruction Program for Yemen (SDRPY) will provide 250,000 metric tons of oil derivatives to Yemen, the state news agency Saba reported.

Saba said the deal will help increase the capabilities of Yemeni government institutions and the stability of electric power in various government and private institutions and the industrial sector.

The Muslim Brotherhood in Yemen: from partners to adversaries

The turning point in the development of events came at the beginning of April this year, when all political forces opposed to the Houthis agreed to form an eight-person Leadership Council that would set the political and military roadmap. The Muslim Brotherhood was reluctantly forced to agree to the plan after realising that the other forces wanted to end the stagnation and corruption of the institutions they themselves controlled.

It is worth noting that the Council faced an arduous task that was to begin with the reform of state structures, especially the army, but this was not welcomed by the Muslim Brotherhood and was seen as a threat to their interests and all that they had achieved during the years of war, especially in areas where there are oil and gas fields. These are regions that the organisation uses for its own benefit. When the Presidential Council made several decisions aimed at changing the military leadership in the Shabwa region, the Islah party concluded that this would pave the way for taking away the sources of wealth, and so it did not accept these changes and encouraged the military leadership to rebel and reject the removal decisions, a move observers believe the Muslim Brotherhood wanted to demonstrate its power and that it is a force that cannot be ignored. They also wanted to send a message to the Presidential Council to prevent it from going further with decisions that could threaten its control over oil and gas reserves.

The newly formed Leadership Council was faced with a new rebellion, and had two options, either to confront this rebellion or to submit to the will of the Muslim Brotherhood and not clash with them, but it chose the first option in an attempt to control the situation and impose its power once and for all, a gesture that was met by great popular support, but at the same time put the Council and its leaders in the crosshairs of the Muslim Brotherhood's media machine and the states that support them. They launched a concerted campaign aimed at undermining the Council and weakening its legitimacy.

In the end, the relationship between the Muslim Brotherhood and the Presidential Leadership Council became complicated, and al-Islah shifted to a position characterised by confrontation and resistance to the decisions of the country's presidency.

STC’s militia fails again to retake Shabwa oil fields

A military campaign by Emirati-backed factions on Wednesday failed to regain control over a number of oil fields in Shabwa province, southern Yemen.

This coincides with tribal gunmen taking control of oil wells in Usaylan District, in response to their demobilization from the UAE-backed Southern Transitional Council (STC)’s camps for sake of regional motives.

Informed sources said that the Shabwa Defense Forces, which are loyal to the STC, carried out a military operation in the past hours, in an attempt to regain control of the oil wells in the district of Usaylan, but retreated after the tribes of the directorate threatened to blow up a large-scale war against them.

Two foreign warships approach Radhom coast of Shabwa

Eyewitnesses from Yemeni fishermen reported on Wednesday that two warships approached the coast of Radhom area on the Arabian Sea in the oil-rich Shabwa province, eastern Yemen.

According to the eyewitnesses, the two battleships, which are believed to belong to the French naval forces, approached during the past two days the coasts of Radhom, where the Balhaf gas facility controlled by the UAE forces is located, amid silence from the Riyadh-formed “Presidential Council” and its government loyal to Saudi-led coalition.

Saudi Arabia transfers STC’s President to Riyadh on military plane

Saudi Arabia transferred the Vice-President of the Riyadh-formed “Presidential Council”, President of the UAE-backed Southern Transitional Council (STC), Aidarous Al-Zubaidi, on a military plane from Aden Airport to Riyadh, informed political sources reported.

The sources confirmed that the Saudi ambassador to the government loyal to Saudi-led coalition issued a sudden and severe summons to Al-Zubaidi against the background of the problems that erupted between him and the rest of the council members.

The Saudi summons included the rest of the Council members, based on the first directive from Khalid bin Salman, after he was appointed Minister of Defense during the past hours in Saudi Arabia, according to the sources.

The sudden summoning of the presidential council members, who lead the pro-coalition militia in the southern provinces, and their transfer via a Saudi military plane to Riyadh, showed the extent of their absolute dependence and their implementation of foreign agendas against Yemen.

Yemen's truce collapses, battles break out and civilians lament lost peace

Sunday night was one of the toughest endured by Yemenis for months, as they waited for the news that the truce between their country’s warring parties had been extended. They were left disappointed.

As the deadline passed, minds began to wander. Would the boom of relentless air strikes become commonplace again? Will the availability of fuel get even worse? What will happen to our sons on the frontlines?

The agreement stood on three pillars: reopening Sanaa airport for commercial flights; allowing fuel ships to dock in Hodeidah; and working towards reopening roads in Taiz and other provinces.

Abdulrahman Khalid, a resident of Taiz city, told Middle East Eye that - despite the Houthi movement refusing to open the city’s roads - the ceasefire brought a much-needed moment of respite.

“It is true that during the last six months of the truce there were some violations by warring parties, but we enjoyed peace, and they were the best months since the war broke out in our city,” he said.

We hoped a new extension would lead to reopening roads to Taiz, but we were shocked to hear about the truce’s failure.”

People in Taiz realised the truce had failed long before any official announcement was made: “Last night the clashes resumed on different frontlines around the city and most Taiz residents heard that,” said Khalid.

The fear that accompanies the resumption of hostilities kept Khalid up all night.

“Those who are against the truce can come to spend a week near frontlines and they will know how we are suffering,” he said.

The rebels [Sanaa gov.] had demanded that the salaries of military officials and civil servants in the areas they control be paid "without discrimination".

Elisabeth Kendall, from Girton College at the University of Cambridge, said the Huthi's demands "seem unrealistic at this early stage".

"These are concessions that will be extremely difficult to meet in the absence of any structured peace talks," she said.

Ahmed Nagi, a researcher at the Malcolm H. Kerr Carnegie Middle East Center in Beirut, said the truce "failed because of a power imbalance" between the warring sides.

The Huthi rebels "believe that they are the stronger side, after seven years of conflict, and that the war doesn't have to end at this point," Nagi explained.

Seeing the government's "great desire to extend" the ceasefire, Nagi said, the rebels believe they can "achieve greater goals".

What happens now?

Analysts expect renewed fighting specifically around Marib, the government's last northern stronghold and key to Yemen's oil resources, and Taez, the country's third biggest city that has been blockaded by the rebels since 2016.

But according to some analysts, the United Nations may still continue its efforts to convince the rebels to accept another ceasefire.

Nagi said that in case these negotiations "reach a dead end, the war will enter a new phase, with fiercer military confrontations than before".

Although this contradicts the text of the armistice agreement, we continued the discussion and presented three proposals in Taiz as a first stage that would facilitate the traffic of tankers and vehicles to a large extent. […]

The future of Yemen is at a crossroads and the risk of a return to war is real.

Yemen’s uncertain future will once again hang in the balance on Oct. 2 as the warring sides in the country’s brutal civil war, grinding into its eighth year, will decide whether to renew the ceasefire that has remained in place since April.

The ceasefire, though wildly imperfect and fragile, has nonetheless helped lower the intensity of fighting

While facilitating negotiations earlier this week, Hans Grundberg, the United Nations Special Envoy for Yemen, warned: “We are at a crossroads where the risk of a return to war is real and I am urging the parties to choose an alternative that prioritizes the needs of the Yemeni people.”

Representatives of both sides of the conflict have alleged instances in which the ceasefire was broken. However, it has brought a significant reprieve, even if only temporarily, to what remains a horrific situation.

The importance of extending the ceasefire is that it makes space for the slight but necessary step to save lives today and slowly rebuild the livelihoods of Yemenis tomorrow. Yemen’s hope for a better future is too valuable to throw away.

With the current truce agreement set to expire on 2 October 2022, humanitarian organisations remind all parties to the conflict that the future of the people of Yemen is in their hands.

As organisations working in Yemen, we recognise and applaud the important steps taken by all parties to the conflict as they continue to work towards upholding the truce. Together you have enabled the longest period of calm for more than seven years, bringing relief and hope to the people of Yemen. During the past six months, we have seen a 60 per cent reduction in casualties. The amount of fuel entering Hudaydah port has quadrupled, allowing hospitals and businesses greater access to fuel, helping to maintain proper functionality of and access to public services, including critical medical treatments. Commercial flights from Sana’a have helped 21,000 Yemenis to access lifesaving medical care, pursue education and business opportunities and reunite with loved ones overseas.

With the current truce agreement set to expire, now is a critical moment for the people of Yemen. While important gains have already been made, more time is needed to ensure that Yemenis can start to rebuild and recover their lives.

A longer extension of the truce would be the first step in further building upon the gains over the past six months and creating the stability needed to carry out longer-term assistance. If the conflict restarts now, it not only risks destroying gains already made but threatens the future development of Yemen.

Families that we speak to tell us that they want the conflict to end and recognise that, while the truce might not be perfect, it is a crucial step on the road to long and lasting peace. A reduction in fighting means that for the first time in more than seven years, children could start the school year without fear of attacks, including those caused by airstrikes and ground shell and missile fire.

UN steps up efforts to extend Yemen's truce set to expire

The UN-brokered truce between the Yemeni government and the Houthi rebels went into force on April 2, and was later renewed twice through Oct. 2.

Currently, the United Nations is racing against time to persuade the Yemeni warring parties and regional powers to extend the truce for an extra six months.

In addition to extending the cease-fire agreement, the United Nations also seeks to expand its provisions.

"The UN envoy left Sanaa's airport during the past hours and headed to Jordan following his meetings with the Houthi leaders, who laid down a number of conditions for agreeing to a truce extension," a local Yemeni official told Xinhua on condition of anonymity.

"The UN envoy left without receiving a clear response from the Houthi leaders regarding the UN proposal for a six-month extension of the truce," the source said.

Gundberg's regional visits also included the Omani capital Muscat, where he met with a number of Omani officials and the Houthi chief negotiator Mohammed Abdulsalam.

During the meeting, Abdulsalam put forward the Houthi group's demands that the blockade on Sanaa airport and Hodeidah seaport "be completely lifted and all civil servants (in the Houthi-held cities) be paid," according to Houthi-run al-Masirah TV.

"Renewing the truce without implementing these demands would have no meaning," he said.

On Wednesday, the Saudi-backed Yemeni government has received a UN proposal that suggest renewing the ongoing truce for an extra six months.

A Yemeni government official confirmed to Xinhua that Grundberg's proposal expanded the truce to include salary payment for all public employees in the war-ravaged Arab country and the opening of flights from Sanaa International Airport to five new destinations.

It also includes a full opening of the Red Sea port of Hodeidah to all oil derivatives shipments, he said.

The opening of some roads into the besieged city of Taiz and reopening blocked roads in other provinces are also part of the new proposal, according to the official.

"The government is still studying and discussing the UN proposal for extending the truce and made no official response so far," another official of the Yemeni government said.

"Parts of the new UN proposal for extending the truce contradicts the sovereignty of legitimate Yemeni government," he added.

UN envoy says risk of return to war in Yemen ‘real’

The U.N. envoy for Yemen warned that the risk of a return to fighting “is real,” urging warring parties to accept a longer extension of the current ceasefire due to expire next month.

Hans Grundberg’s stark warning late Tuesday came after he met in Saudi Arabia’s capital, Riyadh, with Rashad al-Alimi, head of the internationally recognized presidential council, and in Oman’s capital of Muscat with Mohammed Abdul-Salam, the chief negotiator of the Houthi rebels. He also met with Saudi and Omani officials to push for a cease-fire extension.

Grundberg, who was in Yemen’s capital of Sanaa on Wednesday for further talks with the Houthis, said in a statement he discussed a U.N. proposal to renew the truce for a longer time “to give Yemenis the opportunity to make progress on a wider basket of priorities.”

“We are at a crossroads where the risk of a return to war is real and I am urging the parties to choose an alternative that prioritizes the needs of the Yemeni people,” he said.

During the meeting, the efforts and endeavors of the United Nations to extend the truce in order to create the appropriate conditions for reaching a comprehensive political settlement and sustainable peace were reviewed.

The foreign minister said: "What Sanaa is demanding are purely humanitarian demands, and they are not supposed to be in negotiation if the US-Saudi party is serious and sincere in ending the military aggression and lifting the comprehensive siege to reach a sustainable political settlement."

He explained that the truce is indeed a real opportunity to build confidence between the parties, to complete peace-building measures, and to prepare well for real negotiations to alleviate the suffering of the Yemeni citizens in all governorates that have suffered from the repercussions of the aggression.

Minister Sharaf also stressed that renewing the truce without addressing the humanitarian aspects and needs of the Yemeni citizen, means bringing the country into a state of clinical death. “The state of no war and no peace is totally and completely rejected officially and popularly,” he added.

Receiving salaries, traveling from Sanaa International Airport and other Yemeni airports without obstacles are the simplest rights of the Yemeni citizen the rights guaranteed by all laws, the Charter of the UN and human rights treaties and conventions, he explained.

UAE intelligence met Yemen Houthis in Oman

Emirati intelligence officials have met with officials from Yemen's Houthi movement in the Omani capital, Muscat, during President Mohammed Bin Zayed's visit to the Sultanate a few days ago [from Oct. 3], the Yemen Net news site revealed.

The site quoted a Gulf diplomatic source as saying that the Emirati delegation was headed by the Deputy Secretary-General of the Supreme Council for National Security, Ali Al-Shamsi.

According to the site, the meeting was arranged by the Omani Royal Office, headed by Minister Sultan Al-Numani.

During the meeting, the Emirati officials expressed concern to the Houthi military officials about the group's threats to strike the oil facilities that Abu Dhabi intends to reactivate in the southern Yemeni governorates to supply Europe with liquefied gas, according to the same source.

A series of lawsuits have been filed in recent years against the 37-year-old crown prince, the de facto ruler of the world’s largest oil exporter, in the United States, most notably those related to the brutal murder of Saudi journalist Jamal Khashoggi in his country’s consulate in Istanbul in 2018, according to France Press.

Prince Mohammed denied ordering Khashoggi’s murder, but said he ultimately bears responsibility, given that it happened while he was in a position of power.

After his appointment as prime minister, human rights advocates and critics of Saudi Arabia feared this week that the move was an attempt to bolster the demand for immunity and avoid prosecution.

The Executive Director of Democracy Now for the Arab World, Sarah Leah Whitson, confirmed that this is a “last attempt to conjure up a new title for him”, and a “ploy” to whitewash his image, according to AFP.

In October 2020, two years after Khashoggi’s murder, the organization “Democracy Now for the Arab World”, which was founded by the late Saudi dissident journalist, along with Khadija Cengiz, Khashoggi’s fiancée, filed a complaint in the United States accusing Mohammed bin Salman of involvement in a “conspiracy” that led to the kidnapping and restraint drugged, tortured and assassinated Khashoggi.

Legal cases targeting the Saudi crown prince in the courts are not limited to the Khashoggi case. His name was mentioned in a separate US lawsuit filed by former intelligence official Saad Al-Jabri, who is currently living in self-imposed exile in Canada.

Amnesty hat mittlerweile 30 offizielle und 39 nicht offizielle Reiseverbote dokumentiert.

»Diejenigen, die ihre ›Strafe‹ verbüßt haben, werden mit einem Reiseverbot von bis zu 15 Jahren belegt«, sagt Regina Spöttl.

Der Richter ordnete an, dass fünf Jahre der Freiheitsstrafe aus gesetzt werden könnten, wenn der An geklagte seine »Vergehen« bereut, sich entschuldigt und die Legitimität des Sonderstrafgerichts anerkennt. The European-Saudi Organisation for Human Rights (ESOHR)) has revealed that a court in Saudi Arabia has sentenced activist Nasser Al-Mubarak to 16 years in prison for sharing a post on Twitter. The ESOHR did not explain the content of the tweet in question, and the Saudi authorities have not made any comment on the case.

Prisoners of Conscience, which follows up on the affairs of prisoners in the Kingdom, confirmed the news of Al-Mubarak's unduly harsh sentence, again without providing further details.

“Since Jamal Khashoggi’s assassination in 2018 and the subsequent botched trials of his killers in Saudi Arabia and Turkey, it has become clear that no accountability will be achieved in these countries,” denounces the Middle East Desk at Reporters Without Borders (RSF). The man accused of leading them, Saud al-Qahtani, never even stood trial.

Away from the public eye since 2019, the former royal advisor’s name has made a recent comeback within the Kingdom’s social media networks, amid reports hinting at his imminent return to the heart of government: a government now officially headed by none other than Crown Prince Mohammed Bin Salman himself.

Once the details of the crime started emerging to the public in 2018, al-Qahtani’s name found infamy as that of the man who planned and organized the hit job.

No one was sufficiently punished for the killing of Khashoggi. Under pressure, Saudi Arabia tried eight of the implicated men, in a secret trial behind closed doors that fell far short of international standards. Five of these men received prison sentences, and three the death penalty. But after extracting an apology from Khashoggi’s son in May 2020, the Kingdom reduced the death penalty to 20 year prison sentences. It remains unclear whether any of these prison sentences have ever been served. Last May, witnesses told The Guardian they had spotted three of the convicted men in luxury compounds in Riyadh.

Hopes were higher for the Turkish trial: a largely symbolic but politically important ordeal in which 26 men were tried in absentia. RSF monitored the court proceedings in Istanbul over the course of two years, until the judge ruled on 31 March to close the dossier and transfer it to Saudi Arabia, just weeks ahead of a reconciliatory visit from President Recep Tayyip Erdogan to Riyadh. The Saudi judiciary dismissed the case immediately.

The United States expresses its deep concern that the UN-mediated truce in Yemen expired on October 2 without the parties reaching agreement to extend it. Retired Gen. Keith Alexander’s company IronNet signed an agreement with a Saudi Arabia cyberwarfare institute led by the official who oversaw Khashoggi’s killing.

IN EARLY 2018, former National Security Agency chief Keith Alexander worked out a deal with Saudi Crown Prince Mohammed bin Salman and the cyber institute led by one of his closest aides, Saud al-Qahtani, to help the Saudi ruler train the next generation of Saudi hackers to take on the kingdom’s enemies.

While the agreement between IronNet, founded by Alexander, and the cyber school was widely reported in intelligence industry outlets and the Saudi press at the time, it faced no scrutiny for its association with Qahtani, after the brutal killing of Jamal Khashoggi he reportedly orchestrated just a few months later.

Alexander officially inked the deal with the Prince Mohammed bin Salman College of Cyber Security, Artificial Intelligence, and Advanced Technologies — a school set up to train Saudi cyber intelligence agents — at a signing ceremony in Washington, D.C., according to an announcement in early July.

US imposes new Iran-related sanctions on several international companies

The United States has slapped illegal sanctions on a number of international companies saying they are involved in Iran's petrochemical and petroleum trade, including some firms based in China.

US Secretary of State Antony Blinken in a statement on Thursday warned of further actions to enforce its economic curbs on Tehran.

Blinken said the US imposed sanctions on two China-based companies, Zhonggu Storage and Transportation Co. Ltd, and WS Shipping Co Ltd, saying these companies are helping Iran to sell its Iranian petroleum and petrochemical products, according to Reuters.

The US Treasury Department also placed sanctions on a network of companies saying it was involved in the sale of hundreds of millions of dollars worth of Iranian petrochemical and petroleum products to users in South and East Asia.

Da hat die Ampel echt nicht lange gefackelt: Die kürzliche Reise des Bundeskanzlers in die Golfstaaten schlägt sich bereits in konkreten Ergebnissen nieder. Exporte von Rüstungsgütern, darunter Ausrüstung und Munition für Eurofighter und Tornado-Kampfflugzeuge, erhalten grünes Licht. Gas und Öl ohne Putin-Anhaftungen wollen verdient sein, und die Saudis wissen mit dem Equipment auch etwas anzufangen. Oder wieder, blickt man auf die brüchige Waffenruhe im Jemen, wo die bereits bis an die Zähne bewaffnete islamistische Erbmonarchie eine Kriegskoalition anführt.

Mit ihrer Ausnahmeregelung für den bisher geltenden Exportstopp für Rüstungsgüter als indirekte Gegenleistung für Rohstoffdeals beweist die Regierung von SPD, Grünen und FDP, dass ihre Moral käuflich ist und ihre Menschenrechtsrhetorik nur Fassade. Schwamm drüber: Auf einmal stellt die Beteiligung des Königreichs am Jemen-Krieg kein Hindernis mehr dar. Ähnlich wie beim Irak, bei Libyen oder Afghanistan gilt nun auch hier, dass für den Westen nur westliche Tote wirklich zählen.

Andere Länder, andere Sitten: Was wiegen schon die Entrechtung der Frauen, die Ermordung von Regimekritikern oder Hinrichtungen nach Art des Mittelalters, wenn es darum geht, Russland zu ruinieren? Die Handelsreisenden Scholz und Habeck wandeln bei ihrer Aufwartung für die Diktaturen auf der Arabischen Halbinsel ja nur auf den Spuren des Meisters. US-Präsident Biden hat die Autokraten in Katar und Saudi-Arabien vor ihnen umarmt. Statt von "wertegeleiteter" sollte man in Berlin künftig besser von skrupelloser Außenpolitik reden.

Die Exportgenehmigungen geschehen demnach im Rahmen eines gemeinschaftlichen Programms mit Italien, Spanien und Großbritannien.

Die Entscheidung soll schon kurz vor der Reise von Bundeskanzler Olaf Scholz (SPD) in die Golfstaaten Saudi-Arabien, Katar und Vereinigten Arabischen Emirate im geheim tagenden Bundessicherheitsrat gefallen sein: Die beiden führenden Mitglieder der Kriegskoalition gegen den Jemen erhalten Rüstungsgüter im Wert von insgesamt 37,4 Millionen Euro aus der BRD.

Da sich alle Saudi-Arabien betreffenden Genehmigungen auf gemeinsame europäische Rüstungsprojekte mit Großbritannien, Italien und Spanien beziehen, weicht die derzeitige Bundesregierung rein formal nicht von der Praxis ihrer Vorgängerin ab.

An mehr außenpolitische Verantwortlichkeit appelliert auch der Bundesausschuss Friedensratschlag. In einem Aufruf zum bundesweiten Aktionstag der Friedensbewegung am 1. Oktober kritisiert er das »gigantische Aufrüstungsprogramm der Bundeswehr« in Form des 100-Milliarden-Sondervermögens und der geplanten Erfüllung des Zwei-Prozent-Ziels der NATO in den nächsten Jahren. Weil er Mitverantwortung »an der fatalen Konfliktentwicklung mit Russland« trage, sei der Westen verpflichtet, »alles Erdenkliche zu tun, um einen drohenden Atomkrieg in Europa zu verhindern und sich aktiv an einer diplomatischen Lösung zu beteiligen«.

The decision defies a 2018 ban over Saudi Arabia's involvement in the Yemen war. Deals were reportedly approved before Chancellor Olaf Scholz's visit to the region last weekend.

Germany's coalition government has approved new arms export deals to Saudi Arabia, media reported on Thursday.

The reports emerged after German Chancellor Olaf Scholz returned from a trip to Saudi Arabia, the United Arab Emirates (UAE) and Qatar.

Berlin had imposed a ban on weapons exports to Riyadh over its involvement in the war in Yemen, as well as accusations of murdering the dissident US-Saudi journalist Jamal Khashoggi.

New export licenses

Robert Habeck, Germany's economy minister and vice chancellor, confirmed in a letter to the Bundestag that several deals on arms exports had been approved by Scholz before his trip to the region, Der Spiegel and the dpa news agency reported.

The export licenses are part of a joint program with Italy, Spain and Britain, according to the letter.

Riyadh will be able to purchase equipment and ammunition for Eurofighter and Tornado jets worth €36 million ($35.2 million), according to Der Spiegel.

The European cooperation project will also supply spare parts for the Airbus A330 MRTT worth €2.8 million, dpa reported.

What changed?

The ban was in line with Germany's stance of not exporting weapons to active conflict zones.

That stance has shifted this year as Germany came under pressure to provide Ukraine with weapons during Russia's invasion.

Berlin is also looking to improve its ties with energy exporters as it cuts its reliance on Russian gas during the war in Ukraine. Saudi Arabia is one of the world's most important energy exporters.

Wenig bekannt ist, dass der Jemen über ein Flüssiggas-Terminal verfügt, das bis zu Kriegsbeginn in Betrieb war.

Das Flüssiggas-Terminal liegt in Balhaf, am Golf von Aden in der Provinz Schabwa. Dortige Kämpfe zwischen Truppen der von Saudi-Arabien unterstützten Regierung und Einheiten des „Südlichen Übergangsrats“ brachten diese Provinz und das LNG-Terminal in den Fokus des Interesses. Abubakr al-Kirbi – er war zwischen 2010 und 2014 Außenminister des Jemen – forcierte das Interesse: Er sprach auf Twitter davon, französisches Militär solle in Schabwa eingesetzt werden, um das Terminal zu schützen und in Betrieb nehmen zu können.

Es versteht sich von selbst: Europäische Regierungen haben ein Interesse daran, sich neue Quellen von Erdgas zu erschließen, auch wenn es um geringe Mengen geht. Dazu gehört auch eine Vereinbarung über eine strategische Partnerschaft im Energiesektor zwischen Frankreich und den Vereinigten Arabischen Emiraten – die selbst in den Krieg um den Jemen verstrickt sind. Doch Berichte über konkrete Planungen oder gar die Stationierung von Truppen sind bisher – bis auf den Tweet von Abubakr al-Kirbi – Fehlanzeige.

Die Regierung der Ansarallah nimmt diese Meldungen dennoch ernst.

On the UN envoy and the new truce

Houthis like it this way. They have not kept up their end of the previous bargain and now they demand new concessions in a new truce bargain.

There are roses and a UN envoy in their road. There is an excessive leniency from the party that represents the "government" and thinks negotiations are all about taking personal photos and nodding heads in agreement.

Whenever the Houthis refuse adherences and show intransigence, the UN envoy reverts to the bashful negotiating side to extract concessions and more concessions (the government's side).

The UN envoy on his part is indifferent to the Yemeni issue and all he wants is to secure truces, no matter how unfair, with a view to adding up more credit in his financial and professional accomplishments (as in his CV).

Yemen: fighting resumes after truce ends

Fighting has resumed between the Yemeni army and the Houthi militia on several fronts, hours after a truce ended and the UN failed to broker an extension. The truce has been in place for six months, but expired at 7pm local time yesterday.

The spokesman for the army in Taiz Governorate, Colonel Abdul Basit Al-Bahr, reported that fighting had erupted to the north, west and east of the city of Taiz. Al-Bahr tweeted late on Sunday evening that Houthi groups had tried to infiltrate army positions under heavy artillery cover.

The official confirmed that the government forces had thwarted the infiltration of the Houthis north of the Asaifra neighbourhood from their positions in Jabal Al-Awash in the centre of Taiz city. He pointed out that the army responded to the Houthi fire and forced the Houthis to return to their previous positions.
