The US official touched on many issues, including the Iranian file and US-Gulf relations

Assistant Secretary of State for Near Eastern Affairs, Daniel Benaim, revealed that a new US-Gulf European arrangement has been established to address global concerns about Iran's nuclear program and its regional activities. Benaim confirmed, in an exclusive interview with Al-Hurra on Monday, that this arrangement will be discussed during the tour conducted by the American delegation headed by Robert Malley, who is in the region, and who will join him himself in a few days. Benayem described Qatar as an exceptional partner, stressing that the United States will take into account its requests for F-35 drones and planes. He pointed out that the Emirates sale of F-35 aircraft is moving forward, while an understanding is being reached about guarantees related to this deal.

The US official said: "Our message will be that we are in the region to stay, and we have strong and stable partnerships built over decades, and we are keen to continue them for decades to come." Benaim saw that these partnerships were clearly demonstrated during the crisis in Afghanistan, and said, "It was the countries in the Gulf region that stood and helped the United States in dealing with this problem. It was an essential part of our operational system in the world."

Never Mind Yemen, Biden OKs $1 Billion in Weapons Sales To Saudis

Once upon a time, an administration told a story about how it was going to end a war. Then it erased the distinction between peace and a Saudi victory.

THE BIDEN ADMINISTRATION HAS APPROVED more than $1 billion worth of weapons purchases to Saudi Arabia in two months, despite President Biden promising in February that he was “ending all American support for offensive operations in the war in Yemen, including relevant arms sales.”

It started with a $500 million maintenance/support deal to keep a suite of Saudi helicopters flying

This is exactly what it looks like. Several senior Biden administration officials, many of them also Obama appointees, had called on Donald Trump to end the U.S.-Saudi-United Arab Emirates war when they were out of power. But the Biden administration’s overriding prerogative when it comes to Riyadh is to preserve the U.S.-Saudi relationship, despite Crown Prince Mohammed bin Salman’s whole chopping-people-up-and-also-starving-entire-populations thing. Biden has now made that preservation material, to the tune of $1.15 billion.

The new weapons sale is consistent with a broader pattern over the past year in the U.S.-Saudi relationship. Biden’s envoy for “ending” the Yemen war, Tim Lenderking, conducts diplomacy that conspicuously aligns with the Saudi position far more than it diverges. You can read this reported piece of mine from April going into that in detail, but the U.S. position, consistent from Obama to Trump to Biden, is that the Houthis—the Iranian client movement whose overthrow of a Saudi/U.S. client prompted an horrific Saudi reprisal that has lasted six years—are the obstacle to peace.

The longer the administration operates along that position, the more it removes the distinction between peace and Saudi victory.

US President Joe Biden's special envoy for Yemen is traveling to meet allies Saudi Arabia and Bahrain to discuss Iran's activities in the region, the State Department announced Tuesday.

Tim Lenderking will join "an interagency team to coordinate approaches to regional security and a broad range of concerns with Iran," the agency said in a statement.

"Special Envoy Lenderking will also meet with senior officials on efforts to advance an inclusive, UN-led peace process in Yemen and to bring immediate relief to the people of Yemen," it said. "He also will discuss the Houthis’ continued detention of some Yemeni staff of the U.S. Embassy in Sana’a and the Houthis’ breach of the U.S. Embassy compound in Sana’a."

Saudi Arabia Makes Fool of President Biden: Continues Yemen War and Domestic Repression

Newly inaugurated President Joe Biden gave Americans hope of a major change in US policy toward human rights in general and the Kingdom of Saudi Arabia in particular.

Demonstrating that, like its predecessor, it could be bought, the Biden administration proposed a new weapons sale, which would fuel the conflict. The $650 million worth of air-to-air missiles were labeled defensive weapons but will be used to protect the Saudis as they continue nearly seven years of airstrikes against civilians.

One might expect MbS to show some gratitude for the president’s retreat. After all, that was a very public acknowledgment by Washington that the KSA – a cruel, antediluvian system of absolute monarchy – is considered too important to discipline even for the most grotesque crimes. Such as turning the regime’s Istanbul consulate into an abattoir for use against American resident and journalist Jamal Khashoggi.

However, MbS obviously assessed the character of Biden & Co. and found it lacking.

Despite the administration’s decision to go easy on the Kingdom in Yemen, last week the Saudi military announced that it was sticking around, presumably ready to commit more war crimes.

The Kingdom poses a special embarrassment to the president’s democracy agenda. Despite the Biden administration’s close relationship to Riyadh, Washington could not invite the Saudis to the upcoming Summit for Democracy and retain a shred of credibility.

The U.S. also should treat the KSA like a normal nation, ending past deference that suggested the Kingdom, rather than America, was the superpower. Washington should no longer excuse and shield the Saudi leaders from the consequences of their crimes.

Candidate Biden got Saudi Arabia right when he promised to end its preferential treatment. Unfortunately, his precipitous kowtow has emboldened Riyadh to continue business-as-usual. For reasons both principled and practical, the president should both highlight the importance of human rights generally and insist that the Kingdom of Saudi Arabia meet the same standards as other nations.

American official: US ‘fully committed’ to F-35 sale to UAE

The U.S. remains “fully committed” to a proposed sale of advanced F-35 stealth fighter jets to the United Arab Emirates, despite the Biden administration slowing down the deal, a senior American official overseeing arms exports said Tuesday.

Mira Resnick, a deputy U.S. assistant secretary of state in the Biden administration, also told The Associated Press at the Dubai Air Show that Gulf Arab partners are not looking to purchase weapons from Russia as a hedge over American concerns about human rights in the region.

“The F-35 is already in this region, whether it’s Israelis flying the F-35, whether it’s American F-35,” Resnick said. “We would like the UAE to be able to operate the F-35 in a way that (they) can be our security partners and to deter threats, including from Iran.”

The proposed sale of 50 F-35s came at the end of President Donald Trump’s administration, rising out of a deal that saw the UAE recognize Israel. The $23 billion sale also included armed drones and other defense equipment sought by the Emirates, a hereditarily ruled federation of seven sheikhdoms also home to Dubai.

Only Israel flies the F-35 in the region, part of its so-called “qualitative edge” granted by America after Israel fought several wars against its Arab neighbors since its founding.

Resnick said she’d heard no concerns from Israel or other allies over the F-35 sale to the Emirates.

“We are fully committed to the F-35 and transferring the F-35, which is a game changer for the Emiratis,” she said. “We are working with them as we speak to make sure that there are clarifications to the various assurances that were made to the previous administration.”

Resnick declined to describe what clarifications America sought, nor what assurances the Emiratis had offered. The UAE similarly has not discussed sale terms.

Airbus strikes 2nd major aircraft deal of Dubai Air Show

Airbus clinched a major deal on Monday valued into the billions of dollars to sell 111 new aircraft to the Air Lease Corporation, its second blockbuster order at the Dubai Air Show.

Air Lease, the Los Angeles-based jet financing and leasing company, added to its expanding fleet with 25 A220-300s, 55 A321neos, 20 A321 XLRs, four A330neos and seven A350Fs. At Airbus’ pre-pandemic list prices, the order would exceed $15 billion, although major deals typically see manufacturers offer significant discounts to buyers. The company did not provide any details on the sale price.

“I’ve been in the Bronx for 20 years — I never expected that this would happen.”

The local businesses now include multiple restaurants, coffee shops, and sweets stores; the supermarkets Dar Al Hajar and Al-Quds (named for the famous stone palace in Yemen’s capital, Sana’a); several hookah lounges; barbershops; and Yemeni-owned travel agencies. Hungry visitors will find saltah, the lamb stew topped with whipped fenugreek, or they can pair Yemeni-style coffee with bint al-sahn, a layered, flaky bread drizzled with honey and garnished with nigella seeds.

“I’ve been in the Bronx for 20 years,” says Fadhel Alesayi, who was born in Yemen and moved to the United States as a child. “I never expected that this would happen.” Alesayi is now the owner of the restaurant Shawati Aden — where one speciality is mandi, lamb that’s traditionally pit-roasted but here is prepared in a specialized pressure cooker — which he opened this past January, making it the ninth Middle Eastern food business in the neighborhood, seven of which are Yemeni (not counting Yemeni-owned delis and markets).

The area’s first Yemeni restaurant was opened in 2008, when Aziz Albaydani and Younis Alnaqeeb took over a corner space that had been home to a pizzeria and named it Arth Aljanatain.

Congress Moves To Strong-Arm Biden, Impose Houthi Sanctions Removed by Admin

Following assault on US embassy, Congress seeks sanctions on Iran-backed militants

Republicans in Congress are laying the groundwork to reapply sanctions on the Iran-backed Houthi rebels that were dismantled by the Biden administration, just days after the militant group raided the U.S. embassy compound in Yemen, where they stole equipment and kidnapped local staff.

Sen. Ted Cruz (R., Texas) distributed a sanctions measure to other Senate offices on Friday afternoon and will formally introduce the sanctions language on Monday as an amendment to the National Defense Authorization Act, which the Senate is expected to take up this week, according to a copy of the measure exclusively obtained by the Washington Free Beacon. The amendment comes following months of back-and-forth between Cruz and the Biden administration on the issue, including an effort by the senator to pressure the State Department into explaining its decision to reduce sanctions on the Houthis.

In the House, Rep. Andrew Clyde (R., Ga.) is pushing similar legislation to re-designate the Houthis as a foreign terrorist organization in response to their siege last week of the U.S. embassy compound in Sana’a, Yemen. The measures are likely to garner widespread GOP support in light of the embassy raid, which generated outrage from Republican foreign policy leaders in both chambers. It is unclear how Democrats will vote, but Republican and Democratic foreign policy leaders both promised consequences for the embassy strike soon after it took place last week.

No more loopholes: ban all US assistance in Yemen war now

Sens. Sanders and Markey and Rep. Khanna want to cut off all aid to Saudi Arabia. But will their efforts survive NDAA vote?

The current debate on the National Defense Authorization Act (NDAA) offers Congress a critical opportunity to end U.S. complicity in this war. Decisive Congressional action now through a clear ban on support for Saudi war efforts — specifically the amendment proposed by Senators Bernie Sanders (I-Vt.) and Edward Markey (D-Mass.) in the Senate, and the similar language added to the House version of the bill by Rep. Ro Khanna (D-Calif.) — is the step needed towards ending America’s role in Yemen’s crisis.

The Saudi assault on Yemen could not be effectively sustained today without U.S. support, which has been central to the war effort from the start.

In light of the administration’s failure to address the issue, only decisive legislative action to cut off U.S. support for Saudi military operations will be effective. Previous Congressional attempts to pressure the Biden administration have failed.

The current NDAA includes several potential provisions that purport to address the Yemen issue, but only the amendment advanced by Senators Markey and Sanders in the Senate (and mirrored by the Khanna amendment in the House) will decisively end U.S. complicity in the war. Other Yemen-related language incorporated into the NDAA includes loopholes and does not clearly require an end to U.S. support for Saudi operations in Yemen.

Ending U.S. complicity in the Saudi war in Yemen will likely force Saudi Arabia to end its devastating military campaign entirely.

U.S. Foreign Policy in the Gulf: Unpredictability is not Policy

The U.S. needs a thoughtful development of a coherent strategy in the Gulf and then, after careful vetting, articulating it in clear terms to allies, friends, and adversaries.

The buzz in Washington, DC Middle East think tanks and in Gulf capitals revolves, as usual, around speculation regarding U.S. intentions and actions in the Gulf. Does the calamitous withdrawal from Afghanistan, a murky agreement on the drawdown in Iraq, and the less spectacular withdrawal of air defense units from Saudi Arabia presage a new Gulf environment without the United States? What does America mean in terms of discernible intentions and actions as it once again announces a “pivot to Asia?” The debate in Washington covers the gamut from “the United States no longer has any real interests in the Gulf and should pull out entirely” to “après moi, le déluge” if the status quo shifts in any way. The United States sends constantly conflicting signals. If the U.S. is leaving, why does it double down on the confrontation with Iran by imposing new sanctions, all while telling the Israelis what they want to hear about Tehran and dragging its feet on restoring the JCPOA? If these actions point towards confrontation, why has America withdrawn air defense assets from Saudi Arabia and reduced its forces in Iraq? No matter what our policy, we need to explain it so others can adjust.

For the umpteenth time since the end of the Cold War, the Gulf states struggle with American unpredictability so they can figure out what they need to do to adapt to US policy. The fact is that for at least the last three decades, the U.S. has not articulated a policy in the Gulf that explained what U.S. foreign policy actually does. Recently, I engaged in a tongue-in-cheek exchange with fellow retired colleagues during which I quipped that “I spent a career in the Gulf without ever being told in a coherent way what U.S. policy I had been sent to implement. Instead, Washington either sent us reams of internally incoherent instructions or, often, nothing at all to deal with exploding crises. Usually, I just made it up as I went along.” I tossed in a couple of examples. To my delight, a half-dozen or more of my old diplomatic buddies chimed in citing examples of their own.

I fear that the U.S. have not learned that policy opaqueness or lack thereof has costs as both Gulf leaders and American diplomats in the field try to make rhyme or reason out of the buzz in DC. This makes the United States the most institutionally unpredictable superpower in history. Unpredictability in a superpower creates unnecessary risks for its adversaries, its allies, various innocent bystanders and, not least, for the United States. Unpredictability is not policy, despite the mythology surrounding President Richard Nixon’s frequently misquoted comments during the Vietnam War negotiations and the 1973 Arab-Israeli War about the virtues of unpredictability. US Air Force Commander in the Middle East: our forces will stay in the region

Lt. Gen. Gregory M. Guillot, commander of 9th Air Force (Air Forces Central) said US pilots would continue to be stationed in the region, despite what military planners see as the biggest challenge for Washington in the coming period.

Speaking to reporters ahead of the Dubai international air show scheduled to be held on Sunday, he acknowledged that the presence in the region “may change” after the US exit from Afghanistan.

According to ABC News, “The cooperative defense of many countries in the region will serve as our guide to monitoring any attacks that occur, and will enable us to stand one step away from the threat as it develops,” he said.

UN atomic watchdog: Iran further raising nuclear stockpile

The United Nations’ atomic watchdog says it believes Iran has further increased its stockpile of highly enriched uranium in breach of a 2015 accord with world powers.

The International Atomic Energy Agency told member nations in its confidential quarterly report Wednesday that Iran has an estimated stock of 17.7 kilograms (39 pounds) of uranium enriched to up to 60% fissile purity, an increase of almost 8 kilograms since August.

Such highly enriched uranium can be easily refined to make atomic weapons, which is why world powers have sought to contain Tehran’s nuclear program.

The Vienna-based agency told members that it is still not able to verify Iran’s exact stockpile of enriched uranium due to the limitations Tehran imposed on U.N. inspectors earlier this year.

The IAEA has been unable to access surveillance footage of Iranian nuclear sites or of online enrichment monitors and electronic seals since February. The agency’s chief, Rafael Mariano Grossi, told The Associated Press this month that the situation was like “flying in a heavily clouded sky.”

Skepticism runs high despite series of direct discussions in Baghdad

Bitter rivals Saudi Arabia and Iran have engaged in a growing number of back channel and public diplomatic meetings during recent months, but U.S. sources and regional experts say tension continues to soar between them.

But even as debate swirls around the nuclear talks, there has been an unexpected thaw in Saudi-Iranian relations, with Iranian officials even contending that discussions with the Saudis were “on the right track” following a September meeting in Baghdad. For Iran, the talks are a way to ease a near-united hostile front among Gulf Arab powers over its regional ambitions. For the Saudis, the talks are a way to hedge some bets as Mr. Biden brings into question U.S. commitment to the region and Syrian President Bashar Assad, an Iranian ally, appears to be consolidating power once again in Damascus.

To date, Saudi and Iranian officials have held four rounds of talks in Iraq, which with sizable Shiite and Sunni populations has been especially anxious to bring the two regional powers together, in addition to a meeting on the sidelines of the U.N. General Assembly gathering in New York in September.

But details remain scarce and the talks have not kept bilateral tensions from soaring on repeated occasions.

“The Saudis and the Iranians are having back channel diplomatic meetings, but this has not changed the current situation of tension and competition,” says Hussain Abdul-Hussain, a Middle East expert with the Foundation for Defense of Democracies. “These meetings are not connected to any structural position or policy developments. They are more maneuvers that each side is using in different ways.”

Mr. Abdul-Hussain said in an interview that Iranian leaders are trying to characterize the talks as a sign that Saudi Arabia is seeking to accommodate a rising Iran, effectively accepting Tehran as a regional power whose influence is growing despite U.S. and Israeli attempts to contain it. Iran has been far more willing to acknowledge the talks have taken place than have the Saudis.

“Whenever the Iranians say they’re hanging out with the Saudis, their tone is one of, ‘Hear ye, hear ye, the Saudis have conceded to us. Anyone who still thinks it’s wise to stand up to Iran better change their mind because even the Saudis have come crawling,’” he said.

Chance for detente?

Abdulaziz Sager, who heads the Gulf Research Center, and former senior Iranian diplomat Hossein Mousavian have argued that both Iran and Saudi Arabia perceive the other to be keen on dominating the region.

“Riyadh views Iran as intent on encircling the kingdom with its allied non-state actors; Tehran views Riyadh as a key facilitator of U.S. efforts to contain and undermine the Islamic Republic,” Mr. Sager and Mr. Mousavian wrote in a commentary published early this year by British newspaper The Guardian.

“Riyadh considers Iran’s ballistic missile arsenal to be a threat to its national security, especially its critical infrastructure. Tehran regards the kingdom’s purchase of large quantities of sophisticated Western arms as exacerbating the conventional weapons asymmetry in the region,” they wrote, adding that “Riyadh charges Iran with interfering in the internal affairs of sovereign states such as Yemen, Syria, Lebanon, Bahrain and Iraq,” while “Tehran sees Saudi Arabia doing the same in these very countries.”

Sharp relief: Automatic benefits and the Iran nuclear deal

Parties to the Iran nuclear deal should focus on how to normalize their economic relationship in the long term.

Later this month, negotiators from Iran and the permanent members of the UN Security Council, plus Germany (P5+1) will resume talks intended to restore the Joint Comprehensive Plan of Action (JCPOA). Much analysis of the prospective discussions has centred on the Iranian demand for guarantees on sanctions relief. For the Raisi administration, a return to full compliance with the JCPOA will involve a leap of faith. Major commercial deals involving Iranian firms, such as long-term investment projects, will take months to complete. In the interim, the success of those deals will remain in doubt. As became clear in the months that followed the initial implementation of the JCPOA, commercial deals that become legal after the removal of US secondary sanctions can still collapse due to shortcomings in sanctions relief. To avoid this problem, the P5+1 will need to provide Iran with guarantees that they will implement sanctions relief not only on paper but also in practice.

The long-term future of the JCPOA will depend on the credibility of these commitments. But, in the short term, Iran will gain a range of automatic benefits – so called because they are not contingent on significant policy interventions from the P5+1 (other than the removal of US secondary sanctions).

Sanaa: Israel launched attacks in Yemen

Yemeni Defense Ministry official Brigadier General Abdullah bin Amer reveals that the Israelis have increased their activities in Yemen over the past few decades.

Deputy Director of the Yemeni Defense Ministry's Moral Guidance Department, Brigadier General Abdullah bin Amer, revealed that "Israel" has launched attacks against Yemen and regional waters, the details of which have yet to be revealed.

On Tuesday, Yemen's SABA news agency reported bin Amer as saying that Tel Aviv sees in Yemen a great danger to its hegemony over the Red Sea region, adding that the Israelis have increased their activity in Yemen throughout the past decades, before mentioning that some documents reveal clandestine communications between Sanaa and Tel Aviv in 2004.

He stated that the Israeli enemy does not want a free and independent Yemen, and sees the existence of a strong Yemeni state as a great threat to its hegemony over the south Red Sea region.

Regarding the status quo, ben Amer revealed that "Israel" is concerned over the recent developments in Yemen, which confirms that the Yemeni people are close to achieving victory, independence, and freedom.

He also asserted that the Yemeni people have the right to know many of the developments and happenings it was kept in the dark about, allowing them to understand the truth behind the current events.

Sanaa believes that "Israel's" growing concern of Marib's liberation is indicative of the "decay party" (in a jab to the al-Islah party, Islah meaning reform) fighting this battle in their stead.

Israeli media has also reported on the developments in Yemen, with the Jerusalem Post writing that Iran and Saudi Arabia are looking closely at the battle of Marib as it comes to a turning and decisive point, stressing that "Israel" sees the arc of threats that would stretch from Yemen to Iran, Syria and Lebanon as a cause for "serious concern."

Pro-military minister in Sudan says time is running out for the country’s deposed prime minister to agree to take a post in a military-led government after top generals seized power last month.

Security forces, meanwhile, opened fire on anti-coup protesters in the capital, Khartoum, killing at least two people, according to doctors.

Prime Minister Abdalla Hamdok is currently under house arrest in the capital of Khartoum. He and more than 100 other government officials were detained during the coup. Many have been kept in undisclosed locations.

“The country cannot wait forever, so if he didn’t take the job, then someone else will definitely take it,” Gibreil Ibrahim, the finance minister of the deposed government, told The Associated Press late Tuesday.

Speaking from his office in Khartoum, Ibrahim said calls by some pro-democracy groups, the United States and its western allies to return the pre-coup transitional government are “unrealistic.” Negotiations have focused on convincing Hamdok to lead a technocratic Cabinet that runs day-to-day affairs, he said.

Sudan doctors say 2 more protesters die from gunshot wounds

Two more Sudanese protesters died in the hospital from wounds after being shot during mass protests against last month’s military coup, a doctors union said Monday.

That raises the death toll from Saturday’s protests to seven, all but one from gunshots, the Sudan Doctors Committee said. More than 200 others were wounded when security forces used live ammunition and tear gas to disperse protesters in the capital city of Khartoum and its twin city of Omdurman, the committee said.

Sudanese police denied using live ammunition, saying its forces only resorted to tear gas to disperse demonstrators allegedly attacking police stations and vehicles. They said at least 39 policemen were wounded in Saturday’s clashes protests.

Sudan coup: Could sanctions turn country into the next Yemen or Libya?

Opposition split over international and regional pressure amid concerns country could fracture into rival spheres

Sudanese political parties, syndicates and activists are split over the punitive measures imposed by the international community on Sudan following the 25 October coup, in particular whether more sanctions should be brought against the military leaders who led it.

Following the overthrow of Prime Minister Abdalla Hamdok's government by army chief Abdel Fattah al-Burhan, the US froze $700m in aid and demanded a return to a civilian-led transitional government.

The African Union also suspended Sudan from the bloc and the World Bank stopped $2bn in development grants to the country.

Earlier this month, a resolution was tabled in the US Congress condemning the coup and calling on the US Secretary of State to "immediately identify coup leaders, their accomplices, and enablers for consideration for targeted sanctions".

Some of those opposed to the coup see such moves as pressure that can help defeat the generals, while others are prepared to accept them with some provisos. A final section have looked upon the sanctions with suspicion, citing them as external interference in the country's affairs.

Some analysts have warned that such moves by the international community could create instability in the country akin to Iraq, Libya, Yemen and others, and leave Sudan at the mercy of competing regional and international players.

Many fear that it is not the military leaders, but ordinary Sudanese people, who will be hit by sanctions.

'Split the country'

Among those welcoming western intervention are the Forces for Freedom and Change (FFC), which helped lead the protests that led to the overthrow of longtime president Omar al-Bashir in April 2019.

El-Wathig al-Berair, a leading member in the FFC, stressed that the group strongly supports external pressure on the military as one of the main tools to end the coup.

“The FFC will use different kinds of escalation on the ground, and cooperation with the international community, to put pressure on the military to backdown from the coup," said Berair. "We won't accept any kind of talks with the coup leaders until the situation is back to that on 24 October.”

Sudanese security forces fired live ammunition and tear gas on Saturday to disperse protesters denouncing the military’s tightening grip on the country, killing at least five and wounding several, activists said.

The violence came as thousands of pro-democracy protesters yet again took to the streets across Sudan to rally against the military’s takeover last month. The coup has drawn international criticism and massive protests in the streets of the capital of Khartoum and elsewhere in the country.

The killings on Saturday took place in Khartoum and its twin city of Omdurman, and the dead included four killed by gunshots and one who died from a tear gas canister, according to the Sudan Doctors Committee. Several other protesters were wounded, including from gunshots, it said.

The rallies, called by the pro-democracy movement, came two days after coup leader Gen. Abdel-Fattah Burhan reappointed himself head of the Sovereign Council, Sudan’s interim governing body.

Lebanon is subjected to economic terrorism, military analyst says

A senior Lebanese political and military analyst says Lebanon is besieged by Persian Gulf Arab states through an economic terrorism.

Digging into the reasons as why Riyadh is punishing Lebanon and the Lebanese, we could simply find the following:
First, Riyadh is outraged with the futility of its allies in Lebanon that yielded no gains whatsoever in their antagonistic relation with Hezbollah, Saudi Arabia had supplied them with all kinds of support and spent billions of dollars to fight the party through its allies, and the whole issue ended with Hezbollah accumulating gains and successes on every level.
Riyadh has never treated Lebanon as a sovereign independent state, but as an another arena for its political influence where it could dictate its will as it likes. This was clearly dramatized when it imprisoned former Prime Minister Saad Hariri and forced him to resign back in 2017.
Second, Riyadh wants Lebanon to hold the brunt and responsibility of its humiliating defeat in Yemen, it accuses Hezbollah of helping Ansarullah and supplying them with military expertise.

The Yemeni UN-recognized government calls on the UNESCO and all other international partners to lend hand in order to restore Yemen's antiques and cultural properties smuggled abroad, minister of education said on Saturday.
Hundreds of Yemeni archeological items and historical manuscripts, which date back from thousands of years, have recently suffered systemic theft and smuggling, Tariq al-Aokbori added in Yemen's speech to the UNESCO 41st conference in Paris.

Priorities for the Recovery and Reform of the Electricity Sector in Yemen

Executive Summary

Electricity is the backbone of any economy and one of the necessities of modern life. Since even before the current war, poor electricity services in Yemen have been one of the key barriers to sustainable economic development and basic service provisions, such as water supply, health care, and education.

This policy brief presents an overview of the electricity sector and its relevant indicators prior to the conflict. It then outlines the impact of the conflict on the sector, and concludes with a set of priorities for restoring the pre-war capacity of the electricity sector, then further reforming it to improve its performance.

Immediate- to short-term recommendations include: adopting a realistic and practical recovery plan; securing funds for rehabilitating the infrastructure; reviewing the electricity tariff; reducing technical and non-technical electricity losses; purchasing electricity when needed through a competitive process and via least-cost options, such as gas and renewable energy; securing the fuel supply and the salaries of sector staff; resuming all suspended projects; finding sustainable and feasible solutions for the electricity supply in each governorate to avoid the challenges associated with the centralized grid; and installing sustainable stand-alone solar systems, compatible for connection to the national grid (when restored).

The medium- to long-term priorities include specific recommendations under five categories, relating to: the legal and regulatory framework; institutional arrangements; capacity and performance; private sector participation; and technical issues.

A number of leaders and recruits affiliated with Saudi-backed Islah Party were killed in Saudi-led coalition air strikes on Al-Khokha district, south of Hodeida.

The Yemeni Houthi militia fighting the government forces pulled 220 bodies of their fighters from three frontlines in Marib province on Saturday morning, sources from both sides said.

"The Houthis this morning pulled 167 bodies of their fighters from the frontline of Al-Jubah district in southern Marib and 53 others from the frontlines of Al-Kasarah and Al-Mashjah in the western Sirwah district," a government military source in Marib told Xinhua on condition of anonymity.

Yemen Human Rights Center Documents 70 Abuses Against Civilians in Taiz Last Month

In its latest report, the Human Rights Information and Training Center (HRITC) has documented 70 violations committed by Iran-backed Houthi militia against civilians in Taiz in the country’s south, during the month of October.

The center said that its field team was able to document the killing of 20 civilians, including two women and 6 children. The Houthi militia alone caused the deaths of 12 civilians, including two women and 5 children, it noted.

Also, six civilians were killed by the militia’s artillery shells. One civilian was killed by direct fire, another civilian was killed by a landmine explosion, and two civilians were killed by an explosive device explosion.

HRITC added that one woman was killed by a sniper’s bullets, while a child was executed by members of the Houthi militia.

Houthi rebels in Yemen on Saturday claimed to have shot down a US-made spy drone in the central province of Marib.

In a statement, rebel spokesman Yahya Saree said an American-made ScanEagle spy plane was brought down in al-Jubah district in Marib, adding that the aircraft was carrying out “hostile actions” in the area.

The spokesman said the drone was downed with a “suitable weapon” without specifying it.

Dina and Umniah: Two Victims of a Military Truck

A Heart-Burning Death

Dina Hayel Majlis (7 years), the youngest daughter in her family, lives in a in Al-Khokha, Al-Hodeidah Governorate, with her parents. At the beginning of the school year, she left the village and went to the city of Khokha to settle in her sister’s house. She and her niece, Umniah Fakhri Rassem (7 years old), joined the first grade in the May 22 Complex Primary School.

On the morning of Monday, February 17, 2020, the two girls – as usual – went to school with other girls from the neighborhood, carrying school bags on their backs with passion for learning.

At 11 a.m. the school day ended, and about 40 meters away from the school, while the girls were flocking back to their homes, a military squad vehicle affiliated to the 9th Giants Brigade (following UAE- backed Joint Forces in the West Coast) came rushing as usual, and did not wait or slow down, since it was in the vicinity of a school. It hit the two girls and then rammed them under the tires.

Dina, the little girl whose head was smashed and crushed, died instantly. As for the little girl, Amina, she was also hit in the head, but she died seven minutes later. The smiles painted on the bags they carried on their backs did not guard these two little schoolgirls from death.

The driver of the vehicle looked at the two girls after he ran over them, and fled, leaving them to fight death. The two girls were rushed to the Field Hospital in Al-Khokha, but to no avail. They were dead bodies and their school uniforms were replaced with grave shrouds.

The United Nations on Monday called for talks between the Yemeni government and Houthi rebels regarding developments in the coastal province of Hudaydah.

This came in a statement issued by the UN Mission to Support the Hudaydah Agreement (UNMHA).

The mission said it is aware of the withdrawal of the joint forces from the districts of Al-Durayhimi and Bait Al-Faqih and parts of the Al-Tuhayta district in Hudaydah and the control of Houthis, a move that it said resulted in significant changes in the lines of contact in the province.

The mission said the current developments need to be discussed between both sides, adding that it stands ready to facilitate the talks in accordance with the framework of the Hudaydah Agreement.

Yemen: UAE-Backed Militants in ‘Severe Disputes’

As the [Sanaa gov.] Yemeni forces continue to advance towards Ma’rib City, UAE-backed militants have withdrew from dozens of areas in Hudaydah, which would reportedly be the next target of the Yemeni troops’ liberating operations after Ma’rib.

Al-Mayadeen on Sunday cited sources as saying that the “sudden” withdrawal of UAE-backed militants, led by Haitham Taher, from the Southern areas of Hudaydah was followed by “undeclared, severe disputes between the UAE-backed factions” in Western Yemen.

According to the report, the withdrawal was a “stab in the back” of Tareq Saleh’s forces, which are stationed in Al-Mukha District, and left the armed groups affiliated with the so-called Southern Transitional Council in a state of “shock and confusion".

The report also added that Tareq Saleh-led forces are concerned that the withdrawal had taken place upon an agreement between Haitham Taher’s forces and loyalists to Mansour Hadi.

According to Al-Mayadeen, the entire Hudaydah Province has been liberated, except for Al-Khukha District.

Saudi-led forces execute ten prisoners of war in western Yemen

The National Committee for Prisoners’ Affairs in Sana’a has condemned the Saudi-led coalition’s execution of 10 war captives in the west coast front.

Yemen: Situation Update - Humanitarian Impact in Al Hodeidah and Red Sea Coast, 14 November 2021

According to field reports, on 12 November, forces aligned with the Government of Yemen (GoY) vacated their positions around Hodeidah City, including the Red Sea Mills, Kilo 16 area, the Thabet Brothers Industrial Complex and Hodeidah International Airport.

GoY forces also withdrew from Ad Durayhimi and Bayt Al Faqih districts, and most of the areas under their control in At Tuhayta District, reportedly redeploying to Al Khukhah City, some 90 kilometers south of Hodeidah City.

Field reports indicate that Ansarullah forces took control of the vacated areas up to and including most of At Tuhayta District. The situation remains extremely volatile, with reports of ongoing intense clashes between GoY and Ansarullah forces along the new areas of control lines.

HUMANITARIAN IMPACT

According to the GoY Executive Unit for Internally Displaced Persons, following these developments, some 700 families (approximately 4,900 people) were displaced to Al Khukhah City, while 184 other families (about 1,300 people) were displaced further south to Al Makha District. As of today, no displacement has been reported within the areas that came under control of the de facto authorities.

Aid partners on the ground report that a new IDP site, comprising 300 tents, has been established to receive the newly displaced families in Al Khukhah District. The Executive Unit for IDPs is reportedly looking to establish another IDP site to provide shelter to the increasing number of IDPs in the district.

It is expected that this new alignment of areas of control will result in the improved movement for civilians between Al Hodeidah and Sana’a governorates and with Al Hodeidah itself – as both the Kilo 16 road, which connects Al Hodeidah and Sana’a, and the coastal road, connecting Hodeidah City with Ad Durayhimi, Bayt Al Faqih and At Tuhayta districts, came under Ansarullah control.

Meanwhile, other pro-government forces that remain in the Hodeidah governorate repelled a Houthi attack south of the city, the officials said. At least three pro-government officers, including a field commander, were killed, they added.

The officials spoke to The Associated Press on condition of anonymity because they were not authorised to talk to the media, and the residents did so for fear of reprisals.

The deal – seen as an important first step towards ending a conflict that has devastated Yemen – was never fully implemented and the Joint Forces have accused the Houthis of repeatedly violating the 2018 deal.

Clashes erupt in Yemen's Hodeidah as pro-coalition forces cede ground to Houthis

Coalition warplanes launched airstrikes on Al Faza area south of Hodeidah as Houthi fighters battled UAE-backed forces until midnight, two military sources and residents said.

Yemen's warring sides clashed south of the Red Sea port city of Hodeidah late on Saturday after Iranian-backed Houthi fighters moved into territory ceded by forces allied to a Saudi-led coalition, military sources and witnesses said.

Yemeni forces backed by the United Arab Emirates had on Friday announced they were redeploying from around Yemen's main port in the west, a move which a UN monitoring mission and the government said they had no advance notice of.

The Saudi-backed government and the Iran-aligned Houthis, who hold Hodeidah city, had in 2018 agreed a United Nations-sponsored pact for a truce in Hodeidah that largely held and a troop withdrawal by both sides, stalled since 2019.

Al Faza lies 15 km (9 miles) from coalition-held Al-Khokha, to which hundreds of Yemenis have fled after the Houthi advance.

Sanaa forces close to take control over al-Hayma port south of Hodeidah

The National Salvation government Forces (Sanaa forces) get close to take control over the strategic port of Al-Hayma in al-Khokha district, south of Hodeidah province, well informed sources reported on Saturday.

According to the sources, units of the army forces and popular committees advanced this morning towards the northern outskirts of al-Khokha district, a few kilometers from its center.

The sources said that the advances of Sana’a forces in Al-Khokha come after the complete withdrawal of the UAE-backed forces .

This morning, the port of Al-Hayma witnessed violent clashes that resulted in the death of the commander of the “4th Tihama Brigade”, Brig. Gen. Haitham Barri. The 4th Brigade is a military faction of the Islah Party, Yemeni branch of the Muslims brotherhood

Local sources confirmed the withdrawal of Islah militants to the back fronts after they refused to withdraw in the past two days.

[Sanaa gov.] Yemeni forces reopen Kilo 16 road between Sana'a and Hodeidah as three years of Emirati blockade ends

Yemeni army forces and Popular Committees have on Friday morning the reopened the road at Kilo 16, which links the cities of Sana’a and Hodeidah, following the withdrawal of UAE-backed aggression forces and mercenaries stationed in the vicinity.

The Kilo 16 area is the second main gateway in and out of Hodeidah province. It is also a main corridor for citizens travelling and returning to Hodeidah from various governorates of the Republic. The road had been closed for the past three years by the aggression forces.

Hodeidah Governor Mohammed Ayyash Quhim has officially welcomed visitors to Hodeidah city after the entrance was opened and secured.
