UAE sends Chinese experts to Socotra

The UAE has sent Chinese experts to the occupied Yemeni island of Socotra, on a visit described as “unknown”, local sources reported on Friday.

The sources stated that six people of Chinese nationality arrived during the past hours of Friday through a UAE travel agency to the port of Hulaf, under the pretext of tourism and recreation on the island.

According to the source, the Chinese delegation set off from the Emirati city of Dubai, without mentioning the reasons for bringing them to the island, except that they are “businessmen.”

STC says its forces prepared for all possibilities, calls for support to fight Houthis, terrorism

The Southern Transitional Council (STC) forces are prepared for all the options, including full liberation of the south, spokesman for the separatist forces tweeted on Tuesday, calling on the Saudi-led Coalition to provide them with support in face of the Houthi group and terrorism.
"Our armed forces are at the highest level of preparedness, not only in terms of defense and deterrence, but also for all the possibilities including inclusive battle to liberate all the southern soil. It'll be but a decisive and ultimate salvation battle," Mohamed al-Naqeeb added.

Al-Qaeda terrorist elements launched an attack on a force belonging to the UAE-backed Southern Transitional Council (STC) in Yemen’s southern Abyan province, Southern media reported on Thursday , citing sources.

Rights report exposes coalition’s crimes against women, children on Yemen’s western coast

The Entesaf Organization for Women and Child Rights on Thursday reported that “the US-Saudi aggression coalition forces and their mercenaries have committed 695 crimes on Yemen’s western coast until mid-November, 2022.”

The organization stated in a statement that these crimes and violations included 250 crimes of kidnapping and rape, including 86 crimes of child rape.

The statement condemned the heinous crimes committed by the aggression mercenaries against women, the latest of which was the burning of the displaced persons camp in Al-Jasha area of Al-Khokhah district on the western coast, and the exposure of women to extortion and rape, according to the interview conducted by Ahmed Al-Nami, one of the sons of Tihama, with one of the displaced women in Al-Khokha.

The displaced woman revealed the horrific facts that the displaced women live through, and the work of some organizations and their distribution of sexual tools, in addition to their being pressured by the aggression coalition mercenaries to practice adultery, especially those whose relatives killed in the war.

According to the statement, local sources confirmed that “Tariq Afash’s soldiers (UAE-backed forces in west coast) are the ones who carry out these despicable practices, since Al-Khokha and the rest of the occupied areas on the West Coast are under their control.”

Bloody Confrontations between UAE-Saudi Mercenaries in Center of Occupied Taiz

Armed confrontations renewed Thursday between the Saudi-backed Islah factions and UAE-backed militias, in the center of Taiz governorate, southern Yemen.

Sources confirmed that the clashes broke out between members belonging to the governor of the UAE-backed and the leader of the Congress Party, Nabil Shamsan, and the gunmen of the leader of the Islah Party, Ghazwan al-Mikhlafi, in the city center.

Yemeni joint operation room to fight Houthis: defense minister

A joint operation room has been recently prepared to direct military operations against the Iranian-backed Houthi group in different frontlines in Marib, Jawf, southern areas and western coast, the Yemeni defense minister said on Monday.
There are positive signals and great harmony between all the military units to resume the battle against the Houthis in case they insist to foil peace efforts, Muhsin al-Dairi added in an interview with Al-Arabiya.
Should it renew, the war would completely differ, he said. "It would be untraditional war unexpected by the Houthis."

Islah reveals international pressure to dissolve STC

A leader in the Islah Party, (the Yemeni branch of Muslim Brotherhood) said that there is an international pressure to dissolve the UAE-backed Southern Transitional Council (STC)’s militia.

The leader described the STC militia as unruly that plunged Aden into chaos.

“After Years of messing up in Aden city and bringing the city into a catastrophic situation by some uncontrolled forces. Today, when popular and international pressure has increased to make urgent solutions and control or demobilize those forces, we hear strange voices calling for their transfer to Hadramout and the eastern governorates under the pretext of liberation and suppression of Hadramis again and joining them in the south,” Saleh Batis said on his Facebook page.

Emirati media reveals details of plan to internationalize Yemen’s oil ports

Emirati media revealed, on Wednesday, a plan to internationalize Yemen’s oil ports.

This comes amid a crisis with Sanaa’s decision to stop the smuggling and looting of Yemeni oil.

“Al-Emarat Al-Youm” newspaper quoted its sources as saying that France, Britain and the United States decided to form a joint unit for port security in Shabwa and Hadramout provinces, noting that the unit is the first of its kind.

The newspaper did not reveal the identity of the members of this unit, but indicated that the move took place at the request of the Riyadh-formed “Presidential Council” and the government loyal to Saudi-led coalition, with the participation of Saudi Arabia and the UAE.

Group of young Yemeni women trained in UAE arrives in occupied Socotra

About 25 Yemeni girls returned on Wednesday to the occupied Yemeni island of Socotra after being trained in UAE to complete a security and intelligence course.

Sources familiar with the island stated that the girls underwent intensive security courses in Abu Dhabi since the beginning of last September, after they were carefully selected by the Khalifa Foundation, the UAE intelligence arm in Socotra last August.

The sources indicated that the UAE has worked to attract girls between the ages of “15-22 years” during the past three years, and to convince their families who receive financial and food assistance through the “Khalifa Foundation” that the girls will have fixed salaries in UAE dirhams.

Major traders threaten to stop imports through port of Aden

Major traders and importers have threatened to stop importing through the port of Aden, due to navigational complications and multiplicity of “fees and levies” that become heavy burden on them.

They called for the opening of the port of Hodeida and lifting the trade ban on the port, which serves more than 75% of the Yemeni people.

Official sources close to the traders, reported that a number of them left the port of Aden, and became unable to compete in the commercial market, due to the levies that burden them and reflected on the prices of goods and transportation to the northern governorates.

The sources confirmed that the complications at the port began with raising the price of customs tariffs by the government, loyal to the Saudi-led coalition, from 250-500 riyals, in addition to delaying goods for weeks.

Weapons shipment unloaded at Aden Airport amid intensive flight of drones

Saudi forces landed during the early hours of Tuesday the shipments of weapons at Aden Airport, which is under the control of the UAE-backed Southern Transitional Council (STC) militia.

The leader in the “Southern Revolutionary Movement,” Muhammad al-Na’mani, said that Saudi Arabia sent military planes to Aden Airport, carrying various types of weapons and modern military equipment.

Al-Na’mani explained that the process of unloading weapons at the airport coincided with the arrival of new military forces to Aden from the eastern region of the city, amid intensive flying of drones in the sky of Aden city.

He said that the arrival of the forces to Aden came after the terrorist attacks on the STC militia in Al-Mahfad district of Abyan province, amid accusations to Saudi Arabia of being behind those attacks.

STC launches stinging attack on Maeen Abdul-Malik

The UAE-backed Southern Transitional Council (STC) launched a stinging attack on Maeen Abdul-Malik, the prime minister of the government loyal to Saudi-led coalition, as part of a campaign to dismiss him.

The STC’s Aden Independent Channel (AIC TV), described Maeen Abdul-Malik as “unknown denial”, “evil liar” and “corrupt”, and held him responsible for the collapse of the currency and the economy.

The Channel said that the Riyadh -formed Presidential Council showed that it was too small and fragile to dismiss Maeen Abdul-Malik.

The STC vowed to “hammer the final nail in the coffin of legitimacy, take a southern decision and impose its will by force.”

Dozens of Islah militants rebel in Sayoun

Dozens of Islah-affiliated “First Military Region” militants have rebelled in the districts of Wadi Hadramout in eastern Yemen.

Local sources in the city of Sayoun confirmed that the gunmen of Islah’s “135 Infantry Brigade” cut off the road in front of the gate of the “first district” on Monday evening, demanding their salaries looted by the region’s leaders.

The sources indicated that the gunmen of the brigade closed the gate of the district command in Sayoun, demanding the departure of the so-called “pillars of the war of the region” Yahya Abu Auja, close to Ali Mohsen al-Ahmar.

Document reveals UAE’s plan to displace residents of Mayoun Island

Local media on Tuesday circulated a document reveals that the UAE had embarked on a process of displacing the residents of the Yemeni Mayoun Island, located in the center of the strategic Bab al-Mandab Strait, under the pretext of building new homes.

According to the document, the Sheikh, called Saleh Ali Saeed Khazour, who signed an agreement with the governor of Aden, Ahmed Lamlas, to establish buildings with Emirati funding, in his capacity as the leader of the island, has the right to dispose in those buildings in the event that one of the residents decides to leave, in coordination with another person called “the island sheikh”, Sami Saeed Mohammed Fashaa.

Legalists believe that the document and the city-building project are a prelude to stripping the island’s residents, who number no more than five hundred, of their homes and property in the city in the future by confiscating them in the name of the pro-UAE sheikh.

Al-Qaeda mobilizes its fighters on outskirts of Taiz

The Southern Transitional Council officially declared war on the “first military zone” in the districts of Wadi Hadramout on Tuesday.

The spokesman of UAE’s “transitional” militia, Mohammed Al-Naqib, confirmed in a tweet on Twitter that the militia is “at the highest levels of readiness, not defensive deterrence readiness”.

Families of military leaders affiliated with the mercenaries of the US-Saudi aggression were transferred to forced residence in Saudi Arabia

Mystery surrounds fate of Taiz pro-coalition governor in Aden

Mystery has surrounded the fate of the governor of Taiz province loyal to the Saudi-led coalition, Nabil Shamsan, after his personal escort was found hanged in one of the hotels in the port city of Aden, to which he fled.

Media outlets reported on Sunday that the circumstances of the killing of the governor’s escort, soldier Muhammad Faisal, are still unknown, amid great secrecy.

Faisal was found hanged inside one of the hotel rooms where Nabil Shamsan is staying in the city of Aden. It is not yet known whether Shamsan has left for another destination or is still in the city.

Sharp differences hit STC’s leaders

The sources explained that the meetings led to the unanimous approval of the members of the Council to remove al-Zubaidi amid differences in naming an alternative, noting that the most agreed candidate is Nasser al-Khabji, who belongs to the Radfan region of Lahj, amid opposition to the imposition of “Ahmed Said bin Brik” who is currently in the Egyptian capital Cairo.

Saudi military plane transfers recruits from Socotra to Riyadh

Saudi forces have transferred dozens of people from the Yemeni island of Socotra to train them in Riyadh, during the past hours.

Informed sources confirmed that a Saudi military aircraft took off from the airport of the city of Hadibo, the capital of Socotra, carrying about 60 recruits from the island to train them in its territory, to form a militia parallel to the UAE on the island.

The sources said that the “Saudi 808 duty forces”, which have been deployed on the island since 2018, had recruited dozens of Socotra sons in conjunction with the UAE’s recruitment of a new batch of young men and women over the past months.

The same sources affirmed that the Saudi-Emirati conflict has expanded on the island following the establishment of Abu Dhabi as a joint military base with the Zionist navy and naval observation posts in a number of areas of Socotra, especially on Abd Al Kuri Island during the past years.

Unidentified marches raise terror among coalition forces in Socotra

The Saudi-led coalition forces in the Yemeni island of Socotra experienced hours of terror on Wednesday morning against the backdrop of unidentified drones flying over the island, local sources reported.

The sources said that the people of Hadibo city, the capital of the island, were surprised by the firing of air defenses, before they knew that there were attempts to shoot down a drone that was hovering over the island, east of the Gulf of Aden.

The sources suggested that it was a reconnaissance plane to assess the level and quality of air defenses maintained by the coalition forces on the island of Socotra, 240 kilo meters away from the nearest point on the Yemeni mainland.

UN starts emergency plan to salvage Yemen’s corroding oil tanker

The UN has begun phase one of an emergency plan to rescue a deteriorating oil tanker near Yemen’s western city of Hodeidah after obtaining funding from donors, a UN official told Arab News, boosting hopes of defusing the country’s “ticking time bomb.”

Russell Geekie, communication officer for UN Humanitarian Coordinator David Gressly, said that the UN is in negotiations with a company to rescue the tanker as well as secure a vessel to offload the oil, and that a team is working on drafting a rescue strategy.

“Preparatory work for the operation has already begun, including the processes to contract the salvage company and procure the vessel that will hold the oil,” Geekie said.

“Completion of a detailed operational plan and procurement of the vessel are the two major steps ahead of the work on the water,” he added.

The UN “will be able to provide a timetable for the work upon completion of the detailed operational plan,” Geekie said.

“We expect the salvage company will send a team to Yemen in November to finalize the detailed plan.”

US-Saudi Military Escalation in Yemen Increasing as Truce Negotiations Continue to Fail

Indications are intensifying, day after day, that the situation in Yemen may return to before the truce, in light of the continued stumbling in negotiations to extend and expand it, and the absence of any sign of the possibility of its solution soon.

While the US, Saudi Arabia, and the UAE are exploiting the state of no war nor peace in order to strengthen their presence in the southern and eastern governorates, Sanaa monitored that and other facts, including the continuation of military mobilization operations and the establishment of new restrictions on Sanaa airport and the port of Hodeidah, as ammunition for a “ticking bomb” that could explode at any moment.

Far from the entitlements of truce, and in complete contradiction to the efforts aimed at preventing the collapse of the cease-fire agreement that entered into force on the 2nd of last April, Saudi Arabia and the United States, in the past few days, have pushed more of their forces to the southern and eastern Yemeni governorates rich in oil and strategic ports.

Similarly, the UAE has taken advantage of the prevailing state of no war nor peace, to consolidate its control over the islands of Socotra and Abd al-Kuri, east of the Gulf of Aden, and to consolidate its influence on the strategic Mayon Island overlooking the Bab al-Mandab Strait and international shipping lines in the Red Sea.

In this regard, follow-up sources confirmed to Al-Akhbar that a new batch of US forces arrived on a military cargo plane at Al-Rayyan Airport, which since 2016 has hosted a US-Emirati military base in Hadhramaut, in the east of the country.

The sources indicated that these new reinforcements came, apparently, at the request of the pro-aggression government in the city of Aden, under the justification of protecting the southern oil ports, from which Sana’a forces had stopped the export of oil last month, through a warning strike targeting the port of Dabba .

This comes in parallel with Saudi moves in the Hadhramaut Valley for weeks, aimed at recruiting about 30,000 new members of the governorate, in return for the UAE’s efforts to establish its presence on Mayon Island, where the local authorities in Taiz governorate reported a displacement process that the island’s residents have been subjected to for days at the hands of Emirati forces.

For its part, Sanaa continues to monitor these movements, which it describes as "provocative to the Yemeni people", and is discussing the "appropriate" response to them.

In this context, the head of the Supreme Political Council, Mahdi al-Mashat, accused the United States of thwarting peace efforts in Yemen, and of thwarting the progress made by regional and international mediation during the past period, describing the current situation as a "time bomb that can explode at any moment."

Al-Mashat pointed out that "there are parties benefiting from the war that are pushing towards a resurgence of military escalation and the collapse of negotiations," adding that "the truce negotiations have already reached a good level, but the American envoy, Tim Lenderking, has deliberately thwarted it during his previous tour in the region.

Saudi's Executions In 2022 Now Double Last Year: AFP Tally

Saudi Arabia has executed twice as many people in 2022 as it did last year, according to an AFP tally, highlighting a rise in capital punishment that is condemned by rights groups.

The latest execution was of a Jordanian national convicted of smuggling amphetamine tablets, the official Saudi Press Agency announced late Thursday.

Rights Group: Yemeni Resident in Saudi Arabia Killed by Saudi Security Apparatus

A human rights organization said on Monday that it had received a report from the family of Ali Atef Al-Ali, from Yemen's Al-Mahwit and a resident of Saudi Arabia, confirming that he was killed by members of the state security apparatus in Riyadh.

Saudi prince’s new title key to dodging lawsuit over killing

It raised eyebrows six weeks ago when Saudi Arabia’s aged king, Salman, named his son, Crown Prince Mohammed bin Salman, as prime minister. The kingdom’s laws designate the king as prime minister. King Salman had to declare a temporary exception to loan out the title, and at the same time made clear he retains key duties.

But that move reaped dividends Thursday, when the Biden administration declared that Prince Mohammed’s standing as prime minister shielded him from a U.S. lawsuit over what the U.S. intelligence community says was his role in Saudi officials’ 2018 killing of a U.S.-based journalist. The Biden administration has moved to grant Saudi Crown Prince Mohammed bin Salman sovereign immunity for his role in ordering the 2018 murder of Washington Post columnist Jamal Khashoggi in Istanbul.

The government’s determination is nonbinding and remains to be reviewed by the judge overseeing the lawsuit brought against MBS by Khashoggi’s fiancee, Hatice Cengiz, and the organization Democracy for the Arab World Now, or DAWN. However, it represents the latest signal that the Biden administration will not hold MBS accountable for the slaying and dismemberment of a U.S. resident.

In September, Saudi Arabia announced that the crown prince would take on the role of Prime Minister of Saudi Arabia, a post ordinarily held by the king. The decision appears to have been primarily motivated by the pending U.S. lawsuit, because, as prime minister and thus head of government, MBS is shielded from prosecution.

The crown prince’s new status as prime minister arguably grants him sovereign immunity automatically. But the announcement is disappointing in that it reflects a pattern of the U.S. government failing to hold MBS accountable in any way.

Is MBS fully rehabilitated? Theoretically, MBS could return to the United States, if he chose, whereas previously there remained a question of whether doing so would put him in legal jeopardy. MBS has yet to return to the UK, even missing the funeral of Queen Elizabeth II, an event that drew monarchs and crown princes from all the other Arab kingdoms.

It seems much of the world has decided to overlook MBS’ responsibility for the gruesome murder, not to mention his many other human rights abuses.

Intel community sounds alarm about UAE’s US meddling

A new report suggests the Gulf State’s influence over American politics has now risen to the level of a national security challenge.

The United Arab Emirates’ well-documented efforts to steer U.S. foreign policy to the Gulf state’s benefit has become a national security challenge, now rising to the attention of the National Intelligence Council, the intelligence community’s hub that draws on information from 18 U.S. intelligence agencies and serves as a bridge between the intelligence community and policymakers, according to reporting published over the weekend by Washington Post reporter John Hudson.

The intelligence community’s concerns about the UAE’s efforts to influence U.S. policy, which have been compiled in a classified report, shows that the intelligence community is closely tracking the efforts of the Gulf state to gain influence in Washington, a trend of behavior that journalists and activists have also documented in recent years.

In other words, concerns of UAE meddling in U.S. politics has now risen to a national security concern shared by the U.S. intelligence community. That scrutiny from the intelligence agencies is highly unusual as the agencies are mandated to focus on foreign threats and typically avoid engaging in activities that could be seen as studying U.S. politics or U.S. officials.

Hudson, reporting on conversations he had with anonymous sources in the intelligence community who had read the classified report, wrote:

What Is Behind Escalation Against Yemeni Fishermen by the US Navy?

The activity of US forces in the waters surrounding Yemen has increased significantly over the past two months.

However, the American moves, in recent times, have taken a more violent character, compared to the previous situation, as the US Navy opened fire on a fishing boat last Sunday, killing a fisherman and wounding two others on the coast of Al-Mahra Governorate, east of the country.

The attack on Al-Mahra fishermen came about a week after the US Navy arrested a number of Yemeni fishermen off the coast of Hodeidah in the Red Sea in western Yemen.

Iran warns of 'destructive' impact as IAEA board passes West's resolution

Iran has repudiated a resolution submitted by the US and its allies to the UN nuclear agency’s Board of Governors, saying that its architects have drawn on recent riots in the country to pile up their political pressure on the Islamic Republic.

The International Atomic Energy Agency's board passed the resolution on Thursday, criticizing Iran for what it claimed as lack of cooperation with the UN nuclear agency.

The motion brought by the United States, Britain, France and Germany -- but voted against by China and Russia -- is the second of its kind within six months.

Iran's envoy to the IAEA Mohsen Naziri-Asl warned that the measure may "affect the process of our country's cooperation" with the UN nuclear agency.

"We firmly believe that this resolution will have no result... it is intended to justify more unilateral sanctions against the Iranian nation," he said, according to the IRNA news agency.

Iran’s ambassador to the international organizations in Vienna has condemned as “unconstructive and political” a recent anti-Iran resolution passed by the International Atomic Energy Agency (IAEA) Board of Governors.

The draft resolution, ratified on Thursday, has criticized Iran for what it called a lack of cooperation with the agency. It was put forward by the United States, Britain, France and Germany, in continuation of their political pressures on Iran. Russia and China voted against the motion.

Israel, US blame Iran as 'drone strike' hits tanker off Oman

Israel and the United States blamed Iran Wednesday after what they said was a drone strike against a tanker operated by an Israeli-owned firm carrying gas oil off the coast of Oman.

The Pacific Zircon was "hit by a projectile approximately 150 miles off the coast of Oman" on Tuesday, Singapore-based firm Eastern Pacific Shipping which operates the vessel said in a statement, adding that there were no reports of casualties or any leakage of the cargo.

"There is some minor damage to the vessel's hull but no spillage of cargo or water ingress," said the company which is owned by Israeli billionaire Idan Ofer -- one of two sons of shipping magnate Sammy Ofer, who died in 2011.

The tanker was carrying 42,000 tonnes of gas oil and bound for Buenos Aires, according to Samir Madani, co-founder of website TankerTrackers.com, an oil shipping online research firm.

The Bahrain-based United States Fifth Fleet said it was "aware of the incident".

US National Security Adviser Jake Sullivan later said the White House was "confident that Iran likely conducted this attack using a UAV".

UN agency: Iran increases highly enriched uranium stockpile

The U.N. atomic watchdog said Thursday it believes that Iran has further increased its stockpile of highly enriched uranium and criticized Tehran for continuing to bar the agency’s officials from accessing or monitoring Iranian nuclear sites.

In its quarterly report, the International Atomic Energy Agency said that according to its assessment, as of Oct. 22, Iran has an estimated 62.3 kilograms (137.3 pounds) of uranium enriched to up to 60% fissile purity. It’s Time to Cut Off Arms Sales to the Saudi Regime

The Biden administration promised there would be “consequences” for Saudi Arabia’s recent actions.

Unfortunately, despite Democrats’ heated calls to punish Saudi Arabia—whether by withdrawing US troops from the kingdom, pausing weapons sales, or passing the “No Oil Producing and Exporting Cartels Act of 2021” —it is unlikely that congressional ire will result in legislation being passed via the traditional route. By contrast, a War Powers Resolution focused on ending unauthorized US military support for Saudi Arabia’s intervention in Yemen would both have privileged status and require prompt congressional action. It is the best way forward if the goal is to call Saudi Arabia to account. A War Powers Resolution is waiting to be brought to the floor, with the support of well over 100 members of Congress from both houses and parties. However, these cosponsorships will disappear once the 118th Congress convenes: The time for congressional action is now.

For its part, the Biden administration initially promised “consequences” for Saudi Arabia’s recent actions, but has since reasserted the importance of US-Saudi ties. It is quite possible that the kingdom and its de facto ruler Mohammed bin Salman will get away—yet again—with a slap on the wrist. This is because neither the Biden administration nor a substantial portion of Congress wishes to antagonize a long-standing partner, especially one with such power over the global oil market.

But this outdated approach makes American citizens and elections vulnerable to the whims of the House of Saud.

When the United States represented the most powerful state in the global order, partner countries had no choice but to play by America’s rules. But now the Saudis, along with much of the rest of the world, have adjusted their behavior to a new, multipolar reality.

For now, however, Saudi Arabia’s military remains dependent on US weapons and spare parts. It would take years, if not decades, to switch to an alternate supplier, giving Washington considerable potential leverage over Saudi behavior with respect to Yemen, for example.

The United States should adapt to the new diffusion of power in the world by pursuing a more realistic foreign policy. As part of a new, more realistic approach to foreign policy, the Biden administration would be wise to impose real consequences for Saudi actions on oil prices and the war in Yemen by cutting off all military support and arms exports until Riyadh curbs its destructive behavior, most importantly by ending US complicity in Saudi military intervention in Yemen.

The newspaper indicated that more than 500 American military personnel, including dozens of generals and admirals, have had lucrative jobs since 2015 in Saudi Arabia and the United Arab Emirates.

According to observers of the developments in US-Saudi relations, military experts believe that Saudi Arabia cannot dispense with America. Its approach to China and Russia takes decades to adapt to new weapons, including warplanes, which will greatly harm the Kingdom; As it is still launching war in Yemen, and without the strategic and logistical support that Washington is providing to Riyadh, the historical collapse and absolute loss are the most prominent consequences of the Saudi rebellion.

Since Riyadh cannot abandon the first ally, “America,” the recent events following what was circulated as a major dispute may lead to the severing of relations and the punishment of Saudi Arabia through Biden’s options. We find that the two parties actually hold relations, and that military and commercial cooperation continues. UK replenishes Saudi arsenal amid shaky Yemen truce

The biggest recipient of UK arms during the period was Qatar.

The Department for International Trade last week released its latest quarterly data for military and dual-use export licences issued between April-June 2022. CAAT has now completed its analysis of the data, made available on CAAT’s online data browser. [1]

The largest recipients, in terms of the value of single licences for military exports were:

Qatar – £2.6 billion

Saudi Arabia – £746 million

United States – £406 million

CAAT’s analysis shows that the great majority of the value of licences to Saudi Arabia were for “components for bombs”, worth £698 million,[2] as part of a licence issued on 20th June. These are most likely for Paveway IV precision-guided bombs, produced by Raytheon Systems UK, which have been extensively used by Saudi Arabia in their devastating bombing campaign in Yemen.

Katar: Was bei der Empörungs-WM ausgeblendet wird

Einige Staaten , die in den Jemen-Krieg verwickelt sind, darunter die Vereinigten Arabischen Emirate, Saudi-Arabien, Kuwait und Katar, befinden sich unter den Ländern, die Kriegswaffen aus Deutschland erhalten. Von dieser Verletzung des Paragraphen 6 Kriegswaffenkontrollgesetzes lenkt auch die Empörung über homophobe Äußerungen von Funktionären aus Katar im Zusammenhang mit der Fußballweltmeisterschaft der Männer ab.

Die fossilen Deals mit diesen Staaten, um keine Energie mehr aus dem kriegführenden Russland zu beziehen, drücken doppelte Standards gegenüber diesen Waffenkunden aus.

Der US-Trainer Gregg Berhalter besuchte gerade den Luftwaffenstützpunkt Al Udeid in Doha, Katar, wo er sich am "Veteranentag" und an den Feiern zum 75-jährige Bestehen der US-Luftwaffe beteiligte. Al Udeid ist der größte Luftwaffenstützpunkt der USA in der Region zwischen den Ölstaaten am Golf und dem Mittelmeer. Katar beteiligte sich an der Finanzierung und am Ausbau von Al Udeid, in den nach Schätzungen rund 1,8 Milliarden Dollar investiert wurden.

Al Udeid ist die Basis des Hauptquartiers des United States Central Command (USCC) und des United State Air Force Central Command (USAFCC). Während der intensivsten Phasen des Krieges gegen Afghanistan waren dort etwa 4000 US-Soldaten stationiert. Dort verkehrten neben den Jets der US Airforce auch Flugzeuge, die für die Betankung von Bombern und Kampfjets über Afghanistan zum Einsatz kamen.

Im September 2002 war die Zahl der amerikanischen Soldaten auf dem Luftwaffenstützpunkt auf etwa 2000 gesunken. Als Resultat der Erweiterung von Al Udeid in Katar kann der Stützpunkt bis zu 120 Flugzeuge und 10.000 Soldaten aufnehmen.

Die US-Armee ist in Katar nicht nur großzügig unterstützter Gast, sondern auch Partner bei Verletzungen des Völkerrechts, etwa in Afghanistan und im Irak sowie in Syrien.

Victims of Crimes in Yemen File Case Against Bin Zayed in European Court

Victims of torture and war crimes in Yemen intend to file a lawsuit against Emirati President Mohammed bin Zayed at the European Court of Human Rights.

This comes after the French judiciary closed a case file filed in France against him, confirming previous decisions that talk about immunity he enjoys in exchange for an accusation of “complicity in acts of torture” in the context of the war in Yemen, which opens the door to the possibility of the complainants going to the European Court human rights.

France's top criminal court on Wednesday rejected attempts to reopen an investigation into the president of the United Arab Emirates over his alleged complicity in torture in Yemen.

The Court of Cassation confirmed a lower-court decision to close a probe into Sheikh Mohammed bin Zayed Al-Nahyan, which began after a complaint by a human rights group and six Yemenites in 2018.

The plaintiffs had appealed against the decision to drop the case against "MBZ" because he benefits from diplomatic immunity.

The court ruled that there were "no grounds to accept an appeal" in a written decision seen by AFP on Wednesday.

EU’s Gilmore Criticizes Houthis, Demands They Stop Violations against Yemenis

The EU’s special representative for human rights stated that Iran’s intransigence is preventing a positive role it could play in achieving peace in Yemen. The envoy also reviewed new EU measures to punish Iran for killing civilians and the 22-year-old Kurdish woman Mahsa Amini.

As for the EU’s relationship with Saudi Arabia, Gilmore said it is comprehensively developing and referred to senior officials visiting the Kingdom.

“Saudi-European relations are strategic relations that have been developing with time at all levels,” said Gilmore.

U.S. Naval Forces Intercept Explosive Material Bound for Yemen

On Nov. 8, U.S. 5th Fleet intercepted a fishing vessel in the Gulf of Oman smuggling lethal aid, including a large quantity of explosive material, from Iran to Yemen.

U.S. Coast Guard ship USCGC John Scheuerman (WPC 1146) and guided-missile destroyer USS The Sullivans (DDG 68) interdicted the vessel as it transited international waters. Patrol coastal ship USS Hurricane (PC 3) and Navy explosive ordnance disposal technicians from U.S. 5th Fleet’s Task Force 56 also assisted during a weeklong effort to fully search the vessel and verify the type of material found.

U.S. forces discovered more than 70 tons of ammonium perchlorate, a powerful oxidizer commonly used to make rocket and missile fuel as well as explosives. This is U.S. 5th Fleet’s first ever interdiction of ammonium perchlorate.

“This was a massive amount of explosive material, enough to fuel more than a dozen medium-range ballistic missiles depending on the size,” said Vice Adm. Brad Cooper, commander of U.S. Naval Forces Central Command, U.S. 5th Fleet and Combined Maritime Forces. “The unlawful transfer of lethal aid from Iran does not go unnoticed. It is irresponsible, dangerous and leads to violence and instability across the Middle East.”

The search also found more than 100 tons of urea fertilizer. Urea is a chemical compound with agricultural applications that is also known for use as an explosive precursor.

The vessel and its four Yemeni crewmembers were intercepted while transiting from Iran along a route historically used to traffic weapons to the Houthis in Yemen. The direct or indirect supply, sale or transfer of weapons to the Houthis violates U.N. Security Council Resolution 2216 and international law.

U.S. forces sank the vessel Nov. 13 in the Gulf of Oman after determining it was a hazard to navigation for commercial shipping. The four crewmembers were transferred to Yemen for repatriation Nov. 15 when The Sullivans completed an at-sea exchange in the Gulf of Aden with the Yemen Coast Guard.

Iran vehemently denies allegations of smuggling missile fuel to Yemen

The Islamic Republic of Iran's Permanent Mission to the UN in New York denied the accusations as unfounded in a statement on Thursday, saying Tehran is firmly committed to UN Security Council Resolution 2216, which places an arms embargo on Yemen.

The statement said that none of the allegations made against Iran over the smuggling of guns to Yemen had been proven. Iran "has not taken any action against the resolution and is actively complying with the sanctions committee constituted to supervise the arms embargo," it said.

Activists on social media revealed that a famous Yemeni artifact was offered for sale in an international auction abroad.

AN activist wrote on the “Yemeni expatriate in America” page on Facebook that one of Yemen’s most famous murals is being sold after 24 days. It is an antique mural that was from the collection of the Fitzwilliam Museum, Cambridge, United Kingdom, symbolized in Academic References and in the Code of Yemeni Inscriptions (CIH 458 RES 460), displaying five animal sculptures.

“YEMEN IN FOCUS” was the first of many panels addressing challenges facing the Arab world at the National Council on U.S.-Arab Relations’ 31st Annual Arab-U.S. Policymakers Conference at the Ronald Reagan Building and International Trade Center in Washington, DC on Nov. 2-3.

U.S. Special Envoy for Yemen Timothy Lenderking began by addressing ongoing peace efforts.

Christopher Henzel, a former U.S. ambassador to Yemen, shared his view that the United States’ approach to Yemen is partly restrained by Washington’s relationship with other countries in the region, particularly Saudi Arabia and Israel. “What we do in Yemen is contained or limited by these higher priorities,” he commented. “In other words, the U.S. in reality lacks the freedom to simply walk away from Yemen or to even…cut off arms sales to Saudi Arabia. I feel that is very unlikely to happen.”

The best way ahead is for the U.S. to continue encouraging the parties to maintain or renew the cease-fire, Henzel recommended, and to continue to encourage the Saudis in their direct engagement with the Houthis. “After all, in the end, only the Saudis can offer the monetary incentives that will be needed to persuade the Houthis to compromise,” he said.

Reviving diplomacy: A new strategy for the Yemen conflict?

The fundamental challenge in achieving a sustainable resolution of the current conflict in Yemen is that the issues at stake are fundamental to Yemen’s identity and history. In fact, it reflects the core issues that have undermined peace and security in the country since at least the 1960s.

In fact, it is clear that no mediation effort to go beyond CBMs, whether domestic, regional, or international, can succeed in the absence of any indication that the Houthis have concluded that their military adventure has reached an end.

The experience of the National Dialogue Conference has also made clear that the engagement of a broad cross-section of the Yemeni population, to include women, youth, civil society, and other previously excluded populations, is ultimately vital if Yemen is to overcome its structural inequities.

As a key international partner for Yemen, the United States must continue to play a leading role in the peace process. In fact, US contributions to the effort to forge a peaceful outcome have varied over the time period. During the Trump administration’s four-year term, the United States maintained its support in principle for a peaceful resolution of the Yemen conflict.

Yemen cannot begin the process of recovery and reconstruction in the absence of a clear path toward ending the conflict and agreeing on a political horizon. Thus, the short-term objective for the international community must remain achieving a binary agreement between the Houthis and the government. Yet, that essential predicate is unattainable unless and until the Houthis accept the need to be a part of that process.

Did the Houthis succeed in disrupting the oil sector?

Today, amid news of the possible paralysis of the Yemeni energy production sector, which threatens the ability of the fragmented legitimate authority to continue, operate and meet the usual minimum needs of the Yemeni people, matters seem to have been settled in favour of the agenda of the rebels and their supporters. This puts the Coalition Forces Supporting Legitimacy at risk as a party that has, indeed, failed to achieve the basic legitimate goals in Yemen, failed to achieve security in the strategic depth of its two states, and caused the Yemeni State to be completely paralysed, especially after the Presidential Leadership Council was imposed over the legitimate authority. The Council includes eight people who represent conflicting political projects and find it difficult to meet and perform their tasks smoothly and with positive interaction.

The legitimate authority and its head, in particular, as well as the government, seems completely stripped of any efficient and deterrent weapon in the face of the Iranian drones that were placed in the hands of the rebel group in Sana'a. Enabling this authority to obtain weapons to protect vital economic facilities and civilians is not on the agenda of the Coalition. Worse than that, this legitimate authority, especially after armed formations were incorporated into it and the tense political formations, does not seem ready to deal with it at the level of responsibility required by the threats. There are leaders in this legitimate authority who wish for the fall of Marib more than the Houthis.

Houthi shelling hits residential village in southern Yemen, 6 killed

At least six people were killed in shelling carried out by the Houthi militia against a residential village in the country's southern province of Lahj late on Friday, a military source told Xinhua.

Yemen still facing fundamental issues with removing leftover explosive devices and cluster ammunition

The Director of the [Sanaa gov.] Executive Center for Mine Action in Sanaa, Brigadier Ali Sofra, has revealed the societal problem facing Yemen regarding the scale and scope of the country’s contamination with cluster bombs and remnants of war.

Brigadier-General Sofra said in a press statement on Wednesday that “the limited human resources compared to the size and scope of contamination with cluster bombs and remnants of war have become a societal problem and a problem facing the Yemeni government.”

He pointed out that the center is the only program among 164 countries in the world that deals with explosives without life jackets and protective equipment as a result of stopping the center’s support by the United Nations and the UN Development Program.

“During the current year, we have removed 204 cluster bombs, bringing the total number that has been lifted since the start of the war on Yemen to more than 4.5 million small cluster bombs,” Sofra said.

He added that “From time to time we are surprised by the discovery of new types of cluster bombs that the Saudi-led coalition targeted Yemen with,” stressing that the center monitored 19 types of American, British, Brazilian and finally Pakistani cluster bombs.

From the first moment I saw an image of Sana’a, I have dreamt of going to Yemen. Since 2011, during the Arab Spring, Yemen has, unfortunately, been plagued with political unrest. Now, with civil war ravaging the country, Yemen has become a destination that is thought to be impossible to visit as a tourist.

In late 2017, after countless hours of research and frustration, I finally decided to visit Yemen in the height of its war. After travelling Oman for three weeks, I sat in the city of Salalah, the capital of Oman’s Dhofar region, carefully watching the news on Yemen.
