Al-Huraizi declares war on STC in response to selling Qishn port to Saudi Arabia

Head of the peaceful sit-in committee in Mahra province, Sheikh Ali Salem Al-Huraizi, on Saturday affirmed that the people of Mahra would not give up an inch of their land.

This comes in response selling Mahra’s Qishn port by the UAE-backed Southern Transitional Council (STC)’s leader in the province to the Saudi forces.

“A leader in the STC sold the port of Qishn to the Saudi occupation and signed a contract as if the port belonged to his father,” Al-Huraizi said in a meeting with the leaders of the peaceful sit-in council in Huswain district.

He stressed that “the sons of Mahra will not give up an inch of their land and will defend it whatever the cost.”

Sheikh Al-Huraizi pointed out that the sons of Mahra do not recognize the so-called “Presidential Council,” because its members were appointed by “the Saudi and Emirati occupation”, and do not recognize “their legitimacy,” considering that the real legitimacy is the legitimacy of the people.

A Pivotal Moment for Yemen

Yemen is diverting from the path to peace due to Houthi inflexibility, said Deputy U.S. Representative to the United Nations Richard Mills.

“It is the Houthis who must take action to prevent further suffering and enable even greater benefits for Yemenis under an expanded truce agreement. They have a moral responsibility not to deprive Yemenis of these benefits...”
Nonetheless, “[t]he United States is encouraged that the parties largely continue to abide by the terms of the truce, and that U.N.-led negotiations are continuing,” said Ambassador Mills.
“We hope the Houthis do not reject the pleas of the Yemeni people for peace and ignore the international consensus to extend the truce. Rather, we urge them to engage in good-faith negotiations to ensure an inclusive, durable peace in Yemen,” said Ambassador Mills.

“We stand ready, with the rest of the international community, to support Yemen’s path to an inclusive, durable peace settlement and subsequent recovery efforts,” said Ambassador Mills. “But it is up to the Yemeni parties, and specifically the Houthis, to choose peace.”

Will Saudi Arabia This Time Be Honest in Resolving Prisoners' Issue with Sanaa?

Both Sanaa and Riyadh signed the final list of prisoners before their delegations left to their countries, after mutual visits that lasted 4 days, during which they were able to correct the prisoners’ data and solve many problems in this regard, in the hope of concluding a comprehensive exchange deal.

While the Saudi party had refrained from making any statement about the results of the visit until writing this article, the head of the National Committee for Prisoners’ Affairs in Sana’a, Abdul Qader Al-Murtada, considered that it had yielded “positive results that solved a large part of the problems related to the prisoners’ issue and the lists between us and the Saudi side.”

Yemen [Aden gov.] forms political committee to oversee peace process

Foreign Minister Ahmed bin Mubarak to take charge and push towards ending war

Yemen’s internationally recognised government has formed a political committee that will oversee the peace process, an official told The National on Wednesday.

The committee will be led by Foreign Minister Ahmed bin Mubarak and top officials, said the official, who did not want to be named.

“The political committee will be responsible for managing the peace process, technically and politically,” they said.

It will report to Yemen’s Presidential Leadership Council and is composed of members from the country’s north and south.

UN Envoy's Statement Justifies US-Saudi Aggression, Siege, Preventing Peace

Over 10 days after Sanaa showed restraint and sought peace after the end of the truce; Because of the arrogance of the US-Saudi-Emirati aggression against the people’s needs and rights, the forces of aggression, the United Nations and the international community, Thursday, closed all doors to achieving a just and honorable peace.

Meanwhile, the international mediator has become, in a scandalous manner, into a spokesperson who expresses the policies of aggression and its arrogance, but with a humanitarian and political cover, which is causing the situation to explode more than ever.

Before the "United Nations Security Council", the UN mediator and the international community returned with false testimonies and false briefings that are supposed to be avoided at this time, in order to spare the arrogant enemy the dire consequences that it promised Sana'a, as the United Nations announced that the horizon for calm opportunities was blocked, but it strived to hide the identity of the culprit.

By its envoy’s briefing, he exercised a political and humanitarian maneuver in order to recycle logic and truth to transform legitimate and just demands into impossible conditions! While he used its humanitarian and political "paint" in that briefing to whitewash the escalator clauses that the aggression and its tools brought as response issues, although they are nothing more than attempts to break up the demands.

In his briefing to the Security Council, the UN envoy said, "Unfortunately, the parties did not reach an agreement on the extension and expansion of the truce, which created a state of uncertainty and increased the risks of a renewed outbreak of war in the country."

However, he concealed the reasons for the blockage of the peace, among the most prominent of these is the non-commitment of the aggression countries to open flights from Sanaa airport to the two agreed destinations, as well as the continuation of piracy on fuel ships and the disavowal of the payment of salaries, which is the basic condition under which the truce was extended for two months from last August 2 until the second of this month.

In the context of “briefing the declaration of bias,” the UN mediator boldly obscured the political and humanitarian image of the international community and manipulated the conditions for blocking the paths of peace, by thanking the countries of aggression and the pro-aggression government for agreeing to the proposal he put forward after they formulated, submitted and adhered to.

On the other hand, he accused the national government that announced its three just conditions in public, that it did not respond to his proposal, which he sees as a means for peace, which is the same vision that the aggression and its sponsors and tools for peace see.

In attempts to hide the fact, the envoy claimed in his briefing that the flights to and from Sanaa airport took place according to what had been agreed upon, despite his acknowledgment two weeks ago that the agreed-upon flights to Cairo had not been implemented; Because the latter ignored the demands.

He also claimed that the fuel ships sailed regularly, ignoring the piracy against four oil ships that are still being detained, although they are still among the number agreed upon in the truce entitlements.

He tried to exaggerate his achievement of entering certain quantities of ships

UN Envoy Gives US-Saudi Aggression Permission to Continue Its Economic War Against Yemen

In a tweet on his Twitter account, UN envoy Grundberg expressed his regret at what he considered “the additional demands of Sana’a that cannot be met,” referring to the demand for paying salaries of employees and retirees.

While the briefing of the UN envoy to the UN Security Council, Thursday, was nothing more than a complicit statement with the US-Saudi aggression to disrupt the rights of the Yemeni people. He announced the delay of Sana’a’s demands, of the salaries, to the stage of final settlements of the crisis in Yemen, providing the aggression an open check to pressure the Yemenis to make unfair concessions.

Since the first day of the US-Saudi military attack on Yemen, international law and humanitarian norms have been absent from what is happening against Yemenis in terms of systematic killings as a result of the siege and bombing.

It appears from Grundberg's briefing to delay Yemenis' legitimate demands for salaries that the United Nations does not expressly object to the continuation of the grave violations that Yemenis are subjected to by the US-Saudi aggression, including direct killings by bombing.

My comment: The Houthi side claims that its demands must be fulfilled without any negotiation – as precondition for any further negotiations – but at the same time reject all similar claims by the other side (reopening roads to Taiz). This way, since Pharaonic days peace negotiations never worked.

UN Rights Body Fails Yemeni People, Again

Zero Accountability for War Crimes in Yemen at UN

On October 7, the Human Rights Council adopted, without a vote, a toothless resolution on Yemen that fails to establish a credible independent and impartial monitoring and accountability mechanism. This means that grave human rights violations, including apparent war crimes, are likely to continue to go unchecked.

The item 10 resolution requires only that the Office of the UN High Commissioner provide technical assistance and capacity building to the Government of Yemen for human rights, abysmally short of the demand from Yemeni civil society and international rights groups to establish a new international accountability mechanism for Yemen.

The adoption comes a year after the same body rejected the renewal of the mandate for the Group of Eminent Experts (GEE), an international, impartial, and independent body established by the Human Rights Council in 2017 that reported on rights violations and abuses in Yemen.

The lack of any strong and effective follow up is further evidence of Saudi Arabia and other coalition member’s unbridled impunity and success at evading accountability for human rights violations, including apparent war crimes, in Yemen. Yemeni civil society is now left with the devastating reality that there will be zero accountability mechanisms for Yemen at the UN.

While the US, UK, and EU expressed “disappointment” over the lack of independent reporting in the resolution, members of the Council fundamentally failed to respect the will of Yemeni civil society who have been unequivocal in their demands for an international independent criminal accountability mechanism.

Why the Houthis refused to extend Yemen's truce

With the Yemeni government fragmented and weak, the Houthi movement knows that it has a clear advantage in terms of military power.

Their inflexibility on dialogue points to a reliance on their military capability should the war erupt afresh. It also reveals an understanding of the weakness of their rivals.

One demand the Houthi defacto authorities have made is that their opponents should pay the salaries of public servants, including their fighters, in areas under their control.

The Yemeni government and the UN envoy to Yemen did not expect such a request, which effectively doomed efforts on a truce extension.

No matter how hard the UN envoy tries to persuade the Houthis to moderate their demands, they keep displaying an unwillingness to change their attitude. It is no exaggeration to say that Houthi flexibility could be decisive in reviving the truce or reaching a peaceful solution in Yemen.

Indeed, regional or international diplomatic pressure may lead to a temporary calm, like the past six-month truce. However, such an approach is not a recipe for better Houthi political engagement.

Mohammed Abdulsalam, the Houthi spokesperson, reiterated their demands on Thursday for the truce to be extended.

Yemeni government's deepening fragility

The fragility of the Yemeni government has deepened over the last seven years of war, and its position on the truce extension has exposed the extent of its military weakness.

It accepted many of the UN proposals and offered multiple concessions in the hope of extending the ceasefire while insisting on expanding the period of calm.

Though the government has displayed concern about the humanitarian situation, its inadequate military preparedness for a new cycle of war is the prime reason for wanting to extend the truce.

Any renewed strife could bring the government further territorial losses, given the military strength of their opponent, the Houthis.

While the Yemeni government is internationally recognised, it is internally fragmented, and all attempts to restore its leverage have failed.

These threats are very real, and downplaying the Houthis’ military strength is a miscalculation

Saudi-Houthi prisoners’ deal sparks hope for peace in Yemen

On Saturday, the Houthi militias announced the signing of a final list for a prisoner swap with Saudi Arabia.

Observers of Yemeni affairs were optimistic on Monday following a recent breakthrough over prisoners, an issue which has consistently prolonged tensions between the Iran-backed Houthi militias and Saudi Arabia.

The deal, observers told The Arab Weekly, may lead to an agreement on renewing the humanitarian truce in the war-torn country.

Over the last few months, Saudi Arabia has shown considerable keenness to resolve differences with the Houthis, conceding that the renewal of the war will not be in the interests of any of the parties, according to observers.

On Saturday, the Houthi militias announced the signing of a final list for a prisoner swap with Saudi Arabia, under which detainees will be exchanged between Sana’a and Riyadh.

Head of the committee Abdulqader al-Murtada said the database which had delayed making the agreement had been corrected.

Murtada said a visit by the Houthi delegation to Saudi prisons was successful as the Yemeni prisoners were reassured that the swap deal would go ahead. He hoped that the reciprocal visits would be a first step toward settling the humanitarian issue of the prisoner exchange.

Saudi Arabia sentences U.S. citizen to 16 years in prison for tweets

The Saudi government has sentenced a 72-year-old U.S. citizen to 16 years in prison for tweets he posted while inside the United States, some of which were critical of the Saudi regime. His son, speaking publicly for the first time, alleges that the Saudi government has tortured his father in prison and says that the State Department mishandled the case.

In fact, despite that Saudi Arabia is supposedly a U.S. ally, the Saudi government under Crown Prince Mohammed bin Salman (MBS) is dealing with its U.S.-citizen critics more harshly than ever. The latest and most egregious example concerns Saudi American Saad Ibrahim Almadi.

Almadi is not a dissident or an activist; he is simply a project manager from Florida who decided to practice his right to free speech inside the United States. But last November, when he traveled to Riyadh to visit family, he was detained regarding 14 tweets posted on his account over the previous seven years.

US Citizen Jailed in Saudi Arabia for Tweets on Khashoggi, Yemen: Son

On Wednesday, Ibrahim shared with AFP a list of Twitter posts he said had been used in evidence against his father -- information he said had been confirmed by the State Department.

They include posts on taxes as well as controversial demolition work in Mecca, the holiest city in Islam, and the Red Sea city of Jeddah.

One post questions why Saudi Arabia is unable to prevent attacks by Huthi rebels in war-wracked Yemen, where the kingdom heads a military coalition in support of the internationally recognized government.

Another refers to the "sacrifice" of Khashoggi, whose killing by Saudi agents in the kingdom's Istanbul consulate sparked global outrage.

Saudi officials also found an unflattering caricature of Crown Prince Mohammed bin Salman, the kingdom's de facto ruler, on Almadi's phone, Ibrahim said.

Almadi was charged in part with supporting and funding terrorism and trying to destabilise the kingdom, Ibrahim said.

Why is a US ally jailing Americans for mean tweets?

Saudi Arabia convicted and sentenced a man to 16 years in prison for criticizing the kingdom on Twitter while living in the United States.

This is certainly not the first time that the kingdom has targeted Americans in a brutal crackdown that has ensnared regime critics, women’s rights activists, and business and political elite. Under MbS’s leadership, Saudi has also more readily engaged in the targeting of dissidents, defectors, and rights defenders abroad, including in the United States.

One such message, sent as demonstrations against police brutality swept the country, read: “You think that you are safe, but we will take advantage of the protesting and chaos in the U.S. and we will take care of you.”

Particularly chilling are acts of state hostage-taking, a common tool used by the Saudi government, where family members are kidnapped, detained, or tortured to pressure their relatives abroad.

Bombs & guns: Biden’s ‘business as usual’ approach to US arms sales

A new report shows the White House is still ‘checking its values at the door’ when it comes to arms transfers abroad.

The conventional wisdom among many Washington policymakers is that arms sales are a critical tool of U.S. foreign policy — cementing alliances, projecting power and influence without putting boots on the ground, and fostering regional stability.

But as my new paper for the Quincy Institute explains, the risks of arms sales in fueling conflicts, enabling human rights abuses, and drawing the United States into conflicts that don’t promote its national interests are too often discounted in favor of their alleged benefits. As a result, the United States has long been the world’s largest arms-supplying nation, cornering 39 percent of the market in recent years and providing weapons to over 100 recipient nations.

Long-term U.S. interests would be much better served by a more restrained approach to arms transfers. Early on, it seemed that the Biden administration recognized this fact and was going to do something about it. As a candidate, Joe Biden said that if he was elected, the United States would “no longer check its values at the door” when it came to selling weapons abroad.

And he took the occasion of his first foreign policy speech to announce that his administration would end support for offensive operations in Yemen, including relevant arms sales. Following up on that pledge, he briefly suspended sales to Saudi Arabia and the United Arab Emirates to conduct a review of the wisdom of U.S. sales to those regimes, which have been the key players in a devastating intervention in Yemen that has resulted in the deaths of nearly 400,000 people through direct and indirect means, including thousands of civilians killed in Saudi airstrikes carried out with U.S.-supplied equipment and logistical support.

But aside from suspending one bomb deal with Saudi Arabia, the administration cleared both nations for further U.S. sales. This return to business as usual has also encompassed sales to repressive regimes like Egypt, Nigeria, and the Philippines with severely negative human and security consequences and little if any corresponding benefit to the United States.

Promoting Stability or Fueling Conflict? The Impact of U.S. Arms Sales on National and Global Security

From Executive Summary

Following Saudi Arabia’s recent decision to cut oil production, a move that will raise prices in the West and is widely seen as a slight to the United States, two Democratic lawmakers have called for a freeze in all arms sales and military support to the Kingdom.1 For years, U.S. politicians and commentators have claimed that American support for Saudi Arabia — which includes providing 70 percent of its weapons and technical support that its air force relies on to conduct its bombing campaign against Yemen — is necessary to ensure the Kingdom will provide stable energy supplies and side with the United States in geopolitical disputes. But the latest Saudi move has given the lie to these claims. It provides yet another urgent prompt to rethink U.S. arms transfer policies to Saudi Arabia and, in fact, around the world.

The administration needs to address a number of key issues if U.S. policy on arms sales is to be made consistent with long-term U.S. interests. The key policy consideration is how to restrict sales to those that will help allies defend themselves without provoking arms races or increasing the prospects for conflict. Of particular note, the Australia-UK-U.S., or AUKUS submarine deal will benefit U.S. contractors but risks fueling arms competition and increasing tensions with China.

Finally, Washington needs to take steps to ensure that the financial interests of a handful of weapons contractors do not drive critical U.S. arms export policy decisions.

Iranian commander threatens Saudis: Your borders unsafe

Saudi Arabia promotes evil acts and interferes in Iran's internal affairs by inciting the ongoing protests in the Islamic republic, IRGS commander said on Monday.
"I advise Al Saud regime to observe its behavior and its propaganda trumpets that not only promote for evil acts, but also seek blatantly to incite our youth to protest," Hussein Salami added.
"You interfered in our internal affairs via these media outlets which you fund, but know that you're weak and that the smoke would harm your eyes," he said in remarks carried by IRNA.
While "Iran is a safe country, and its borders are safe, we'll strongly defend against any threats or risks affecting the Islamic Republic's stability. These are important messages to our neighbors.
"Our policy is friendship and brotherhood with all the neighbor countries, but this policy will completely change once we feel any danger, conspiracy or hostility from those countries."

U.S. to penalize Iran, third parties for missile sales to Russia

A U.S. official issued the warning following reports that Tehran was expanding its military aid to Moscow.

The United States intends to further crack down on Iran for helping Russia in the war on Ukraine, a U.S. official said Monday following reports that Tehran plans to send Moscow missiles to use on the battlefield.

The penalties — likely to include economic sanctions and possibly some export controls — would also target third parties that help Tehran and Moscow.

“Are we going to do more about Iranian military sales to Russia? Absolutely, yes,” the U.S. official said, speaking on condition of anonymity because of the sensitivity of the subject.

US Iran envoy on reviving the Iran deal: 'Right now it's not even on the agenda, not the focus'

The reason the talks are at a standstill is that “Iran has taken a position in those talks for the past two months, which is simply inconsistent with a return to the deal,” Rob Malley told CNN.

Reviving the 2015 nuclear agreement with the Islamic Republic “is not even on the agenda” and “not the focus, because there is no movement,” according to Rob Malley, the Biden administration’s Iran envoy.

The administration believes the US needs to stop the regime from acquiring a nuclear weapon, he told CNN’s Becky Anderson on Monday.

“Diplomacy is the way to do that,” he said. “We will see whether this is a government that is interested in reaching a deal, but at this point, the focus is on what’s happening... because the talks are stalled.

President Joe Biden made it clear from the first day he came into office that one of his priorities was to prevent Iran from acquiring a nuclear weapon, Malley said, and “he believes, and we continue to believe, that diplomacy is the best way to achieve that goal.”

“But the reason the talks are at a standstill and an impasse, and why they’re not so far moving at all and why they’re not the focus, is because Iran has taken a position in those talks for the past two months, which is simply inconsistent with a return to the deal,” he said. “They’re making demands that have nothing to do with the JCPOA. And as long as that’s the case, the talks will be stopped.”

Who Lost Saudi Arabia?

First, the Cold War is over. The Saudis are a deeply religious people who strongly opposed communism. As their long-serving ambassador to Washington, Prince Bandar bin Sultan, noted about their co-operation in Afghanistan. "We did not use East-West arguments or America's anti-communist rhetoric, we used religion. We said the communists are atheists, they do not believe in God.... We galvanized the Muslim world behind us." Today, Moscow no longer promotes either atheism or the overthrow of Arab monarchs.

Second, King Salman is not operating a global gas station or an international charity. He pursues his nation's interest and maintaining oil revenue is part of his job description. Between June and September, oil prices fell by 30 percent. The International Energy Agency has lowered its oil demand forecast due to the "relentless deterioration of the economy."

Third, the Saudis now question the reliability of Western security commitments. They urged the U.S.-led multinational coalition not to withdraw completely from Iraq and accurately predicted the subsequent rise of Islamic State. They were unsettled by the hasty Western retreat from Afghanistan.

All this has left the Saudis feeling unappreciated. They believe that they have supported Western efforts to maintain regional stability, resolve the Israeli-Palestinian conflict, and fight terrorism. They continue to trade oil in dollars, which strengthens the U.S. currency and the Western financial order that relies on it. They resent politicians who condemn their production cuts without ever noting their equally frequent production increases.

Finally, personal relationships matter. The Saudis understand that Western politicians on the campaign trail say things that may not reflect their true intentions. References to them as a "pariah state" were hurtful but taken with a grain of salt in Riyadh.

SAUDIS SOUGHT OIL PRODUCTION CUT SO DEEP IT SURPRISED EVEN RUSSIA

OPEC+ slashed oil production following a Saudi pressure campaign that experts say aims to hurt Democrats in the midterms.

But Saudi Arabia actually pushed to cut oil production twice as much as Russian President Vladimir Putin, surprising the Russians, two Saudi sources with knowledge of the negotiations told The Intercept, suggesting that Riyadh’s motives run deeper than what top Democrats want to admit.

“People in D.C. think MBS is siding with Putin, but I think MBS is even more Putinian than Putin,” one of the sources, a Saudi close to the royal family, said, referring to Saudi Arabia’s de facto ruler, Crown Prince Mohammed bin Salman.

But experts say the cut is targeted squarely at the Democratic Party — something Democratic officials have been loath to admit publicly.

“The Saudis are well aware that the price of gasoline at the pump has been a crucial political issue in the United States since 1973,” Bruce Riedel, a senior fellow at the Brookings Institution, told The Intercept in an email. “They want a big increase to help the Republicans,” he added, explaining that MBS sees the GOP winning back Congress as the “first step to Trump winning in 2024 and a setback for Biden.”

“MBS enjoyed a sweetheart relationship with Trump,” Riedel said. “Trump stood by MBS when he murdered Khashoggi and his war in Yemen which has starved tens of thousands of children; there was never any criticism of the Saudi’s human rights abuses from the Trump administration.”

“You don’t need to look hard to understand that MBS is deliberately and persistently acting against U.S. interests and the Biden administration in particular. His actions are not just ‘snubs’ but punches in the face,” said Sarah Leah Whitson, executive director of Democracy in the Arab World Now. “He’s very nakedly using oil as a lever to try to influence the midterm elections with the aim of bringing in more compliant Republicans, trying to show us all who’s boss even in our own democracy.”

The notion that Saudi Arabia could intervene in domestic American politics, verboten in Washington, has been publicly acknowledged by top Saudi officials themselves.

“The U.S. has helped artificially make Saudi Arabia more powerful on the energy markets by sanctioning the oil of other major producers,” Trita Parsi, executive vice president of the Quincy Institute, told The Intercept. “Just as [Secretary of State] Tony Blinken said that the destruction of the Nord Stream gas pipeline was an opportunity for Europe to reduce its dependence on Russian gas, Biden should turn the current crisis into an opportunity to reduce its own dependence on Riyadh by rethinking its unsuccessful energy sanctions on Venezuela and Iran.”

With OPEC cutting oil production, Biden should respond by ending support for war in Yemen

Saudi Arabia would like to control Yemen for many reasons, but two of the most important are oil-related. Yemen borders the Bab el-Mandeb Strait, which links the Red Sea with the Gulf of Aden. Millions of barrels of Saudi oil pass through it daily on ships. Saudi Arabia would also like to build an oil pipeline through eastern Yemen, allowing easier access to the Indian Ocean. With the pipeline up and running, Saudi Arabia could avoid exporting oil through the Strait of Hormuz, near Iran.

All of this adds up to an unpleasant truth: While the U.S. is not directly engaged in the war in Yemen, American actions make us deeply complicit in the torment experienced by the Yemeni people. It also means that President Biden, seeking to rebuke Saudi oil policy, has an action channel connected directly to Saudi Arabia’s oil ambitions. Congress has already shown interest in this matter. H.J.Res.87, which would prevent further U.S. involvement in the Yemen War without Congressional approval, has bipartisan support and 116 Members of Congress signed on as co-sponsors. U.S. Democrats turn up the heat on Saudi Arabia

In Washington, or at least some corners of it, knives are being sharpened for Saudi Arabia.

In recent days, Democratic lawmakers have touted a series of punitive measures against the kingdom.

“Policy decisions have consequences, and these steps would right-size the relationship with Saudi Arabia and help Ukraine,” Murphy said in an emailed statement.

Across the Democratic caucus, a lurking dissatisfaction with the United States’ long-standing entanglements with the Saudis exploded into full-bore rage. There remains disquiet over the outsize Saudi role in the attacks of 9/11, a long record of human rights abuses culminating garishly in the abduction and murder of Washington Post contributor Jamal Khashoggi, as well as wariness over Saudi Crown Prince Mohammed bin Salman’s partisan affections for Republicans and former president Donald Trump.

After Biden’s reticent fist bump with MBS, the OPEC Plus decision was seen as a deliberate punch in the gut that had to be met with a tough response. The anger has given new life to the so-called NOPEC bill, long-mooted congressional legislation that would make the cartel’s member states subject to antitrust laws. That some lawmakers now believe a bill that could cause further havoc to energy markets has a chance, albeit a slim one, of passing is a sign of the appetite for confrontation with Riyadh. “It’s time for our foreign policy to imagine a world without this alliance with these royal backstabbers,” Sen. Richard J. Durbin (D-Ill.) tweeted.

In public remarks, Saudi officials have treated the American reaction with bemusement.

Jubeir cast the OPEC Plus decision as one made entirely on technical and economic grounds by oil producers minding their collective interests. There’s an obvious truth to that — and some analysts have stressed the need for U.S. officials to look beyond their domestic frames of reference. “The Saudis weren’t thinking about Ukraine — like many people in Asia and Africa, they don’t think in absolute terms of being pro- or anti-Russian — although that was certainly shortsighted,” wrote Hussein Ibish, senior resident scholar at the Arab Gulf States Institute in Washington. “And it’s frankly narcissistic for Democrats to imagine that the Saudis are adjusting their national grand strategy around the upcoming midterm vote.”

On Sunday television, White House national security adviser Jake Sullivan said Biden would address the anger in Congress, while also cautioning against calls for an abrupt change to U.S.-Saudi relations.

Aaron David Miller, a former U.S. diplomat and senior fellow at the Carnegie Endowment for International Peace, told me that what we are seeing now is “the fraying of this essential trade-off.” The United States no longer needs Saudi oil imports (though it remains vulnerable to Saudi influence over global energy prices), while MBS and his cohort have made clear that the kingdom in the long run is going to diversify its geopolitical portfolio, cultivating closer ties to countries elsewhere from China to Brazil.

“The bottom line is that MBS doesn’t care,” said Miller, “and that he really does believe he has enormous leverage over the United States and is dealing with a president who is in his eyes an inconvenient speed bump.”

For now, though, the Saudis have few cheerleaders in Washington.

Biden admin officials considering trying to discourage American companies from expanding business ties with Saudi Arabia

Officials said it's one option on the table as the administration weighs how to respond to OPEC's cut to oil production without undermining U.S. objectives in the Middle East.

Biden administration officials are considering trying to discourage American companies from expanding business ties with Saudi Arabia as part of a U.S. response to a recent Saudi-led push by oil-producing countries to cut global production, said three current and former U.S. officials familiar with the discussions.

The administration also will not send any U.S. official to Saudi Arabia’s annual Future Investment Initiative conference in Riyadh next week, officials said, although a senior administration official said the determination was made before the OPEC+ alliance announced Oct. 5 that it would cut oil production by 2 million barrels a day. The official said the administration was unable to make scheduling work to send a U.S. government official to the high-profile conference, sometimes referred to as “Davos in the desert,” which has been a prized event for Saudi Arabia’s de facto leader, Crown Prince Mohammed bin Salman.

Exploring ways to use American businesses as leverage against Saudi Arabia comes as President Joe Biden says he’s re-evaluating his administration’s relationship with the kingdom and considering how to retaliate against Riyadh over the oil production decision.

The Saudi Regime Isn’t Afraid of Joe Biden

Despite widespread disgust at Saudi perfidy, odds are that crackpot realism will once again trump human rights—or even the national interest.

The Democrats are spitting mad at the government of Saudi Arabia. Again. The United States’ long-standing alliance with the House of Saud, which dates back to the presidency of Franklin Delano Roosevelt eight decades ago, is in crisis, again. There is talk about the USA scaling back its alliance with the Saudi regime, again.

It’s hard not to feel a sense of déjà vu over the current imbroglio over Middle East policy.

These statements, though, prompt a question: If there are so many good reasons to see the Saudi monarchy as a bad ally, why has the alliance persisted until now? After all, if a horrendous human rights record, “unanswered questions” about the 9/11 terrorist attack, the murder of a journalist (Jamal Khashoggi) employed by an American newspaper, and a long history of fomenting religious extremism around the world haven’t been enough to shake the relationship, will a spike in oil prices do it? There were far bigger oil shocks in the 1970s that didn’t do any long-term harm to the relationship. In fact, they made Washington more mindful of how dependent it is on the Saudi alliance.

A good example of this tendency is an article in early October by Washington Post reporter Adam Taylor describing the relationship as a “marriage of convenience” based on “oil.” According to Taylor, “Arms sales have lost their luster, given the kingdom’s use of American weapons in its disastrous war in Yemen and the gruesome murder of Khashoggi, a U.S. resident who was well-known and well-liked in Washington.”

But as Johnson points out, the war in Yemen isn’t something the Saudi government dragged the United States into. Rather, it’s a policy carried out with the active participation of the national security state. Johnson noted that “a months-long Washington Post investigation just this week detailed the extent to which Biden, despite lofty words to the contrary, has carried on supporting Saudi’s virtually one-sided slaughter of Yemeni civilians without pause.”

As Johnson notes, “The narrative that the U.S. is ‘forced’ into backing Saudi Arabia over gas prices is an ahistorical, power-serving, racist myth. The U.S. supports the dictatorship of Saudi Arabia because that’s exactly what the Saudi regime was set up by Western powers to do, and it’s why the alliance is maintained and defended—despite the occasional wrist slapping.” The United States needs Saudi Arabia as a linchpin of its alliance system with the other Arab monarchies as well as with Egypt and Israel. This alliance system allows the United States to counter regional foes like Iran—and also limit any Russian or Chinese inroads to the Middle East. The US-Saudi alliance is a prime example of what the magisterial sociologist C. Wright Mills called “crackpot realism.” It does enormous real-world harm—but allows the existing power structure to function, often at the expense of the self-interest of ordinary Americans, who might not like high gas prices and a regime that exports its own dysfunctional autocracy. Elected Democrats are beginning to realize the price of crackpot realism, but it’s an open question whether that is enough to overturn the status quo of many decades.

As long as the American foreign policy elite is committed to maintaining hegemony in the Middle East, it will be loath to break the Saudi alliance. The current squabble, like earlier disputes, is likely to end with public expressions of discontent—followed by a renewal of support.

Statement on the Houthi attack targeting a vessel on 21 October 2022 on Yemen’s Al-Dabba port

The Delegation of the European Union together with the diplomatic missions of the EU member states accredited to Yemen, issues the following statement.

We strongly condemn the October 21 attack targeting VLCC Nissos Kea vessel, on Yemen’s Al-Dabba port. Fortunately, no lives were lost and the vessel was able to depart safely, but the flagrant menacing of international maritime commerce is unacceptable. Houthi attacks on international shipping are an affront to core principles of the Law of the Sea, jeopardizing freedom of navigation through the region’s waterways and blocking access to Yemeni ports. They deprive Yemenis the ability to afford fundamental necessities and could impact the flow of essential goods into Yemen.

US-Zionists Extending Military Conflict in Red Sea to Control Yemens' Islands

Political sources revealed serious Zionist-US tendencies regarding the Yemeni islands located in the Red Sea, aiming to fully control the Bab al-Mandab strait.

The sources confirmed that the Zionist entity, in coordination with the US Navy and with Saudi and Emirati funding, is working to push Eritrean forces towards the Yemeni islands with the aim of creating a new military conflict in the Red Sea that leads to the internationalization of the Yemeni islands.

The sources reported that the plan aims to completely control the Yemeni islands, and deploy international forces there under the pretext of keeping peace and securing international navigation at the southern entrance to the Red Sea, “the Bab al-Mandab Strait.”

The sources indicated that the Zionist entity instructed the Eritrean naval forces to move militarily along the Yemeni coasts and islands to the Bab al-Mandab strait starting from the port of Assab, which became a station for the Emirati-Zionist military supplies to the UAE militants in the port of Mocha, west of Taiz governorate, in addition to the two islands of Mayon in the Bab al-Mandab strait and Socotra is in the Indian Ocean.

Eritrea had signed a security cooperation agreement with the Zionist entity in February 1996, granting Mossad freedom of movement within the Eritrean regions, and nominating 3 military bases for the Zionist entity inside Eritrea, in Jabal Hamed and Jabal Mahklawi in western Eritrea, and Haqr mountain in northern Eritrea.

Allowing an Israeli military presence on the islands of the “Dahlak” archipelago, the “Daqmahari” base in the Eritrean plateau, the “Marinai” island in “Massawa”, the “Ras Santiyat” island, the “Fatima” island, and the “Halib” island, not to mention the intense Zionist intelligence presence inside Eritrea and its border with Sudan, have been shown since the agreement.

Eritrea designated one of those bases as a military port to provide services to the Zionist navy and Israeli submarines, as reported by Western sources armed with nuclear-tipped missiles, and the second base for wiretapping and spying on sensitive areas overlooking Bab al-Mandab.

Sudan officials: Tribal clashes kill 170 in country’s south

Tribal clashes in Sudan’s southern province of Blue Nile have killed at least 170 people over the past two days, two Sudanese officials said Thursday, the latest in inter-communal violence across the country’s neglected south.

The officials, who spoke to The Associated Press on condition of anonymity because they were not authorized to talk to the media, said the clashes erupted on Wednesday and that sporadic fighting continues. Government troops were deployed to the area to try to de-escalate the conflict. The dead include women and children, the two officials said.

The US-Saudi-Emirati aggression coalition and its mercenaries and agents continue to loot Yemeni antiquities, artifacts and manuscripts. These antiquities are then sold in auction homes in the American, European and British markets.

The Yemeni researcher specializing in antiquities, Abdullah Mohsen, revealed that more than 40 gold and bronze artifacts from the ancient history of Yemen were stolen and looted by the coalition of aggression and the mercenary government will be auctioned in the British capital, London, on November 30.

Researcher Mohsen said, in a post on his personal Facebook page, that Timeline Auctions in London will display more than six thousand antiquities from around the world, including (110) Egyptian artifacts, and more than (40) gold and bronze pieces from the antiquities of Yemen. He added that the artifacts were from groups of antiquities dealers from France, Britain, Japan and Israel, most notably Shlomo Musaev. (photos)

Al-Mashat Allows Transport of Oil For Aden's Electricity

The tanker (HANA) received permission from [Sanaa] President Mahdi Al-Mashat, with an exception to allow it to transport a shipment to Aden Governorate power station, and not consider it looting Yemen's Oil," the supreme economic committee said.

In a statement, the committee indicated that the tanker is currently docked at Bir Ali port, in preparation for transporting the aforementioned shipment. The committee indicated that the president's directives were an affirmation of the leadership's continuity of approach in neutralizing the economic and service aspect, and its keenness to continue providing services to citizens, alleviating their suffering

Recently, A source in the Supreme Economic Committee denied the correctness of the information reported by "Reuters" about the Bank of Aden's report on oil and gas revenues during the first half, stressing that the numbers are misleading and that oil revenues exceeded $2 billion.

The source emphasized that the report issued by the Bank of Aden, which showed that the revenues of oil and gas exports amounted to $739.3 million from January to June is misleading and did not reveal the truth.

"The revenue sector in the Ministry of Finance of the mercenaries in the city of Aden does not receive any data on the volume of actual exports of crude oil, nor the amount of its revenues," the source said.

He pointed out that the proceeds are submitted to the National Bank of Saudi Arabia, and the US-Saudi aggression do not show any data about the export, which is controlled by a mini-committee headed by Saudi Ambassador Al Jaber and Maeen Abdulmalik.

"The volume of exports of Yemeni crude oil from January to June this year is 18 million, 299 and 400 barrels, while the volume of domestic gas production from January to August this year is 300 thousand and 37 thousand metric tons," the source said.

He explained that the revenues from crude oil production and domestic gas sales that have been looted by the US-Saudi aggression since the beginning of this year cover the employee's salary bill for a year and half.

At a high rate, the forces of aggression continue the series of organized looting of the country's sovereign wealth of oil and gas.

WFP Yemen Food Security Update, October 2022

Highlights

The local currency exchange rate in IRG-controlled areas fluctuated around similar levels of the previous month. However, the rial lost 19 percent of its value against the US dollar since mid-April. Meanwhile, the local currency in areas under Sana’a-based authorities remained stable at around YER 558/USD since the announced truce in April. External financial support is needed for Yemen to keep up with the demand for essential food imports and to address the crucial social spending needs (IMF, Oct 2022).

Fuel imports through Red Sea ports are up by 259 percent during the first three quarters of 2022 compared to the same period last year. Thanks to the truce, the flow of imported fuel through Red Sea ports during Apr-Sep 2022 was nearly five times the level of the corresponding period in 2021.

Local prices of petrol and diesel decreased countrywide compared to August.
This is mainly due to the truce-related fuel supply improvement and the continued decrease in the global prices of fuel. Nonetheless, the pumping prices for both petrol and diesel were one-and-half their levels in September 2021 across the southern governorates, while they increased by five percent for petrol and 15 percent for diesel in the north.

During the first three quarters of 2022, the overall food imports through Al Hodeidah and Salif ports were seven percent higher than their levels in the same period last year. Nonetheless, this increase could not make up for the 44 percent decline observed through the southern ports of Aden and Mukalla.

In September, the global FAO Food Price Index decreased for the sixth consecutive month. It is down by 15 percent since the all-time high of March 2022. This drop was mainly driven by the sharp fall in global price indices of vegetable oils and cereals, down by 39 and 13 percent respectively since then.
However, global food prices remained five percent higher than their levels in the last year.

WFP faced critical shortages in funding and food stocks, leading to reduced food rations throughout 2022, particularly during the fourth cycle. From the fifth cycle onwards, WFP targets 13 million people with a food ration amount to 65 percent of the standard food basket, providing around 1,100 Kcal per person per day.

The cost of the minimum food basket slightly decreased month-on-month across the country, while remaining year-on-year up by 42 percent in IRGcontrolled areas and 27 percent in areas under Sana’a-based authorities. High local food prices continued to be reported as a main impediment for adequate diets in September by 20 percent of households in southern governorates and 10 percent across the north.

Food insecurity remained at elevated levels in September. More than half of the surveyed households (56 percent) in IRG-controlled areas and 48 percent in areas under Sana’a-based authorities indicated lacking access to adequate food. This represents a yearly increase of around 22 percent in both areas. In 16 out of the 22 governorates, the proportion of households reporting inadequate food consumption exceeded the “very high” threshold of ≥40 percent.

The Houthis obstruct the truce in Yemen

The legitimate Presidential Council spare no efforts to find points in common with the Houthis and to make many concessions for Yemen. US Secretary of State Anthony Blinken confirmed this when he clarified Washington's concern about the recent Houthi actions, stressing the importance of the international community's support for the Presidential Leadership Council in Yemen despite the Houthis' failure to fulfil their obligations.
The US Special Is Envoy to Yemen Tim Lenderking also said that the Houthi militias are responsible for obstructing the truce extension and returning to war by imposing impossible demands like paying their fighters' salaries first and that disrupts the efforts to continue the truce. On the other hand, the failure of the meetings of the UN representative for Yemen Hans Grundberg's recent visit to Oman with Houthi leaders clearly shows the Houthis are not serious about the truce extension.

Sanaa authorities on Saturday received a notification from a Korean oil tanker that it had officially left the Yemeni territorial waters.

Media, quoting navigational sources, reported that the ship “Tissos Kia”, which came from a South Korean port and was about to enter Al-Dhaba port to smuggle a new oil shipment, informed the Yemeni Coast Guard that it was in international waters.

The sources noted that the ship had refused to respond before the recent warning attack on Al-Dhaba port.

Yemeni rebel drones target Greek ship in government-run port

Yemen’s Iran-backed rebels said they targeted a cargo ship Friday off an oil terminal in the war-wrecked Arab country’s south to prevent pro-government forces from using it for oil exports. A Greek company owning the Marshall Islands-flagged tanker said it sustained no damage in the attack by explosive-laden drones.

The attack apparently targeting the Nissos Kea marks the first announced military action since a truce between the country’s warring sides expired earlier this month. It also again signals potential danger for commercial ships that pass by or stop in Yemen.

The attack happened in Ash Shihr, Yemen, near the city of Mukalla, some 585 kilometers (360 miles) east of the rebel-held capital of Sanaa in territory held by pro-government forces for years.

The Nissos Kea’s owner, Athens-based Okeanis Eco Tankers Corp., said there were “two drone-driven explosions in close proximity” as it tried to load at the port. Ash Shihr’s port has a crude oil pipeline at it that has a capacity of 300,000 barrels a day.

“Neither explosion impacted the vessel. All crew is safe and unharmed,” the company said. “There was no damage to the vessel and no pollution.”

Satellite data analyzed by The Associated Press showed the Nissos Kea far off Yemen’s coast in the Gulf of Aden in international water and sailing away toward Oman on Saturday.

The British military’s United Kingdom Maritime Trade Operations, which monitors Mideast sea traffic, acknowledged “an incident” off Ash Shihr on Friday, but only said the ship and its crew were safe. The U.S. Navy’s Mideast-based 5th Fleet said it was aware of the attack, but declined to comment further.

The Houthis called the attack a “warning strike.”

The government denounced the attack and said “all options are open in dealing with this terrorist action,” and warned it could negatively affect any further peace talks.

It also said Friday’s strike was the third in recent days by Houthi drones on shipping in their territory, after another ship was targeted on Tuesday and Wednesday night in the port of Radoum, in the central part of Yemen’s coast on the Gulf of Aden. International authorities have not previously acknowledged those strikes.

Yemen government forces intercept Houthi drones attacking southern oil terminal

Yemen's Saudi-backed government said on Friday its forces had intercepted armed drones launched on a southern oil terminal in Hadhramaut province by Houthi fighters as an oil tanker was preparing to dock, Reuters reports.

A Yemeni government official said Houthi drones attacked Al-Dhabba oil terminal, located in the southern town of Al-Shihr, as "Nissos" oil tanker was preparing to enter the terminal.

"Nissos" was scheduled to load 2 million barrels of crude from the terminal, the official said, adding that there was no damage to the port and the tanker. The office of Hadhramout's Governor, Mabkhout bin Madi, confirmed the attack to Reuters.

There was no immediate reaction from Houthi officials but a member of the group, Nassruddine Amer, said on Twitter: "Yemen's resources are for the Yemeni people; oil revenues should cover the salaries."

The incident is the first major escalation since the Iran-aligned Houthis and the Saudi-backed government failed to renew an UN-brokered truce

Yemen's armed forces announced Friday carrying out a minor warning strike, in order to prevent an oil ship attempting to loot raw oil, through the port of Al-Dabba in Hadramout governorate, after its violation of the decision of the competent authorities to prohibit the transfer and export of Yemen's sovereign oil derivatives.
