Coalition plans to overthrow pro-UAE Shabwa governor

A former official loyal to Saudi-led coalition revealed on Saturday upcoming decisions of the Saudi-led coalition countries on the fate of Shabwa province.

“All forces that entered Shabwa will be removed and will be replaced by other forces,” Mukhtar al-Rahbi, the advisor to the Minister of Information in the coalition-backed government”, said in a tweet on his twitter account.

Al-Rahbi added: “Conditions in Shabwa will be addressed.”

“Sacking off Shabwa governor, Awadh Al-Wazir Al-Awlaki, s being discussed on the table , because he caused the crisis,” Al-Arhabi said.

Al Jazeera correspondent reveals pro-coalition officials planning to flee Yemen

Al Jazeera correspondent Sameer al-Namri revealed on Saturday arrangements made by officials in the Saudi-led coalition-backed government to flee Yemen.

In a post on his Facebook account, al-Namri said: “Imagine that dozens of Yemeni government officials have applied for asylum in European countries.”

Al-Namri confirmed that pro-coalition “received protection support amounts” from European countries where they were granted asylum.

“The strange thing is that they are still on the job and receive their salaries in dollars from the coalition-backed government,” Namri said.

There is a belief among Yemeni officials loyal to the coalition that their stay in Yemen depends on the existence of the coalition that will not last long in the country, which led these officials to loot public funds. The looting was described as “the largest in the history of Yemen.”

Yemen: Secession of the south?

“The Arab Coalition was involved in the Yemen conflict to stop Iranian expansion through its ally, the Houthis, and to reinstall the legitimate government in Sanaa,” said Abdel-Alim. “The Muslim Brotherhood’s mask is off and it turns out they are too weak to confront the Houthis. That is why the southern council seized the chance to eliminate them in preparation for the secession of the south. These conflicts are orchestrated, even implicitly, between the south and the Houthis, whereby the Houthis control the north where there are fewer Sunnis, making it easier for them to administer. But this cannot happen unless there is a Sunni state in the south.

“However, the Arab Coalition countries, such as Saudi Arabia and the UAE, will not accept this because it grants Iran a country the Houthis can manage,” Abdel-Alim noted.

According to many Yemeni politicians, the Transitional Council used the support of the Arab Coalition which gave it weapons and training to fight its own fight, not to fight for Yemen.

A number of Republican bloc members say the southerners are promoting the idea that an independent South Yemen will benefit the UAE, which can invest in Port Aden and balance out Qatari presence in Djibouti – the two paths leading to the Suez Canal.

The Yemeni Republican bloc is made up primarily of Zaidi tribes who oppose the Houthis and demand the return of the Royal Imamate state, overthrown by the 1962 Revolution, backed by Egypt at the time.

The Republican bloc in the north appears to be the most powerful in the face of the Houthis, because its members are mainly Zaidi. These make up “the middle class that ran the state during the time of the republic”, especially during the time of late president Ali Abdullah Saleh (1978-2011).

“South Yemen, which is not recognised internationally, will not be beneficial to the UAE or any other party. It will become a burden,” Abdel-Alim said. He cited the UAE presence in the unilaterally declared Republic of Somaliland, which is not recognised internationally. “Somaliland’s leadership wanted the Emiratis to invest in the Port of Berbera on the Gulf of Aden in the south, opposite the Port of Aden, but Abu Dhabi’s presence is meant to provide humanitarian aid, given the conditions in the separatist region, which will be no different from the situation in South Yemen if it secedes.”

But the competition among Gulf states over the ports of the Horn of Africa and Yemen may be a “myth”, according to Seddik, but it may also be real: “The Gulf states entered the Horn of Africa after Iran became present in the Port of Assab in Eritrea in 2010.”

It seems that the Houthis and the southerners cannot announce their true intentions to divide Yemen between them, so they will work to consolidate their powers in the north and south until serious negotiations are held to claim a federal state in which they have semi-independence.

“This wouldn’t be bad for the Republicans,” Abdel-Alim said, because a unified Yemen, whatever the formula, would be good for the middle class.

Differences between members of Riyadh-formed Presidential Council returned to square zero after Aidaroos al-Zubaidi, who is backed by the UAE, rejected demands made by members of the Islah party and Tariq Afash regarding Shabwa and the eastern provinces.

Sources said that the return of UAE-backed governor of Shabwa, Awad al-Wazir after he had left it in preparation for the appointment of a new governor, blew up differences again between the members of the Riyadh-formed Presidential Council.

UAE ends STC’s role in Ataq, Shabwa

The UAE has ended the presence of the Southern Transitional Council (STC)’s militias and tasks assigned to them in the city of Ataq, the capital of the oil province of Shabwa, in eastern Yemen.

Informed sources confirmed that the UAE directed the “STC” to withdraw its militants from positions in Ataq and hand them officially to the so-called “Saba axis” loyal to the military commander “Tariq Afash”.

The sources explained that the forces of the “First Brigade” in the so-called” Saba axis” led by Abdulhadi Abdullatif Al-Qibli Al-Muradi, officially received tasks to secure the city of Ataq, following the return of the pro-UAE governor, Awad Al-Awlaki, on Tuesday to the city coming from Abu Dhabi.

The sources said that the forces of the First Brigade have taken over the security and military points surrounding the city, obliterated the slogans of the STC, which calls for secession, and raised the flags of the Republic of Yemen .

This comes after the governor of Islah in Marib, Sultan al-Arada, called on Saudi Defense Minister Khalid bin Salman to dismiss the pro-UAE governor in Shabwa and appoint an independent governor as a result of clashes that led to the expulsion of Islah militants from the city and some directorates.

Observers believe that the UAE has made the “STC” and the people of the southern provinces as a cheap tool to get rid of Islah militants under false slogans to restore the so-called “southern state”.

Security Council Press Statement on Yemen

The following Security Council press statement was issued today by Council President Michel Xavier Biang (Gabon):

The members of the Security Council expressed their deep disappointment at the passing of the 2 October deadline to extend the Yemen truce by six months. They welcomed the Government of Yemen’s engagement with the efforts of the Special Envoy and stressed that the Houthis’ maximalist demands in the final days of negotiations had hindered the United Nations efforts to broker agreement, risking negative consequences. They reiterated their expectation that the parties find a way forward to reinstate the truce.

The members of the Security Council underscored that the past six months had brought more calm and security than at any point in the past eight years, including a sharp reduction in civilian casualties, as well as the Government of Yemen’s efforts in enabling fuel to flow into Hudaydah and commercial flights to and from Sana’a.

The members of the Security Council underscored that with an extension to the truce, these benefits for the Yemeni people would continue to grow, including paying Yemen’s teachers, nurses, and other civil servants, opening roads in Taiz and around the country, expanding international flights and ensuring that fuel flows more freely into Hudaydah port. The members of the Security Council reiterated their support for the United Nations Special Envoy and underlined that an extension would also provide the opportunity to reach a ceasefire and ultimately a Yemeni-led inclusive and comprehensive political settlement, with the full, equal and meaningful participation of women, under the auspices of the United Nations, based on the agreed references and in accordance with the relevant Security Council resolutions, with the intention of addressing the broader issues underlying the conflict. They stressed that returning towards engaging in negotiations and reinstating the truce is the route towards permanently ending this war, and resolving Yemen’s humanitarian and economic crises.

The members of the Security Council stressed the major costs of an end to the truce, first and foremost for the Yemeni people. They expressed their deep concerns about rhetoric that deliberately threatened negotiations and actions which impeded the economic stability of Yemen.

The members of the Security Council urgently called on the Yemeni parties, in particular the Houthis, to refrain from provocation, prioritize the Yemeni people, and return to engaging constructively in negotiations under the auspices of the United Nations and to urgently work towards an extension and expansion of the truce. They reiterated the need to avoid resumption of hostilities inside of Yemen as well as attacks within the region and on the Red Sea. They stressed that the Security Council would continue to take all action to support efforts for peace, security and stability in Yemen.

UN Security Council imposes sanctions on three Houthi commanders

The UN Security Council added three Houthi commanders to its sanctions list days after the breakdown of efforts to extend a six-month Yemeni truce that expired on Sunday.

The amended list, which was released on Thursday, included Ahmed Al Hamzi, commander of the rebels' air force and air defences, as well as its drone programme.

The UN said Mr Al Hamzi was listed for playing “a leading role in Houthi military efforts that directly threaten the peace, security and stability of Yemen”.

The committee also imposed sanctions on Houthi naval chief Mansour Al Saadi and the former deputy head of its National Security Bureau, Mutlaq Al Marani.

“[Mr Al Saadi] has masterminded lethal attacks against international shipping in the Red Sea and plays a leading role in Houthi naval efforts that directly threaten the peace, security and stability of Yemen,” the UN said.

Mr Al Marani was added to the list for his role in the “torture and other ill-treatment” of detainees under his supervision, the UN said.

He was also accused of directing the National Security Bureau to illegally arrest and detain humanitarian workers, as well as planning the diversion of humanitarian aid in breach of international law.

[Sanaa gov.] Foreign Minister: UNSC Bias with US-Saudi Aggression, Ignors Humanitarian Crisis in Yemen

Yemeni Foreign Minister censured the press statement issued by the Security Council yesterday, and its attempt to overturn the facts in a clear bias with the US-Saudi party, ignoring the deteriorating humanitarian situation during the past eight years.

Minister Hisham Sharaf stressed that the demands of Sana'a are clear and purely human rights, which somewhat reduce the repercussions of the worst humanitarian catastrophe in the world, created by the US-Saudi aggression, according to Saba news agency.

He demanded the Security Council to assump its responsibilities to end the military aggression and the comprehensive blockade, saying: “The aggression and the blockade in Yemen is contrary to the United Nations Charter in Preserving International Peace and Security. Thus the Security Council must not turn into an international platform that justifies and legitimizes the agenda and politics of the aggression.

[Sanaa gov.] PM: UN Security Council’s Statement Unacceptable, Expresses Viewpoint of Saudi-led Aggression

Prime Minister of the Salvation Government Dr. Abdulaziz bin Habtoor considered on Thursday the recent Security Council statement on Yemen irresponsible and unacceptable that expresses the viewpoint of the US-Saudi aggression on Yemen, blaming the coalition and the United Nations for the failure of the truce.

“If the salaries and the lifting of the blockade on the airport and the port are extreme in the view of the Security Council, then let the whole world record that we are extremists for the rights of our people,” bin Habtoor said in a statement to Al Masirah TV correspondent.

He added that civil and military employees are subject to the Civil Service Law. “We do not have systems that allow the salary issue to be divided, as Washington proposes.”

The Prime Minister stressed that the countries involved in aggression, the weakness of the United Nations and its envoy, and the global hypocrisy are the ones who bear the failure of the truce.

He stressed that the entitlements and interests of Yemenis are not negotiable.

Refusal to Pay Salaries Won't Guarantee Saudi-led Aggression Continuation of Looting Yemen's Wealth

division, fragmentation, and intransigence dominate the position of the Saudi-backed government, and behind it the US-Saudi aggression, not for a clear goal, but rather to fabricate pretexts that miss real peace in Yemen and the entire region.

Sana’a insists on disbursing the salaries of all state employees, according to the 2014 statements, without regional or factional division, including the salaries of 1.25 million employees in the civil and military sectors in all governorates. That is in accordance with a transparent mechanism and from secure funding sources so that the exchange process does not stop months after the agreement. However, the Saudi-backed government rejected this equitable demand for all Yemenis without exception.

Instead of its commitment to fulfill this pledge made before the United Nations and the international community, the Saudi-backed government, with the support of the coalition, is moving ahead with disavowal of these commitments, at pivotal moments in achieving economic and living peace for all Yemenis. Making such excuses is worse than refusal, by excluding 653,000 military and security employees from salaries under the pretext of their military and security qualities, and 125,000 employees under the pretext of belonging to economic units. It is a flagrant violation of their identity and affiliation as Yemenis who were affected by the economic war and its harsh repercussions on their families.

The Saudi-backed government - which was and still spends more than seven million dollars a month as fixed salaries for its employees outside the country according to bank documents - was not satisfied with this racist view. Rather, it excluded the employees of the central authorities, such as the office of the Presidency of the Republic and the utilities directly affiliated with the government, and the offices of ministries, i.e. 12.4% of the total civil employees. It also intended to divide 472,000 civilians among the governorates to reduce the total number of salaries due to 200,000 employees working in service areas.

This apparent intransigence does not only mean evading any financial commitments, but rather means making the intention of a long-term economic war, the gains of which will not be interrupted in the calculations of the coalition, which is keen to continue the war to continue to loot Yemen's oil and gas wealth.

Telephonic Press Briefing with Special Envoy for Yemen Tim Lenderking

Lenderking: e were concerned that the Houthis did not accept the UN’s proposal for a truce extension on October 2nd, but we do see that key elements of the truce continue to hold and that intensive UN-led negotiations and U.S. diplomacy continue unabated. When I talk about key elements of the truce holding, let me be clear what I mean. I mean that there is still a relatively low level of violence in the country. Fuel ships continue to offload into Hodeidah port. There will be more continuity in civilian – commercial flights from Sana’a airport. These particular elements of the truce have been extremely effective and have delivered tangible results to the Yemeni people over the last six months.

So, in our view, we think there’s a stark choice that lies ahead. On the one hand, there is a return to war, which will bring nothing but casualties and destruction on Yemen and will create further confusion as to where this conflict is headed. On the positive side, there is the opportunity to not only extend but expand the truce – that is, to bring more elements, positive elements of the truce

We already have a public commitment from the Yemeni Government, the Saudi-led coalition, on the salary issue. It’s been made public. The stumbling block to renewing the truce on Sunday was, in fact, the Houthis imposing maximalist and impossible demands that the parties simply could not reach, certainly in the time that was available. So I think if we see more flexibility from the Houthi side going forward, then this opens the road, I think, to this much better peace option.

I think it’s very important to note, as I said, that U.S. and UN and international diplomacy continue unabated.

Sanaa confirms insistence on restoring employee salaries despite all pressures

Deputy Foreign Minister in the Sanaa government, Hussein Al-Ezzi, on Tuesday said that despite all the pressures, Sanaa is determined to restore public sector salaries in all of Yemen on a regular and sustainable basis, stressing “the rights of our people are sacred.”

Al-Ezzi said in a tweet on his Twitter page: “With regard to the salaries of six years that were looted, instead of sticking to recovering them in one go, we can give them the opportunity to commit to returning them in stages. This is undoubtedly a high flexibility, and it is credited to the great Sanaa.”

He added that what was mentioned is related to any new armistice.

“As for what is related to sustainable peace, it is always dependent on stopping the aggressive war, ending the siege and occupation completely, reconstruction, addressing the effects and repercussions of the war and permanent respect for the sovereignty and independence of Yemen,” he said.

Nasser al-Qarni, the son of prominent detained Saudi Arabian preacher Awad al-Qarni, has detailed the violent arrest of his father five years ago in a newly released video.

Nasser, an industrial engineer, revealed to Bloomberg earlier this week that he had fled the Gulf kingdom and applied for asylum in the UK, after Saudi officials threatened him with jail or execution if he spoke out about his father.

Saudi Arabia Sentences Tribesmen to Death for Resisting Eviction

A Saudi court has sentenced three members of the Howeitat, a tribe forcibly ejected to make way for the $500-billion Neom project, to death for resisting displacement.Saudi Arabia

Shadli, Atallah, and Ibrahim al-Howeiti were arrested in 2020 for opposing the eviction of their tribe for the project and were handed down death sentences on October 2 by Saudi Arabia's Specialized Criminal Court (SCC), according to UK-based rights group Alqst.

“On 2 October, the SCC sentenced Shadli (brother of Abdul Rahim al-Howeiti), Ataullah & Ibrahim Saleh al-Howeiti to death. The family members were detained in 2020 for opposing eviction to make way for Neom. We condemn the sentences and call for their release," Alqst said in a tweet.

In April 2020, Shadli’s brother, Abdul Rahim al-Howeiti, a 43-year-old Tabuk resident was shot dead by Saudi special forces after protesting the government's eviction orders.

In August, Abdulilah al-Howeiti and Abdullah Dukhail al-Howeiti, two other members of the family, were given 50-year prison terms and 50-year travel bans for supporting their family's refusal to be evicted from their homes in the Tabuk province.

OPEC+ oil output cut shows widening rift between Biden and Saudi royals

The OPEC+ organization's decision this week to cut oil production despite stiff U.S. opposition has further strained already tense relations between President Joe Biden's White House and Saudi Arabia's royal family, once one of Washington's staunchest Middle East allies, according to interviews with about a dozen government officials and experts in Washington and the Gulf.

The new oil war: Opec moves against the US

Saudi Arabia and Russia’s agreement to cut oil production in defiance of Washington may upend the global energy order

On Wednesday, the Jewish holy day of Yom Kippur, Saudi Arabia and its oil allies — which now include Russia in the Opec+ group — moved to upend the world’s energy order again. Their decision to slash 2mn barrels a day from production targets, or 2 per cent of global supply, might sound modest. But doing so while Brent crude was trading at a lofty $90 a barrel — almost twice its long-term historical price — is a threat to a global economy stalked by inflation and mounting consumer anxiety about energy prices and shortages. And it marks a new and perhaps dangerous breach between producer and consumer countries, especially between the US and Saudi Arabia. The timing of the cuts for the US was especially telling, coming just two and a half months after President Joe Biden had exchanged fist bumps with Saudi Crown Prince Mohammed bin Salman in Jeddah, and five weeks before November’s midterm elections. Days earlier, envoys from the White House had travelled to Saudi Arabia to implore the kingdom not to cut.

While the Biden administration was bracing for the decision to cut, the reaction in Washington was still shock at the breach in the alliance. President Biden said he was “disappointed” and would be looking at “alternatives” to bolster supplies. The White House declared Opec had “aligned with Russia”, even as Moscow was escalating its offensive against Ukraine, and said it would consider releasing more oil from its strategic petroleum reserve.

In truth, Opec and western oil importers have been destined for a collision for years, as anxieties about global warming and energy security have prompted governments worldwide to curb fossil fuel use — an environmental necessity that many oil producers have taken as an assault on their livelihood. Biden’s election, with its campaign-trail promise to transition away from oil and make Saudi Arabia a “pariah” for the murder of Jamal Khashoggi only deepened the rift. But the invasion of Ukraine by Russia, Saudi Arabia’s ally in Opec+ since 2016, has erased all norms in the energy world. A battle for control over the oil market — and even the future of the energy industry itself — is now in plain sight.

Putin and the prince: fears in west as Russia and Saudi Arabia deepen ties

Prince Mohammed’s decision to strengthen relations has alarmed allies, but he has long admired Russian leader

Nearly eight months into Russia’s invasion of Ukraine, relations between Riyadh and Moscow are at a high point. As much of Europe, the US and the UK double down on attempts to combat an ever more menacing Russian leader, Prince Mohammed has instead chosen to deepen ties.

An Opec+ meeting in Vienna on Wednesday is the latest landmark in a growing relationship that is increasingly defying the demands of Riyadh’s allies and appearing to give Putin comfort at a critical juncture in the war. Both countries are likely to seek to raise oil prices by cutting global supply by 1-2m barrels a day.

Such a move would follow widespread disruption to gas supplies to Europe caused by the war and predictions of a worsening energy security crisis as the northern winter approaches. It would also alienate Washington, an ally that has tried to recruit Riyadh to the cause of decreasing supply pressures by opening valves to its enormous reservoirs.

Right group warns over US collusion in bin Salman’s immunity in Khashoggi killing lawsuit

A human rights group warns that Washington may use the “premier” title that Saudi Crown Prince Mohammed bin Salman newly invented for himself as a legal ploy to shield the allied kingdom’s de facto ruler from lawsuits filed against him in the US, including those surrounding the gruesome murder of dissident journalist Jamal Khashoggi.

In an interview with Arabi 21 media outlet, Raed Jarrar, director of Democracy for the Arab World Now (DAWN), slammed the administration of US President Joe Biden for adopting a “very weak” position on Khashoggi’s murder, despite promises of making the Saudis “pay the price, and make them in fact the pariah that they are.”

“We regret the weakness of President Biden’s position, which was reflected in the US relationship with most of the authoritarian regimes in the Arab world, especially at the level of relations with Israel, the Egyptian regime or the Saudi regime. These relationships have become cheap and disappointing,” he said.

“Biden could not change the course or approach of the previous US administration, but we are putting pressure on the Biden administration internally in Washington, whether as non-governmental organizations or with members of the US Congress, to change these failed policies,” the activist said.

Murphy: US relationship with Saudis ‘broken’

Sen. Chris Murphy (D-Conn.) on Sunday called for a reassessment of the U.S. military alliance with Saudi Arabia after the country and its oil-exporting allies agreed to a production cut, describing the decades-long partnership as “broken.”

Speaking with co-anchor Jake Tapper on CNN’s “State of the Union,” Murphy lambasted OPEC+’s cut of 2 million oil barrels per day that will likely lead to price gains, which came after President Biden visited Saudi Arabia in July to appeal to the oil-rich nation while drawing controversy given its human rights record.

“I don’t have any problem with American presidents meeting with our friends or adversaries,” Murphy said on Sunday. “I think it’s clear that right now the relationship is broken. But it’s been broken under Democratic presidents and Republican presidents.”

A failed truce renewal in Yemen could further complicate US-Saudi relations

“The unannounced reasons [for not renewing the truce] are speculated to be that the Iranians asked the Houthis, directly, to help escalate things in the region,” said Maged Almadhaji, director of the Sanaa Center for Strategic Studies.

“Iranians and Houthis are in a difficult political position,” Almadhaji told CNN, adding that Iranians are under immense pressure amid raging protests at home and might be trying to keep Gulf rivals at bay by keeping them occupied with Yemen’s conflict.

The Biden administration last August approved and notified Congress of possible multibillion-dollar weapons sales to both Saudi Arabia and the UAE, citing defense against Houthi attacks as a legitimate cause for concern.

“Now, the US is frustrated with Saudi Arabia and the UAE, while it has no leverage with the Houthis,” said Johnsen. “The US has been lost at sea for the past year and a half when it comes to a Yemen policy,” he added, labelling it a situation largely “of its own making.”

While there is pressure within the US to sternly react to Saudi Arabia’s energy policies, it is yet to be seen how the US will respond to the developments in Yemen, where some say Washington would be wise to uphold its security guarantees.

“I don’t think it is in the best interest of America to reduce their military assistance to Saudi Arabia,” said Abdulla. “If they do, it will backfire on America more than many of these senators would imagine.”

Biden’s Saudi trip faces new scrutiny after OPEC oil cut

The awkward visit was justified as necessary to boost ties. Now OPEC is slashing oil production, which will send gas prices up.

Some officials in the Biden administration bristled in the aftermath of the cut declared by the OPEC Plus cartel, viewing it as a direct affront to the president that threatens to hurt Democrats’ standing in the 2022 midterm elections because it will drive gas prices up.

U.S. officials now are left grappling with how to respond to a potential price spike that could help finance Russia’s war in Ukraine, compound the major challenges facing the American and European economies, and give Republicans a powerful new argument on inflation.

One White House official called the OPEC decision a “disaster.” Another said administration officials viewed the move as a deliberate provocation designed to boost Republicans’ chances so close to the elections. Other officials said they did not interpret malice in the Saudi decision, but they viewed it as a shortsighted effort to maximize oil profits despite the economic and geopolitical consequences.

Biden said Thursday that the cartel’s decision didn’t undermine the point of his visit in July, but that it was still disappointing. “The trip was not essentially for oil. The trip was about the Middle East and about Israel and rationalization of positions,” he told reporters. “But it is a disappointment.”

National Security Council spokesperson Adrienne Watson said Biden’s advisers had all agreed to the trip over the summer. “There was consensus across the President’s senior national security team on the importance of this trip to advance U.S. national security interests,” she said in a statement.

But that didn’t assuage critics of the Saudi government.

“They’re spitting in the face of Joe Biden,” said Dean Baker, a White House ally and an economist at the Center for Economic and Policy Research, a left-leaning think tank. “Whoever thought this trip was a good idea has some explaining to do.”

Some Democrats, already skeptical of the U.S.-Saudi relationship, seized on the OPEC Plus decision to criticize the trip.

“I think it’s time for a wholesale reevaluation of the U.S. alliance with Saudi Arabia,” Sen. Chris Murphy (D-Conn.), chairman of the Senate foreign relations subcommittee on the Middle East, told CNBC.

One Democratic congressional aide close to administration officials, who, like others, spoke on the condition of anonymity to discuss U.S. policy, said: “This trip was hotly debated inside the administration, and I don’t know how one could argue now that it wasn’t a mistake.”

White House officials have strongly denied that the goal of the trip was to spur Saudi oil production. U.S. officials who favor the U.S.-Saudi relationship said critics misunderstood the objectives of the visit and overestimated Riyadh’s ability to reduce gas prices for average Americans. They also emphasized that Saudi Arabia is pumping 11.1 million barrels per day, a rate the country hadn’t sustained in the past.

It seems OPEC’s major snub to the Biden Administration has done what the war in Yemen and the murder of Jamal Khashoggi could not: get members of Congress mad enough to call for the dissolution of the entire relationship with Saudi Arabia and the United Arab Emirates.

The OPEC+ decision to cut oil production by two million barrels yesterday has been described as “a blow against (President) Biden”, and members on both sides of the congressional aisle have been fuming. But a trio of House members are taking it one step further, introducing a bill that would take all U.S. troops, weapons, and missile defense systems out of Saudi Arabia and the UAE. From a statement by Reps. Tom Malinowski (D-N.J.), Sean Casten (D-Ill.) and Susan Ellis Wild (D-Penn.):

“Saudi Arabia and the UAE’s drastic cut in oil production, despite President Biden’s overtures to both countries in recent months, is a hostile act against the United States and a clear signal that they have chosen to side with Russia in its war against Ukraine. Both countries have long relied on an American military presence in the Gulf to protect their security and oil fields. We see no reason why American troops and contractors should continue to provide this service to countries that are actively working against us. If Saudi Arabia and the UAE want to help Putin, they should look to him for their defense.

This decision is a turning point in our relationship with our Gulf partners. If Saudi Arabia and the UAE hope to maintain a relationship with the United States that has been overwhelmingly beneficial to them, they must show a greater willingness to work with us — not against us — in advancing what is now our most urgent national security objective: the defeat of Russia’s aggression in Ukraine.”

Comment: Amazing how many people in congress know how dependent Saudi and UAE on US weapons. They also know that these weapons have been used against Yemenis for over 7 years. None of the war crimes and starving Yemenis moved them, but a cut in oil production did!

Biden urged to press Saudi coalition to end Yemen blockade

A group of 38 members of US Congress has sent a letter to the Biden administration, urging Washington to press Saudi Arabia and its allies to lift a blockade on Yemen, as the negotiated truce expired and led to fears of a return to fighting in the years-long conflict.

The letter, led by Congresswoman Debbie Dingell and Congressman Mark Pocan, was sent on 30 September, several days before the United Nations-backed ceasefire expired without an extension.

"We respectfully request that you use US leverage and relationships with Saudi Arabia, the UAE, and Yemen's PLC to fully lift the blockade," the lawmakers wrote, adding they wanted the US to help "maintain unity that will best support efforts towards an expanded truce, and ultimately, the end to the Saudi-led war in Yemen".

Peace Groups Push US to Use 'All Points of Leverage' to End Saudi Blockade of Yemen

"The Biden administration must take urgent action to compel Saudi Arabia to completely lift this blockade as a humanitarian act, for the sake of millions of Yemenis in desperate need."

"Whether or not warring parties can reach a new agreement to extend the truce, the U.S. has a moral and political obligation to use any and all points of leverage with Saudi Arabia to end their collective punishment of Yemenis via the blockade, especially as we still maintain the backbone of their offensive military capabilities, which may be reactivated in the coming weeks," said Demand Progress policy adviser Cavan Kharrazian.

"The continued subservience to Saudi Arabia's disastrous foreign policy and complicity in blatant human rights abuses against the Yemeni people is a dark stain on the U.S.'s reputation and credibility," Kharrazian added. "We are going on eight years of fueling this war and humanitarian disaster. Enough is enough."

Iran Still Committed to Talks on Reviving Nuclear Deal: FM Spokesman

Iran says it is still willing to continue the talks to address the remaining differences on reviving the 2015 nuclear deal as the United States and its European allies blame the protraction of the negotiations on Tehran.

“Iranian Foreign Minister [Hossein] Amir-Abdollahian recently reiterated that the Islamic Republic of Iran’s approach is to remain in the course of negotiations so as to reach a lasting and sustainable agreement that would simultaneously guarantee the fundamental interests of the government as well as those of the Iranian nation,” Iran’s Foreign Ministry spokesman Nasser Kanaani told reporters on Monday.

Kanaani said the three EU parties to the deal – France, Britain and Germany – and the United States have linked the talks to the latest violent riots in Iran, asserting that Tehran will not allow other states to interfere in its domestic affairs.

“Iran’s positions and stances on the talks have been frequently declared, and we are prepared to follow the [diplomatic] path as before,” Kanaani said.

US, UK hold drone drill in Persian Gulf after Iran seizures

The U.S. Navy held a joint drone drill with the United Kingdom on Friday in the Persian Gulf, testing the same unmanned surveillance ships that Iran twice has seized in recent months in the Middle East.

The exercise comes as the U.S. Navy separately told commercial shippers in the wider Mideast that it would continue using drones in the region and warned against interfering with their operations.

The drone drill — and the American pledge to keep sailing them — also comes as tensions between the U.S. and Iran on the seas remain high amid stalled negotiations over its tattered nuclear deal with world powers and as protests sweep the Islamic Republic.

Friday’s drill involved two American and two British warships in the Persian Gulf, as well as three Saildrone Explorers, said Cmdr. Timothy Hawkins, a spokesman for the Navy’s Mideast-based 5th Fleet.

Biden juggles Iran nuke talks as Iranian repression grows

President Joe Biden has hit back at Iran over the government’s brutal crackdown on antigovernment protests. He’s praised the “brave women of Iran” for demanding basic rights and signaled that he’ll announce more sanctions against those responsible for violence against protesters in the coming days.

And while the Biden administration says it is dedicated to standing by the women of Iran, the president faces a tough question: Can he credibly side with the protest movement while also trying to salvage the languishing 2015 Iran nuclear deal that would pump billions into Tehran’s treasury?

“The risk of a nuclear Iran is terrifying on all levels,” Marjan Keypour Greenblatt, director of a network of activists that promotes human rights in Iran and a nonresident scholar with the Middle East Institute’s Iran Program, wrote in an analysis this week. “However, President Biden simply cannot offer the prospect of sanctions relief and de facto legitimize a regime that is ruthlessly gunning down its own citizens in the street.”

BRITAIN’S COVERT WAR IN YEMEN

The UK’s current war in Yemen is not the first time Britain has contributed to devastating the country. Sixty years ago, a coup in North Yemen prompted UK officials to begin a secret war that also led to tens of thousands of deaths - and, as now, no British minister was ever held to account.

Sixty years ago, in September 1962, the King and Imam of North Yemen, Muhammad al-Badr, was overthrown in a popular coup. Al-Badr had been in power for only a week having succeeded his father’s regime, a feudal kingdom where 80 percent of the population lived as peasants and which was controlled through bribery, a coercive tax system and a policy of divide and rule.

The coup was led by Colonel Abdullah al-Sallal, an Arab nationalist within the Yemeni military, who proclaimed the Yemen Arab Republic and who instituted close links to Egypt’s government under Gamal Abdel Nasser.

Nasser, the de facto leader of nationalist forces in the region, was the UK’s main enemy, promoting an independent foreign policy and who Britain had failed to destroy in its unsuccessful invasion of Egypt’s Suez Canal in 1956.

Royalist forces supporting al-Badr took to the hills and began an insurgency, soon to be backed by Saudi Arabia, against the new Republican regime, while Nasser deployed Egyptian troops in North Yemen to shore up the new government.

Britain chose, as in the present war, to ally with the Saudis to overthrow the new government and restore a pro-Western regime.

Ironically, the Yemeni royalists they supported were drawn from the Zaydi Shia religious group – whose present-day spiritual followers now mostly congregate around the Houthi rebel movement, which Britain and Saudi Arabia now seek to destroy.

The declassified files are fascinating in showing that British officials were aware they were supporting the ‘wrong’ side.

Christopher Gandy, Britain’s top official in North Yemen, noted shortly after the coup that the rule of the previous Imam was “unpopular with large elements” and that his “monopoly of power” was “much resented”.

This was exploited by the new republican government which soon appointed into office people from “classes, regions and sects previously neglected in the distribution of power”.

Gandy wrote that in contrast to the Imam’s “arbitrary autocracy”, the republicans were “much more open to contact and reasoned argument”.

Thus he recommended that the UK recognise the new Yemeni government, saying it was interested in friendly relations with Britain and that this was “the best way to prevent an increase” in Egyptian influence.

Gandy was, however, overruled both by his political masters in London and by officials in neighbouring Aden. This was Britain’s then colony that was surrounded by a British “protectorate” known as the Federation of South Arabia (later to become South Yemen).

The federation was a set of feudal fiefdoms presided over by autocratic leaders similar to al-Badr who had just been overthrown in Yemen, and kept sweet by British bribes.

An official in prime minister Harold Macmillan’s office noted that Nasser had been “able to capture most of the dynamic and modern forces in the area while we have been left, by our own choice, backing the forces which are not merely reactionary (that would not matter so much) but shifty, unreliable and treacherous”.

Macmillan himself admitted that it was “repugnant to political equity and prudence alike that we should so often appear to be supporting out-of-date and despotic regimes and to be opposing the growth of modern and more democratic forms of

UAE tops UN list of repressive countries around world

The UAE has topped a list issued by the United Nations of repressive countries around the world, which are witnessing systematic targeting of opinion activists and human rights defenders.

The United Nations included the UAE among a list of 42 countries where reprisals and intimidation are practiced against people and groups because of their cooperation with the United Nations in the field of human rights.

According to the UN report, these practices include detaining people, targeting them with restrictive laws, and monitoring both online and offline.

All cases highlighted in the report entitled “Cooperation with the United Nations, its representatives and mechanisms in the field of human rights” covered the period from May 1, 2021 and April 30, 2022.

The cases concerned individuals and groups who cooperated with UN human rights mechanisms, or used UN procedures to share information and testimonies and to seek redress for human rights violations and abuses.

EU Press and information team of the Delegation to YEMEN: Statement on UN truce expiration in Yemen

Heads of Mission of the European Union and its Member States accredited to Yemen are extremely concerned by the failure to extend the truce on 2 October as proposed by UNSE Grundberg. The Houthis’ maximalist demands have not facilitated the task.

The truce has delivered tangible benefits to the Yemeni people, including a substantial decrease of civilian casualties, providing Yemen the longest period of relative calm in more than seven years; as well as over 1M metric tons of fuel through the port of Hodaydah; and the possibility for more than 21,000 Yemenis to fly internationally from Sana’a.

UNSE Grundberg’s truce proposal offers the possibility of enhancing the truce’s impact, including payment of salaries to civil servants, additional flights to and from Sana’a, unfettered oil shipments through the port of Hodaydah and, importantly, the reopening of roads, notably around Taiz. This would improve the life of millions of Yemenis.

A return to armed conflict would result in indescribable suffering for Yemeni women, men and children

Sudan’s democracy groups approve charter opposing army rule

More than 50 Sudanese pro-democracy groups have agreed on a new draft constitution, in one of the largest shows of unity from the country’s opposition since the 2019 popular uprising. The document, signed Wednesday evening, is meant to put the country back on the path to democracy and remove the military from power, according to group leaders.

Sudan has been mired in political turmoil since its military seized power in a coup last October after three decades of repressive Islamist rule under former President Omar Al Bashir. Following the military takeover, Sudan’s top general and current ruler, Abdel Fattah Burhan, swept away his civilian partners in government and detained hundreds of officials and activists.

At least 54 mainly grassroots networks — known as the Resistance Committees — signed the charter late Wednesday in Khartoum, in what is a hybrid of two separate proposals drafted earlier this year.

From Yemen to Ukraine, how Iranian drone technology is wreaking havoc

Armed drones designed and manufactured by Iran have given Tehran’s militia proxies across the Middle East a unique capability to wreak havoc throughout the region.

The Houthi militia in Yemen, for instance, has frequently used explosive-laden drones to target Saudi Arabia. Tehran provided these militants with the means and the know-how to assemble and launch these drones to devastating effect.

In September 2019, Iranian drones and cruise missiles were used to attack oil processing facilities at Abqaiq and Khurais in eastern Saudi Arabia

Yemen continues to face a major humanitarian crisis with food insecurity rising amid higher global commodity prices and a shortfall in humanitarian assistance.

The truce and key policy reforms, including to improve the foreign exchange market, have contributed to greater macroeconomic stability.

Consolidating these hard-won gains requires further strengthening the fiscal position while prioritizing pro-growth spending, and improving governance and transparency, together with continued progress in conflict resolution.

Additional external financing is critically needed to support the reform process and macroeconomic stability.

Investigation of Al-Masirah Reveals Imbalances in Yemeni Gas Agreements, Selling It at Low Prices

A new investigation by Al-Masirah within the series "Wealth Before the Revolution: Gas the Wasted Energy" monitored the results of the request of the Yemen Liquefied Natural Gas Company, the government contribution to which is 21.73%, approving three agreements for the sale and purchase of liquefied natural gas.

The investigation indicated that gas sales and purchase contracts were concluded with France's Total and Suez and Korea's Kogas for a period of 20 years, at an annual rate of 6.7 million tons of gas, the ratio of which varies from one company to another.

"The purchase and sale contracts were marred by imbalances at the level of the term of each agreement, the volume of quantities, delivery terms and selling prices," Ahmed Daris, Minister of Oil and Minerals, indicated to Al-Masirah.

The minister pointed out that the gas sales prices in the two contracts of the French companies, GDF Suez and Total, were just incomplete calculation equations and did not include values and ratios to calculate the price.

He explained that the imbalances in the sales contracts led to the sale of every million thermal units with two dollars in the upper limit and one dollar in the minimum for the two French companies, and at three dollars and 15 cents for the Korean Kogas.

“The prices of selling gas to the three companies were unfair,” the Minister of Oil stressed. "It is remarkable that the contract of sale to Kogas stipulates that prices should be adjusted every five years, unlike the two French companies' contracts."

The cement war in Yemen summons the Egyptians

The competition between local investors in the cement industry and production, and the government-controlled cement factories controlled by the Houthis, has gone into an undeclared war, far beyond the market, price, and quality, reaching theft and attracting human cadres among these factories, including engineers and operating experts.

Al-Qaeda in Yemen: A 6-month outlook

Yemen’s shaky truce in a years-long civil war between Government forces, Houthis and separatists has recently been broken. All sides are backed by foreign powers such as Iran, Saudi Arabia and the UAE. In the midst of this Al-Qaeda in the Arabian Peninsula (AQAP) has become increasingly active, inflicting heavy casualties in brazen attacks upon all actors. Government forces and the Security Transitional Council (STC) have launched offensives to try and wipe out AQAP’s long-ignored presence in the region.

KJ-1: It is likely that AQAP will retain its influence in the region in the next 12 months.

KJ-2: It is likely that a new truce will be agreed upon in Yemen in the next 6 months.

KJ-3: It is likely that the increased activity of AQAP will attract the attention of international actors in the next 6 months

Biden needs a ‘plan B’ when it comes to Iran

Iran’s blatant military provocations and relentless demands for concessions likely reflect its assessment that President Biden is desperate to avoid having to resort to a “Plan B” military strike if the nuclear talks collapse. Preventing Iran, the most prolific and dangerous state sponsor of terrorism, from acquiring a nuclear weapon is a wickedly complex challenge. But the Biden administration had better have an alternative strategy at the ready or be prepared to face the consequences of a nuclear-armed terrorist state.

Yemen: Houthis resume attacks on government forces after six-month truce ends

Yemen's Houthi rebels resumed attacks on government forces just hours after the end of a six-month UN-mediated truce between the country's warring parties.

Hodeidah…Death of Non-Combatants

Explosive Objects and Destitution

Every time we hear about a child in a hospital as a result of UXO incidents, we realize how childhood and families in Yemen suffer due to the war and its economic effects.

The war bears the biggest responsibility for the suffering of many families and their fall into poverty.

Whoever leaves a home or land they love, they would leave it physically while their souls remain attached to it; so how about those who forcibly left it under the weight of war, and were prevented from visiting it, and they had nothing left of its homes and alleys but rubble and ruins.

This is the case of the child Nagib Mahfoudh, (16 years old), who left his home and village (Al Mandhar in Al-Hawk District of Hodeidah Governorate) in 2018, when the Giants Forces (UAE-backed joint forces) announced their entry to Hodeidah Governorate. He, his family, and all residents of his village left, fleeing with their lives, leaving everything behind. The passage of every second was increasing the risk of losing their lives.

The child has become responsible for his family in the place of displacement so that they can provide for a living and housing. He worked as a fisherman and lived in his aunt’s house in Al-Hawk neighborhood, Al Hawk District of Hodeidah Governorate.

He was always sad about his home and village, according to his aunt Zahraa (58 years old). He always remembered his home, as he had a strong desire to return to it. Najib seized the opportunity of the withdrawal of the Giants Forces from the village of Al Mandhar, in mid-November 2021, thinking that he could sneak into his village just to look at it.

It was known that his village had become uninhabitable, with no safety, not because of bullets and shells fired by the two parties to the war (Ansar Allah (Houthis) group and the Giants Forces), but because of what the two parties to the conflict have left behind in terms of killing tools ranging from mines, Booby-Traps and camouflaged explosive devices. He finished his work at the sea, sneaked out the eyes of Ansar Allah gunmen and entered his village. There were only rubbles and wreckage, as well as some odd metals lying on the ground. His curiosity and desire to make use of the metal prompted him to carry home two of those metals.

It was Tuesday, April 5, 2022, at 5:00 pm, when the child left his home in Al-Hawk neighborhood and went to a philanthropist who was distributing ice to the families displaced from Al Mandhar village. There, women, children, and some elderly people were crowding to get a piece of ice, so that they quench the thirst of fasting with cold water.

He sat waiting for his piece of ice, and in his hand was one of the metal objects he wanted to sell and benefit from its price. On his right and left were a number of displaced children queuing to get some ice. Because of displacement and destitution, many people are seen in queues in Hodeidah. This time, the queue was not for cooking gas or oil derivatives, for these people’s dreams are simpler. It was for pieces of ice.

He was moving these objects in his hands as a fun thing to help him pass the time until it was his turn to get a piece of ice. Suddenly, the metal object exploded, killing him and injuring eight others, including six children.

The Unexploded ordnance exploded and the hearts of Najib’s family were broken by his death. The flesh and blood of the victims were scattered in the place, while the pieces of ice did not come after that. The blazing fire of war that extended from Al Mandhar village to the alley of Al Hawk neighborhood melted all feelings of longing and turned them into sorrows.
