Aden verbleibt in der Hand der Separatisten im Süden. Abyan sees Yemeni gov't-STC renewed violent clashes
The Yemeni southern governorate of Abyan late on Wednesday saw fierce battles pitting the official army against forces of the Emirati-backed Southern Transitional Council (STC).
An STC-launched ground attack on government troops' sites triggered the fiercest fighting in areas of Taria, Sheikh Salem, Hassan Valley and Qarn al-Kalasi in Abyan, a government army source told al-Araby al-Jadeed.

The Brotherhood’s militia continues to violate the armistice and the ceasefire agreement by mobilizing its members to the city of Shokra, and the emergence of large groups from al-Qaeda to participate in the battles of Abyan, in addition to a wide spread of these groups in the central regions.

STC to replace supervisory activity on public institutions with specialised committees
The southern transitional council on Tuesday said it ended its supervisory activity on public institutions in Yemen's interim capital Aden as of yesterday within its obligations and commitment to the implementation of the Riyadh Agreement which included rescinding self-rule of the south.
We will replace our supervisory activity with specialised committees at all sectors and services in the future, the council's economic committee said in a statement.
The committee will be turned into an advisory body responsible for preparing economic, political, service and developmental visions, thoughts and policies, it said.
Observers said the statement implies circumvention of the Riyadh Agreement and real intentions of the council and its UAE supporters to keep the council as a body parallel to the internationally recognised government.
These committees, even if they change their names and missions, will create new challenges for the government apparatuses in which the council will be a partner, observers told Debriefer.
Agreement of the Riyahd Agreement sponsors to these committees will hammer another nail in the coffin of the legitimate government and serve the council's secessionism goals, they said.

Yemen envoy calls on UAE to stop supporting separatists
The Yemeni Ambassador to Jordan, Ali Al-Amrani, yesterday called on the United Arab Emirates (UAE) to stop supporting the division of Yemen and to stop forming separatist militias to serve this purpose.
“Support for the division of Yemen and the formation of separatist armies and militias must be stopped, because it will cause a long-term civil war in Yemen,” Al-Amrani wrote on Twitter.
The Yemeni ambassador warned of the repercussions of the UAE’s involvement in Yemen saying “these actions will attract more regional and international interventions whose results and repercussions will be difficult to predict and the fire may reach everyone”.

Yemeni gov't-STC infighting in Abyan leaves 3 killed 13 injured
Three of the Southern Transitional Council (STC) troops were killed and 13 others injured late on Monday in fighting with the Yemeni official army in the southern governorate of Abyan.
Two STC soldiers were killed by government forces' mortars in two frontlines of Sheikh Salem and Taria, northeast Zinjobar city, said spokesman for the STC-affiliated 4th military region, Mohamed al-Naqib.
A medical source at al-Razi Hospital in Abyan told the Anadolu Agency that they received three bodies of the STC troops, in addition to 13 others wounded, without further details.

The Riyadh Agreement application disturbs parties hostile to Saudi Arabia, vice-chairman of the Emirati-backed Southern Transitional Council (STC) tweeted on Tuesday.

Clashes break out between Al-Qaeda and Al-Islah militia in Yemen’s Marib
Clashes have broken out between Al-Qaeda elements and Al-Islah militia in Marib city according to local sources yesterday.
Yemen Press Agency reports that the pro-Yemeni government Islah forces stopped a vehicle at a checkpoint carrying Al-Qaeda members who refused to be checked and exchanged fire with Islah gunmen. The fighting is said to have resulted in deaths and wounding of several of those at the checkpoint.

Saudi committee to oversee withdrawal of STC troops from Aden
Move is part of Riyadh Agreement to end dispute between government and Southern Transitional Council
A Saudi committee is in Yemen to monitor the withdrawal of Southern Transitional Council troops in Aden as part of a peace deal brokered by Riyadh.
“The Saudi Co-ordination and Liaison Team, led by Mohammed Al Rubaie in co-operation with Saudi-led troops in Aden, began to supervise the withdrawal of STC military units from the region,” Mohammed Al Jaber, the Saudi ambassador to Yemen, said on Twitter.
“They will also visit the southern province of Abyan to monitor the withdrawal of government and STC forces to previous locations under the Riyadh Agreement."
The supervision by the Saudi committee, which arrived in Aden last Thursday, aims to strengthen the ceasefire between government and STC troops in Abyan, STC spokesman Nazar Haitham told The National.
"The military commission is supposed to completely stop the fight between the two parties and monitor any violation from any party that may break the ceasefire,” Mr Haitham said.
“The commission will stop the clashes that erupt between the troops and will strictly deal with any violations from both sides."

Military and local sources said that the southern forces managed to drive back a massive attack conducted by terrorist groups late on Sunday evening, inflicting heavy losses on them.

Al-Qaeda fighters join the Muslim Brotherhood in Shabwa
Al-Qaeda fighters withdrew from their main stronghold of “Yakla” in Al-Bayda governorate, to Shabwa governorate, in coordination with the Brotherhood.
Sources in Shabwa indicated that groups of Al-Qaeda elements returned to the governorate during this week and moved between districts with ease.
Tribal sources in Shabwa confirmed that leaders of the Brotherhood have provided great facilities to the organization’s elements by providing food and camps for their passage at the Brotherhood’s military points in the governorate.

MP demands disclosure of probe findings on Aden’s assassinations
A Member of the Parliament, Ensaf Mayo, demanded on Saturday disclosure of the probe findings and identity of perpetrators to the murder of Saleh Halis who was shot dead in Aden on 15 August 2016.
Mayo who holds also the position of the Executive Chief of the Islah's Office in Aden, said that the hindrance of prosecution procedures is not accepted anymore to bring suspects to the justice.

Popular march in Shabwa in support to federalism
Southern National Coalition (SNC) organized on Sunday a popular march in Attaq, the capital of Shabwa governorate that demanded inclusion of all southern entities in the power and ongoing Yemen's peace talks.
Secretary General of the SNC, Moqbel Lakrash, saluted participants of the march.
He affirmed that the people of Shabwa stand united at rejection of violence and believe in dialog, partnership and coexistence to resolve all issues.
He said that the people took down to streets in this march to express their support to the President Abd Rabo Mansour Hadi and the legitimate government to combat the Houthis’ coup and restore the state and its offices.

Thousands of Yemenis demonstrated yesterday to reject the monopoly of popular representation in the southern governorates in the UAE-backed Transitional Council, expressing their condemnation of all measures of normalisation with Israel.

On 18 August, UN Special Envoy Griffiths, General Guha, and Assistant Secretary General a.i. Ramesh Rajasingham, briefed the Security Council about their plans to make urgent progress towards the UN’s peace proposals and in tackling the international funding crisis, which is severely limiting the humanitarian response.
The Council emphasised their steadfast support for Griffiths and called on the parties to urgently endorse the UN’s proposals to achieve sustainable peace as set out in relevant United Nations resolutions, including resolution 2216 (2015), as well as by the Gulf Cooperation Council initiative and its implementation mechanism and the outcome of the National Dialogue Conference. They welcomed the announcement on 28 July of renewed implementation of the Riyadh Agreement, mediated by the Kingdom of Saudi Arabia, which will be a necessary step towards a sustainable peace and welcomed the efforts of Saudi Arabia in this regard.
The members of the Security Council expressed their deep concern at the funding shortfall, which exacerbates the acute malnutrition in Yemen, and called on all donors, including in the region, to step-up pledges and swiftly disburse funding to the UN, and save lives. The Council called all parties to cease hostilities, in particular in Marib, to prevent a further exacerbation of the dire humanitarian situation.

I will brief you today on five priority issues: protection of civilians, humanitarian access, funding, the economy and progress towards peace.
Yemenis urgently need your help on all five.
First, protection of civilians – a requirement under international humanitarian law.
There has been no end to the appalling human cost of the fighting that you hear about every month. On 7 August, air strikes in Al Jawf killed nine children and wounded at least nine other civilians. This was the third such incident in less than a month.
On 10 August, shelling into populated areas of Marib killed three civilians. The day before, one civilian was killed and 11 injured – including six children – by shelling in southern Hudaydah.
And we continue to see a steady stream of civilian casualties due to sniper fire, landmines and other incidents across the country that too often go unnoticed by the world.
All parties must take constant care to spare civilians and civilian objects throughout military operations. We need greater accountability for serious violations. Renewing the mandate of the Group of Eminent Experts at the Human Rights Council is a good place to start.
International humanitarian law also requires the parties to facilitate rapid, unimpeded access for humanitarian relief, which is my second point.
In the south, we are concerned by periodic access challenges, including insecurity and bureaucratic impediments. In recent weeks, aid supplies have been detained at checkpoints at least twice for more than 24 hours. So far, we can still largely resolve these challenges locally.
In the north, aid agencies continue to engage with the de-facto Houthi authorities to improve the operating environment on the basis of clear benchmarks. Donors are engaging with the de-facto authorities on the same basis, insisting that humanitarian principles be respected in practice. The improvements we have seen over the last few months are welcome, and more needs to be done.
Further improvements remain urgent priorities – including the start of a long-delayed pilot for biometric registration of food aid beneficiaries, as well as other accountability measures.
On a separate note, we continue to work with the de-facto authorities to expedite the UN mission to the SAFER oil tanker.

Yemeni [Hadi] government rejects Houthi extraction of oil from 'Safer' tanker
Yemen’s internationally recognised government on Wednesday rejected conditions set by Houthi rebels to extract oil from a rusting tanker off the country's western coast.
The rebels have their eyes set on the million barrels of crude oil stored in the FSO Safer tanker. In exchange for the oil, the rebels said they would allow a group of UN experts to board the ship for inspection.
In response, the government said the tanker must be disposed of immediately and warned of an environmental catastrophe if the vessel breaks apart.
My remark: The Hadi government actually blocks the solution. It claims the profit from selling this crude and rejects that the Houthi government (in the territory of which SAFER is lying) gets it.

Yemen: Closed Videoconference
Security Council members will hold a closed videoconference (VTC) on Yemen. Special Envoy Martin Griffiths, Under-Secretary-General for Humanitarian Affairs Mark Lowcock and General Abhijit Guha of the UN Mission to support the Hodeidah Agreement (UNMHA) are expected to brief. The Council’s monthly meeting on Yemen was initially scheduled as a public as well as a closed VTC. But members agreed recently to hold it only as a closed session since the Special Envoy briefed publicly just three weeks ago, on 28 July.
Griffiths is expected to update members on his efforts to broker an agreement between the Yemeni government and the Houthi rebel group on a joint declaration for a nation-wide ceasefire, a series of economic and humanitarian measures and the resumption of peace talks.
The Special Envoy may comment on efforts overseen by Saudi Arabia to implement the November 2019 Riyadh Agreement between the government and the separatist Southern Transitional Council (STC).
Perhaps the most urgent issue is the threat posed by the FSO Safer oil tanker, moored in the Red Sea near Hodeidah city and which has served since the 1980s as an offloading facility for Yemen’s oil exports. The vessel has been out of operation and has had no maintenance since March 2015.
Members are likely to be keen to discuss ways to maintain pressure on the Houthis to enable action to prevent the potential crisis.

Houthi official calls UN envoy for Yemen to change negotiation for peace
Member of the Yemeni Supreme Political Council, Mohammad Ali Al-Houthi, called for on Sunday the UN envoy to Yemen Martin Griffiths to change his negotiation method on the Yemeni file for achieving peace in Yemen.
Al-Houthi told Al-Jazeera TV that the war between Yemen and Saudi Arabia would be continued if the aggression did not stop on Yemen, pointing out that Saudi Arabia has no intention of negotiating nor a real vision for peace.
Al-Houthi said that that the direct dialogue with Saudi Arabia has continued, but contacts between the two sides did not rise to the level of negotiation.

Saudi Arabia nationalizes salespersons, affecting Yemeni workers
Saudi Arabia on Thursday started the 70% nationalization of wholesale and retail posts in 9 economic activities, in application of a decree issued last March, negatively affecting thousands of Yemeni expats working in the Kingdom.
The decree will be applied to sales of coffee, tea, honey, sugar, spices, water, drinks, fruits, vegetables, dates, grains, seeds, flowers, plants and agricultural supplies.

A coalition of humanitarian groups have called on the Trump administration to rescind a months-long suspension of aid to northern areas of Yemen, warning that unless it is done immediately it will cause further suffering and claim innocent lives.
In a letter sent to the US Agency for International Development (USAID) on Thursday, the humanitarian groups said that while they "harbor no illusions about the difficult operating environment across Yemen", the suspension of aid is "increasingly out of step" with the situation on the ground.
USAID halted millions of dollars of assistance to north Yemen in March - citing "unacceptable interference" by the Iran-aligned Houthi rebels that control the region.
"In such dire circumstances, it is not justifiable to withhold funding for some humanitarian activities in order to leverage improved operating conditions for others," the letter read.

First, since the suspension was rolled out, humanitarian suffering in Yemen has plumbed new depths as COVID-19, increasing conflict, and economic collapse have compounded Yemen’s misery.
Second, USAID’s proposed “carve-outs” have not provided enough funding or latitude to fully sustain life-saving aid and ensure a sufficient NGO presence on the ground.
While we appreciated USAID’s efforts to identify carve-outs that would allow life-saving activities to proceed, they have proven far too narrow to deliver an effective response. For example, while programs to treat severe acute malnutrition have been included in the carve-outs, other critical and complementary health programs are excluded. As such, more children will become malnourished in the wake of reduced children’s primary healthcare and treatment for communicable diseases.
Third, our organizations have been able to deliver principled humanitarian assistance in the North. Constraints on humanitarian action are slowly, but steadily, improving.

Parts of the platform approved at the Democratic National Convention this week have been both praised and criticized by Israel- and Iran-focused groups in Washington.
The new platform differs from the 2016 one on a few issues involving the Middle East.

This section is not specific to any country, but could refer to US support for Saudi Arabia, which has a poor human rights record. The “catastrophic proxy wars” may refer to Yemen.

The administration defends the relationship by painting Saudi Arabia as an important supplier of oil, purchaser of US weapons, and “ally” against Iran. But the United States is a net energy exporter and the largest producer of oil; we don’t need Saudi oil. A few billion in weapons sales is not the great boon to our economy Trump seems to imagine, while the regional chaos and suffering to which these arms contribute undoubtedly costs Americans far more than the profits a few military contractors accrue.
And Saudi Arabia is not a US ally (we have no mutual defense treaty with Riyadh), nor should it be. All the major allegations the administration makes against Iran — human rights abuses, oppression of religious minorities, links to terrorism, fraught relations with Israel, a questionable nuclear program — may be equally levied against the Saudi regime. Taking sides in this regional conflict by tying ourselves to Riyadh and facilitating its troublemaking does not serve US interests.
That is particularly so in Yemen, where US intervention does not serve any American interests — if anything, the anger it engenders may make us less safe.
The arms sales the OIG report reviews were legal. That does not mean, as an unnamed State official told reporters Monday, there was “no wrongdoing.” Legality should be the baseline of our foreign policy choices, not a singlehanded justifier. Trump told reporters at a White House news conference that the Emiratis had expressed interest in buying “quite a few” of the stealth fighter jets. He said such a sale was “under review” given the new dynamic between Israel and the UAE since the two nations agreed to normalize relations last week. Perhaps just as important, Trump said, is that the UAE can afford to buy the planes.

Torrential rain and floods batter the glorious ancient quarter of Yemen’s capital
It was nature, though, that delivered the catastrophic blow. This month, torrential rains and flash floods engulfed the Sanaa’s Old City, damaging more than 100 homes, many centuries old.
As he surveyed his partially destroyed house, Alameer could not hide his anguish. “The war, the airstrikes and the siege have caused a lot of destruction here, and now the heavy rains have added insult to injury,” said Alameer, a 27-year-old tax authority employee. “The city cannot hold on much longer.”
In its sixth year of war, Yemen’s fragile cultural heritage was already under threat.
Today, Yemeni authorities say the rain and floods have left 111 homes partially or completely destroyed and hundreds of families either seeking shelter elsewhere or living under the threat that their homes could collapse further over their heads.
“This is completely unprecedented,” said Franz Rauchenstein, the outgoing head of delegation for the International Committee of the Red Cross in Yemen. “I have never seen such strong rainfall. It’s just one havoc more, after various epidemics, after the coronavirus.”
In Sanaa, all social and economic classes have been affected.
And the flooding looks unlikely to stop. With the rainy season typically lasting from March to October, the United Nations and aid groups are expecting outbreaks of cholera, malaria and dengue fever.
“Flooding is expected to continue in the upcoming weeks, increasing health risks for the already vulnerable population, affected by previous floods and covid-19 outbreak,” wrote ACAPS, a consortium of western aid agencies working in Yemen, in a briefing last week.
Before Yemen’s 2011 Arab Spring revolution, which ushered in a period of conflict and economic turmoil, many residents of the Old City routinely maintained their homes, said Aqeel Nassar, deputy head of the Historic Cities Preservation Authority.
But as jobs and salaries were lost, many homes fell into disrepair or were abandoned. Roughly 40 houses that had been damaged or weakened by airstrikes since 2017 have been repaired with funding from UNESCO, Nassar said. He added that “if those buildings were not repaired, they would have definitely collapsed during these heavy rains.”
Other residents of the quarter echoed similar sentiments and said they were getting little rebuilding help from government authorities or aid agencies. UNESCO project aims to save Sanaa's historic mud brick towers
The distinctive brown and white residential towers of the Old City in Sanaa, Yemen, date back centuries. Amid heavy rains, floods, war and economic collapse, more than a hundred have recently seen their roofs partially collapse.
Heavy rains that began in July have caused floods that have killed more than a hundred people across Yemen. In the Yemeni capital of Sanaa, floodwaters have coursed through a 2,500-year old-neighborhood, the Old City, which is a UNESCO World Heritage Site.
Local authorities say more than a hundred homes have recently seen their roofs partially collapse. Many more are dealing with roof leaks. On August 7, one house partially collapsed, and a family was forced to flee.
Architect Anna Paolini, director of UNESCO's office in Doha, Qatar, told The World’s host Marco Werman about the organization's efforts to protect these homes and their residents.
Paolini: Well, we have started a large project which is aimed at employing youth. We have now on the payroll 2,500 youth. We are aiming at reaching 4,000 youth — of which a good percentage are women as well — to provide restoration and maintenance, to maintain roofing and shelters, to make sure that these families do not get displaced and actually continue to live in the building where they have lived for many decades, if not centuries, as a family. And so maintaining their own family, but at the same time, to learn from the master builder how to make maintenance and restore this building.

Yemen's local seeds targeted by int'l groups: Houthis
Some international organizations working in Yemen carry out suspicious activities aimed at destroying Yemen's agricultural future, the Houthi group said Wednesday.
Official sources at the Sana'a-based ministry of agriculture raised doubts about a "new suspicious role played by international agencies in Yemen," the Houthi-run agricultural and fishery media reported, in addition to "their infiltrating of communities and collecting intelligence."
"An international organization has recently – as rain season setting in – begun buying large deals of local high-quality seeds and grains .. from farmers in Dhalea districts at high prices," they added, as the "price of a barrel of millet and sorghum of different kinds increased to YR 120,000."
The sources accused (without naming) this agency of "drawing about 3 lorries of grains during this season, before transporting the cargo from the southern governorate of Dhalea to unknown places of its own."
International agencies concerned with agriculture in Yemen "deliberately deceive farmers, give them genetically modified seeds and claim they are ameliorated [seeds] that increase productivity and stand drought," the Houthis say, warning the farmers of selling their local seeds to agencies.

The Saudi-led 5-year-old military operations in Yemen have caused the Yemeni Red Sea ports corporation losses of US$ 2.16 billion, the corporation (YRSPC) said Monday.

The Houthi Group on Tuesday revealed the details of a recent massive military operation in Bayda province in central Yemen during which its forces allegedly killed, wounded and captured 250 operatives of Al-Qaeda and Daesh, destroyed 12 militant camps and seized large quantities of weapons.

Im Jemen herrscht ein militärisches Patt. Eine größere offensive mit größeren Erfolgen und Geländegewinnen für eine Seite bleiben seit der Offensive der saudischen Koalition gegen Hodeidah im Jahr 2018 aus. Kleinere Offensiven, ständige gegenseitige Angriffe und Gefechte mit Toten auf beiden Seiten und Opfern unter der Zivilbevölkerung gibt es aber ständig. Besonders betroffen sind die Provinzen Hodeidah, Taiz, Al Bayda, Al Dhalea, der Bezirk Nehm in der Provinz Sanaa, die Provinzen Al Jawf, Marib, Hajjah und Saada.
There is a military stalemate in Yemen. A larger offensive with greater successes and territorial gains for one side has been absent since the Saudi coalition's offensive against Hodeidah in 2018. Smaller offensives, constant mutual attacks and skirmishes killing fighters of both sides and causing victims among the civilian population are constant. The provinces of Hodeidah, Taiz, Al Bayda, Al Dhalea, the district of Nehm in the province of Sanaa, the provinces of Al Jawf, Marib, Hajjah and Saada are particularly affected.

Almost 1,000 Houthi fighters have been killed over the past four days in fierce clashes with government forces, which include allied tribesmen, in various contested areas of the central province of Marib, with hundreds more wounded or captured, local media and government officials said on Thursday.
The Iran-backed Houthis have stepped up their attacks on Marib’s Serwah and Helan areas in an attempt to capture the oil- and gas-rich city of Marib.
“We have counted 966 Houthis, including senior officers, killed in the fighting in Marib over the last four days. Their bodies are still scattered on the battlefields,” an army officer in Marib, who asked to remain anonymous, told Arab News by telephone. Dozens of government troops and their tribal allies have also reportedly died in the fighting.

More than 60 Houthi fighters have been killed and tens of others wounded in battles with the government forces and Saudi-led airstrikes in Bayda province in central Yemen in the past two days, a government military officer said on Thursday.
Chief of the Bayda military command, Brig. Gen. Abdulrab Al-Asbahi, said the government forces backed by popular resistance fighters carried out military operations against Houthi positions in all warfronts in the district of Qaniyah. The operations came within a war of attrition against the Houthis who have been trapped in mountains and fields of the district, he said.

Iran-backed terrorist Houthi militia launched a military projectile from inside the Yemeni territories towards a border village in Jezan Region, damaging two neighboring houses and a vehicle but no fatalities or injuries reported, Civil Defense authority announced.
In a statement, Colonel Mohammed bin Yahya Al-Ghamdi, media spokesman of the Civil Defense Directorate of Jezan Region, said that his department has been notified that a military projectile was launched by the Iran-backed Houthi terrorist organization from inside Yemen targeting a border village in Jezan Region, with its scattering fragments inflicting some damage on two neighboring homes and a vehicle but, thanks to Allah Almighty, nobody was killed or injured.

Seit dem Abkommen von Stockholm vom 13. Dezember 2018 gibt es einen Waffenstillstand für Hodeidah. Zwar bleiben größere Offensiven aus, kleinere Gefechte gibt es aber laufend, und beide Seiten werfen sich ständig Verstöße gegen den Waffenstillstand vor.
Since the Stockholm Agreement of December 13, 2018, a ceasefire has been in place for Hodeidah. There are no major offensives, but smaller battles are ongoing and both sides constantly are accusing each other of violating the ceasefire.
