Yemen’s Tribes Offer a New Path Toward Peace

Local tribal mediation in numerous areas across the country has resulted in the warring parties exchanging many thousands prisoners throughout the conflict, where years worth of high-profile United Nations-led efforts to do the same bore fruit only once, in October 2020.

In international circles, the topic of tribes in Yemen is often framed by one of two narratives. One is an anthropological perspective that views tribes with fascination and casts Yemen as a living museum of archaic social groupings. The other paints Yemen’s tribes as a primary obstacle to the development of the state and the modernization of society, and as drivers of conflict. This second perspective is also present inside Yemen, particularly among some elites, who view tribes as traditionalist elements that held back state-building efforts in the country’s modern history. In reality, the dynamic between the country’s tribes and the state has been far more nuanced and multifaceted.

In early December 2021, some 50 tribal figures from all areas of Yemen gathered in Amman, Jordan, at a conference organized by the Sana’a Center and the Crisis Management Initiative, supported by the European Union, and attended by several western diplomats and the UN Special Envoy for Yemen. It was years in the making, with preliminary meetings having taken place both inside Yemen and abroad. At issue was the ongoing war and the need to bring it to an end for the good of all.

The conference produced a concluding statement that is remarkable in the values and principles it embodied. The statement called for a comprehensive ceasefire, the opening of roads and respect for their sanctity, the release of all detainees and prisoners, partnership under the umbrella of the republic, justice and equal citizenship, immediate and unconditional political involvement in negotiations, a comprehensive peace process that includes local frameworks, the payment of salaries to all state employees across the country and for complete implementation of the Riyadh and Stockholm agreements. These tribal figures – many representing social groups that have fought on both sides of the conflict and suffered horrific losses in doing so – bridged their divides and came together, united behind the shared desire to end the war and begin the process of national rebuilding and reconciliation.

This is a new opening for achieving peace in our war-ravaged country. It deserves the backing and engagement of all stakeholders who wish to see the carnage end.

Security Council Experts Stress Need to Curb Arms Smuggling to Houthis

In its most recent report to the UN Security Council, the UNSC sanctions committee on Yemen briefed the international body about Houthi involvement in sexual violence, especially against women who oppose their movement.

The 51-page report also sheds light on the continued weapons trafficking to Houthis in the war-torn country. Moreover, it exposes the Iran-backed group’s continued recruitment of child soldiers in areas under its control.

It included data and statistics on the military, political and economic conditions and the violations committed by the Houthi militia during the past year, especially in the Marib Governorate and the West Coast.

It also touched on the developments of the Stockholm Agreement and the Riyadh Agreement.

In the report, the committee accuses Houthis of committing violations against residents of areas under their control and preventing the UN Mission to Support the Hodeidah Agreement from carrying out its work.

Turning to Yemen, where there is also a bleak humanitarian picture to be painted. Our humanitarian wing says that funding shortages are continuing to affect the humanitarian operation in Yemen. The 2021 Humanitarian Response Plan received 58 per cent of its funding requirements, leaving a $1.6 billion shortage. As a result, aid agencies are being forced to scale down and close vital programmes. As we reported to you back in December 2021, emergency food assistance is being reduced for 8 million people across the country. Reproductive health services, water, protection and other programmes are also scaling back. We urge donors to sustain — and wherever possible increase — their funding to the humanitarian response in Yemen, which represents a lifeline to 16 million people. In 2022, we will also be working closely with all stakeholders to promote a stronger economy in Yemen, as economic collapse is the main factor causing greater humanitarian needs.

WFP opens new year by sending rotten flour shipment to Yemen

The World Food Program (WFP) has sent a shipment of expired flour to Yemen, an informed source in Sanaa said on Thursday.

The source explained that the shipment was seized on board a ship carrying 250,000 bags of expired flour, noting that the program was informed that the flour shipment did not conform to the approved standard specifications.

“We informed WFP of our absolute rejection of the shipment of rotten flour, and we demanded that it be re-exported on the same ship,” he said.

Saudi princess freed after nearly 3 years in jail

Saudi authorities have released a princess detained in the kingdom under mysterious circumstances for nearly three years, her supporters said on Sunday.

The princess, Basmah bint Saud, a daughter of Saudi Arabia’s second king, disappeared in March 2019 and landed in a notorious Saudi prison without charge, she wrote on social media at the time.

The reason for her arrest along with her daughter was not clear, as she never wielded significant influence.

60 political detainees in Saudi prisons suffer from tragic conditions

About 60 female political detainees are suffering from tragic conditions in several prisons run by Saudi authorities, without taking into account their humanitarian and health needs.

Sanad human rights organization revealed in a statement that the Saudi security arbitrarily arrested 12 women during a campaign targeting human rights activists in 2021.

The statement stressed that the Saudi regime’s arrest of girls and women for their peaceful activities is evidence of the lack of justice and human rights.

The report also said that the Saudi authorities have deprived the freedom of dozens of female prisoners of conscience, on malicious charges, based on their peaceful activism or expression of opinion.

The organization reported that 56 female prisoners of conscience in prisons, out of 109 who were imprisoned during the past years.

“Dozens of female detainees of conscience face grave violations, most notably the denial of visits, the appointment of a lawyer, and enforced disappearance, as well as psychological and physical torture, and lonely confinement.”

Meanwhile, “Prisoners of Conscience” in the Kingdom of Saudi Arabia said on Twitter that female detainees in the “Al-Tarfaya Prison had serious illnesses due to the prison administration’s intentional imposition of a policy of health neglect against them.

Jazan province orders inquest following backlash over presence of performers at a street parade last week

Footage of half-dressed samba dancers in Saudi Arabia has sparked strong reactions on social media, prompting an investigation by a local province.

Last week, video clips surfaced online of three foreign performers, dressed in bright blue and pink traditionally embellished samba costumes, attracting large crowds as they danced down a busy street in the southern city of Jazan.

The dancers, whose arms, bellies and legs were partly exposed, summoned high fives with local attendees, as they paraded alongside male drummers.

The performance was part of the Jazan Winter Festival, one of a number of entertainment events put on by Saudi authorities across the country.

Entertainment forms a key part of the conservative kingdom's Vision 2030 strategy to move away from oil-reliance and improve its international reputation, under the de-facto leadership of Crown Prince Mohammed bin Salman (commonly known as MBS).

Biden’s Middle East Strategy Is Ruthless Pragmatism

There’s a single thread connecting the White House approach to the region, from Syria to Saudi Arabia.

It strikes me that Biden does have a strategy for the Middle East. That is to say that he and his advisors have considered regional problems, how they intersect with America’s interests, what resources are available to the United States, and what the costs are of pursuing a variety of policies. The result is a strategy that can be described as “ruthless pragmatism.” No wonder why both human rights activists and hawks are crying foul.

Ruthless pragmatism is perhaps clearest in the Biden administration’s Syria and Yemen policies. Based on the president’s statements during his run for the White House, one would have expected him to take a more active role in Syria.

Yemen is the other place where Biden’s ruthless pragmatism is clear. There was a lot of anger among human rights groups and progressive members of Congress when the Senate voted in favor of a $650 million weapons package for the Saudis. The administration said that the sale was for “defensive weaponry,” but opponents of the deal cried foul. They have a point. What constitutes a defensive weapon often depends on whom you ask.

The Houthis, a loathsome group that shares in the responsibility for Yemeni suffering, would make the case that their missile and drone attacks on Saudi territory is defensive. The Saudis, who are also responsible for Yemeni suffering would disagree, making the case that their airstrikes in Yemen are defensive, too. It’s this kind of semantic fuzziness that contributes to Biden’s ruthless pragmatism. Even leading critics of the Saudi war effort like Senator Chris Murphy (D-Conn.) voted for the arms package because, as he claimed, the weapons bound for Saudi Arabia will help the country defend itself.

Of course, there is more going on here, at least for the administration. Cutting off the weapons supply to the Saudis is not going to stop the war in Yemen. It may make it harder after some time, but the Yemen conflict will not end by an act of Congress. The Biden administration’s policy is based on this reality and on a recognition that it is awfully hard to make Saudi Arabia into a pariah. Since Jamal Khashoggi’s murder, the intervention in Yemen, revelations of other Saudi human rights abuses, and the shale revolution in the United States, the view among Washington’s foreign policy analysts and members of Congress is that there is an opportunity to change the U.S.-Saudi relationship. That Riyadh needs Washington more than Washington needs Riyadh, and this fact gives the United States leverage. Like everything else in life, the U.S.-Saudi relationship is more complicated. The two countries need each for different things and often at different times.

The conflict in Yemen is awful and made worse by the Saudi intervention in 2015. Yet, when it comes to Saudi Arabia, Biden has another issue to worry about that is intertwined with his own politics and national interest (though when are these not intertwined?): the free flow of oil and the ability of the Saudis to affect the price of that oil, and, by association, what American consumers pay at the pump. Analysts have raised concern about the stability of the Arabian Peninsula and threats to strategic waterways like the Mandeb Strait and Red Sea resulting from a Houthi victory, especially given their links to Iran. That is all valid and important, but wrapped up in the weapons sales is a need to elicit Saudi help. Biden would like Saudi Arabia to pump more oil because he is getting killed politically for inflation and high gas prices.

There is nothing edifying or heroic about Biden’s ruthless pragmatism, but foreign policy is often about making decisions that are morally suspect. Give Biden and his team credit where credit is due, however. Unlike their critics, they are engaged in strategic thinking – by Steven A. Cook

US naval commander discusses maritime security with GCC head

Secretary-General of the Gulf Cooperation Council (GCC), Nayef Al-Hajraf, yesterday met with Commander of the US Naval Forces Central Command (NAVCENT), Lieutenant-General Charles Cooper, to discuss ways of strengthening the security and safety of waterways and marine navigation in the region.

Arms sales to repressive regimes are more than just a human rights issue

It’s often overlooked that sending weapons to rogue nations like Saudi Arabia and the UAE undermines US security interests.

Critics of U.S. arms sales policy often oppose questionable deals based on their impacts on human rights and civilian harm, and rightly so. The devastation and repression fueled by U.S. transfers to regimes like Saudi Arabia, the UAE, Egypt, and the Philippines should be opposed based on the human consequences, not to mention the impact on the United States’ reputation in the world. But it is less often noted that sales to these same governments undermine U.S. national security writ large.

For example, as noted in a July 2020 Quincy Institute report on U.S. interests in the Middle East [emphasis added], “the U.S. military’s large footprint in the region, combined with voluminous U.S. arms sales and support for repressive regimes, drives instability and exacerbates grievances and conditions that threaten the United States.” Indeed, the well over $100 billion in U.S. arms sales to Saudi Arabia and the UAE over the past decade has enabled and emboldened them to wage a devastating war in Yemen that has resulted in the deaths of over a quarter million people and put millions at risk of famine, even as it has fueled animus towards the United States and served as a recruiting tool for extremist groups.

The UAE’s regional role also undermines long-term U.S. interests. By violating a U.N. embargo on the parties to the civil war in Libya and launching drone strikes there, it has undermined efforts to settle the conflict, to the detriment of peace and stability in North Africa.

A recognition of the security consequences of runaway arms sales to repressive regimes, coupled with attention to human rights and civilian harm, could reverse the longstanding tendency to throw human rights overboard in arms sales decision making.

The role of arms sales to repressive regimes in harming U.S. security should be a central concern of the Biden administration’s forthcoming Conventional Arms Transfer directive.

Many Americans Want Talks With Iran, Even if a Deal Won’t Stop the Bomb

Americans are concerned about Iranian nuclear weapons and are open to lifting sanctions to kick-start negotiations, but a sharp partisan divide makes reaching an accord complex

77% of U.S. voters are concerned Iran will manufacture nuclear weapons and a plurality support dropping sanctions to resume talks, even if more are skeptical that a deal would preclude the Islamic republic from going nuclear.

Opinions on the deal are swayed heavily by framing: 56% support the 2015 agreement, though partisan gaps widen over the question of whether Trump was right to withdraw from the deal, with 67% of Republicans supporting the withdrawal and 65% of Democrats opposing it.

In Iran, President Ebrahim Raisi’s administration seeks a better deal than his predecessors attained in 2015 to maintain political credibility at home, making concessions harder.

Most American voters still support the 2015 Iran nuclear deal and believe sanctions should be eased on Tehran if it triggers resumed talks, according to new Morning Consult polling — even as a slim majority said a new deal may not prevent Iran developing a nuclear weapon.

However, President Joe Biden’s window of opportunity to act is shrinking as midterm elections approach and former President Donald Trump’s shadow looms large, with voters split sharply along party lines over his 2018 decision to withdraw from the Obama-era deal.

After Trump pulled out, opponents of former President Hassan Rouhani criticized his administration for putting Iran’s security at risk without securing sufficient guarantees. Those critics are now in power, and they are sticking to their demands for better terms for Iran than the 2015 accord, even as domestic political concerns also stymie concessions from Washington.

Two years after Soleimani killing: more shadows than light for Iran

Tehran vowed to purge American influence from the region. On that score, their record is decidedly mixed.

Regionally, the goal of Washington’s military withdrawal from West Asia was unrealistic to begin with as many countries in the region relied on alliance with Washington for their security needs. Predictably then, there is not a slightest sign of Qatar wanting to expel the U.S. airbase in al-Udeid, nor Turkey leaving NATO, despite its mercurial president’s own disagreements with the U.S. Meanwhile, Saudi Arabia, Bahrain and United Arab Emirates all have their own extensive security relationships with Washington. To think that they would give them up, short of revolutions toppling their regimes, is delusional.

On the practical level, however, the continuing U.S. presence notwithstanding, Iran has shown flexibility by engaging in negotiations with Saudi Arabia and UAE, its foremost adversaries among the Persian Gulf nations. In that sense, the increased synergy between the “battlefield” and diplomacy, initiated by the Raisi administration, may have played a positive role in eliminating Riyadh’s excuse for not engaging seriously with Tehran. De-escalation with Riyadh and Abu Dhabi shows that Tehran is capable of separating its strategic goals from pragmatic tactical steps aimed at lowering tensions.

Ironically, where the U.S. has withdrawn or reduced its engagement, Iran’s interests have suffered.

A military strike on Iran is the worst non-proliferation strategy

Several questions are critical in this debate. Will the U.S. secure a longer and stronger non-proliferation objective by carrying out a military strike on Iranian nuclear facilities? Will the strike be able to convince the Islamic Republic’s leadership to abandon sensitive parts of its nuclear program, if not the whole program? Given the limits of military strikes, is the threat of war a meaningful strategy and does it pose a credible threat to Iranian leaders? What would be the consequences for the U.S.’s future ability to respond if Iran decides to speed up a new weapons program after the strike?

Debates on a military solution to Iran’s nuclear program are heavily polarized between those arguing that a threat of war and a preventive non-proliferation military strike can be a solution and those arguing that military action will only accelerate Iran’s nuclear program. This difference of opinion is also at the core of the divergence in U.S. and Israeli intelligence assessments.

The truth is that it is highly unlikely that Tehran would abandon its nuclear program after a military strike. There are serious operational limits to the success of such an operation that at the end would enable Tehran to restart key areas of its nuclear activity, likely shortly after the attack. The spokesman for the Iranian Parliament National Security and Foreign Policy Committee has said Iran is ready to mediate between Yemen and Saudi Arabia to settle their conflict.

Military bases in Iraq and Syria that hold American troops were attacked Wednesday, though no US forces were killed in the strikes, according to Iraqi officials and the US-led coalition.

There have been multiple attacks this week coinciding with Monday's second anniversary of the US assassination of a key Iranian general.

"It's difficult to know with great specificity and certainty ... what accounts for the frequency of these attacks," Pentagon press secretary John Kirby told reporters. Danny Citrinowicz, ex-head of Military Intelligence research, says politicians’ inability to adopt a nuanced approach led to ‘colossal’ policy failure, sped up Tehran’s nuke effort

As head of the Iran branch in the Military Intelligence’s Research and Analysis Division, Citrinowicz was charged with analyzing the strategic intents of the regime in Tehran. This was from 2013 to 2016 during the leadup and the immediate aftermath of the signing of the multilateral nuclear deal known as the Joint Comprehensive Plan of Action.

Citrinowicz was subsequently dispatched to Washington, where he served as the Military Intelligence deputy attaché to the US, coordinating intel sharing with American counterparts for three years during which Netanyahu pushed then-US president Donald Trump to vacate the JCPOA.

In an interview with The Times of Israel, Citrinowicz characterized Jerusalem’s policy on Iran as a “failure,” and lamented his government’s decision to ignore the shift taking place in the Islamic Republic that he and his colleagues had identified. By encouraging the Trump administration to withdraw from the deal and to impose “maximum pressure” sanctions against Tehran, Israel helped dramatically weaken a more moderate force and blunt the impact of that shift, the retired major argued.

Now, Citrinowicz fears that Israel and Iran are on a “collision course,” with Tehran as emboldened and aggressive as ever. Unlike Rouhani, Iran’s newly elected president Ebrahim Raisi does not prioritize a return to the nuclear deal and believes Tehran can withstand US sanctions thanks to growing alliances with Russia and China, the ex-senior intelligence analyst argued.

As world powers returned to Vienna this week for a seventh round of talks aimed at reviving the JCPOA, Citrinowicz maintained that the only way the sides will succeed is if the US is willing to compromise significantly.

And while Israel’s leaders continue to warn negotiating powers that it is not party to whatever agreement they reach and that it reserves the right to act on its own if necessary, Citrinowicz said that Jerusalem’s ability to influence the talks in Vienna is negligible.

“Iran will only change its strategy if it feels like the regime is in real jeopardy,” Citrinowicz said. “And they believe that the only country capable of really threatening them is the US, not Israel.”

“I believe that Elbadawi is a man of integrity, and that he would never accept to be a figurehead of an authority that is de facto controlled and directed by the military,” said Suliman Baldo, an expert on Sudan with The Sentry, a policy-investigative team tracking corruption in Africa.

Alle Lieferungen stammten mit hoher Wahrscheinlichkeit aus demselben Hafen: Jask in Iran. Dies berichtete am Sonntag das Wall Street Journal unter Berufung auf einen unveröffentlichten Bericht des UN-Sicherheitsrats. Jask ist in den vergangenen Jahren offenbar von einem eher provinziellen Hafen zu einem wichtigen Umschlagszentrum geworden.

Doch Iran steht schon lange im Verdacht, sich darüber hinwegzusetzen. Das Conflict Armament Research Center wies bereits 2018 nach, dass die Huthis Sprengsätze mit iranischen Bauteilen verwenden. Thousands of weapons seized by the U.S. along supply routes for Yemen’s Houthis likely originated from Jask in Iran’s southeast, according to a draft report

Thousands of rocket launchers, machine guns, sniper rifles and other weapons seized in the Arabian Sea by the U.S. Navy in recent months likely originated from a single port in Iran, according to a confidential United Nations report that provides some of the most detailed evidence that Tehran is exporting arms to Yemen and elsewhere.

The draft report prepared by a U.N. Security Council panel of experts on Yemen said small wooden boats and overland transport were used in attempts to smuggle weapons made in Russia, China and Iran along routes to Yemen that the U.S. military has tried for years to shut down. The boats left from the Iranian port of Jask on the Sea of Oman, the U.N. report said, citing interviews with the boat’s Yemeni crews and data from navigational instruments found on board.

Once an obscure port that exported fruits and vegetables to Oman, Jask is a small port town in Iran’s southeast that has grown in strategic significance in the past decade. In 2008, it started hosting a naval base, and an oil-export terminal opened there last year.

US officials said Jask has been used as a departure point for Iran’s Islamic Revolutionary Guard Corps for some time, but the UN report provides the first detailed evidence about specific arms shipments tied to the port.

Reports published in recent days accusing Iran of shipping arms to Yemen are kind of unprofessional media propaganda campaign and psychological operation (PsyOp) by misusing parts of a draft report by a group affiliated to the United Nations.

The Wall Street Journal published a story reflecting biased and selective parts of a report prepared by an UN-affiliated body. It is interesting that such an accusation against Tehran has not been verified by the Yemen Sanctions Committee, which presented the draft text.

According to diplomatic sources in New York, the American newspaper reflected only parts of the press release of the UN committee, which echoed claims made by a party involved in the war on Yemen or their supporters; while given the facts on the ground, the expert group announced that they are not able to verify the accusations independently.

The UN diplomatic sources, who are aware of the methods of certain UN Security Council member states to misuse such press releases, said that the UN experts are being provided with unfounded data in a bid to reflect the interests of certain groups. When incorrect information is being published by a high-profile organization such as the UN, it seems to be acceptable in the eyes of some people. Then, certain media outlets republish the false claims under the title of "according to a report by the UN," and wrong information is circulated this way to create news waves and psychological operations.

The expert group of the Yemen Sanctions Committee has been in the spotlight by certain UNSC member states in recent years and they propagated selective parts of the group's reports; an act which has been opposed by other member states and independent countries.

Mysterious ancient tombs reveal 4,500-year-old highway network in north-west Arabia

Archaeologists, affiliated to the University of Western Australia (UWA) have determined that the people who lived in ancient north-west Arabia have built long-distance ‘funerary avenues’, major pathways flanked by thousands of burial monuments that linked oases and pastures, suggesting a high degree of social and economic connection between the region’s populations in the 3rd millennium BCE.
Publication of the findings in The Holocene the journal caps a year of tremendous progress by the UWA team, working under the Royal Commission for AlUla (RCU), in shedding light on the lives of the ancient inhabitants of Arabia.
The existence of the funerary avenues suggests that complex social horizons existed 4,500 years ago across a huge swathe of the Arabian Peninsula. The finding adds to the steady progress by archaeologists working under the auspices of RCU in understanding the hidden story of the ancient kingdoms and earlier societies of north Arabia.

Yemen.. A new deterioration of the riyal against foreign currencies

Today, Sunday, the local currency in Yemen witnessed a new deterioration against the main foreign currencies in the areas under the control of the government.

Banking sources in the city of Taiz (southwest) told Anadolu Agency that the Yemeni riyal recorded a significant deterioration by 1220 riyals to the dollar in Sunday's transactions.

She added that this deterioration came after the riyal recorded an increase of 870 riyals to the dollar in late December.

It was the lowest level recorded by the local currency in early December, when it amounted to 1700 riyals per dollar.

The Editorial

External trade is considered a key and important activity as part of the national economy in any nation, and can significantly contribute to economic development of the country. At the external level, it is the window for Yemen to engage with the outside world, while in the meantime fostering business ties and Yemen’s economic integration into the global and regional economic blocs. It also promotes Yemen’s image aboard, through the goods and services that the country exports, especially commodities with comparative edge such as coffee, honey and fisheries. Locally, the commercial sector has contributed much to GDP, i.e. nearly 15.4%, on average, during 2012-2020. The sector also employs about 23% of the total workforce. It serves as the key channel for most productive, essential and luxury goods and services highly needed by both the economy and the citizen.

This issue of YSEU seeks to analyze performance by the Yemeni external trade sector across the various indicators over the past period. Key aspects of external trade policies are also reviewed, including Yemen's journey to accede to the World Trade Organization (WTO) and secure membership in the Pan Arab Free Trade Area (PAFTA). The sector's relationship with economic variables are also highlighted, particularly those variables with direct and rapid impact on the lives of citizens, such as inflation and exchange rates, as well as the impact of the conflict and war and major challenges facing the sector. As conclusion, it introduces a set of policies and actions needed to overcome those challenges.

After all these years of war, many analysts still neglect the important question: What does Saudi Arabia want from Yemen? Because the answer to this question will certainly reveal the Saudi goals in Yemen. When we look back at history, specifically in the early days of the unification of the Kingdom of Saudi Arabia, there were some skirmishes, as can be expected.

King Abdulaziz was keen that Yemen remain for its people without prejudice to its nature or political composition. Professor Muhammad al-Manea mentioned in his book on the history of the Kingdom, a book translated by Dr. Abdullah al-Uthaymeen into Arabic, that King Abdulaziz has always emphasized that Yemen is for the Yemenis.

Therefore, this policy remained the guideline for a long period that extended until the emergence of the armed Houthi groups. Whoever believes that Saudi Arabia, which dealt with Yemen as a neighbor over many decades, would allow Yemen to be a source of concern in the region, specifically on the side of the Arabian Peninsula, is wrong.

Iran and its proxies are emboldened by lack of accountability - analysis

Iran has set its sights precisely on countries in which its proxy groups have taken over the government and carried out extrajudicial killings.

It is a unique aspect of Iran and its proxies that attacks in any country in the Middle East and trafficking arms across the region appear to receive total impunity. This is unique because other countries that have sent weapons to conflicts in the region have been called out.

The UAE, for instance, is currently in the crosshairs of at least one recent article at Foreign Policy slamming the US for not reining in Abu Dhabi; Turkey is accused of a role in Libya; Russia is routinely critiqued for its role in Syria, Libya and other conflicts; Saudi Arabia has gotten slammed for its campaign in Yemen.

Iran’s impunity appears to be large in this respect. No other country in the region has been accused of trafficking drone technology and having proxy militias use the drones to attack third parties.

The first notable thing about this network is that it's almost exclusively run by accounts with photos of attractive young Arab women. Very catfish-esque. It was probably bigger at one point, but in October 2020 there were around 64 of these accounts. The photos are presumably to drive engagement. But there is also the danger that the images were designed to facilitate phishing through honey traps. The accounts largely follow the same modus operandi. They have a scenic image of an Arab country as their banner image.

Biden’s Moment of Truth in Iran

With negotiations likely to fail, he’d better be prepared for a military strike.

Negotiations in Vienna over Iran’s nuclear program started this week and quickly stalled—and little wonder. Tehran is striding toward nuclear weapons and has little interest in a diplomatic breakthrough.

That makes it almost certain that President Biden will soon face the fateful choice between allowing the clerical regime to become a nuclear-weapons power and using military force to stop it. The red line for military action will come when Iran’s timeline to sprint to a nuclear weapon shrinks to less than the Pentagon’s response time. On the current trajectory, that could happen early this year. If and when it does, the president should order military strikes on Iran’s nuclear facilities to prevent Tehran from building the bomb.

The best possible resolution of this crisis would be a negotiated settlement that verifiably and permanently closes off all Iranian pathways to the bomb. But the 2015 nuclear deal failed to do that, and Tehran isn’t interested in any agreement that does.

Meanwhile, time is running out.

Fortunately, Washington has effective military options. There is little doubt the Pentagon can destroy Iran’s nuclear facilities (even those that are deeply buried and hardened), as several defense secretaries have stated.

American strikes would delay Iran’s efforts by years at minimum and forever at best – by Mr. Dubowitz, chief executive of the Foundation for the Defense of Democracies. Mr. Kroenig, professor of government at Georgetown, director of the Atlantic Council’s Scowcroft Strategy Initiative and a former senior policy adviser at the Pentagon (2017-21).

Coalition warplanes renew bombing of water tanks, telecommunications network in Saada

In the past few hours, Saudi-led coalition warplanes have renewed airstrikes on Saada province, targeting a number of basic services for citizens.

On Tuesday evening, the coalition warplanes carried out three raids on water tanks in Haql Talmus area and two raids on the telecommunications network in the Bani Moeen area of the border directorate of Razih, a security source said.

Moreover, the Coalition warplanes re-targeted the communications network in Al-Abdin area, south of Saada city two times, bringing the number of airstrikes on the telecommunications network in the Al-Abdin area to eight in the past few hours.

Citizen killed, another wounded in aggression air raid on Marib (Jan. 11)

A citizen was killed and another was seriously injured on Tuesday when an airstrike of the Saudi-led aggression coalition warplanes hit residential houses in Harib district of Marib province, a local source said.

The source explained that the aggression fighter jets launched an airstrike on the village of Al-Butohaif, which resulted in the killing of the citizen, Musaed Yahya Hussein Al-Tuhaifi, and the wounding of the citizen Faris Hizam Al-Tuhaifi with serious injuries.

Two Yemeni civilians have been killed in the northern governorate of Sa'ada, al-Masyra said Saturday, following an airstrike launched by the Saudi-led coalition on the Houthi stronghold.

On Friday night, the Arab coalition warplanes carried out four raids targeting residential areas in the vicinity of Sa'ada city, leaving two civilians killed, the Houthi-run TV added.

More than 390 Houthis have been killed in various operations in Yemen, the Arab coalition said on Thursday.

Mistaken strikes hit military group in Shabwa

The Saudi-led coalition warplanes waged on Wednesday mistaken strikes on a group of the Islah Party recruits, including military leaders, in Shabwa province, local sources said.

The sources affirmed that the warplanes launched two raids targeting the group in the Shabwa axis loyal to the coalition forces led by Nasser Al-Quhaih Al-Harthi, the commander so-called of Al-Nasr Brigade in the district.

The sources confirmed that the coalition forces moved to transport the wounded and the charred remains of the dead, under the extreme secrecy.

Coalition warplanes bomb 1st Military Region’s brigades in Hadramout

The US-backed Saudi-led coalition fighter jets on Wednesday evening launched several raids on camps and brigades of the so-called “1st Military Brigade” in Hadramout province, eastern Yemen.

Military sources reported that the coalition launched eight air raids on the military region camps, loyal to the Islah Party military leader “Ali Mohsen al-Ahmar”.

This came after the first military region brigades refused the coalition leadership’s directives to head to the province of Marib and Shabwa, the sources explained.

The sources did not reveal the toll of the dead or wounded members of the brigades as a result of the raids.

Dozens of UAE, Saudi-Backed Militants Killed in Yemeni Missile Strike in Shabwah Province

Dozens of militants sponsored by the United Arab Emirates (UAE) and Saudi Arabia have been killed when Yemeni army soldiers and fighters from allied Popular Committees launched a missile strike against their position in Yemen’s Southern province of Shabwah.

Informed sources, speaking on condition of anonymity, told Yemen News Portal website that a massive explosion shook a military camp of the UAE-backed militants – better known by the nom de guerre the Giants – in the Nokhan area, which lies East of the provincial capital of Ataq, on Monday evening.

At least five people were killed on Saturday in a landmine explosion in Yemen's southern province of Shabwa, a military official told Xinhua.

4 civilians killed in Houthi missile attack on Yemen fuel station

Four civilians were killed in a missile attack by Iranian-backed Houthi rebels on a fuel station in Yemen's southern Shabwah governorate, the country’s official news agency reported on late Thursday.

Fighting has almost stopped in Taiz and Hodeidah as the battle moves to the oil-rich provinces of Marib and Shabwa

With its highly prized oil fields, the coastal province of Shabwa in Yemen’s south has moved centre-stage in the ongoing war in recent months.
The country's third-biggest province has largely stayed out of the spotlight during the course of the conflict, as major battles raged elsewhere. But after a bitter dispute erupted in Shabwa between fighters backed by the United Arab Emirates (UAE) and pro-government forces, the Houthi rebels made their move. Now, a counter-offensive has been launched to push them back.

“We fought on different fronts, but none are as important as this,” Abdulrahman al-Maini, a pro-government fighter, told Middle East Eye.

In September, the rebel group moved in on the northern districts of Shabwa, taking over Bayhan and Ain and briefly capturing Osailan.
MEE reached out to a pro-Houthi source, who said the focus of their attacks is determined by recent developments in the conflict, without giving more details on the movement’s strategy.
In response to the internal disputes within Shabwa, and the Houthi assault, a pro-UAE group known as the Joint Forces has been shifting its fighters to the oil-rich province. Al-Amaliqa Brigade, which is part of the Joint Forces, followed suit in late December, moving a large number of its fighters from Hodeidah and Taiz to Shabwa.
For now, pro-government forces and UAE-backed fighters have put their differences aside to stop the Houthi advances. With the air support of the Saudi-backed coalition, the anti-Houthi alliance has managed to regain control of Osailan district, as the fighting now moves to Bayhan.

Shabwa is of particular value to both sides not only for its oil fields, but because it’s home to the port of Balhaf. This southern sea port, which has been under the control of the UAE since 2016, is equipped with a liquefied natural gas (LNG) plant, a key asset in the export of gas.

In the neighbouring Marib province, located northwest of Shabwa, another fight is ongoing to control this oil-rich region.
“Marib is a dream for the Houthis,” Abdulqudoos, a fighter in Marib who didn’t reveal his last name for safety reasons, told MEE. “They want to take over oil fields, but we will not allow them to advance towards that.”

Houthi shelling kills 8 in Yemen's Shabwa

A total of eight people were killed Wednesday when members of the Houthi group shelled a residential building in the country's southern province of Shabwa, a military official told Xinhua.

"The Houthis randomly shelled a residential building belonging to the chief of the local authority in Usaylan district of Shabwa, where intense fighting is still taking place," the local military source said on condition of anonymity.

Eight people were killed and several others injured as a result of the shelling, he said.

The Houthi shelling coincided with the presence of senior pro-government military leaders and tribal figures who were gathering inside the residential building, he added.

Most of the military leaders survived the Houthi shelling unharmed while their bodyguards died, according to the official.

Yemen conflict escalates, government forces advance in south

Forces of Yemen’s internationally recognized government have reclaimed large swaths of territory in a southern province from Iran-backed Houthi rebels, government officials said Wednesday.

The push in the southern province of Shabwa comes amid heavy airstrikes by the Saudi-led coalition battling the Houthis elsewhere in Yemen, including the capital of Sanaa. The rebels have also stepped up their cross-border attacks, using ballistic missiles and explosive-laden drones to target Saudi Arabia.

A Yemeni military spokesman, Mohammed al-Naqib, said the troops’ advance in Shabwa aims to cut supply lines for the Houthis who have been attacking the key city of Marib, the last government stronghold in northern Yemen, since early last year.

On January 5, the Houthis (Ansar Allah) released new combat footage from their recent large-scale operation in the northern Yemeni province of al-Jawf.

The footage shows Houthi fighters capturing the al-Khanjar camp and the mount of al-Shabakah from Saudi-backed forces. During the clashes around the camp, many Saudi-backed fighters were killed. Several military vehicles of Saudi-backed forces, including two T-55 battle tanks, were also destroyed or damaged.

UN voices 'concern' over key Yemen port after military claim

The UN mission in Yemen's rebel-held port of Hodeida expressed "great concern" on Tuesday over claims it was being used for military purposes and demanded access for an inspection.

The United Nations Mission to Support the Hodeida Agreement (UNMHA) said the port was vital for the impoverished country, where a seven-year war has pushed millions to the brink of famine.

"UNMHA reminds the parties that Hodeida ports are a crucial lifeline for millions of Yemeni people," it said in a statement.

Abed Mohammed Al-Thor, deputy head of the Moral Guidance Department in the Yemeni Army, said any military action on the two ports “would aggravate the Yemeni crisis and multiply the suffering of Yemenis, as Hudaydah port is the sole vital artery for the besieged Yemeni people”.

Yemen [Sanaa gov.] calls on UN ceasefire mission to halt Saudi plans to bomb Hodeidah port

Head of the National Team for Redeployment, Major General Ali Hamoud al-Mushki, has on Sunday called on the UN Mission to Support the Hodeidah Agreement (UNMHA) to take a clear position on Saudi-led coalition’s threat of targeting Hodeidah port.

During his meeting today in the port of Hodeidah with the Deputy Head of UNMHA, Daniela Kroslak, Major General al-Mushki reviewed the provocative actions of the coalition forces and their bombings of residential areas which resulted in civilian casualties.

Al-Mushki expressed his regret for the inaccuracies contained in the statements of the Saudi-led coalition spokesman about the Hodeidah port, which was meant to pave the way for new attacks on the port.

Red Sea Ports Corporation denies coalition claims over Hodeidah port

The Yemeni Red Sea Ports Corporation denied the allegations of the so-called “spokesman of the US-Saudi aggression coalition ” using the port of Hodeidah as a base for launching any military actions.

In a statement on Friday, the Corporation expressed its deep regret for the repeated scenario used by the coalition of aggression and its tools through its media horns to storm the port of Hodeidah, using an excuse to make it a legitimate target in its hostile policy against the Yemeni people.

The statement stressed that the port of Hodeidah is subject to continuous UN visits, abiding by all international marine requirements and codes, proceduring in force in international ports, and is devoid of any armed manifestations, military barracks, or warehouses for assembling weapons, and the launch of warships.

It considered the threats of the countries of the coalition of aggression to target the port of Hodeidah as a dangerous prelude, the results of which will be catastrophic for the region, and will cause great damage to the strength of the Yemeni people, who depend on it mainly to supply relief, medicine and fuel supplies.

Saudi-led coalition: Houthis' actions turn Yemen ports into legitimate target

The Saudi-led coalition fighting in Yemen said that Houthis' use of civilian sites as fortresses will turn Hodeidah and Salif ports into legitimate military targets, coalition spokesman Brigadier General Turki al-Malki said on Saturday.

"We do not want to target the ports... We want to reach a comprehensive political solution, but when they use civilian sites... they forfeit the immunity... thus it (Hodeidah and Salif ports) will be a legitimate military target."

In what appeared to be a denial of the coalition accusations, Houthi deputy foreign minister Hussein al-Ezzi said that a United Nations mission has been carrying out daily and weekly visits to the ports of Hodeidah province since the Stockholm agreement, the group’s Al-Masirah TV reported on Saturday after the coalition press conference.

[Sanaa gov.] FM responds to coalition accusations regarding Hodeida port

Deputy Ministry of Foreign Affairs in Sanaa, Hussein Al-Ezzi, responded on Saturday to the accusations circulated by the Saudi-led coalition’s spokesman regarding Hodeida port.

Al-Ezzi said on Twitter the coalition’s spokesman lost the fact that the UN mission had been carrying out daily and weekly visits since the Stockholm Agreement in 2018.

Al-Ezzi added that the spokesman of the coalition also forgot that “the coalition is obstructing the arrival of the UNIFEM mechanism to the port,” while Sanaa authorities sent dozens of messages to the United Nations to implement the mechanism.

Al-Ezzi said that holding the UN-licensed ships by the coalition is a flagrant violation of Hodeida Agreement, surprising the silence of the UN mission in the face of all this misinformation.

The Arab Coalition has condemned Yemen’s Houthi rebels for using civilian ports in the country’s west for warfare.

Hodeidah, Al Saleef and Ras Isa have become staging areas for attacks on global maritime trade, as well as hubs for weapons smuggling and production.

“The Houthi rebels have been practising piracy in the international waters of the Red Sea and Bab Al Mandeb, which threatens maritime security and poses a big threat to global trade,” the Arab Coalition spokesman Gen Turki Al Malki said on Saturday.

“The act of piracy, which was committed by the Houthi rebels against the Emirati-flagged Rawabi ship last week is a severe violation of international laws and threatens maritime security.”

[Sanaa gov.] Hodeidah Governor, Mohammed Ayash Quhim has said that Saudi-led coalition’s threat to target Hodeidah port is not a new and it has been targeted previously.

In a statement to Al-Masirah TV, Quhim stressed that the silence by the international community over the coalition’s threat to target the port of Hodeidah reflects the duality towards the Yemeni file.

Abdul-Salam describes coalition’s reports on Hodeida port as false claims

The official spokesman for Ansar Allah Movement, Mohammed Abdul-Salam, described on Thursday allegations circulated by the Saudi-led coalition’s media outlets regarding the port of Hodeida as false justifications indicating bankruptcy.

“The port of Hodeida is closed after being bombed by the coalition warplanes in late 2015, except for the rare humanitarian operations,” Abdul Salam said on Twitter.

“The coalition’s threat to target civilian facilities is nothing new,” he added, pointing out that the coalition bombed the Sanaa airport and other civilian facilities a few days ago, under ridiculous claims.

He continued, “Making justifications and false propaganda is a tool being played by this bankrupt alliance on.”

Saudi and Emirati religious moderation inspires few beyond their borders

Saudi Arabia and the United Arab Emirates have drawn praise for social reforms that have domestically reduced the role of religion in public life, enhanced women's rights, and, in the case of the UAE, catered to non-Muslim lifestyles.

Yet, Saudi and Emirati efforts to position their countries as the Muslim world’s beacons of an autocratic notion of moderate Islam have done little to encourage moderation beyond their borders despite a radical cutback in decades-long global Saudi funding for the spread of an ultra-conservative interpretation of Islam and the Emirates’ trumpeting of notions of tolerance.

The geographic limits of Saudi and Emirati moderation are evident in the housing projects of France, the Rohingya refugee camp at Bangladesh's Cox Bazar, and in Pakistan, where Prime Minister Imran Khan appears to be reinforcing religious ultra-conservatism that has long been woven into the fabric of society with Saudi assistance.

The obstacles in garnering religious soft power are further evident in the travails of the Saudi-funded King Abdullah bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue (KAICIID). After a decade in Vienna, the centre has been forced to relocate to Lisbon. The centre hopes that the kingdom’s lack of freedom of religion and tarnished human rights record will spark less controversy in the Portuguese capital.
