Houthi kritisiert „schwache“ UN-Reaktion auf humanitäre Krise im Jemen
Der Leiter der jemenitischen Ansarullah-Bewegung hat die „schwache“ Reaktion der Vereinten Nationen auf die von Saudi-Arabien geführte Blockade gegen den Jemen, der mit der schlimmsten humanitären Krise der Welt konfrontiert ist, verurteilt.
Während eines Treffens mit dem UN-Sondergesandten für den Jemen Martin Griffiths am Sonntag in Sanaa verwies Abdul-Malik Badreddin al-Houthi auf die Reaktion der UN auf die saudische Blockade, die die Einfuhr von Nahrungsmitteln, Medikamenten und Erdölprodukten blockiert, und kritisierte die UN dafür, ein Auge auf die Erpressung der Jemeniten zuzudrücken.

Sayyed Abdulmalik to Griffiths: Not Acceptable to Use Humanitarian Situation against Yemen
The leader of the revolution, Sayyed Abdulmalik, criticized, during his meeting with UN envoy on Sunday, the UN way of dealing with humanitarian situation, stressing that it is not acceptance to link the humanitarian issue with other issues.
Sayyed Abdulmalik also referred to the weak role of the UN towards the unjust siege imposed by the US-Saudi aggression against food, medicine and fuel. He criticized the UN for using the humanitarian situation as card to blackmail and pressure the Yemeni people.
He stressed that Yemeni people have the right to have access to fuel, medical supplies and food, whatever the circumstances, also stressed that siege is a collective punishment and a measure that violates international resolutions and humanitarian norms, and is contrary to all laws and regulations.
Sayyed Abdulmalik described the attempt to link humanitarian duty as legitimate and independent right and link it to other files as an explicit confiscation of right the Yemeni people to their most basic rights.

UN envoy in Sanaa in last-ditch bid to salvage peace plan
The UN special envoy to Yemen, Martin Griffiths, traveled to Houthi-held Sanaa on Sunday in a last-ditch bid to convince the Iran-backed rebels to accept a UN-brokered peace plan and stop their assault on Marib.
In his first visit to the city in a year, Griffiths will meet Houthi officials to discuss proposals including a nationwide cease-fire, the lifting of restrictions on Hodeidah ports and the reopening of Sanaa airport.
On Friday, the UN envoy called on the Yemeni government and the Houthis to make bold concessions to end months of political deadlock and reach a peace agreement.

UNICEF apologises for delivering school maps bearing designation of “Israel” to Yemen
In a letter to the [Sanaa gov.] Supreme Council for the Management and Coordination of Humanitarian Affairs and International Cooperation, the organisation said that the inclusion of inflatable globes with the designation of the Zionist entity of “Israel” in the shipment of school supplies arriving at the port of Hodeidah, was due to unfortunate omissions during the procurement process.
UNICEF confirmed that these groups have been re-exported from Yemen, because they are aware that these materials are not allowed in the country.
Jackets, bags, and hats bearing the logo of the British Aid Agency, which had been detained by customs in the Raheda area, would also get rid of.

Top Houthi negotiator meets UN envoy after previous snub
The chief negotiator for Yemen's Houthi movement said on Thursday he had met UN special envoy Martin Griffiths, after Washington criticised the group for rebuffing the diplomat on a previous visit to the region.
Griffiths' latest trip coincides with that of U.S. envoy Tim Lenderking, who held talks on Wednesday in Saudi Arabia, which is leading a military coalition that has been battling the Iran-aligned Houthi group for more than six years.
Houthi negotiator Mohammed Abdulsalam, who is based in Oman, said on Twitter he and Griffiths had discussed the need to speed up "the humanitarian agreement" by lifting an air and sea blockade, which would "pave the way for wider talks on a permanent ceasefire and a comprehensive political settlement".
Griffiths is leading an international effort to secure an end to the fighting in Yemen, which has caused what the United Nations considers the world's biggest humanitarian crisis, pushing millions of people to the edge of famine.

Allistair Burt to succeed Martin Griffiths as UN envoy to Yemen?
A public relations campaign was launched by London to support the naming of its national, Burt, to the position of UN special envoy to Yemen.
Diplomatic sources revealed to The Arab Weekly that Alistair Burt, the former British Minister of State for Middle East and North Africa, was the front-runner to succeed the UN Special Envoy to Yemen Martin Griffiths.
The sources indicated that there are active diplomatic moves to reach an agreement on Griffiths’ successor, who was earlier in May named undersecretary for humanitarian affairs at the United Nations and coordinator for emergency relief to succeed Britain’s Mark Lowcock.
The same sources revealed a public relations campaign was launched by London to support the naming of its national, Burt, to the position of UN special envoy to Yemen.
The sources, who spoke on condition of anonymity, linked the shuttle tour by the British Minister of State for Middle East and North Africa Affairs James Cleverly to the region with London’s efforts to appoint Bert as a UN envoy to Yemen.
Cleverly’s tour included a visit to the Saudi capital, Riyadh and a meeting with the Minister of State for Foreign Affairs and Cabinet Member Adel al-Jubeir, in the presence of the Saudi Ambassador to Yemen Muhammad al-Jaber.
Observers say that Britain’s efforts to control the position of UN envoy to Yemen have raised concerns in Gulf countries that this would not help in reaching a quick solution to the conflict. This belief is based on the idea that the British policy, which consists in maintaining the status quo while sending mixed signals to Yemeni rivals and their allies, has so far proven fruitless.

UN SPECIAL ENVOY FOR YEMEN CONCLUDES VISIT TO RIYADH
The Secretary-General’s Special Envoy for Yemen, Martin Griffiths, concluded today, Wednesday, a three-day visit to the Kingdom of Saudi Arabia where he met senior Saudi and Yemeni officials to discuss the United Nations’ plan to achieve a nationwide ceasefire in Yemen, ease restrictions on the movement of people and commodities to and from the country, and commit the parties to the conflict to the resumption of a political process to end the conflict.
During his visit, Mr. Griffiths met the Saudi Deputy Minister of Defense, Prince Khalid bin Salman, the Yemeni Vice President, Ali Mohsen Saleh, the Yemeni Prime Minister, Maeen Abdulmalik, the Saudi Ambassador to Yemen, Mohamed Al Jaber and the US Special Envoy for Yemen, Tim Lenderking, as well as other diplomats.
In his meetings, Mr. Griffiths discussed the critical situation in Ma’rib and stressed the battle for Ma’rib must stop to allow diplomatic peace efforts a chance to yield positive results. He further expressed hope that the implementation of the Riyadh Agreement will continue to progress and emphasized the importance of protecting against further fragmentation in Yemen.

Arabic Human rights organizations highlight the spread of repression and abusive censorship in Saudi Arabia
The organizations said Saudi Arabia has a track record of seeking to spy on its citizens, including through illegal access to their personal information within US technology companies.
According to the organizations, Saudi Arabia has amassed an appalling human rights record as the authorities unleashed a wave of repression and censorship aimed at crushing peaceful dissent.
This came in the context of a letter from the organizations to Google calling on it to immediately stop its decision to establish a new cloud services region in Saudi Arabia until the Kingdom can identify clear steps to mitigate human rights violations.
The letter stressed that given Saudi Arabia's well-documented record of human rights violations, especially with regard to repression and censorship on technology platforms, Google should reconsider this step in the interest of the safety of its users in Saudi Arabia.
The letter urged Google to rethink how it protects its operations in Saudi Arabia in light of a government that spies on its citizens and effectively stifles freedom of expression online.
The letter was sent in partnership with 39 organizations and individuals including Access Now, Hamla, ALQST, Amnesty International, Human Rights Watch, Electronic Frontiers, Ben America, Freedom House, Progressive Communications, Digital Rights Classification Project, SMEX, 7iber, and others.
The message said: Google's plan raises serious concerns about how it will be able to uphold its human rights responsibilities under the United Nations Guiding Principles on Business and Human Rights to prevent or mitigate the negative human rights impacts clearly linked to the creation of a cloud services zone in Saudi Arabia.

Saudi media outlets acting as Israeli propaganda platforms
The recent escalation between the Israeli regime and the Palestinian people grabbed the headlines across the world.
People took to the streets in order to show their solidarity with the oppressed people of Palestine, condemning the savagery of Israel's indiscriminate attacks.
Against such a backdrop, many observers found it shocking that the Riyadh-based TV channel, Al Arabiya, took an anti-Palestinian position, not least because the network reflects the kingdom's official stance towards the Palestinian cause and the occupation issue as a whole.
As a result, the Popular Front for the Liberation of Palestine has called on the Palestinian people and the rest of the Arab world to boycott Al Arabiya for its dubious pro-Israeli agenda.

Philippines Halts Deployment of Workers to Saudi Arabia
The Philippines has suspended the deployment of workers to Saudi Arabia after it received reports that their employers and recruiters were making them pay for COVID-19 testing, quarantine and insurance upon arrival in the kingdom.
Labour Secretary Silvestre Bello said in a May 27 order that his department will issue an official statement on resumption of deployment "after this matter has been clarified accordingly".

Lebanese singer deported from Saudi after 50-day detention
A prominent Lebanese singer and composer known for his strong opinions said he has been deported from Saudi Arabia after a 50-day detention — mostly in solitary confinement — because of opinions expressed online in support of Lebanon’s president and his ally the Iran-backed Hezbollah.
Samir Sfeir arrived in Beirut Thursday from Saudi Arabia. He looked haggard and grizzled— having lost his trademark long black bob. He also said he was forgiving of the authorities in Saudi Arabia, telling The Associated Press in a telephone call that he is holding no grudge.
Sfeir, who had residency in the kingdom for five years, said he is now banned from returning.

Sports Should Stay Away from Saudi Arabia | Opinion
the business of international sport, which has shown no qualms about selling out for Saudi cash. The richest football clubs in England and Spain have signed lucrative sponsorship deals with Saudi parastatals. Formula One, Formula E and Moto GP have similarly cashed in. Wrestling Entertainment (WWE) and the European PGA have been paid millions to hold events in the kingdom.
The transaction calculus is simple: money in exchange for legitimacy. Saudi Arabia pays millions in sponsorship costs and prize money; prestige names provide credibility and public relations value. The technical term for this trade-off is "sportswashing" or "image laundering."
Saudi apologists at home and abroad will argue that this sports diplomacy is key to long-term political and economic transformation. Opening up the country to foreign cultures and ideas is a blow to conservative elements in society, and it provides the jobs and know-how necessary for successful diversification. What they will not say is that any questioning of this policy or criticism of the government by ordinary Saudis more often than not lands them in jail, where they suffer horrific abuse at the hands of the authorities.
The dystopian disconnect between cheering crowds at sporting events and the behind-the-scenes beatings or rape of unjustly incarcerated political prisoners has not gone unnoticed.
Professional sports would be well advised to stay away. Storied European franchises like Newcastle United Football Club and Manchester United have rebuffed financial tie-ins with Saudi Arabia for a very simple reason: the fans are just not buying it. They don't want to be associated with foreigners whose history of crime and corruption bring their favorite teams into disrepute.
The last thing that the American sporting establishment needs is more divisive controversy.
The leaders of professional sports in the United States should emulate their corporate counterparts here at home and their brethren in Europe, who have recognized that turning a blind eye to attacks on the fundamental principles of democracy is not only wrong, but bad for business.

Remembering the arms industry this Memorial Day
Selling war and death should be no joy for any country, so halting it is a goal well worth fighting for.
When it comes to trade in the tools of death and destruction, no one tops the United States of America.
The U.S. has held that top spot for 28 of the past 30 years, posting massive sales numbers regardless of which party held power in the White House or Congress. This is, of course, the definition of good news for weapons contractors like Boeing, Raytheon, and Lockheed Martin, even if it’s bad news for so many of the rest of us, especially those who suffer from the use of those arms by militaries in places like Saudi Arabia, Egypt, Israel, the Philippines, and the United Arab Emirates.
Donald Trump, sometimes referred to by President Joe Biden as “the other guy,” warmly embraced the role of arms-dealer-in-chief and not just by sustaining massive U.S. arms aid for Israel, but throughout the Middle East and beyond. In a May 2017 visit to Saudi Arabia — his first foreign trip — Trump would tout a mammoth (if, as it turned out, highly exaggerated) $110-billion arms deal with that kingdom.
That arms package, however, did far more than burnish Trump’s reputation as a deal maker and jobs creator. It represented an endorsement of the Saudi-led coalition’s brutal war in Yemen, which has now resulted in the deaths of nearly a quarter of a million people and put millions of others on the brink of famine.
And don’t for a second think that Trump was alone in enabling that intervention. The kingdom had received a record $115 billion in arms offers — notifications to Congress that don’t always result in final sales — over the eight years of the Obama administration, including for combat aircraft, bombs, missiles, tanks, and attack helicopters, many of which have since been used in Yemen.
Trump made it abundantly clear, in fact, that his reasons for arming Saudi Arabia were anything but strategic. In an infamous March 2018 White House meeting with Mohammed bin Salman, he even brandished a map of the United States to show which places were likely to benefit most from those Saudi arms deals, including election swing states Pennsylvania, Michigan, and Wisconsin.
Will Biden Be Different?
Three months into Biden’s term, however, the president’s early pledge to rein in damaging arms deals are already eroding. The first blow was the news that the administration would indeed move forward with a $23-billion arms package to the UAE, including F-35 combat aircraft, armed drones, and a staggering $10 billion worth of bombs and missiles. The decision was ill-advised on several fronts, most notably because of that country’s role in Yemen’s brutal civil war. There, despite scaling back its troops on the ground, it continues to arm, train, and finance 90,000 militia members, including extremist groups with links to the Yemen-based Al Qaeda in the Arabian Peninsula.
To its credit, the Biden administration committed to suspending two Trump bomb deals with Saudi Arabia.

MORE THAN two months after progressive members of Congress asked President Joe Biden to explain what forms of military support he will continue to offer the Saudi-led intervention in Yemen, the administration has replied with a two-page letter that sidesteps the question — and provides almost none of the other details members sought.
The two-page State Department answer — which finally arrived Wednesday, more than two months after the date by which members of Congress asked the administration to respond — appears to offer no new information. It references the suspension of “two air-to-ground munitions sales and an ongoing review of other systems,” all of which has previously been reported, and fails to address what other forms of “offensive” support have been discontinued, if any, or which arms sales are ultimately likely to go forward.
In a statement to The Intercept, Rep. Peter DeFazio, D-Ore., called the response a “disappointing non-answer from the Biden administration” and said he would continue to seek further details.
“It’s been months since I pressed them for answers on how they plan to end ‘offensive operations’ aiding the Saudi-led coalition, and what legal authority they have to continue U.S. involvement in a conflict that has not been authorized by Congress — as required under the Constitution,” DeFazio said. “Yet the Saudi blockade of Yemen and the resulting humanitarian crisis continue to linger on with no end in sight. It’s disheartening to receive such a contrived response from the State Department, and I will continue to press for actual answers.”

US Mobilizing Int’l Pressure on Houthis, Won’t Tie Yemen Crisis to Iran Negotiations

Foreign Ministry spokesman: US, UK spin Vienna talks on JCPOA to appease Israeli regime
Iran’s Foreign Ministry Spokesman Saeed Khatibzadeh says Washington and London spin the goals of the ongoing Vienna talks to revive the 2015 Iran nuclear deal in order to appease the Israeli regime, which is the sworn enemy of the agreement.
Khatibzadeh further reminded the parties to the JCPOA that the “brutal Israeli regime” has done its utmost to torpedo the deal.
“Instead of eroding your credibility, focus on reviving the original deal—the ONLY solution on the table,” Khatibzadeh added.
In recent weeks, Washington and London have been in close contact with Israel over the revival of the JCPOA, with Israel still overtly opposing the move.

Is China angling for a Saudi–Iranian detente?
China’s Foreign Minister Wang Yi embarked on a six-country tour of the Middle East at the end of March 2021. On the eve of his departure, Wang announced China’s five-point plan for the region, which included mutual respect, equity and justice, non-proliferation, collective security and development cooperation.
What makes the recent five-point plan unique is its wider scope to include other conflicts in Syria, Libya and Yemen, as well as the rivalries in the Gulf. In a departure from previous proposals, Wang also set out some concrete suggestions for how tensions in the Gulf might be managed. They included China hosting a ‘multilateral dialogue conference’ to help create a trust-building mechanism which — as a first step — could ensure the ‘safety of oil facilities and shipping lanes’.
In the end, the five-point might not make much of a splash. There was no statement on when the conference might happen or what role Beijing would have in the design or guarantee of the trust-based mechanism. The plan was also overshadowed by the media coverage given to an alleged 25-year cooperation deal signed between China and Iran — which some observers have argued is overstated.
Yet even if the five-point plan seems like it may fizzle out, its spirit kept with regional developments in the past month.
But focusing on US-centric explanations is too limited given the increasing multipolarity of the Middle East. A quiet Chinese word may have also made a difference. For instance, official statements made clear that Wang was likely to have some frank discussions around ‘peace in the Middle East’ during his trip to the region.
China has sufficient base and motivations to have such conversations.
First, Saudi Arabia and Iran are among the most important countries for Chinese commercial activity in the Middle East. Besides the oil trade, Saudi Arabia and Iran are the largest and third largest recipients of Chinese capital respectively in the region. So, instability in the region, including from the Iran–Saudi Arabia rivalry, would adversely affect China’s business interests.
Second, China has the means to engage with Riyadh and Tehran on a substantive basis. China’s stated commitment to non-interference gives it the air of an honest broker.

Iran, world powers resume talks on US return to nuclear deal
World powers were set to open a fifth round of talks Tuesday with Iran aimed at bringing the United States back into the landmark 2015 nuclear deal meant to prevent the Islamic Republic from obtaining an atomic bomb.
The talks in Vienna come the day after the U.N.’s nuclear watchdog, the International Atomic Energy Agency, was able to strike a last-minute agreement with Tehran on a one-month extension to a deal on surveillance cameras at Iran’s nuclear sites.
The U.S. is not directly involved in the talks but an American delegation headed by President Joe Biden’s special envoy for Iran, Rob Malley, has also been in the Austrian capital. Representatives from the other powers involved — Germany, France, Britain, Russia and China — have been shuttling between the U.S. and the Iranians to facilitate indirect talks.
As he headed back to Vienna for the resumption of talks, Malley tweeted that the latest round had been “constructive and saw meaningful progress.”
“But much work still needs to be done,” he wrote. “On our way to Vienna for a fifth round where we hope we can further advance toward a mutual return to compliance.”

Foreigners who marry Emiratis should undergo security checks, a member of the Federal National Council has claimed.
Ahmed Al Shehhi said the move would ensure those welcomed into the Emirati society would not be from an extremist background.
“Therefore, a security check must be conducted before the marriage," he claimed.
The issue was raised during a debate about the number of Emirati men, in particular, who married expat women. More than 5,900 Emiratis married non-Emirati women between 2017 and 2019.

Saudi Arabia Resorting to Greece for Help Facing Yemeni Capabilities

Last March, air exercises between the Saudi forces and their Greek counterparts, which lasted for ten days, were concluded at the "Souda" air base in Greece, and aroused Turkish resentment.
Saudi Arabia and Greece signed an agreement last month to supply the Kingdom with Patriot air defense missile systems.

Sudan’s transitional government and the main rebel group kicked off a new round of peace talks Wednesday, officials said, the latest effort to end a decades-long conflict in the East African country.

Revealed: loopholes letting EU firms 'break' arms embargoes
The training and maintenance contracts between European companies and foreign armies sustains the conflicts in Yemen and Libya. It is effectively enabled by EU member states because it is hidden from political and judicial oversight.
This is revealed by a joint investigation of Dutch media organisation Lighthouse Reports and the Global Legal Action Network - combining legal analysis with open source intelligence.
The perception is that when arms deals are concluded, and the goods are shipped, the responsibility of arms-supplying actors ends.
The reality is that maintenance and training commitments establish long-standing close relationships between European companies and their questionable customers.
Most arms deals include "post-sale services", such as training, maintenance and knowledge transfers. Often up to 50 percent of the value of a multi-year arms contract is related to post-sale services, which is a major and increasingly important pillar of the arms industry.
These lucrative after-sale contracts drive profits and often leave companies with an invisible stake in controversial conflicts.
Companies like DCI, Dassault, Alakran, Navalgroup, Airbus and OCCAR all profit from ongoing support for armies that openly use their equipment in Yemen and Libya - in spite of export regulations and embargoes being in place.
How is that possible?
To answer that question we analysed the laws and regulations for post-sale arms services in Europe's five largest arms exporters - Germany, France, Italy, Spain and Belgium.
This investigation is the first comprehensive account of the multi-layered legal framework that governs post-sale services in the arms industry.
It maps the gaps in the regulation of post-sale service and overlays it with an account of the potential liabilities for defence companies and licencing states.
The analysis is based on a review of primary sources, including laws and case-law, secondary sources such as analysis by NGOs and think-tanks, and interviews with over 20 experts, including leading practitioners, arms control advocates and academics.
Our overriding conclusion is that European arms-suppliers are not supporting controversial regimes in violation of European laws, but through them. The laws enable this support even when it flagrantly violates international law and arms embargoes.
Member state structural loopholes
While the EU Common Position on arms exports clearly includes training, maintenance and know-how, the implementation of this agreement into domestic laws changes from member state to member state, each with its own structural loopholes.
In most states, post-sale services are licensed in bulk, without being subject to almost any post-export controls.
In Italy and Spain, many post-sale services can be licensed through a fast-track procedure without a risk assessment for potential abuse by the end-user.
In Belgium, post-sale services are frequently authorised under fairs and exhibitions export-licences, whose export criteria are generally less rigorous.
In Germany, the export of spare parts in a value of up to 25 percent of the main item does not require an additional license.
In France, the repair of a military item is not subject to export control at all.
The findings depict how defence companies are untouchable by law. Despite numerous, overwhelmingly-evidenced allegations of supplying states and companies' complicity in serious violations of international law, including of a UN embargo, either licensing states or corporations in the 'post-sale' sector have yet to come before a court nor have these activities been the subject of parliamentary scrutiny.
The role of arms-control laws in this organised irresponsibility is neither incidental nor sustainable. Member states' laws and licensing systems structurally enable them to break the arms embargoes that the EU is seeking to enforce.
European states and their companies are involved in intensive and long-term servicing relations that create dependencies on European actors and render them participants in abusive conflicts such as Yemen and Libya.
It exposes them to serious legal and political risks for such military assistance.

Australia is building a billion-dollar arms export industry. This is how weapons can fall in the wrong hands
Since 2018, Australia has been seeking to become a top ten global defence exporter.
Its main exports are products and components that fit into broader global supply chains for weapons and weapons systems. For example, the government boasts there isn’t a single F-35 fighter jet production operation that doesn’t feature Australian-made components.
The government sees further export potential for products and components to be used in armoured vehicles, advanced radar systems, and patrol boats, as well.
While Australia hasn’t made much headway on its export ranking, it has enjoyed some impressive sales success. In the 2017-18 financial year, the estimated value of approved export permits was A$1.5 billion. By 2019-20, it had grown to nearly $5.5 billion.
Australia’s export goals are connected to a broader effort to resuscitate domestic manufacturing.
Considerable government funding is involved in this effort, including $1 billion recently allocated to the Sovereign Guided Weapons Enterprise for building missiles.
Where do Australian arms go?
Australia doesn’t provide data on which countries it exports arms to. It only maps the regions, and unhelpfully, it lumps the Middle East and Asia together.
We do know successive defence ministers have courted markets in the UAE and Saudi Arabia.
Heavily redacted documents obtained by the Guardian under a Freedom of Information request also indicate that in 2018-19, Australia issued 45 arms export permits to the UAE and 23 to Saudi Arabia.
Another 14 permits were approved for the countries from 2019-20.
These developments are significant, not least because the UAE and Saudis have both been embroiled in the Yemeni civil war for years

The Biden administration said in April following a review that it would move forward with a $23 billion sale of as many as 50 F-35 fighter aircraft, 18 Reaper drones and advanced munitions, all approved in former President Donald Trump’s final hours in office.

Restoring Livelihoods Through Culture in Yemen
In September 2018, UNESCO and the European Union launched the project entitled “Cash for Work: Promoting Livelihood Opportunities for Urban Youth in Yemen”, aimed at creating jobs in heritage restoration and preservation for young Yemenis, while promoting social cohesion and resilience through cultural programming.
The initiative comes as a response to the economic hardship, extensive population displacement, and heavy damages to infrastructure and heritage due to the ongoing conflict in the country and recently the covid-19 pandemic.
Despite setbacks, UNESCO and the Social Fund for Development (SFD) were able to launch emergency rehabilitation works in Sana’a, Shibam, Zabid and Aden that are enhancing livelihoods of young male and female beneficiaries and are informed by evidence-based damage assessments and newly produced technical urban rehabilitation guidelines.
In this context, the proposed consultation event will inform you, partners and relevant stakeholders about concrete progress made, pending challenges, adjust work streams building on resources, knowledge and tools available. It will valorize the achievements of the project so far and identify opportunities of additional synergies.
To protect Yemen’s identity, heritage, and cultural life, UNESCO, the EU, the Social Fund for Development, and Yemenis worked together and rehabilitated over 150 historical buildings. Despite the setbacks, the project until now employed more than 2350 young male and female Yemenis in heritage sites while supporting artists, youth-led initiatives, and awareness-raising campaigns to boost the cultural and creative industries.

[Hadi ] Government launches international call to salvage Yemeni culture
The Yemeni government has accused Iran-aligned Al Houthis of “systematic destruction” of the country’s antiquities and looting its historical manuscripts.
Yemeni Information Minister Moammar Al Eryani said that the rebels have pillaged, smuggled and illegally sold artifacts, detonated archaeological sites and turned them into military facilities over recent years.
He added that Al Houthi leaders have smuggled thousands of artifacts and antique manuscripts looted from museums and archaeological places to outside the country.
The accusations were made by the official at a virtual culture meeting on Yemen co-organised by the UNESCO and the European Union.
“I expressed extreme concern over Al Houthi militia’s marginalisation and removal of technical and administrative staff at the Manuscripts Archives and allowing illegal and non-official sides to tamper with contents of the archives,” Al Eryani said in a series of tweets.

Yemeni riyal in free fall again amid political deadlock
Yemen’s riyal hit a new record low on the weekend amid deadlocked diplomatic efforts to end the war and rising tensions between the Yemeni government and southern separatists in Aden.
The riyal traded at 930 to the dollar on Saturday in the government-controlled areas, plunging from 900 riyals a couple of weeks ago.
The riyal was 215 to the dollar when the Houthis placed the Yemeni President Abed Rabbo Mansour Hadi under house arrest in early 2019, sparking the current conflict.
When the new unity government, formed under the Riyadh Agreement in December, returned to Aden as troops withdrew from Abyan, the Yemeni riyal surged to 720 against the US dollar, recovering almost 20 percent of its value.
Experts link the current fall of the riyal to the outcome of UN-brokered peace efforts, renewed hostilities between the Yemeni government and the separatist Southern Transitional Council (STC), and the government’s failure to resume oil exports and collecting revenues from state bodies.

[Hadi gov.] Yemen’s Oil Minister to Asharq Al-Awsat: Houthis Using SAFER to Blackmail Int’l Community
Yemeni Minister of Oil and Minerals Abdul Salam Baaboud said that five international oil companies have resumed production after years of halt caused by the coup and the war that ravaged the country.
In an interview with Asharq Al-Awsat, the minister noted that major international companies specialized in oil field services, such as Baker Hughes and Schlumberger, have re-launched their operations, which he said was an important indication of the path towards the sector’s recovery.
For the first time since the coup, a number of exploration wells have been drilled over the past three months in Block 9, in addition to the completion of three-dimensional seismic surveys of 269 kilometers in the same sector, according to the minister.
Baaboud also said that the average oil production was around 55,000 barrels per day, adding that work was underway to restore production in Block 5 and export oil through the new pipeline, which means adding an estimated amount of 20,000-25,000 barrels per day in the early production phase.

Priorities for the Recovery and Reform of the Electricity Sector in Yemen
Poor electricity services in Yemen, even before the war, have been one of the key barriers to sustainable economic development and basic service provision (e.g., water supply, health care, education). This paper assesses the power supply system status prior to the war and subsequently discusses the impact of the war on electricity sector performance, followed by an identification of the key barriers faced by the sector. It concludes with the identification of the top priorities for restoring electricity sector services and reforming the sector after the war.
Executive Summary
The paper argues that the electricity sector, or power sector, in Yemen suffers from several chronic technical, political, economic and social challenges. These challenges are: 1) high dependency on diesel; 2) high electricity losses; 3) finance constraints; 4) lack of skilled employees; 5) security issues; 6) poverty and affordability issues; 7) inefficient and aging power plants; 8) corporatization and commercialization related issues; 9) unattractive market for private investments; 10) absence of supporting policies, laws and regulatory framework; and 11) absence of a clear vision on the form of the electricity sector after the war.
The paper concludes with a set of top priorities aimed at restoring the pre-war capacity of the sector and then further reforming the electricity sector towards improved performance. The immediate to short-term recommendations include adopting a realistic and practical recovery plan; securing funds for rehabilitating the infrastructure; reviewing the electricity tariff; reducing the technical and non-technical electricity losses; purchasing electricity when needed through a competitive process and via least-cost options such as gas and renewable energy; securing the fuel supply and the salaries of sector staff; resuming all suspended projects; finding sustainable and feasible solutions for the electricity supply in each governorate to avoid the challenges associated with the centralized grid; and installing sustainable standalone solar systems, compatible for connection to the national grid (when restored).
The medium to long-term priorities include specific recommendations under five categories, relating to 1) the legal and regulatory framework; 2) institutional arrangements; 3) capacity and performance; 4) private sector participation; and 5) technical issues.

The IRG vs DFA exchange rate variation currently stands at a 309 YER difference. From the South to the North there has been a 52% increase, with a 34% decrease from North to South.
The exchange rate in IRG areas continues to be volatile and has increased to above 900 after a brief appreciation in April.
This is possibly contributing to the wide fluctuation in prices.
The range between the maximum and minimum value of the exchange rate from Apr W4 to May W1 shrank in the North from 4 to 3 YER and expanded in South from 15 to 20 YER. The expanding range indicates more volatility in the exchange marketplace from month to month.

Saudi Press: Coalition Forces Deter Houthi Terrorist Attacks and Protect Civilians
Al-Yaum newspaper reported in editorial that the coalition forces to Restore legitimacy in Yemen have successfully intercepted and destroyed bomb-laden drones launched by the terrorist Houthi militia towards the southern region, Saudi Arabia.

Yemen Shia militants enjoy immunity from enforcement or the threat of it
The international conspiracy against Yemen ensures, in one of its aspects, that Houthis keep enjoying an undeclared immunity from enforcement. No matter how much they plunge their country in war and misery.
For years, the Shiit terrorist militia sustained the war, turned back to peace offers, yet they were always immune from the enforcement of the international law or the mere warnings that they risk subjection to it.
They have been given big “rewards” and impetuses “to engage in peace” like the removal of their terror designation, but not even once shown the stick.

To Avert a Theocracy in Yemen, the Houthis Must Be Stopped
Yemen is at crossroads between two possible futures: a theocracy dominated by the Houthis, or a modern state for all Yemenis. For now, unfortunately, the balance seems tilted towards the first outcome.
The recent Saudi initiative to solve the war in Yemen has been welcomed by most regional and international players. Only one group has loudly dissented to the proposal: the Houthi rebels, who began the war in 2015 by capturing Sana’a and invading the country’s south.
The initiative put out by Saudi Arabia is not the first initiative to end the war that the Houthis have rejected, for reasons related to their belief that the continuation of the war is the only way for the group to survive, and that any cessation of hostilities mean the end of its project. The Iranians, who support the Houthis and view them as an extension of the Islamic Republic—the Yemeni equivalent, approximately, of existing groups in Iraq, Syria, and Lebanon—are likewise opposed to a peace deal. For this reason, peace must be in the hands of the Yemenis themselves, who must make clear their support for the peace process and their opposition to a Houthi-Iranian theocracy obtained through violence.
Houthi Deception
In its media outlets, the Houthi faction uses vocabulary that misleads its viewers—and parrots concepts that, unfortunately, some Arabic-speaking media organizations have repeated. It refers to the Houthi government as the “Sanaa government” or the “national government” to imply that it is the legitimate Yemeni government and those who oppose it are unpatriotic or disloyal.
The biggest misleading statement is that the ongoing war is between the “Yemenis” and the “Arab Coalition.” This is, of course, untrue; the war is between one Yemeni faction, the Houthis, and several other Yemeni factions which are seeking to form a modern civil state. The struggle is between two parties: the Houthis, a component that wants to continue its domination on Yemen, and the dominated components, the rest of the Yemenis who want to participate in the rule of the country.

GCC key to peace in Yemen: Kuwaiti academic
The Gulf Cooperation Council (GCC) is key to peace in Yemen and could fend off security threats in the war-torn country, a Kuwaiti academic told a distinguished panel at an event on Tuesday hosted by UK think tank Chatham House.
An important step in achieving that is making Yemen a GCC member, Bader Al-Saif said at the event, titled “The GCC at 40: Prospects for the Future” and attended by Arab News.
“It’s about time that Yemen is once and for all seriously considered as an active full member of the GCC. There are synergies that will bring benefits to both sides of the formula,” added Al-Saif, assistant professor of history at Kuwait University.
Referring to a 2011 Saudi-led proposal to transform the bloc into a Gulf Union to counter Iranian influence in the region, he said: “We could bring a permanent resolution to Yemen if we can tie that track with the track of acceding Yemen into the GCC.”

Saudi cluster munitions kill ten civilians in just 48 hours in Bayda province
The Executive Center for Mine Action on Friday confirmed that more than 100 civilians were killed in Radman and Al-Qurashiya districts in Bayda province as a result of the mines and bombs left by the Saudi-led coalition airstrikes and Al-Qaeda organization.
The center added in a statement that the last of those victims were 10 civilians in the past 48 hours.
The statement mentioned that the large spread of war remnants and cluster bombs dropped by the war coalition aircraft on Yemen in all provinces, even in the capital Sana’a, resulted in the death and injury of thousands of civilians and prevented thousands of families from returning to their homes and benefiting from their lands and pastures.

Houthis accuse Arab coalition over mines, cluster bombs
The Houthi group on Friday accused the Saudi-led coalition of rejecting the entry of devices needed to detect and remove explosives and remnants of cluster bombs, with such ammos increasingly leaving civilian victims.
The Arab coalition disallowed access of bomb detection and demining equipment to Yemen, the Houthi-run demining center said in an official statement, despite the wide spread of cluster bombs dropped by the coalition aircraft across Yemen.
Denied access to these devices hindered the center's efforts to intervene and respond, amid limited resources and broad pollution and unexploded ammunitions left by cluster bombs, it added.
While the civilian victims are in the rise, the coalition persistently uses internationally-banned cluster bombs in its air raids, the last of which was in this May, the Sana'a-based center said.

KSrelief Masam Project Dismantles 2,183 Mines in Yemen During One Week
King Salman Humanitarian Aid and Relief Center (KSrelief)'s Masam Project for Clearing Mines in Yemen has dismantled 2,183 mines during the fourth week of May 2021, including 13 antipersonnel mines, 927 anti-tank mines, 1,230 unexploded ordnance and 13 explosive devices.
Since the beginning of the project, as many as 251,549 mines planted by the Houthi militia in Yemen have been dismantled.

The Saudi-led coalition engaged in Yemen dismissed as "fabricated" video footage issued by the Houthi movement on Saturday purportedly showing an incursion by its fighters into a Saudi Arabian border area on the frontlines.
"Claims by the Houthi militia about executing a military operation on the Jazan border are media fabrications," Saudi state television cited coalition spokesman Brigadier General Turki al-Malki as saying.
Malki said the Houthis' "imaginary victories" aimed to cover up big military losses suffered by the group in Yemen's Marib and al-Jawf regions.

Arab Coalition Brigadier General Turki Al-Maliki said on Saturday that the Iran-backed Houthi militias are spreading fabrications of fake victories.
“The propaganda carried out by the Houthis aims to raise the morale of their members," al-Maliki added.
"Houthi militias are trying to calm the popular anger in the areas they control with fabrication. Yemeni Air Force Conducts Fresh Attack on Saudi Air Base
[Sanaa gov.] Yemeni Air Force carried out a retaliatory attack on King Khalid Air Base in the south-west of Saudi Arabia.
“King Khalid air base was targeted by two Qasef-2K drones at Friday night-Saturday,” the spokesman for the Armed Forces Brigadier General Yahya Sare’e said.
“The new strike was accurate and hit its target successfully,” he added.

At least 15 Al-Qaeda members were killed and 30 others wounded on Tuesday, in an ambush set by the Yemeni army and Popular Committees in the west of Ma’rib city.

On May 20, the Houthi-appointed Governor of Ma’rib province in central Yemen, Ali Muhammad Toaiman, condemned a recent attack on a fuel market in al-Arqain area.
The market, which hosted dozens of tankers, was set ablaze a day earlier after clashes between Saudi-backed forces and local tribesmen. In a statement to the pro-Houthis Saba News Agency, Toamian claimed that it was the Saudi-backed forces which targeted the market.
“The aggression militants shelled with tanks and artillery the areas of Abidah tribe, targeting a position containing 30 tankers loaded with gas and fuel. The targeting led to the burning of the tankers and serious damage to the properties of the citizen,” the Toaiman said.
The Houthis’ governor pointed out that Saudi-backed forces are provoking the tribes of Ma’rib, restricting freedoms, stirring up problems, looting property and destroying equipment to serve their interests.

Four children injured by Houthi drone strike in Hodeidah
At least four children were injured on Thursday, in a drone strike conducted by the Iran-backed Houthi coupist militia against al-Tuhita school in the south of Hodeidah.

Separated by war, boundaries, and immigration policies they cannot control, one young Yemeni couple refuses to give up on love.
After the wedding, they had considered staying together in Yemen. A year later, that life seemed impossible. Wafa told Moutaz, “I can’t have a family here where education is corrupted.
